A
B
Thank
You
mayor
just
a
few
things
to
go
over
the
contractor.
Cmes
is
finally
back
out
on
the
west
Spring
Street
project,
making
some
positive
headway
on
additional
drainage
jobs
and
some
some
piping
out
there,
so
hopefully
they'll
be
finished
and
I
think
they
have
another
90
days
on
that
contract
for
additional
liquidated
damages
kick
in,
but
I
liked.
What
I
saw
out
there
today
on
that
progress,
North
Broad,
Hill
CI
project
appears
to
be
moving
along.
B
B
There
hasn't
been
any
backups
on
South
Broad
that
I
have
seen
have
been
made
aware
of,
and
the
intersection
at
Wayne
Street
on
McDaniel
has
not
been
impacted
from
left,
turns
created
on
South
Broad
during
the
peak
times,
along
with
that,
we're
kind
of
studying
some
other
low-cost
but
impactful
ways
that
we
can
improve
traffic
in
our
downtown
and
maybe
other
areas
of
the
city.
Without
you
know,
spending
a
lot
of
money
on
to
$300,000.
B
The
moment,
just
some
quick
fixes
may
take
a
little
bit
of
experimentation
on
certain
things,
but
we'll
bring
some
of
those
recommendations
before
you
see
one
other
thing
to
know
the
eastbound
on
ramp.
This
is
the
proposed
on-ramp
to
go
eastbound
behind
home
depot
off
west
Spring
Street.
That
has
been
given
a
p.I
number
from
G
dot.
That's
a
big
deal!
That's
zero!
Zero
one!
Six!
Seven!
Eight!
Three!
So
if
you
go
on
to
their
website,
you
can
pull
up
details
and
fall
progress
there.
This
is
a
joint
city-county
state
project.
I.
B
Think
it's
going
to
go
a
long
ways
to
relieving
a
lot
of
traffic
impacts
at
1:38
and
West
spring,
especially
as
everybody
tries
to
come
back
around
in
front
of
Walmart.
There
make
a
left
and
then
try
to
go
back.
Eastbound
that
way
should
be
should
be
a
good
addition.
The
total
project
construction
is
estimated
at
one
point:
eight
million
dollars
in
the
state
has
agreed
to
fund
1.3
million
dollars.
B
Next
month,
DDOT
is
to
let
the
contract
for
the
reworking
of
138
and
Spring
Street
intersection
they're,
going
to
do
a
lot
of
improvements
and
enhancements
to
get
that
section
moving.
You
know
a
few
years
ago
they
added
the
three
lanes.
They
went
westbound
138
of
Charlotte
Rowell
that
seemed
to
have
made
a
difference.
B
There
they're
going
to
try
some
of
the
same
concepts
going
westbound
towards
Walmart
and
then
improve
the
stacking
capacity
kind
of
where
the
crepe
myrtles
are,
if
you're
turning
left
on
to
highway
138,
so
they'll,
let
that
in
April
and
you'll
probably
actually
see
construction
in
May.
13
is
what
they're
telling
me
today
turned.
B
A
The
comments
on
the
the
no
left
turn
onto
Broad
Street
off
McDaniel
have
been
all
very
positive,
so
seems
to
be
a
common-sense
issue
and
I
think
folks
were
just
waiting
for
it
to
be
illegal
before
they
actually
firmed
up
their
decisions
to
not
do
that
anymore.
Moving
to
mr.
Bailey,
with
our
Central
Services
update,
please,
sir.
D
D
Couple
things
to
kind
of
piggyback
on
what
Logan
had
said
about
the
downtown
traffic
and
there's
an
image.
There
should
be
a
little
map
picture,
we're
looking
at
a
new
crossing
area
at
the
crosswalk,
where
Court
Street
comes
out
and
across
this
broad
street,
we're
looking
at
doing
something
to
where
it's
more,
it's
safer
to
cross
the
street
right
there,
because
you
can't
see
people
when
they're
walking
out
behind
cars,
we've
actually
priced
out
the
system
and
it's
right
around
$10,000,
it's
a
push-button
where
it
lights
up
in
the
road.
The
paddles
light
up.
D
Everything
Jeremiah
is
working
with
d-o-t
right
now
to
figure
out.
If
there
are
any
any
hang-ups
on
there
in
to
make
sure
that
we
can
actually
do
that
and
get
everything
permitted
to
I'd
sent
out
an
email.
You
noticed
this
past
week
the
trees
downtown
the
limbed
as
best
they
could
we're
gonna
try
to
keep
on
that.
The
next
two
to
three
years
and
catch
ourselves.
Up
on
what
hadn't
been
done.
D
D
Can
clean
up
what's
broken,
I
think,
but
the
way
the
irrigation
the
way
the
lines
run
up
in
those
part
you're
just
gonna
have
open
lines
laying
on
the
ground,
so
I
would
say
if
anything
we
clean
up,
maybe
in
which
we
try
to
the
pieces,
then
whatnot,
that's
falling
apart
and
hopefully
here
in
about
two
to
three
weeks,
we'll
have
everything
completely
changed
out:
okay,
so
yeah
I'll
take
a
look
at
it,
other
stuff,
ground,
screw
mitts,
cutting
some
weeds
and
rainy
days.
They
picked
up.
D
That'll
be
big
in
case
of
you
know:
God
forbid,
a
disaster
on
the
facilities
side,
I
had
garland
EBS
do
pre
bids
on
all
the
CIP
items,
so
those
should
start
flowing
to
you
here
in
the
next
couple
of
months
to
get
those
done
as
the
weather
improves
working
with
Jeremiah's.
Well,
on
the
the
ad,
a
compliance
plan
for
the
city
that
right
now
we're
going
around
the
facilities
taking
a
look
at
those
making
sure
everything
is
where
it
needs
to
be
and
what
is
notated
the
parks
as
well.
D
When
we
take
those
over
and
then
we'll
submit
that
back
to
kick
in.
Would
that
will
provide
us
with
a
plan
and
I
guess
the
funding
measures
to
bring
some
of
these
buildings
up
to
speed
which
we're
not
bad
off
in
a
lot
of
them.
And
then
the
last
thing
I
had
a
warn
Joe
last
month
that
we
were
interviewing
interns,
potentially
from
the
University
of
Georgia
and
I've.
F
D
F
F
D
E
F
A
D
There
Laurie
they're,
conscious
they
weigh
four
hundred
and
fifty
seven
pounds
and
we
got
happy.
No
dirty
I
got
thirty
and.
A
H
H
You
have
any
questions
about
that.
I'll
be
glad
to
go
over.
Our
auditors
has
finished
their
fieldwork.
They
were
here
for
two
weeks
and
they
finished
up.
We
didn't
have
any
major
issues
and
we're
just
waiting
on
final
numbers
from
them,
so
I
can
start
on
the
kafir'
and
the
pepper
and
hope
to
be
presenting
that
to
you
in
the
next.
In
the
coming
months.
No
time
soon,
I
have
implemented
the
system-generated
purchase
orders.
What
requisitions
and
purchase
orders
instead
of
doing
them
the
old-fashioned
way
with
pen
and
paper
that
we've
been
doing
them
forever.
H
And
what
budget
they
have
left
and
what
they've
already
spent
so
far,
and
also
it
hopefully
will
reduce
costs
in
the
long
run
because
of
no
more
paper,
no
more
all
of
the
manual
stuff
that
goes
along
with
it
and
we've
also
rolled
out
the
employee
self-service
portal
I'm.
Hopefully
you
all
going
to
email
on
that,
because
you're
right,
you
have
access
to
that
as
well.
If
you
have
not
logged
into
it,
I
encourage
you
to
do
so.
This
will
be
the
way
that
you
will
get
your
paycheck.
H
All
employees
will
get
their
paycheck
stubs
their
w-2s
any
of
the
information
going
forward
and
we'll
also
have
any
kind
of
information
that
needs
to
go
out
to
the
employees
will
have
on
that.
So
when
everyone
checks
it,
hopefully
over
two
weeks
for
their
paycheck
stubs
and
they'll,
see
that
information.
But
if
you
have
any
questions,
no
matter
have
any
issues
just
get
in
touch
with
me
and
I'll
I'll
be
glad
to
help
you
or
that
our
utility
billing
software
conversion
has
been
pushed
back
to
mid-july.
