A
Welcome
everybody.
Thank
you
for
coming
out
tonight
to
the
June
12th
meeting
of
the
City
Council
for
the
City
of
Monroe.
I
have
quite
a
few
things
on
the
agenda
tonight,
but
I
would
like
to
go
ahead
and
get
started
if
I
couldn't
fight.
My
friend
James
Vaughn,
up
to
the
front
James
is
the
chaplain
for
the
Monroe
Police
Department.
Halfway,
he's
gonna
bless
this
movie
and
he
got
dressed
up
for
us.
Thank
you.
B
That
was
prayed
by
God.
We
thank
you
for
this
opportunity
to
serve
you
and
to
give
you
glory
tonight.
We
printed
everyone
here
got
a
piece.
Then
you
have
to
land
on
this
place.
Everyone
walking
your
piece
talking
your
piece
and
represent
you
here
tonight
that
all
people
of
this
city
will
be
served,
but
these
people-
you
call
it
you
ordained
to
do
your.
Will
we
printed
your
will
be
done
in
this
meeting
tonight.
Your
will
be
done
in
your
city
and
your
name.
We
pray,
amen.

F
Thank
You
mayor
and
city
council
for
allowing
me
the
time
to
share
with
you
hands
of
hopes,
mission
and
dream.
My
name
is
chasity
Stewart
I'm,
the
director
of
hands
at
Hope,
a
nonprofit
organization
here
in
Walton
County
hands
of
hope
mission
is
to
support
and
assist
families
and
individuals
with
disabilities
through
integrated
community
involvement.
Presently,
hands
of
Hope
is
raising
awareness
and
support
for
Hannon
Park,
all
inclusive
project
when
Erin
Waltons,
first
ever
all
inclusive
playground,
currently

