A
B
B
B
Other
than
that
we're
still
plugging
away
on
the
Spring
Street
sidewalks
I
mean
talks
with
the
owner
of
the
company.
Now
to
get
this
thing
finished
it's
going
on
a
little
bit
too
long.
It's
still
in
liquidated
damages,
so
we're
not
paying
anything
else
right
now
we're
withholding
retainage,
but
hopefully
in
the
next
couple
months
we
can
get
that
thing
to
a
close
and.
C
B
D
D
We
are
probably
about
a
week
away
from
our
95
percent
review
meeting,
which
gets
us
almost
our
final
layout
of
everything,
and
then
that
puts
us
to
our
final
review
of
everything,
details,
security
of
everything
and
then
we're
pretty
much
set
to
bid,
hopefully
sometime
in
late
August,
and
then
I
should
have
those
results
back
to
count
so
sometime
in
October,
based
on
the
way
30
days
works
out
and
the
legal
part
of
it.
So
hopefully
we
start
constructions
sometime
by
the
end
of
the
year.
D
I
would
like
to
by
the
end
of
November,
but
maybe
December
on
City
Hall.
The
drive
through
the
exterior
of
our
building
is
now
complete.
We
had
everything
repainted
the
bollards
are
yellow
now,
instead
of
white,
that
was
okay,
I
just
thought
that
would
be
a
little
bit
highlighted
a
little
bit,
so
people
maybe
won't
hit
them
and
I
hadn't
seen
any
marks
on
them.
Yet
so,
hopefully
not
sidewalks.
D
Here
in
town,
we
had
curb
appeal:
professionals
come
in
and
pressure
wash
the
West
Spring
Street
sidewalks
from
the
center
of
town
to
where
the
new
sidewalks
start
and
then
at
several
of
our
facilities,
community
building
Playhouse.
We
finished
up
a
little
section
at
the
old
city
hall
building
that
was
missed
and
everything
looks
good.
There
is
a
section
of
rust
on
the
West
Spring
Street
side.
That's
not
really
gonna
come
out
easy,
so
we
may
just
kind
of
leave
that
considered
a
historic
part
of
that
sidewalk.
A
F
You
mister
I,
caught
ya
before
you,
the
finance,
sighs
financial
status
report.
As
of
June
2019,
all
areas
are
trending,
as
I
should,
based
on
revenues
and
budget.
Our
revenues
expenses
on
the
budget
I'll
quickly
go
over.
The
general
fund
is
at
thirty,
nine
percent
of
revenues
budgeted
and
fifty
percent
expenses
utilities
are
at
fifty-five
percent
of
revenues
and
fifty
percent
expenses
and
solid
waste
is
at
fifty
three
percent
revenue
and
fifty
four
percent
of
expenses
that
were
budgeted
for
2019.
This
is
for
Jean,
so
that
made
mid-year,
so
everything
is
trending.
F
Obviously,
general
fund
revenues
are
off
because
of
property
taxes.
It
won't
be
click
until
the
end
of
the
year
and
when
those
tax
bills
are
due,
I
am
planning
on
doing
an
upcoming
mid-year
budget
review
to
go
over
the
2020
operating
budget,
so
they'll
be
coming
in
the
next
month,
or
so
our
utility
billing
conversion
has
been
done
and
we're
still
in
the
minutes
to
trying
to
get
everything
called
up
and
we
were
down
a
little
bit
longer
than
anticipated
and
we
ran
into
some
problems.
We
were
down
for
about
eight
half
business
days.
F
So
if
you
get
yours
in
the
mail,
if
you
have
any
questions,
just
call
me
or
call
one
of
the
staff
members
and
we'll
be
glad
to
go
over
it.
They
are
a
little
bit
more
detailed,
but
it
is
the
same
information
getting
billed
the
same
thing
that
you
were
before
it's
just
a
little
more
details
and
then
at
the
end
of
the
finance
status
report,
is
the
GFO.
A
award
for
the
distinguished
budget
presentation
on
board
for
the
2019
budget
is
the
seventh
year
that
the
city
of
Mona
right
has
received
that.
F
E
D
D
But
anyway,
we're
waiting
on
the
I
think
public
works
on
Monday
is
gonna
grade
the
shoulders
to
where
everything
is
essentially
safe
and
then
the
Arsenal
will
come
back
and
strike
that
area
and
then
to
I.
Guess:
I,
don't
even
really
know
how
to
talk
about
it.
But
I,
guess
without
saying
that
you
know
July
9th.
We
had
quite
a
tragedy
for
the
community
and
in
the
airport
and
the
Nunley
family
and
losing
side
at
the
airport.
D
Council
members
and
some
of
the
family
about
just
kind
of
what's
going
on
and
what's
happened
and
I
can't
say
thank
you
enough
to
the
people
that
have
kind
of
come
out
and
supported.
You
know
family
and
the
city
and
the
community.
That's
kind
of
stepped
up
in
the
aviation
community
itself,
just
to
kind
of
be
there
and
everybody
willing
to
help
out
I've
discussed
some
with
the
council
and
some
with
the
family
I
reaching
out
to
them
for
different
ways
that
we're
gonna
maybe
try
to
provide
some
type
of
remembrance.
D
And
hopefully
we
should
have
something
in
concrete
and
stone
this
coming
Tuesday.
But
it
was
just
it's
one
of
those
unfortunate
things
in
life.
I
think
that
we
experience
and
just
not
easy
for
anybody.
I
know
a
big
loss
for
the
city
and
a
big
loss
for
everybody.
I,
just
kind
of
wanted
to
briefly
mention
that,
but.
D
I'll
jump
forward
to
our
consultants
election
over
the
last
couple
of
months.
The
d-o-t
has
required
us
because
of
conflicts
with
barge
and
the
state
of
Georgia
to
Reese,
elicit
statement
of
qualifications
from
companies
and
firms
they're
interested
in
serving
the
city
of
Monroe.
We
had
four
firms
actually
put
in
a
pond
company
and
wk
Dixon,
Holt
consulting
and
then
GMC
Goodwin
Mills
Cawood.
D
They
submitted
statements
qualification,
we
evaluated
those
went
through.
We
decided
to
invite
all
four
firms
in
for
interviews
at
which
point
we
submitted
them
or
gave
them
a
specific
set
of
presentation
points
and
they
came
in
provided
interviews
provided
details.
I
actually
included
gmc's
presentation
packet
in
there
that
they
came
in
with.
G
D
H
D
I
I
Glenfield
property
to
build
it
on
the
last
of
those
people,
I
think
that
started
that
just
this
weekend
started
rugs
and
I
think
we
would
be
negligent
not
to
recognize
his
contribution
to
to
what
went
on
because
he
and
John
Briscoe
and
Lee
cherry
and
are
the
ones
that
just
pull
the
money
together
to
buy
an
airplane.
