truly,

believe
this
request
for
annexation
and
rezoning
is
something
Monroe
or
Walton.
County
would
benefit
from.
This
is
not
a
knee-jerk
reaction,
but
comes
from
what
I
live
with
on
a
daily
basis.
I
would
like
to
share
my
personal
experiences
with
living
next
door
to
a
development
similar
to
the
one
being
proposed
here
tonight
since
the
very
beginning
of
the
development
directly.
Next
to
my
farm
on
grass
Road,
there
has
been
nothing
but
trouble.

The
land
this
development
was
built
on
was
also
in
xed
into
the
city
to
allow
for
a
higher
number
of
houses
per
acre.
This
took
land
from
the
counties,
one
home
for
acres
zoning
to
the
much
higher
density
allowed
by
the
city
zoning.
The
problems
began
with
the
planning
and
construction
phase.
The
land
was
scraped,
clear
and
runoff
down
the
hill
on
my
property
and
into
a
creek
began.
This
was
just
the
beginning,
then
surveyors
trespassed
onto
my
property
and
began
driving
metal
pinions
into
the
pasture.

Where
my
horse
is
grazed
and
roamed
metal
pens
that,
if
a
horse
were
to
step
onto
one
what
have
lamed
or
permanently
damaged
my
horse's
hooves,
this
was
just
the
beginning
of
the
trespassing
problems.
The
saying
goes,
build
it
and
they
will
come.
But
in
this
case
today
the
buyers
did
not
come.
These
houses
did
not
sell
or
were
sold,
and
then
foreclosed
upon
houses
in
this
development
have
ended
up
as
rentals
or
section
8
housing
with
a
transient
population.

The
noise
from
the
loud
cars
and
loud
music
makes
it
impossible
for
me
to
enjoy
my
property,
and
there
are
a
lot
of
cars,
so
many
cars
that
the
traffic
on
the
greatest
road
has
increased
exponentially
and
so
have
the
number
of
traffic
accidents.
There
was
an
especially
bad
accident
on
the
gratest
Road
not
long
ago,
that
involved
a
vehicle
exiting
the
development.
Next
to
me
trying
to
get
out
of
my
driveway.
It
was
the
problem
before
all
those
houses
were
built.

I
have
a
friend
that
lives
less
than
a
quarter
of
a
mile
from
the
entrance
to
this
proposed
development
that
can
barely
get
in
and
out
of
her
driveway.
Now,
with
all
the
traffic
currently
on
the
Good
Hope
Road.
As
a
matter
of
fact,
she
was
broadsided
badly
injured
and
her
car
totaled
in
an
accident
in
front
of
her
home.
The
thought
of
anyone
else
being
placed
endangered
due
to
even
more
vehicles
entering
that
stretch
of
road
right
in
front
of
the
Carver
middle
school
is
disturbing.

gunshots
that
come
from
there
sound
like
I,
live
next
door
to
a
gun,
range
and
hearing
gunshots.
I,
never
know
when
a
bullet
is
going
to
come
falling
from
the
sky
or
skipping
past
me
or
my
livestock
or
my
grandchildren.
I
live
in
fear
of
the
day
that
one
may
not
miss,
and
the
trespassing
I
mentioned
earlier
includes
finding
strangers
and
evidence
of
strangers.

since
it
was
a
tabled
item,
but
since
well
since
I'm
up
here
the
petition

it's

17-2,

Stone
Creek
Development
LLC,
is
the
applicant
and,
as
we
all
discussing
for
a
couple
of
months
now,
they're
proposing
a
rezone
and
annexation
into
the
city
of
51
acres,
the
annexation
will
be
only
forty
six
point.
Five
seven
of
those.
The
remainder
is
already
in
the
city
and
they're.

That's
after
I
get
the
technology
to

good
evening,
it's
lovely
to
see
all
of
you
again
a
new
face
here
that
congratulations,
I
have
a
very
short
presentation,
because
you've
heard
a
good
bit
about
this
development,
but
just
to
recap
for
from
mr.
Bradley
it
was
not
here
before.
As
mr.
Patrick
said,
we
are
looking
and
asking
to
annex
and
then
rezone
to
r1
a
approximately
50
acres.
It's
along
Good
Hope
Road,
almost
directly
across
the
street,
from
Carver
middle
school.

you're
familiar
with
that
area,
here's
a
sight
plane
that
we
started
with.
We
started
with
looking
at
138
homes,
density
of
2.7,
Lots
per
acre.
You
know
started
with
the
quality
homes,
no
vinyl
siding,
except
for
vinyl
soffit
for
maintenance
purposes,
sidewalks
throughout
the
development
and
along
the
portion
of
the
property
that
fronts
Good
Hope
Road
the
property
boundary
there,
and
then
we
also
talked
about
in
a
minute
an
area
that
was
back
in
September
since
then
that
particular
plan,
or
that
zoning
with
conditions
was
approved
by
the
staff
and
the
Planning
Commission.