F
So
in
community
events
such
as
adaptive
sports,
a
sports
program
for
children
with
special
needs,
Walton,
County,
Public,
Schools
supported,
fall,
festival
for
children
of
exceptional
needs
and
their
families.
Also,
the
bridge
of
Georgia,
a
private
school
focused
on
children,
developing
with
developing
special
abilities,
is
a
short
walk
from
the
park.
Even
some
families
at
the
bridge
are
traveling
from
outside
of
Walton
County
Cayman's
partner
design
will
bring
more
families
to
the
city
will
also
bring
more
families
that
live
outside
of
the
city
and
importantly,
families.
F
C
F
F
F
A
F
Playground
is
a
universally
designed
sensory,
rich
environment
that
enables
children
to
develop
physically,
socially
an
emotionally
engaging
place
that
provides
the
just
right
level
of
challenge
and
offers
opportunities
to
succeed,
a
place
that
goes
beyond
minimum
accessibility
to
create
a
play,
experience
that
meets
a
variety
of
needs
and
interests,
an
inclusive
playground.
Children
of
all
abilities
can
interact
with
each
other
and
do
what
all
kids
want
to
do,
which
is
play.
F
An
inclusive
playground
should
be
engaging
it
should
have.
It
should
provide
many
opportunities
for
children
to
explore
using
all
their
senses.
An
inclusive
playground
should
be
integrated,
a
true
inclusive
playground
and
designed
as
a
cohesive
community
where
opportunities
are
integrated
throughout
the
play
space,
not
in
a
separate
area.
The
benefits
are
endless.
An
inclusive
playground
shows
that
everyone
has
value.
It
teaches
that
everyone
can
play
and
be
together.
F
F
All
kids
should
be
able
to
play
together,
regardless
of
their
ability.
Everyone
can
interact
and
have
fun
an
inclusive
play
play
space,
complete,
inclusive
playgrounds
shows
that
everyone
has
value.
It
teaches
that
everyone
can
play
together
from
its
active
play,
helps
develop
the
social
abilities
and
Hughes's
communication
schools
and,
of
course,
benefits
health,
inclusive
playgrounds,
possible
friendships.
They
offer
that
a
variety
of
activities
and
materials
allowing
more
social
opportunities
for
children,
disabled
children,
have
access
to
inclusive
playgrounds.
Children
learn
that
all
people
have
similarities
and
differences.
F
Everyone
benefits
from
inclusion
impact
starts
with
our
children.
It's
a
disservice
to
all
of
our
children
with
or
without
disabilities,
not
to
have
inclusive
environment.
Inclusive
settings
lay
the
foundation
for
children
to
learn
essential
skills
of
patience,
open-mindedness,
empathy,
acceptance
that
will
guide
them
to
adulthood.
We
grow
by
learning
from
each
other.
Every
person
matters
play
down
this
in
summary,
playground
should
foster
a
community
help
us
come
together,
maybe
that
our
own
help
us
move
at
our
own
pace
options
where
children
still
stay
our
hands
of
hope
playground,
design
considers
the
needs
of
all
children.
F
Families
are
all
impacted
some
way
or
another
here
in
Walton,
County
with
children,
disabilities
inside
your
packet,
you
will
see
that
we
work
with
not
one
one
to
come
up
with
the
form.
So
if
families
have
a
child,
that's
nonverbal
or
special
needs
at
home
dispatch
can
aware
alert
necessary
police
or
paramedics
that
the
person
there
is
known
for
what
may
have
a
disability.
But
ken
is
here
to
answer
any
questions
related
to
inclusive
play.
F
H
H
H
Playground
it
took
a
while
to
do,
but
we
did
it
and
I'll
never
forget.
This
I
met
one
of
the
moms
who
couldn't
say
enough
good
things,
because
the
one
child
that
she
had
that
suffered
had
challenges
was
able
to
play
with
brothers
and
sisters
who
didn't
when
she
didn't
have
to
drive
two
or
three
hours
for
them
to
interact
together.
I
honestly
believe
that
this
will
impact
your
community.
The
first
time
I
came
to
Monroe
was
a
couple
of
years
ago
to
see
the
chasity.
How
can
you
not
fall
in
love
with
I
mean.
C
H
So
committed
and
she's
so
committed
to
all
the
right
reasons.
I
want
to
be
a
part
of
this,
but
I
don't
want
to
try
to
sell
you
something
I
want
to
be
engaged
and
a
partner
in
what
you're
attempting
to
do
here.
I
think
Monroe
is
amazing.
I
had
never
been
here
before
and
I
think
it's
a
beautiful
community.
This
is
going
to
enhance
it.
You'll
have
people
coming
from
all
over
just
to
see
the
playground
and
to
get
involved.
I
understand
that
you
were
also
considering
a
Miracle
League.
How.
H
H
H
H
Landscape
structures
is
the
playground
equipment
because
they
seemed
to
go
very
well
hand-in-hand,
but
I
went
up
to
douglasville
and
I
was
a
buddy,
which
means
I
would
be
working
with
one
of
the
kids
who
was
playing.
It
was
the
most
incredible
experience
of
my
life
I.
Remember
even
watching
my
kids,
whether
I
was
coaching
or
not,
and
I
was
like
in
knots
because
it's
cheesy
she
has
to
throw
a
strike
or
hit
the
ball.
H
Please
that
type
of
thing,
so
the
Miracle
League,
was
located
in
the
center
of
all
these
other
fields
where
there
was
actually
tournament
going
on,
and
here
we
are
in
the
center
and
the
Miracle
League
field,
where
the
kids
were
playing
screaming
and
laughter
and
involvement,
and
you
could
hear
a
pin
drop
everybody
everywhere
else.
So
this
has
actually
become
a
very
important
thing
for
me
and
most
especially
for
chastity
and
in
Monroe,
and
we
will
do
everything
we
can
to
support
you
everything
and
help
you
in
terms
of
fundraising
or
whatever
it
takes.
H
I've
already
said
something:
I
don't
want
to
take
up
too
much
time.
I
know
you
had
five
minutes,
I'm
out
shopping,
but
I've
got
somebody
scheduled
to
come
here
on
their
twelve
of
the
thirteen,
and
they
are
two
people.
One
of
them
that
happens
to
be
in
a
wheelchair,
and
somebody
who
is
an
expert
on
inclusive
play.
I
would
love
to
do
something
with
you
to
support
the
effort.
If
you
choose
to
move
forward
with
this
well.
A
We're
just
we're
just
getting
the
ball
rolling
and
I
appreciate
your
coming.
I.
Think
folks
in
the
council
definitely
need
to
hear
where
you
are
and
we're
trying
to
expand
our
park.
So
we're
looking
for
various
and
creative
ways
to
to
finance
those
programs
and
working
with
the
county
and
working
with
SPLOST
and
working
with
other
fundraising
opportunities,
but
I
wanted
you
to
at
least
come
and
introduce
yourself
and
in
chasidy
show
a
lot
of
her
team
of
parents
who
I
met
a
lot
of
Special
Olympics.
A
H
A
J
A
K
To
protect
my
personal
assets
and
safety,
considering
the
circumstances
I've
been
facing
for
a
while,
while
I've
been
desperately
and
as
respectfully
as
I'm
able
to
connect
with
some
type
of
network
that
will
allow
my
safety
and
progress.
For
example,
about
you
know
giving
my
information
to
a
perfect
stranger.
Every
time
I,
you
know,
fill
out
an
application
if
it's
okay,
I'm,
preferring
to
be
more
discreet
than
not
about
things
like
that.
A
A
K
I'm
speaking
about
a
topic,
I've
entitled
meantime,
solutions
and
the
theme
is
personal,
business,
productivity
and
stability
at
home
and
work
and
finding
our
own
progress
within
society
versus
the
rate
of
progress
as
a
whole
within
society,
as
together,
creates
the
picture
together,
creates
how
to
be
equipped
for
the
future.
With
the
resources
we
have
today
can
hold
a
just
effective
and
beneficial
anchor
for
a
brighter
tomorrow,
although
no
one
individual
situation
or
circumstance
is
exactly
alike.
K
G
G
K
A
L
Tonight
something
different
well
councilmembers,
see:
I
have
two
two
subjects
tonight,
I'd
like
to
address
to
the
to
the
group.
First
of
all,
a
couple
of
months
ago.
First
way
we
could
see
that
there
was
a
sign
out
on
West
Spring
Street,
that
an
Road
was
about
to
get
a
Hampton
in
there
an
upgraded
hotel
from
what
we
currently
have
in
this.
L
I'd
appreciate
some
remarks
from
some
of
you
to
identify
what
happened
that
we've
lost
that
second
subject
in
the
political
forum
that
we
had
last
fall,
everyone
that
was
running
for
office
in
here
that
we're
running
for
office.
There
was
a
question
on
there
that
each
of
you
addressed
about
why
we
didn't
have
a
chain
grocery
store
here
and
every
one
of
you
responded
positively
that
you
would
work
to
see
that
we
got
a
chain
grocery
store.
L
G
L
A
D
L
I
appreciate
fourteen
appreciate
that
I
didn't
add
in
the
second
Kroger
that
it's
over
in
the
Gwinnett
side.
Doing
no,
the
point
is
the
point:
is
that
I
and
I
know
from
your
recent
comments
that
you
expect
to
see
something
happened
in
twenty
four
months.
We
hope
this
afternoon
when
we
were
shopping
at
Ingles
in
Loganville
I.

