A
Welcome
to
the
Monroe
city
council
meeting
for
today's
date,
March
6th
roll
call
looks
like
we
are
missing.
One
I
think
Lee's
just
shown
up.
I'm
sorry
David's
on
his
way
on
his
way
to
another
meeting
can
be
here
and
I.
Think
Ross
might
be
having
a
baby
at
the
moment.
So
let
the
record
show
we're
missing
two
tonight:
David
Dixon
and
Ross
Bradley
are
not
here
that
does
give
us
a
quorum,
go
move
to
department
reports,
yeah.
B
Real
quickly
before
you
there's
a
little
map
that
has
a
pink
illustration
right.
There
we
talked
about
this
some
time
ago,
when
we
one-way
North
Lumpkin
that
we
needed
to
look
into
the
closure
of
that
alleyway
that
runs
between
North
Lumpkin,
then
back
over
to
East
spring.
That
is
the
city's
portion
of
that
service.
Alleyway
and
I
really
want
to
close
that
to
vehicular
traffic
due
to
the
excessive
amount
of
damage
we
keep
having
to
a
lot
of
our
infrastructure
back
there,
cars
trucks
keep
tearing
up
the
meters
and
regulators
and
even
hitting
the
buildings.
B
Sometimes
it's
pretty
narrow
a
little
alley.
So
I
would
request
that
you
know
if
everybody's
in
general
agreement,
we
go
ahead
and
as
soon
as
possible,
maybe
tomorrow,
mr.
steel
can
play
some
barricades
out
there.
Some
barrels
close
that
to
vehicular
traffic.
We
will
later
install
some
removable,
ballers,
so
they're
still
access
for
emergency
vehicles
and
utility
vehicles
as
needed,
but
this
will
also
help
us
to
create
a
little
bit
more
pedestrian
friendly
environment.
Now
that
there's
an
event
space
back
there
as
well,
so
it
kind
of
kills
two
birds.
One
stone
here.
C
B
D
B
Good
evening,
real
quick,
we'll
kind
of
hit
everyone.
E
B
We're
down
just
a
little
bit
of
February
weather
was
a
little
bit
worse
than
it
was
in
January.
He
only
had
75
transactions.
The
fuel
price
actually
went
up
too,
because
we're
paying
more.
So
it
was
pretty
much
expecting
that
if
you
look
down
peak
or
transactions
purchase,
orders
were
higher
than
they
have
been
in
the
past,
which
is
good.
We're
we're
getting
a
lot
of
things
bought
a
lot
of
things
done
and
P
card
usage
is
on
the
rise.
So
that's
a
good
thing
easier
for
accounting
work
order.
Tickets
for
IT
was
up.
B
There
should
be
three
or
four
others,
that'll
kind
of
float
through
each
time
you
log
in
and
if
you
hadn't
had
a
chance
to
visit
the
city
of
Naples
website
the
functionality
of
it
will
follow
that
then
tailored
to
our
city.
Obviously
I
think
you'll
find
that
that's
that's
a
much
cleaner
look
than
what
we
currently
have
and
should
be
far
more
user
friendly
Logan
met
with
the
contractors
on
site
at
the
fire
department
and
then
here
at
City
Hall
to
take
a
look
at
the
roof
at
the
fire
department
to
redo.
B
B
You'll
also
notice
I
think
over
the
last
couple
weeks,
you've
gotten
the
emails
that
are
sent
out,
Monroe
all
that
concern
kind
of
workplace
habits
through
safety,
germs
stuff,
like
that,
that's
actually
our
module
system
that
I
talked
about
through
Bob
Seville
that
I'm
actually
taking
and
sending
out
to
everybody
to
pay
attention
to
and
I
think
it'll
help
kind
of
help.
Make
you
more
aware
of
practices
in
the
workplace.
B
I've
mentioned
our
IT
department.
Are
the
natural
gas
fixtures
that
I
talked
about
last
time,
the
actual
the
Buffalo
gas
light
diagram?
That's
there
what
the
fixtures
will
look
like
at
the
on
stage,
walton
building
that
we
should
have
in
about
three
weeks
and
good
news.
Is
everything
came
back
cheaper
than
what
I
expected
and
what
we
had
budgeted?
So
you
might
can
do
if
you
want
facilities
around
town.
Thank
you.
So.
G
G
B
Is
kind
of
what
we
come
up
with
on
a
few
facilities?
We
eliminate
it
post
so
yeah
that
helps
us
out
of
where
we
can
directly
mount
them
to
the
building.
At
the
on
stage
we
purchased
two
with
posts.
That's
got
the
full
set
up.
It
was
only
about
fifteen
hundred
dollars
so
much
less
than
what
we
were
anticipating
and
then
one
other
thing
I
wanted
to
hit
on
Logan
and
I.
B
Had
a
conference
call
with
the
barge
Wagner
and
d-o-t
this
morning,
I
discussed
last
month
the
apron
rehabilitation
and
expansion
project
after
their
core
samples
born
into
the
sole
the
geotech
scheme
back
and
showed
that
the
mound
of
dirt
that
is
actually
sitting
there,
the
top
six
feet
are
unusable,
so
we
will
have
some
excavation
costs
to
get
to
the
bottom
nine
feet.
It's
roughly
gonna
require
us
to
move
nine
thousand
cubic
yards
of
dirt.
B
To
get
to
that,
the
good
news
is,
we
can
store
that
in
an
adjacent
area
and
we
can
use
that
to
come
back,
fill
in
ruts
on
the
roads,
sidewalks
level,
those
out
and
do
things
like
that
they
can
also,
if
per
the
d-o-t,
we
wait
till
ta
letters
come.
We
can
actually
use
that
as
our
in
kind
for
that
project.
So
in
the
end
it
works
out
fairly
well,
but
we
just
have
to
play
the
time
game.
B
A
A
B
Thank
You
mr.
mayor
of
this
report
covers
the
month
of
January.
Just
some
of
the
highlights
from
the
report.
We
had
32
code
inspections
for
about
31
permits
that
month
collected
4600,
$26
and
permit
fees.
I
had
seven
new
businesses
get
business
licenses.
We
had
three
businesses
that
were
closed
skipping
down
in
the
code
Department
section
we've
collected
323
payments
for
business
licenses
in
that
month
and
we
were
also
working
on
creating
the
new
applications
and
such
that
will
line
up
with
our
new
alcohol
ordinance,
and
we
were
reviewing
now
coordinates
for
new
procedures.
B
In
that
timeframe
we
expected
new
some
house,
nuisance,
housing
and
the
process.
The
project
progress
we've
made
is
listed
on
the
spreadsheet.
Further
down
in
your
report,
city
marshal
removed,
36
signs
from
the
roadway
patrolled
the
city
daily.
In
January
he
wrote,
258