then,
as
you
said,
it
was
tabled
before
this
board
until
this
meeting
a
week
ago,
and
we
came
back
to
you
with
an
amended
plan
at
your
work
session,
we
had
taken
the
Lots
down
to
130.
We
had
added
in
conditions
for
playground
and
mail
kiosk
and
we've.
Given
you
an
additional
depiction
of
the
wall
of
the
entrance,
sign,
sorry
and
here's
a
picture
of
the
playground
that
we
were
proposing
and
so
I
thought
medium.
We
got
some
very
good
feedback
from
all
of
you
and
I
appreciate
that
between
myself,
mr.

and
Joe
Dixon,
we
have
talked
property
owners.
We
have
talked
to
council
members,
folks
in
the
community,
taken
in
your
feedback
and
we
we
have
heard
you
and
we
have
tried
incredibly
hard
to
accommodate
everyone's
request,
but
you
can't
make
everyone
happy,
but
we've
come
back
with
some
more
information
tonight
and
a
couple
of
different
options
for
you
to
consider.

one
concern
that
or
question
we
had
at
the
last
meeting
was
about
the
quality
of
the
homes,
and
my
client
talked
about
that.
He
has
a
similar
development
in
the
winder
area,
but
it's
kind
of
hard
to
compare
that,
because
you
know
we're
in
Monroe
and
wanders
a
little
bit
different
and
you
know
I,
don't
know
if
anybody
had
a
chance
to
go
out
there.

They're
incredibly
similar
with
regard
to
he
uses
the
same
cabinet
company
in
the
same
interior
door
company
in
the
same
window,
company
the
same
garage
doors,
the
same
landscaping
same
granite
in
the
kitchen.
The
only
things
that
differ
on
the
standard
features
is
that
in
Mill
Creek
its
standard
to
have
more
hardwood
flooring
and
tile
flooring
and
in
our
homes
those
will
be
upgrade
features.
And
so,
if
you're
familiar
with
the
retreat
at
Mill
Creek,
the
Lots
are
a
little
bit
bigger.

one

Joe's
plans

we're
proposing
for
Stone
Creek:
it's
got
the
stone
accent,
hardiplank
siding
the
nice
carriage
featured
garage
door,
and
if
you
go
out

retreat

Mill

it's
similar
they're,
a
little
different.
Every
builder
has
their
own
preferences
different
places
where
they
put
the
brick
and
that
kind
of
thing,
but
a
quality
product
and
here's
a
ranch
1700
to
2000
square-foot
ranch
that
we
were
supposed
to
put
in
Stone
Creek.

that's
where
they
start
in,
so
we're
proposing
two
options
or
two
versions
of
conditions
based
on
what
we've
talked
about
with
many
people,
we're
still
asking
for
the

these
are
the
conditions
and

hope

be:
the
reduce
the
homes
down
to
120
total.
That
brings
a
density
down
to
two

minimum

of

construction

emotional
issue

those

intent

bring

quality
development
and
needed
development
to
meet
the
needs
of
first
home
to
home
buyers
as
young
families.
There's
a
demand
for
this
kind
of
housing
for
people
at
work
at
the
Walmart
distribution
center
in
Hitachi.

This
is
something
that
the
community
honestly
that
they
need
with
regard
to
the
traffic
I
think
in
a
way
we're
blessed,
because
this
is
actually
in
a
school
zone.
So
the
speed
in
this
area
is
much
lower
than
the
rest
of
highway
83,
and
you
know
to
the
extent
that
people
break
the
law
for
the
police
officers
to
employ.

with
criminal
behavior
with
regard
to
trespassing,
you
know
we
can't
prevent
people's
criminal
behavior,
but
the
police
officers
here
in
the
City
of
Monroe
can
do
that
and
as
simple
call
to
them
would
remedy
those
issues.

the
fact
that
we
have
sidewalks
within
our
development
to
prevent
any
type
of
trespassing,
so
I
mean
I
feel
terrible
for
mrs.
Whitley,
with
the
experience
that
she's
had
on
gratis
Road.
But
again
that's
on
gratis
Road,
it's
it's
not
on
Good
Hope,
Road
and
the
developer.
There
was
not
mr.

different
development,

even
sure
what
conditions
were
we're
not
placed
on
that,

I
hate
it
for
her.

she's
had
such
a
terrible
experience,
but
it
you
know
our
development

equality
will

controls

place

the
conditions
that
we've
asked
for
that
gives
the
city
good
control
of
the
quality
product.