D
N
Sure,
just
quickly,
to
recap:
what
we
went
over
last
week,
we're
having
to
update
the
community
work
program
as
part
of
the
comprehensive
plan
to
satisfy
some
requirements
with
the
Department
of
Community
Affairs
for
our
economic
incentive
program,
grant
that
we're
getting
for
the
industrial
park
Piedmont
industrial
park,
it's
just
a
it's.
A
minor
language,
update
to
two
items
that
you
have
before
you
in
your
packet.
There
just
demonstrate
our
activity
on
the
CDBG
that
we
currently
have
going
on
in
1563
in
the
next
target
area,
which
is
south
master.
D
A
P
Thank
you,
as
you
know,
mayor
and
council
considered
this
application
last
month
at
our
main
meeting
and
procedurally
mr.
Reggie
mod,
who
is
the
owner
of
fusions
Monroe
LLC,
was
not
given
an
opportunity
to
be
heard.
I
was
in
communication
with
his
counsel
mr.
Manny
Aurora
of
Atlanta's
here
tonight,
and
we
have
asked
for
this
to
come
back
before
tea
for
reconsideration
after
giving
mr.
P
regimen
and
his
entities
through
his
council
or
whomever
would
like
to
speak
on
their
behalf
to
reconsider
this
application
and
for
you
to
reconsider
a
new
motion
which,
essentially
would
be,
if
you
were
to
consider
a
new
motion
to
be
a
motion
rescinding
the
prior
motion
and
taking
a
new
vote
on
this
matter.
After
giving
the
applicant
fusions
Monroe
LLC
mr.
Matthew
regiment
an
opportunity
to
be
heard,
I
believe
they're
here
this
evening
and
ready
to
ready
to
present.
A
A
O
G
G
Welcome
and
thank
you
for
the
opportunity
here.
I
know
last
time
he
wasn't
allowed
to
present
anything
and
one
of
the
concerns
that
the
City
Council
obviously
yourself,
mayor
had
was
the
crime
that's
taking
place
at
this
location
historically,
over
the
last
five
or
six
years
when
it
was
owned
by
mr.
Mike
Brown
who's
not
related
to
us
in
any
way
shape
or
form.
Mr.
G
Matthews,
I,
put
in
my
two
different
letters
was
buying
this
business
for
a
hundred
and
seventy-five
thousand
dollars,
starting
in
December
of
2016,
with
the
final
payment
to
be
made
at
the
end
of
2017.
He
applied
for
a
liquor
license
immediately
before
his
final
payment
was
to
be
made
buying
off
this
restaurant,
unfortunately,
for
us
and
unbeknownst
to
us,
mr.
Brown
had
also
filed
for
the
same
liquor
license
that
even
with
the
crime
issues
that
we
talked
about
at
the
last
meeting
at
review
six
different
times
while
he
owned
that
business,
mr.
G
Matthew
didn't
realize
he
was
doing
this
again
because
he
hadn't
been
paid.
His
last
installment-
that
was
the
only
issue
we
applied
for
mr.
Matthew-
has
owned
businesses
here
in
Monroe
in
the
past,
including
his
convenience
store.
He
owned
that
from
2012
to
2016,
and
he
was
approved
of
beer
and
wine
licenses
with
no
issues.
No
crime,
no
problems
ever
before
shoes
he
sold
a
business
in
2016,
took
the
proceeds
which
are
essentially
his
life
savings
to
buy
into
a
restaurant,
because
that's
the
entrepreneur.
G
He
is
that's
what
he
wanted
to
start,
and
so
what
I
want?
The
City
Council
and
the
mayor
to
understand
is
we're
changing
the
name
of
the
restaurant,
we're
hiring
separate
security
to
evaluate
whether
more
lighting
needs
to
be
put
out.
There.
Cameras
need
to
be
put
out
there.
We
don't
want
any
problems
anymore,
we're
hiring
a
management
company
to
train
the
employees
to
make
sure
that
alcohol
served
properly.
The
people
have
age,
they're,
properly
carted,
and
that
is
appropriate
security
out
there
we're
hiring
people
from
the
city,
Monroe
Police
Department.
G
We
and
events
when
we
would
like
to
do
local
live
music
to
help
enhance
the
community.
We
are
also
talking
to
folks
about
nonprofit
fundraisers
at
our
cost
at
that
restaurant.
The
other
concern,
I,
think
councilman
little
I
know
you're
a
CPA
and
obviously
very
well
accomplished
is
there's
been
problems
with
the
books
with
this
restaurant
with
prior
ownership
as
well.
Our
rent
is
going
to
be
four
thousand
one
hundred
seventy
dollars
a
month,
based
on
the
lease
that
we
Versailles
our
power
gas
fees.
G
The
other
costs
are
gonna,
be
about
two
thousand
dollars,
so
we
anticipate
about
six
to
seven
thousand
dollars
of
hard
cost
every
month
for
labor
and
those
types
of
things.
We've
also
projected
out
about
thirteen
to
fourteen
thousand
dollars
a
month
in
gross
revenue
coming
through.
So
we
should
have
a
plus
margin
of
I've
looked
at
the
books
at
the
other
place,
and
you
could
tell
on
some
of
those
months
when
the
cash
gets
