backyard
breeding,
so
backyard
breeding
defined
is
generally
an
unethical
amateur
reform
of
dog
breeding
with
limited
skill
or
training.
A
backyard
breeder
is
generally
just
there
for
the
profits.
They
don't
go
the
extra
mile
for
the
dogs,
they
generally
don't
go
to
the
extent
of
veterinary
care.

This
actually
is
a
graph
of
an
unspent
female
and
her
mate
without
spay
and
neuter.
So
this
is
actually
over
the
span
of
six
years.
So
if
a
unspayed
female
mates
with
a
unneutered
male
and
then
their
puppies
are
never
spayed
or
neutered
and
the
cycle
continues
in
six
years,
you
can
see
that
we
could
be
up
to
67,000
dogs
just
from
two
dogs
not
being
spayed
and
neutered,
and
we
do
understand
that
people
will
spay
and
neuter
at
some
point.
But
it's
just
drastic
that
in
six
years
it
can
get
that
high.

That's
huge
you're
you're,
putting
out
two
and
then
you're
taking
away
four
and
it's
stating
pitbulls
are
still
the
most
bred
dog
in
America.
So
we
believe
we
have
a
breeding
problem,
not
a
pitbull
problem
in
the
70s
it
was
the
Dobermans
in
the
80s
Rottweilers
German
Shepherds,
for
a
while
we're
not
really
here
to
talk
about
breed.
We
just
it's
a
cycle
that
we're
just
hoping
to
end
and
better
for
this
society.

The
Humane
Society
again
state
said
they
believe,
there's
approximately
10,000
puppy
mills
currently
in
the
United
States
one
hundred
and
ninety
four
thousand
dogs
that
are
kept
solely
just
for
breeding
in
USDA
licensed
facilities.
This
is
an
even
non
licensed
and
I
can
speak
from
experience
that,
just
because
you
have
a
license,
doesn't
mean
that
you
are
a
quality.

So
we
have
seen
a
prevalence
in
Monroe
for
this
issue.
I
have
flagged
areas
where
we
have
either
seen
breeding
facilities.
We
have
known
breeders
that
aren't
registered,
or
these
two
lovely
ladies,
they
do
low-cost
or
no-cost
fencing.
They
help
put
them
up
for
people
who
want
to
get
their
dogs
off
the
chain
and
some
of
these
areas
are
they
don't
want
to
spay
or
neuter
their
dog
so
because
they
want
the
opportunity
to
breed
if
they
need
to
to
get
quick
cash.
So
it's
very
close
to
downtown
Monroe,
the
lovely
downtown
Monroe.

that
really
worries
us.
When
we
see
things
like
that,
especially
the
things
that
are
correlated
with
that
top
left.
We
have
a
breeding
pen
on
South
Madison.
This
is
actually
near
animal
control
top
right.
We
actually
found
this
lost
nursing,
mother,
I'm,
Walton,
Road,
separated
from
her
puppies
bottom
left.
We
were
just
driving
down
Walker
Drive
and
saw
that
on
the
mailbox,
pitbull
puppies
for
sale
across
the
street
and
then
bottom
right.
We
actually
have
a
deceased
dog
that
died
on
its
Heather
on
Davis
Street.

These
people
were
just
going
on
with
their
life,
while
their
dog
was
deceased
outside
in
the
front
yard,
an
example
on
the
left.
This
is
an
owner,
surrender,
they're
moving,
and
they
can
no
longer
take
this
puppy
with
them.
We
see
a
lot
of
backyard
breeders.
They
just
want
to
produce
the
puppies
and
get
the
income.
A
good
rescue
will
take
the
puppy
back.
If
you're
having
financial
troubles,
are
you
having
to
move?

You
don't
have
that
option
with
the
backyard
breeder
the
middle,
the
it's
just
another
Facebook
post
I
have
three
boxer
pit
mixes
for
free
a
lot
of
people
scour
the
internet
for
free
puppies
for
dogfighting
in
for
bait,
and
then
on
the
right.
He
wants
20
for
the
puppy.
Just
someone
desperate
for
$20.
You
can
see
that
puppy
just
the
face,
not
in
good
condition,
not
happy
so
the
face
of
over
bred
mothers.
These
are
just
some
that
we
have
witnessed
in
Walton,
County
and
in
Monroe.