repair,
clean
up
notices.
He
investigated
to
2
and
theft
cases
and
wrote
eight
citations,
Planning
Commission
heard
a
variance
request
at
206
North
Midland
Avenue
they
recommended
to
deny
y'all
subsequently
approved.
We
had
a
record
request
for
a
rezoning
annexation
at
gene,
Bell
Road.
B
A
C
I
J
I
Wanted
to
note
that
the
new
alcohol
ordinances
have
already
generated
interest
from
two
breweries
looking
to
hopefully
locate
here.
So
that's
a
good
activity
there
you
see,
the
ongoing
projects
are,
car
shows
coming
up,
March
17th
and
the
farm-to-table
dinner
is
April.
28Th.
You
happy
to
answer
any
questions.
We
have.
A
Well
comment:
the
video
for
the
places
to
play
really
really
well
done.
Are
we
getting
a
lot
of
traffic
to
the
fun
Monroe
page
traffic.
I
In
the
beginning-
and
then
in
the
end,
so
we
just
actually
announced
that
a
local
artist
created
a
tree
out
of
rebar
that
will
be
able
we
already
have
it
stored.
We
have
it,
we
have
it
here
already,
but
she's
from
Monroe
created
it.
While
she
was
in
a
welding
program
at
Gwinnett
Tech
and
they
never
could
find
a
place
on
their
campus.
So
she's
donated
it
to
us
and
it's
pretty
cool
picture,
but
it's
rebar,
and
then
you
plant
vines
in
it.
So
it's
a
tree
that
looks
like
a
tree
of
its
metal.
I
I
K
Thank
you.
The
Pollock
subdivision
projects
about
50%
done
the
contractors
done
a
good
job.
I've
had
zero
complaints,
which
is
great,
I
hope
none
of
y'all
got
any
either
the
East
Spring
Street
lighting
project.
The
lights
are
here:
holes
are
still
a
ways
out:
Westbridge
Westbridge
jobs.
Are
there
definitely
a
pity?
Spring
Street
there
didn't
the
lights
for
the
North
Broad
Street
project
are,
should
be
here
any
day,
working
with
a
contractor,
we're
probably
three
to
five
weeks
out
of
any
of
our
construction
for
the
lives
on
the
project.
D
K
K
You
probably
saw
him
last
night
last
night
was
the
first
one
and
he's
riding
through
the
city
to
look
for
out
or
damaged
streetlights,
but
he's
also
looking
for
his
dark
areas
that
looks
like
we
can
solve
those
areas
without
riding
it
at
night.
You
just
don't
know
so.
I've
got
my
lighting
technician.
He
wrote
it
last
night
just
to
give
me
report
first
a
week
and
we'll
move
forward
from
there
and
I'll
take
any
questions.
Oh
man.
K
What's
called
a
contactor
and
you'll
notice
that
at
the
courthouse,
when
that
photocell
fails,
half
the
courthouse
goes
out,
or
at
this
at
this
facility,
when
the
when
the
photocell
fails,
all
the
lights
go
out,
I
did
not
want
a
situation
on
South
broader
any
of
our
street
II
street
lighting
projects
to
where,
if
one
photocell
failed,
you
lost
all
of
them,
so
the
photo
cells
have
different
sensitivity.
So,
as
night
comes
on,
you'll
see
come
on
at
different
times
and
in
a
day
like
today,
when
there's
raining
and
cloudy,
some
will
come
on.
A
N
Y'all
for
having
me
I
appreciate
it.
Thank
you
for
the
opportunity
to
be
here.
I
will
say
it's
been
a
busy
couple
of
weeks
for
me,
so
I
apologize
that
these
reports
are
as
I've
dated
as
I
would
like
for
them
to
be,
as
I
had
stated
earlier,
in
conversations
with
y'all,
so
hopefully
going
forward,
they'll
be
more
updated
and
I'll
be
in
talks
with
Larry.
We've
already
discussed
a
little
bit
about
what
he
envisions
the
seasons,
so
I'll
be
working
on
my
under
coming
months.
N
Of
course
it's
just
January,
so
all
revenues
and
expenses
are
on
budget,
as
they
should
be
this
time
of
year.
A
couple
things
I
want
to
point
out
that
been
going
on
in
the
finance
division
is,
we
are
still
in
implementation.
Talks
with
the
new
financial
software
for
financial
and
utility
billing.
We
are
having
conference
calls
every
two
weeks
with
that
vendor
that
vendor
is
Tyler
technologies
out
of
Texas,
and
hopefully
we
will
get
the
ball
rolling
in
the
next
couple
months.
N
We
envision
code
going
online
first
and
then
on
payroll
and
the
financials
towards
the
end
of
the
year,
and
then
the
first
of
next
year
will
be
utility
billing.
So
that's
kind
of
the
plan
that
we've
got
laid
out
if
everything
goes
as
planned
with
that
our
auditors,
Mullen
and
Jenkins
have
finished
their
field
work
a
couple
weeks
ago,
and
they
were
here
for
about
two
weeks
and
the
finance
department
has
just
been
very
busy
getting
them
what
they
needed
and
making
sure
they
had.
N
Everything
I've
also
been
in
contact
with
them,
almost
daily
by
email
or
by
phone,
getting
them
information
that
they
need
now.
So
hopefully,
they'll
have
their
final
numbers
with
us
pretty
soon,
and
we
can
finish
that
process.
There
are
no
initial
findings,
they've
told
us
about,
and
they
said
that
everything
looks
to
be
really
good
and
really
good
standing
for
this
past
year.
So
we're
I'm,
proud
of
that.
N
D
N
Hopefully
we
will
have
another
year
of
award
for
that,
and
then
one
thing
I'd
like
to
point
out
that
probably
doesn't
get
pointed
out
a
lot
I
mean
in
the
financials.
I
won't
go
through
it
line
by
line
item
but
because
y'all
already
have
it,
but
one
of
the
things
as
y'all
implemented
any
policy
several
years
ago
about
extensions
for
utility
bills
and
I
just
want
to
point
out
that
that
has
been
a
really
good
thing
for
our
customers.
N
If
you'll
look,
the
average
extension
that
we
get
requested
every
month
is
about
700,
that's
700
people
coming
in
here
every
month
beginning
an
extension.
There
probably
couldn't
have
paid
their
bill
otherwise,
and
we
only
have
about
on
average
40
default,
so
those
numbers
are
really
good
and
I
just
want
to.
Let
y'all
know
that
that
policy
that
y'all
implemented
has
helped
our
customers
and
it's
something
that
needs
to
be
seized
to
be
pointed
out.
That's
all
I
have
to
have
any
questions.
N