paid
in
these
restaurants.
G
It's
going
in
people's
pockets
because
sometimes
the
revenue
wasn't
adding
up
to
the
amount
of
the
rent
and
don't
you
the
billable.
Excuse
me
the
power
bills
and
such
that's.
Why,
in
the
paperwork
I've
submitted
to
you
all
last
week,
that
I
hope
everybody's
had
a
chance
to
read
is
we're
making
our
books
open
for
inspection,
the
city
finance
officer
whenever
and
however,
he
wishes
in
exchange
for
letting
us
have
this,
which
is
I,
don't
want
mr.
G
Lansky
to
be
punished
for
the
reputation
of
a
place
that
had
all
these
problems
before
he
came
and
became
involved
in
this
thing,
he's
46
years
old,
he's
sort
of
one
of
those
American
Dream
toughest
situations.
He
migrated
from
India
back
in
2002,
opened
his
first
business
in
Monroe
ins
around
2010
2011,
which
was
the
convenience
store
sold.
It
has
taken
the
money
and
now
reinvested
in
the
city
of
Monroe
by
trying
to
buy
the
fusions
restaurant
to
clean
it
up
and
make
it
family-friendly.
G
If
the
council
would
approve
that
it'll
doesn't
approve
it,
it's
essentially
taking
away
his
life
savings
because
there's
no
way
the
restaurant
can
rise
and
I've
even
talked
to
the
city
attorney
and
I've
advised
him.
If
somebody
has
a
party,
the
spur
just
makers,
part
of
it,
we're
happy
just
to
go
with
a
beer
and
wine
license.
G
Give
us
six
months
to
show
to
you
that
we're
doing
everything
right,
there's,
there's
not
any
more
problems,
there's
no
more
crime
and
we've
taken
the
steps
to
fix
it
and
run
a
profitable
family
based
restaurant
at
the
City
of
Monroe,
pretty
proud
of
just
not
even
three-quarters
a
mile
off
from
the
square.
So
with
regards
to
criminal
activity
that
were
concerned
about
had
nothing
to
do
with
him.
He
didn't
run
the
restaurant
for
the
last
year
when
the
one
homicide
took
place
in
2017
or
some
of
the
other
fights
and
things
that
take
place.
G
This
is
not
a
nightclub
anymore.
It's
not
a
you
know
anything
shady.
That
way.
We
don't
want
any
of
those
problems.
We
want
to
be
able
to
make
money,
be
successful
and
give
back
to
the
community.
That's
what
he
wants
to
do
and
he's
invested.
Almost
two
hundred
thousand
dollars
have
almost
been
paid
to
buy
this
business
and
try
to
start
cleaning
up
in
the
last
few
months,
hoping
that
we
get
our
license
approved
here.
I
explained
the
license
violations
we
filed
it.
Thinking
we
were
taking
over,
we
didn't
realize
mr.
Brown
was
gonna
file.
G
At
the
same
time
we've
offered,
we
can
do
either
the
Spiritist
liquors
and
all
of
it,
which
would
like
or
in
the
alternative
we
can
do
the
beer
and
wine
or
making
our
books
available
to
make
sure
that
there's
no
shadiness
going
through
in
the
restaurant
business
for
people
take
a
lot
of
the
cash
and
it
doesn't
go
in
the
till
and
it
goes
into
pockets.
We
want
to
pay
our
taxes
appropriately.
G
We've
had
a
history
of
doing
this
when
we
had
our
convenience
store
for
the
last
six
years
prior
to
selling
it
he's
never
been
arrested,
never
been
in
trouble,
got
his
citizenship
in
2008
and
he's
trying
to
be
the
entrepreneur
and
run
a
business
for
the
integrity,
which
is
the
same
thing
when
I
drove
into
Monroe
30.
What
mobile
website?
This
is
an
integrity
city
integrity
that
so
it
asked
that
we
look
at
the
integrity
and
the
reputation
of
mr.
G
Matthew
with
no
problems
and
approve
it
and
the
concerns
that
we've
had
and
we
talked
about
denying
it.
The
last
night
didn't
seem
to
me
to
stop
anybody
from
approving
mr.
Brown's
licenses
over
and
over
and
over
again
had
mr.
Matthew
not
filed
at
the
same
time
mr.
browning
filed
I,
don't
know
if
this
issue
every
makes
him
part
of
the
City,
Council
and
so
I
think
it's
patently
unfair.
Just
assume
early
deny
it
now
when
he's
put
everything
he
owns
into
this
place.
So
what
ask
them
to
the
council?
G
Please
reconsider
and
put
on
it
any
caveats,
any
conditions,
any
probationary
issues
that
you
want,
and
let
us
show
you
that
we
can
run
the
restaurant
professionally
for
the
proper
management
company,
with
proper
security,
with
proper
training
and
I.
Think
it'll,
be
a
good
spot
for
Munro
I.
Think
the
citizens
in
order
to
come
out
to
eat
some
place.
Okay,
thank
you.
Does.
J
M
J
C
G
G
J
G
J
J
G
Brown
is
the
owner.
The
whole
point
when
I
put
in
the
letters
I
was
very
specific
with
the
checks
and
the
amounts
that
were
paid
out
over
the
course
of
the
year.
We
never
had
management
control
of
any
of
them.
The
whole
issue
was
go