And
then
they
move
their
resources
to
build
a
runway
and
build
just
like
to
recognize
dr.
groves.
I
guess
his
contribution.
I
A
A
C
K
L
H
L
Been
hours
at
transfer
station
two
to
five
on
Fridays,
we
had
to
generate
a
surplus
of
like
$3,500
a
month
of
June
and
for
the
year
today,
we've
generated
over
16
for
the
month
of
I
mean
for
the
entire
year
update
on
the
projects,
I
drainage
projects,
80%
complete.
We
did
talk
with
consultant
in
DeKalb
County
to
come
out
and
look
at
our
tipping
floor
and
look
at
the
condition
and
they
recommended
a
couple
of
contractors.
We
did
talk
to
Euclid
chemical.
They
actually
do
a
typing
tour,
it's
pretty
solid.
L
And
there
are
some
others,
but
we'll
talk
to
about
two
or
three
and
see
what
was
best.
The
only
other
thing
I
have
on
the
report
is
that
we
did
get
out
two
new
trucks
delivered
the
automatic
side.
Loader
was
delivered
this
week.
Also,
our
local
boom
truck
was
delivered
it's
in
service
in
servicing
one
yesterday
and
we
our
target
date
for
the
automatic
automated
truck,
is
mid-september.
We're
gonna
have
to
send
out
some
notices.
L
M
A
L
N
Used
for
deep
accent,
I'll
be
meeting
tomorrow
with
John
Walton,
County,
Public
Works,
the
schedule,
the
overlay
portion
of
that,
and
once
we
that
day
gets
nailed
down,
we'll
relay
that
and
communicate
that
through
social
media,
because
there
will
be
some
traffic
situations,
especially
on
the
on
the
Broad
Street
end.
As
far
as
traffic
controls
goes,
our
right
away,
crews
out
daily
keeping
a
right-of-ways
maintained,
doing
a
great
job
of
that
preventative
corrective
maintenance
in
our
fleet,
maintenance,
division
and
other
than
that.
N
We've
we've
worked
collaborated
with
a
couple
of
other
departments:
I
was
at
the
airport,
had
some
guys
working
with
some
of
Brian's.
Guys
today
poured
out
all
the
concrete
for
the
light
poles
on
the
North
Broad
Street
project.
It's
shaping
up
and
I
will
mention
again
the
traffic
situation
up
there
in
the
next
couple
of
weeks
avoid
it.
Probably
if
you
can
it's
going
to
be
a
spectacle.
N
The
traffic
situation
up
there
throughout
this
portion
of
the
project
has
been
good,
probably
compared
to
what's
go
happy
once
they
start
paving
there'll,
be
numerous
tandem
dump
trucks
in
the
road,
very
large
equipment.
As
far
as
the
asphalt
spreader
and
rollers
so
once
that
goes
in,
deploy
just
be
very
cautious
about
the
north
end
of
town
as
far
as
that,
but
this
go
be
really
really
really
good
once
they
finish
it
up,
I'll
be
glad
to
take
any
questions.
A
B
B
B
You
mr.
Dickinson,
before
you
here
is
the
own
call
engineering
agreement
with
kickin
wood.
We
discussed
this
a
couple
months
ago
got
back
to
the
agreement
with
them.
This
is
primarily
for
transportation
and
parks
related
projects.
What
this
does
it
gives
us
a
more
favorable
rate
with
the
kick
and
wood
staff
for
projects
that
we
can.
You
know
just
kind
of
make
a
phone
call
on
small
type
project
deals.
Anything
large,
that's
going
to
exceed
any
of
our
authority
will
still
course
come
back
before
you.
B
K
H
K
P
You
mr.
little
I
will
reiterate
mr.
Steele's
talking
about
the
traffic
on
North
Broadway.
Our
crews
did
work
together
to
pour
all
the
bases
for
the
lights
from
Perry
Street
to
Marable
Street
today,
and
we
had
some
hostilities
toward
us
and
it
went
very
fast
anyway,
very
quick.
We
were
in
and
out
of
there
before
what
9:30
10
o'clock,
so
I
would
stay
out
of
the
air
when
they're
in
during
the
paving,
but
those
lights
should
be
going
up.
P
That
concrete
will
cure
for
the
next
two
or
three
days
and
we'll
start
putting
those
lights
up.
Probably
first
of
next
week
we're
gonna
start
putting
those
poles
together
tomorrow,
the
next
day
and
most
of
the
wire
is
already
in,
and
then
he's
going
to
turn
over
the
northern
section
of
that
to
us
as
soon
as
he
finishes
up
the
sidewalk,
we've
already
got
conduit
and
80%
of
it,
so
we'll
start
pulling
wiring
getting
ready
to
put.
We
was
trying
to
let
him
get
out
of
the
way
and
not
be
in
his
wife.
P
While
we
dig
those
holes
and
put
those
those
bases
in
a
project,
we've
been
looking
at
over
the
years
and
I
think
the
technology
is
finally
a
toward
enough
as
a
downtown
Wi-Fi
for
our
our
customers
and
to
be
able
to
sell
to
other
people
that
come
into
town
make
them
want
to
stay
in
downtown
longer,
they're,
not
using
up
their
their
phone
time.
When
you
have
like
we
had
the
concert
Saturday
night,
three
or
four
thousand
people
now,
maybe
5,000
people
downtown
Bell
systems
get
locked
down.
P
P
Now,
once
those
contracts
run
out,
those
those
games
will
roll
over
to
the
ACC
Network
at
this
point
is
$80,000
a
year
to
carry
it
and
it's
there
won't
almost
by
the
end
of
the
three
year,
contract
$2.00
per
subscriber
per
month
and
I.
Just
can't
at
this
point
we're
just
saying:
they're,
not
making
us
carrier
so
we're
just
saying
as
a
staff
we're
just
not
going
to
carry
it
at
this
point,
it'll
get
more
games
on
the
Fox
channels
and
pay
the
same
rate.
So
that's
just
the
update
on
that.
P
The
middle
project
with
the
where
the
condominiums
are
apartments,
are
going
it's
finally
rolling
forward
moving
forward.
We
do
have
one
windstream
lines
still
in
the
way
that
always
seems
to
be
the
case
in
most
of
these
projects.
We
have
to
get
windstream
out
of
the
way
last,
but
the
last
customer
inside
the
mill
project
it
was
a
windstream
customer-
is
transferred
to
us.
As
soon
as
windstream
says,
we
can
tear
that
out.
We're
gonna
tear
that
out
for
them,
because
they
just
don't
have
the
crews
to
get
it
get.
P
So
we
can
get
he
get,
he
can
get
moving.
