A
Good
evening,
everybody
you
call
this
meeting
to
order
from
November
13th.
It
is
6
o'clock.
We've
invited
my
friend
Brian
Whitmer
to
come.
Give
the
invocation.
Please
Brian
is
the
associate
pastor
at
Grace
Church
at
the
mill.
They
have
some
pretty
exciting
expansion
plans
that
we'll
all
be
learning
about
over
the
upcoming
months.
But
Brian
is
a
longtime
member
of
the
Monroe
community.
He
is
very
active
with
Monroe
area
high
school
and
serving,
as
is
one
of
their
chaplains
for
I.
Believe
several
years
and
I
appreciate
you
both
here
tonight.
Brian.
B
B
Lord,
thank
you
for
the
vibrancy
for
the
families
that
are
growing,
I,
pray
that
we
stick
together
arm
in
arm
with
no
division
going
out
for
what
we
need
to
go
after
to
make
the
lives,
the
families,
the
nuclear
center
of
the
tables
better
in
Monroe,
or,
thank
you
so
much
for
the
people
that
you've
had
elected
that
are
here
that
represent
a
voice.
Thank
you
for
each
one
of
their
opinions,
their
hearts
and
their
ability
to
follow.
A
A
Malcolm
motion
would
have
a
second
second
by
Myesha
Crawford.
Any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye,
oh
I,
was
like
sign
motion,
carries
moving
to
the
approval
of
the
consent
agenda.
These
are
the
that
we
discussed
during
our
work
session.
I
need
a
motion
for
the
approval
of
the
consent
agenda.
Please.
D
A
But
I'll
take
a
motion
from
mr.
Dickinson
in
a
second
from
mr.
little
any
discussion
hearing.
None
all
opposed
all
in
favor,
please
signify
by
saying
aye.
All
opposed
like
sign
motion
carries
Angela.
Yarman
has
come
in
tonight
to
discuss.
Tell
us
a
little
bit
about
Communities
in
Schools.
Her
organization
has
been
in
Monroe
for
several
years.
She
is
grew
up
here.
She's
been
a
longtime
friend
of
the
community
and
I'd
like
to
invite
Angela
up
front.
Please.
E
Thank
You
Howard
members
of
council.
Thank
you
so
much
for
having
me
here
this
evening,
I'm
here,
to
just
give
you
an
overview
and
give
you
some
information
just
for
your
general
knowledge
about
the
organization
that
I
work
for
Communities
in
Schools
of
Walton,
County
and
I
do
appreciate
this
opportunity
this
evening.
Our
organization
is
a
local
known,
local
nonprofit
we've
been
operating
here
for
about
20
years.
We
were
actually
founded
in
Walton
County
by
Rita,
Dickenson,
David's
wife
among
some
other
board
members,
and
we've
been
operating
here
for
about
20
years.
E
E
We
are
a
dropout
prevention
organization,
but
we
serve
schools
from
pre-k
to
12th
grade
so
people
say
well,
you
know
how
do
you
prevent?
How
do
you
prevent
dropouts
in
the
third
grade?
The
research
shows
that
students
who
are
off-track
either
with
their
reading
or
math
and
you
are
chronically
absent
and
who
have
chronic
chronic
disciplinary
trouble
in
elementary
school
are
highly
likely
to
end
up
dropping
out
of
school.
E
So
we
want
to
try
to
get
in
there
and
work
with
students
very
early
to
make
sure
that
they
understand
the
opportunities
that
they
have
to
get
an
education
and
where
that
can
lead
them
in
their
lives,
and
so
we
play
site
Nader's
into
schools.
Our
staff
members
are
embedded
in
the
school
they
report
for
work
every
day
inside
the
school
building,
we're
currently
in
12
schools
in
the
Walton,
County,
School,
District
and
social
circle.
E
We
have
all
of
the
middle
and
high
schools
and
the
elementary
school
in
social
circle
and
this
year
all
of
the
elementary
schools
in
the
monroe
cluster.
This
is
a
new
program
for
us.
We're
really
excited
about.
It,
follow
a
research-based
model
that
has
been
proven
to
get
good
results
for
students,
and
it
involves
developing
a
needs
assessment
at
each
school
because
even
from
one
elementary
school
to
the
next,
the
needs
are
very
different.