Actually,
bottom
right
is
a
breeder
that
we
have
been
kind
of
following.
He
was
actually
at
North,
Broad
and
oak,
and
he
had
all
of
his
puppies
in
the
front
yard.
He's
actually
moved
now
to
a
more
secluded
location
and
he
post
videos.
He
has
them
tethered
to
tractors
and
he
is
just
pumping
them
out
all
the
time
yeah.
So
he's
not
working.
This
is
kind
of
the
situation
we
run
into
a
lot
with
these
they're,
not
working.
They
just
are
trying
to
it's
some
cash.

Every
time
his
dog
is
in
heat
she's
having
a
litter
on
the
Left,
we
have
someone
trying
to
sell
labra
bowls
on
Monroe
online
flea
market
they're,
trying
to
sell
them
as
a
designer
dog.
There
are
so
many
lab
pit
mixes
out
there
for
in
the
shelter
for
forty
dollars
instead
of
400,
it's
not
a
designer
dog
and
people
are
just
trying
to
get
that
extra
money
in
the
middle.

When
you
find
someone
driver's
license
on
the
ground
and
you
look
and
you
see
that
they're
breeding
pitbulls,
you
don't
have
to
look
hard
and
it's
kind
of
sad
they're,
everywhere
they're
anybody's
disposal
on
the
right.
We
have
a
dog
that
was
actually
found
microchips
to
somebody
in
Covington,
and
actually
that
was
on
five
ten,
but
now
they
have
stated
that
they
no
longer
want
her,
because
she
was
too
high
energy,
so
signs
of
dogfighting
these
two
dogs,
pictured
here
were
actually
found
on
boot,
drive
down
in
a
gully
and
they
were
there
for
months.

this
is
actually
a
quote
from
someone
who
lives
off
of
Midland
Avenue.
She
said
my
16
year
old
neighbor
was
telling
me
about
dog
fighting
on
Cook
Street
I
told
him.
He
better
not
be
benefits
and
he
fell.
Silent.
I
told
him
don't
come
around
me
if
you're
involved
in
that
this
is
just
an
example
of
a
dog
in
yeah.
So
this
is
just
behavioral
benefits
of
spay
and
neuter
better
behaved,
less
likely
to
roam
away
from
home.

more
benefits.
Tumors
can
be
prevented
from
spaying
and
neutering.
This
is
just
another
example.
We
have
Sasi
on
the
left.
Indy
on
the
right.
Indy
was
found
at
a
home
in
on
Washington
Street
and
a
crate
full
of
feces,
no
food,
no
water.
They
actually
had
a
tarp
over
her
and
she
it
was
dead
silent.
You
would
have
never
known.

we
have
seen
cities,
counties
and
states
actually
implement
registration
for
your
dog.
Some
do
unaltered
breeding
permits
some
do
a
breeding
license
along
with
a
business
license
for
the
city.

registration
would
be
great
because
you
have
to
register
your
dog
every
year
and
it's
registered
to
you.
So
any
strays
found
they'll
know
exactly
who
to
go
to
having
an
unaltered
permit.

could
keep
your
dog
intact,
but
that
doesn't
necessarily
mean
that
you
could
breed
if,
if
Walton
County
is
euthanizing
that
that
breed,
then
we
don't
feel
like
you
should
be
able
to
breed
more
because
there's
already
enough,
there's
some
in
the
shelter
and
then
the
business
license
breeding
license.
It
would
just
kind
of
be
like
an
extra
element
along
with
already
being
licensed
with
the
Department
of
Agriculture.

met
these
ladies
and
I
became
aware
of
the
work
they
were
doing.
I
saw
a
disturbing
post
on
Facebook
I
knew
that
we
have
a
problem
in
Monroe
with
dogfighting
and
abuse
of
dogs
and
I
see

of
that,
because
I'm
out
running
and
such
around
and
I
just
say
straight
up.
I
disagree
with
the
decision
that
County
Commissioners
made
I've
been
on
that
body.
I
would
have
voted
with
the
two
that
wanted
to
strengthen
the
ordinance.

know
we're
locked
in
because
of
the
service
delivery
strategy.