We
have
done
some
preliminary
designs
on
the
downtown
green
to
get
all
that
power,
cable,
TV
and
phone
underground
from
just
up
near
Old,
City,
Hall,
all
the
way
down
past
Madison
own
to
Church
Street,
coming
up
Madison
one
block
up
toward
the
fire
station
and
basically
get
everything
underground
except
a
couple
of
poles.
P
There
will
be
always
be
that
Georgia
Power
Poll
that
feeds
the
brewery
it's
going
to
be
there,
so
we
can
save
2030
thousand
dollars
by
putting
a
pole
next
to
it
and
going
and
coming
out
of
the
ground
there
and
coming
out
of
the
ground.
With
a
self-supporting
pole
at
the
depot
between
the
depot
property
and
our
property,
we
probably
save
another
sixty
or
seventy
thousand
dollars
there.
So
I
just
want
to
run
that
by
y'all
we
would
have
those
two
self-supporting
poles,
no
guy-wires,
no
very
similar
to
my
next
item.
P
There'll
be
a
ductile
iron
pole
standing
there.
That
would
end
up
saving
us,
probably
close
to
80
grand,
because
I
can
put
my
switches
out
of
ground
there
and
those
are
those
switches
are
forty-five
or
fifty
thousand
dollars.
That's
just
a
big
savings
that
I
wanted
to
run
by
y'all
before
I
move
forward
in
design.
How.
P
As
close
as
Georgia
Power
will,
let
me
put
it
there.
We
have
a
meeting
coming
up
in
the
next
two
weeks
to
figure
that
out
I'm
of
the
opinion.
They
have
told
Logan
that
that
poles
self-supporting
and
will
not
need
a
guy,
our
engineers
and
us
and
my
staff
has
looked
at
it
and
I
think
that
poles
gonna
need
a
guy,
and
if
it
does,
we
could
probably
go
through
our
new
pole.
P
There's
gonna
be
a
pole
there
anyway,
so
let's
just
work
in
conjunction
and
design
that
pole
to
guy
there
to
secure
their
structure,
but
as
close
as
I
can
possibly
get
it
to
it
right
now.
You
know
where
we
mitigated
the
little
dirt
right
over
the
next
parking
lot
right
in
that
area.
It's
wherever
would
be.
Okay,
now
coming
out
of
the
depot
area,
we've
got
a
three-phase
line
coming
down
the
property
line,
it's
got
to
come
out
and
then
the
bigger
wire
there's
carrying
the
service
own
down,
Church
Street
has
to
come
out.
P
H
P
Sir,
we
have
worked
under
a
emergency
restoration
plan
here
in
Monroe.
For
years,
it's
mainly
not
been
written
down,
it's
just
something.
We
plan
we
worked
under.
We
went
to
two
or
three
big
disasters
over
the
past
two
or
three
years:
the
hurricane
Matthew
and
then
several
tornadoes
down
in
the
Albany
area.
We
took
that.
That's
that's
a
huge.
We
haven't
had
that
kind
of
disaster
here
Monroe
since
92,
so
we
took
that
knowledge
that
we
learned
from
that
and
some
some
plans
that
those
cities
had-
and
we
turned
it
into
this
this
plan
here.
P
What
this
does
is
this
goes
down
on
paper.
What
our
motions
will
how
this
things
will
work
as
we
move
forward
in
the
restoration
of
of
energy
to
to
the
city
and
I'll
hit
some
highlights.
You
know
how
the
plan
is
implemented.
If
the
mayor
city
administrator
or
the
governor
declares
Monroe
under
an
emergency,
how
we
it
sets
up
the
pay,
we
already
have
the
contracts
with
the
other
cities.
We
already
have
the
contracts
through
a
PPA.
This
sets
up
how
we
pay
their
employees
when
they
come
how
we
pay
for
their
equipment.
P
That's
just
noted
in
here:
if
y'all
approve
this
tonight,
we
will
go
out
to
local
hotels
as
far
out
as
Covington
and
Athens,
and
make
agreements
with
them
for
blocks
of
rooms
to
house
these.
These
guys,
we
also
have
access
to
a
couple
of
restoration
firms
that
bring
in
beds
bring
in
stuff,
so
we're
gonna
there's
a
lot
stuff.
We
have
to
do
once.
P
P
These
things,
when
you,
when
you
know
it's
all
after
their
post,
FEMA
and
Jima
meetings,
that's
for
the
biggest
thing
they
ask
for.
Is
your
pole,
inspection
where's,
your
pole,
inspection
record.
So
we
have
that
where's,
your
assigned
documents
with
Appa
and
ECG
for
mutual
aid.
Well,
we
have
that.
But
I
didn't
have
this.
It
really
it's
not
necessary.
But
it's
nice
to
have
when,
when
the
FEMA's
in
the
genus
of
the
world
are
asking
you
questions.
P
Been
taken
from
about
five
different
cities
and
stuffed
in
a
plan
that
we
did
in
place,
so
we
took
things
from
albany's
that
worked
in
Albany.
We
took
things
from
Cartersville
that
worked
in
Cartersville
and
things
from
Thomasville
that
worked
in
Thomasville,
and
we
took
things
that
we
learned
as
we
move
forward
in
working
in
those
disasters
to
adopt.
I
O
E
O
P
To
get
around
that
one
as
y'all
all
know,
we've
talked
about
this
project
for
going
on
12
months
and
at
10
or
12
months.
When
me
AG
decided
to
rebuild
their
1:15
line
coming
in
to
station
2
on
Spring
Street
they
put
in
nice,
concrete
poles.
That
said
arrow
straight
all
the
way
from
BRE
love,
Drive
to
Highland
Avenue.
So
as
a
staff,
we
sat
down
and
thought
we
wanted
to
mirror
that
we
wanted
to
look
make.
The
look.
Look
is
the
same
as
the
me
egg
line.
When
the
me
egg
line
was
designed.
P
It
was
designed
to
hold
our
wire
the
problem
with
that
is
our
wires,
not
as
structurally
sound
or
as
strong
as
the
me
egg
wire.
So
we
have
to
have
inner
spacing
poles.
So
if
you
write
down
Spring
Street
now
you'll
see
a
bunch
of
older
wooden
poles
sitting
about
eight
to
ten
feet
closer
to
the
street
in
the
big
concrete
pole.
So
we
have
designed
and
we
were
beating
out
the
construction
and
the
materials
for
the
Highland
tabria
of
reconstruction
or
relocation
of
those
two
circuits.
P
There's
one
circuit
that
goes
out
and
feeds
the
hospital
area,
there's
one
circuit
that
goes
down
and
feeds
the
Plaza
Drive
and
the
some
of
those
commercial
entities
down
Spring
Street,
but
it's
also
capable
of
feeding
back
brie
live
drive
to
where
the
old
hospital
was
so
we
we
tried
to
figure
out
how
to
beautify
that
corridor,
how
to
make
that
corridor
a
little
better.