So
we
go
into
the
school,
we
look
at
the
school
improvement
plan
and
other
data
that
they
have
available.
E
We
look
at
community
data
and
we
interview
administrators
and
students
and
teachers,
and
we
ask
what
do
we
need
in
this
in
this
school
that
we
can
impact
with
community
resources?
Then
we
make
a
plan
a
site
plan,
and
we
have
a
committee
called
a
site
team
that
monitors
that
plan
throughout
the
year
and
volunteers
to
help
implement
it.
We
provide
services
on
three
levels:
school-wide
programs-
these
are
things
like
career
fairs,
drug
and
alcohol
awareness,
school
safety,
don't
text
and
drive
social
media
safety.
E
We
have
a
great
new
partnership
with
the
development
authority
of
Walton
County
called
Walton
Works,
where
we
are
working
with
students
to
help
them
develop
their
employability,
skills
and
I'm.
Just
last
week
and
this
week
we
will
have
been
in
all
four
high
schools
working
with
industry
leaders
from
all
over
Walton
County.
The
HR
professionals
are
coming
in
and
working
in
small
groups
with
students
to
help
them
understand
critical
thinking
and
punctuality
and
how
to
write
a
resume
and
how
to
to
be
successful.
E
In
an
interview-
and
all
of
those
are
great
things
that
we're
doing
with
the
Development
Authority,
that's
at
level,
two
we're
doing
small
groups,
so
that
would
be
like,
for
example,
in
some
of
the
middle
schools.
We
have
a
girls
group
where
they
meet
and
talk
about
middle
school
angst
and
have
some
adult
support
to
make
good
decisions
and
develop
peers
and
work
through
some
of
those
things.
And
then
the
real
bread-and-butter
of
our
work
is
our
case
management.
E
That's
one-on-one,
support
for
students
who
have
been
identified
by
their
teachers
and
administrator
as
being
highly
likely
to
drop
out
of
school
without
some
intervention,
and
last
year
we
had
369
of
those
students
that
will
refer
to
us
and
our
site
coordinators
were
able
to
sit
with
them.
One
on
one
develop
a
case
plan
talk
about
their
personal
circumstances,
why
they
were
not
doing
well
in
school
what
they
needed
to
be
able
to
overcome
their
obstacles
in
a
lot
of
cases.
E
We
provide
basic
needs
for
our
students
through
our
partnerships
across
the
community.
Our
biggest
basic
needs
partner,
of
course,
is
fish.
We
could
not
do
our
operation
without
fish,
but
also
Shepherd
staff.
In
Loganville,
a
number
of
churches
are
partnered
with
us
and
lots
of
other
organizations.
We
we
partner
with
team-up
mentoring
and
with
the
partnership
for
families,
children
and
youth,
and
really
anyone
in
this
space
around
students
where
we're
partners
with
them.
E
We
work
one-on-one
with
those
students
to
make
sure
that
they
are
on
track
for
graduation,
both
academically,
so
we're
looking
at
their
grades,
we're
looking
at
their
credits,
we're
looking
at
even
down
into
the
Manute
level
of
did
you
turn
in
your
homework
today?
Did
you
pass
your
test
today
and
then
we
also
look
at
attendance
and
behavior
and
other
factors
to
make
sure
that
kids
are
getting
their
credits
and
graduating.
Now
we
don't
provide
any
instruction,
we're
not
we're
not
educators
in
the
purest
sense
of
the
term.
E
Teachers
and
staff
in
the
schools
are
certainly
our
partners
and
and
do
the
lion's
share
of
the
heavy
lifting
but
our
job
to
make
sure
that
students
are
aware
of
resources
that
are
in
the
school
and
that
they
are
referred
to
those
resources
and
that
they
take
advantage
of
those
resources.
So
a
little
bit
of
accountability
there
did
you
go
to
tutoring.
Did
you
go
to
credit
recovery?
Did
you
make
progress
today?
E
We've
had
great
results,
our
369
students
from
last
year,
92%
of
them
were
on
state
on
track,
which
means
they
either
were
promoted
if
they're
in
the
lower
grades
or
they
graduated
or
they
transferred.
