B
Probst
Thank
You
mayor
have
a
few
items
to
go
through
for
most,
it's
been
quite
a
learning
lesson
as
we've
gone
through
this
covin
reactionary
phase
here
on
how
to
deliver
our
services
and
still
you
know,
keep
everything
running
and
I.
Think
we've
done
that
overall,
very,
very
well,
but
just
to
continue
with
the
assurances
of
safety
we're
going
to
remain
close
to
foot
traffic
in
all
of
our
offices
from
that
is
generally
populated
by
the
public
through
walk
in.
B
B
Want
to
update
on
the
church
street
traffic
light
Brian
may
have
a
little
bit
more
information
on
that
later
about
a
date,
but
we're
getting
close
to
having
to
take
that
down
and
institute
that
as
a
four-way.
Stop
that
you
gotta,
prove
Tom
last
year,
so
that'll
be
coming
up
fairly
soon,
as
they
start
that
electric
project
we've
now
closed
out.
Spring
Street
we're
making
the
final
payment,
and
we
had
a
hundred
and
forty
thousand
two
hundred
fifty
dollars
and
liquidated
damages
from
the
project
being
so
slow
to
complete.
B
C
B
As
you
can
see
functionally
complete
and
for
your
information
next
week,
we
couldn't
get
it
all
prepared
for
today,
because
I
just
received
it
last
night,
I've
got
a
landscaping
package
for
Church
Street
for
those
traffic
calming
Island
medians
that'll
come
in,
came
in
lower
than
expected.
Sixty
six
thousand
dollars
for
the
entire
length
of
that
whole
project.
B
You
may
have
noticed
out
78
the
Monroe
Loganville
waterline
Express
is
underway,
so
we
hope
that
that'll
keep
moving
at
its
current
rate
angling
for
completions,
probably
by
the
end
of
the
year,
by
the
time
that
pump
station
and
all
the
stood
up.
So
we
still
have
a
lot
of
major
projects
going
on
a
lot
about
to
start
and
mr.
Bailey
will
probably
get
into
a
few
more
later
on
in
his
report
as
well,
but
a
lot
of
exciting
things
happening
still
around
the
city,
Thank.
C
F
Got
we've
got
17
ready
to
pour
now
in
the
area
in
front
of
quality
food
and
at
George
Walton.
We
had
waited
mainly
until
the
contractor
doing
the
overhead
construction
had
got
complete
and
they
are
done.
Do
t
moved
one
of
the
traffic
lights
today
at
Pine,
Crest
and
spring,
but
they
would
not
move
the
one
at
Carwood
yet
so
we
have
to
work
with
their
contractor
on
that,
but
they're
moving
forward.
Mr.
mouth,
okay.
D
F
C
A
G
G
G
Else
is
moving
along,
it's
nice
to
see
projects
going.
Finally,
and
getting
things
started
back
moving
and-
and
you
know
Lee-
you
said
it
correctly.
Now
is
the
time
to
get
some
of
that
done,
because
we
don't
have
people
out
somewhat
we're
not
interrupting
the
daily
activities
and-
and
you
know
hindering
businesses
so
I
think
that's
perfect,
but
yeah
I'll
be
glad
to
take
any
questions.
H
C
G
Right,
twirling
library
will
come
back
and
dress
that
up,
but
because
of
the
way
the
permanent
was
situated,
we
had
to
leave
that
along
pipe
all
that,
but
yeah
we're
going
to
dress
it
up,
we've
actually
come
in
and
it's
it's
kind
of
like
you
had
two
creeks
coming
into
it
slit
and
we
turned
that
into
one
to
get
everything
routed
into
that
head
wall
a
little
bit
better.
So
yeah
we'll
dress
it
up
and
hopefully
make
it
not
look.
As
we
I
know,.
A
H
G
C
A
I
J
Yes
and
then
you
have
the
financial
status
report
before
us,
as
of
March
20
20
marks
Clinton
the
simple
yet
due
to
the
covered
issue,
which
we
didn't
anticipate
on
being
hit
so
hard
I
will
say
that
I'll
jump
into
as
we
kind
of
got
some
preliminary
preliminary
numbers
for
April.
We
don't
have
everything
finished
up,
but
we
did
receive
our
loss,
which
is
local
sales
tax
in
the
month
of
April,
that
was
for
marked
and
it
was
subscriber
than
what
we
anticipated.
J
So
that
is
a
good
indicator,
lost
collections
or
marks
in
April
or
187
thousand
dollars,
and
what
we
received
in
February
or
February
in
Florence
was
only
170,000,
so
that
was
a
good
indicator.
