A
B
You
mayor
you've
probably
noticed
a
lot
of
paving
going
on
around
the
city.
It's
paving
season.
You
can
tell
from
the
heat
that's
helping
us
out
a
little
bit,
but
I
want
to
thank
everybody
for
their
patience.
As
we've
gone
through
a
lot,
we
have
a
little
bit
left
to
do
some
striping
on
alcove
II.
Some
intersection
changes
along
the
way,
we'll
be
giving
exact
dates
on
some
of
those
changes
coming
up,
especially
at
alcove
E
and
Breedlove.
B
We're
gonna
make
sure
we
put
out
a
lot
of
signage
and
notifications
will
ahead
of
time
once
we
zero
in
on
that
date
of
change
and
then
on
the
North
Broad
project,
they're,
making
good
progress
out
there
same
there
a
little
bit
of
time
who
needs
to
pass
before
they
stripe
it
and
it's
coming
along.
Well,
that's
all
I'm
gonna
report
right
now
and
unless
you
have
any
other
questions
as
we
move
thank.
C
C
Kind
of
quick
tonight,
if
you
look
at
the
IT
on
the
information
technology
under
the
Central
Services
report,
you'll
notice
that
our
fishing
tests
actually
went
down.
Actually
that
was
one
of
the
lower
months
that
we've
had
in
August
for
the
fails
and
then
to
our
intern
actually
finished
up
her
internship
I
think
she
ended
up
with
about
a
hundred
and
ninety
hours
of
the
240
allotted.
C
The
police
station
right
now,
where
we're
at
on
the
design
is
the
95
percent
drawings,
are
pretty
much
complete
and
then
I
listed
a
schedule,
they're
kind
of
what
we're
anticipated
the
hundred
percent
that
will
bring
back
council
sometime,
probably
early
to
middle
of
this
month.
I'll
send
that
out
so
y'all
can
see
what
everything
looks
like
and
then
you
can
kind
of
follow
through
the
construction
bids.
Complete,
probably
bring
that
back
to
you
in
November
time.
We
let
everything
sit
out
for
30
days
right
now.
C
F
You
mr.
Adcock,
the
financial
status
report,
as
of
July,
is
in
your
packet.
Revenues
and
expenditures
are
training,
as
I
should
for
the
seventh
month
of
the
year.
If
you
have
any
questions
about
that,
I'll
be
glad
to
answer
them.
The
utility
billing
staff,
along
with
Brian
Hopson
and
Mike
McGuire
from
electric
and
telecom,
visited
the
city
of
Douglas
last
week.
We
did
an
on-site
visit
to
them.
F
They
and
they
are
already
using
the
tiler
billing
software
that
we
have,
and
also
the
tannest
software,
which
is
a
remote
meter,
eating
software
that
we
have
in
our
CIP
budget,
and
so
we
wanted
to
go
and
see
how
they
actually
use
that
on
a
daily
basis
and
how
they
implemented
it
and
kind
of
learn
from
their
mistakes.
So
we're
not
like.
We
don't
learn
from
our
own
mistakes.
So
we
it
was
a
very
good
site
visit.
It
was
a
long
ways
away,
but
I
think
it
benefited
all
of
us.
F
I
never
did
omaree
and
on
the
utility
billing
I'm
just
saying
how
they
did
some
things
since
we're
still
new
on
this
billing
software
I'm
just
about
a
month
and
a
half
already
on
it.
We
are
implementing
some
new
features
of
the
new
building
system
that
we
have.
We
have,
what's
called
a
tolerant,
notify
it's
a
pass-through
robocall
so
to
say
so
to
speak
for
past
new
customers.
We
do
this
on
Monday
of
every
week
for
those
off
signs
that
we
have
that
week.
F
So
every
week
we
have
two
to
three
days
of
cut-offs
that
we
do
for
non-payment,
and
this
will
send
out
a
robo
call
to
those
customers.
If
we
have
their
phone
number
on
file,
it
gives
us
a
status
of
that
call
if
it
left
a
message
if
it
actually
talked
to
someone
or
if
it
didn't
get
in
touch
with
anyone
at
all.