H
We
unfortunately
encountered
some
issues
when
we
were
did
some
testing
of
the
conversion
and
I
was
not
comfortable
with
it
and
neither
was
the
software
people.
So
we
have
pushed
that
back,
so
we
can
get
those
kinks
worked
out
and
so
that
we
have
everything,
smooth
and
ready
to
go.
Hopefully
before
mid-july.
That's
all
I
have.
If
y'all
have
any
questions.
D
Gotcha
it
was
last
month
third
month
is
this
smart?
Maybe
weary
I
come
to
y'all
and
talk
to
you
about
we're.
Gonna
use,
Sizemore
group
to
do
some
of
the
design
and
architecture
work
for
the
drive-through.
But
after
looking
at
the
plans
and
determinants,
there's
not
a
lot.
We
can
really
take
apart
as
far
as
the
structure
of
it,
there
was
really
no
need
to
use
them.
We
can
do
everything
that
we're
gonna
do
in-house,
so
we
bid
out
the
actual
tubing
system
that
put
your
bills
in
sends
it
inside
the
customer
service.
D
They
put
everything
back,
send
it
back
out
and
that's
for
three
lanes.
It
adds
a
monitor
to
those
lanes
where
you
can
see
they
can
hold
up
identification
or
you
can
verify
what
they've
sent
you.
It
also
includes
the
internal
unit
that
it
receives
everything
changes
out
all
of
the
speakers.
The
audio
improves.
All
of
that,
and
it's
actually
with
a
company
that
had
bought
Mosler
years
ago
and
services,
our
account
now
Diebold
and
you
pull
up
to
these
bait.
That's
pretty
much,
who
you
see,
Walton
EMC
is
going
through
conversion
right
now.
D
That's
who
they're
using
I
know
Athens
first,
when
they
redid
theirs.
That's
who
they
went
to
and
I
had
called
around
a
couple.
Other
companies
and
I
didn't
have
anybody
else
reply
until
I
had
one
come
in
late,
but
they
were
hire,
but
Diebold
came
back
with
the
price
of
forty
one
thousand
three
hundred
fifty
two
dollars
and
eighty
four
cents
and
that's
for
the
complete
change
out.
That's
labor
and
all
that's
making
repairs
to
whatever
they
damaged
during
the
process
to
change
out
the
system
so
asking
for
the
approval
to
proceed
with
that
tonight.
I
G
A
D
Think
that'll
be
easier,
just
a
quick
update
on
kind
of
some
of
the
projects
that
we've
got
going
on.
We
actually
had
our
final
inspection
this
morning
of
the
East
apron
and
essentially
it
just
put
together
a
hit
list
of
about
four
or
five
things.
I
have
to
be
completed
by
your
snail
and
the
state
will
actually
close
out
the
project
we
are.
D
Currently,
we
will
have
to
add
a
curb
and
gutter
to
the
what's,
essentially
the
East
End
of
that
parking
area,
just
because
of
the
amounts
of
rain
that
we've
had
was
this
washed
everything
we
can't
get
vegetation
to
grow,
but
even
with
that,
we're
still
$84,000
under
that
original
1.2
million
dollars.
So
the
state
today
proposed
the
idea
that
they're
going
to
take
that
extra
funding
and
then
request
additional
funds
to
help
cover
that
Westside
like
I,
had
talked
about.
D
We
should
come
out
fairly
well
with
the
state's
help,
which
will
be
nice
and
that'll,
bring
us
further
into
compliance
that
I'm
going
to
talk
about
here
in
a
minute
and
other
than
that
yeah
I
was
gonna.
I
was
gonna
jump
into.
We
received
a
our
report
from
the
state.
They
do
probably
every
10
to
15
years,
the
Georgia
statewide
aviation
system
plan
and
they
go
through
there's
actually
a
hundred
and
three
airports
that
they
do.
D
The
study
on
and
there's
a
little
bit
of
a
diagram
of
kind
of
where
those
airports
are
located
and
then
between
commercial
versus
general
aviation.
The
topics
down
the
left
I
will
try
to
go
through
as
quick
as
I
can.
If
you
have
any
questions
by
all
means,
ask
me,
but
just
so
you
know
the
last
study
was
done
in
2002,
so
that's
how
old
it
was
and
how
and
I
just
I
want
this
to
show
how
much
we've
advanced
at
the
airport
in
those
years
a
little
bit
of
background.
D
Obviously,
where
we're
located
the
airport
itself
is
a
roughly
170
acres.
The
chart
on
the
bottom
right
shows
what
30-minute
drive
the
location
that
our
Airport
can
cover,
which
is
what
the
state
considers
you
know
your
I
don't
know
your
customer
base
essentially,
and
it's
roughly
two
hundred
and
sixteen
thousand
people
that
are
within
a
30-minute
drive
of
our
Airport
and
I.
D
If
you
jump
over
to
our
based
aircraft,
you'll,
remember
that
I've,
given
you
all
updates
on
when
we
update
our
based
aircraft
numbers
I,
don't
think
that
had
been
done
since
about
2005,
which
is
before
I
started
with
the
city,
and
they
had
that
thirty-seven
based
aircraft
number
right
now.
The
study
that
we
did
this
past
summer,
we
had
36
and
what
that
provides
us,
is
the
ability
to
say
that
we
have
36
based
aircraft
at
our
Airport
and
that's
what
we
use
to
apply
for
grants
and
it
helps
gives
us.
A
If
we
do
end
with
additional
T
hangars,
we
have
36
base
craft
now.
J
A
D
A
D
B
D
That's
not
so
we
go
to
this,
and
the
three
charts
at
the
bottom
actually
show
some
of
the
things
that
the
report
had
his
recommendations
in
previous
years
for
the
airport-
and
this
is
just
for
Monroe,
Walton
County.
The
bottom
left
shows
the
percentage
of
airports
that
have
improved
their
runway
length
from
five
thousand
feet
or
greater,
and
we
are
a
part
of
that
78
percent-
that's
increased
from
50
percent.
Your
middle
graph
shows
we're
a
part
of
that
77
percent.
D
Now
that
has
an
A
loss,
which
is
your
automated
weather
observation
system,
your
percentage
of
airports
with
a
published
approach.
We
actually
have
an
R,
nav
GPS
approach
to
runway
3
and
which
we're
seeking
to
get
one
to
runway
two
one.
But
if
we
do
our
LTV
approach,
then
you'll
have
it
both
moving
on.
It
shows
us
what
level
of
airport
that
Monroe
Walton
County
is.
We
are
currently
a
level
two
which
is
a
business
airport
of
local
impact
means
you
have
a
runway
over
5,000
feet.
D
D
But
let's
jump
to
the
rest
of
the
report,
which
will
discuss
our
land
use
and
Zoning
your
rpz,
which
is
your
runway
protection
zones
that
extend
a
thousand
feet
off
of
each
end
of
the
runways
and
then
you're
through
the
fence,
operations
of
which
you'll
notice.
Only
17
of
those
hundred
and
three
airports
actually
have
some
type
of
through
the
fence
operator,
and
we
currently
have
five
through
the
fence
operators,
which
provides
us
with
additional
revenue
at
the
airport,
your
land
use
and
Zoning
efforts.
You
can
see
that
Monroe's
adopted
all
of
them.
D
D
Your
runway
protection
zones
yeah
little
bit
runway
two
one.
We
just
have
a
little
sliver
of
a
piece
that
we
do
not
own
runway,
3,
there's,
obviously,
some
substantial
areas
that
we
don't
own
and
that
2.4
million
dollar
number
is
the
estimated
cost
that
it
would
take
to
perform
the
acquisition
or
the
moving
of
a
road
which
is
shown
there
on
that
left
diagram
that
being
part
of
Pannell
Road,
and
you
can
see
where
we
buried
the
powerlines.
D
D
The
guidance
is
simply
adding
a
whole
position:
location,
Suns,
breakaway
signage,
on
your
on
your
runway
on
your
taxiways
and
then
the
terminal
building
which
we've
discussed.
We
actually
have
it
in
the
CIP.
Is
that
850
and
then
additional
space
for
parking,
which
is
a
space
for
every
based
aircraft,
plus
50
percent
for
visitors,
which
means
we
need
54,
total
spaces.
