an
amazingly
busy
year.
All
of
our
departments
have
done
a
great
job
on
so
many
different
projects
that
are
gonna
prove
very
impactful
in
2019.

lot
of
them
are
in
process
or
under
construction
right
now,
but
the
city
is
really
going
to
change
for
the
better.
With
a
lot.

work
and
what

all
have
approved
over
the
past
year.

thank

for
all
that

additional
thanks
to
the
streets
and
Transportation
Department
and
electric
department
for
what
they
did
at
Children's
Park
in
the
11th
hour,
to
put
together
what
seemed
like
the
impossible,
which
was
running
electricity,
an
area
that
had
none
and
standing
up,
some
pretty
impressive
light
displays
out
there
and
we
had
a
pretty
successful
event
for
the
first
time.

probably

us
longer

think
them

it
did
to
actually
maybe
accomplish
them,
but
I
think
we
got
it
hang
on
there
and
I'm
sure
we're
missing
a
few,
but
other
than
at
Central.

purchasing
was
actually
down
for
the
month
of
November
because
we
had
holidays.
We
had
for
your
P
card
transactions
POS
and
then
the
one
big
thing
I
just
kind
of
wanted
to
hit
on
was
and
just
to
recognize
them.

Barnes
and
Danny
farmer,
or
my
two
main
guys
on
my
ground,
screw
that
cut
our
different
facilities,
different
locations,
that
contractors
don't
hit
and
in
15
days
in
November,
where
we
had
rainy
days
cold
days.

almost
2500
pounds

trash

cemeteries

miles
all
over
the

We
come

at
a

on
this

but
that
doesn't
include
roughly
with

our
Municipal
Court

cases

we're
essentially
trying
to
streamline
the
process
since
waldo
county
is
our
provider
of
animal
control
services
at
any
fine
monies
that
come
from
this
we'll
go
back
to
Walton
County
tell
pay
for
these
services.

really
is,
unfortunately,
October's
kind
of
next
verse
same
song,
but
there
are
a
lot
of
other
things
we
can
talk
about.
One
thing
I
did
want
to
mention
about
the
October
report
that
you
in
front
of
you
is
that
we
did
have
three
businesses
reported
as
closed,
but
for
the
first
time
ever,
that's
just
a
reflection
of
ownership
changes,
so
we
don't
have
any
businesses
closed
their
license
out
in
October,
so
that
was
that
was
a
nice
thing
to
see
and
it's
a
trend,
I
think
we're
getting
more
and
more
applications.

License

was
kind
of
contentious
here
recently
those
people
who
have
come
in
and
withdrawn
their
application,
they've
decided
to
stake
their
claim
in
another
territory
and
just
close
up
shop,
I
believe
at
the
end
of
the
year
and
settle
their
differences
with
their
with
their
landlord
just
by
parting
company.
So
anything
we
did
to
accommodate
that.
We
are
to
accomplish
that.
We're
proud
of
that.

One
thing,
I
didn't
know
anybody
if
anybody
knew
about-
and
it
just
happened
that
they
came
in
asking
about
the
assembly
permit,
but
in
the
interest
of
multiculturalism
and
diversity
there
was
a
group.
There
are
there
of
ethnic
minority
in
China
and
Southeast
Asia
there,
the
Miao
people
and
there's
a
group
of
people
sub
to
him.

That's
the
Hmong's
and
there's
a
fairly
large
group
of
them
around
here,
so
they
celebrated
their
new
year,
I'm,
not
sure
if
it
was
the
end
of
October
or
in
November,
but
I
just
wanted
to
mention
it,
since
it
was
a
fairly
recent.
They
had
done
at
the
the
County
Fairgrounds
and
I
actually
happened
to
drive
by
while
they
were
doing
that
seem
to
be
having
a
wonderful
time
and
lots
of
good
smelling
food
wafting
through
the
air,
so
that.

Number
of
the
things
in
my
report
have
been
mentioned:
I'll
just
point
out
that
Small
Business,
Saturday
and
Black
Friday
is
the
beginning
of
the
retail
shopping,
senton
and
so
far
reports
from
downtown
retailers
at

weekend
as
a
whole
was
better
than
last
year.
Friday
is
picking
up
as
bigger
sales
in
downtown
than
Saturday,
where
it
used
to
be
Saturday
was
bigger.
So
that's
an
interesting
shift.
Think
it
just
establishes
that
downtown
is
more
of
a
shopping
destination
than
it
has
been
in
past
years.

