the

of
Monroe
Lord.
We
just

that
you
give
us
the
wisdom
and
the
knowledge

make
the
best
decisions
for
our
city.

in
your

council
members

We
need
an
approval
of
the

So
this
was
a
the
public
meeting
last
night
regarding
the
LCI
partier
update,
we
had
a
lot
of
great
citizen
input
on
this
plan,
and
this
is
just
a
minor
update
that
we
then
submit
to
the
state
to
keep
our
file
active
for
the
liveable
centers
initiative
project,
the
results
of
which
you
will
see
hopefully
later
this
year,
if
not
early
next
year,
with
the
dirt.
Turning
on
the
North
Broad
Street
skate
project,
that's
part
of
the
LCA
process
and
all
that
Sadie
cross
to
come
up
here
and
present
our
newest
version
before
each
night.

My
arm,
you
see
what's
different
one
is
we
are
excluding
successes,
amazed
or
how
initiative
and
if
you
know,
thirteen
five-year
update.
One
of
the
things
that
was
noted
is
that
we
have
not
made
any
progress
in
those
areas
and
the
LCI
policies
and
suggestions,
and
so
now
we
have
some
progress
to
report
so
reporting
on
our
housing
team.

So
what
we're
proposing
is
to
combine
the
two,
since
the
Emmons
bridge
was
part
of
that
alcove
erode
that
whole
neighborhood
development,
which
was
rezone
as
the
planned
residential
development
for
the
mill
district
neighborhood
two
years
ago,
could
make
all
of
that.
The
mill
district
and
what
this
helps
us
in
planning,
is
that
we
can
do
area
specific
strategies
and
initiatives
for
economic
development,
for
housing,
for
goals
based
on
what
areas
need
being
North
corridor
downtown
core
and
the
mill
district.
We
already
kind
of
look
at
those
as
separate
areas.

just
articulating
in
our
plan
and
it's
also
on
page
four.
These
are
pulled
from
the
original
LCI
and
there's
a
lot
more
integration.
With
our
short-term
work
plan
from
the
most
recently
drafted
City
of
Monroe
comprehensive
plan
that
drafts
there's
a
lot
more
overlap.
Those
are
combined
now
the
five-year
action
plan
very
similar
to
the
short-term
work
plan
that
will
also
be
trying
to
address
from
2017
to
2020
with
it
on
based
on
the
citizen,
input
the
ones
that
they
felt
were
most
important
in
each
area.

So
the
first
category,
our
overall
LCI
recommendations
that
apply
to
the
whole
area,
and
then
each
of
those
three
neighborhood
knows
may
have
any
does
that
make
sense,
appointment
information
and
then
you
have
maps
of
those
as
well
as
the
updated
spreadsheets
of
our
accomplishments.
So
far
from
the
original
LCI
and
2008.

So
just
received
word
recently
that
we
were
originally
set
for
am
a
construction
bid
date.
That's
been
pushed
back
into
June
and
from
what
our
Atlanta
Regional
Commission
representative
was
telling
us
we'll
do
it
in
June,
but
most
dirt.
Turning
is
not
going
to
happen
for
another
six
months,
so
it
could
be
four
to
six
month
process.
So
it's
unfortunate,
but
it
has
to
go
through
all
the
figure,
federal
regulatory
approvals
and
then
G
dot
as
well.

have
before
you
just
a
few
cleanup
items
for
fiscal
year,
ending
2016.
These
are
just
some
fudging
amendments
that
we
have
to
do
at
the
department
level
satisfy
our
own
budget
policies
and
as
well
as
the
state
budget
policies,
the
closing
out
fiscal
year.
2016
with
these
budget
amendments
will
allow
us
to
finish
up
the
financial
statements
and
the
capper.
The
comprehensive
annual
financial
report
will
have
that
next
month,.

You
have
before
you
the
information
from
an
emergency
purchase
we
had
to
make
last
week
at
the
water
treatment
plant.
This
is
a
programmable
logic,
controller
for
using
the
control
logic,
simulation
and
testing
of
the
SCADA
water
treatment
plant
system.
This
was
provided
by
Evoque
water
technologies
and
they
are
a
sole
source
provider
and
you
have
the
sole
source
letter
in
that
packet
as
well,
and
the
total
is
sixty
eight
thousand
eight
hundred
and
forty
dollars.
We
had
this
budgeted
within
the
CIP
at
a
hundred
thousand,
so
it
came
in
well
within
budget.