D
Your
second
little
section
goes
over
those,
essentially
your
land
acquisition
on
your
RPC
zones.
Your
third
section
is
going
to
be
your
paving,
which
we
have
in
the
CIP
for
this
coming
year
and
should
knock
out
80%
of
that
and
then
the
bottom
shows
how
our
CIP
that
we've
requested
to
the
state
and
federal
government
actually
aligns
with
everything.
D
Currently,
we
achieved
probably
20
to
25
percent
of
that
and
this
list
right
here.
So
that's
that's
a
big
thank
you
to
the
City
Council
for
voting
and
for
approving
these
different
projects
and
then
we've
gotten
funding
from
the
state
and
federal
governments
to
do
it.
So
with
that
said
I
will
I
wand
that
down
any
questions?
Ball
means
gosh.
K
D
D
So
don't
think
that
that
means
that
we're
gonna
have
to
close
down
runway
3.
It
just
means
that
we
don't
have
total
control
of
that.
Therefore,
it
kind
of
serves
as
an
additional
liability
for
the
airport,
but
it's
not
something
that
the
state
necessarily
goes
after
you
own
for
not
happen.
So
I
mean
it's
just
like
the
county's
facility,
we're
never
gonna,
be
able
to
buy
the
county's
facility
and
I,
don't
think
we're
gonna
move
penell
Road!
D
C
D
B
D
Not
I
mean
they,
they
consider
the
paving
of
the
the
runway
and
the
facilities
and
whatnot
far
more
important,
the
height
of
trees,
as
you
come
in,
so
essentially
what
we
don't
own,
we'll
probably
have
to
pay
somebody
a
little
bit
more
to
chop
their
tree
down
as
opposed
to.
If
we
owned
it,
we
can
just
cut
it
down.
I.
D
V
is
in
the
next.
You
know
clip
too
far
LP
they
should
be
in
this
year's.
Yes
in
2018
CIP
and
all
that
entails
is
there's
a
flyover
by
the
d-o-t
and
an
inspection
of
the
height
of
trees
and
essentially
creating
the
GPS
approach.
It's
my
understanding
so.
A
D
Now
we've
got
the
the
DBE,
which
is
a
requirement,
the
disadvantaged
business
enterprise.
We
have
to
do
that
and
update
it
every
five
years
and
we're
due
for
that.
The
obstruction
survey
for
the
LP
V
and
then
to
rehabilitate
and
do
the
overlay
of
the
runway.
The
terminal
building
is
in
2019
2020,
which
the
way
the
state
works
out
would
be
a
buddy.
You
know
what
two
years
from
us
right
now,
you're
I
said
be
higher
as
wears.
A
D
The
good
news
is
this
is
a
200
page
document
that
was
condensed
down
into
16,
slides,
you're,
pretty
efficient,
but
no
the
terminal
built
in
the
whole.
The
whole
idea
of
the
apron
expansion
was
to
give
us
the
area
for
the
terminal
building
construction,
which
then
adds
your
parking
spaces.
So
you
essentially
kill
two
birds
with
one
stone
on
the
three
things
that
we
need
to
accomplish
and
the
other
one
is
just
signage.
D
M
D
I
got
one
more
thing:
I
need
the
flight
train
Monroe
building
currently
obviously
is
owned
by
the
city.
It's
leased
out
by
Rodney
Etheridge.
The
building
itself
has,
through
all
the
rain,
we've
kind
of
suffered
some
leaks
and
different
things
on
the
roof
which
are
fairly
minor.
The
gutters
are
in
desperate
need
of
replacement,
there's
essentially
no
salvage
in
those.
So
we
had
garland
the
same
company
that
does
our
other
facility
bids
and
everything
they
had.
Four
contractors
on
site
provide
bids.
D
L
A
N
You
mr.
dickerson
got
a
couple
of
things:
gonna
highlight
the
January
report.
We
collected
twelve
twelve
hundred
tons,
a
half
of
it
was
commercial
and
the
other
half
pretty
much
residential
collection,
hun
26
tons
of
recycling
and
customers
deposited
6,700
tons
of
waste
in
the
transfer
station.
That's
an
increase
of
about
nineteen
hundred
tons
compared
to
last
year,
so
the
off
to
a
pretty
good
start,
so
I
diversion
rate
right
17%.
N
C
O
Mr.
Dixon
highlight
in
their
reports
you
haven't.
Excuse
me
in
front
of
you,
for
the
month
of
January
of
community
building
was
rented
out
four
times
a
street
division
throughout
the
month
of
January
and
up
until
this
last
week
have
been
fighting
conditions,
but
we
are
out
and
about
making
regular
repairs
to
potholes
utility
cuts
upon
availability
of
hot
mix
asphalt
when
it's
not
available.
We're
doing
that
with
coal
patch
seems
like,
since
the
rain
has
stopped.
Potholes
are
showing
up
on
a
very
regular
basis,
we're
trying
to
stay
ahead
of
the
game
on
that.
O
Our
leaf
truck
is
still
running
on
a
daily
basis.
They
are
keeping
in
time
for
that
now
the
house
have
dwindled
down,
but
I'm
assuming
the
next
may
be,
maybe
within
the
next
month
that
truck
will
probably
shut
down,
probably
another
good,
clear
weekend.
They'll
probably
be
another
big
push
out,
and
then
that
should
wrap
things
up
for
the
leaf
season
and
those
guys
will
be
back
out
on
the
right
away,
maintaining
they're,
cutting
it
on
a
day-to-day
basis,
we're
in
the
middle
of
a
rehab
sidewalk
project
over
here
on
Williams
Street.
O
It's
coming
along
good,
now
we're
getting
some
good
weather
to
work
once
we
finish
that
we
will
pick
back
up
and
complete
the
section
right
here
on
Highland.
A
couple
hundred
feet
left
there
to
do
and
we
wrap
that
up.
I
wanted
to
highlight
a
couple
of
things
off
of
what
Chris
said
about
a
a
transition
plan.
That
plan
is
something
that
we
have
to
update
annually
through
the
state,
and
that
is
anything
that,
like
our
sidewalks
and
all
the
facilities
are
included
in
that
plan
and
what
it
does
is.
O
It
creates
a
plan
with
a
monetary
figure
on
it.
That
shows,
when
you
update,
like
an
intersection
that
you
have
to
update
it,
to
make
it
a
TA
compliant
which
goes
into
the
slope
of
the
ramp,
the
the
the
matting
that
you
see
for
the
for
the
visually
impaired,
the
tiles
that
you
see
at
the
end
of
these
ramps,
those
will
be
put
into
will
start
seeing
more
and
more
of
those
as
we
make
improvements
into
our
intersections
throughout
our
sidewalk.
J
N
N
I
J
N
Okay,
thank
mr.
Dix
tonight.
Yes,
we
are
asking
designate
the
week
of
April
22nd
through
the
27th,
which
is
a
Saturday.
The
22nd
is
Earth
Day,
as
our
Great
American
Cleanup
week.
We
allow
systems
come
in
and
dump
trash
for
free
they
can
dump
up
to
ten
tires
and
anything
over
ten
there's
a
surcharge.
We
also
is
proposing
to
extend
the
whole
month
of
April
for
the
cleanup
we
as
a
remote,
citywide
cleanup,
and
we
are
prepared
to
set
up
dumpsters
at
designated
areas
for
the
cleanup.
Mr.
N
J
J
A
Great,
American,
Cleanup,
I,
hope
you
all
get
your
families
and
friends
out,
helping
usually
I've
seen
Norman
picking
up
my
daughter
and
I
got
to
go
pick
up
les
last
year
and
and
I'm
hoping
to
get
a
lot
more
folks
involved.
So,
however,
we
can
to
make
this
a
real,
community-wide
effort.
I
would
really
appreciate
it
and
moving
to
utilities.
Mr.
N
K
A
K
I
M
As
we
said
a
couple
of
weeks
ago,
me
egg
will
be
replacing
the
power
lines
from
Bri
lovedrive
to
Island
Avenue.
These
are
the
big
transmission
lines,
the
100
foot
tall
ones
that
were
all
pushed
around
in
the
93
tornado
that
look
they're,
all
sort
of
leaning
to
one
way
or
the
other,
depending
on
which
way
the
wind
was
blowing
with
the
tornado
past
it.