ahead
and
buy
that
stuff
you've
had
12
months
to
pay
it
all
off.
That's
why
the
installments
were
made
as
I
put
into
my
first
letter
back
in
late
last
year.
Early
this
year,
when
it
initially
came
up,
ask
you
to
liquor.
G
Licenses
were
applied,
for
if
they
were
supposed
to
be
a
subterfuge,
tell
us
when
they
were
said
we
wouldn't
have
applied
for
the
license.
We
would
have
just
let
it
go
forward.
Look
mr.
Brown
might
renew
his
license,
which
it
would
have
been
renewed
at
us,
have
been
in
the
past
and
nothing
would
have
changed.
We
honestly
became
the
owners
based
on
the
last
payment
that
was
supposed
to
take
place
at
the
beginning
of
this
year.
G
My
client
may
have
been
at
the
restaurant
trying
to
learn
the
business
because
you've
never
run
a
restaurant
before,
but
he
in
no
way
shape
or
form
owned.
It
he'd
gotten
the
approval
on
the
lease
because
it
had
the
least
not
gone
through.
He
wouldn't
have
paid
a
single
penny.
We
needed
to
know
that
over
this
course
of
the
year
that
we
were
gonna,
have
this
extended
lease
with
the
landlord
at
that
point,
and
he
wasn't
gonna,
give
it
to
somebody
else
and
therefore
we
would
be
out
a
bunch
of
money.
G
Everything
was
done
intelligently
to
the
anticipation
that
once
we
were
able
to
pay
everything
off,
we
would
take
over
full
100%
control
and
other
thing.
Bad
things
have
happened.
Our
client
was
involved
with
mr.
brown
in
no
way
shape
or
form
Oh
didn't
factors.
Mr.
Brown
and
his
girlfriend
that
ran
that
place
on
a
day-to-day
basis.
Our
client
wasn't
there,
and
while
these
other
things
have
happened,
we
didn't
want
that
to
happen.
We
certainly
don't
want
it.
G
We
want
security
because
long-term,
not
living
up
to
that
end
of
the
bargain,
would
only
cause
him
more
strike
and
cause
him
to
lose.
Almost
two
hundred
thousand
dollars
is
now
invested
into
the
place
we
kept
putting
money
into
it.
That's
where
I
explained
that
the
council
is
he
hadn't
paid
it
in
full.
G
That's
why
it
was
very
specific
in
the
four-page
letter
assigned
some
months
ago
estimate
when
all
the
payments
were
made,
I'm
being
very
specific
in
our
firm
going
through
the
books
and
figuring
out
where
the
hanky-panky
has
been
this
whole
time
and
we're
trying
to
open
everything
up
and
be
as
transparent.
Even
if
we
don't
need
to
be
to
prove
to
you
all,
he
is
not
the
same
guy
that
was
there
before
with
the
reputation
of
the
restaurant.
G
Would
they
don't
make
any
money
if
it's
a
bad
place
to
go
where
families
don't
want
to
go?
When
you
get
families
to
go
to
a
restaurant,
they
spend
more,
they
eat
more,
they
have
more
fun,
we
make
more
money
and
it
helps
the
community
out
and
that's
the
point
and
I
understand
your
concern.
Counsel,
thinking,
son,
but
that's
not
the
case.
There
is
no
subterfuge,
there
was
no
need
for
any
substitue.
G
Ison's
would
have
always
been
there
and
we
simply
did
not
own
that
property
under
any
way
shape
or
form
until
we're
done
paying
for
it,
and
that's
why
mr.
Brown
was
to
refile
for
the
license
a
day
or
two
before
we
filed
for
thinking
we
were
now
taking
over
once
we
would
have
taken
over
that's
our
understanding
of
the
laws
you
have
to
follow
forward.
That's
what
we
did.
That's
why
he
filed
for
it
in
December,
a
few
days
after
mr.
Brown
had
already
filed
for
the
review
all.
J
G
G
G
Understand
is
it
counsel
he
doesn't
make
you
sense.
It
didn't
sound
like
the
smartest
thing
in
the
world
because
he
didn't
own
it.
He
took
over
the
lease
because
he
didn't
want
to
lose
out
on
somebody
else.
Now
bidding
him
a
year
down
the
road.
Well
he's
making
installment
payments
to
the
restaurant,
he
didn't
run
it.
They
agreed
outside
the
four
corners
of
a
piece
of
paper
as
to
what
was
going
to
happen.
So
when
you
look
at
the
police
involvements
and
those
types
of
things,
Brown
was
the
owner
at
the
time.
G
Mr
Mackey
wasn't
there.
When
these
things
were
going
on,
he's
there
to
learn
how
to
run
a
restaurant
in
every
couple
of
months
and
then
make
another
twenty
to
thirty
thousand
dollar
payment
towards
the
restaurant.
So
I'm
asking
you
do
you
stand
councilman,
Pete
incentives?
Why
wouldn't
Brown
then
apply
for
the
license
and
we
being
so
stupid
if
we're
doing
a
substitute
apply
for
one
the
next
day
there
was
no
subterfuge
we
applied
when
we
were
others
make
the
last
check
payment
I
buy
that
restaurant
saying
now
we
efficiently
own
it.
G
So
the
paperwork
he
assumed
a
year,
though
I
agree
with
