C
Thanks,
let's
pray
I
father
God.
We
thank
you
for
your
word
declares
that
in
everything
we
are
to
give
thanks
and
so
Lord
we
pause
to
say.
Thank
you.
Thank
you
for
this
day,
God
in
which
Your
mercies
have
been
new,
and
we
bless
your
name
for
that
Lord.
We
come
asking
that
you
please
bless.
This
city
bless
the
City
of
Monroe.
We
realize
that
this
is
here.
C
Your
city
for
the
earth
is
yours,
the
fullness
thereof,
and
they
that
dwell
therein,
and
we
pray
that
you
please
bless
this
meeting,
that
you
were
ruling
super
rule
over
it.
I
pray
God
that
we
will
lead
with
a
sense
of
integrity,
honesty
and
love
and
Lord.
We
pray
that
you
will
continue
to
let
your
light
shine
upon
us
and
bless
us,
especially
during
these
Christmas
holidays,
I,
pray
for
safety
and
the
well-being
of
our
citizens
and
I
pray
that
ultimately,
she
would
continue
to
give
glory
and
praise
in
Jesus
name.

A
A
K
Thank
You
mayor
this
is
a
resolution
adopting
the
2020
budget
for
the
city.
Monroe
Georgia
appropriating
amounts,
as
shown
in
each
budget
as
expenditures
adopting
the
revenue
projections
and
prohibiting
expenditures
to
exceed
appropriations.
Now,
therefore,
be
it
resolved
by
the
mayor
in
the
city,
council.
K
Here
in
the
budget
are
hereby
approved
for
the
amounts
and
purposes
indicated
and
whereas
any
organizational
chart
changes
or
descriptions
contained
herein
in
the
budget
or
approved
as
indicated,
and
whereas
the
rates
list
that
are
so
authorized
by
the
mayor
and
city
council
and
are
approved
for
the
amounts
and
purposes
indicated
and
whereas
a
budget
amendment
is
considered
any
action.
The
mayor
and
city
council
to
purchase
items
not
included
in
these
original
budgeted
figures.
K
Now,
therefore,
be
it
resolved
that
the
expenditures
shall
not
exceed
the
appropriations
authorized
by
this
budget
and
that
the
expenditures
for
the
fiscal
year
shall
not
exceed
funding
available
so
adopted
by
the
mayor
and
council
city
Monroe.
This
10th
day
of
December
2019
that
the
resolution
mayor
Thank.
L
Question
it's
my
last
meeting
you
were
saying
basically,
we
had
12
I'm
opening
we're
position,
one
filled
but
I
thought
going
through
my
email.
I
noticed
you
had
created
two
more
positions
that
you
didn't
say
anything
about
last
week
that
will
be
stated
crisis
with
your
trying
to
make
a
department
here
and
Chris
Bailey
you're
trying
to
make
on
assistant
city
administrator.
I
B
L
Find
that
I
running
being
normally,
if
you
got
a
department
here,
city
council,
port,
a
partner,
but
there's
been
no
real
discussion
in
that
job
have
not
been
put
out
to
be
for
other
people
fell
flat.
For
that
don't
seem
fair
to
people
that
may
want
okay
I'm
trying
to
understand
how
did
this
occur
without
fool
meeting
where
we
actually
looking
at
applicants,
there
may
be
a
qualified
for
their.
H
B
L
Feel
like
you've,
given
us
a
choice
with
kennedys
that
may
be
qualified
for
this
job,
being
it
I'm.
Basically
thinking
that
job
just
throw
this
in
the
2020
budget
at
the
last
minute,
so
that
the
talk
we
get
profit.
So
this
was
not
discussed
at
the
budget
me
they're,
not
just
getting
back
in
town,
so
I
got
a
chance
to
see
it
yesterday
and
I.
Don't
I,
don't
understand
how
that
this
wasn't
discussed
last
week.
If
you
plan
on
putting
in
2020
budget
this
week,
so
I
find
that
a
little
bit
disturbing
it's
a
port.
D
D
B
L
L
L
City
council
had
to
appoint
all
department
here
so,
regardless
of
what
you
want
to
call
it,
the
City
Council
should
be
given
an
opportunity
to
have
multiple
candidate
that
may
be
qualified
for
their
position.
I
ain't
saying
she's
not
qualified
for
it,
but
I.
Don't
like
the
process
that
we're
going
through
what
I've
noticed
is
we
seen
me
throw
everything
in
a
budget
right
before
it's
time
to
vote
on
budget
I've
known
existed
for
the
last
two
or
three
years
that
we
see
me
throw
everything
in
a
budget
when
it's
time
to
vote
on.
A
L
A
B
L
Recommend
we
put
it
off
for
more
discussion,
but
I
just
think
that
I
don't
want
to
call
it
on
the
hand
and
undermining,
but
really
that's
how
I
look
like
it
is
being
underhand
and
undermined
enough.
Cuz
I
had
no
I
just
to
reading
this
email.
Yesterday,
like
I,
said
I
was
like
10
over
weekend
and
found
out.
You
talked
about
it
last
Tuesday
by
creating
to
air
position,
but
you
never
said
nothing
about
these
to
position.
You
said
to
email
the
next
day,
almost
at
5
o'clock,
the
next
agenda
don't
come
out
until
Friday.
J
E
J
E
K
If
we
can
just
interject
here,
this
is
your
purview.
Our
suggestion
would
be
that
you
approve,
if
that's
your
inclination,
that
you
approve
the
budget
accepting
the
the
proposed
organizational
chart,
because
it's
that
organizational
chart,
because
because
the
city
administrator
is
correct,
this
is
not
creating
any
new
staffing
positions.
This
is
moving
around
boxes
on
an
organizational
chart,
so
our
suggestion
advice
would
be.
Should
you
be
desired
to
do
it?
E
B
B
K
Position
with
tip
of
the
beads,
if
you
don't
address
the
organizational
chart,
then
last
year's
organizational
chart
stays
and
then,
when
y'all
are
ready
to
address
this
as
a
whole
on
an
organizational
chart
on
who
fills?
Is
it
promotional
or
not,
or
is
it
a
new
position
created,
I
think
there's
some,
the
law
of
unintended
consequences
is
going
to
potentially
present
itself.
So
it
is
your
purview
and
it
is
this
council's
purview
to
do
it.
How
you
choose
our
advice
would
be
adopt
the
budget
accepting
out
that
organizational
chart.
J
J
A
K
A
B
A
I
A
K
You
mayor
just
a
quick
reminder:
this
is
simply
a
change
of
the
starting
hours
for
Sunday
on-premises
sales
from
12:30
to
11:00
a.m.
pursuant
to
the
mimosa
bill
referendum
that
the
voters
of
this
city
passed
at
the
November
election.
This
is
an
ordinance
to
amend
chapter
6
of
the
Code
of
Ordinances,
the
city
Monroe
Georgia,
regarding
alcoholic
beverages
and
for
other
purposes.
The
mayor
in
the
city