F
So
that
way,
we're
hoping
that
we'll
cut
down
on
our
actual
non-payment,
cut-offs
that
we
have
and
our
staff
is
trying
to
if
a
customer
does
not
have
a
phone
number
on
file,
we're
trying
to
get
that
information.
So
that
way,
we
can
utilize
that,
to
the
best
of
our
ability
that
we
do
have
that
we
also
have
a
past-due
email.
If
you
sign
up
for
a
billing
for
email
on
our
new
website
for
the
portal,
it
will
email
you
when
your
bill
is
passed.
F
If
you
sign
up
that
feature
so
we're
gonna,
we've
got
a
lot
of
calls
about
it
and
people
actually
liked
the
idea
and
though
some
people
didn't
like
the
idea,
so
you
can
opt
out
of
it.
If
you
do
do
the
e
billing,
but
it
is
a
nice
feature
to
let
you
know,
hey
it's
passive
and
you
can
click
on
the
link
to
go
ahead,
go
and
pay
it
we're
also
looking
at
into
implementing
other
features
such
as
budget
billing.
That
will
require
a
whole
new
policy
on
budget
billing
and
policy
rewrites.
F
F
F
Thank
You
mr.
Adcock,
this
is
a
request
for
out-of-state
travel,
and
this
is
for
myself
from
December
30
to
December
6
to
Nashville
Tennessee,
and
this
is
for
the
American
Water
Works
Association
water
loss
conference.
This
is
a
conference
in
regards
to
water
loss
and
unaccounted
for
our
Walter
lawson
unaccounted
for
in
the
past.
Several
years
has
kind
of
escalated
and
stayed
at
a
high
level.
F
Rodney
and
I
have
worked
feverishly
through
the
years
and
actually,
through
this
whole
Bil'in
conversion
was
hoping
to
see
if
we
could
find
anything
on
the
billing
in
that
might
be
able
to
be
found,
and
we
have
not
been
able
to
pinpoint
it.
This
is
something
that
is
only
offered
in
the
Southeast
region,
typically
every
four
years,
so
we
were
going
to
take
advantage
of
the
situation
and
go
to
this
conference
to
see
if
there
is
anything
that
we
could
see
that
we
could
think
outside
the
box.
F
That
might
let
us
know
where
we
need
to
look
or
if
there
are
other
features
that
we
should
utilize,
as
well
as
to
talk
to
other
people
with
other
utilities.
That
may
be
at
the
conference
to
kind
of
coordinate
through
that.
So
this
is
an
estimated
cost
of
one
thousand
six
hundred
and
fifty
nine
dollars
to
cover
all
expenses.
The
budget
allocation
and
available,
for
that
is
four
thousand
dollars.
H
C
C
The
Afghan
knew
was
a
little
over
$11,000
I
think
it
was
a
little
over
nine
when
I
actually
pulled
the
report
this
time
last
week,
so
a
good
month
of
August
and
then
the
chart
that
actually
put
together,
we
followed
a
gas
prices
throughout
kind
of
this
region
and
you'll
notice.
That
Monroe
was
actually
the
second
lowest
behind
Covington
right
now,
we're
both
at
4:19
a
gallon.
So
we've
done
good.
C
We
we've
managed
to
get
lucky
and
by
and
lower
times,
so
we're
not
having
to
raise
and
increase
our
price
as
to
where
others
are
project
updates.
Both
the
east
and
west
are
done.
We
had
your
snail
came
out
this
past
Friday
finished
up
the
east
side
and
the
west
side
was
also
completed
the
week
prior.
So
everything
looks
good.
C
It
seeded
straw,
let's
for
a
little
bit
of
rain,
maybe
next
couple
of
weeks
and
we
get
a
little
grass
going
a
little
bit
of
vegetation,
so
we
don't
have
as
much
erosion
and
then
on
the
airport
name
change
the
council
approved
last
month,
which
I
thank
you
for
doing.
That.
I
think
that
was
the
right
thing
to
do.
Everything
is
filed
with
the
state.
C
J
J
We
still
extending
the
hours
to
5:00
o'clock
again
in
August
we
generated
surplus
of
$3,300
for
the
month
of
July
and
year
today
we're
a
little
bit
under
$20,000.
So
that's
that's.
Working
out
pretty
good
update
on
the
project's
drainage
project
is
at
9%.