One
of
the
reasons
that
council
appointed
the
Airport
Commission
was
to
have
inputs
from
persons
knowledgeable
in
the
aviation
community
and
in
this
case,
in
this
case,
rental
rates
alone
do
a
disservice
to
the
decision
that
you
are
asked
to
make
at
some
point
in
the
future.
They
don't
provide
a
clear
indication
of
the
value
that
our
Airport
offers.
The
document
before
you
speaks
to
the
service
is
necessary
to
acquire
the
rents
that
that
you
have
sought
an
analogy.
That
I
think
would
be
very
important.
Very
appropriate
in
this
situation
is
that
of
travel
accommodations.

That's
what
you
see
in
the
documents,
our
key
services
at
the
Monroe
Airport
or
toward
the
lower
end
of
the
spectrum
of
our
competing
airports.
If
you
throw
out
the
highs
and
lows
of
the
average
rents
that
were
represented,
the
airport's
generate
about
two
hundred
and
thirty-nine
dollars,
average
monthly
rent
Munro
currently
generates
two
hundred
and
ten
dollars
average
rent,
so
that
would
the
services
offer
I
would
contend
that
the
the
rents
that
we
currently
are
very
comparable
to
the
services
offered.

I
can't
speak
for
the
Commission,
as
this
issue
hasn't
been
vetted
before
them,
but
personally
I
would
be
in
favor
of
a
rate
increase
at
the
airport
upon
the
completion
of
our
a
wasp
project,
that's
underway.
The
acquisition
of
the
LP
V
approaches
some
minor
upgrades
to
the
runway
apron
and
to
our
current
hangars,
as
well
as
groundbreaking
on
the
proposed
terminal
or
the
proposed
hangar
project.

I
think
that
would
be
very
salable
if
you
will
at
the
airport,
because
once
the
residents
can
see
things
happening
in
motion
being
moved
dirt
being
moved
and
things
happening,
they'll
be
very
much
in
favor
and
very
proud
of
what
the
airport
is
doing.
So,
with
your
permission,
I
just
like
to
turn
it
over
to
mr.
Etheridge
for
just
a
moment
to
get
another
viewpoint
on
this
particular
set
of
agenda.

I
do
like
Larry
said
appreciate
the
opportunity
to
speak
tonight
about
two
and
a
half
years
ago,
I
was
asked
to
serve
on
the
Airport
Commission,
because
I
had
a
small
flight
training
operation
at
the
airport
and
was
very
concerned
with
helping
the
airport
grow,
and
my
concern
from
the
very
beginning
has
always
been
just
number
one
goal:
to
try
to
help.
You
guys
help
make
our
Airport
a
very
viable
Airport
and
make
it
really
profitable.

That's
where
we
go
to
get
stuff
done,
because
there's
a
lot
of
services
offered
at
that
Airport
and
I
listed
them
there.
For
you,
the
I
took
an
aerial
picture
the
other
day,
because
I
wanted
you
guys
to
just
kind
of
see
what
the
potential
could
be
down.
The
road
for
our
Airport
Griffon
Airport
is
exactly
35
miles
as
the
airplane
flies
from
downtown
Atlanta
we're
exactly
35
miles.

You
know,
they're
in
a
they're,
a
City
County
Airport
like
we
are
they're
city-owned,
but
their
counties
are
part
of
their
operation,
but
years
ago
they
decided
that
what
they
needed
to
do
was
to
you
know,
attract
more
airplanes,
because
when
you
get
more
airplanes,
you
get
more
tax
dollars,
you
get
more
fuel
sales
and
then,
if
you
can
track
businesses
to
the
airport,
you
get
even
more
taxes
and
even
more
people
buying
gas.
So
it
all
helps
the
airport
growth
and
what
what
they
did.

took
that
picture,
because
I
wanted
you
guys
to
see
what
what
the
potential
is,
what
we
could
have
down
the
road
here
at
Monroe.
You
know
we
have
been
kind
of
at
the
Airport
Commission
talking
about
there's
only
three
ways
to
make
money
at
our
Airport
to
help
pay
the
bills
and
the
number
one
is
fuel.
Sales
and
fuel
sales
are
driven
by
people
keeping
the
airplane
at
your
airport
and
the
airplanes
at
your
Airport
need
hangers
and
hangers.