First,
we
looked
at
concrete
poles
and
the
concrete
pole
cost
is
astronomical
for
two
reasons:
your
shipping
costs
where
they
come
from.
P
They
come
from
I
think
it's
Ohio
the
concrete
poles
themselves
and
then
you
have
to
get
a
crane
to
set
them
and
the
crane
cost
is
pretty
rough.
Just
to
let
you
know,
we
only
have
two
concrete
poles
in
the
whole
system:
they're
both
on
a
Charlotte
round.
They
both
cost
around
$12,000
to
get
here
and
put
up.
So
we
went
to
ECG
and
said
what
are
our
options
and
there
were
a
couple.
P
There
were
some
composite
poles,
but
they
still
required
guys,
which
the
wires
that
hold
the
pole
structurally
in
place
and
then
there's
the
ductile
iron,
which
is
a
lot
like
the
water
lines
that
Rodney
uses
throughout
town
and
up
to
learn
a
flex.
So
we
went
to
Acworth
and
looked
at
their
implementation
of
a
ductile
iron
pole
line,
and
it
looked
great
now
it
does
cost
substantially
more
for
the
ductile
iron
poles.
There's
the
low
bid
on
this.
P
Seventy
seven
thousand
nine
hundred
and
sixty
dollars,
which
is
about
sixty
grand
more
than
what
the
wood
poles
would
be,
but
the
lifespan
of
those
poles
is
much
longer
it's
actually
longer
than
the
wire
itself.
The
structural
integrity
of
those
poles
is
much
better,
so
I
can
run
into
them.
They're
not
will
knock
it
down,
and
we
do
have
two
important
circuits
on
that
pole
line
and
the
aesthetics
of
what
it's
going
to
look
like
when
it's
done.
I
think
our
is
well
worth
the
costs.
Now
we
can
build
this
with
wood
poles.
P
P
If
you
want
me
to
do
it,
build
it
in
the
most
aesthetically
pleasing
way,
and
the
most
structurally
secure
way
and
without
guy
wires,
which
is
the
biggest
complain
I
get
from
any
land
on,
is
the
guy
wires.
The
ductile
iron
is
the
way
to
go.
It's
a
lighter,
poling
concrete,
it's
actually
a
lighter
pole
than
wood
stronger
than
wood
and
it
outlast
wood
at
the
65
foot
height.
Some
of
these
poles
are
gonna,
be
wood.
Poles
are
gonna,
be
bent,
they're
gonna
be
bowed,
there's
no
way
around
it.
P
M
P
Gonna
bounce
off
this
more
than
you're
gonna
bounce
off
a
wood,
bowler
wood
pole
is
going
to
grab
you
and
hang
onto
you
because
the
car
itself
digs
into
the
wood.
The
concrete
poles
are
going
to
they're
gonna
do
what
they
do,
but
these
are
DOD
approved
the
pole
or
spanked
and
they're
off
the
right-of-way
they're
out
of
the
DoD
right
when
we
will
be
able
to
set
them
out
810
feet
further
back
and.
P
Line
so
what'll
happen.
If
you
look,
if
you
go
out,
look
at
those
concrete
poles
now
that
that
line
is
built
horizontally,
which
means
flat
on
cross
arms.
The
new
line
will
be
set
vertically,
where
they
just
string
up
the
poles.
That's
why
we're
going
with
the
taller
pole
cleans
the
pole
line
up
and
you
don't
have
all
the
stuff
just
hanging
off
on
the
sides
of
them.
Now
we
will
be
looking
at
these
poles
for
very
specific
applications
around
town.
One
of
them
is
right
here
at
Highland
and
broad,
it's
scoops.
P
We've
got
an
old
wood
pole
that
needs
to
be
replaced
anyway,
and
if
we
put
a
structural
self-supporting
ductile
iron
pole
there
we
don't
have
to
have
that
guy
wire.
There
just
sticks
out
that
all
the
kids
swing
up
so
we're
looking
at
it
for
very
specific
sites
like
that,
and
then
in
the
future
there
may
be
a
line
that
we
need
to
build.
That
has
something
like
the
hospital
on
the
end
that
needs
to
stay
up.
P
N
E
C
O
Q
You,
mr.
little
just
a
couple
of
updates
on
some
projects
and
we've
got
a
few
new
ones.
We've
added
this
month,
the
month
of
August
we'll
be
starting:
the
water
sewer
and
gas
extension
along
millage
Avenue,
we'll
also.
We
expect
to
start
a
Grand
Haven
phase,
two,
that's
the
gas
main
extension
71
Lots.
We
should
be
sometime
in
September.
Q
The
2nd
Street
sewer
rehab
will
begin
this
month
as
well,
and
then
we
have
the
2018
CDBG
was
bid.
Opening
was
today
that
should
probably
expect
the
I'm
trying
to
start
60
to
90
days.
That's
gonna,
replace,
sewer
and
sewer
services
to
the
homes,
the
long
Stokes
night
Lawrence
meal
mirrors
in
South
Madison,
and
then
we've
got
primaries.
The
sewer
plan
went
online
yesterday,
good
first
time
all
forums
ran
quite
a
while
we've
really
battled
those
things
and
so
we're
hoping
that
those
will
run
for
a
while.
Q
We
also
have
a
water
main
extension,
long
wall,
road
and
then
we'll
start
the
McDaniel
Street
drainage
project
this
month
and
we
just
finished
up
the
Blaine
Street
stormwater
crew,
along
with
Public
Works,
guys
again
had
a
chance
to
get
by
and
see
it.
It's
turned
out
really
great
if
you've
got
any
questions,
I'll
be
more
than
happy
to
try
to
answer.
A
Q
Okay,
Ron
we've
had
is
every
time
we
got
to
running
and
one
start
on
the
other.
Those
would
break
and
we
try
to
get
contractors
in
here.
Contractors
won't
warranty
the
work
because
of
the
everything's
out
of
square,
it's
so
old.
So
we
basically
made
all
these
repairs
ourselves
and
we've
learned
a
lot
along
the
way,
but
three
and
fours
ran.
They
ran
11
months.
It
broke
the
day.
We
went
to
put
one
into
online
last
week,
so
we
had
to
dump
the
sewer
move
back
over
to
three
and
four
get
it
fixed.
A
D
This
is
2018
that
justice
we
had
the
bid
opening
today
for
the
construction,
but
this
is
the
selection
of
our
grant.
Writing
and
administration
services
firm
to
start
with
for
the
2020
CDBG,
and
just
to
kind
of
highlight
some
of
the
points
of
evaluation.