We
did
get
a
contractor
proposal
for
the
tipping
floor.
J
Welding
project
still
pending
and
those
two
things
I
have
the
automatic,
silent
loader.
We
push
it
back
to
service
date
for
more
training.
We
do
have
a
trainer
coming
in
Thursday
from
Fort
Payne
Alabama
to
work
with
our
mechanics
and
operators.
They
have
been
here
practically
all
day
to
get
that
training
and
also
we
want
to
make
sure
we
give
a
clear
message
to
the
citizens
when
we
put
it
out,
make
sure
that's
what
guidelines
they
know.
How
to
manage
to
set
out,
and
only
other
thing
I
have
is
reminder
about
the
holiday
pickup.
J
K
You
you
have
the
report
in
front
of
you
I'll,
be
happy
to
answer
any
questions
about
the
different
divisions
and
the
numbers
they
have,
but
I'm
right
now,
as
Logan
mentioned
earlier,
we
Haven
on
alcove
II
Street
was
finished
Thursday
afternoon
around
about
six
o'clock,
which
turned
out
great
and
I.
Don't
know
if
any
of
you
had
a
chance
to
ride
down
through
there,
but
it
turned
out
real
nice
I'm
real
pleased
with
the
way
it
turned
out
just
to
give
a
little
information
we
had.
K
Of
course
most
you
know
the
city
worked
along
with
Walton
County.
We
had
about
23
people
out
there
each
day
that
that
project
was
going
on.
We
put
out
about
2,500
tons
of
asphalt
and
I
was
just
real
happy
with
the
way
everything
worked
out.
Their
crew
really
produced
us
a
real
nice
quality
product,
so
hopefully,
everybody's
had
a
chance
to
go
out
there
and
ride
across
that
we've.
Also
up
at
202
East
free
Street
in
front
of
the
LR
burger
establishment.
We've
got
the
sidewalk
replaced.
I
J
We
ask
you
approval
to
purchase,
which
is
like
one
of
our
solid
waste
purchases
capital
purchases
this
year,
a
new,
automated
leap,
vacuum
truck
at
$170,000
and
6100
7061
dollars
to
also
include
the
addition
additional
$20,000.
That
unit
would
repriced
because
of
a
right
handed
conversion.
It's
automated
truck,
so
the
operator
was
sitting
on
the
right
hand
up
the
truck
and
he
has
a
toggle
switch
and
he
actually
picks
up
leaves
as
a
one-man
operation
and
the
original
purchase
price
was
under
our
budgeted
amount.
H
I
A
J
It
will-
and
there
probably
will
be
some
times
where
you
have
to
have
an
additional,
mainly
because
of
the
set
ups.
You
know
some
some
customers
may
put
it
out
too
far
and
you
got
to
have
someone
to
you:
don't
really
get
to
the
power,
but
that's
that's.
The
reason
for
the
design
is
to
eliminate
potential
workers,
comp
injury.
J
B
Mr.
braley,
that
is
something
that
we've
been
discussing,
that
I
think
we
could
probably
deploy
this
thing.
Year-Round,
there's
always
leaf
litter,
you
know
even
in
the
summertime,
so
we
need
to
evaluate
the
personnel
and,
given
that
this
cuts
the
personnel
down,
we
may
be
able
to
deploy
this
thing
around.
B
I
N
A
B
You
mayor
just
wanted
to
hit
a
couple
points.
I
think
mr.
Thompson
mentioned
it
last
month
that
now
that
we've
rolled
out
the
new
bills,
I
think
there's
been
a
lot
of
chatter,
especially
on
various
social
media
platforms
about.
Why
is
my
bill?
So
high
and
I
wanted
to
first
note
that
we
haven't
raised
our
rates
at
all.
B
Same
structures
been
in
place
since
2012
I
do
believe
so
that
hasn't
changed
and
we've
pulled
usage
amounts
so
just
kind
of
wanted
to
make
a
note
that
it
has
been
overnight
over
90
degrees,
24
times
just
in
the
August
billing
cycle.
Okay,
so
and
out
of
those
it's
been
over
95
degrees,
seven
days
all
right,
so
the
more
you
use
more
energy,
you
use
more
water
use,
the
more
your
bill
is
going
to
be.