other
thing
to
mention:
we
already
talked
about
the
lights
and
children's
park.
The
kids
parade
was
the
first
time
we've
done
that
it
was
amazing.
We
probably
had
about
200
people
for
that
parade.
A
really
great
turnout,
so
much
fun.
To

that
together,
the
public
works.
Crews
were
amazing
and
we're
only
going
to
grow
it
from
there.

we're
excited
about
future
years.

vast
majority

is
about
one
point,
eight
acres
in
order
to
make
it
all
uniform
and
transitional
behind
where
it's
located
right
now
we're
requesting
applicants
requesting
and
we're
suggesting
it
be
all
b3
for
that
type
of
business.

it
well
currently
in

future
Land
Use
Plan,
it
is
zoned
for
residential.
However,
its
transitional
area
with
the
plasma.
That's
there
right
now
there
are
some
physical
constraints,

as
topography
and
vegetation,

there's

creek

a
wetland
that
has
a
pretty
wide
buffer
between
that
and
the
r1
area.
So
with
its
current
applicant
and
us
looking
at
being
business
friendly,
we
were
looking
at
the
impacts
shouldn't
have
any
negative
impacts

that
type
of
facility.

majority

want

requested

commercial
development
back
to
a
planned
residential
development.

you

you
know
the
location

roads

streets

construction
and
currently
operational
for
the
next
developer
to
come
and
finish,
they
desire
to
reconfigure
it
from
the
end
portion
that
was
commercial
office
to
plan
residential
amenities
that
they
want
to
include,
would
come
with
green
space,
clubhouse
pool
tennis,
court,
basketball,
court
and
a
playground.

development
itself
minimum
would
be
1,600
square
foot
homes,
sidewalk
rear,
alleyway
entry.
If
you
look
at
it's
a
hundred
and
twenty
two
units
prescribed,
but
if
you
look
at
the
overall
acreage
you're
looking
at
2.8
homes
per
acre,
I
think
this
would
be
positive
for
the
city
as
far
future
development
in
housing.
It's
in
line
with
current
residential
planning
for
the
zoning
map
and
this
time,
if
you
have
any
questions,

we're
going
to
be
very
careful
moving
forward.
This
we've
had
other
interest
in
property
on
Church
Street
that
wanted
to
make
even
more
dense
applications
at
this
time,
we're

land

zoning

we
do
not
over
develop
that
road.
As
you
know,
the
right-of-way
in
Church
Street
is
very
limited
and
you
know.

bit
I
mean
it's

adding
the
amenities
package.
Essentially,
so
really
somebody
could
have
come
and
just
know
what
they
wanted
to
you
anyway,
but
to
Darryl's
point
we
have
been
taking
some
very
hard
looks
at
that
corridor
until
we
can
figure
out
a
new
way
of
interconnectivity
of
future
roadways
between
Church,
Street
and
Hammond
spring,
and
all
that
would
have
to
be
very
careful
about
future
zoning
considerations
or
reasoning,
considerations,
an
area,
but
this
right
here
is
not
a
wholesale
change,
rather
than
the
commercial
to
residential
component
in
front
and.

mention
two
on
the
last
one,
we'll
just
discuss
that
there's
an
overall
reduction
in
the
total
number
of
single-family
residential
in
that
development
due
to
the
fact
that
they've
removed
a
component
that
was
attached,
single-family,
residential
townhouses
and
completely
reconfigured,
that
into
individual
lot
home.
So
we
actually
have
a
reduction
in
number
of
homes
and
the
elimination
of
the
commercial
component
have.

mean
to
start

the
hornet's
nest,
but
going
back
to
600
South
Broad
Street
yeah
they're
they're,
requesting
the
overturning
of
the
planning
zoning
Commission's
denial
of
their
CoA
request.
They
the
way
that
they
presented
their
request.
Originally,
it
was
not
conforming
to
the
corridor,
design,
overlay
standards
whatsoever
and
it
was
a
gravel
parking
lot
rather
than
paved
and
it
exceeded
the
amount
or
the
size
of
a
of
a
gravel
parking
lot
significantly
didn't
have
any
interspersed
landscape
or
anything
like
that.

