B
A
C
Let's
pray
Lord
first
and
foremost,
we
just
thank
you
for
the
ability
to
wake
up
this
morning
and
go
to
work,
go
to
school
and
come
to
these
meetings
as
we
do
your
business
in
this
great
town.
Secondly,
we're
thankful
for
what
you're
doing
here
in
this
city,
from
the
small
businesses
opening
up
to
the
families.
Moving
in
to
the
churches
overflowing
to
excitement
to
a
buzz
to
everything,
Lord,
you
are
continuing
to
bless
this
place
or
we're
just
thankful
that
we
are
here
or
to
experience
it.
C
We're
thankful
for
those
that
protect
us
every
day,
those
that
are
keeping
us
safe
in
this
room
outside
and
inside
those
that
put
out
fires,
those
that
are
first
responders,
those
that
do
the
unthinkable,
sometimes
to
keep
us
safe
Lord.
We
pray
for
those
that
are
gathered
in
this
place,
those
that
have
been
called
those
that
have
been
stepped
up
to
lead
and
serve
this
great
community.
The
Lord
bless
them,
bless
their
families
and
bless
this
meeting.
In
the
conversations
your
son,
we
pray,
amen.

Malcolm
is
there
any

none

All

December

for

There
are
also
a
few
things
on
this.
That
I
do
just
want
to
remind
you
of
the
George
meniscal,
the
the
Georgian
easy
for
me
to
say:
Jim
abs,
restated

benefit
retirement

amendments.
A
An
update
is
on
this
list.
The
runway,
rehabilitation,
design,
approval
for
GMC

is
recommended
for
council
approval
last
week,
the
generator
grant
for
GMA

MA
and
next
site
funding,
along
with
terminating
the
portions
of
park,
improvement
plans
by
Walton
County,
bringing
those
back
in-house
to
the
city.
Monroe
I
need
an
approval
for
the
consent

Please
to.
A
A
motion
by
mr.
Dickinson
and
the
second
was
from
mr.
Nathan
little
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
all
opposed
motion
carries
that
passes
now.
Ending
the
cycle
and
I
apologize
for
the
phone
going
off.
I
need
to
learn
how
to
turn
this
off
before
I
come
in
Proclamation
from
ending
the
cycle,
miss
Mona
Stevens.
Are
you
available
set
of
proclamation
I'm
at
a
presentation?
D
D
A
G
A
Same
sign
motion
carries
we'll
revisit
that
when
she
gets
here.
Okay,
moving
to
public
comment,
I
have
one
two
three
four
six
speakers
on
the
agenda
and,
sadly,
would
be
considered
part
of
that
presentation.
So
I'll
have
four
but
I
do
want
to
ask
the
four
people
who
are
speaking
I
have
you're
worthy
chaining
of
dogs.
I
have
Donna
Lisa
Sharkey.
A
A
A
H
H
H
We
first
bought
our
house
out
here
during
the
spring
of
2018,
and
we
had
two
dogs
with
us.
We
lost
one
of
our
dogs
that
was
essentially
our
babies
before
we
had
children,
we
lost
him
right
before
Christmas,
and
so
what
that
being
said,
my
wife
is
what
got
us
into.
You
know
fostering
caring
for
dogs
having
an
opportunity
to
change
the
lives
of
other
dogs,
that
there
need
love
and
respect,
and
so
we've
had
opportunity
to
partner
with
mush
rescue
and
these
lovely.
Ladies
and
partners
behind
me,
mrs.
H
H
We
had
an
opportunity
to
foster
a
dog
named
diesel
and
and
diesel
was
at
first
sight,
was
one
of
the
most
biggest
huskies
I've
ever
seen,
heart
of
gold
and-
and
he
essentially
was
very
loving
to
our
family
and
kids.
But
when
we
first
noticed
diesel
coming
into
our
home,
we
noticed
the
surgery,
the
surgery
scars
and
the
lacerations
that
was
left
from
the
embedded
collar.
H
You
know
a
big
huge
dog
such
as
diesel.