Our
current
billing
system
does
not
have
that
that
process
in
place,
that's
something
we
have
not
been
able
to
do.
I
know
it's
been
requested
by
customers
over
the
years.
That
was
one
of
our
main
motives
in
getting
a
new
utility
billing
system
was
to
make
sure
that
process
is
in
place
without
the
system.
So
what
that
does
is
it
takes
a
rolling
12
months?
So,
let's
say
I'm
my
City
of
Monroe
customer
and
it
takes
the
last
12
months
of
my
bills
and
then
it
looks
at
them
and
it
takes
an
average.
N
So
let's
say
my
average
is
$300
I'll
pay
$300
month
next
month,
when
my
bill
is
calculated,
it'll
drop
off
at
12
months.
It'll
take
this
next
12
months
and
I'll
take
the
average
that
average
might
be
302
dollars
or
it
could
be
two
hundred
and
ninety-eight
dollars
its
whatever.
That
average
is
so
it's
a
rolling
average
and
I'll
say
I
live
out.
The
county
and
I
have
that
with
quality
MC,
and
it
does
help
a
lot
I
mean
in
the
summer
and
winter
months.
It
gives
you
that
average.
N
So
you
can
kind
of
budget,
and
you
know
what
to
expect
to
pay
every
month.
So
I
think
it
is
something
that
will
help
our
customers
when
that
time
comes.
It
is
something
that
we're
gonna
have
to
have
a
policy
in
place,
because
if
someone
defaults-
or
they
don't
pay
as
promised,
we
don't
want
to
have
a
customer
that
keeps
defaulting
and
keeps
getting
behind.
So
we're
gonna
have
to
have
some
some
policies
in
place
that
we
need
to
talk
to
with
our
staff
to
get
those
in
place,
but
I
think
it
will
be
good.
N
It
would
be
a
good
process
to
have
in
place
for
the
customers
and
it
won't
have
what
you
call
a
true
up
period.
Some
some
utility
companies
do
have
like
at
the
end
of
December
or
June
or
somewhere
along
the
way.
You
have
a
true
up
and
you
may
have
to
pay
an
extra
two
hundred
dollars
or
you
may
get
a
refund
of
two
hundred
dollars.
We
don't
want
to
do
that.
This
will
be
a
rolling
12
month
and
it'll
keep
rolling
every
12
months
and
I'll
do
that
average.
Well,.
N
F
A
E
Thank
You
mr.
mayor
from
the
month
of
January,
the
fire
department
ran
a
total
of
11
fire
calls.
144
EMS
calls
seven
hazardous
condition,
calls
14
service
calls
and
61
good
intent.
Calls
in
total
of
14
false
alarm
calls
tolling
out
the
Montford
251
calls,
which
is
pretty
dead.
Before
a
month
we
gave
a
2-1
County
Fire
Rescue
six
times
receive
automatic
aid
from
them
a
total
of
four
times
we
had
two
public
relations,
events,
273
hours
of
training,
28
building
inspections
and
one
arson.
O
L
Thank
You
bear
salmon
roe
police
farmer
in
January
we
had
3549
calls
for
service.
We
had
1725
calls
to
Monroe
PD
had
529
court
cases
and
our
officers
participated
in
189
training
hours.
We
had
100
part
one
crimes,
thirty-nine
part
two
crimes
and
made
105,
but
don't
arrest
for
juvenile
and
we
participated
in
three
community
events.
I'll
be
happy
to
answer
any
questions.
If
you
said
it.
L
We
we
did
have
a
possible
threat
in
high
school,
so
last
Monday
we
did
come
in.
We
beefed
up
our
enforcement
out
at
all
the
schools
in
the
city
and
just
this
this
morning,
because
of
another
threat
came
out
later
on
we.
What
we're
doing
is
we've
brought
our
officers
into
our
lieutenant's
yesterday,
more
Ament
lieutenant
we
went
back
out
the
school
this
morning,
we're
going
back
out
tomorrow
morning,
if
we're
actually
talking
to
each
class
out
there
about
the
consequences
of
things.
L
You
say
things
you
post
on
social
media
and
how,
when
you
do
post
things
on
these
phones
and
on
your
computers,
just
because
you
delete
it,
you
know
they
have
those
apps
like
snapchat,
and
they
think
you
know
that
I'll
post
this
and
in
a
matter
of
seconds
it's
gone,
it's
not
gone
and
we
have
the
technology.
Now
that
you
know,
if
we
get
a
an
accusation,
that's
made
and
we
bring
them
in
investigating,
they
will
obtain
a
warrant
and
then
we'll
download
the
phones
and
we'll
able
to
retrieve
that
information.
L
They
think
they
believe
it
so
we're
just
out
there
trying
to
give
them.
Basically,
like
a
a
warning,
because
this
day
and
age
of
the
issues
we
got
going
on,
we
can't
take
any
kind
of
threats
lightly,
even
though
you
know
kids,
let
their
emotions
get
the
better
of
them.
They
say
things,
they
probably
shouldn't
say,
and
now
they
post
them
on
their
phones
and
stuff,
so
just
trying
to
educate
them
better,
keep
it
from
making
these
kind
of
mistakes.
L
It's
just
you
know,
it's
a
shame
to
say
you
know,
and
you
want
to
be
cautious
with
it,
because
you
can
have
a
good
kid
says
something
out
of
anger
and
that
can
cause
them
problems
and,
and
like
I,
told
these
kids
today,
I
said
what
you're
gonna
see
is
we're
giving
you
these
warnings.
But
you
want
to
see
our
kids
gonna,
make
that
mistake
and
say
something
and
that's
gonna,
be
the
one.
That's
made
an
example
of
to
set
the
standard
across
the
board
for
the
rest
of
right.
A
O
There
good
easy
for
the
month
of
January
we
collected
in
dispose
of
972
tons
of
trash
and
garbage
75
times
recycling
included
in
honey
for
scrap,
tires
customers
deposited
over
four
thousand
and
sixty
one
tons
of
trash
into
the
transfer
station.
We
replaced
31
carts,
thirteen,
recycle
bins,
one
commercial,
dumpster
and
issue
one
cemetery
permit
and
currently,
although
Russell
and
sketchy
take
any
questions.
F
Danny,
the
mayor
and
I
did
a
ride
around
this
afternoon
and
in
a
lot
of
our
subdivisions,
we've
got
homeowners
that
have
vacant
lots
across
the
street
from
them
and
instead
of
putting
their
debris
at
their
curb
for
pickup
they're
putting
it
across
in
front
of
a
vacant
lot,
and
it
appears
that
maybe
sometimes
that's
getting
missed,
as
well
as
like
down
Alko
V,
where
those
houses
are
on
the
left.