does

meet

width
requirements

lot
size
requirements
which
produces
more
nonconformity
and
nonconformity
in
those
Lots
are
not
allowed
in
our
zoning
additional

conformity,
also
based
on
the
zoning
of
the
hundred-foot.
In
addition
to
that,
the
setbacks
beside
setbacks
for
the
new
building
to
be
relocated
from
the
Methodist
Church
location
up
to
257.

this
lot
location,
it
does
not
meet
the
setbacks
and,
finally,
the
last
thing
it
doesn't
meet
the
minimum
square
footage
of
the
AR
1,
which
would
be
1600
square
feet
where
this
house
is
1,400

feet

those
not
meeting
the
standards
in
our
zoning
ordinance,

staff
recommended
denial.

was
recommended

Planning

Zoning
at
their
last
meeting.
To
allow
me
to
put
this
historic
home
on
the
law
that
I
own
at

house

located.

understand
the
ordinance
it
was
explained
to
me
well
by
the
staff
I
feel
like
I've
been
treated
well
and
and
given
a
thorough
review.
The
ordinance
in
his
wisdom
allows
for
variances,
and
in
this
case
it
allows
for
grants.
Is
that
or
I
believe
it
says.
I
City
can
consider
a
variance
the
instance.
This
instance
does
provide
a
necessary
improvement
for
the
welfare
of
the
general
public
and
I.
Think.
That's
one
reason
that
the
variance
should
be
approved
because
the
Methodist
Church,
when
this
house
is
gone,
is
going
to
have
a
playground
for
the
community,
not
just
for
the
Methodist
Church,
and
that
would
be
for
the
general
welfare
of
the
public.

also
believe
that
it's
in
the
interest
of
the
council
and
planning
and
zoning
and
mayor
and
council
to
uphold
the
ordinances
that
they
have
adopted,
our
previous
bodies
of
deliberation
have
adopted
that
sets
aside
historic
districts
and
what
better
way
to
preserve
historic
structures
and
move
on
intact
within
the
district
and
conform.
These
non-conformities
in
the
ordinance
non-conformities
are
defined
as
incompatible
with
in
the
district
involved,
with
with
the
permitted
uses
uses
in
this
district
of
single
family
homes
on
Lots,
that's
described
in
a
platinum,
Marlins
subdivision.
Some
of
those
lots
are
50
feet.

them

75,
some
of
them
are
there

My
neighbor
has
270
and
I
believe
that
it's
in
the
interest
in
the
welfare
of
the
public
to
bring
up

it

a
good
example
of
moving

allowed

move

home

lot
and
not
have
to

meet
the
side
that
back

Council

church

that's

capacity
I'm

We
really
support
as
the
leadership
of
the
church
what
mr.
holder
is
trying
to
do,
and
that
is
we're
just

church
is
not
in
the
business
of
renovating
houses
and
we
want
to
get
the
house
into
the
hands
of
somebody
that
can
alter
the
process
of
getting
this
house
back
on.
The
tax
rolls
provide
a
high
quality
house
for
which
is
needed
within
the
city.

lot
of
interest
in
people,
as
you
know,
moving
into
the
city,
and
so
we
want
to
assist
in
that
process
because
we
think
someone
else
is
better
suited
to
to
have
the
funds
to
to
invest
in
the
house
to
make
it
nice

it's
going
from
one
part
of
the
street
to
to
the
other.
So
it
seems
to
be
a
win-win.

know
all
the
way
around.

far
as
that
goes,
I
haven't
looked
into
the
details
of
the
variances
that
are
required,
certainly,
but
you
know,
as
far
as
the
square
footage,
just
logically
it's
already
on
the
street.

just

there's

house

moved
from
from
one
spot
on
the
street
to
another,
so
that
seems
to
be
something
that
would

make
sense

inability
to

left

treat
it

a

manner

allows

people
to
go
one

not

understanding

approve

this

give
approval

staff

make

implement
these
changes.

it
would
simply
approve
the
changes
and
then
staff
would
implement
you

their
discretion,
with

the

Whereas
it
designates
city
use
how
you
park,
use
for
this
facility
at
Athens
tach
around
the
track
and
designates
some
of
what
we
will
be
doing
out
there,
such
as
tearing
out
buildings,
removing
old
asphalt
sections
and
some
tree
plantings
according
to
the
exhibit
here.
But
what
this
will
do
will
help
open
up
that
property
for
general
public
use
and
also
create
a
better,
more
attractive
environment
for
our
partner
over
to
Athens.