It
has
been
an
extremely
high
month.
B
B
So
if
your
bill
is
up
20%
from
June
to
July
and
then
another
12%
in
August,
that's
kind
of
right
on
par
with
you
know,
the
energy
we're
selling
energy
were
buying
same
for
water,
wanted
to
know
that
in
water
it's
up
26%
from
the
previous
month's
billing,
we're
selling
residential
forty
two
and
a
half
million
gallons
compared
to
May
when
it
was
still
raining
a
little
bit
for
half
of
the
month.
Thirty
three
point:
seven
million
gallons.
So
your
bills
are
a
direct
correlation
with
the
energy
usage
and
water
usage.
L
B
O
Sir,
thank
you
just
a
couple
of
points
of
interest:
real,
quick
on
the
electric
side.
They're
starting
with
we've,
got
the
street
light
installations
moving
forward
on
North
Broad
Street.
My
understanding
is
they've
tried,
they're
the
best
of
their
ability
to
stay
out
of
the
way
of
the
paving
that's
going
on
up
there.
They've
got
about
50%
of
the
lights,
and
the
conduit
has
been
installed
at
this
point,
so
they're
making
good
progress
on
that.
O
We
met
with
the
company
true
Vista,
about
their
over-the-top
video
platform,
their
over-the-top
video
platform
that
they're
having
they
are
sending
we
met
with
their
engineers
on
a
conference,
call
Brian
myself
and
Justin
Milligan.
They
are
sending
us
a
test
box
should
be
here
in
the
next
several
days.
Hopefully
we'll
be
able
to
hook
it
up
and
take
a
look
at
actually
a
real-world
sample
of
what
their
video
offering
is.
Gonna,
look
like
on
our
over-the-top
solution
that
we
were
pursuing.
O
This
will
be
rolled
out
in
areas
where
we're
doing
our
fiber,
where
we
don't
have
cable,
TV
services
currently
in
place,
so
we're
moving
forward
with
that.
As
Miss
Thompson
has
already
said,
we've
we've
met
with
the
city
of
douglasville,
which
was
a
great
meeting,
went
down
there.
On
the
electric
side,
we
looked
at
the
software
to
see
what
all
could
be
done.
One
of
the
is
from
a
telecom
standpoint,
one
of
the
first
that
would
be
kind
of
excited
me.
So
much
was
usually
any
time
we
have
an
area
outage.
O
The
first
thing
we
try
to
do
is
we
try
to
find
out.
What's
going
on
in
terms
of
power?
Is
the
power
out?
That's
the
first
question
we
always
ask,
and
with
these
meters
we
have
the
ability
to
actually
be
able
to
tell
right
off
the
bat
if
there's
a
power
outage,
that's
affecting
our
telecom
services.
So
we
were
really
excited
about
that.
We
spent
a
great
deal
of
time
talking
with
them.
As
she
said,
it
was
a
long
trip,
but
it
was
definitely
well
worth
it.
O
O
They
gave
us
a
list
of
modems
that
are
very
successful
for
them,
so
we
ordered
a
couple
to
try
them
out
and
gives
us
great
ability
to
go
in
there
and
take
a
look
at
a
customer's
Wi-Fi
devices
that
are
connected
and
they
can
tell
us
if
they're
getting
poor
performance.
We
can
look
at
that.
We
could
say:
hey
your
channels
are
overlapping.
Maybe
we
need
to
change
this,
that
they
forget
their
password
to
their
Wi-Fi
will
be
that'll,
be
all
the
stuff
we'll
be
able
to
manage
now.
O
So
we've
tested
that
at
a
couple
places
we're
gonna
put
a
couple
more
out
there
for
some
testing,
but
we're
looking
forward
to
move
forward
on
that
to
be
an
offering
that
we
can
give
to
our
customers
as
an
added
service.
So
if
y'all
have
any
other
questions
for
me,
I'll
be
glad
to
answer
them.
For
you.
G
P
You,
mr.
little
month,
reports
are
there
and
then
I've
got
my
progress
report.
Here
too,
nothing
really
changed
from
the
previous
month.
Don't
it
I
do
have
two
new
items.
I
wanted
to
make
you
aware
of
September
the
17th.