shopped
through
corrective

preventative

Street

picked
up
just
over
a
ton,
the

from
the
streets
and
they're
currently
doing
some
stuff
from
the
effects
of
the
winter
that
we've
had
on
our
roadways
with
some
cracking
some
potholes
and
patching.
That
needs
to
be
done.

all
the

Oh
there,
your
enjoyment
and
I'll
take
any
questions
you
have
on
that.
I
do
have
a
couple
projects
I
want
to
update
you
on
2016
CDBG
project
water,
sewer
storm.
It's
all
been
installed
now.
The
city
crews
started
tying
over
the
to
the
new
main
last
week.
We
should
finish
that
up
Thursday
Friday
of
this
week,
so
everybody
be
tired
over
to
the
new.
D
Q
Water
main
and
the
contractors
bringing
in
the
carbon
crude
they
should
start
the
curbs
next
week.
We'll
get
that
finished
up.
It's
moving
pretty
quickly.
All
the
Dean
Hill
Road
gas
extension
has
been
completed.
We've
added
three
new
customers
on
that
line
and
the

will
start
the

that

tomorrow.

the

that
I
saw
with
mr.

in
beginning
next
month
and
each
time
we
have
a
scheduled
meeting
where
there
will
be
a
young

on
a
certain
element
of
financials
to
try
to
give
a
more
in-depth
understanding
to
two
committee
members
on
certain
aspects
of
an
inch.
But
we
don't
have
anything
additional
for
tonight.

we're
asking

like
to

the

of

you
start

participate
in
the
grand
American
cleanup.
This
is
our
16th
year
that
we've
lost
city
residents
to
bring
trash
and
scrap
tires.
Of
course,
there's
a
limit
of
10
to
transfer
station
free
of
charge.
Questions.
A
M
A
R
A
S
Q
Material
to
extend
our
natural
gas
main
from
current
location
at
Mountain,
Creek
Church
Road
in
Jim
dollars,
Road
will
long
to
go
up
along
old
Athens
highway
up
to
Mount
Vernon
big
for
chicken
houses
of
somebody
that
newer.
You
may
not
be
aware
of
this,
but
Oh
in
the
state
of
Georgia,
Public,
Service
Commission.
That's
why
they
passed
several
years
back
if
you're
not
willing
to
serve
the
area.
Any
other
city
gas
system
can
come
in
and
and
petition
the
Public
Service
Commission
to
give
them
this
territory.
Q
Well,
that's
kind
of
what
happened
here:
the
owners
hired
an
attorney
and
first
off,
we
started
with
us
and
that's
what
would
be
big
willing
to
serve
it
if
not
would
be
we'd
be
willing
to
give
the
city
of
winder
the
territory.
So
this
is
also
a
opportunity
to
extend
our
system
but
also
block
the
city
of
water
from
coming
further
into
our
territory,
and
for
those
of
you
who
don't
know,
there's
seven
gas
providers
in
Walton
County.
Q
Actually
Upton
people
is
it's
Monroe,
winder
Madison
social
circle
Lawrence
will
Buford
in
AGL.
So
we
all
have
territories
already
set
here
in
Walton.
County,
but
if
one's
not
willing
to
serve
the
others,
can
can
petition
to
get
that
so
the
little
bit
they
bit
out
and
only
one
returned,
and
it
was
sixteen
thousand
six
hundred
and
seventy-six
dollars
and
sixty
cents
I.