you,
but
that's
not
the
reality
of
what
happened
just
like.
If
you're
important,
you
can
go
beyond
holders
of
the
contract
and
understand
what
the
other
factors
were
in
Letcher
County
the
circumstance
of
the
situation.
He
was
not
an
owner
during
any
of
them.
He
simply
was
there
learning
when
he
was
there
and
then
he
was
gonna.
Take
over
he's,
gonna
take
over
and
immediately
fall
for
his
life,
and
that's
why
we're
here?
That's
why
this
is
all
come
up.
I.
Q
G
I
I
Q
Of
falsified,
but
he's
actually
telling
me
so
I
can
see
him,
maybe
misleading
him,
where
he
cooking
the
books
up
one
way,
but
actually
doing
something
different
as
far
as
how
the
books
actually
turn
up,
showing
one
thing
and
maybe
something's
different,
but
what
I
would
say:
I,
don't
believe
in
holding
one
person
accountable
for
what
somebody
else
do
now.
I
think
if
they're
actually
willing
to.
Q
A
certain
amount
of
time,
8
months
or
12
months
or
whatever
it
is
to
give
them
the
opportunity
to
see
if
that
business
can
be
ran
legitimate
without
all
the
complaints
without
our
police,
color
I
think
we
deserve
to
actually
give
them
that
opportunity.
We
keep
saying
it's
the
integrity
and
we
want
to
actually
bring
people
to
the
city
and
actually
assist
them
when
they
get
to
the
city,
then
I
think
that's
something
we
need
to
actually
look
in
to
actually
get
him,
giving
him
a
time
table
actually
just
say
that
see.
Q
G
Q
Do
know
that
I
used
to
go
to
fusion,
but
it's
been
some
years
ago
and
we
didn't
have
fusion
with
a
pretty
good
place
to
go
years
ago,
when
I
used
to
go.
There
never
was
real
problems
out
there.
I
haven't
been
out
there,
so
I
can't
tell
you
what's
actually
going
on
that,
but
I
know
the
killing
that
took
place
didn't
had
nothing
to
do
what
here
mothers
it.
Q
A
Q
R
G
The
security
firm,
what
I'm,
if
I,
didn't
clear
motives,
they
just
have
an
assessment
done
to
the
place
to
make
sure
the
Lighting's
appropriate
things
like
that's.
Nobody
gets
mugged
in
the
parking
lot
or
I
think
not
related
to
the
restaurant,
but
crime
does
happen,
so
we
just
want
to
make
sure
we
have
security
in
this.
So
when
we
get
our
insurance,
we're
not
going
to
be
a
libel
for
a
premises
issue.
That's
what
we're
talking
about
a
family
restaurant
is
essentially
like
a
glorified
Applebee's.
Maybe
on
weekends
houses.
G
Live
music
have
a
couple
of
security
folks,
just
there.
If
it's
gonna,
be
you
know,
alcohol
serve
in
the
evenings.
We
don't
want
kids
sneaking
in
things
like
that,
and
it's
also
using
a
management
firm,
betraying
the
employees
that
come
in
there.
So
when
18,
19
or
20
21
year
olds,
we
have
the
proper
people
that
can
actually
serve
the
alcohol
coming
through
wrongdoing,
all
those
types
of
things
and
at
the
same
time
giving
you
the
comfort
that
the
people
like
that
talked
about
the
part.
G
Those
families
will
actually
want
to
come
to
a
place
like
this,
because
that's
how
we
make
money
and
that's
profitable
for
everybody
that
not
some
shady
place
where
a
bunch
of
people
come
late
at
night
and
get
drunk
and
shoot
each
other
up.
We
don't
want
that.
We
want
a
good
lunch
crowd.
We
want
a
good
evening
crowd.
We
want
the
kids
coming
in
after
baseball
practice
or
whatever,
where
they
go
to
have.
G
You
know
dinner
and
those
types
of
things,
that's
what
we
want
and
you
just
want
to
make
it
well-lit
and
what
it's
saying,
what
the
parking
done
appropriately.
That's
what
I'm
talking
about
with
regards
to
security
and
if
we
have
other
events
or
bigger
events
where
you
might
do
a
fundraiser
or
something
than
to
have
the
appropriate
two
or
three
officers
at
almost
any
business,
even
where
I
live
in
Sandy,
Springs
or
not,
it
always
does
just
to
make
sure
parking,
smooth
and
but
there's
no
process.
O
M
O
Q
C
Q
Brenda
actually
understand
that,
because
this,
the
same
thing
that
he
talked
about
actually
has
interfered
in
mutual
was
not
Ross
Bradley,
but
some
more
some
more.
The
younger
guys
actually
bought
the
property.
Where
would
learn
how
to
actually
run
it
at
the
same
time,
so
I
can
actually
understand
what
mr.
Matthew
actually
was
going
through,
because
that's,
if
you
don't
know
how
to
actually
run
okay,
then
at
some
point
you
got
to
actually
learn
the
business
so
in
process
of
buying
a
business
you
take
the
time
I
collect
you,
learn
and.
Q
Q
Know
y'all
know
my
cash
would
do
the
same
thing,
but
somebody
else
bought
the
property
and
he
was
showing
them
how
to