We
have
our
2020
CDBG
kickoff
meeting.
That's
gonna,
be
a
stormwater,
slash,
paving
slash
urban
project
on
3rd
and
4th
Wilkins
Cherokee
Indian,
curry,
Felker
Street,
Hawk,
Wood,
Street
and
Hubbard
Street.
So
it
addressed
some
of
the
drainage
issues
that
we're
having
in
those
areas
and
then
on
the
19th
of
September.
P
H
E
Q
Overall
July
was
good
month
for
us.
I
was
our
second
month
where
we
had
no
significant
structure
fires
in
the
city.
So
that's
a
good
news
to
report.
We
do
receive
our
rescue
tools
that
we
got
the
grant
for
and
those
have
been
placed
in
service
on
our
new
engine.
We
were
able
to
purchase
a
new
shipping
very
damaged
container
for
our
training
center.
That
will
be
used.
Q
We
like
the
trans
Center
on
fire,
but
we're
delicate
with
it
last
is
a
very
long
time
and
the
new
containers
more
so
we
can
do
more
aggressive
type
training.
You
know
we
can
actually
do
back
draft
training,
smoke,
explosion,
training
stuff
like
that,
and
it's
a
throw
away
container.
So
we
should
get
five
to
eight
years
out
of
that
thing
and
we
can
be
pretty
aggressive
with
it.
Q
But
that's
what
that
purchase
was,
and
then
the
cotton
cafe
course
posted
a
thing,
your
few
weekends
back
and
sponsored
us
and
was
able
to
give
us
a
$300
check
that
we
put
towards
community
risk
reduction,
fire
prevention,
education,
and
so
that
was
pretty
nice
and
the
only
other
thing
I
have
this
next
month
is
fiber
arrest,
remote.
So
we'll
have
some
stuff
going
on
around
town
with
that
y'all
just
be
on
the
lookout.
Yeah
answer
any
questions:
you
have
any
questions.
R
Thank
You
mr.
Bradley
July
was
pretty
busy
month
for
us.
We
did
respond
to
a
total
of
5,000
360
calls
for
service
and
I
know
it's
not
listed
on
this
front
sheet
here,
but
when
you
add
in
our
calls
for
service,
along
with
the
MPD
area,
checks,
that's
what
the
total
comes
up
to.
Is
that
5,000
number
something
note.
Here's
on
our
part
one
crimes,
which
is
your
serious
crimes.
We
do
see
an
increase
here
of
17
percent
more
than
what
it
was
last
year
at
this
time
and
on
our
part,
two
crimes.
R
We
are
actually
down
44%.
Our
officers
participated
in
over
seven
seven
different
community
events
and
something
that's
noted
as
what
our
joint
ops
unit
you
know,
I
speak
highly
on
that
team.
They
did
execute
two
search
warrants
in
the
month
of
July.
One
was
a
result
from
our
fourth
of
July
celebration,
which
we
get
it
every
year
where
people
want
to
discharge
firearms.
We
had
a
significant
one
down
here
on
source
Street,
where
we
had
multiple
gun
shots
that
were
fired
and
we
ended
up
making
three
arrests
off
executing
search
warrant
at
incident.
L
R
Correct
the
first
one
that
you
see
before
you
is
the
the
agreement
between
the
City
of
Monroe
and
the
Walton
County
School
District
for
the
Monroe
High
School
SRO
program,
which
is
in
the
amount
of
fifty
five
thousand
dollars.
Just
recommend
it
before
Council
for
approval,
and
this
will
need
your
signature
as
well.
Mayor.
A
L
L
L
R
L
R
Sir,
what
this
is
is
just
our
annual
cost
for
the
axon
taser
body
cameras
that
these
officers
wear
it's
a
five
year
contract,
what
our
annual
cost
of
forty
one
thousand
six,
ninety
nine
and
91
cents,
and
just
asking
for
approval
to
go
forward
with
this.
It
was
already
proved
in
the
budget
cycle,
but
because
this
is
an
annual
cost,
just
rain
before
the
council
and
the
amount
of
money
it
is.
