Childers
Park
over

last
two
Thursday's,
they

the
finance
report
that
you

front

you,
I'm
gonna
point
out
a
couple
of
different
things
on
the
general
fund
under
expenses.
There's
two
line
items
that
are
showing
a
little
bit
more
of
an
increase
this
year
coming
from
last
year.
One
of
those
began
fire
and
the
other
being
police.
The
police
is
because
of
the
new
Walton
Plaza
payments
that
we
have
on
that
building
and
that
were
there
were
an
increase
for
2018
that
we
did
not
have
in
2017
and
in
fire.

the
second
quarter
that
we
should
be
receiving
and
on
over
into
the
utility
expenses
several
of
those
on
autumns
show
an
increase
in
2018
compared
to
2017
Central
Services
prior
to
this
year.
Those
were
the
Central
Services
Division
only
included

our
field
service
technicians,
which
is
also
known
as
our
meter
readers
and
this
year,
we've
included
additional
employees
and
expenses
which
fall
under
Chris
Bailey
that
he
has
been
utilizing
in
the
area.
So
we've
that
all
under
what
we
call
center
assault,
Central
Services
electric,
is
increased,
thus
due
primarily
to
cost
of
sales.

Earlier
this
year
due
to
the
colder
weather
and
also
the
increasing
increase
in
construction
and
progress,
telecom
shows
an
increase,
that's
due
to
the
cost
of
sales
and
the
cable
division,
and
also
construction
in
progress,
so
we're
in
water.
That's
primarily
due
to
the
CDBG
project
that
we
had
going
on,
which
was
a
grant
and
and
$500,000
of
that
will
be
reimbursed
through
that
grant.
Gas
is
due
to
cost
of
sales
again,
the
same
reason
as
electric
and
construction
and
progress
and
Goethe
was
broken
out
last
year
and
not
under
utilities.

the
new
software
and
business
license
and
permitting

still
scheduled
to

the

held

budget
meeting

department
heads
last
week
and
they
as
well

all
working

we
hope
to
bring
that
to
you

the
coming
months.

sales.
The
reports

shows
we
had
80
transactions
a
little
over
2000
gallons
because
of
the

way
the
dates
work.

ended
up

transactions

month
of
August,

hundred
gallons
and
my
little
over
ten
thousand
dollars
in
revenue,
which
is
pretty
good,
considering
increase
in
price,
because
costs
continue
to
go
up

bit
of
an
update
on
what
we
approved
last
month,
the
east
and
west
taper,
and
paving
projects
that
we
have
at
the
airport
that
we
received

approved
right

citizen
that
sent

picture

our
Police
Department
and

don't
think
we

got
reimbursed,

being
reimbursed
for
all
that
damage.
There
was
also
one

piece
of
railroad
equipment,
impacted
the
powerlines
on
Walker
Street,
a
little
Street
down
off.
That
goes
from
Madison
to
Braun
very
little
damage,
but
it
did
cause
an
outage
and
we
have
talked
with
how
that
happened.

they'll.

won't
happen
again.

meter
testing
our
Bible
yearly
meter
testing

our
top

has
started

warnings
than

is
pretty

picked
up
106
pounds
of
trash

we
participated
over
13
community
events,

of
which

went
really
well.
This
year
was
the
Bicentennial
event
out
at
Isis
Tech.
We
were
utilize,
our
canine
units
and
our
bike
patrol
units
I,
don't
know
if
you've
seen
our
bike
patrol
units,
but
we've
actually
upgraded
those
this
year
with
the
blue
lights,
they
actually
even
got
sirens
on
them,
but
that
helped
with
the
flow
of
traffic
management.

a
two-part

because
there's
two
parts
to
the
project,
but
it
all
goes
towards
one
vendor
choose
to
approve
it:
the
replacement
of
the
roof,
something
we've
talked
about
for
quite
a
while.

That's
there's
a
pair
of
any
decking.
It's
a
30-year
warranty
shingle
as
flashing
the
ridge
vent,
it's
repaired,
any
other
damaged
areas.

builders
was

bid

upon
completion
of
that,
we
generally
use

and

have
to
open
demolition
permits
that
need

be
completed.

for

estate

highlights
of
what's
going
on
around
town
with
the
building,
Wendy's
is
finally
underway,

they're
doing

great

Keeping
things
clean
and
orderly
over
their
local
Republic
is
working
on
their
plans
and
should
have
a
something
they'll
be
going
before
the
the
Planning
and
Zoning
Commission
for
a
certificate
of
appropriateness,
I
believe
next
week,
I
mean
next
month.