We
honestly
thought
he
mixed
with
where
Great
Dane,
when
we
first
got
him
because
he
was,
he
was
one
of
the
biggest
Huskies
we've
ever
we've
ever
seen,
and
so
with
that
being
said,
like
we
had
an
opportunity
to
get
to
know
him
and
he
essentially
changed
our
lives.
We're
here
today
to
make
change,
because
I
feel
like
there's
not
enough.
People
for
my
people
on
my
platform,
having
an
opportunity
to
speak
out,
have
an
opportunity
to
essentially
create
real
change.
H
I
know
that
you
know
these
lovely
ladies,
have
been
up
here
to
speak
to
you
guys
before
and
essentially
they've
fallen
short
and
I'm,
not
necessarily
here
I'm,
not
trying
to
be
the
star
of
the
show
or
anything
like
that.
I
just
want
to
have
an
opportunity
to
share
my
experience
that
changed
our
lives,
because
you
know
coming
from
up
north
I've
seen
dogs,
you
know
being
outside.
You
know.
One
of
my
first
puppies
was
from
a
backyard
breeder,
but
I
understand
the
science
and
things
that
are
nature
goes
behind.
H
It
understand
the
the
lack
of
care
that
a
lot
of
these
dogs
receive
and
the
compensation
that
a
lot
of
their
owners
are
receiving
without
essentially
funneling
that
into
the
dogs
and
that
that
are
making
the
money.
You
know,
we've
we've
seen
countless
times.
These
dogs
have
had
lack
of
they've
been
mouth
they've
been
malnourished.
They
lack
of
water
lack
of
care
left
outside
in
the
cold,
we're
actually
going
through
a
situation
now
of
a
German
Shepherd.
That
is
very
that
has
been
been
distanced
from
his
family
for
weeks.
H
H
Like
you
know,
people
essentially
that's
not
from
an
urban
community
such
as
myself,
we're
not
accustomed
elute
to
seeing
these
type
of
dogs
in
this
situation,
and
so
with
that
being
said,
like
I'm
just
here
to
to
essentially
have
an
opportunity
to
speak
to
you
today
and
just
tell
you
guys
how
much
these
ladies
behind
me
have
meant
to
me
and
how
much
we
are
fighting
for
this
cause.
I
know
we
all
you
know
had
an
opportunity
to
grow
up
around.
H
You
know
a
dog
or
some
type
of
pet
in
which
we've
loved-
that's
that's
meant
a
lot
to
us
and
if
you
can
picture
that
that
essential
animal
being
outside
in
the
rain
and
the
cold
and
being
used
only
for
its
body
parts,
it
would
just
brings
a
gruesome
type
of
feeling
and
an
emotion
to
your
body.
And
so
hopefully,
I
didn't
really
take
up
a
lot
of
time.
Because
there's
a
lot
of
things
that
I
can
talk
about,
but
I
just
want
to.
H
Let
you
guys
know
that
you
know
with
the
love
and
care
that
we
were
able
to
give
to
diesel.
We
were
able
to
essentially
build
his
confidence,
create
an
opportunity
for
him
to
be
adopted
in
which
he's
been
with
this
new
family
for
about
three
weeks
now,
and
we
forget,
we've
given
dogs
opportunities
to
have
a
second
life.
That's
not
that's
not
essentially
barred
down
to
eight
by
ten
foot
type
of
cage,
and
so
hopefully
you
know
our
message
was
heard
here
tonight
and
once
again,
I
apologize
for
my
tardiness
and
you.
A
A
I
I
I
A
A
Yes,
sir,
thank
you
for
coming
in
and
then
that'll
be
it
for
public
comment
and
we'll
come
back
on
the
last
part
of
the
evening.
Okay,
moving
to
new
business,
we
have
an
application
for
spiritus
liquors
and
beer
and
wine
on-premise
consumption,
Lindsay
Garrett
post
number,
sixty
four
of
the
American
Legion
mr.
Rosenthal
this
application
and
order.
Yes,.