B
B
L
B
R
Just
to
let
you
know
exactly
with
this,
you
know
those
body-worn
cameras,
I,
don't
even
know
how
you
put
in
words:
I
mean
they're,
just
irreplaceable
I
mean
it
they've,
they've
saved
us,
I
would
say
millions
of
dollars,
but
hadn't
been
for
those
body-worn
cameras.
When
we
had
that
incident
in
front
of
the
hotspot
down
there
when
we
had
an
officer-involved
shooting,
it
showed
clearly
what
took
place
that
day
so
I
mean
that
there
it's
what
you're
seeing
across
the
country
now
that
officers
interaction
they
have
with
citizens.
L
B
M
R
L
T
Five
years
ago,
I
believe
that's
I,
think
that's
the
issue
is
this
is
the
second
time
they're
back
bidding
I
guess
for
lack
of
a
better
word.
This
is
the
second
time
that
they're
going
for
a
five-year
agreement.
So
this
extension,
if
you
will
of
the
prior
relationship,
that's
already
been
in
place
for
five
years.
I
think
that
what
the
police
department
is
seeking
is
approval
of
both
to
answer
your
question
directly.
Mr.
L
L
T
Because
it's
not
a
capital
expenditure,
the
same
reason
why
I
came
out
of
your
CIP.
It's
essentially
licensing
agreement
for
lack
of
a
better
word
you're,
getting
their
software
system
you're,
getting
their
upload
system
into
the
cloud
you're
getting
the
maintenance
of
the
units.
If
one
breaks
those
sort
of
things
it's
it's
I
guess
it
would
be
similar
to
what
we
do
when
we're
paying
for
Microsoft
Office
or
those
sort
of
things.
It's
a
it's
an
ongoing
annual
licensing
agreement.
T
D
T
T
Wood,
this
wood
I
mean
getting
a
little
technical
here,
but
there
is
a
master
agreement
that
was
signed
a
very
long
time
ago.
That
I
have
not
looked
at
that's
probably
in
five
years.
It's
probably
30
pages,
and
what
you're
approving
is
the
city's
obligations
under
an
extension
of
that
master
agreement
with
these
new
pricing
terms
on
it.
So
of
course,
there
are
other
more
technical,
detailed
terms,
but
it
is
a
pricing
agreement
that
takes
you
through
five
payments,
the
last
to
be
in
2023,
but
the
agreement
extends
to
July
of
2024.
L
U
Was
coming
up
here?
Thank
you
code,
Department
report
covering
July.
Just
some
of
the
highlights
from
that
report.
We
had
seven
new
businesses.
Mr.
Malcolm
Yuen
requested
that
we
put
the
addresses
on
this
report.
It's
not
on
this
one
because
it
was
produced
prior
to
your
request
and
wasn't
amended
so
I
apologize
for
that
it'll
be
on
the
next
report.
We
had
13
businesses
that
closed
out
their
business
license
major
ongoing
projects
that
we
had
are
still
Silver,
Queen,
Main,
Street
Apartments
and
the
Wow
Express.
Of
course,
LR
burger.
It's
getting
real
close
to
opening.
U
So
that's
that's
gonna,
be
great
I!
Think
into
this
month,
beginning
in
next
month,
they'll
be
ready
to
get
in
operation.
The
city
marks
will
remove
72
signs
from
the
roadway
Road
158
repair.
Cleanup
orders
did
their
inspections
on
follow
up
on
those
the
investigator
floor,
tampering
cases
and
wrote
eight
citations.
U
O
L
U
U
M
N
Thank
you
very
much.
The
main
thing
to
mention
is
that
we
just
got
back
from
the
Georgia
downtown
conference
and
downtown
Monroe
won
two
awards
this
year,
one
for
creative
new
event
and
then
also
we
went
downtown
of
the
year
for
outstanding
community
transformation.
So
congratulations
to
all
of
you.
Your
support
and
funding
over
the
years
have
made
that
possible,
and
so
we're
really
honored.
That
was
a
great
award
for
us
to
win
and
I
can
see
here.
The
plan
for
the
concert
this
Friday
we're
excited
about
it.
N
A
lot
of
departments
have
been
working
hard
to
get
that
site
ready,
and
this
will
be
a
good
first
run
to
what
it's
like
to
do.