If
you
own
those
hangers,
you
know
you
can
benefit
from
that
rent,
a
statement
the
airport
manager
made
to
me
two
days
ago.
He
said
Rodney,
whatever
you
do
lead
your
people
to
understand,
don't
do
what
we
did
and
if
you
look
down
there,
they
have
48
hangers,
they're,
all
ground
leases,
and
he
said
what
we
did
years
ago.
We
gave
these
cheap,
cheap
ground
leases
and
we
gave
them
30
to
40
years
with
the
chance
to
renew
and
we
get
hardly
any
income
out
of
it.

Now
we
need
jet
a
we
have
a
jet
runway,
but
we
don't
sell
jet
fuel
and
that's
that's-
that's
hurting
us,
so
these
are
some
of
the
things
on
the
Airport
Commission
that
that
we're
just
want
you
guys
to
know-
and
you
know-
and
so
that's
kind
of
why
I'm
here
tonight,
I
wanted
to
just
take
just
a
brief
moment
to
show
you
an
example
of
an
airport.
That's
got
a
lot
of
businesses.
A
lot
of
services
Larry
mentioned
that
our
problem
right
now
is
that
we
have
a
great
Airport.

We
just
don't
have
services
that's
needed,
but
one
of
the
biggest
things
we
need
right
now
we're
waiting
for
for
months
and
months-
and
we
still
don't
know
when
it's
coming
is-
is
just
a
simple
weather
system,
something
that
tells
the
pilots
what
the
weather
is,
because
a
pilot
can't
land.
Here
he
doesn't
have
the
weather
a
commercial
pilot
can't
he
has
to
go
to
winder
or
he
has
to
go
to
Athens.

He
can't
land
here
you
know
unless
it's
clear,
and
so
that's
just
one
of
the
many
little
things,
but
just
wanted
to
share
that
with
you
and
echo
what
Larry
said
if
we're
going
to
increase,
rely,
I,
think
I
think
a
rent
increase
is
probably
due
in
the
near
future,
but
I'd
love
to
see
us
really
concentrate.
First,
on
doing
the
things
we
really
need,
which
is
getting
some
hangars
built,
we've
got
over
20
people
waiting
for
hangars
that
want
to
pay
us
their
money
and
identity,
jet
fuel
and
this
weather
station.

All
we
need
Norman,
it
has
been
I'll,
be
honest,
guys.
It's
been
one
most
frustrating
jobs.
I've
ever
done
in
my
life,
I've
been
two
and
a
half
years
on
this
commission
and
really
the
only
thing
that
I
can
proudly
say
that
we've
done
in
two
and
a
half
years
is:
we've
got
a
hundred
little
ed
field,
we've
got
10,000
gallon
fuel
tank
and
we've
got
our.
Our
runway.
Lights
are
turned
on
now,
which
were
put
in
like
about
12
years
ago,
and
we
finally
got
those
put
on
turned
on
last
month.

Just
want
to
say
a
couple
things
because
I
may
not
be
here
we're
not
giving
when
you
guys
get
a
chance
to
actually
vote
on
the
hangar
proposal.
However,
it
works
out,
but
I
want
to
thank
Logan
and
I
want
to
thank
Chris
and
these
two
gentlemen
and
the
committee.
We
have
made
a
lot
of
progress.
These
guys
come
from
the
private
sector
and
Logan's
and
wearing
two
or
three
hats,
and
so
is
Chris
and
when
Matthew
left
it
kind
of
left
us
with
a
lag.
But
we
made
a
lot
of
progress.

We
will
continue
to
make
a
lot
of
progress,
but
you
guys
need
to
know
it's
not
about
if
it's
50
dollars
or
25
dollars.
It's
not
about
these
guys
saving
$25
a
month.
If
we
had
a
fundraiser
tomorrow
to
raise
some
money
for
the
airport,
they
would
gladly
write
a
check
for
$300,
so
they
really
are
trying
to
advise
us
in
a
way
that
will
help
set
Munroe
up
for
success
in
the
future.
So
just
really
take
take
the
spreadsheet
into
account.
