justice
unit,
I've
been
with
the
GBI
since
2014,
and
lately
we've
had
a
lot
of
interest
in
different
municipalities,
passing
ordinances
to
get
fingerprint-based
background
checks
for
different
licenses.

Currently,
the
state
mandates
that
each
city,
fingerprints,
those
applying
for
an
alcohol
liquor
license
the
city
of
Mon
are
currently
does
that
under
statute.
Three
three:
two
there's
another
statute:

that
allows
cities
to
pass
other
ordinances
to
get
these
fingerprint-based
background
for
their
applicants
of
other
licenses,
currently
city
of
Conyers
kind
of
leads
away.

As
far
as
how
many
licenses
they
require
a
fingerprint-based
background,
check
and
I'll
go
kind
of
into
detail
about
the
difference
and
why
that's
important
they
require
everything
from
their
taxi
cab,
drivers
to
billiard
operators
to
massage
therapists,
massage
spa
owners,
anybody
working
with
those
vulnerable
populations
or
direct
contact
of
people
with
either
even
solicitors
or
peddlers.

a
fingerprint-based
background
check.

If
fingerprint-based
background
check
is
federal
results,
so
you're
getting
information
on
all
50
states,
so
say
somebody
that
has
been
charged
with
sexual
battery
in
Tennessee
comes
to
Monroe
Georgia
and
wants
to
be
a
massage
therapist
and
might
have
some
deviant
things
in
mind
to
do.
If
they're
only
running
a
name
based
check,
they're
only
going
to
see
state
of
Georgia,
which
might
show
no
record
found,
whereas
with
a
fingerprint-based
background
check,
it
will
show
all
50
states.

I
recently
had
a
case
where
a
lady
named
Miss
ihara
came
in
to
actually
get
a
job
at
the
GBI
and
we
fingerprinted
her
for
a
job
at
the
GBI,
and
it
came
back
with
a
criminal
history
on
a
gentleman
named
Darius
and
she
stated
that,
isn't
me
I'm,
not
obviously
I'm
a
female.
This
is
Darius
I've.
Never
been
arrested,
I'm
good
as
gold,
so
we
did
some
further
inspection.

Applicants
have
certain
rights
as
far
as
dispute
of
their
record,
so
we
gave
her
time
to
kind
of
do
what's
called
a
record
inspection,
so
we
pulled
the
applicant
prints
that
she
had
given
us.
We
pulled
the
arrest
prints
that
came
back
on
Darius
and
they
matched.
We
have
FBI
trained,
fingerprint
ID
energy
bi.
We
had
about
four
of
them.

positive

Well
further
questioning
she
admitted
to
having
had
a
gender
change
a
couple
years
before
when
she
was
Darius
and
Darius
had
committed
a
several
crimes
and
she
believed
when
she
changed
genders
that
her
criminal
history
would
go
away
with
that
old,
gender.
But
fingerprints
don't
lie
so
how
do
we
run
her?
Just
with
the
name
and
date
of
birth
of
Sahara
with
her
date
of
birth,
it
would
have
come
back
no
record
found,
but
because
we
did
the
fingerprint-based
background
check,
it
came
back
to
her
prior
identity
as
well.

So
that's
kind
of
the
benefit
of
doing
a
finger
finger
print
based
background
check,
there's
a
lot
of
cities
that
are
kind
of
getting
interested
in
doing
fingerprint-based
for
licenses
beyond
alcohol
liquor
license
if
you're
interested
in
kind
of
the
requirements,
there's
very
specific
verbiage
that
has
to
be
in
your
ordinances.
If
you're
required
in
obtaining
this
information
feel
free
to

cards

we

license
peddlers
license
precious
metals
dealer

charitable
solicitations.

recently
passed
a
petroleum
carry
carrier,
employee

random
ordinances

opinion,

they
saw

need
to
do
a
fingerprint
based
federal
check
and
Hall
County
passed
a
canvasser
solicitor
pedlar
license.

did
recently
for
the
applicant
Farouk
Kahn
they're,
looking
for
a
rezoning
property
located
at
1050,
North
Broad
Street,
that's
a
hundred
and
seven
feet
of
road
frontage
on
North,
Broad
Street
consists
of
1.13
acres
and
recommendation.
The
code
Department
is
for
approval
properties,
presently
zoned
b-two
they
were
under,
and
because
of
that,
we
were
under
the
impression
it
was
already
b3
when
they
came
before
you
on
the
other
piece.
I
But
this
is
just
to
make
the
next
contiguous
piece
match
the
zone
and
they
got
on
their
other
piece.
The
requested
zoning
will
permit
a
use
that
a
suitable
and
view
of
the
use
and
development
of
adjacent
nearby
property.
The
change
of
Zoning
will
not
adversely
affect
the
existing
adjacent
property
subject:
property
does
have
restricted
economic
uses.

change

will

cause

excessive
or
burdensome

streets,

facilities,

The
recommendation
of
the
code
Department
is
for
approval

background
our
firm
we're
found
in
1918
we're
we're
particularly
out
of
the
Atlanta
office.
Our
governmental
practice
is
our
largest
practice
and
also
represents
25
percent
of
the
firm's
practice.
As
you
can
see,
we
audit
approximately
a
hundred
other
cities
and
then
a
few.
The
engagement
team
leaders

auditors
responsibility
is
to

opinion
on
the
financial
statements

free

actually
dug
into
it
realized
that
they
had
earned

revenues,
and
so
they
were
reclassed
out
of
liabilities
and
into
revenues.

not
sure
exactly

I
think
they
were
sort
of
like
performance
bonds
that
the
city

gotten
years
ago.
They
weren't
sure
if
they

recognized

digging,
they
realized
that

earned.

to
wrap

the
recommendations,

findings

only