A
A
A
A
I
believe
I
saw
miss
Hayes
Brittany.
Would
you
like
to
speak?
Okay
I'll,
entertain
a
motion
move
to
approve
a
motion
by
mr.
Dickinson
to
approve?
Is
there
a
second
okay
I
was
second
by
mr.
Adcock?
Is
there
any
discussion
yeah,
you
know
all
in
favor
signify
by
saying
aye.
All
opposed
like
sign
motion,
carries
moving
to
application
number
three
beer
and
wine
package
sales
at
the
market.
Mr.
Rosenthal,
that
application.
A
Great,
thank
you
as
the
business
owner
here.
How
are
you,
sir?
Would
you
like
to
speak?
Okay,
thank
you.
I'll,
entertain.
A
motion
to
approve
I
have
a
motion
to
approve,
but
mr.
Ross
Bradley.
Is
there
a
second
second
second
moments?
Malcolm?
Is
there
any
to
scape
hearing,
none
all
in
favor
signify
by
saying
aye
all.
A
Opposed
like
sign
motion
carries
another
application
for
beer
in
one
package:
sales,
Quick,
Pick,
Food
Mart,
mr.
Rosenthal,
yes,
mayor
that
application
is
in
order.
Thank
you,
sir,
as
the
business
owner
here.
How
are
you,
sir
we'd,
like
to
speak?
Okay?
No,
you
fine,
I'll,
entertain
a
motion.
I
shouldn't
to
approve
of
a
motion
to
approve,
but
miss
Malcom
is
there.
Second,
second,.

J
A
K
M
So
their
total
bid
with
all
alternates
elected,
was
two
point:
five,
three
five
million.
What
we
were
asking
for
tonight
is
the
approval
of
certain
alternates
on
that.
Not
all
of
them
to
include
alternate
one,
which
was
the
shower,
and
the
chief
and
assistant
Chiefs
office
alternate
three,
which
were
the
pass-through
lockers
and
evidence.
Storage
alternate
six,
which
was
to
add
tile
to
the
restrooms,
which
will
be
needed
alternate
seven,
which
was
to
add
double
rows
of
gym
lockers
in
the
gym.
M
We
chose
that
one
simply
because
that
cost
I
can't
buy
lockers
for
that
price.
Alternates.
Eight,
nine
and
10
were
all
the
middle
work
to
the
end,
talks
to
the
fingerprint
and
booking
into
the
evidence
counter.
So
the
total
request
is
for
2
point
3
3
1
million
to
play
services
for
the
construction
of
the
Police
Department
renovation
of
the
internal.
That
includes
that's
everything.
M
M
Essentially,
we
would
issue
not
so
much
we
would
award
tomorrow.
Should
this
be
approved
tonight
the
contract
to
play
services,
but
then
we
would
actually
go
into
negotiating
or
working
out
through
a
contract.
Getting
everything
in
writing
signed
to
answer.
The
question
give
us
probably
30
days
time.
We
have
performance
bonds
and
everything
in
place.
I'd
be
great,
are.
A
L
K
N
This
is
what
I
brought
to
your
attention.
Last
Tuesday
of
the
out
of
state
training,
we're
going
to
be
a
person,
another
canine
and
send
an
officer
to
Alabama
Alabama
canine.
They
just
got
the
dog
in
for
our
officer
to
start
training
on
February
3rd
and
just
eat
the
kennels
as
approval
for
that.
Thank.
A
A
O
Gillian
worthy
gorillas,
wife,
so,
as
my
husband
said,
he's
played
in
the
NFL
the
past
seven
years,
so
we've
kind
of
lived
all
over
the
country.
North
east,
south
west
I
have
never
seen
it.
This
bad
I've
always
been
have
had
a
big
heart
towards
animals,
but
moving
here
really
just
kind
of
broke.
My
heart
and
my
best
friend
is
Kelly
Pegula,
who
her
parents
owned
the
Buffalo
Bills,
as
well
as
other
things
and
they're
very
big
into
animal
rescue.