Some
of
our
students
are
now
transferring
to
foothills,
which
is
another
great
partner
for
us,
and
ninety-eight
percent
of
our
students
stayed
in
school,
which
means
that
either
graduated
or
they
were
promoted
or
they
were
not
promoted,
but
they
did
not
drop
out.
E
Among
our
senior
group
this
year,
our
students
who
were
eligible
to
graduate
we
had
80
across
the
county,
69
of
them
graduated
that's
an
86%
graduation
rate,
which
is
about
the
same
as
the
overall
school
district,
graduation
rate,
which
is
very
high,
very
good.
But
when
you
again
look
at
a
student
that
had
so
many
problems
and
so
many
issues
that
someone
thought
they
would
not
make
it
at
all,
and
then
we
get
86%
of
them
to
graduate.
E
We
had
7
who
transferred
in
a
lot
of
those
did
transfer
to
Foothill,
so
they
will
eventually
complete
so
a
95%
success
rate
with
our
students,
only
2
of
our
seniors
dropped
out.
We
have
research
that
shows
that
a
high
school
graduate
versus
a
dropout
just
high
school
graduate,
not
college,
not
advanced
degrees.
They
make
two
hundred
and
sixty
thousand
dollars
over
their
lifetime.
More
than
a
dropout,
a
high
school
graduate
two
hundred
sixty
thousand
dollars
more
than
a
dropout,
that's
their
consumer
spending
power,
their
taxes
and
other
impacts
to
the
community.
E
We
are
chaired
this
year
by
Jennifer
Brown
who's
with
Walton
EMC.
Our
chair
elect
is
Gary
Boyd,
who
is
tax
commissioner,
both
of
the
superintendent's
serve
on
our
board.
We
get
a
lot
of
great
support
from
the
school
districts
and
I'm
just
really
proud
of
the
work
that
we've
done
and
I
wanted
to
come
here
and
share
it
with
you
this
evening
and
I
appreciate
your
time.
Thank
you.
A
Well,
I,
don't
have
a
question,
but
but
I
do
just
want
to
let
everybody
know
how
much
I
admire
you
there
that
we
have
the
same
grant.
You
have
the
same
graduation
rate
as
all
the
Walton
County
and
last
year
was
the
highest
graduation
rate.
The
county
has
ever
had
correct.
That's
that's
outstanding
I
had
a
chance
to
talk
to
the
Allen
Satterfield
committal,
who
was
singing
your
praises
as
well
and
and
I
appreciate
that
you're
here
for
the
kids
Monroe.
So
thank.
A
E
You
that's
a
good
question.
Our
signature
fundraiser,
which
will
be
held
this
year
on
March,
the
9th
the
Criswell
Park,
is
the
Walton
County
barbecue
festival.
Y'all
may
be
familiar
with
the
festival
and
just
not
realize
that.
That's
our
event
that
that's
our
fundraiser,
we
have
been
very
lucky
the
last
several
years
to
be
primarily
sponsored
by
Walton
EMC
Hitachi
and
the
Walton
Tribune,
along
with
about
50
other
local
company
and
we're
racing
about
$31,000
right
now,
so
we're
hoping
we're
pushing
for
35
this
year.
That's
our
that's
our
main
community
fundraiser.
It.
A
G
G
I,
don't
always
go
over
in
that
area,
but
I
was
over
in
the
area
by
old,
Carver
and
and
and
I
know
that
ol
Carver
has
not
been
used
recently,
but
I
had
no
idea
of
the
current
state
that
it's
in
if
y'all
would.
I
would
like
to.
Thank
you
all
for
your
technological
accommodations,
and
let
me
see
if
I
can
get
out
here,
but
I
do
have
some
pictures
where
I
would
like
you
all
to
see
it
all
right.
G
G
So
you
can
imagine
that
a
child
could
go
in
there
and
play
around
someone
could
grab
a
child
and
take
a
child
inside
this
structure,
someone
that
that
has
ear
wheel
towards
someone
even
looking
for
a
place
to
to
maybe
do
drugs
or
do
something
that
that
is
illegal.
This
is
this:
is
a
nice
little
place
for
them
to
go
because
it
is
closed
in
you
have
the
hallways
here.
So
they
have
access
to
rooms.
All
of
them
are
open,
I'm
just
going
to
go
through
there.