of

A
B
B
B
B
B
K
M
The
only
thing
I'd
like
to
add
is
we
already
fall
under
the
state
fire
standards.
No
standards
are
actually
being
changed.
The
biggest
difference
we're
going
to
fall
into
is,
instead
of
the
state
of
Georgia
coming
and
doing
the
inspections.
It's
taking
the
fees
we're
going
to
do
that
locally
and
that's
going
to
be
the
biggest
relief
to
our
businesses
within
the
community.
K
Err.
This
is
a
resolution.
The
mayor
and
council
city
manager
Oranje
to
adopt
the
state
minimum
fire
standards,
whereas
the
City
of
Monroe
Georgia
has
been
vested
with
substantial
power
to
regulate
the
use
of
property
within
the
city
for
the
purposes
of
maintaining
the
health,
moral
safety,
security
piece
of
general
welfare
of
the
city
and
where
it's.
Pursuant
to
the
official
code
of
Georgia,
annotated,
25

4.
The
State
Fire
Commissioner
shall
adopt
such
rules
and
regulations
as
he
deems
necessary
to
promote
the
state
minimum
fire
safety
standards.
K
And
whereas,
pursuant
to
the
official
code
of
Georgia,
annotated,
25

sub
B,
the
city
is
authorized
to
adopt
the
state
minimum
fire
safety
standards
outlined
in
OC,
GA
25

And
whereas
the
mayor
and
city
council
have,
as
part
of
the
general
planning
and
development
procedures
for
the
city,
determined
that
it
would
be
in
the
best
interest
of
the
city
to
adopt
the
state
minimum
fire
safety
standards.
And
whereas
the
mayor
and
city
council
have
has
to
be
included
in

of

A
K
You
mayor,
this
is
going
to
codify
what
you
just
passed
in
your
resolution.
We'll
have
it
in
place
at
the
next

and
this
includes
a
few
other
important

has
needed
in
terms
of
lockbox
ordinances
and
alarm
ordinances.
This
is
an
ordinance

You

thank

that
together

working

on
the

gone

I
just
want
you
to
know
how
much
I
appreciate
it.
Everybody
has
a
very
happy
holiday
season
and
I
need
a
motion
to
adjourn.