We
know
that
April
was
going
to
be
hit,
but
like
a
lot
10
sales
tax.
However,
one
gets
a
webinar
with
the
Department
of
Revenue
a
couple
weeks
ago,
and
the
online
fax
went
into
effect,
April
1st,
so
hopefully
we'll
be
seeing
those
sales
tax
dollars
come
in
from
online
sales.
J
I
know,
probably
every
one
of
us
have
done
some
kind
of
online
purchase
in
the
last
month
since
we've
been
at
home.
So
hopefully,
that'll
compensate
for
those
losses
that
we'll
see
our
utility
admin
fees
for
the
month
of
April.
Worse
down,
just
as
we
anticipated
for
April
2020,
they
were
only
four
hundred
fifty-five
dollars.
Those
are
transfer
fee
fees.
Return
check
these
though
those
kind
of
things
April
2019
with
seventy
thousand
dollars
and
that's
been
to
late
fees
and
there's
no
non-payment,
disconnect
think
they
were
absolute
dumping
into
non-payment.
J
The
next
we
did
start
those
this
week
and
I
am
glad
to
say
that
we
only
had
nine
cut-offs
on
so
when
I
ran
a
report
like
50-something.
So
once
we
pick
that
out
on
social
media
and
let
them
know
that
we
were
going
to
start
doing
that
to
give
them
kind
of
a
heads
up,
even
though
it
was
kind
of
hard
to
swallow
for
some
people.
It
did
help
because
one
heard
nine
yesterday
and
we
only
had
20
today
so
I'm.
J
Hopefully
the
word
has
gotten
out,
and
people
do
realize
that
they
are
gonna
have
to
pay
this
regardless,
if
it's
now
or
later,
so
it's
better
to
go
ahead
and
set
up
a
payment
plan
if
they
have
to
or
go
ahead
and
get
those
extensions
in
place
or
go
ahead
and
pay
it
so
I'm
glad
that
we
aren't
seeing
50
or
60
something
cut-offs
like
we
had
anticipated
and
that's
all
I
have
as
of
right
now
for
the
financial
report.
If
you
have
any
questions,
I'll
be
glad
a.
I
J
Sir,
thank
you.
Mr.
Lowe,
we
were
looking
at
our
kind
of
areas
where
we
might
have
some
reserves
that
we
don't
usually
dig
into.
Those
reserves
are
typically
for
instances
of
this,
so
we
hope
we
never
have
to
be.
We
want
to
kind
of
prepare
for
the
future
and
what
the
next
couple
of
months
may
hold
for
us
on
cash
flow.
Our
utility
deposits
went
select
a
utility
deposit
and
I'll
kind
of
go
through
this
really
quickly
that
is
set
aside
in
a
reserve
or
a
restricted
account.
J
Part
of
that
is
in
a
restricted
investment
account
and
then
part
of
it
isn't
a
cash
account
over
the
years.
We've
kind
of
let
that
accumulate,
and
we
reconcile
that
every
month
to
what
we
reliability
is.
So
if
they,
the
city,
were
to
go
out
of
business
so
to
speak,
and
we
had
to
refund
every
deposit.
We
have
on
hand.
That
is
about
two
million
dollars,
that's
1.9
million
dollars.
What
we
have
in
our
reserve
for
the
utility
deposits
is
2.7
million.
J
So
what
we're
asking
and
recommending
is
that
we
transfer
five
hundred
thousand
dollars
out
of
that
utility
cash
deposit
account
into
our
operating
deposit
or
our
operating.
A
cash
are
these
for
cash
flow,
and
then
we
also
have
in
a
utility
reserve,
account
1.3
million
dollars
and
we're
asking
deterrent
for
$500,000
out
of
that
as
well.
I'm,
so
give
us
a
million
dollars
in
cash
that
we
can
transfer
into
our
operating.
I
Well,
I
think
the
key
thing
there
is
and
I
know.
In
the
past
we
only
really
required
to
keep
on
reserve
as
far
as
deposits
the
amount
of
the
liability
and
we
have
let
that
grow.
So
it's
truly
excess
reserves
and
it
comes
in
handy
at
a
time
like
this.
Are
there
any
other
questions
for
Miss
Thompson
about
the
and.
C
K
I
G
A
G
Airport
activity
for
April
was
kind
of
like
everything
else.
It
was
down
transactions,
fuel
cells,
everything
else.
Hopefully
we
should
be
getting
handy
to
order
a
new
eight
thousand
gallon
truck
load
of
fuel
for
a
very
low
price.
If
prices
stay
that
way
over
about
the
next
week.