C
G
Don't
even
know
how
long
this
structure
has
been
there
in
this
state,
but
but
I
do
know
that
it's
been
over
a
month
since
I
took
this
picture,
took
these
pictures
here.
So
we
could
see
all
this
open
structure
here.
So
it
really.
It
really
kind
of
bothered
me
and
it
put
a
lot
of
questions
on
my
mind
as
to
why
this
structure
is
still
here
and
how
long
it's
been
there.
What
is
the
plans
for
this
structure?
Do
the
people
of
this
community
know
about
the
plans?
Did
they
know
that
it?
G
G
The
local
law
enforcement
works
under
you
all
so
I'm
sure
that
if
there
was
any
incidents
that
were
occurring
in
there
that
you
all
know
about
it,
I've
actually
heard
that
some
people
have
been
found
deceased
in
this
structure
here
more
than
one
person,
so
I
just
wanted
to
come
in
share
this
with
your
out
of
my
concern.
I'm
sure
you
are
concerned,
as
well
as
I
am
about
the
potential
hazards
of
this
all
my
grow
high
school
structure
and
that's
all
I
wanted
to
present.
Mr.
A
Coleman
before
before,
Logan
addresses
that
I
do
want
to
tell
you
much
I
appreciate
your
coming
in
specifically
with
that
area
and
I.
Think
it's
unconscionable
that
that
it
was
allowed
to
sit
for
20
years
before
it
got
partially
into
the
tearing
down
state
and
we're
at
a
point
now
that
it
has
changed.
Ownership
and
Logan
can
tell
you
more
about
that,
but.
A
It's
unacceptable,
which
we're
developing
hope
for
this
entire
community
and
in
without
hope
those
folks,
who've
just
felt,
neglected
and
abandoned
and
and
I
apologize
from
the
city
that
we
allowed
an
entity,
an
aerial
owning
entity
to
allow
it
to
get
in
that
state.
But
I
do
want
Logan
to
address
it.
He's
gotten
more
of
an
update
for
you.
Mr.
H
H
G
For
the
period
of
time
where
they
was
doing
whatever
youth
treatment,
you
said
they
were
doing,
I
can
imagine
that
this
put
a
strain
on
the
local
police
in
some
kind
of
way.
Iiii
don't
know,
but
but
I'm
sure
that
they
probably
was
called
over
to
that
area,
because
something
was
going
on
over
there
and
just
thinking
about
in
the
future.
When
you
have
structures
like
that,
because
we
got
the
old
elementary
school
and
I
don't
know
if
that's
privately
owned
now
or
not,
but
it's
dilapidating
pretty
bad,
so
it
could
get
to
that
state.
G
A
C
A
It
was
not
up,
it
was
not
a
pretty
picture.
The
good
news
is
elementary.
School
has
also
been
purchased
and
there
are
some
pretty
big
plans
there.
So
you'll
see
some
rapid
rapid
movement
on
on
both
of
those
both
of
those
buildings
but
again
I
appreciate
you
coming
in
and
I
apologize
that
you
had
to
well.
A
I
Mayor
that
application
is
in
order,
the
code
office,
C
Monroe,
has
been
contacted
by
the
current
owner
of
the
property,
raising
some
concerns
and
objections
to
the
application.
However,
the
application
from
the
city's
perspective
currently
is
an
order
and
ready
for
the
council's
consideration.
Okay,
thank.
D
A
A
A
D
K
I
want
to
first
start
by
saying
that
we
are
in
the
process.
We
have
sent
the
current
tenant
a
notice
of
termination
and
demand
for
the
premises,
and
that
should
be
stated
that
at
this
point
we
are
trying
to
terminate
the
lease.
There
are
several
reasons
for
the
lease
termination,
first
being
that
the
premises
would
be
to
be
used
for
grocery
sells
only
and
no
other,
as
you
will
see
in
the
lease
agreement
that
was
submitted
to
the
city
as
prevalent.
It's
on
page
1
by
Merriam,
Webster's
definition
of
grocery.
K
K
K
Shah
Ali
has
been
selling
alcohol
under
someone
else's
name
for
at
least
a
period
of
one
year,
which
is
a
concern
to
make
that
concern.
Even
bigger.
My
insurance
company
has
sent
me
a
letter
of
cancellation.
Mr.