have

will

some

some
local

D
A
L
Thank
You
mr.
Kay,
we're
coming
to
you
tonight
asking
for
a
recommended
for
approval
to
purchase
up
to
do
dual
purpose:
canines
from
Alabama
canine
law
enforcement
officers
training
center.
What
this
will
include
is
not
only
the
purchase
of
the
doll
but
equipment
that
comes
with
the
dog,
and
it
also
won't
provide
the
housing
for
the
officers
as
they
attend
a
10-week
course
at
the
training
center.
We're
also
asking
for
the
out-of-state
training
approved
without
state
training
for
the
cheese
officers
as
well.
We're
currently
rebuilding
our
canine
program.
L
We
see
a
great
need
for
us
to
have
the
canines
here
in
the
city.
We
currently
don't
have
canines,
and
if
we
have
a
situation
where
we
do
need,
one
we're
at
the
discretion
of
another
agencies.
Disposal-
and
it
actually
came
up
today-
was
I-
was
at
the
Monterey
area.
High
school
asked
him
to
do
a
canine
search
of
the
school
and
that's
something
we'd
have
to
plan
together
with.
Are
they
just
to
be
able
to
do
that
and
by
us
having
these
two
dogs
we'll
always
have
access
to
them?
L
The
dual
purpose
is,
you
know,
patrol
tracking
and
narcotics
and
multiple
uses
for
the
officer
makes
traffic
stop
states
that
the
driver
may
have
archives
in
the
vid
where
they
run
a
freer
skin
in
the
vehicle
Supreme
Court
pups
hold
it.
The
dog
works
on
a
vehicle
wherever
the
search
the
vehicle,
even
though
the
occupants
of
the
vehicle
may
say
they
don't
want
to
be
searched.
L
If
we
want
to
implement
the
dog,
that's
just
another
tool
to
our
disposal,
we
could
send
them
in
and
defuse
a
situation
without
having
to
put
off
greater
risk
and
by
person
two
of
them
we
run
to
I
mean
we
run.
You
have
two
rotations.
You
know
officers,
work,
12-hour
shifts,
686,
be
six
feet
of
six.
They
will
have
those
canines
here
at
any
given
time
at
our
disposal
and
I.
Think
it's
a
great
great
thing.
I
come
from
the
k-9
background.
L
L
We've
had
our
canines,
you
would
Adam
get
old
over
years,
we've
had
retired
dogs,
and
then
you
know
this.
Past
year
we
asked
for
we
get
into
budget
to
re-implement
the
program
back
forward,
get
it
going
again-
and
this
is
a
very
reputable
company
that
we're
looking
at
going
with.
This
is
Georgia
State
Patrol
purchase
all
the
dog
here,
so
this
job
is
highly
recommended.
They've
been
in
businesses
like
1980.
A
L
It
depends
on
obviously
health
other
doll,
but
you
know
you
get
them
anywhere
from
seven
to
ten
years.
If
the
dogs
you
know
taken
care
of
and
if
it
has
good
genetics
to
it-
and
that's
another
thing
that
you
look
into
this
when
you
go
to
purchase
a
doll,
if
you
try
to
do
without
going
through
a
company,
then
you're
you're,
gambling
with
that,
and
so
by
going
through
a
reputable
company
they're,
getting
dogs
that
are
bred
specifically
for
this.
L
Not
necessarily
you
have
German
Shepherd
y'all
have
bedroom
miles
as
well,
not
sure
ooh,
which
ones
we're
gonna
go
at
I
personally,
prefer
the
mouse,
because
they're
smaller
than
the
Shepherd
and
it's
easier
on
them
ride
the
vehicle
Shepherd's.
You
know
over
history
tend
to
have
hip
problems
stuff,
like
their
bigger
dog,
and
when
you
take
a
big
dogs
act
like
that,
you
kind
of
cramp
them
in
a
you
know:
canine
cage
in
the
back
patrol
vehicle.
L
Thing
with
ten
weeks
straight,
yes,
sir
ten
weeks
straight,
they
gonna
go
from
sunup
to
sundown
and
that's
important
that
they
do
that,
because
what
they're
gonna
be
doing
is
building
that
bond
between
the
officer
and
the
doll
and
believe
me
that
needs
to
happen,
because
these
are
not
your
ads.
It's
not
gonna,
be
your
average
pet.
The
first
thing
needs
to
happen.
L
L
L
Well,
before
we
even
pick
the
officers,
what
we
did
was
we
did
a
selection
process.
We
opened
up
to
all
officers
in
the
police
department,
we
had
them
submit
their
their
letter
or
resume,
or
you
know
an
essay
is
why
they
won't
be
the
next
cam
these
two
guys
that
we
pick
one
had
a
significant
background
already
in
canine
handling
and
the
other
one
that
we
picked
just
with
his
drive
that
he
had
he'd
already
before
he
came
to
Monroe
PD.
L
R
R
D
F
We
met
on
Thursday
of
last
week.
We
have
set
our
meetings
to
fall,
hopefully
every
the
last
Thursday
of
the
month
at
5:30,
and
they
will
be
held
here
in
the
council
chambers.
We
had
a
productive
meeting.
All
members,
with
the
exception
of
miss
Crawford,
were
here
and
I
had
printed
off
the
minutes.
Did
you
receive
the
minutes
by
email
from
that
meeting?
D
F
A
D
B
B
Here
too,
if
you
have
any
questions
about
his
desire
for
the
property,
but
wanting
to
rezone
it
to
b3,
which
is
more
appropriate
zoning
classification
being
on
highway
corridor,
and
that
would
also
allow
him
to
do
the
live
work
arrangement
that
he
that
he's
proposing,
which
would
be
basically
lofts
above
and
business
use
on
them
on
a
ground
floor
which
is
allowed
in
our
in
our
zoning
ordinance.
We're
recommending
for
approval
and
the
I
presented
this
in
mr.
B
J
Good
evening,
so
we
bought
this
property
a
little
while
back
we
used
to
live
