Tyler
I
jumped
the
gun
so,
and
that
was
just
and
I
was
just
and
I
was
just
talking
to
the
preacher.
You'll
be
called
first
Tommy
fountain.
Thank
you,
ladies
and
gentlemen.
Tommy
fountain
is
the
as
we
call
him
the
Piggly
Wiggly
pastor.
He
is
at
Grace
Baptist.
They
bought
the
Piggly
Wiggly
building
and
for
those
of
you
don't
know
he
was
a
manager
at
Piggly
Wiggly
as
one
of
his
first
jobs.
A
D
Let's
bow
together,
other
I
want
to
thank
you
tonight
that
the
Scriptures
are
true
that
psalm
46:1
applies
to
every
one
of
us,
and
that
is
that
God
is
our
refuge
and
strength.
A
very
present
help
in
time
of
trouble
and
so
Lord
through
difficulties
and
struggles
in
all
of
our
lives.
We
can
always
count
on
you
and
I.
Thank
you
that
you're
our
hiding
place
that
you're
the
one
we
find
our
safety
and
our
security
in
and
what
I'm
reminded.
D
Also
the
scripture
in
the
New
Testament
of
Paul
writing
in
Philippians,
4
and
verse
4.
We
says
rejoice
in
the
Lord,
always
and
again,
I
say
rejoice!
Let
your
conduct
your
lifestyle
be
known
to
all
men.
The
Lord
is
at
hand
so
tonight,
Lord
I
pray
for
your
presence
in
this
room.
I
pray
for
your
guidance,
I
pray
for
your
understanding
and
your
wisdom,
because
Lord
when
the
text
says
that
you're
at
hand
lord
I,
thank
you.
That
means
you're
ever
present
with
us,
you're,
omnipresent
and
so
tonight.
D
Lord
I
pray,
as
the
Apostle
Paul
told
us
to
pray
for
those
who,
in
authority
over
us
and
those
who
lead
in
government
positions
and
so
I
pray
for
each
of
these
men,
and
each
of
these,
ladies
and
I
pray
that
you'll
just
bless
them
tonight,
help
them
to
make
wise
decisions,
that's
best
for
the
community
and
certainly
best
for
your
kingdom
Lord.
We
love
you
tonight.
D
A
A
E
All
hearts
and
minds
are
clear
before
the
Lord
hi,
my
name
is
Tyler
Gregory
and
I'm,
representing
the
Monroe,
the
mill
village
residents
Association.
We
recently
formed
we're
just
a
group
of
folks
that
live
in
the
mill
village
that
really
enjoy
it
and,
while
all
this
great
new
stuffs
going
on
in
that
area,
we
wanted
to
come
say
thanks
to
the
council
for
the
valuable
dollars
that
you
put
into
5th
and
6th
streets
and
doing
the
gutter
project
and
the
streets.
It
looks
great.
We
really
appreciate
that.
E
Maybe
there's
something
else
in
the
work
for
a
4th
and
3rd,
and
we
looking
forward
to
that
too,
and
just
wanted
to
say
that
as
things
progress
and
as
things
move
forward
in
this
town,
that
we
want
to
be
a
part
of
that
conversation
and
we
want
to
continue
to
improve
the
Mill
Village
and
what
it's
doing
and
it's
a
great
part
of
history
of
Monroe
and
it's
a
great
little
community
that
still
exists.
And
so,
as
things
progress,
we
don't
want
to
lose.
What
we
have
there.
E
It's
a
lot
of
folks
that
do
still
get
to
sit
on
each
other's
porches,
and
you
know
have
that
neighborhood
feel
and
it's
so
close
to
downtown.
You
can
just
walk
there
and
it's
it'll
be
a
place
that
over
time,
you
know,
I'm
sure
will
blossom
even
more
than
it
has
I
know
that
it
at
times
has
slumped
because
of
mills
closing
or
whatever
kind
of
economic
depressions.
E
You
know
crosswalks
or
cleaning
up
some
yards
or
you
know
all
that
kind
of
little
stuff
and
I
just
wanted
to
bring
that
to
the
council's
attention.
And
let
you
know
that
we
very
much
want
to
be
a
part
of
what
Monroe
is
doing,
because
it's
it's
meant
a
lot
to
us.
For
those
of
you
don't
know
me.
I've
worked
in
the
school
system
because,
because
of
Rita
and
I
have
been
the
director
of
the
Arts
Center
because
of
Larry
and
I
mean
there's
a
there's,
a
lot
of
history
in
this
town.
E
For
me,
in
the
short
five
years
that
I've
been
here
and
me,
and
my
wife
Lauren,
this
is
Lauren.
We
love
this
town
and
we
love
where
we
live,
and
so,
as
we
continue
on,
we
just
want
to
let
you
know
that
the
Mill
Village
will
be
in
that
change,
and
a
part
of
that
I
would
like
to
make
a
couple
of
requests
just
some
things.
As
far
as
thank
you
so
much
again
for
for
listening
to
us
last
week
and
helping
clean
up
some
of
the
stuff,
as
you
guys
go
on
the
project.
E
Again,
it's
been
a
fantastic
project
and
we
came
just
last
week
and
were
mentioned
in
that
to
the
gentleman
over
here
and
things
were
getting
cleaned
up
and
getting
taken
care
of.
So
we
appreciate
that,
and
also
some
of
our
residents
are
concerned
on
4th
Street
about
a
bunch
of
a
bunch
of
children
loved
to
play
in
our
streets,
and
so
they
were
wondering
if
it
might
be
possible
to
get
some
slow
children
at
play.
Signs
in
there.
E
F
E
What
we
do
appreciate
that
you
guys
stay
around
there
and
keep
us
safe.
As
you
know,
there
was
a
shooting
on
sixth
Street
not
too
long
ago,
and
we
deal
you
know
we
deal
with
with
our
ups
and
downs,
just
like
anybody
else,
but
we
do
appreciate
the
help
and
just
would
like
to
continue
to
see
that
so
that
our
residents
feel
safe,
and
we
know
that
the
level
with
which
we
treat
people
and
we
the
standard
that
we
hold
them
to-
is
the
standard
that
they
will
live
up
to.
E
So
that's
what
we
believe
and
that's
what
we're
going
to
continue
to
try
and
convey
and
then
I
think
that's
it.
So
we
appreciate
all
that
you
guys,
as
the
City
Council,
are
doing
to
progress
our
city
and
all
the
services
that
our
city
provides
and
we're
going
to
continue
to
engage
and
be
a
part
of
this.
So
thank
you
very
much
for
everything
and
god
bless
you
all.
Thank.
A
You
thank
you
for
your
comments.
Ladies
and
gentlemen
Tyler
and
his
wife,
Lauren
and
Tyler
said
here
he
is
active
with
with
arts
community
Lauren's.
You
may
recognize
her
from
her
proclamation
received
with
with
a
child's
voice.
She's
a
child
advocate
they
they
are.
What
you're
looking
at
is
our
future
very,
very
active
in
the
community
very
active
in
the
arts.
A
They're
rebuilding
our
downtown
with
in
so
we
appreciate
that
you're
here
and
we're
looking
forward
to
a
lot
more
like
you
coming
in
next
I
have
Rob
green
on
the
list,
but
Rob
I
think
you're.
Here
talking
about
the
rezone,
correct.
Okay,
then
we'll
move
to
the
public
hearing
which
is
I,
think
gonna,
be
you
Rob
I'll
refer
to
Patrick
Kelly.
Yes,.
G
Sir
Thank
You
mr.
mayor,
this
is
petition
number
one:
eight,
zero,
zero,
three