These
will
all
be
changed
out
to
a
spun
concrete
pole.
They
started
delivering
material
today
over
at
our
facility
behind
Popeyes.
This
is
a
lot
of
large
equipment.
M
There
will
be
traffic
issues.
There
will
be
one
road
closure
during
the
project.
It
will
be
Plaza
Drive,
but
I
will
work
with
all
the
impacted
businesses
to
make
sure
they
know
when
we're
gonna,
get
it
all
out
on
social
media
to
make
sure
everybody's
aware,
but
once
this
projects
done
we'll
be
able
to
make
the
final
tweaks
to
our
design
to
replace
our
power
lines
down,
Spring
Street,
miss
all
coincides
with
our
new
beautification
with
the
sidewalks.
Our
design
isn't
going
to
encompass
some
ductile
iron
poles
that
do
away
with
all
the
guy
wires.
M
Our
meter
testing
project
is
moving
forward
with
order
the
equipment
it
should
be
here
shortly.
This
will
help
us
specifically
on
my
side.
What
I
want
to
see
is
more
efficient
testing
of
the
commercial
meters,
the
large
commercial
meters,
but
this
unit
also
allows
us
to
test
a
residential
meter
to
give
the
customer
a
printed
out
receipt
saying.
Yes,
your
your
meter
is
100
percent
or
99
percent,
or,
if
god
forbid,
is
bad,
we
can.
We
can
all
look
at
it
and
tell
it's
bad
right
now.
M
We
should
be
over
there
within
a
week
and
a
half
to
get
that
knocked
out,
get
out
of
those
guys
away
for
the
the
project
going
on
at
the
mill.
We
had
our
automation
training
for
our
new
automated
switches.
Last
week
it
went
well,
it's
really
exciting.
If
we
can
get
some
work,
some
work,
whether
if
we
can
get
get
out
there
and
get
that
that
those
those
first
five
switches
installed,
and
then
we
can
get
into
this
year's
project.
M
Couple
of
things
on
the
legislative
side,
representative,
Jeff
Jones
from
Brunswick
has
two
bills
that
will
impact
if,
if
passed,
will
impact
the
electric
rates
for
everyone
in
the
state
of
Georgia,
it's
93
and
94.
One
is
about
the
coal
ash
dewatering
and
one
is
about
moving
coal
ash
from
the
coal
ash
ponds
coal
plants
into
a
landfill
instead
of
allowing
us
and
the
co-owners
to
encapsulate
it
on
site.
M
This
has
happened
in
South
Carolina
and
it
is
severely
impacted
electric
rates
for
everyone
in
South
Carolina.
What
the
co-owners
want
to
do
with
the
coal
ash
encapsulated
on-site
and
then,
as
coal
is
phased
out
of
our
fuel
plant
being
able
to
dig
that
back
up
later
and
sell
it
to
the
concrete
industry.
That's
what
we
do.
The
majority
of
our
coal
ash
from
plant
shear
at
this
point,
but
those
are
moving
forward,
then
made
a
lot
of
leak
and
made
a
lot
of
movement
go
to
the
front,
but
I
just
wanna.
M
Make
aware
that
multiple
bills
have
been
introduced
to
allow
the
emcs
into
broadband,
which
personally
I
think
is
a
great
thing.
That's
really
the
only
answer
to
the
rural
broadband
and
we
talk
to
rural
broadband.
I
live
six
miles
from
right
here
and
I
do
not
have
internet,
and
you
can
have
that
same
question
from
everybody
or
in
the
good
oak
area
back
around
to
gratis.
It
impacts
a
lot
of
things.
It
impacts
kids
going
to
school,
it
impacts
the
value
of
your
property,
it
impacts
all
kinds
of
things.
M
So
if
you
can't
get
internet,
nobody
wants
to
live
there
and
then
multiple
bills
have
been
pushed
forward.
On
the
5g
side.
Now
we
have
cleared
that
up
for
our
pole,
attachments
by
passing
the
pole,
attachment
agreements
that
y'all
have
passed
over
the
past
six
or
eight
months,
the
state's
staying
out
of
that
it's
a
business
to
business
relationship,
and
they
they
see
that.
But
there
are
some
right
away.
M
You,
sir,
this
is
to
go
in
conjunction
with
Rodney's
Water,
Project,
Loganville
and
Rodney
builds
this
water
line
Loganville
that
y'all
have
agreed
to
to
partner
with
Logan
Villa
or
selling
them
water.
There
will
be
a
ditch
oak
for
45,000
feet.
That
is
one
of
our
main
trunk
lines
between
here
and
Logan
villainess.
M
M
Of
course
we
wanted
the
7-way
dug,
but
I
thought
it
would
come
in
a
much
more
expensive
price
Walker
and
associates
with
a
low
bid
at
thirty-eight
thousand
two
hundred
and
fifty
and
I'm
happy
to
say
that
they
were
the
first
organization
to
come
in
through
the
state
over
$10,000
bid
project
process.
Whereas
we
have
a
project,
that's
over
ten
grand,
we
put
the
state
website
and
I,
don't
even
know:
Walker
sold,
Blue
Diamond
duck
I
mean
I,
saw
these
sold
a
little,
but
they've
always
been
hiding
everything.
M
M
M
M
That's
why
we're
putting
up
seven
way
duck
in
the
air
there's
to
be
able
to
lease
some
of
that
duck
space
to
some
of
these
5g
providers
in
the
future
that
right
away
space
is
valuable,
there's
only
so
much
of
it
so
we're
there
first.
Hopefully
we
can
talk
some
of
them
into
leasing,
some
of
our
space.
I
M
M
Sir
mr.
little
this
additional
fiber
packages
for
our
ad
trend
and
ubiquity
products,
we
have
spent
the
past
few
months.
The
main
thing
we've
been
trying
to
get
done
is
get
the
phone
line
to
work
through
the
ad
Tran
product
and
we
finally
got
that
done.
But
the
other
thing
we've
done
is
we've.
We've
watched
our
existing
customers,
bandwidth
usage
and
we've
talked
to
them
about
what
they
may
or
may
not
want.
What
some
of
them
wanted
was
a
lower
level
bandwidth.
M
You
may
have
a
mom-and-pop
store
that
only
needs
a
50
Meg,
but
then
you
may
have
a
a
restaurant
or
a
way
to
the
coffee
shop.
For
example,
it
loves
their
Wi-Fi
and
that's
one
of
the
draws
that's
bringing
people
in
there
and
they
want
the
faster,
the
fastest
speed
they
could
possibly.
So
we
built
these
packages
around
that
we
looked
at
other
providers
and
what
other
providers
are
offering
in
this
I
think
what
you
will
see
in
the
near
future.
We
will
come
back
with
a
different
package
for
residential.
M
That
has
a
if
you
look
at
these.
These
are
all
50
by
50
100
by
100
250.
By
250,
so
the
upload
speed
is
the
same
exact
as
the
download
speed.
Most
businesses
want
that
upload
for
two
things:
their
point
of
sale
and
their
cameras.
A
lot
of
people
are
all
citing
their
cameras
and
their
data,
so
they
need
that
upload
speed
to
get
that
data.
Most
residents,
don't
need
that
upload
speed,
but
we
won't
have
it
available
for
them.
M
So
we
are
deploying
this
same
product
in
the
new
development
out
off
of
Church
Street,
so
we'll
see
how
those
customers,
what
their,
what
the
customer
wants.
We
want
to
sell
the
customer
what
the
customer
is
looking
for.
So
this
is
this:
is
our
packages
for
downtown
and
and
the
business
areas
that
we
are
selling
this
ad
Tran
and
ubiquity
product
we've.
M
E
M
Allow
it
in
this
product
we're
suggesting
that
we
allow
businesses
that
are
already
on
one
of
our
other
products
to
be
allowed
to
pay
their
legacy
rate
or
go
to
their
legacy
rate.
So
most
of
them.
Some
of
them
stayed
on
the
legacy
rate,
but
most
of
them
are
looking
at
that
500
500
or
one
gig
to
one
gig.
So
like
Miss
Malcolm,
when
we
changed
her
from
the
wireless
over
to
the
to
the
fiber,
we
left
her
her
legacy
rate
that
works
for
them.
So
that's
the
rate
we
want
to
leave
them
at
now.