The
only
other
thing
I
had
on
the
just
the
general
report
was
that
the
sir
on
the
runway
actually
started
yesterday
and
that'll
be
for
the
runway.
Rehab
that
will
come
should
everything
hold,
as
is,
should
come
forward
and
the
state
in
fiscal
year
2021
in
July.
G
C
E
G
Well,
I've
got
I've,
got
one
engineering
design
service
request
where
we
went,
the
council
approved
the
ground
lease
for
a
hangar,
build
back
in
December
and
we've
went
through
the
whole.
The
purpose
of
that
agreement
was
for
us
to
do
the
site,
ready
and
the
site
prep
work
for
LNM
aviation
to
actually
come
in
and
build
a
16
unit,
T
hangar.
G
We
are
at
the
point
that
I'm
requesting
a
$20,000
expense
to
have
our
engineers
of
record
GMC,
put
together
a
drainage
and
grading
plan
that
follows
all
the
OT
guidelines
permitting
guidelines
and
that
sets
us
up
to
apply
for
reimbursement
after
everything's
built
and
in
our
future
CIPS.
So
I'm
asking
for
approval
of
that
by
the
committee
and
I'll
be
glad
to
take
any
questions
on
it.
M
Thank
you.
It's
big
sand
just
want
to
cover
the
items
of
interest.
We
did
complete
the
tipping
floor
a
couple
weeks
ago
couple
other
projects
of
pending
because
of
contractors
staff
is
impacted
by
the
COBIT
19
don't
ill.
We
know
those
also
transportation
and
tonnage.
We
are
ahead
of
last
year
marked
over
2,000
tons.
So
we
continue
to
do.
Okay
with
the
with
the
deposit
at
the
transfer
station
jinan
dale
loaders
here
is
in
full
operation.
M
Also,
we
invested
in
a
telematic
software,
solid
waste
bleep,
and
this
software
is
equipped
with
dash
cams
and
GPS
mapping,
and
it's
going
to
enhance
our
driver
safety.
It's
going
to
improve
our
customer
service
and
it
also
it's
going
to
allow
our
fleet
maintenance
to
schedule
better
repair
schedules
and
troubleshoot
drivers
state.
The
system
will
allow
us
document
driver
behavior
for
an
example.
If
they're
they're,
speeding,
there's
the
worst
minute
we'll
have
them
reduce
the
speed
and
also
document
there.
M
Another
thing
I
have
one
put
efforts
on
the
collection
we
we
still
want
to
keep
our
guys
safe,
so
we're
asking
citizens
to
make
sure
their
bag
into
household
garbage
and
getting
as
much
as
they
can
in
the
container.
If
they
have
all
the
flow,
they
can
contact
our
office
to
possibly
order
an
additional
cart
and
if
they
have
regular
overflow,
we
asked
them
to
bag
it
secure
it
set
it
on
the
ground
away
from
the
container
and
we're
going
to
get
our
boom
trucks
to
make
sure
they
cover
the
overflow.
We
missed.
M
We
integrated
that
side,
loader
and
that's
part
of
some
of
the
customer
service
called
we
are
getting
SI
loader
truck
is
designed
for
single
operator
is
not
designed
to
pick
up
well.
So
we
are
get
a
lot
of
calls
about
the
overflow,
but
when
that
that
does
not
mean
we're
not
going
to
get
so,
we
are
going
to
clean
it
up,
but
we
do
want
to
minimize
the
amount
of
contact
with
the
garbages
muscle
s
it's
possible.
M
There
are
some
studies,
that's
yes,
that
the
virus
can
live
on
plastic
and
metal
services
up
to
three
days
and
cardboard
up
to
24
hours.
So
much
we
minimize
the
contact,
we
feel
feel
good
about
it
and
all
the
other
thing
I
have
the
sweeper
in
cooperation
as
of
last
week,
we
do
have
a
driver,
that's
in
to
sweep
the
whole
time
and
I
taking
a
question
from
I.
Am.
N
You
mr.
Dixon,
as
Chris,
stated
earlier,
we
are
back
to
business
as
usual
or
as
close
as
we
can
be
possible
to
be
at
this
point.
It
is
good
to
get
back
to
a
full
plate
so
to
speak,
and
we
have
that
in
front
of
us
preparing
utility
cuts,
pothole,
repair,
right
away,
maintenance,
shoulder
work
and
mowing
with
our
right
away.
Crews,
all
that's
going
on
on
a
daily
basis.
N
I
want
to
highlight,
without
getting
into
the
report
too
much
some
stuff
we've
been
doing
in
our
signing
markings
the
maintenance
on
that
we've
spent
the
last
couple
of
weeks
on
a
daily
basis,
going
around
cleaning
up
our
signs
throughout
the
city.