Vishal
Ali
did
not
even
try
to
obtain
insurance
until
yesterday,
so
he's
been
selling
alcohol
in
a
store
with
no
insurance.
K
So
if
something
were
to
happen,
let's
say
he
sold
alcohol
to
someone
that
was
underage
or
wasn't
the
influence
of
alcohol
and
intoxicated,
and
something
would
have
happened
to
him
at
that
point.
Several
parties
would
have
been
liable
myself
and
the
time
that
I
bought
it
in
July
and
Harry
Arnold.
Prior
to
that,
and,
more
importantly,
probably
in
the
city,
I,
don't
know
what
liability
the
city
holds,
but
I
would
I
would
think
that
there
is
some
being
that
the
application
was
in
someone
else's
name,
and
the
lease
agreement
was
in
his
further.
K
These
are
my
premises
that
I
own
that
I
have
a
lease
agreement
that
says
the
only
groceries
will
be
sold
there.
So,
in
sum,
in
summary,
mr.
only
has
a
lease
that
was
dated
November
14
2017
and
his
application.
That
says
his
lease
started
in
October.
So
that's
not
true.
The
insurance
is
being
cancelled
because
they
are
selling
alcohol
out
of
that
store
in
order
to
carry
an
insurance
rider.
K
It's
going
to
cost
me
at
least
$4,000
more
in
addition
to
whatever
else
it
may
be,
because
it's
based
on
the
cells
of
alcohol,
those
are
separate,
a
separate
item
and
have
to
be
reported
to
the
state
separately.
Alcohol
sales
or
tax
and
sells
are
reported
separate
from
grocer
or
grocery
sells.
So
after
my
insurance
gets
cancelled,
then
I
will
be
totally
liable,
as
will
the
city,
because
if
something
happens,
they're
gonna
go
after
whoever's,
pockets.
They
can
get
to
last.
I
think
this
speaks
to
a
lack
of
regard
for
public
law.
Mr.
K
fishell
alley
and
I
spoke
when
I
bought
the
building.
We
spoke
again
in
October
about
lack
of
insurance,
which
he
never
acquired
and
at
some
point
during
his
occupancy
there
he
has
lost
the
right
to
sell
lottery
tickets,
I'm,
not
sure
how
you
lose
that
right,
but
he
doesn't
have
it
anymore,
so
I'm
very
concerned
about
what
may
go
on
in
that
building.
I'm
concerned
that
he's
violating
the
lease
agreement
I'm
concerned
about
my
escalation
of
insurance
insurance
that
I'm
gonna
have
to
pay.
K
K
F
I
Bradley
code
office
can
speak
to
this.
It
is
my
understanding
that
there
is
an
active
license
at
the
property
for
the
what
appears
to
be
the
former
owner
or
soon-to-be
former
owner
of
the
business
I.
Think
the
issue
that's
being
raised
by
the
property
owner
is,
is
that
when
you
look
at
the
timing,
the
timings
seem
to
be
off.
There
is
in
the
application
that
was
presented
for
the
application.
That's
before
you
for
consideration
now
included
information
concerning
the
business
being
sold
to
the
applicant
sometime
this
month.
I
But
when
you
look
at
the
leases,
it
appears
that
the
applicant,
a
mr.
Lee,
did
enter
into
a
lease
agreement
with
some
entity
related
to
Arnold
property
management,
I
believe
in
November
of
last
year.
So
that's
the
issue
it
does
appear.
Mr.
Kelley
can
speak
to
this
because
he
and
I
have
looked
at
it
a
couple
of
times
and
I.
Don't
have
all
of
the
paperwork
in
the
agenda
here
that
I've
reviewed,
but
there
is
an
active
license
on
the
property
for
a
K
Corp
as
I,
believe
it
doing
business
as
out
Co
V
grocery.
I
That
is
the
entity
that
appears
or
purports
to
be
selling
the
business
to
the
current
applicant.
Mr.
Hawley
vaishali,
the
issue
I
believe
of
inconsistency.
That's
B,
raised
by
the
property
owner
is
that
when
you
look
in
the
application,
the
lease
that
was
provided
shows
that
the
lease
was
executed
in
November
of
2017
not
executed,
essentially
contemporaneously,
with
this
sale
of
the
business.