M
We
want
to
allow
everybody
that
opportunity
to
do
that.
One
time
as
we
roll
them
I,
don't
wanna
force
anybody
out
of
their
product.
I
don't
want
to
say
you
know,
you've
got
to
go
to
this
and
you've
got
to
go
to
this
because
I
think
that
alienates.
Your
customer
causes
a
little
issue
for
us
on
the
back
side,
trying
to
manage
that.
But
in
the
future,
if
you're,
a
new
fiber
customer
you
one
of
these
fiber
products,
that's
what
we
would
sell
them
do.
M
C
M
Think
a
lot
of
people
would
take
that
I
mean
I
would
take
that
I'm
paying
70
bucks
for
15
by
2.2
56
on
satellite
I.
Don't
get
that
but
I
think
a
lot
of
people
I
want
to
make
this
available
to,
but
I
do
think.
We
need
to
have
a
lower
end
package
for
the
big
reason.
I
think
we
need
to
have
lower
impacts.
There
are
some
people
that
just
want
to
have
internet,
send
an
email
and
seeing
the
grandkids.
I
M
K
I
By
mr.
Larry
Bradley's
here,
second
second,
second
by
mr.
peg,
all
those
in
favor
say
aye
aye
opposed.
We
recommend
that
full
council
thank.
P
You,
mr.
little
just
a
couple
projects
to
mention
most
of
these
are
CIP
projects.
One
was
the
replacement
of
the
gas
main
along
Ash
Street.
That
was
the
project
we've
had
on
our
CIP
list
for
about
two
years
had
a
couple
other
streets.
It
got
put
in
front
of
it
due
to
leak
surveys
that
ones
reached
a
point.
It
was
time
to
do
it,
low
bid
material
and
all
was
93
thousand
four
hundred
and
seventy
eight
dollars,
and
that
was
a
southern
pipeline.
P
They
should
be
finishing
up
on
that
project,
probably
in
the
next
two
weeks
and
then
on
down
to
the
sewer
plant,
which
many
of
you
saw.
My
email
about
the
to
emergency
purchases
for
the
pumps,
the
new
water
main
extension
on
Radford
Street
for
the
assisted
living
facility
there's
been
completed,
it's
passed,
the
back
T
test
and
pressure
test,
and
it's
online.
Now
the
water
plant
on
the
remodel
we
had
a
floor
covering
bid.
P
The
floor
covering
out
Brit
floor
covering
here
in
Monroe,
was
a
little
bit
at
twenty
thousand
one
hundred
and
eighty
dollars
and
the
furniture
was
bid
as
well
office.
Pro
won
it
at
twenty
one
thousand,
even
for
all
the
furniture
for
the
for
the
new
building.
They'll
start
laying
the
floor
tomorrow.
The
furnitures
scheduled
to
be
delivered
Tuesday
of
next
week,
so
everything
is
winding
down.
P
If
you
get
a
minute
stop
by
and
take
a
look
at
it,
it's
looking
really
good
and
then
the
last
thing
was
the
replacement
of
the
hot
turbidity
meters
at
the
water
plant.
These
were
meters
that
we
replaced
about
five
years
ago,
they've
already
discontinued
them.
It's
something
that
how
it's
very
famous
for
you
spend
that
kind
of
money
or
five
years
down
the
road
they
discontinuing
discontinued
them,
and
they
also
quit
supporting
them.
So
this
go-around,
we
decided
just
to
leave
them.
P
I
B
I
B
I
P
Oh,
this
is
asking
for
your
approval
in
twenty
two
thousand
three
hundred
twenty
bucks
to
install
eight
hundred
eighty
foot
of
two
inch
plastic
long,
banker's,
Grove
Boulevard,
well
this
well
how
this
came
about.
Many
of
you
probably
know
just
the
regular
inter
station.
It's
it's
in
the
ditch
under
the
entrance
of
bankers,
Grove
a
little
fence
around
it,
it's
kind
of
an
eyesore
and
it's
also
a
drainage
issue
at
times
water.
When
it
comes
down
spring
from
the
bank,
the
the
fence
itself
actually
sits
over
in
the
ditch.
P
So
a
recent
Public
Service
Commission
inspection,
we
determined
that
that
regular
station
didn't
have
a
vial
to
operate
it
during
an
emergency.
So
we
started
looking
at
ways
to
actually
put
one
in
which
was
gonna
require
digging
up
the
main
out
in
the
Spring
Street.
Well,
after
some
further
investigation
we
found
out,
we
could
actually
do
away
with
it
by
running
this
line,
turn
it
over
to
the
M
to
the
Michael
adjacent
regulator
station.
P
We
could
abandon
this
one
disassembly,
get
rid
of
it
and
fix
the
fix
the
eyesore
there
and
it's
actually
comes
out
cheaper,
the
the
valve
and
the
stops
was
low
over
$30,000
just
to
add
the
valve
to
the
the
regulator
station
itself.
So
it's
a
cheaper
option,
plus
it
done
away
with
the
the
eyesore
and
the
drainage
issue
there.
This
was
bit
out,
Harrison
Harrison
will
be
it
I
think
they're
attached
there,
yeah
Harrison
Harrison
was
a
little
bit
at
22,
22
3
20.
G
C
K
Q
You,
mr.
Bradley,
just
a
quick
overview
of
January
force.
We
hadn't
totally
226
calls
for
the
fire
department.
We
did
have
over
two
thousand
dollars
worth
the
fire
loss
within
the
city
on
that
month.
As
far
as
our
notes,
we
did
finish
that
with
our
firefighter
two-level
testing
on
220
or
216,
and
then
our
recruit
class
of
the
new
recruits
that
we
just
started
begun
began
on
226.
The
only
other
thing
I
wanted
to
note
was.
Q
We
did
have
a
fire
on
West
Marable
Street
on
February
19th,
and
that
was
a
fire
that
I
that
started
late
in
the
evening.
But
what
actually
saved
a
lot
of
residents?
There
was
the
smoke
alarm
and
it
was
a
smoke
alarm
that
was
was
given
installed
by
the
fire
department
over
two
years
ago,
and
we've
been
talking
about
it
for
a
year.
Well,
now
we
start
to
see
the
results
of
it.
What
actually
happens?
The
Jimmy
woke
up
from
the
fire
large
smoke
alarm
got
up,
see.
Q
Q
Q
K
R
We
answered
this
month.
3066
calls
689
of
those
calls
to
the
PD
one
things
I
wanted
to
show
this
significant
here
is
our
part.
One
crimes
were
down
32%,
which
is
a
good
thing.
Part
ones
are
major
crimes
that
we
have.
We
did
have
90
adult
arrests
and
two
juvenile.
Some
of
the
key
things
we
did
this
month
was
we
had
a
couple
of
incidents
out
of
high
school
reference,
kid
and
social
media
posts.
That's
becoming
a
big
issue.
R
So
we
did
investigate
a
couple
incidents
out
there
and
because
of
that,
it
prompted
us
to
want
to
be
kind
of
proactive
in
dealing
with
that,
so
we
partnered
with
Monterey
high
school
and
we're
currently
in
the
process
of
developing
a
video.
That's
gonna
cover
those
issues
in
regards
to
social
media,
social
media
posts,
cyberbullying
sexting
and
the
again
the
the
repercussions
of
that,
whether
it
be
administratively
in
the
high
school
getting
expelled
or
from
the
law
enforcement
in
actually
getting
charged.
We
also
did
a
multi-agency,
canine
search
of
the
school.
R
This
was
asked
for
by
principal
Hicks
and
it
was
a
true
surprise.
Canine
search,
not
even
the
staff,
knew
that
we
were
coming
and
I
thought
that
was
very
good
on
his
part
to
do
such
in
the
past.
In
my
passing
career
of
being
a
cannon
officer,
a
lot
of
times,
schools
were
made
aware
of
that.
They
were
coming
just
because
they
don't
want
to
have
a
negative
impact
of
how
many
fines
did
you
have
as
far
as
narcotics
in
school.
Nobody
knew
we
were
coming.
R
Moving
forward
from
that,
we
did,
we
did
to
add
an
additional
chaplain
to
the
police
department.
We
sworn
in
Harris,
Malcolm,
I.
Think
many
of
you
may
know
him
he's
from
Monroe
he's
well
known
for
being
a
part
of
that
movie,
a
fireproof.