Guys
have
done
a
really
good
job
on
that
and
we've
also
installed
through
this
report
time.
N
Twenty
six
stop
bars
and
our
intersections
that's
something
that
we're
looking
at
on
a
quadrant
based
plan
of
attack,
we've
started
in
the
South
East
quadrant
obtained
and
got
into
the
northeast
quadrant,
and
that
covers
that
number.
Those
26
so
we'll
move
over
to
them
to
the
west
side
of
a
broad
and
continue
with
that
process.
But
there's
four
simple
things
like
that:
tend
to
go
a
long
way
with
the
appearance
of
our
various
infrastructure
and
I'll
be
glad
to
take
any
any
questions
regarding
that
or
anything
in
the
report.
L
N
Thank
you
tonight
we're
seeking
approval
for
blunt
construction
to
come
in
and
apply
a
coating
of
aj5
and
some
restriping
on
Highland
Avenue
from
North
Madison
Avenue,
the
Jackson
Street
in
on
Wayne
Street
from
Highland
Avenue
to
West
spring
I
know.
A
lot
of
you
are
probably
not
familiar
with
that
product
H
a
file.
It
is
a
fairly
new
product
in
the
preservation
of
our
pavements.
N
It
is
basically
a
seal
coat
to
speak
lightly.
On
steroids.
You
know.
A
silk
coat
is
designed
for
stuff
like
parking
lots.
Alleyways.
This
specific
silk
coat
has
a
fine
aggregate,
and
that
creates
a
really
good
coating
on
our
roadways.
It
provides
enough
friction
through
the
fine
aggregates
in
this
material
that
provides
desired,
friction
for
stopping,
which
makes
it
suitable
for
Street
applications.
N
There's
a
lot
of
municipalities
around
us
that
have
used
it,
for
example,
up
in
Oakwood
they're,
using
it
on
collector
streets,
commercial
routes
and
having
really
good
success
with
so
I'm
excited
to
propose
this
tonight,
I'm
excited
to
put
another
tool
in
the
toolbox
for
our
preservation
package
that
we
have
throughout
the
city.
Not
only
will
it
make
things
look
better,
and
it
will
definitely
do
that.
It
will
clean
up
the
aesthetics
of
that
area
right
there
in
this
specific
project,
but
it
will
extend
the
life
of
our
roadways.
N
You
know
sometimes
up
to
five
years,
which
will
that
time
frame
will
tie
right
in
to
some
a
couple
of
big
projects.
We
have
coming
down
the
pipe
in
those
specific
areas.
I
said,
like
I
said
it
was
it's
for
the
seeking
approval
for
blunt
construction,
they're,
the
sole
provider
of
this.
The
total
cost
of
the
project
is
sixteen
thousand
sixteen
dollars
and
twenty
eight
cents-
and
this
could
be
funded
through
the
two
thousand.
Thirteen
spliced
now
be
glad
to
take
any
questions
regarding
the
project.
I
L
A
F
You
mr.
little,
the
big
thing
that
happened
today
with
the
two
houses
were
moved
on
Boulevard
for
their
new
types.
We
had
to
go
in
and
drop
primary
wire
and
service
wires
to
almost
every
home
on
that
street
I'm
happy
to
say
that
it
went
almost
completely
smoothly.
The
mover
had
some
issues
with
equipment,
but
it's
sort
of
like
a
parade
with
all
the
families
on
the
street
out
watching
them
having
a
good
time
so
that
went
it's
smoother
than
I
expected.
The
other
thing
is
what
mr.
Probst
talked
about.
F
We
have
met
several
times
down
at
the
town,
green,
the
intersection
of
Church
and
South
Madison
I.
Think
mr.
Middlebrooks
has
every
pipe
he
owns
in
that
intersection
multiple
times,
there's
a
16
inch
pipe
that
goes
to
the
north
street
tank
running
down
the
middle
of
Madison,
there's
a
six
inch
that
does
feeding
around
and
then
there's
multiples
on
Church.
Also
what
we
have
to
do
before
public
works
pays
South
Madison's.
F
We
have
to
get
all
the
conduits
in
place
to
get
the
power
under
those
streets
and
we
plan
on
doing
that
toward
the
end
of
May
or
the
first
part
of
June.
I'll
have
a
better
date.
My
next
Tuesday
after
we
do
some
more
assessing
of
the
underground
utilities,
that's
to
facilitate
the
burying
of
all
the
lines
around
the
town
agreement,
and
that
will
be
a
big
project
once
we
get
that
in
there
we
just
want
to
get
done
before
Jeremiah
does
his
paving.