O
She
wanted
to
be
here
tonight,
but
when
she
came,
it
was
a
little
embarrassing
and
disappointing
because
she
was,
we
literally
saw
chained
dogs
dead
on
the
side
of
the
road,
just
chained
in
in
a
yard,
and
she
didn't
really
get
there's
no
laws
here
and
I
said
that
we're
working
towards
that.
But
I,
don't
think
people
realize
how
bad
it
is
and
we're
not
trying
to
say
everyone
has
to
be
dog
lovers
and
keep
dogs
spoiled
in
your
bed
like
we
choose
to
do,
but
it's
just
about
caring
about
living
things.
O
You
know
like
there
are
people
who
neglect
their
animals
to
the
point
where
they're
dead
and
then
people
like
us
go
around
time
money
energy
having
to
try
to
help
other
people's
pets.
I
had
a
donation
of
over
10
thousand
dollars
worth
of
frontline
that
Mona
and
Sally
handed
out
throughout
the
community,
and
it's
if
you're
gonna
have
a
pet
take
care
of
it.
If
you
aren't
going
to
care
for
your
pet,
don't
have
it
as
a
as
a
lawn
ornament
and
diesel.
O
Like
my
husband
said
when
he
came
to
us,
he
was
chained
his
whole
life.
His
collar
was
literally
embedded
in
his
neck.
It
had
to
be
surgically
removed,
so
he's
still
scarred
that
will
never
go
away,
but
it
just
shows
how
resilient
and
loyal
they
are.
He
came
to
our
house.
Our
kids
are
three
and
five.
He
is
a
gentle
giant
he's
now
adopted
in
a
family,
but
it's
just.
You
really
have
to
drive
around
like
I.
Don't.
O
M
Q
Well,
we
actually
have
a
little
video
we'd
like
to
present
tonight.
We've
spent
a
lot
of
time
putting
it
together.
We've
interviewed
several
local
business
owners
and
residents.
We
thought
it'd
be
easier
than
just
having
to
come
up
here
and
speak,
and
it's
sometimes
hard
to
get
people
here.
Sally
and
I
are
in
this
community
weekly.
Q
We
get
called
all
the
time.
We
get
messages
we
get
calls
residents
are
telling
us,
you
know
they
call
us
by
chain
dogs,
backyard
Brady.
There
is
backyard
breeding
going
on
literally
probably
every
couple
of
houses,
and
this
is
no
lie.
We
offer
free
spay
neuter
we
offer
to
take
dogs,
have
them
fixed,
bring
them
back
and
we
never.
Q
We
never
get
taken
up
on
this
because
everybody
wants
to
breed
in
Monroe.
It's
it's
it's
bad,
it's
very
bad.
It's
filling
up
the
shelter's
and
that's
taxpayer
issue
bill.
Wise,
must
spend
hours
and
hours
and
hours
just
trying
to
find
places
for
these
dogs
to
go
to
get
them
out
of
the
shelter.
And,
of
course
we
all
know
they
don't
all
get
out
anyway.
F
Binders
that
we
just
passed
out,
we
worked
a
long
time
on
those,
so
we
really
hope
you
will
read
all
of
the
binder,
because
what
we've
done
is
we've
gathered
information
from
other
parts
of
Georgia
and
around
the
country
to
show
that
first
of
all,
cities
can
do
things
differently
than
counties.
You
guys
can
bring
your
tether
band
back
and
it
would
help
so
very
much
because
if
you
can't
chain
a
dog
in
Monroe,
a
lot
of
folks
won't
get
them
a
lot
of
folks
won't
breed
them.
Tethering
is
the
root
of
the
problem.
F
So
anyhow,
we've
put
a
lot
of
solutions
in
those
binders
a
lot
of
things.
We've
talked
to
a
lot
of
animal
shelter,
directors,
a
lot
of
County
Commissioners,
a
lot
of
City
Council
members,
and
there
are
ways
to
fix
this
problem.
Monroe
will
only
get
better
because
of
it,
because
backyard
breeding
and
tethering
arm
are
directly
correlated
to
dogfighting
to
drug
sales,
to
all
kinds
of
things.