If
you
ever
seen
that
movie,
he
played
the
father
in
that
movie.
R
We
also
added
a
another
officer
to
the
police
department
and
replacing
officer
Greene
when
he
left,
and
that
was
officer
Steven
Pierce
we
sworn
in
and
then
we
started
advertising
for
an
upcoming
event
with
the
police
department
and
it's
called
coffee
with
a
cop
and
that's
going
to
be
going
on.
Actually
this
month
on,
March
16th
at
8:00
a.m.
that's
going
to
be
a
coffee
camper,
and
then
we're
going
to
be
doing
it
again.
On
March
23rd,
at
8
a.m.
R
at
cotton
cafe
and
that'll
be
a
time
for
our
citizens
to
come
out
meet
with
the
officers
and
they'll
be
able
to
meet
me
and
meet
other
officers
well
and
go
over
any
kind
of
issues
or
concerns
they
may
have.
As
far
as
law
enforcement
goes,
and
also
tonight,
we
have
two
two
of
the
lieutenant's
to
my
lieutenants
are
out
at
Monterey
high
school.
R
They
have
an
event,
they
do
every
year
called
Straight
Talk,
and
this
is
where
they're
talking
with
the
parents
at
the
schools
about
their
kids
and
current
issues
in
regards
to
the
kids
and
I,
was
actually
asked
to
be
there.
But
I
couldn't
be
a
book
place
at
the
same
time,
so
I
sent
the
two
lieutenants
and
they're
representing
us
very
well
and
I'll
answer
any
questions.
If
you
have
any.
K
R
Q
You,
mr.
Bradley.
Yes,
this
is
the
request
for
out-of-state
travel.
We
again.
This
is
a
similar
to
the
same
request
with
we
had
last
year.
This
is
for
our
training
officer
Mike
tow,
requesting
to
go
to
the
FDIC,
which
is
fire
department.
Instructor
conference
is
the
largest
fire
service
conference
in
the
United
States
of
America.
It's
happens
up
in
Annapolis
Indiana,
it's
monstrous
to
say
the
least,
and
we
are
piggybacking
so
to
speak
or
taking
advantage.
Q
He
is
affiliated
also
with
Oconee
County,
volunteer
fire
department
and
essentially
we're
going
to
be
able
to
send
him
and
it's
not
going
to
cost
us
anything
on
the
travel
itself
or
the
lodging
for
that
week.
So,
essentially,
all
we're
gonna
have
to
do
is
pay
this
per
diem
and,
of
course,
registration
to
the
conference
itself,
which,
in
between
the
165
371
195,
comes
out
to
five
hundred
and
thirty
six
dollars
just
sitting
aware
of
our
members
to
this.
So
that's
a
huge
opportunity,
I'll
be
happy
to
answer
any
questions
you
have.
K
By
Ross
Bradley,
they
have
a
second.
Second,
second
is
Malcolm.
Your
discussion,
all
in
favor,
say
aye
aye.
All
opposed
motion
passes
will
recommend
that
to
the
four
council
next
week,
our
next
item
here
or
last
mr.
bother
to
come
back
up
and
go
through
some
information
here
on
some
architectural
engineering
services.
Thank.
D
You
mr.
Bradley,
this
will
be
the
first
request
kind
of
in
the
design
and
the
build
of
the
new
Police
Department
and
Municipal
Court
building.
We
had
selected
the
Sizemore
group
after
going
through
the
RFQ
process
back
in
April
of
2018
and
after
multiple
discussions
meetings
to
figure
out
kind
of
what
the
process
is,
what
we're
going
to
go
through,
what
we're
going
to
ask
them
to
actually
carry
the
weight
in
when
it
comes
to
the
whole
design,
the
construction
bidding
and
the
administration
of
the
actual
construction.
D
And
this
is
the
proposal
that
they
gave
us
and
we've
went
through.
It
discussed
it
with
them,
taken
out
a
few
things
added
a
few
things,
but
the
total
is
for
one
hundred
and
twenty
two
thousand
one
hundred
dollars
for
the
complete
architectural
engineering
service
for
the
build-out
of
the
police
department,
and
you
can
flip
through.
They
actually
have
a
on
the
I
guess.
What
would
that
be?
That'd
be
the
second
page
under
scope
of
work.
They
actually
have
the
approximation.
D
Our
target
budget
is
the
three
million
dollars
and
they've
got
it
broken
down
under
the
different
pieces
of
that
will
discuss
the
roof
work
here
in
a
few
minutes
and
then
the
professional
services
which
they
will
provide
actually
like
that
they
provided
a
scope
from
one
hundred
and
thirty
two
hundred
and
fifty
thousand
dollars
and
then
came
out
and
under
their
own
budget.
So
I
thought
that
was
clever
but
yeah.
This
is
the
middle
of
that
and
I'll
be
glad
to
answer
any
questions
so.
S
K
K
D
G
K
D
Yes,
sir,
this
is
for
essentially
the
entire
exterior
roof
walls-
everything
it
is
the
garland
DBS
group
that
we've
used
in
the
past
that
we,
you
know
we're
having
to
the
airport
work
that
we
discussed
earlier.
But
this
is
the
restoration
replacement
of
the
main
roof.
The
issues
that
we're
having
where
we
have
several
holes,
leaks,
different
things,
the
metal
roof,
that's
on
the
front
of
the
building
and
then
the
exterior
walls
they
they
went
through
the
entire
bid
process.
D
They're
capped
out
on
certain
areas
of
what
the
expenses
can
be
through
the
mikveh
program
program,
and
then
we
in
the
past.
We
have
chosen
one
vendor
to
do
everything,
but
on
this
one
because
of
the
amounts
we
went
with
the
low
bid
on
each
item,
so
they
will
be
working
in
conjunction
with
our
design
phase
with
Sizemore
group
and
as
soon
as
this
phase
is
done.
K
D
This
will
actually
begin
and
coincide
with
the
design
phase,
because
it's
already
been
a
discussion
between
Sizemore
and
garland
of
what
we
need
to
do
as
far
as
the
exterior
and
the
roof
before
we
can
begin
construction
on
the
inside
seal
up
any
leaks,
any
water
issues
and
just
get
everything.
Essentially,
let's
get
the
shell
ready.
K
D
Sir,
but
to
a
point,
I
mean
they
will
help
us
with
the
facade
if
we
change
anything
which
we
didn't
necessarily
elect
to
do.
I
think
it'll
be
as
simple
as
breaking
the
the
grocery
store
look
and
and
to
where
you
can
separate
and
have
signage
for
Municipal
Court,
which
would
be
on
the
right
side
if
you're
facing
the
building
and
the
police
department,
which
will
be
on
the
left
side
so
that
it
it
situates
itself
as
two
different
entities.
But.
C
E
K
A
Kenny's
all
we
have
a
couple
of
things
for
the
chiefs
appreciate
how
both
of
you
are
so
proactive
with
installation
of
those
fire
alarms
and
with
coffee
coffee
with
a
cop
I
think
that's
excellent
for
our
community
to
be
comfortable
around
around
the
police
officers,
because
a
lot
of
fear
there,
but
there
are
also
times
of
need
when
they're
gonna
need
you
and
you're
the
only
ones
around.
So
we
appreciate
your
doing
that
also
talk
to
Amanda
and
I'm.
Sorry,
I,
don't
remember
her
last
name
Lawson.
A
She
had
done
a
report
just
for
everybody
to
know
they
had
40,000
calls
last
year
and
there
were
only
11
uses
of
force.
So
that's
pretty
impressive
from
our
whole
team
that
and
when
they
unholster
a
gun.
That
is
one
use
of
force.
So
the
moment
it
comes
out,
that's
that's
considered.
It's
it's
a
use
of
force,
so
11
out
of
40,000
calls
it's
pretty
impressive
and
finally
lieutenant
Davis
dance
with
Jaffe
Hilton,
the
project,
renewal,
fundraiser
and
let
him
know
I
appreciate
his
representing
your
team.
A
S
Thank
You
mr.
Malcolm,
you
have
a
reporter
in
front
of
you
is
for
the
code
Department
for
the
period
of
January.
Just
some
of
the
highlights
off
the
report
we
had
137
permits
written
in
that
month.