We
don't
have
to
tear
the
new
road
up
to
do
it.
F
F
All
right,
bandwidth
has
leveled
out
I.
Think
everybody
has
watched
everything
they
can
watch
on
Netflix.
So
we've
we've
come
to
a
point
where,
where
we
feel
a
little
better,
the
engineers
have
got
our
our
ipv6
up
and
running
we're
doing
testing
on
that,
and
we
will
be
able
to
move
that
forward.
Hopefully,
the
next
week
or
two
to
get
a
bandwidth
even
more
expanded
and
that'll
be
a
great
project.
F
To
finish
up,
we
do
have
the
new
Wi-Fi
system
installed
in
City
Hall,
if
you're
in
City
Hall
a
man
you're
using
it
we're
averaging
around
300
350
megabits
per
second
per
device
inside
City
Hall,
which
is
great,
and
we
will
be
asking
later
on
after
this
report
for
the
management
software
for
the
downtown
Wi-Fi
project,
which
all
that
equipment
has
been
received
and
I'll
take
any
questions.
You
have.
I
F
The
community
Wi-Fi
software
mr.
little,
will
allow
us
to
address
on
our
side
on
the
city
side
down
to
the
MAC
address
and
have
a
better
control
of
who
is
in
and
out
of
our
Wi-Fi
system.
It's
more
security,
but
it
will
also
allow
us
to
my
password
protection
or
by
anyway,
we've
been
reasonable.
Allow
the
public
to
access
our
Wi-Fi
in
the
downtown
sector.
We
bedded
four
or
five
different
products,
products
used
by
hotels,
products
used
by
universities,
products
used
by
stadiums.
We
came
down
to
the
one
that
we're
suggesting
tonight.
I
I
C
O
Jones
woods
Road,
so
8.6
mile
run
a
orange
plastic
to
serve
to
begin
with
23
opposed
to
there's
an
additional
ten
that
we
may
add
we're
trying
to
work
a
deal
out
for
Morgan
County
at
this
time
to
service,
but
possibly
33
chicken
houses
total,
and
then
we
have
the
highway
11
South
gas
renewal.
That's
the
high
pressure
line
that
we
downgraded
last
year
due
to
leaks,
it's
been
awarded
and
Barisan.
O
The
Harrison
was
a
little
bit
and
it's
scheduled
to
begin
in
the
next
couple
weeks,
Oh
down
to
the
2018
CDBG
they're,
probably
about
25%
along
literally
oh,
it
is
moving
uh-huh
and
then
on
the
water
side.
We
we
completed
the
milling,
Jeff,
Davis,
Street
water
extension
last
week
and
happy
to
report.
The
loganville
line
is
they've,
got
6,000
feet
in
so
it's
moving
along
fairly
well
and
then
we've
submitted
our
2020
CDBG
application
and
that's
where
the
storm
said:
storm
drainage
project
and
the
Cherokee
Avenue.
O
What
street
Hubbard
Street
in
that
area
and
then
al
Kobe,
Street,
Barrett,
Street
drainage,
that'll,
be
it
actually
starting
today,
they'll
be
installing
the
pipe
and
the
structures
tomorrow.
Take
care
of
that
standing
water
there
and
then
I'm
gonna
have
one
action
item
for
next
week.
This
was
brought
to
our
attention
today,
Charter,
which
is
that
we
rent
the
belt
bridge
from
and
the
sewer
plant
notified
us
today.
That
Charter
will
need
to
pick
that
bill
press
up
in
July.
O
We
never
intended
on
keeping
it
this
long,
but
we've
lost
another
way,
Thanks
we're
from
at
11:00
back
in
2002
to
our
bigger
ones
and
we're
gonna.
We
knew
he's.
Gonna
have
to
have
the
belt
press
longer
and
notified
us
today
that
the
rental
would
need
to
be
picked
up.
They
got
a
firm
contract
or
rental
in
a
state.
O
Then
we
discussed
the
idea
of
go
ahead
and
purchasing
our
belt
wrist
that
we
were
going
to
put
in
the
rehab
it's
about
a
three
four
months,
build-out.
So
what
we
would
go
ahead
and
purchase
it,
they
would
pick
the
hours
the
rental
up
in
July.
We
wouldn't
have
ours
and
August,
and
so
we'd
have
about
four
or
five
weeks
there
that
we
would
have
to
use
our
drying
beds.
O
So
there's
enough
room
there
for
that,
and
then
once
we
build
our
new
building,
bail
price
can
be
up
and
just
basically
moving
into
the
building.