Their
standards
comes
from
from
the
state.
What
we're
required
to
evaluate
these
firms,
we're
the
knowledge
of
guidelines
and
regulations
of
these
type
of
projects,
the
capacity
to
be
able
to
complete
this
work,
past
performance
with
the
city
or
with
grant
projects
their
experience,
current
workload
and
their
fee
based
structures.
I
E
D
Thank
you.
Yes,
sir
same
project
same
thing
same
guidelines
from
the
state:
a
different
set
of
points
of
evaluation.
It's
based
on
their
ability
perform
the
project
functions
their
experience
with
these
type
of
projects,
key
personnel
experiences,
references
and
then
their
fee
based
structure
which
they're
required
to
provide
on
what
they
charge
for
their
engineering
services.
For
this
evaluations
there
are
firms.
There
were
five
that
submitted.
D
The
evaluations
came
back
to
actually
recommend
Carter
and
sloop
as
our
engineering
services
firm
for
the
2020
CDBG,
the
project
included
the
breakdown
of
what
those
evaluations
came
back
I'll
be
glad
to
answer
any
questions.
They
actually
had
the
second
lowest
fee
structure
in
the
entire
batch.
They
were
eight
to
ten
percent.
H
O
Q
Before
I
go
to
that,
just
so
you'll
have
the
information.
The
2020
CDBG
is
gonna,
be
a
stormwater.
It's
going
to
be
curb
gutter
and
drainage,
projects
for
3rd
and
4th
Street,
as
well
as
Felker
Kok,
with
Hubbard
Wilkins,
Cherokee,
Avenue
and
Indian
Creek,
because
dual
target
zone
be
our
first
one.
That
I'm
aware
of
that.
Q
Ask
if
your
approval
tonight
for
the
out-of-state
travel
for
myself
and
Jessica,
which
is
our
plant
manager
at
the
wastewater
plant.
We
spent
the
last
I
guess
year
visiting
all
the
water
plant,
our
sewer
plants
I'm.
Sorry,
as
we
approach
the
rehab
with
ours,
I'm
just
trying
to
look
at
easiest
to
maintain
the
easiest
to
operate
the
most
cost-efficient
way
to
treat
our
wastewater
and
basically,
we've
married
narrowed
it
down
to
this
aqua
aerobics
systems,
and
there
are
they've
requested
our
presence
at
the
having
a
biological
seminar
August
of
22nd
no
cost
to
the
city.
B
B
We
do
the
wastewater
treatment
plant
rehab,
but
to
be,
you
know,
100
percent
sure,
with
Rodney
and
his
staff,
that
this
is
the
system
that
they
can
handle
and
take
care
of.
When
we
do
those
upgrades
in
the
coming
years,
you
know
I,
don't
really
see
a
problem
with
this
I,
don't
see
any
policies
that
it
would
potentially
violate
in
any
way.
I
B
R
E
H
Q
S
Thank
You
mr.
Bradley
had
before
you
the
monthly
report
for
June.
Overall
we've
had
a
pretty
good
summer.
It's
we've
had
a
wet
summer,
so
that's
actually
played
to
our
favor
at
the
fire
department.
I
actually
had
no
fire
losses
just
to
catch
you
guys
up
as
much
you
saw.
We
do
have
the
new
engine
it's
coming
in.
We've
had
a
decal,
we
haven't
sitting
out
front
before
the
council
meeting.
We
did
put
it
in
service
over
the
weekend
and
all
the
firefighters
are
extremely
happy
with
it.
It's
just
a
great
engine.
S
In
addition
to
that,
we
did
apply
for
a
grant
from
the
wall.
County
Health,
Care
Foundation,
which
we
did
receive
last
week
and
that
was
to
purchase
a
new
set
of
rescue
tools,
jaws
of
life
for
the
new
engine
and
that
orders
been
placed
and
they
actually
arrived
today.
So
we
should
be
putting
those
in
service
next
week.
We
thought
it
was
going
to
be
a
major
delay
on
that.
But
I
came
in
a
lot
sooner.
We
thought,
in
addition,
that
we
did
finish
up
our.
S
We
do
contract
out
our
service
and
ladder
testing
for
the
department.
All
that
was
completed
in
the
last
few
weeks
and
all
those
pup
tests
and
ladder
tests
came
back
good.
We've
passed
everything
just
minor
repairs,
which
is
normal
annual
maintenance
more
or
less
all.
All
those
the
ladder
truck
is
still
at
a
service
right
now
it
is
being
repaired
from
that
ladder
from
the
ladder
tests,
but
again
just
minor
repairs.
Just
beyond
our
scope,
though,
so
we
did
send
that
out
and
then
the.
S
S
Also,
we
have
before
you
is
the
out-of-state
travel,
and
this
will
be
for
lieutenant
Novak
and
firefighter
Esslinger.
This
is
the
water
on
the
fire
conference.
This
is
an
engine
company
conference,
it's
down
in
Pensacola,
Florida,
headed
up
by
Kirk
ice
and
it's
the
engine
company
operations,
that's
that
is
our
bread
and
butter.
That's
where
we
really
need
more
than
anything
else
here
at
the
city
of
Monroe's
energy
companies,
the
pumper
trucks
that
we
use.
S
So
it's
advanced
training
as
far
as
history
of
fire
streams,
host
streams,
advance
hose
tactics
in
G
company
discipline,
rescued
attacked
options.
This
is
all
mostly
hands-on.
Training
for
them
advanced,
hands-on
training
and
deployment
of
your
engine
company
and
so
we'd
like
to
recommend
that,
for
our
approval.
I
S
I
U
Thank
You
mr.
breath
June
was
pretty
bids
for
us.
We
did
respond
to
5641
calls
for
service.
Something
significant
I
wanted
to
point
out
for
this
month
compared
to
last
year.
At
this
time
is,
on
our
part,
one
part:
two
crimes.
Our
part.
One
crimes,
which
is
your
more
serious
crimes,
is
down
45%
than
what
it
was
last
year
at
this
time
and
our
part
two
crimes
are
down
10%.
U
U
As
we
start
out
the
new
school
year,
second
thing:
I,
don't
know
if
you
guys
are
familiar
this,
but
Saturday
night
received
a
call
from
Brian
Thompson
about
9:30
and
reference
to
someone
that
was
tapped
into
the
power
stealing
power
over
around
Windsor
Drive.
As
soon
as
he
called
me,
and
mr.
Thompson
knew
this
from
years
ago,
we
had
mayor,
want
to
grow
houses
in
the
county
and
immediately
contacted
our
Narcotics
Unit
sent
him
over
there
and
they
execute
a
search
warrant
took
down
a
pretty
substantial
marijuana
grow
house.
U
It
took
him
all
the
way
from
that
night
till
10
o'clock.