actually
make
mine
either
that
ain't
necessary
should
be
I
mean
now
we're
not
used
to,
because
we
use
the
feedbacks
of
doing
that.
What's
the
matter
buying
it
and
somebody
got
to
show,
might
actually
run.
Q
The
books
or
whatever
I,
don't
know,
but
from
what
I
understand
it,
the
butcher
being
cooked,
but
not
by
mr.
Matthew,
come
from
what
they
was
telling
me
today.
They
feel
like
that
would
get
my
shorty
another
stick
to
cut
David
a
feeling,
I
just
a
loser
process,
as
opposed
to
actually
getting
money
to
build-
and
this
comes
from
me
talking
to
mr.
Matthew
and
mr.
Barr.
Q
G
Cheer
on
her
and
the
City
Council
folks,
we
provided
all
these
documents
to
you,
including
the
leases
all
as
part
of
my
initial
letter
way
in
the
beginning,
I'm
sure
you
could
have
got
them
in
any
way,
but
we've
given
it
to
you
to
be
as
transparent
as
possible.
I
understand
we
bought
the
place
quote-unquote
in
December
of
2016.
We
didn't
own,
it
there's
a
difference
legally
and
factually.
As
far
as
that
goes,
that's
all
I
can
tell
the
court
as
just
a
lawyer.
That's
coming
here
to
explain
to
you.
G
What's
going
on
the
liability
insurance
wasn't
ours,
we
didn't
pay
for
those
day-to-day
things.
We
didn't
take
the
tax
benefit
necessarily
this
year.
Mr.
Brown
reapplied
for
it
because
he
hadn't
gotten
a
last
payment.
We
were
making
last
payment.
So
then
we
applied
for
it
and
that's
where
the
two
or
three
day
difference
came
up.
That's
where
the
red
flag
came
up,
the
two
people
applied
for
the
same
issue
right
so
there's
no
subterfuge
because
otherwise
would
be
the
dumbest
thing
in
the
world
that
you
wouldn't
talk
to
your
it's
Berger.
G
If
you're
gonna
completely
subterfuge.
Why
would
he
put
our
name
on
it?
Why
would
I
spend
almost
two
hundred
thousand
dollars
of
my
hard
earned
money
in
this
place,
and
so
that's
what
I'm
telling
you
is
give
us
six
months,
eight
months,
whatever
you'd
like
whether
it's
the
liquor
license
or
just
beer
and
wine
look
at
the
numbers.
Look
at
the
amount
of
taxes,
we're
gonna
pay
to
the
city,
and
if
we're
not
happy
with
it,
then
we'll
put
it
on
the
record.
G
We
can
see
I
just
don't
want
him
to
lose
his
life
savings
on
a
deal
that
he
made
with
somebody.
That
happened
to
be
a
little
bit
shady,
that
the
council
wasn't
happy
with
he's,
not
that
guy.
He
brings
diversity,
intelligence
and
the
American
spirit
coming
out
here.
He's
an
immigrant.
That's
made
it
he's
a
citizen
he's
one
successful
businesses
he's
never
had
any
problems
here
in
Monroe.
G
States
I
can't
explain
that
he's
gonna
reach
Ange
the
name.
That
was
the
whole
issue
as
far
as
that
goes,
we
kept
the
name
as
it
was
from
mr.
Brown,
and
so
I
wish
I
would've
been
involved
in
this
situation
from
the
beginning.
I
wasn't
I'm
coming
in
late
when
this
whole
license.
Fiasco
came
up.
I've
talked
to
mr.
Rosenthal
at
length
and
explained
that
to
him
and
he's
been
very
kind
to
me
me
to
come
in
here
and
submit
letters
and
he's
discussed
it
and
explained
things
to
me.
G
G
I,
don't
know
where
it
is
at
this
point:
I
don't
know
house
one
Brown
Deer,
because
initially
mr.
Brown
put
it
in
his
fusion.
We
submitted
it
as
fusions,
because
that
wasn't
still
named
at
the
time
and
then
everything
went
away,
and
so
we
haven't
filed
at
least
I
have
not
filed
anything
as
far
as
businesses
go
would
on
behalf
of
mr.
Matthew,
because
we
don't
know
if
we
can
run
the
place
without
the
license
it
just
it
would
be
just
money
destroy.
As
far
as
that
goes.
Here's.
G
He's
saying
it's
fusions
Monroe
LLC
is
the
corporation
that
I
guess
we
must
have
done
about
a
year
ago
as
far
as
that
goes,
but
I
personally
have
not
done
anything
and
it's
my
job
to
fix
it.
If
we
can
get
the
license
to
make
it
profitable
he's
paying
us
he's
paid
the
owner
of
the
restaurant,
so
we
put
the
money
in
doing
it.
We
want
it
to
be
successful,
we're
not
trying
to
trick
anybody.
G
School
presence,
I
can
only
honestly
tell
you
that
yes,
I
haven't
done
it
he's
telling
me
whatever.
If
it's
not
the
case,
then
you
know
we'll
fix
it.
Once
we
get
the
license
up,
we
can
make
it
a
business,
because,
obviously
we
can't
do
it
without
getting
all
the
paperwork
and
I'll
be
the
one
responsible
for
it.
C
A
Q
If
they
don't
comply,
but
if
we
have
the
same
problem
that
we
had
out
there
with
fuse,
then
we
don't
have
to
be
neutralized
our
actually
actually
Council
to
actually
give
them
at
least
a
year
to
see
if
they
can
actually
turn