So
then,
basically
just
taking
care
of
some
of
the
it's
early,
but
once
I've
got
a
good
number
and
I
should
have
that
by
priding.
I'll
share
it
with
you.
Talk
about
you
being
on.
B
A
P
P
Of
course,
April
was
a
lot
different
or
called
by
and
actually
back
down
some
overall,
the
biggest
things,
but
I
can
definitely
tell
you
is
in
the
last
five
days
our
call
volumes
actually
went
up
by
20%
I
guess
everyone
is
woke
up
and
got
out
of
the
house
now,
so
it's
definitely
I'm
an
affect
on
our
call
volume
and
although
the
numbers
are
kind
of,
if
he
coming
back
from
public
health,
we
do
know
that
the
number
of
cases
in
Walton
County
hands
went
up
some
in
the
last
week,
but
not
dramatically,
and
so
that's
basically
all
I
have
to
report
would
be
happy
to
answer
any
questions
that
you
have.
P
P
Right
now
we
do
still
have
the
two
companies
divided.
We
are
still
down
at
the
airport,
I'm
still
looking
at
the
know.
I
talk
a
little
bit
Logan
earlier
today,
looking
at
possibly
this
weekend,
just
shutting
that
down
and
bring
everybody
home
back
to
the
station,
and
most
of
that
will
just
come
back
to
go
good
19
cases
and
if
that
increases
dramatically
over
the
next
week,.
Q
You,
mr.
Bradley,
our
calls
the
service
have
pretty
much
stayed
the
same.
We
had
1600
calls
for
service
for
the
month
of
March.
One
thing
you
do
see
significantly
is:
is
our
area
Tech's
more
than
doubled
because
of
the
Cova
19?
We
took
more
of
a
reactive
role
during
all
this,
and
so
we
were
just
having
a
heavy
presence
and
plus
me,
taking
our
other
divisions
and
putting
them
in
their
vehicles
on
the
road
which
normally
our
CID
is
in-house.
So
we
put
them
out
on
the
streets
patrolling
the
area
as
well
or
part.
Q
One
crimes,
which
is
your
more
severe
crimes,
is
actually
down
here
today,
as
it
was
from
last
year.
Eleven
percent
or
two
crimes
are
up.
That's
partly
because
of
our
narcotics
units
and
we
are
seeing
a
little
bit
increasing
our
domestics
and,
like
I,
said
before,
that's
partly
because
of
people
being
indoors
and
stuff
during
this
quarantine,
some
significant
things
we
have
had
here
recently
y'all
heard
about
the
Dollar
General
robbery
on
South
Broad.
Q
Of
course,
our
officers
work
along
with
the
Walt
County
Sheriff's
Office
and
were
able
to
effectively
make
an
arrest
on
the
suspect
that
was
involved
in
that.
So
that
was
a
huge
wind
force,
be
able
to
kick
this
guy
and
he
was
also
reportedly
being
a
vesicular
on
other
robberies
across
the
state
as
well.
We
did
have
a
ring
of
a
ring
of
guys,
stealing
and
vehicles
here
off
of
fifth
assist
street.
Q
Q
Forman
did
a
mock
trial
and
the
first
part
of
March
and
I
was
like
wow
how
things
changed
so
drastically
from
the
first
part
of
March
to
what
we're
doing
now,
but
be
glad
we
could
make
that,
and
that
was
really
a
cool
thing
to
see
when
the
students
came
in
here
and
did
that
mock
trial
and
glad
we
were
able
to
be
a
participant
of
that,
but
other
than
that.
That's
all
I
have
a
report
and
I'll
be
happy
to
answer
any
questions.
If.
R
Good
job
are
splitting
shifts
working
from
home,
the
city
marshals
being
a
little
bit
more
of
a
community
policing
type
of
activity,
instead
of
just
handing
out
things
that
are
gonna
wind
up
in
court
cases
when
I
think
or
go
to
figured
we're
trying
to
just
get
compliance
a
little
bit
better
through
interaction
with
the
public,
and
that
seems
to
be
working
well
good
thing
to
us.
A
lot
of
people
are
at
home,
so
the
grass
is
getting
cut
a
more
regular
basis,
so
that's
been
an
improvement.
R
Debbie
and
Delores
did
a
great
job
and
their
workload
either
really
slowed
down.
Much
at
all.
We
have
just
as
many
inspections
and
permits
and
plans
coming
in
as
we
ever
have.
So
that's
actually
a
good
sign,
I
think
getting
into
the
report.