Yesterday
our
Sunday
morning
to
get
everything
out
of
the
house,
it's
gonna
take
a
lot
to
get
that
house
back
to
where
it
needs
to
be
before
it.
The
power
can
be
cut
back
home
to
it.
They
seized
over
a
hundred
plus
marijuana
plants
out
of
the
house,
and
it
was
you
know,
like
I
said
it
was
in
stages
from
seeds,
all
the
way
up
to
a
full
grown
plants
and
had
plants
drying
inside
the
residence.
U
So
we
did
have
to
individually
took
in
custody
and
reference
of
that
going
on
tonight
we
have
our
National
Night
Out,
that's
taking
place
at
pilot
Park
National
Night
Out
is
where
we
interact
with
our
community,
for
our
citizens
come
out,
get
to
know
our
officers
see
what
we
are
as
a
department.
They
have
games
and
jumpy
houses.
They
have
a
dunk
booth
out
there
for
them
to
build
duck
officers
they're
serving
hot
dogs
and
giving
out
balloons
of
such
and
that's
going
to
be
going
on
from.
U
It
was
going
from
five
to
eight
tonight
and
then.
Lastly,
what
I
want
to
say
is
keep
everybody
knows:
detective
Holbrook's
back
on
July
18th
she
suffered
a
stroke,
was
taken
to
st.
Mary's
Hospital
and
since
then,
she's
came
home,
but
she's
not
able
to
come
back
to
work
she's
having
to
go
through
therapy
for
a
right
arm
in
her
right
leg
and
an
reason.
I'm
asked
for
prayers
because
talking
to
Jim
her
husband,
they
just
recently
drove
her
back
over
there
tonight.
She
had
a
dizzy
spell
and
just
a
lot
of
concerns
there.
U
I
U
Sir,
we
want
to
get
the
information
out
to
whoever
is
willing
to
receive
it.
We
want
to
pass
it
out
and
get
it
out
to
as
many
organizations
or
schools.
We
wanted
to
be
that
standard.
That's
set
to
try
to
educate,
not
only
the
students
but
the
parents
and
regard
to
the
issues.
That's
dealing
with
that.
U
You
know
and
as
sad
as
I
hate
to
say
it
you're,
seeing
more
and
more
now
active
shooter
type
situations
and
things
that
are
going
on
in
this
country,
and-
and
this
is
one
of
those
ways
for
us
to
be
able
to
address
the
concerns
behind
it.
What
and
try
to
prevent
it
from
getting
to
that
that
potential
state.
I
G
G
Some
highlights
for
the
statistics
from
the
report
for
the
code
Office
new
businesses
we
had
ten
new
business
licenses
issued,
and
this
is
covering
the
month
of
June
I,
had
seven
businesses
that
were
closed,
major
projects
that
we
had,
we
didn't
have
any
major
ones
that
were
permitted
had
a
lot
of
that
have
been
submitted
and
will
be
coming
to
your
attention
in
the
very
near
future.
We
had
silver
queen
on
going
at
that
time,
they're.
G
Finally,
making
real
significant
progress
on
that
on
that
building,
and
it's
looking
great,
the
Main
Street
apartments
have
actually
moved
over
to
over
to
the
building
site
and
started
doing
some
work
instead
of
just
the
stormwater
control
area
in
the
parking
lot.
So
that's
that's!
Nice
to
see
and
Murphy
USA
completed
their
work
at
the
gas
station
in
front
of
the
Walmart
in
June
as
well.
The
city
marshal
removed
58
signs
from
the
roadway.
You
did
146
repair
cleanup
notices
in
that
month
investigated
six
tampering
cases,
all
of
which
received
citations
and
the
balance.
M
T
T
For
that
and
then
you
can
see
there's
a
number
of
other
ones
listed
there,
but
also
wanted
to
remind
you
that
this
Friday
is
the
young
game-changers
community
presentation
from
2:00
to
4:00
in
the
engine
room,
it's
open
to
the
public,
it's
a
free
event
and
very
excited
to
see
what
they
have
pulled
together
for
us
and
if
you
have
any
questions
about
that
or
there's
the
ticketed
dinner
afterwards.
Let
me
know
we
can
talk
about
it
afterwards,
but
I'm
hoping
so
far.
T
For
yes,
you
can
they
closed
off
the
dinner
at
this
point.
Obviously,
another
thing
I
wanted
to
point
out
is
that
we
have
done
a
full
update
of
our
property
inventory
of
every
parcel
that
was
in
our
DDA
boundaries.
The
last
time
we
did
a
full
update
or
inventory
was
in
2015
and
so
our
counts
of
all
the
parcels
that
are
in
our
boundaries.
It's
189
businesses
represented
with
801
employees
and
of
those,
probably
always,
we
evaluate
the
property
condition.
T
There
were
45
property
condition,
improvements
from
when
we
done
it
in
2015
and
74
percent
of
those
parcels
were
rated
in
good
or
excellent,
exterior
conditions.
So
that's
significant
improvement
in
our
DDA
boundaries
and,
yes,
everything
else
is
on
there
be
happy
to
answer
any
questions
you
might
have
for
the
rest
of
the
report.
M
T
J
A
Why
and
I
do
have
a
few
things:
Lee,
Anne
and
Sam.
You
know
please,
the
whole
team
is
wonderful,
but
but
Lee
Anne
worked
her
little
tail
off
on
on
Friday
night
and
and-
and
there
were
people
everywhere
so
tell
how
much
I
appreciate
that
the
parking
signs
had
a
number
of
comments
about
how
helpful
they
were
and,
and
it
just
really
made
a
difference
with
the
ease
of
traffic
flow
and.
T
Can
or
we
can
yeah
we've
been
selected
to
host
the
Georgia
historic
trust
expedition
in
2020,
so
that's
a
self-guided
tour,
usually
250
to
300
people
will
come
to
a
town
for
that
tour.
So
next
June
we'll
be
hosting
that
and
they'll
be
touring
historic
sites
all
over
Monroe.
So
that's
that's
exciting,
as
well.
I.
A
R
Mayor,
if
I
can
just
interject
not
from
the
city
attorney
front
but
from
another
community
event,
we
had
out
of
the
cotton
mills,
there's
a
huge
thanks
to
the
city,
Monroe
Leanne
and
Sadie,
spearheaded
getting
the
city's
involvement
a
few
years
ago.
But
now
it's
not
just
LeAnn
and
Sadie,
but
from
Logan
all
the
way
down.
B
Instead,
we
have
for
you
a
master
plan.
I
think
we've
all
been
working
on
this
for
the
last
about
a
year,
so
all
of
you've
given
input
some
form
myself
for
Sadie
or
mr.
stone
to
start
drawing
of
what
we
want.