That's
purporting
to
occur
essentially
right
now
or
win
this
win,
and
if
this
alcohol
license
is
approved
well,.
K
I
mean
if
I'm
can
make
a
comment,
it's
much
more
than
that
it
has
to
do
with
liability.
It
has
to
do
with
the
fact
that
his
lease
date,
so
he
can't
he
can
only
sell
groceries
so
he's
doing
it
against
the
lease
I
mean
we
plan
to
terminate
the
lease.
Please
understand
that
we
planted
me
forward
with
that
termination,
but
you
know
he:
how
does
somebody
that
has
an
alcohol
license
that
selling
alcohol
out
of
a
business?
It's
not
even
on
the
lease
I,
don't
know
how
that
happens.
A
L
Truthfully,
the
answer
to
that
question
would
be
no,
but
I
did
want
to
just
say
that
this
kind
of
revolves
around
a
landlord-tenant
dispute.
I
would
tell
you
that
I
did
go
over
to
the
premises.
Once
Jenny
had
contacted
me,
because
I
understood
that
she
wanted
to
terminate
the
lease
and
I
Vesta
gated
and
any
alcohol
that
was
on
the
premises
was
locked
up
in
an
uncool
cooler.
L
Well,
not
locked
up
barricaded
in
an
uncool
cooler,
segregated
from
the
remainder
of
the
merchandise
in
the
store,
and
they
stated
that
they
weren't
selling
alcohol
at
the
time,
and
it
was
completely
sequestered
from
the
main
portion
of
the
building.
So
that's
really
all
I
can
attest
to
as
far
as
that
goes
or
if
you
have
any
other
questions.
I.
A
I
If
I
may
interject,
it
would
be
appropriate,
given
that
there
was
opposition
raised,
that
the
applicant
be
given
an
opportunity
to
respond.
Yes,
should
there
be
anything
that
they
wish
to
comment
on
or
provide,
they
are
the
applicant,
they
bear
the
burden.
This
consideration
is
for
you
and
you
alone,
but,
given
that
there
was
opposition
issues
raised,
it
would
be
appropriate
within
the
context
of
general
procedural
due
process,
they'd
be
given
an
opportunity
to
respond
to
the
issues
and
raised
by
the
property
owner
Thank.
J
Was
never
asked
to
get
insurance,
it's
not
in
my
list
and
I
should
have
insurance
as
a
business
owner.
I
should
have
a
business
for
my
property,
but
I
didn't
seem
that
I
needed
it
at
that
time
at
this
time,
but
I
was
never
asked
for
and
when
I
and
I
was
never
approached
to
say
that
I
could
not
sell
beer.
Until
recently,
when
I
did
talk
to
the
landlord
priorly,
they
said
they
will
not.
Allow
me
to
sell
beer.
J
They
will
not
renew
my
list
when
I
do
have
the
options,
basically
trying
to
take
away
for
me
to
sell
the
beer
and
function
as
a
business
and
award
grocery
as
a
broad
term.
I
have
searched
over
the
internet,
any
grocery
store
sales
bill,
beer
and
alcohol
wine,
but
liquor
is
totally
a
separate
issue
to
sell
and
I
was
never
approached
to
provide
insurance,
even
though,
when
I
was
recently
asked,
I
purchased
his
right
away
as
soon
as
I
can.
J
In
fact,
I
was
approached
at
in
the
evening
at
Friday
by
this
Monday
morning,
I
had
providing
the
insurance,
even
though
I
don't
have
to
provide
them
any
insurance.
I
should
not
it's
not
in
the
least
that
I
have
to
have
insurance,
that
I
should
be
for
any
property
other
than
my
personal
property.
It's
an
inventory
and
that's
all
I
mean
she
has
been
telling
me
they
will
not.
Let
me
sell
that
previous
owner
has
been
selling
it.
That
location
has
been
selling
it.
J
J
I
took
over
the
lease
in
November
of
2000.
This
is
18
in
17,
but
we
and
the
previous
owner
were
having
disputes
on
closing
first.
He
asked
me
to
secure
the
lease,
because,
if
I,
if
we
do
the
transaction
we
can
and
I
can
get,
the
lease
is
not
with
the
it's
not
right
to
me
or
to
him,
so
he
secured
the
least.