down
the
street
and
pass
by
it
a
lot
and
just
wondered:
what's
going
off
the
property?
What's
why
that's
sitting
there
vacant
went
through
a
couple
of
different
owners,
went
through
a
couple,
different
uses
and
so
came
available
for
sale,
and
that
was
buy
it.
They
really
have
any
specific
plans
for
at
the
time.
I
just
wanted
to
see
something
could
happen
with
it.
J
We
had
thought
about
opening
the
business
ourselves
in
the
space,
and
then
we
had
a
baby
and
life
happened
and
decide.
Let's
have
let
somebody
else
do
that,
so
in
order
to
do
that
or
just
attract
the
best
quality
tenant
we
felt
like
we
need
to
rezone
it
just
to
open
that
up
a
little
bit
more
and
it
has
a
huge
attic
space
and
we
envisioned
a
really
nice
open-concept
loft
in
that
space.
J
So
we're
working
with
a
local
commercial
contractor
have
some
plans
drawn
up,
not
blueprints
yet
but
close
to
it,
and
we
were
already
talking
to
a
couple
tenants,
possibly
one
lady,
that
would
live
in
the
top
part
and
have
her
business
in
the
bottom
part.
So
we're
just
excited
to
bring
some
new
life
to
it.
There's
been
some
illegal
dumping
and
trespassing
and
all
kinds
of
things
that
have
been
going
on
at
that
lot.
So
we're
excited
to
to
start
the
project
soon.
B
Next
one
is
a
rezone
at
10:20,
North,
Broad,
Street
property
owner
their
just
desires
to
rezone
it
to
b3
from
b2,
it's
also
on
a
highway
corridor.
So
mr.
Bradley
asked
me
the
pros
and
cons
of
that
action
and
I
basically
just
described
the
fact
that
it
would
be
more
congruous
zoning
with
the
other
zonings
that
are
nearby
er
surrounding
it.
It
would
also
allow
for
a
use
that
they
proposed,
whether
or
not
they'll
be
able
to
comply
with
all
the
CDO
requirements
are
not
for
their
project.
B
I,
don't
know
yet,
but
they
are
talking
about
putting
a
a
car
dealership
there,
not
a
brand,
just
a
used-car
dealership
and
again
like
said
it,
the
requirements
of
the
CDO
dealing
with
the
d-o-t
and
things
like
that.
They
they
may
think
otherwise,
once
they
get
started,
but
that's
up
to
them
in
their
budget,
but
they
just
want
to
have
its
own
rezone
so
that
the
additional
uses
that
apply
to
b3
zoning
would
be
would
be
a
open
option
to
them.
Well,.
F
F
B
B
G
B
B
B
That's
a
good
question,
I
think
off
the
top
of
my
head.
There
be
three
most
everything
there
is
b3,
except
for
that
neighborhood
in
this
little
piece
of
b2
and
then
across
the
street.
There's
some
there's
another
small
piece
of
b2
where
the
car
wash
oil
change
place
is
but
that's
surrounded
by
3
B
3,
which
is
mr.
Rahl's
property
sitting
here
in
the
audience,
and
so
yeah
hi
highway
corridor
and
highway
business.
Zoning
just
line
up
with
the
zoning
classifications
that
we
have,
but.
B
B
D
B
F
B
The
last
one
is
the
zoning
text,
amendment
and
I'm
sure
they'll
probably
be
some
questions
on
that,
but
as
normal
and
I
figured,
we
might
as
well
discuss
it
before
we
get
to
the
next
week's
meeting.
If
you
do
have
any
questions,
but
it's
just
basically
a
cleanup
to
ensure
clarity
and
to
insert
omissions
and
correct
errors,
and
we
can
go
over
them
one
by
one.
If
you
want
to
or
the.
B
Because
the
cover
sheet
did
it
just
says
the
text.
The
text
amendment
addresses
sign
setbacks.
We
want
to
regroup,
go
back
to
the
zero
size,
zero'
sign
setback
on
the
lot
lines,
the
ten
foot
one
really
doesn't
seem
to
serve
any
purpose
and
Laos.
Does
it
zero
setback?
What
allows
people
to
utilize
all
their
property
to
get
as
much
visibility,
since
our
sign
ordinance
requires
low
signs
and
limited
size
signs
that
will
give
up
more
opportunity
to
more
people
to
get
their
business
recognized
on
on
the
roadway
the
residential
floor
area,
one
erect.
B
It
addresses
the
fact
that
it
said
that
the
ground
floor
area
would
be
the
total
of
our
minimum
square
footage
requirement
and
a
couple
of
zoning
classifications,
which
is
not
the
cases
we
have
a
minimum
total
square
footage,
not
a
minimum
ground
floor
square
footage.
So
that's
to
correct
that
one
we're
making
we're
correcting
some
inconsistencies
in
the
sign
ordinance
where
we
allow
a
certain
amount
of
square
footage,
but
then
we
limited
it
later
in
the
text,
so
those
were
in
conflict.
So
we
wanted
to
eliminate
those
conflicts.
G
B
B
You
kid
to
absolutely
say:
go
jump
in
the
lake
and
take
that
off
of
this
text
amendment
I
I
just
we're
trying
to
get
some
sort
of
regulations
in
there.
The
same
that
we
had
before
that
we
had
in
our
our
animal
control
ordinance,
which
basically,
we
did
away
with
and
replaced
with
the
county's
regulations
to
line
up,
and
this
was
in
there
in
our
version
and
we
had
it
and
they've.
F
B
G
B
D
F
I
can
tell
you:
I
have
calls
from
people
that
are
living
on
the
third
of
an
acre
with
one
dog
in
the
backyard
that
is
barking
and
our
ordinance
says
it
has
to
borrow
30
minutes
continuously.
Well,
that's
that's
a
long
time
and
that
it's
hard
for
that
to
happen.
You
put
three
dogs
on
a
third
of
an
acre
in
the
backyard
with
your
setback.
So
what's
the
setback
over
100
feet
to
the.