A
major
event
there,
so,
hopefully
that'll
help
as
we
pursue
development
of
that
park
and
kind
of
get
a
feel
for
it,
and
in
reference
to
that,
as
of
September
1st,
the
Georgia
Department
of
Natural
Resources
has
released
the
pre-application
for
two
very
large
grants
that
we're
going
to
be
going
for
four
part
development.
N
So
we'll
be
back
before
you
with
resolutions
to
pursue
those
in
the
next
month
or
so,
and
then
we'll
be
getting
letters
of
support
from
businesses
and
property
owners
and
partners.
So
it's
a
long
process,
but
hopefully
it'll
really
advance
us
quickly
in
development
of
some
of
these
parks.
You
have
any
answer
any
questions.
You
have.
D
N
You
right
now
routing
plan.
We're
gonna,
do
a
bigger
map
that
we'll
post
online
to
height,
let's
kind
of
zoomed
out
from
this
one
that
says
these
are
areas
you
can
park,
you're
going
to
encourage
people
to
use
public,
Lots
and
walk
the
bank.
Parking
lots
will
be
available
after
5
p.m.
Peters
and
Foster's
would
be
closed.
That
would
be
available.
So
there's
a
lot
of
adjacent
parking,
but
it's
going
to
be
away
from
right
there
at
the
park.
So
you
guys
there's
an
event.
N
There
will
be
trying
to
protect
that
parking,
but
it's
it's
all
going
to
be
a
learning
lesson.
We've
probably
had
five
to
seven
calls
today
and
how
to
get
there
so
we'll
see
how
it
goes.
These
events
a
lot
of
people
drive
in
from
outside
of
the
community.
We
get
a
lot
of
calls
even
when
it's
in
the
place
people
expect
because
they
trying
to
figure
out
how
to
get
there
and
we're
at
a
park.
So
we'll
tell
them
the
same
things
and
use
social
media
to
hopefully
get
the
word
out
and
then
we'll
see.
B
B
A
B
B
So
back
at
one
of
the
planning
retreats,
it
was
generally
considered
to
work
our
way
from
the
inside
out,
so
I
think
we're
obviously
working
on
the
town
green
pilot
park.
You
know
for
smaller
children
to
have
a
good
play
area
and,
of
course,
childers
Park
and
then
we'll
start
expanding
out,
hammond
matthews
coker,
so
I
don't
have
an
exact
order,
but
that's
kind
of
the
general
scheme
there.
As
we
start
developing
our
funding
sources,
a
little
bit
more
grants
estate.
He
was
talking
about
as
this
boss
comes
in
and
maybe
some
other
partners.
B
D
B
Hard
to
say
it
depends
on
how
successful
we
are
and
getting
some
grant
funding
and
some
private
fundraising
partnering
with
people
like
Athens
tech
to
create
a
very
low-cost
Park.
Is
you
know,
a
win
for
the
city
I
think
so
it's
hard
to
say,
I
mean
to
do
a
full
build-out
of
the
the
master
plan
that
we've
presented,
probably
four
to
six
years
because
of
the
funding
because
of
the
fun
it's
all
dependent
on
the
funding.
You
know
we
could
go
about
as
fast
as
you
wanted
to.
A
V
You
mayor
at
the
intersection
of
206
Hammond
Drive
and
150
Baker
Street,
the
applicant,
which
is
First
Christian
Church,
has
requested
a
variance
of
the
sign
ordinance,
basically
they're,
going
to
keep
the
monument
of
the
brick
Monument
and
the
pedestals
and
inside.
That
is
a
four
by
eight.
It
currently
internally
lit
sign
what
they're
proposing
is
having
a
digital
message
board
on
the
bottom
1/3,
and
the
top
1/3
would
be
requiring
the
halo
or
external
lighting
for
the
the
the
line.
V
The
section
of
the
sign
that's
fixed,
it
would
not
be
digitally
lit,
pnz
did
approve
request
and
this
office
does
recommend,
approve
the
conditional
requiring
the
Halo
or
external
lighting
for
the
area
of
the
Sun,
which
has
the
text
first,
Christian
Church.
If
you
have
any
questions
at
this
time,
entertain
those.
V
Currently
they
stated
in
the
PNG
meeting
that
it
would
be
fixed.
It's
not
going
to
be
a
rotating
message.