Then
we
didn't
agree
to
certain
things
and
we
were
going
on
so
on
and
we
finally
decided
that
okay,
we
will
close.
So
we
closed
the
business
and
I
took
over
the
business.
J
J
J
It's
all
the
nature
of
a
grocery
store
and
I
was
never
approached
when
the
land
when
the
property
was
taken
over
by
another
landlord
I
was
never
approached
by
then
hey.
You
cannot
do
this
and
it
was
already
being
sold
there,
so
there
were
no
actions
taken
from
them
now
from
them.
When
I
personally
went
to
them,
saying
look
if
you
would
like
to
apply
for
it,
but
I
would
like
to
put
it
in
their
cooperation
and
LLC.
They
denied
me
that
saying
no
is
your
name.
J
Personal
name
is
on
the
lease
or
you
would
only
be
able
to
apply
in
your
purse.
Well,
they
did
not
tell
me
that
they
basically
wanted
me
to
stop
doing
business.
They
want
to
take
over
the
property.
I,
don't
know
for
what
reason
I'm
paying
them
rent
rent
is
very
cheap.
Thank
you.
No.
That
means
that's
one
of
the
reasons:
I
got
the
business,
but
they
won't
and
they
had
look
and
I
also
told
him.
Look
if
you
insurance
she's
going
there
for
me
at
that
time,
that
every
trust
was
around
eight
nine
thousand
dollars.
J
I
said
look,
I
will
compensate
I
understand.
Has
a
business
owner
you
are
paying
more
I
will
do
a
couple
hundred
dollars
up
in
rent,
but
let's
work
together,
they
said
no,
we
will
not.
We
will
not
renew
your
lose
please.
We
will
make
no
changes
to
your
lease
whatsoever,
even
pay.
If
you
want
to
do
a
business
under
an
LLC
or
a
corporation,
they
were
not
helpful
at
all.
I
have
to
take
this
responsibility
under
my
personal
name.
J
If
something
happens,
yes,
I
do
have
insurance
in
place,
but
I
should
not
have
to
do
a
business
on
my
own
name
when
I
can
do
it
under
LLC
or
a
corporation
and
protect
myself
and
I
do
have
subtenant
rights
in
there
I'm
sila
aquiring
I'm,
looking
into
hiring
an
attorney
to
look
into
this
matter,
because
I
have
received
a
notice
of
termination
from
them.
That
has
a
that.
J
There's
a
30
or
a
60
day
period
that
I
do
not
understand
so
I'm,
getting
some
legal
advice
and
help
me
with
this
matter,
but
their
main
objective
from
the
day.
I
approach
them.
Please
make
an
addition
of
a
corporation
name,
so
I
can
apply
for
business
under
corporation.
They
simply
denied
it.
It
will
not
be.
We
are
not
being
helpful
whatsoever
as
the
landlord
there
should
be.
The
best
interest
should
be
they.
J
I
Mayor
council,
if
I
can
just
provide
a
little
bit
of
guidance
on
this.
Obviously
there
are
issues
that
relate
between
this
landlord
in
this
tenant.
I
would
encourage
you
that
those
issues
are
between
them
and
civil
in
nature.
It
doesn't
mean
that
you
cannot
take
into
account
this
issue
of
is
there
a
lease
termination
certainly
can
be
taken
into
account.
I
This
issue
of
whether
or
not
the
lease
was
active
back
in
November
this
year
and
the
application,
or
the
request
for
a
license
has
just
now
been
applied
for
certainly
may
beg
the
question
of
you
know
under
whose
license
has
alcohol
been
sold
between
what
appears
to
be
the
period
of
November
2017
until
he
applied
in
October
this
year.
But
the
issues
of
what's
within
the
lease
I,
would
encourage
this
council
to
to
the
extent
that
to
separate
out
issues
that
are
a
civil
in
nature
between
the
Landlord
and
Tenant.

Matthew

I'm,
the
owner
of
Rocky's
pizzeria
and
grill
I've
owned
it
for
seven
years.
My
uncle
actually
owned
it
before
me
a
couple
years
before,
for
the
seven
years,
I
owned
I
have
not
sold
beer
and
wine.
Now,
with
certain
changes
in
city
ordinances,
I'm
able
to
I
would
love
to
be
able
to
serve
beer
and
wine.