the
applicant
Grace
Fellowship
Church
incorporated
request
to
rezone
or
property
located
at
203,
bold
Springs
Avenue.
The
project
has
two

frontage
on
both

and
the
final
Road
has
three

point.
G
Five
four

of
road
frontage,
which
is
east
Marable,

property,
consists
of
approximately
eight
acres
recommendation
from
the
co
Department
and
for
plant
from
Planning
and
Zoning
is
for
approval.
The
property
is
presently
zoned.
Prd
they're,
requesting
a
zoning
classification
of
a
PCD,
that's
from
planned
residential
district
to
planned
commercial
district.
The
requested
zoning
will
permit
a
use
that
is
suitable
in
view
of
the
use
and
development
of
adjacent
and
nearby
properties.
The
change
of
Zoning
will
not
adversely
affect
the
existing,
an
adjacent
property.
G
The
subject
property
does
have
restricted
economic
use
as
currently
zoned.
The
change
of
Zoning
will
not
cause
an
excessive
or
burdensome
use
of
existing
streets,
transportation
facilities,
utilities
or
schools,
and
the
future
land-use
plan
indicates
that
the
property
should
be
public.
Slash
institutional
I
would
mention
that
that
designation
was
given
quite
some
time
ago
on
a
20-year
future
land
use
map,
I,
think
that
was
produced
16
or
18
years
ago.
So
you
know
again,
the
recommendation
from
planning
zoning
and
staff
is
for
approval.
Thank.
A
H
Counsel,
I
am
Rob
green
here
representing
Grace
Fellowship
Church,
where
I
worship
and
serve
on
the
elder.
So
we're
super
excited
about
the
old
school
and
just
think.
God's
got
some
big
things
planned
for
it
appreciate
the
approval
from
the
Planning
Commission
last
week
and
we
loved
approval
from
y'all
for
the
rezoning
where
we
can
take
next
steps
and
moving
that
old
school
into
our
worship
campus
and
we
try
to
be.
I
H
H
Know
it's
a
there's,
a
lot
of
ideas,
our
main
thing
that
we
have
for
sure
is
the
old
gym.
That's
going
to
be
our
sanctuary!
That's
where
we're
going
to
have
our
worship
service,
the
next
two
buildings
back
or
one's
going
to
be
our
youth
center
one's
going
to
be
our
children's
center.
You
know
there's
a
lot
of
opportunity
with
a
kitchen
I
mean
there
is
an
awesome,
open,
green
space
that
we
get
some
plot
ideas,
but
nothing
in
stone.
Yet
and
it'll
it'll
depend.
Don't
you
what
kind
of
fines
with
me
yeah.
H