Monroe
doesn't
want
so
basically
put
a
little
effort
out
work
with
us.
F
Please
we
will
help
you
with
the
solutions
we're
working
on
grants
right
now
to
get
money
from
Monroe
and
for
Walton
County
for
a
low
cost
spay
neuter.
We
also
have
a
discount
fence
builder
that
we
will
help
folks
if
they
want
to
get
their
dogs
off
the
chain,
we'll
help
them
build
kennels
in
their
yard.
So
anyway,
we
really
really
hope
you
guys
will
work
with
us,
because
we
we
know
a
lot
about
this
subject
and
Monroe
will
only
reap
the
benefits.
Thank.
B
R
A
N
Well,
mayor
already
know
both
these
young
ladies
I've
met
with
him
several
times
and
I
know
I
believe
in
what
they're
trying
to
do
and
agree
what
you're
trying
to
do
and
I
know.
We've
said
before
it's.
You
know,
since
we've
changed
our
ordinance
to
adopt
the
county
ordinance.
It
is
more
of
a
County
issue.
N
Now
I've
told
both
of
them.
If
they
do
see
something,
you
know
you
see,
pictures
up
here
of
dogs
that
are
have
been
are
laying
dead
on
their
chain
and
stuff
definitely
contact
us.
You
know
when
I
see
those
incidents,
I'm
curious
in
my
own
mind,
I'm
like
were
we
notified
of
any
of
those
or
that
our
officers
responded.
We
investigate
the
case
at
all
from
our
in
on
the
law
enforcement
side,
animal
control,
okay,.
N
Yes,
yes,
ma'am
and
I'll
say
this.
You
know
and
I
have
advised
them
as
well
mayor
what
I
recommend
any
time
you
guys
see
anything
like
that.
Definitely
notify
the
city
of
Monroe
police
forces
within
the
city
limits.
You
know
you
see
my
officers
back
here
in
the
back.
They
all
have
body.
More
cameras
will
come
out
doing
an
instrument
port
for
anything
and
we'll.
Definitely,
you
know
document
your
side
of
the
story
of
what
you're
seeing
and
that
will
start
the
beginning
of
any
case
there,
and
we
can
show
that
documentation.
N
So
if
you
and
I
could
probably
see
it
some
on
animal
control
side
of
if
they're
wanting
to
make
a
charge,
they
got
a
bill
to
build
a
case.
They
got
to
have
the
evidence
supporting
what
the
charges
are
going
to
be.
So
if
you
start
seeing
this,
if
you'll
notify
us,
we
will
come
out
and
document
the
incident
for
you
and
and
like
I,
told
you
guys
before.
That's
also
open
records
too.
You
know
something
you
can
use
as
well.
N
If
you
go
back
to
the
county
commissioners
of
wanting
to
try
to
change
the
ordinances
on
this
as
well,
you
know
I.
Think
I
speak
on
behalf
of
this
council
myself
that
nobody
here
supports.
What's
going
on
with
the
dogs
and
the
community.
Here
we
want
to
do
our
part
to
help
you
guys
that
best
we
can,
but
we
do
have
to
abide
by
the
laws
too.
So
you
know
how
to
reach
me
definitely
know
you
both
have
my
card
and
number
anything
we
can
do
for
more
in
to
help
you
guys
out.
A
A
You've
been
calling
animal
control
and
I
think
you
may
have
called
our
team
some
to
you,
but
I
won't
before
you
go
through
these
guys,
because
they're
gonna
see
it
and
I
can't
guarantee
exactly
how
Animal
Control
is
gonna
act
or
how
quickly
they're
going
to
be
there
or
the
hours
that
they
work.
So
we
we're
at
we're
at
your
leisure.
So
when
you
see
that
please
please
identify
them,
and-
and
you
know
we
appreciate
all
your
supporters
and
I
and
hope
that
you
feel
that
we
agree
with
you
in
spirit.