We
currently
have
approximately
25
houses
under
construction
within
the
city.
In
case
anybody
hasn't
noticed,
it's
really
picked
up
residential
development.
So
that's
a
good
thing.
S
Graceful
manner,
which
was
mentioned
earlier,
is
the
senior
living
center
that
used
to
be
the
Grace
Baptist
Church
fellowship
hall,
that's
under
construction.
At
this
time,
that's
going
to
be
16
or
17
units
lor
burger
has
started
work.
They
started
putting
in
their
grease
trap
and
doing
some
site
work.
Their
South
on
Broad
is
making
great
headway
and
Murphy
oil
in
front
of
the
Walmart
they're
going
to
be
completely
scraping
and
rebuilding
that
and
installing
a
convenience
store
there,
instead
of
just
the
kiosk.
S
So
there'll
be
some
major
improvements
at
the
look
of
that
site
as
well,
the
city
marshal
portion.
He
picked
up
51
signs
so
from
the
roadway
seriously
150
repair
clean
up
notices
and
investigated
for
tampering
and
theft,
cases
on
which
he
issued
four
citations:
historic
preservation,
granted
Co
a
certificate
of
appropriateness
for
offense
on
West,
Highland,
Avenue
and
exterior
renovations
at
802,
South,
Broad
Street,
which
were
also
approved.
If
you
have
any
questions
about
the
report
or
anything
else
going
on
in
town,
that
I
can
answer,
I'll
be
happy
to
do
so.
A
T
I'm
you
having
your
report.
There
I
mentioned
that
ECG
they
do
their
annual
report.
You've.
Probably,
hopefully
you
all
got
this
Monroe
was
mentioned
in
there
for
our
crowdfunding
interesting
thing
to
them
to
mention
they
also
brought
in
that
same
crowdfunding
partner
that
we
use
to
present
at
the
ECG
economic
development
summit,
which
I
emailed
all
the
about
as
well.
That's
going
to
be
in
end
of
April
in
May
in
Jekyll
Island,
it's
always
a
great
great.
They
do
a
great
job
of
presenting
the
key
factors
in
economic
development.
T
Other
things
to
mention
on
here
is
that
Monroe
has
been
selected
as
the
heart
and
soul
workshop
location
for
GMA
you'll
be
starting
to
see
information
through
GMA.
For
that
it's
a
real
honor
will
be
the
focused
community.
It's
for
you
guys
and
other
elected
officials
can
get
additional
credit
for
training
and
they'll
be
coming
to
Monroe
and
looking
at
some
of
the
things
that
we've
had
success
in
the
past
few
years
with
downtown
development.
So
that's
exciting.
T
The
young
game-changers
will
be
back
end
of
march
and
on
the
20th
watch,
they'll
actually
be
doing
a
site
visit
to
santen
stanton
springs
with
the
Walton
County
Development
Authority.
That
is
also
the
same
time
of
the
county
development
authorities,
economic
development
summit,
March,
21st
and
22nd.
So
hopefully,
everybody
is
planning
to
participate
in
that
and
we
also
we've
switched
over
the
downtown
website
to
a
new
website
that
was
part
of
muni
code
when
they
built
out
the
city
site.
T
T
We
have
warehouse
space
available,
but
when
business
has
come
to
us
and
we
get
references
in
our
office,
we
don't
have
any
available
retail
spaces
for
them,
which
is
a
great
problem
to
have,
and
just
means
we're
probably
about
to
get
to
the
point
of
growth.
Where
we'll
be
looking
for
infill
buildings
and
new,
we
need
new
spaces
for
places
to
go
and
grow
up.
So
that's
exciting
for
us.
Lots
other
notes
on
there.
T
Our
board
meetings
for
DDA,
CVB
or
next
week,
and
the
next
downtown
event
will
have
is
the
car
show,
will
be
shutting
down
Broad
Street
this
year
and
have
the
cars
all
along
Broad
Street,
so
that'll
be
fun
to
do
it.
That's
the
first
time
we'll
ever
do
the
car
show
that,
and
this
is
14th
annual.
So
it's
a
big
show
we're
looking
forward
to
it
any
questions
that.
T
Starts
earlier
that
morning,
but
yes,
it
goes
9:00
to
4:00,
also
wanted
to
make
sure
you
guys
knew
about
the
walton,
proud
bus
tour.
They
do
this
every
year
through
the
chamber.
The
reputation
of
our
education
options
in
this
county
is
a
big
factor
in
economic
development,
and
so,
if
you
guys
haven't
done
the
tour
and
you
have
to
have
this
day
open,
it's
worth
going
to
see
and
you
see
the
students
see
the
sights
here.
The
educators
talk,
it's
really
impressive.
T
E
C
K
G
L
B
Thank
you,
mr.
Crawford.
Just
to
give
you
an
update
on
the
downtown
green
space.
You
know,
of
course,
it's
been
under
environmental
review,
we're
getting
it
into
the
brownfield
program
such
a.
So
what
that
means
is
we've
received
the
pre
limitation
of
Liability
letters
for
the
property
owners.
That's
us
as
the
city
of
Monroe,
with
the
business
interest
of
all
the
cotton
gin,
we've
established
a
prospective
purchaser
corrective
action
plan
and
filed
that
with
the
state,
epd
and
DNR.
B
So
what
that
means
is
they're
just
going
to
review
our
corrective
action
plan
that
has
been
prepared
between
city
staff
and
our
environmental
consultant,
and
what
they'll
do
is
they'll
just
review
that
see
if
they
need
to
add
anything
or
take
away
anything,
send
that
back
and
then
eventually
we'll
get
our
full
lol
letter
after
we
do
maybe
some
small
pocket
remediation
of
soils.
They
may
take
some
of
those
areas
off
the
list.
They
may
add
a
couple
small
ones.
We
don't
know
until
it
goes
to
review
and
I.
B
Don't
really
have
an
exact
timeline
on
when
that
is.
However,
I've
been
told
this
one
ought
to
impact
us
freezing
it
for
public
events.
You
know
it's
just
as
long
as
we're
not
out
there
building
buildings
in
the
dirt.
You
know
we're
okay,
to
use
this
space
and
there's
no
harm
to
the
public,
as
there
has
been
in
past
many
many
years.
It's
it's
been
green
space.
B
So
all
that
is
good
news.
It's
it's
rolling
through
the
processes
with
the
state,
and
hopefully
it
will
not
be
too
awful
expensive
by
the
time
it
gets
its
full
brown
field
review,
but
it's
been
so
far
a
little
bit
less
than
expected
in
total
preparation
work
for
this
this
project.
How
much
we
got
invested
in
ago
already
in
the
prep
work,
we're
we're
under
a
hundred
thousand
dollars
right
now.
B
You
know
by
the
time
it
becomes
a
full
functional
park.
That's
gonna
be
up
to
you
or
still
master
planning
that
deal
and
then
we'll
have
all
that
costed
out.
As
far
as
what
amenities
you
want,
and
you
know,
sidewalks
etcetera,
etcetera
landscaping.
So
that's
gonna
be
up
to
you
all
and
we'll
bring
some
different
design
cry
areas
to
you.
You.
B
Yeah
pretty
soon
well,
I'll
have
a
better
idea
once
we
get
all
our
comments
back
from
the
corrective
action
plan
from
the
state.
So
we
know
if
we
need
to
modify
that
master
plan
in
any
way,
so
I'd
hate
to
put
kind
of
a
half-baked
product
out
there
before
we
know
exactly
the
areas
that
we
may
have
to
carve
out,
or
that
may
take
a
little
bit
more
remediation
than
we
even
know
about
I.
B
Don't
think
that's
gonna
be
the
case,
but
I
want
to
play
it
safe,
but
trust
me
I'm,
I'm
wanting
to
go
as
fast
as
I
can
for
this
project.
It's
gonna
be
a
game
changer
for
the
whole
downtown
in
the
city
itself,
and
speaking
of
that
master
plan
that
you
talked
about
I'm,
getting
some
great
ideas
from
you
all
I
think
mr.
Garrett
I
met
with
Darryl
stone,
had
some
really
good
ideas
on
some
of
the
parks
and
there
will
continue
to
meet
with
each
of
you
to
try
to
draft
up.
B
You
know
several
iterations
of
plans
for
each
Park
in
the
city,
so
that
you
know
we're
we're
shovel
ready
so
to
speak.