For
the
month
of
March,
we
didn't
have
a
hundred
and
five
inspections
and
wrote
66
permits
in
that
time
frame
we
had
11
new
businesses
and
13
closed
businesses,
one
each
of
those
were
offset
basically
because
of
a
change
of
ownership
through
that
one
into
both
categories.
R
Ongoing
projects
that
we
had
going
on.
Obviously,
I
often
see
the
big
three-story
apartment
buildings
coming
along
quite
nicely:
Broad
Street
and
John
supermarket
just
opened
up
so
that
jobs
complete
they're
operating
currently
a
temporary
CEO
in
order
to
complete
their
restaurant
and
get
a
few
other
minor
things
corrected
for
the
car
commercial.
R
When
our
self-storage
still
going
monroe
pavilion,
moving
right
along
I
think
the
Flat
Earth
Society
might
believe
in
themselves
even
more
when
they
get
done
moving
off
that
dirt,
because
that
is
a
kind
of
area
that
they
are
flattening
out,
they're
doing
a
good
job
of
keeping
it
on
site
and
not
causing
too
many
environmental
impacts.
Oh
that's
a
great
project,
a
lot
of
infrastructure
going
in
right
now
the
city
marshals
mentioned
their
member
leader,
but
they
did
a
good
job
and
they've
been
they've,
picked
up.
R
A
Patrick
I
talked
with
Greg
this
weekend.
I
went
to
John's
early
on
Saturday
morning
and
it
is
in
it's
fantastic
if
y'all
not
been,
please
do
goes,
but
he
mentioned
to
me
to
tell
you
in
our
Marshalls,
in
the
entire
team,
Debbie
and
Darlene,
what
an
outstanding
job
and
in
the
ease
of
going
through
the
process,
which
is
a
little
bit
different
than
the
typical
calls
you
get
I
know
so
nicely
done.
Thank.
S
S
77222
jobs
were
impacted
by
support
keeping
those
businesses.
Doors
opens
again
and
we
have
17
more
applications
to
be
considered
in
this
month's
DDA
meeting
was
so
pleased
with
how
that
programs
go.
Thank
you
far,
I'm.
Hopefully,
a
lot
of
communities
looking
at
it
and
so
try
to
mimic
it
and
do
it
in
their
City.
So
Inc,
you
all
for
leading
the
way
and
kind
of
setting
a
model
for
the
state
to
respond.
S
Other
thing
I
want
to
mention
is
that
the
Monroe
farmers
market
has
elected
to
not
do
a
face-to-face
market
for
the
month
of
May,
hopefully
we'll
be
able
to
reopen
that
later
in
the
season,
though,
they've
shifted
to
an
online
farmers
market,
where
our
vendors
put
all
their
products
online.
It's
open
right
now,
online
from
Sunday
through
Wednesday
night
to
make
sure
and
then
on
Saturday
we'll
have
pickup
where
they'll
drive
through
their
order
will
be
pre-sorted
and
I'll
change
it
to
people
in
cars.
So
that's
what
we're
working
with
to
try
to
do
that.
S
After
the
first
day
of
being
open,
we
had
almost
30
orders.
So
it's
a
great
element
to
our
market
that
we'll
probably
end
up
keeping
like
so
many
things
through
this
process.
It's
been
really
good,
they're,
probably
businesses.
We
continue
to
use
them
and
become
kind
of
omni-channel
in
the
way
that
they
market
duplication,
so
project.
So
questions
I'll
be
happy
to
answer
for
you.
G
Yes,
ma'am.
Thank
you.
I
jumped
the
gun
a
little
bit
earlier,
put
it
in
the
central
services
for
it,
but
Children's
Park
is
coming
along
nicely
with
everything.
I
had
stated
earlier:
Matthew's
after
we've
removed
the
the
block
building
up
front
and
we've
spent
a
lot
of
time,
clearing
brush
and
debris
and
taking
down
some
dead
trees,
pulling
up
signage
that
had
just
been
there
for
years
and
years
and
years
I
think
has
a
much
more
open,
cleaner.
Look.
It's
certainly
been
busy
over
the
last
couple
of
weeks.
G
Hammond
Park
is
getting
a
similar
treatment.
There
are
a
couple
buildings
out
there
that
we're
probably
going
to
take
a
look
at
just
removing
to
clean
that
Park
up
and
and
just
kind
of
open
things
up,
but
that's
something
we're
going
to
work
on
price
and
work
on
the
timeline
of
things
and
then
pilot
park.
Obviously,
I'll
follow
up
on
the
next
item.
We
actually
went
through
the
RFP
closed
on
April,
23rd
and
staffs,
went
through
the
evaluation
of
that
and
that's
the
next
topic
that
we'll
discuss
to
do
a
complete
pilot
port
project.