After
the
vote
was
taken,
they
they
were
to
offer
some
concessions,
but
they
hadn't,
so
they
were
kind
of
stuck
in
the
water
with
having
already
made
the
vote,
they
couldn't
reconsider
their
motion.
So
now
they're
they've
amended
what
they
want
to
do
to
present
to
you
in
requesting
you
to
overturn
the
decision
of
Planning
and
Zoning
Commission.
To
be
perfectly
honest
at
this
point,
looking
at
it
I,
don't
know
that
we
have
any
real
corridor
design
overlay
concerns.
If
mr.
stone
agrees
with
that,
he
can
pipe
up
and
that's
what
that's.

like

interject
to
that?
If
you
look
at
the
grading
plans,
organ
lots
roughly
ten
foot
below
the
main
South
Broad
Road.
In
addition,
they've
put
the
landscaping
in
not
only
to
screen
the
parking
lot
from

road,
but
also
in
the
parking
lot
of
cells,
so
they're
pushing
around
23%
landscaped
in
the
parking
lot
to
break
up
the
asphalt.
It's
really
not
that
big
of
a
parking
lots
4540
spaces
which
could
have
been
55
spaces,
had
they
not
taken
putting
the
islands
in
and
break
that
up.

Yes,
we've
got
an
agreement
here
with
the
Alcoa
Judicial
Circuit
public
defender's
office,
for
only
three
hundred
dollars
a
month
to
increase
the
capacity
of
our
indigent
defense
in
our
Municipal
Court.
This
is
a
win-win
situation.
All
the
way
around
ensures
that
we
have
adequate
indigent
defense
and
it's
being
handled
by
the
public
defender's
office.
So
we
know
we're
gonna
have
a
stable
source
of
indigent
defense
when
we
hold
our
chordates.
The
price
is
reasonable
to
me
and
is
included
in
the
2019
budget,
when
this
will
take
effect.

Clarification
there'll
be
at
one
session
a
month,
so
we
have
two
arraignment
calendars
per
month
and
to
trial
slash
probation
calendars
per
month.
So
essentially
we
have
court
four
times
a
month
and
the
agreement
is
that
they
would
come
to
one
arraignment
calendar
and
one
trial
calendar
per
month.
So
on
the
days
that
they
are
not
there
any
indigent
defense
appointment
cases
could
be
continued
to
that,
but
it
will
essentially
result
in
roughly
24
appearances
twice
a
month.

we
have
an
authorization
to
create
an
urban
redevelopment
agency
for
the
City
of
Monroe,
and
that
agency
will
exercise
powers
under
the
urban
redevelopment
law
state
of
Georgia.
So
what
that
means
is
that
we're
going
to
apply
this
to
the
DDA
st.
body
that
also
serves
as
CV
B,
and
what
this
this
agency
will
do
is
allow
us
a
conduit
to
get
extra
development
deals
done
in
town,
it's
kind
of
its
kind
of
like
a
Redevelopment
Authority,
so
to
speak,
but
it's
not
exactly
called
that.

is
creating
an
agency.
It's
already
authorized
by
law.

is
my

be
actually
authorizing
the
Urban
Redevelopment
Agency,
but

other

approve
an

amendment

the
urban
redevelopment
plan,

we
have
a
public
hearing
on
here
in
a
little
bit,
so
there'll
be
two
resolutions
for
you
to
consider.

those

you
that
were
on
council
back
in
2008,
we
created
the
opportunity
zone,
we
created
the
redevelopment
plan
back
and
I
think
it
started
before
that,
but
the
most
recent
update
was
2008
and
this
is-
and
some
action
has
occurred,
to
promote
that
and
to
reap
the
benefits
of
it.
But
from
our
perspective,
my
person-
this
is
one
of
the
first
big
steps
of
actually
capitalizing
on
some
of
the
value
of
having
a
redevelopment
plan
allowing
these
financing
mechanisms
and
the
first
one,
which
is
what
the
plan
amendment
is
about,
that
mr.

up
for
this
public
hearing
is
to
be
able
to
have
a
funding
source
for
this.
The
Walton
Plaza,
the
police,
department,
relocation,
so
I'll
answer

questions
you

way
it

structured,

we
don't
have

board,
is
to
appoint
the
DDA
members,
just
in
the
exact
same
way
that
we
have
the
DDA
members
serving
the
CVB
members
for
that
board
as
well.

don't
anticipate
that
they
would
hold
regular
meetings.

with
compliance
with
our
CDBG
funding

We
were
the
only
government
entity
in

county

utilities
budget
is

a
three

percent
increase
over
2018
and

enterprise
fund
budget.
Solid
waste,
contains

increase
of
about
four
point.
Two

percent

utilities
and
enterprise
fund
budgets
are
functions
of
just
more
volume

more
customers.

was
very
conservative
and
what
we
did
with
personnel
we're
only
adding
one
new
full-time
position,
citywide
and
converting
one
part-time
position
to
full-time,

we're
trying
to
be
conservative.

have

we

and
they
do
a
lot
of
good
work,
but
I
don't
really
want
to
add
to
that
level
unless
we
really
have