Our
parks
to
begin
to
look
like
in
the
next
few
years
and
actually
trying
to
put
some
real
hard
cost
to
these
wants
so
I'm,
going
to
turn
it
over
to
Sadie
to
to
kind
of
present
this
develop
the
package
with
mr.
T
Thank
you
yes,
and
so
mr.
stone
has
done.
Obviously
the
work
that
has
gone
into
getting
the
cost
estimates
and
designing
these,
but
wanted
to
review
at
all.
The
more
detailed
packet
is
in
front
of
you
and
online
in
the
agenda
packet,
but
we
do
have
a
slide
show,
showing
the
existing
conditions
and
just
an
overview
of
each
park.
So
I
wanted
to
go
over
an
overview
of
each
park
with
you,
so
the
first
park
and
our
largest
is
Matthews
Park.
T
That's
the
plan
for
Hammond
pilot
Park.
This
is
one
of
our
smaller
neighborhood
parks,
1.8
acres
and
the
idea
here
is
to
do
a
large
pavilion.
So
we'd
have
a
shaded
playground.
A
tot
lot
is
a
playground
for
small
younger
age
children
so
under
under
7,
and
then
I
saw
a
full
sidewall
coop
trail
that
would
integrate
with
the
pavilion
and
go
around.
T
We
also
you
can't
see
it
there's
also
the
community
gardens
that
are
here-
that's
not
mentioned,
but
that's
already
established
and
then
also
expanding
the
picnicking
and
the
cook,
the
picnic
tables
in
the
cook
area
under
the
existing
little
little
pavilion
children's
park.
This
is
our
17
acre
park
in
downtown
proposed
amenities.
Here
are
a
new
gazebo
that
would
be
next
to
a
pool
feature,
meaning
a
pooled,
pooling
the
stream
by
doing
a
dam
where
the
stream
is
on
the
past,
the
substation
so
kind
of
it's
a
huge
drop-off
rating.
T
All
of
that
out
and
damming
it.
So
it
would
be
a
small
pool
of
water,
restoring
the
stream
and
kind
of
grading
a
lot
of
out
and
also
piping
a
portion
of
the
stream
so
that
you
could
have
a
large
green
grass
area
for
a
play
field,
and
that
will
make
you
can
kind
of
see
even
in
this
picture
of
those
two
little
lines
or
the
old
construction
fencing
it
be.
T
Removing
that
and
really
making
the
stream
and
amenity
of
the
park
is
the
main
goal
for
Childers
and
Darrel
stones
already
met
with
the
Army
Corps
of
Engineers
and
begun
that
process
of
getting
that
approved
for
this
one
and
then
the
town,
Green
Park
is
one
point:
six,
seven
acres
and
the
goals
here.
Mr.
Thompson
mentioned
earlier.
T
A
fishing
pond
is
also
possible
to
be
restored
there
and
then
a
bench
shelter
area
for
you
could
view
the
airport
and
watch
the
activity
at
the
airport.
Since
this
is
adjacent
to
that
property,
that's
the
plants
there
and
the
only
other
part
mentioned,
and
your
packet
was
kid
park
which
we
don't
have
any
specified
plans
for
that
one
at
this
time.
It's
just
part
green
space
and
the
future.
For
that
one
we
can
consider.
T
So
this
would
be
kind
of
a
basic
framework
that
we
would
start
with,
and
then
this
would
serve
really
to
help
us
in
the
grant
application
process.
So
then
we
can
say
that
this
is
a
plan
that
has
been
adopted
by
the
city
reviewed
by
the
city,
and
we
have
these
cost
estimates
to
to
kind
of
move
forward
without
applying
for
grant
funding
to
start
doing
these
over
the
next
several
years.
I
T
Of
the
plates
so
that
that's
been
on
the
radar,
so
all
the
new
playground,
equipments
that
are
proposed
are
a
DEA
compliant
so,
for
example,
the
pilot
park,
one
that
would
be
under
the
pavilion.
That
would
be
completely
a
DEA
component
and
have
surfaces
that
would
you
could
get
there
with
a
wheelchair
and
you
don't
get
access
it.
If
you
had
any
kind
of
disability.
T
You
can't
tell
from
the
design,
because
they're
so
big
you
can
just
see
where
the
playground
area
is,
but
when
it
gets
into
the
development
that
would
be
the
time
and
Daryl's
aware
of
that
and
wants
to
make
sure
they're
ata
compliant
I
will
mention
the
trail
proposed
for
Matthews
Park,
all
around
the
lake,
with
the
picnic
pavilions.
All
of
that
say,
ta
compliant
as
well.
So.
A
B
M
H
M
T
Units
that
mr.
stone
is
priced
out,
it's
a
it's
a
standalone
concrete.
You
see,
it'll
in
a
lot
of
parts,
state
parks
that
it's
it's
one
piece
that's
kind
of
pre
constructed
and
they
bring
it
in
and
put
it
in,
and
it's
would
have
a
bathroom
on
either
side
and
has
a
nice
finish
to
it.
So
it
doesn't
look
like
a
concrete
block
right,
but
that's
the
unit
that
he's
priced
out
in
the
cost
estimates,
and
so
that
would
be
it
would.
It
would
go
up,
hopefully
quickly.
T
There
I
think
well
we're
kind
of
working
on
as
far
as
the
first
round
of
grant
opportunity,
which
you
will
see
some
resolutions
in
the
future
to
apply
for
these
grants
coming
up
town
greens
a
priority
for
that
and
that's
a
it's
a
great
candidate
for
one
of
the
bigger
grants
from
Department
of
Natural
Resources.
So,
okay.
M
A
B
B
G
Just
just
a
few
things,
the
first
one
being
that
this
is
the
first
time
we've
had
an
appeal
of
an
HPC
decision
that
that,
since
I've
worked
for
the
city,
so
don't
know
exactly
how
it
flows,
but
just
just
for
discussions
sake
the
demolition
on
on
to
4
to
13.
They
got
turned
down
kind
of
blocks.
The
proposed
plan
that
that
was
proposed
and
then
that
would
keep
them
from
being
able
to
relocate
the
house
as
proposed
to
Boulevard
the
404
South
Broad
house.
G
A
One
one
second,
because
I
do
want
to
I,
do
want
to
go
on
record
that
I
am
a
member
of
the
church,
but
I
have
consulted
with
our
team
and
they're,
definitely
confirming
whether
or
not
when
we,
when
this
two
does
come
to
a
vote,
whether
I'm
gonna
be
able
to
sit
in
on
it.
But
as
far
as
we
are
in
the
discussion
part,
they
want
me
to
see
here
and
listen.
Mr.
K
And
questions-
and
let
me
start
out
by
saying
I-
don't
want
the
public
to
have
any
misconception
about
what
happened
in
HPC.
