We

exciting
event
coming
up
on
April
12th
at
Monroe
area
high
school.
It
will
be
our
Big
Spring
local
games
and
we'd
love
to
see
everybody
out
at
that
event,

we
desperately
need
some
volunteers.

you

willing
to
come
out
and
spend
the
day
with
us,
I
can
assure
you
you'll
be
hooked
and
you'll
come
back
again
year
after
year.

know
a
lot
of
people
contribute
to
Special.

Olympics
I
want
you
to
know
that
it's
a
little
bit
more
than
just
this
one
big
day
where
we
have
every
all
the
athletes
in
the
county
come
to
participate.
We
actually
have
three
local
events.
We
invite
all
of
our
athletes
to
year.
One
is
bowling.
One
is
basketball
that
we
have
first
time
this
year
was
very
successful
and
then
our
big
spring
games
they're
always
held
at
Monroe
area
high
school.
We
also
compete
in
four
state
events
for
each
season
of
the
year,
plus
masters
bowling.

our
athletes
range
in
age
from
five
years
old
to
unlimited
I.
Have
some
of
my
athletes
here
tonight
as
well,
because
once
they're
hooked-
and
this
is
a
great
way
for
them
to
stay
in,
shape,
stay
active
and
they
just
love
it,
and
that
keeps
me
going
for
all
these
years.
So
if
you
have
any
questions,
I'm
happy

answer
my

know
that
we
have
about
275
registered
athletes
on
our
roster
right
now.
We
had
146
have
to
get
new
physicals
this
year.
Fortunately,
the
community
has
been
so
wonderful
to
us.

We
have
a
doctor
that
will
do
all
of
those
physicals
and
of
we
had
146
80
of
those
were
new
athletes.
So
we
have
that
many
new
people
coming
into
the
county,
which
is
tremendous
sign
of
the
growth
that's
happening
here.
We
also
operate
on
about
a
25,000
to
30,000
dollar
a
year
budget.
That's
what
it
takes
to
keep
the
program
going
and
we
are
very
grateful
to
the
community
for
all
the
support
that
they've
given
us
over
the
years
that
has
definitely
grown
from
the
year.

Special
Olympics,
which
was
over
30
years
ago,
where
we
just
went
event
to
event,
praying
that
we'd
have
enough
to
pay
the
bills
and
to
now
being
in
good
shape
because
of
the
generosity
of
the
community,

different

encouraging

citizens

support

celebration

Whereas
city
government

the
closest
to
most
citizens
and
the
one
with
the
most
direct
daily
impact
upon
its
residents
and
whereas
city
government
is
administered
for
and
by
its
citizens
and
is
dependent
upon
public
commitment
to
an
understanding
of
its
many
responsibilities.

whereas
city
government
officials
and
employees
share
the
responsibility
to
pass
along
their
understanding
in
public
services
and
their
benefits.

Georgia
cities
week
is
a
very
important
time

recognize.
The
important
role
played
by
city
government
in
our
lives
and
whereas
this
week
offers
an
important
opportunity
to
spread
the
word
to
all
the
citizens

Georgia

branch
of
government,
which
is
closest

the
people
and
whereas
the
Georgia
Municipal
Association

its
member
cities
have
joined
together

teach
students

other
citizens

municipal
government

a
variety
of
different

the

incumbent
upon
me

tell
you
how
hard
this
group
up
here
has
been
working
for
our
community.

These
budget
amendments
are
needed
to
ensure
compliance
for
their
own
financial
policies
and
also
to
satisfy
the
state
of
Georgia
criteria
to
balance
any
law
items
that
cause
overages
at
the
department
level.
Adopting
these
amendments
shall
allow
staff
to
finalize
the
2018
financial
statements
and
the
comprehensive
annual
financial
statement.

to
all
of
y'all
the
budget
amendments
that
were
proposed,
but
then
gave
you
all
an
updated
copy
today,
if
you
as
you
came
in,
there
was
just
one
small
change
on
page
two,
where
lost
revenues
came
in
over
budget,
so
we
were
able
to
use
that
as
an
offset
to
expenses.
I'll
answer
any
questions.
If
you
have
any
are.

going
to
comment,
miss
Thompson
I've
had
a
conversation
on
these
earlier,
but
I
guess
that
my
calm
years,
we
spend
a
significant
amount
of
time
during
the
budget
process
going
over
these
various
line
items
and
why
they
need
to
be
where
they
are.
Some
of
these
came
out
significantly
different
than
what
we
originally
budgeted.
I
The
balanced
budget-
now
that's
good.
My
recommendation
is
going
forward.
You
know
like
for
this
year
as
we
see
these
things,
they
may
all
be
justified.
I,
don't
even
not
even
questioning
the
amounts
at
this
point,
but
as
we
go
through
the
year,
I'm
just
going
to
ask
that
those
things
those
items
be
brought
to
the
council's
attention
throughout
the
year
and
not
wait
until
after
the
year
is
over
to
play
their
city
or
attention.
I
That
I
would
hope
that
on
a
quarterly
basis,
at
least
we
would
know
if
a
particular
line
item
is
running
over
for
a
significant
amount
of
money
and
form
and
for
maybe
a
good
reason,
but
I
think,
since
we
have
spent
so
much
time
during
the
budget
process
discussing
these
I
think
it's
incumbent
on
us,
as
council
members
to
spend
more
time
discussing
significant
variances
that
may
be
occurring.
So
I'll
just
ask
going
forward
that
we
do
that,
rather
than
wait
till
after
the
years
over
to
be
able
to
see
these
significant
users,
they.

think
you're
always
gonna
make
budget
amendments,
because
the
budget
is
a
planning
document
in
its
what
she
opens
going
to
be
an
educated
guesses
but
and
I
think
it
often
time.
But
it
is
an
estimate
because
you
don't
know
some
things
are
gonna
come
up.
If
you
have
not
expected
and
I
fully
understand
that,
but
I
also
think
it.

something
comes
up,
that's
unexpected

year

a
sudden
there's
a
reason,

reasonable
thing
that
we
need

spend
money
for
we
may

back

software

place

department
head

myself

tool

keep
an
eye
on
the
budget
to
keep
track
of
it
and
also
stay

top

it,

we

have
any
things
that
look
like
they
may
be
going
to
over
budget,
we
can
address
it
at
that
time.

do
interdepartmental
budget
amendments
during
the
year.
It's
just
at
the
end
of
it.

So
that's
why
potentially
it
hasn't
been
done
in
the
past,
but
we
can
do
that
if
and
there's
some
things
that
come
up
that
are
unexpected,
like
we
had
some
things
in
certain
departments
that
came
up
that
were
not
planned
in
the
2018
budget
in
the
prior
year.
If
you
will
remember
in
the
2019
budget,
planning
I
did
reduce
the
Planning
and
Zoning
budget
to
increase
the
police
department
budget,
so
that
that
way
we
won't
have
that
bigger
budget
amendment
at
the
end
of
the
year
that
we
always
have
between
those
two
departments.

revenues

don't
come

planned.
For
instance,
we
have
been
minute.
Support
came
in
way
under
budget
about
sixty

thousand
dollars,
because
court
was
cancelled

on.

when
things
like
that
happen,
and
it
reduces
revenues
that
that's
something
that
we
can't
plan
for.