They
just
want
to
get
away
from
having
to
put
the
individual
letters
up
their
weekly
and
want
to
bring
it
up
to
the
20th
21st
century
and
do
an
electronic
display
for
the
message
bird
board,
and
it
would
not
be
a
digital
running
message
to
be
a
fixed
message
and.
B
A
There
any
any
questions
or
comments
well
next
week
move
into
the
approval
for
the
chamber
of
commerce
contract.
Terri
smiley
will
be
here
next
week.
It's
our
annual
contract
with
them
to
operate
the
chamber
of
commerce
and
it's
our
percentage.
It's
it's
gonna
be
the
same
as
last
year.
I'm,
so
she'll
come
talk
about
just
about
that
next
week.
If
you
have
any
questions,
feel
free
to
ask,
it
may
not
have
an
answer
but
think
about
them
over
the
next
few
days,
and
you
can
ask
her
when
she's
here.
B
A
B
Let
me
give
you
a
little
bit
of
background
on
this,
so
this
comes
as
a
result
of
Senate
bill
66,
which
came
through
gold
dome
earlier
this
year.
Essentially,
it
dictates
the
regulatory
capabilities
that
municipalities
have
when
it
comes
to
small
cell
aka
5g
Wi-Fi
facilities
located
in
your
towns
to
comply
with
this
act
and
to
have
any
say-so
at
all
and
how
we
can
manage
or
negotiate
with
these
companies
as
they
come
into
our
towns
about
there,
some
of
some
aspects
of
their
deployment
of
these
devices.
B
We
have
to
have
an
ordinance
drafted
and
approved
by
October
1
of
this
year.
If
not,
the
telecommunications
companies
basically
can
tell
us
100%
what
to
do
where
they
want
to
locate
these
devices
without
any
say-so
of
the
government
and
without
any
permitting
or
fees
associated.
So
essentially,
what
we
have
here
is
an
ordinance
that
allows
for
permitting
that's
the
price
there,
along
with
the
permitting
gives
the
city
some
latitude
as
to
where
we
can
somewhat
choose
to
allow
them
to
locate.
B
We
don't
have
a
lot
of
say-so
in
this
in
this
bill,
but
a
little
bit,
we
have
it's
things
like.
If
there's
an
underground
a
service,
neighborhood
electrical
service
neighborhood,
you
can't
just
drop
a
pole
in
the
middle
of
it
and
historic
districts.
We
might
have
a
little
bit
of
negotiating
power
as
to
where
they
want
to
co-locate
some
items,
specifically
around
traffic
lights
and
things
of
that
nature.
So.
B
There's
we
don't
have
a
lot
of
say
so,
but
we
have
a
little
bit
in
this
and
that
we
can,
you
know,
create
a
table
of
decorative
poles
that
may
help
minimize
some
of
the
broad
aesthetic
changes
that
a
lot
of
these
telecommunications
companies
would
have
an
effect
in
our
towns.
So
that's
the
gist
of
it.
I
would
refer
to
mr.
Rosenthal
to
add
anything
else.
B
T
Read
it
but
briefly,
I
think
just
candidly
mr.
Probst
did
a
wonderful
job
of
sugarcoating
it,
the
telecommunications
company
kind
of,
tells
us
all
what
to
do
under
this
new
statute,
and
that's
just
the
way.
It
is
because
that's
what
the
gold
dome
passed
I
will
note
that
mr.
Thompson,
not
here
tonight,
has
already
done
a
good
job
of
talking
with
some
of
these
primary
providers
they'll
be
coming
in,
because
the
statute
did
provide
one
very
important
out
which
we
modified.
T
Thomas
do
a
good
job
working
with
them
on
negotiating
agreements
so
that
we
can
get
the
right
looking
poles
and
those
other
sort
of
things
desire
I'll
blow
through
this.
This
will
be
your
first
reading.
We'll
need
a
second
reading
next
week
and
approval
next
week,
so
no
action
to
be
taken
tonight
just
first
reading.
This
is
in
order
to
cement
chapter
98
of
the
Code
of
Ordinances,
a
city
Monroe
Georgia
regarding
cities,
wireless
facilities
and
antennas
ordinance,
the
mayor
and
council
city
Monroe
hereby
ordain.