B
The
ability
to
build
a
single-family
residential
in
our
to
because
it's
already
allowed
to
be
built.
We
just
need
a
standard
to
go
by.
Okay,
all
right.
The
next
one
is
an
m1
zoning
classification.
We
have
a
conditional
use
that
allows
emergency
management
services
in
that
zoning.
Historically,
we
have
they.
They
are
located
there
already
and
it
seems
to
be
when
we
have
enquiries
and
for
ambulance
services
and
things
like
that.
C
D
B
B
B
G
B
But
that's
what
that's
that's
the
minimum
that
I'm
looking
for,
because
we
have
nothing
right
now
as
far
as
his
requirements
for
house
size
in
r2.
B
G
B
F
T
T
We
adopted
the
counties
and
that
there
were
additional
enforcement
mechanisms
that
cities
wanted
to
put
love
in
the
Iowa
sort
of
making
a
face
like
a
minimum
standard
county
ordinances
were,
we
could
add
those
on
if
we
wanted
at
the
time
that
we
passed,
we
did
not
have.
There
was
a
discussion
about
tethering
and
one
or
two
other
ordinances,
and
so
what
happened?
Is
our
old
ordinance,
our
animal
controller
chapter
ten,
our
Code
of
Ordinances
had
this
dog
capital
of
the
patient.
In
it
we
threw
the
baby
out
with
the
bathwater.