As
far
as
grant
funds
and
other
funding
comes
in,
SPLOST
will
start
to
roll
in
later
this
year
and
that's
a
six-year
deal.
So
we
have
six
years
plus
of
work
at
office
work
for
our
parks,
but
it's
all
coming
together.
Good,
getting
a
lot
of
good
creative
ideas
from
you.
L
A
C
S
C
S
Been
subdivided
yet
or
anything
like
that
they're
just
trying
they
got
a
certificate
of
appropriateness
for
the
building
from
the
Planning
Commission
in
their
last
meeting,
and
they
need
to
get
a
variance
height,
variance
on
the
height
for
the
building
to
make
that
completely
official.
They
want
to
go
from
the
35
allowed
to
40
foot
and
it's
gonna
be
kind
of
off
the
road
and
set
down
a
little
bit.
S
S
I
mean
and
we're
probably
gonna
wind
up
modifying
that
height
requirement,
eventually,
anyhow,
due
to
the
fact
that
we're
getting
a
lot
of
more
requests
for
for
taller
buildings
and
been
so
we're,
gonna
have
to
go
to
three
or
even
four
story:
buildings
down
the
road
as
we
grow
I'm,
just
a
lot
cheaper
to
go
up
and
out.
So
that's
the
direction
that
most
builders
want
to
go:
okay,
I.
S
It's
not
a
hospital
it,
so
you
don't
have
to
have
that
on.
This
is
required
for
for
a
personal
care,
home,
assisted
living.
Thank.
A
U
Yes,
thank
you.
Thank
you.
Mr.
mayor,
the
request
is
rezone
for
the
941
Monroe
Jersey
Road.
The
recommendation
is
to
to
match
the
development
pattern
that
intended
use.
Currently
it's
been
you.
It's
been
zoned
as
m1c,
but
the
surrounding
it's
split
zone
with
the
PCD
as
well
so
to
match
the
development
intended
uses.
M1
really
matches
it
correctly,
so
the
owners
requesting
the
rezone
to
facilitate
his
nature
of
his
business
as
it
resides
currently
has
been
operating
there.
Any
questions
about
that.
That's.
A
U
The
applicant
is
major
Humphreys
Brewing
Company
on
320
South,
Madison
Road,
it's
adjacent
to
downtown
Green,
currently
they've
requested
a
license
to
operate
that
that
went
through
legal
and
legal
said.
It
was
okay,
met
all
the
criteria,
basically
they're
going
to
manufacture
the
brewery.
Therefore,
craft
type
beer
and
it'll
be
for
consumption
on-premises
as
well
as
for
sale.
U
U
That's
parcel
number
M:
zero,
zero,
six,
zero,
three
zero
zero,
which
is
705
west
Spring,
Street,
it's
actually
adjacent
and
across
quality
food,
and
it's
the
marathon
gas
station
they're
requesting
a
beer
and
wine
license
again.
We've
requested
legal
to
look
into
that
and
they've
returned
the
applications
and
everything's
in
order
at
this
time
with
there's
any
additional
questions,
we'll
entertain
that.
V
This
is
a
sale
of
a
business,
so
this
is
one
where
you've
got
folks
doing
it.
The
way
that
they're
supposed
to
they
have
they've
done
the
sale.
They
presented
a
management
agreement
that
that
complies
and
and
the
sale
is
completed,
but
there's
a
management
agreement
to
where
the
former
owners
holding
the
license
for
essentially
about
a
thirty
day
period.
Pending
your
approval
of
this
package
sales
for
the
marathon
Food
Mart,
we.
A
V
I'll
defer
to
mr.
Kelly:
this
is
just
to
clean
up.
There's
a
bear.
Second
reading.
Allow
you
all
to
pass
this
next
week.
If
you
so
choose,
this
is
redoing
the
surety
bond,
the
performance,
maintance
bonds
provisions,
I,
believe
it's
article
11
of
the
development
regs
that
gives
better
control
to
the
Code
Department
and
better
flexibility
to
the
developer,
to
get
a
development
agreement
in
place.
That
makes
sure
that
you
guys
don't
end
up
like
we
did
on
some
others
where
we
have.
V
You
know
properties
at
neighborhoods
that
don't
have
topcoats
and
those
sort
of
things
should
we
hit
in
the
future.
We
don't
want
to
recessions,
where
we
have
unfinished
neighborhoods.
It
gives
a
little
bit
better
control.
We
did
a
customized
one
or
the
property
project
that
you
just
approved,
Stone
Creek,
and
so
as
more
and
more
of
those
types
of
projects
come
online.
This
gives
the
part
of
a
better
flexibility
on
these
development
agreements
with
their
performance,
bonds
and
maintenance
bonds,
and
that's
the
purpose
of
this
rewrite
next
week
will
be
your
second
reading
great.
A
K
A
No
ma'am
next
week
we'll
be
discussing
the
resolution
of
Georgia
cities
week,
miss
resolution
that
city
Monroe
recognizes
Georgia
cities
week
April
21st
through
the
27th
of
2019,
and
we
encourage
all
citizens
to
support
the
celebration
and
corresponding
activities.
Then
we
have
a
lot
of
where,
as
us
in
I
will
sign
it.
H
This
is
for
the
2018
year
in
budget
amendments
and
we
have
not
received
the
final
numbers
from
the
auditors.
Yet
we
were
hoping
to
receive
those
by
today,
but
we
will
bring
those
forth
to
you
next
week
for
the
resolution
to
be
approved,
but
we
didn't
get
them
in
time
to
have
it
on
the
agenda.
Okay,.

this

in

just
updating

the

A
B
You
mayor,
this
is
an
item
that
had
been
requested
from
both
the
police
program,
Municipal
Court,
for
over
a
year
now,
and
now
that
we're
in
the
legislative
session
figured
it
was.
You
know
the
right
time
to
review
this
and
I
think
I've
talked
to
many
of
you
about
this
issue.
Basically,
the
state
law
allows
up
to
$25
an
add-on
fees
for
certain
quasi
criminal
cases
or
tickets
adjudicated
in
our
Municipal
Court.
B
V
Surcharge
for
criminal
and
quasi
criminal
offenses
as
prosecuted
in
the
Municipal
Court.
And
whereas
the
city's
desires
have
collected,
said
technology
fee
surcharge
on
each
criminal
and
quasi
criminal
offense,
as
prosecuted
in
Municipal,
Court
with
said
fee
not
to
exceed
$10
for
each
offense
and
whereas
the
technology
fee
shall
be
used
exclusively
to
provide
for
the
needs
of
the
Municipal
Court
and
the
police
department
to
purchase
lease,
maintain
and
install
computer
hardware
and
software
and
purchase
lease
maintain
and
install
equipment.
V
And
software
used
for
imaging
scanning,
fax
communications
projections
and
printing
and
police
department,
hardware,
software
and
issued
body-worn
camera
equipment
and
whereas
all
funds
collected
shall
be
maintained
in
a
separate
account
by
the
Clerk
of
Court
and
expended
only
for
those
authorized
purchases
upon
order
of
the
judge
of
the
Municipal
Court
and
whereas
all
funds
may
be
used
to
reimburse
the
city's
information
technology
department
for
services
provided
to
the
Municipal
Court
and
for
police
department
technology.
Now,
therefore,
be
it
resolved
at
the
mayor
in
the
city
council.
V
Munro
do
hereby
declare
and
adopt
this
resolution
for
the
support
of
a
bill
to
be
sponsored
in
the
Georgia
General
Assembly
authorized
the
Municipal
Court
to
collect
the
technology
fee
surcharge,
as
described
herein,
so
resolved
this
5th
day
of
March
2019.
That
constitutes
the
resolution
mayor.
Thank.

U
U
U
U
He's
request
a
variance
of
approximately
25
feet
for
to
buffer
that
area
I'm.
So
we
we
have
recommended
that,
because,
under
the
rezoning
prior
to
the
rezoning
that
was
not
required
one
now
with
the
rezoning,
it
will
require
a
greater
buffer,
but
he
was
asking
to
reduce
to
25
but
also
plant
Dierdorf
Cedars
to
screen,
and
the
applicant
has
spoken
with
the
adjacent
landowner
and
they
have
no
objections.