A
Q
The
backyard
breeding
is
a
huge
problem
here,
it's
like
I,
say
almost
every
couple
of
houses
I
mean
and
these
these
dogs
they're
mainly
pit
bulls,
they're,
being
bred,
they're,
bred
for
quick
money
and
they're
being
bred
and
they're
given
to
anybody
anybody
out
in
the
community,
and
they
just
keep
over
breeding
and
breeding
and
breeding.
These
puppies
are
being
read
over
and
over.
Q
F
In
the
binder
there's
several
solutions,
basically,
all
over
the
country,
different
cities
and
counties-
have
started
requiring
breeding
permits
and
there's
a
fee
for
the
breeding
permit.
But
the
main
thing
is
the
breeding
permit
can
be
turned
down
if
the
shelter
is
euthanizing
for
space.
If
the
person
that
is
applied
for
the
breeding
permit
has
had
any
animal
abuse
in
their
past.
F
Basically,
the
also
a
code
enforcement
has
a
lot
to
do
with
these
different
places
that
we've
talked
to
they
go
out
and
they
inspect
the
property
and
they'll
deny
a
permit
for
that.
Bottom
line
is:
if
you're
going
to
bring
puppies
into
the
city
of
Monroe
there's
some
hoops
you
should
have
to
jump
through.
There
should
be
some
restrictions
on
that,
because
they're
making
thousands
of
dollars
it's
tax
free,
you
know
and
what's
to
stop
them,
they
do
it
two
and
three
times
a
year.
F
We
hear
about
it
constantly
when,
as
you
can
see,
the
pictures
we
didn't
put
but
a
fraction
of
the
pictures
in
the
video
but
bottom
line
is
they're
sold
for
cash
and
when
we
go
around
the
community
trying
to
help
people
with
their
dogs,
they
just
three
of
them
without
us,
even
asking.
Oh,
you
know,
dogfighting
goes
on
over
there.
You
know.
Dogfighting
goes
on
other
that
we're
like
no,
we
didn't
know
that,
and
they
just
tell
us
about
it.
It's
a
bad
problem.
You
don't
want
dog
fighting
in
Monroe.
A
R
A
P
A
Reports
that
are
made
give
you
backup.
So
if
you
call
and
say
we
see
this
problem,
an
officer
comes
out
and
number
one.
The
reports
made
that
okay,
we
came
out
to
address
the
situation
and
these
are
the
circumstances
around
it
now,
whether
that
leads
immediately
to
any
type
of
arrest
may
or
may
not
be
of
consequence,
but
the
more
it
happens
gives
you
more
ammunition
to
go
back
to
the
County,
Animal
Control
and
say
mr.
wise.
A
R
A
A
F
The
biggest
reinstate
the
tether
ban
in
Monroe
not
build
a
shelter,
because
what
we've
in
our
research
and
it's
in
the
binder
in
polk,
county
polk
county,
does
not
have
a
tether
ban
ordinance.
The
polk
county
has
four
cities
in
that
county.
The
ban
tethering
they
do
what
they
want
to
do.
Cedar
Talent.
A
Because
I
don't
think
we're
gonna
get
anywhere
right
now.
I
do
want
to
study
what
you
gave
us
and
we
can
have
into
the
individual
meetings
and
we'll
meet
with
our
legal
team
as
well,
because
we
hear
your
concerns
but
I,
don't
want
to
say,
hey
we're
going
to
institute
a
tether
ban
if
we're
expecting
the
county
animal
control
to
enforce
it,
because
that's
the
reason
that
we
have
streamlined
our
ordinances
with
theirs,
it's
one
Enforcement
Division
and
they
handle
it
and
and
you're
gonna
ask
about
what
can
we
do
to
get
away
from
that?
R
O
And
no
disrespect
to
animal
control.
I
know
everybody.
Has
the
busy
lives
busy
jobs?
They
might
have
a
million
things
going
on.
We've
lived
here
almost
two
years.
I
would
have
to
check
my
phone
records,
see
exactly
how
many
times
but
I
know
that
I've
never
had
a
return.