Q
T
T
T
Are
minimum
sizes
for
that
are
two
five
acres
and
acres
I
sort
of
thing,
but
this
puts
further
constraints
on
what
someone
can
do
with
a
single-family
residential
home
in
and
Oregon's
own
order
to
classification
and
I
think
our
recommendation
from
our
office
would
be.
This
is
a
good
stopgap,
but
we
absolutely
would
say
that
let's
also
look
at
our
two,
as
we
have
land
planners
digging.
C
T
B
The
reason
why
our
1a
was
proposed
was
simply
because
it
applies
to
business
zoning
and
any
other
zoning
classification
that
they
could
build
a
single-family
residence
in
that's,
not
R,
1
or
R
1
a
it
requires
him
to
meet
the
r1a
standards.
That's
that's
why
that
was
chosen
for
the
for
the
text.
Amendment.
R
D
B
D
B
B
F
Absolutely
will
help
us.
We've
never
had
been
able
to
have
a
marquee
sign,
because
our
right-of-way
goes.
Oh
city
right
away
goes
all
the
way
to
our
front
porch.
So
it's
a
historic
building.
So
now
we
will
be
able
to
have
a
monument
right
up
near
a
wall.
We'll
have
to
build
it
up.
It
won't
have
a
visibility
issue,
but
it
will
actually
allow
us
to
have
fun
good.
A
P
This
is
basically
the
latest
update
to
our
speed
zone
ordinance
and
what
it
requires
from
the
city
is
to
make
sure
that
we
take
care
of
the
signage
on
our
off-system
roads.
Speed,
limit
signs
radar
in
you
signs
and
you
have
a
list
in
front
of
you.
Basically,
this
is
just
the
latest
update
to
that.
We
do
it
whenever
G
dot
sends
it
to
us,
so
we're
everything's
in
order,
as
far
as
the
signage
will
go
through
next
week,
so.
P
Far
as
the
off-system
yeah
well
says:
well,
it's
just
it's
what
then.
C
P
P
A
section
the
section
that
you
you
were
concerned
that
you
were
talked
to
my
last
year
was
up
for
discussion
because
of
the
difference
in
the
speed
limit.
The
last
time
we
did
this
update.
This
section
was
just
updated
into
the
thing,
I'm
almost
positive,
that
that
section
is
of
useful
radar.
So
some.
P
T
C
F
C
T
C
C
P
C
D
H
A
D
B
I
This
is
the
resolution
to
participate
in
Georgia
cities
week.
We
do
it
every
year
and
will
coordinate
activities
to
kind
of
educate
the
public
of
what
local
government
does
usually
a
theme
and
some
branding
materials
that
comes
out
with
it
tree
sprawling
in
the
past
has
coordinated
all
of
our
efforts
with
that.
But
that's
this
resolution
I
do
want
to
note
the
dates,
though,
because
the
week
before
is
the
Great
American
Cleanup
and
that
Saturday,
which
would
be
the
21st.
I
That
is
the
tentative
date
for
the
spring
neighborhood
cleanup
that
the
housing
team
will
coordinate
and
I
know
it
was
mission,
was
planning
a
code.
That
would
be
a
great
time
to
do
a
concentrated
effort
of
cleanup
and
we
and
our
team
is
want
to
focus
more
on
encouraging
residents
to
put
stuff
out
and
we'll
be
the
pickup
crew.
On
that
Saturday
and
Danny's
amazing,
with
Public
Works.
A
B
On
the
minutes
regarding
the
rezone
annexation
on
Bond
Street,
all
this
quickly
through
this
to
correct
the
error
on
December
12
2017
council
minutes
removing
the
recommended
condition
of
an
8
foot
on
center
evergreens
that
are
a
minimum
of
20
gallons
with
the
burn
behind
the
rear
facing
lots
on
Vine
Street
from
the
motion
and
restating
the
45
feet
of
non
buildable
berm
to
buffer
along
Bond.
Street
condition.
With
the
motion
see.
Q
T
F
B
O
O
A
B
Items
the
first
one
is
requests
to
use
company
hangers
and
doors
unlimited
to
repair
the
existing
2t
hanger
units,
which
would
be
16
actual.
It's
we've
had
a
lot
of
complaints
and
and
nothing's
been
repaired
and
I'm
over
probably
since
I've
been
built
to
put
in
essentially
brushes
and
rubber
bumpers
to
stop
dust.
Birds
other
animals
debris
from
enter
in
the
hangar
units.
It
was.
It
was
a
budget
at
idle
for
28,500
low
bid
came
in
at
twenty
five
thousand
seven.
H
B
We
are
looking
to
enter
in
contract
with
the
barge
design
formula
bar
Wagner
Sumner
cannon
for
them
to
go
through
the
entire
process
of
the
development,
the
design,
every
requirement
that
the
state
requires
for
us
to
then
file
for
reimbursement
at
a
future
date
all
the
way
to
the
bidding
of
it.
And
then
the
final
general
contractor
work
on
site
just
because
it
would
be
with
strange
city
staff
extremely
and
then
especially
the
communication
with
DoD
and
the
F
on
guidelines
to
get
things
approved
and
to
make
sure
we
cross
T's
and
dot
eyes.
B
So
the
idea
is
to
go
in
and
allow
large
to
handle
this
matter
as
we
proceed
with
the
build
of
T
hangars
and
at
some
point,
I
would
look
to
come
back
to
you
and
probably
August
or
September,
with
the
actual
bid
approval
to
approve
the
then
build
of
those
hangars
after
final
did
and
everything-
and
this
will
coincide
with
the
current
design
work
that
we're
getting
done.
The
expansion
of
the
apron
and
whatnot
the
leveling
of
the
area.
B
Once
we
move
that
last
nine
feet
of
dirt,
that
should
get
us
down
to
grade
and
we
should
be
ready
to
do
that
and
I
know.
There
had
been
some
numbers
in
the
past
presented
of
what
it
would
cost
to
build
a
theater.
You
can
see
that
attached,
there's
an
actual
quote
and
I
didn't
disclose
the
name
of
the
company,
because
they
would
probably
bid
on
this
for
the
actual,
build
and
material.
It
was
two
hundred
and
seventy
thousand
and
three
hundred
and
two
thousand
for
the
build
of
the
hangars.
B
Now
that
does
not
include
the
concrete
and
the
paving
around
it,
some
of
which
we
may
could
do
the
grade
work,
but
we
would
have
to
then
contract
somebody
or
barge
Wagner
would
oversee
it
from
a
general
contractor
standpoint
to
actually
concrete
the
site
and
then
the
paved
the
area
and
have
it
to
the
standards
required
by
the
FAA
and
right
now,
seeing
as
how
it
was
not
a
budgeted
item.
It
was
not
approved
or
granted
to
us
in
the
CIP
presented
to
the
FAA
for
grant
funds.
B
We
would
take
out
a
loan
and
I
think
we'd
proposed
a
20
year
loan,
the
amortization
schedule.
Is
there
it's
roughly
twenty-six
twenty-seven
hundred
dollars
a
month,
I
think.
Twenty-Six
hundred,
so
an
annual
cost
would
be
thirty
thousand
five
hundred
dollars
a
year
on
this
loan
to
build
the
hangars
for
a
period
of
twenty
years.
So
I
just
want
you
to
keep
that
in
mind,
but
if
that's
the
direction
that
we're
wanting
to
go
and
I
think
we
could
use
more
hangers,
we.
B
S
B
Currently,
per
and
we'll
have
that
discussion
after
this
on
a
rate
increase
currently
per
eight
unit,
T
hanger,
we
make
twenty
thousand
one
hundred
and
sixty
dollars,
so
you
can
figure.
If
we
had
three
sets
of
eight
you
would
your
income
would
be
sixty
thousand
based
on
rates
currently,
so
you'd
spend
thirty
thousand
your
revenue
sixty
you
profit
thirty
thousand
off
of
hangers,
so
you
can
essentially
you're
floating
that
we
say
profit
most
of
that
money
gets
rolled
back
into
the
airport,
I.
B
B
Trying
to
do
the
most
cost,
effective
manner
for
the
city,
taxpayers
so
that
we
hopefully
will
get
some
reimbursement.
Money
sounded
pretty
hopeful
in
some
of
our
phone
calls,
especially
than
once
a
day
that
will
get
on
that
list.
But
then,
of
course,
we
have
a
lot
of
safety
improvements.
Apron
work
ahead
of
us
that
we
really.
G
B
B
A
B
H
B
Footage
and
I
put
two
structures
on
here:
I
put
a
$25
increase
that
actually
reflects
a
$25
increase
on
the
smaller
units
and
a
$30
increase
on
the
four
larger
units
to
get
us
what
revenue
it
would
create
on
those
two
would
be
45,000
360,
which
would
be
an
additional
5,000.
If
we
build
the
additional
hangar
which
I
feel
like
we
will
that's
going
to
increase
our
revenue
approximately
to
7,500
give
or
take
per
year.
B
Based
on
this,
the
$50
increase
rate
puts
us
at
250
for
the
song
300
for
the
four
in
units,
which
would
now
be
six
and
it
creates
$10,000
increase.
So,
if
we're
doing
three
hangars
now,
it's
a
$15,000
increase
that
we
would
gain
in
revenue
from
the
hangars
and
I,
just
I
kind
of
put
it
here
for
a
discussion
on
which
route
we
want
to
go.
If
we
want
to
go
for
that,
$25
increase
or
if
we
want
to
go
to
the
$50
increase
we
had.
B
You
know
we
had
discussed
I
think
last
year,
sometime
where
it
was
presented,
the
hangar
rates
and
rental
rates
at
other
hangars
and
surrounding
cities
and
comparable
airports.
The
average
rate
for
airports,
roughly
our
size
with
the
same
services,
was
230
dollars
a
month
that
was
for
the
older,
smaller
ones
and
then
for
the
newer
units
that
are
comparable
to
ours.
It
was
two
hundred
ninety
five
dollars
a
month,
so.
B
You
know
in
discussions
with
the
airport
committee
and
I'm,
not
sure
if
the
airport
committee
minutes
were
attached,
they
weren't
sent
out
I,
don't
think
to
everybody.
They
they
discussed
that
$25
rate
increase
would
be
acceptable,
but
it
was
also
discussed
that
at
a
fifty
dollar
increase
per
month,
no
one's
leaving
because
there's
nowhere
to
go.
B
You
know
our
current.
Just
like
you
asked
the
question
on
our
waiting
list.
Our
current
waiting
list,
20
people
and
currently
no
airport
around
us-
has
availability
except
for
Lawrenceville,
and
they
are
currently
at
350
400
dollars
a
month.
So
you
could
then
make
the
case
if
you
go
to
250
and
300
nobody's
going
anywhere,
which
was
stated
by
two
of
the
individuals.