The
HPC
consists
of
five
members
that
were
not
five
members
present.
There
are
only
four,
so
this
was
a
tie
vote.
So
really
it
was
no
decision
because
there
was
a
tie,
vote
and
the
way
the
rules
for
the
committee
were
written.
It's
an
automatic
appeal
to
the
council
as
I
understand
it.
So
we'll
make
sure
there's
not
any
misconception
about
that.
A
K
So,
anyway,
that
that
house
is
the
only
existing
example
of
neoclassical
architecture
remaining
in
the
City
of
Monroe.
At
one
time
there
were
a
couple
of
others:
they've
been
destroyed
over
decades
that
one's
the
only
one
remaining,
so
it's
imperative
that
it
be
preserved,
and
so
the
question
is
for
me
anyway.
K
What
is
the
best
way
to
do
that
and
my
viewpoint
is:
there's
no
way
to
really
do
it
and
accommodate
what
the
church
needs
to
do
and
do
something
with
the
other
two
structures
at
front
on
Boulevard,
unless
we
put
together
a
plan
that
involves
moving
the
Henson
house
and
Wow
got
to
say,
I,
don't
think
that's
the
greatest
thing
in
the
world,
I!
Think
of
the
options
that
exist.
That's
the
only
one,
that's
viable!
It's
got
to
be
preserved
and
moving
it
from
one
side.
K
K
You
know.
Modeling
subdivision,
which
is
Boulevard,
is
the
oldest
actual
subdivision
in
the
city
of
the
note.
It's
a
different
architectural
style,
but
it
would
work
and
I,
don't
think
anyone
in
that
neighborhood
has
expressed
any
opposition
to
it.
Indeed,
some
people
have
expressed
support
for
it.
So
the
next
question
is
what
happens
to
the
other
two
houses:
we've
already
discussed,
211
and
moving
211
down
Boulevard,
which
211
is
a
house
it's
about
thirteen
or
fourteen
hundred
square
feet.
It's
not
very
tall,
it's
very
easy
to
move
down
the
street.
K
K
It
looks
a
little
rougher
to
the
untrained
eye,
but
the
house
is
sound
when
you
tear
off
the
back.
That's
been
added
on
it's
not
part
of
the
historic
structure.
You've
got
to
remove
the
porch
to
move
it
on
the
front.
It
can
be
reconstructed.
That
house
would
be
beautiful
if
we
could
figure
out
a
way
for
it
to
be
moved
to
another
lot
somewhere
down
on
buried
or
somewhere
in
that
that
area.
A
K
K
I
A
A
Does
anyone
have
any
questions
or
comments
about
either?
This
is
something
that
the
church
has
been
really
struggling
with
in
in
historical
preservation
has
been
really
struggling
as
well
and
I've.
Had
a
member
of
the
church
meet
with
Krista
Carol
from
from
the
hpc
trying
to
put
their
collective
heads
together
and
come
up
with
the
best
solution
and
they're
still
struggling
in
this?
She
left
town.
G
Just
wanted
to
mention
one
thing
as
far
as
the
appeals
process
goes
and
I,
like
everything
that
mr.
Dickinson
said,
but
they're
appealing
these
two
decisions,
so
an
alternative
plan
would
actually
have
to
start
over
and
go
through
HPC
for
approval
and
get
to
this
point
as
well,
so
so
I'm.
Unfortunately,
unfortunately,
however,
you
want
to
look
at
it.
It's
the
turn
overturning
of
these
two
decisions.
That's
that's
on
the
table.
Then
alternates.
G
A
R
It
is
an
appeal:
it
is
an
appeal
because
they
didn't
take
action,
it
serves
as
a
denial
of
the
requests
and
but
but
under
our
code
you
have
the
authority
to
reject
their
appeal
to
uphold
their
appeal
or
to
modify
their
decision
so
within
the
context
of
the
request,
which
is
a
request
to
and
I'm.
Generally
speaking,
her
request
to
to
demolish
the
one
house
to
13
Boulevard
and
a
request
to
move
the
Henson
house
over
to
what
I
call
the
bulkhead
of
Boulevard.
R
You
have
the
ability
to
overturn
those
two
denials.
You
have
the
ability
to
modify
any
conditions,
concurrent
with
that,
but
I
do
think
what
mr.
Kelley
is
speaking
to
is.
If
there
was
some
other
plan,
that's
completely
not
the
same,
which
I
know.
There's
some
alternative
plan
floating
out
there
about
Broad,
Street
I.
Think
he's
correct.
R
Excuse
me
I
think,
he's
correct
that
there
would
need
to
be
a
starting
over
if
we
were
just
doing
something
carte
Blatz
completely
different,
but
if
you're
just
overturning
a
decision
from
a
lower-body
think
you
had
the
ability
to
uphold
that
decision
or
to
overturn
it
and
when
you
overturn
it,
you
certainly
have
the
ability
to
modify
any
terms
conditions
and
those
sort
of
things.
It's
called
for
in
the
ordinance.
I
hope
that
clarifies
that.

A
A
F
You
mayor
this
is
a
public
hearing
to
discuss
the
2009
millage
rate
total
military.
Currently,
if
we
did,
the
rollback
would
be
seven
point.
One
four,
eight
Mills
due
to
several
changes
in
the
digest
and
one
of
those
big
changes,
is
Piedmont
Hospital
and
became
nonprofit
status
so
that
affected
the
digest.
My
good
bit
also
new
title
wall
I'm
due
to
the
motor
vehicle
that
has
moved
to
at
ETA
VT,
which
has
not
brought
the
revenue
as
projected
back
several
years
ago.
So
due
to
those
changes,
our
digest
has
actually
decreased.
F
If
we
stayed
at
the
same
millage
rate
or
did
the
rollback,
so
the
recommendation
by
city
staff
is
to
increase
it
to
seven
point:
eight.
Oh
two
mils
that
would
give
the
city
a
perspective
increase
of
two
hundred
forty
seven
thousand
eighty
three
dollars
and
that's
assuming
a
hundred
percent
collections.
A
F
$150,000
property-
that's
taxable
values
at
sixty
thousand,
so
that
would
be
a
$39
and
twenty
four
percent
increase
on
our
taxable
City
thanks
Bill.
A
A
Hearing
none
I'll
clear
that
portion
of
the
meeting
closed
we'll
have
two
more
two
more
meetings
to
discuss
the
millage
we'll
have
one
next
week
in
the
morning
at
11
a.m.
and
then
we'll
have
one
at
our
standard
meeting
next
week
at
6:00
p.m.
now.
At
this
time,
I'll
need
a
motion
to
adjourn
to
executive
session
for
a
real
estate
matter.
Mr.