Call
I've
left,
voicemails
and
I've
never
had
a
return
call
on
any
of
the
things.
I've
called
Animal
Control
about
and
so
I'm
not
saying
you
know,
I,
don't
soldier.
O
I
have
tried,
you
know
to
do
because
I'm
tempted
to
sometimes
to
stop
and
I
know,
that's
not
safe,
so
I
do
either
call
the
police
and
they
told
me
to
call
animal
control
and
I.
Do
that
and
I
leave
voicemails
when
I
don't
get
through
and
I
have
not
once
in
almost
two
years
ever
had
a
call
back
and
with
the
backyard
breeding
I.
Actually
I'm
a
realtor
and
I
have
a
current
client
which
is
hard
for
me,
but
she
has
six
pitbulls
she's
a
breeder.
O
She
has
three
males
three
females,
three
males
three
females
and
she
actually
just
got
rid
of
three.
She
had
nine,
but
they
needed
to
downsize
and
I
said:
are
they
outside
dogs
are
inside
dogs,
they're
outside
dogs?
So
she
needs
yard
for
a
kennel
to
breed
and
I
said
you
know,
there's
a
lot
in
shelters
that
need
rescue
like
and
she
said
it's
a
check.
O
You
know
it's
for
money,
but
to
know
that
there's
people
with
six
grown
adult
pitbulls
outside
just
for
that
and
knowing
that
a
lot
of
them
are
getting
into
the
wrong
hands
and
even
people
picking
up
stray
dogs
to
use
as
bait
dogs
to
train
these
dogs.
It's
just
it's
really.
We
have
to
do
better
like
it's
now,
a
felony
nationwide,
animal
abuse,
and
a
lot
of
this
is
animal
abuse
and
I.
Just
I'm
wondering
when
we're
going
to
catch
up,
basically
I.
D
A
A
N
O
A
Ladies
I
appreciate
everything:
everything
that
you're
trying
to
do
and
I
know
it's
a
slow
process
and
Logan
I
had
the
conversation
today
about
everything
we're
trying
to
accomplish.
As
a
city,
you
just
can't
snap
your
fingers
to
get
it
done,
but
but
we
will
work.
We
will
work
with
you
through
code
through
law
enforcement
and
then
the
county
I'm
not
gonna,
speak
for
the
county,
but
I'm
sure
they
would
also
work
with
you
as
well.
I
have
one
more
person
who
needs
to
say
something
who
did
not
sign
up.
P
Andy
Carson
and
I
just
want
everybody
to
remember:
there's
an
election
in
November
night
last
May
when
they
had
to
vote
and
the
county
commissioners
there's
only
two
that
voted
again.
You
know
voted
for
the
tethering
band
and
I'm
gonna.
Remember
that
come
September
October
coming
up
November
I'll
be
pushing
everybody
I
know
to
vote
against
anybody
that
voted
against
the
tethering
ban.
I
appreciate
your.
A
A
K
A
E
E
I
understand
we're
relying
on
the
county
to
do
the
enforcement,
but
it's
a
I
think
an
illustration
of
a
failure
in
the
service
delivery
strategy,
but
I
don't
think
that
that
should
prevent
us
from
adopting
a
new
ordinance
that
is
stronger
than
what
we
have
that
has
the
anti
tethering
provision
in
it
and
that
has
regulation
about
backyard
breeding
now
whether
it
gets
totally
enforced
as
a
discussion,
we're
going
to
have
to
have
with
the
county
I
see
that
mr.
Thompson
joined
us
tonight,
I
assumed
to
hear
this
discussion.
E
A
Hearing
none
need
a
motion
to
adjourn,
please
so
moved
of
a
motion
by
mr.
Ross
Bradley.
Second,
second
thing
about
miss
Malcolm
and
before
I
hit
the
gavel.
I
do
want
to
tell
you
how
much
I
appreciate
your
coming
in
comments.
Do
mean
a
lot
we'll
discuss
this
at
our
at
our
February
retreat
and
we'll
move
forward.
Thank
you.
Everybody
have
a
good
night.