their
business
around.
If
they
don't
and
we
should
have
a
problem
taking
the
liberalise,
cuz
I
continue,
they
don't
have
looking
like
they.
Q
Q
Q
D
A
C
A
C
R
P
Correct
that's
correct.
The
liquor
license
would
expire,
but
on
December
31
2018,
regardless
all
alcohol
licenses
are
under
our
city.
Ordinance
are
for
the
calendar
year
only
so
it
would
be
the
granting
of
the
license
for
this
calendar
year.
This
concept
of
a
review
would
come
upon
their
application
for
renewal
for
the
2019.
R
A
D
C
G
No,
it's
off-duty
officers
that
we've
had
experience
with
Athena
Springs
Atlanta,
where
you
hire
them
at
forty
five
to
fifty
dollars
an
hours,
the
typical
going
rate
for
off-duty
officers,
assuming
they
get
the
extra
job
approved
to
the
police
chief,
and
that
was
the
ideas
to
keep
it
all
local
and
as
far
as
when
we
have
events
or
if
we
have
local
music
folks
coming
on
a
Saturday
to
perform
happen.
Things
like
that
is
to
have
them.
So
we
would
pay
them
off
duty,
not
while
on
taxpayer
money.
T
T
A
D
A
P
Point
of
order
mayor
the
motion
was
requested
for
an
amendment
and
amended
to
a
I
believe
what
I
heard
was
there's
a
motion
in
the
second,
he,
the
issuance
of
a
spirituous
liquor
and
beer
wine
license
for
not
a
period
of
time
not
to
exceed
six
months.
The
review
at
that
point,
not
through
the
calendar
year.
That
was
the
purpose
of
the
requested
amendment
from
mr.
Ross.
R
P
P
A
J
Mr.
Adcock
I'm
very
concerned
about
this
issue
about
whether
there
actually
is
an
LLC,
because
the
way
the
ordinance
is
written,
we
break
things
out.
Is
it
a
partnership?
Is
it
their
corporation?
If
it's
a
corporation,
which
essentially
was
the
same
thing
as
an
LLC,
you
have
to
have
certain
ownership
interests.
Those
have
to
be
disclosed
if
your
client
is
going
to
be
the
applicant
on
behalf
of
that
entity,
there
has
to
be
an
entity.
O
Because
if
it's
a
traditional
LLC,
its
treated
as
a
partnership
where
there's
individually
partners
and
those
partners
are
responsible
for
all
of
the
actions
of
the
LLC
and
since
we're
talking
about
liquor,
license
I
believe
it
needs
to
be
connected
to
them
individually,
so
therefore
produce
the
document,
then
that
should
be
a
condition.
I
think
any
consideration.
O
G
You
just
give
me
24
hours
of
48
hours
to
email
it
to
mr.
Rosenthal,
give
you
the
documents,
but
he's
gonna
be
the
sole
owner
of
the
business.
It's
his
money
that
he's
put
into
it.
I'm,
not
sure
the
tax
consequences,
because
I
don't
do
tax
law
with
regard
to
LLC
versus
individual
ownership
versus
S
corporation
with
the
new
tax
overhaul
that
we
just
had.
But
I'll
get
you
all
that
within
a
day
or
so,
I
just
need
to
get
on
a
computer.
Didn't.
G
G
The
name
of
the
restaurant
will
be
different.
He
just
did
it
under
fusion
his
main
role,
because
he
didn't
know
any
better
as
far
as
changing
names
or
what
the
issues
were.
Gonna
be
that's
just
what
he
called
his
business
when
he
filed,
so
the
corporate
name
can
be
whatever,
but
the
actual
business
name
can
be
something
different
and
we're
trying
to
move
past,
calling
infusions
and
call
it
something
else.
Things
comfortable
with
and
I
can
produce.
G
A
P
A
P
Motion
on
the
floor
is
a
motion
to
issue
motion.
As
I
heard,
it
is
a
motion
to
issue
a
Spiritist
liquor
and
beer
and
wine
on
premise:
consumption
license
for
fusions
Monroe
LLC.
That's
the
application
for
a

not
to

six

is
what
I
heard
is
the
amended
motion
and
seconded
by
Ms
Crawford?
That's
your
motion
on
the

Unless
a

for

is
offered
that's
your
motion.

Within
the

for
the

there
is
a

on

is
the

So
essentially,
we
think
about
it
as
having
a
couple
buckets
once
the
first
bucket
fills
up
and
then
the
rest
of
our

Like
to
say,
not
only
will
be
using
city
sewer,
but
we'll
be
using
city
water
sitting.
Yes,
cable,
TV,
internet,
it's
not
in
the
city
territory
for
trash
or
we
will
not
be
using
city
services-
will
not
be
using
seeing
police
will
not
be
using
city
fire
plate
and
you
might
maintain
the
roads
until
you

You,
mr.
Probst,
we
have
reviewed
the
proposed
filing
as
well
as
the
proposed
acknowledgment
and
answer,
and
we
believe
them
to
be
in
order
as
drafted.
They
have
not
been
filed
yet
point
of
clarification.
They
have
not
because
the
timing
arranging
all
of
our
me
AG
cities
requires
a
lot
of
different.
Our
participants
in
he's
getting
us
all
approved,
so
the
approval
would
be
a
motion
to
approve
the
petition,
as
well
as
the
answer.