Street
won't
miss
the
apartment,
complex.
The
holders
mil
they're
finalizing
their
plans,
hopefully
they'll
they'll
get
their
plat
finalized
as
well
and
get
close
on

enhancements

research

kind
of
looking
at
some
additional
signage,
wayfinding
and

signage
to
advertise
our
public
parking
and
then
also
we
would
love
to
bring
before
council
and
encourage

new
system

monitoring

our
parking

we've

is

just

having
to
rezone

to

nonpartisan
nonprofit
we're
working
to
strengthen
communities,
unite
our
state

create

talent
pipeline

leading
program
is
young
game-changers,
and
this
is
a
leadership
action
program
where
we
bring
50
young
professionals
from
across
the
state
from
all
different
professions
in
between
the
ages
of
24
and
40,
and
in
2019
they
will
be
focusing
on
Munroe,
Walton
County
and
coming
up
with
really
creative
solutions
to
some
challenges.

working
alongside
a
steering
committee
with
Sadie
and
Logan
and
others
to
develop
the
framework
for
the
program
here
in
Monroe
and
as
of
today,
it
is
officially
out
there
that
we
will

here

Monroe,
Walton
County
in
2019.
This
will
be
an
eight
month
program,
we'll
start
in
January,
we'll
meet
for
two
days
in
January
two
days
in
March
one
day
in
June
and
make
final
recommendations
on
August
the
9th
next
year.

group
will
work
virtually
in
between
those
days
and
they
were
tasked
with
coming
up
with
creative
solutions
to
specific
challenge,
questions
that
will
work
in
this
community
and
they'll
be
working
alongside
community
leaders,
so
you'll
definitely
be
hearing
and
seeing
a
lot
of
the
young
game
changers
the
class
will
be
50
young
people
strategically.
One
third
of
the
class
will
be
from
the
Monroe
community.
One
third
will
be
from
metro
Atlanta
and
one
third
will
be
from
Greater
Georgia.

criteria
is
between
the
ages
of
24
and
40,
from
any
professional
sector
and
obviously
from
any
anywhere
in
the
state,
those
applications.

apply

starting
today
through
November,
the
1st
at
Georgia
forward

so
I'll

and
you
have
a
lot
more
information
about
Georgia
forward
and
the
young
game-changers
program
in
your
packet,
including
testimonials
from
both
community
leaders
that
we've
worked
in
in
the
well
we've
just
finished
our
seventh
community
in
Albany
Dougherty
County
last
month.

community
I
will
preface
this
with
each
community.
We've
worked
in
is
different
and
that's
why
we
have
a
local
steering
committee
to
help
with
this
program
here.
But
we
just
finished
in
Albany,
Dougherty
County,
and
the
neat
thing
about
the
program
is
that
the
participants
in
the
program
are
so
energetic
and
creative,
and
it
really
is
some
of
Georgia's
best
and
brightest
young
people
coming
to
put
these
ideas
together.
What
the
mayor
is
referring
to
is
the
challenge
question
for
Albany.

One
of
them
was
how
to
connect
the
community
using
natural
resources,
and
it
was
not
specified
which
natural
resources
that
we
were
talking
about,
and
so
the
class
is
first
tasked
with
really
breaking
down
their
question
and
identifying
which
each
section
means,
and
they
took
the
stance.
The
Flint
River
runs
through
the
middle
of
Albany,
but
that
wasn't
their
first
natural
resource
that
they
focused
on
the
first
natural
resource
was
the
people,
and
so
that
was
a
really
interesting
take
and
they
came
up
with
some
great
ideas.

their

So
I
would
also
like
to
add
that,
at
the
end,
when
we
make
our
final
recommendations
to
the
community,
there
will
be
twelve
big
ideas
presented.
Each
idea
will
have
an
action
timeline,
a
potential
proposal,
but
potential
funding
sources,
measures
of
success
and
expected
impact.
So
you
can
expect
about
a
hundred
page
report
at
the
end
of
this.
That
is
very
detailed.

recommendations
that
we'll
be
giving
to
the
community.

separate
resolution
to
go
along
with
the
application
that
has
already
been
submitted,
and
again
this
was
for
the
streetscape
funding.
Potentially
that
would
run
from
May
Herbal
Street
down
through
downtown
connect.
This
leg
back
over
to
East
Island,
then
back
down
north
Lumpkin.
To
give
us
that
continuous
flow
for
the
streetscape
look
in
downtown.

quickly

this
resolution.
So
here
with
me
a
moment,
whereas
the
City
of
Monroe
seeks
to
develop
a
long
term
vision
for
creating
a
vibrant
and
sustainable
downtown
by
promoting
economic
growth,
providing
pedestrian
friendly,
mixed-use
development,
enhancing
connectivity,
ensuring
multiple
transportation
options
and
whereas
the
city
seeks
to
foster
pedestrian
use
of
the
town
center
and
connectivity
of
travel
modes,
thereby
integrating
walking
transit,
bicycle
and
vehicle
travel.
Whereas
the
construction
of
the
Monroe
downtown
streetscape
project
is
a
vital
element
in
encouraging
healthier
and
safer
transportation.

for
residents
now,
therefore
be
resolved
by
the
mayor
and
council
of
the
city
of
Monroe
Georgia
that
the
mayor
and
council
supports
the
City
of
Monroe
application
to
the
Georgia
Department
of
Transportation
for
a
grant
through
the
Transportation
Alternatives
program
to
implement
the
Monroe
downtown
Street
scapes
project
now,
therefore
be
resolved
by
the
City
Council
of
the
City
of
Monroe
Georgia
that
the
City
of
Monroe
will
provide
the
required
twenty
percent
match
for
this
project
should
grant
funds
be
rewarded
in