People
love
beer
and
wine
with
pizza.
I,
don't
want
to
go
too
crazy
with
it.
I
just
want
just
a
couple.
M
You
know
domestic
beers,
maybe
a
couple
crafts
and
bottles
just
to
sell
to
my
customers,
so
they
can
enjoy
it
with
their
food.
I
think
it'll
be
a
good
fit
I'm,
pretty
well-known
in
the
community.
I
love
owning
my
business
and
I
just
want
to
grow
and
be
able
to
build
it
bigger
than
what
it
is
today.
Great.
A
A
Ma'am,
a
motion
to
approve
by
miss
Malcolm
do
I
have
a
second
second,
second
by
mr.
Ross
Bradley,
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye,
all
opposed
like
son
motion
carries.
Thank
you
guys.
Yes,
sir.
Thank
you.
Congratulations
and
your
pizza
is
outstanding.
Awesome
thanks.
Thank
you.
Moving
to
the
next
item
on
the
agenda.
We
have
a
resolution
for
the
city
of
ethics
recertification
mr.
Rosenthal.
Yes,.
I
Mr.
mayor,
this
is
a
resolution
concerning
GM,
a
city
certified
city
of
ethics
program,
whereas
the
Board
of
Directors,
the
Georgia
Municipal
Association,
has
established
a
certified
city
of
ethics
program
and
whereas
the
city
Monroe
wishes
to
be
recertified
as
I
certified
the
city
of
ethics
under
the
GM
MA
program
and
whereas
as
part
of
the
recertification
process,
requires
that
the
mayor
and
council
subscribe
to
the
ethics
and
principles
approved
by
the
GMA
Board.
I
Now,
therefore,
be
it
resolved
by
the
governing
authority
of
the
city
Monroe
Georgia,
that
is
a
group
and
as
individuals,
the
governing
authority
subscribes
to
the
following
ethics
principles
and
pledges
to
conduct
its
affairs
accordingly,
one
serve
others
not
ourselves
to
use
resources
with
efficiency
and
economy.
Three
treat
all
people
fairly
for
use
the
power
of
our
position
for
the
well-being
of
our
constituents
and
five
create
an
environment
of
honesty,
openness
and
integrity,
so
resolve
this
13th
day
of
November
2018.
That
is
a
resolution.
Mayor,
Thank.
A
H
You
mayor
before
you
tonight
is
approval
of
professional
services
with
the
Primack
group.
This
is
for
easement
acquisition
services
for
the
alcove,
a
sewer
line
extension
out
to
highway
138.
This
is
something
we've
been
designing
and
engineering
for
a
while
we're
getting
closer
and
closer
to
finishing
that
up,
and
then
we
need
to
be
able
to
start
construction
as
soon
as
possible.
So
it's
estimated
that
this
will
cost
twenty
two
thousand
seven
hundred
fifty
dollars
based
on
the
attached
attached
fee
schedule
behind
here.
H
This
could
go
up
or
down
based
on
how
many
actual
parcels
we
end
up
having
to
acquire
with
this
group,
but
they've
done
great
work
with
us
before
on
North
Broad
and
the
West
Spring
Street
sidewalk
projects
since
you've
been
a
pleasure
to
work
with
and
they
do
good
work.
So
this
is
before
you
to
approve
this.

This
is
just
them
negotiating
with
property
owners
working
with
our
legal
counsel
on
the
back
end
to
make
sure
everything
is
recorded
properly
and
then
just
helping
me
and
staff
execute
these.
These
easement
acquisitions,
along
with
our
engineering
firm
they'll,
be
working
hand-in-hand
with
our
engineers.

This
is
the
same
thing
just
different
project,
same
group,
the
primary
group.
This
is
estimated
at
forty
nine
thousand
seven
hundred
fifty
dollars
for
the
same
type
of
services,
we're
estimating
it's
going
to
be
on
25
parcels
that
we
have
to
touch
now.
That
number
could
go
up
or
down
five
to
seven
parcels,
but
we
think
it'll
be
about
25
and
the
total
fee
estimates
forty-nine
thousand
seven
hundred
fifty
dollars
and
again
same
conditions
would
apply
that
I
would
come
back
to
you
if
there's
a
change
order
on
this.
These.