A
Great
input
do
I,
have
anyone
who'd
like
to
speak
against
her
or
anyone
in
the
audience
who
have
any
questions?
I
think
we're
good.
Thank
you
now
declare
that
portion
of
the
meeting
closed
there'll
be
no
action
taken
at
this
particular
moment,
but
we
also
need
to
discuss
the
variance
of
4/16
force,
try
this
again
for
16
South,
Broad
Street
mr.
Kelly.
Mr.
thanks.
G
Again,
mr.
mayor,
this
is
petition
number
one:
eight,
zero,
zero,
three
one:
zero.
The
applicant
Greg
Thompson
request,
a
variance
of
section
702
table
12
for
setbacks
and
building
height.
The
request
is
for
416
South
Broad
Street
property
consists
of
a
total
of
1.5
zero.
Nine
acres,
a
property
has
a
total
of
approximately
280
feet
of
road
frontage
on
South
Broad,
Street
code,
Department
and
Planning,
and
Zoning.
Both
recommend
approval
for
this
project.
Extra
extraordinary
and
exceptional
conditions
pertaining
to
the
subject
property
because
of
size,
shape
or
topography
are
none.
G
The
literal
application
of
this
ordinance
does
create
an
unnecessary
hardship.
The
variance
would
not
cause
substantial
detriment
to
public
good
or
impair
the
purposes
or
intent
of
this
ordinance.
The
variance
does
not
confer
upon
the
property
of
the
applicant,
a
special
privilege
denied
to
other
properties
in
the
district
special
circumstances,
surrounding
a
request
for
the
variance
or
the
result
of
X
by
the
applicant.
The
variance
is
not
a
request
to
permit
a
use
of
land
buildings
or
structures
which
is
not
permitted
by
right
or
by
conditional
use
in
the
district.
G
A
K
Earrin
councilÃs
pleasure
to
be
in
front
of
you
today
to
bring
this
project
to
you.
As
Patrick
said,
my
name
is
Greg
Thompson.
If
you
need
y'all
didn't
know
that
the
package
you
have
in
your
folder
here
did:
it
include
a
Downtown
Development
Authority
letter.
Okay,
I
brought
something
I
didn't
know
if
it
made
it
in
the
in
the
packet
or
not,
but
anyway,
just
a
brief
overview
of
what
we're
doing
we're
going
to
expand
our
grocery
store.
K
Build
out
to
the
road
like
our
old
grocery
store,
was
so
there's
a
precedent
set
there
and
also
need
to
side
side
setbacks
also,
but
we're
going
to
incorporate
a
restaurant
inside
of
our
grocery
store
and
expand
on
all
our
fresh
meat
fresh
produce.
Every
department.
Pretty
much
is
going
to
get
more
space
where
I
pretty
much
doubling
the
size
of
our
store.
A
A
Quick
and
painless:
do
you
have
anyone
else
here
to
speak
in
favor
anyone
in
the
audience
with
any
questions,
more
than
happy
open
it,
and
then
I
will
also
ask
if
there's
anyone
to
speak
against
it.
Hearing
none
I'll
declare
this
portion
of
the
meeting
closed
and
we'll
be
back
to
revisit
that
with
a
vote
in
just
a
minute.
Thank
you.
I
need
to
move
to
a
new
business
about
the
rezone.
Wait!

Private
entities
and
nonprofits
will
also
be
joining
us
in
this
program.
This
is
a
Georgia
forward
program
and
we're
excited
to
hosted.
This
is
a
very
competitive
application
process
for
the
2019
community
and
essentially
for
challenge.
Questions
are
selected
by
the
steering
committee
and
then
we
bring
all
sorts
of
young
professionals
from
across
the
state
the
metro
area,
hand
in
Monroe.
B
So
we
have
a
good
cross-section
just
sort
of
on
this
this
board
and
they
help
us
figure
out
unique
answers
to
some
problems
here
in
Monroe
and
probably
open
all
of
our
eyes
to
see
some
things
that
we
haven't
thought
about
how
we
can
better
improve
Monroe
for
our
citizens.
It's
really
a
quality
of
life
challenge,
so
to
speak,
so
we're
very
excited
to
host
this
in
2019.