G
The
same
way
after
we
received
RFPs
and
staff
evaluated
everything
the
playground,
equipment
that
was
presented
and
what
came
in
the
lower
companies
and
what
they're
providing
will
not
exceed
one
hundred
and
fifty
thousand
dollar
number
provided
this
project
is,
is
approved
tonight
by
the
committee
and
then
next
week,
subsequently
by
the
council,
I
would
like
to
enter
in
discussions
with
the
top
two
or
three
bidders
after
the
RFP
to
kind
of
get
the
design
down
figure
out
exactly
what
we
want
and
get
them
to
give
their
best
lowest
price
best
lead
time
so
that
we
can
then
move
forward.
G
The
request
is
for
two
hundred
and
fifty
thousand
dollars
and
that's
to
completely
rehabilitate
pilot
park.
That's
from
the
demo
to
the
graden,
to
sidewalk
additions,
landscape
and
irrigation
and
to
include
the
equipment,
and
that
would
come
out
of
los
2019
and
it's
money.
That's
already
earned
from
those
splice
dollars,
so
the
money
is
there,
and
this
was
the
big
first
turnkey
project
that
we're
really
looking
at
doing
to
kind
of
state
that
you
know
the
city
has
really
taken
back
over
the
parks
and
what
we're
planning
on
doing
in
the
long
run.
H
E
G
A
B
A
B
Thank
You
mayor,
as
you
know,
unfortunately,
we
have
to
fill
some
big
shoes
on
the
council
in
district
6.
We
went
through
several
scenarios
of
how
we
could
call
for
a
special
election
to
fill
that
seat.
I
think
the
most
well,
the
cheapest
method
of
no
additional
cost
to
the
cities
to
hold
out
for
the
November
election,
the
general
election.
We
can
do
it
simultaneously
and
call
for
this
special
election.
B
Then
the
other
options
are
a
little
bit
tight
on
time
right
now
and
would
also
cost
us
a
good
bit
and
it's
a
little
bit
more
complicated
now
that
we're
dealing
with
the
kovin
situation,
so
all
in
all
I
think
it's
a
no-brainer
to
call
forth
on
November
3rd
2020
for
this
special
election
and
that
is
per
our
charter.
Article
TV
section
two
point:
zero
eight
in
question
will
not.
B
Over
here
we've
discussed
this
kind
of
in
the
past
about
the
Community
Center
lease
agreement.
We
have
a
party
willing
to
take
on
the
community
building
and
convert
it
to
the
Monroe
Country
Day
School.
We
are
about
99
percent
through
lease
negotiations.
Right
now,
this
lease
has
presented
showed
an
initial
rent
of
twenty
five
thousand
I'm,
recommending
that
we
we
lower
that
to
20,000
due
to
this
tenant
they're
going
to
take
on
some
repairs
themselves
on
the
front
end
that
are
a
little
bit
more
specialized
to
what
they
need.
B
So,
for
that
reason,
I'm
kind
of
recommending
we
lower
in
that
and
we're
just
going
to
change
a
little
bit
of
language
and
verbage
in
the
lease
agreement
for
very
minor
things
like
you
know,
we'll
take
care
of
the
building
envelope
in
the
structure
itself,
which
is
pretty
standard,
but
other
than
that
it
will
be
a
five-year
lease
and
it
will
ramp
up
to
years
four
and
five
and
$55,000
for
those
two
out
years.
So
that's
each
year,
pickup
thousand
just
getting
into
the
numbers.
B
Sadie
was
kind
to
put
this
together
and
I
emailed
it
out
before
the
meeting
to
all
of
you,
but
in
case
you
don't
have
it
in
front
of
you
and
2019.
We
had
a
rental
income
of
$900,
our
maintenance.
There
was
seventeen
thousand
fifty
three
dollars
and
our
utilities,
which
is
at
the
city
cost
no
margin
included,
was
thirteen
thousand
three.
Ninety
five,
so
you
know
we're
upside
down
a
great
degree.
You
know
fifteen
thousand
dollars
there.
C
B
K
I'd
like
to
I
just
like
to
mention
not
a
question,
but
in
the
early
years
of
this
when
it
was
first
built
in
the
first
two
years,
both
of
my
parents
attended
that
school
in
the
middle
of
the
20th
century,
my
wife
and
I
both
attended
that
school.
So
it's
encouraging
the
main
estate
go
back
to
the
original
purpose.
I.
M
B
B
C
B
B
So
we'll
break
it
down
like
this,
the
rental
data.
So
let
me
give
you
the
rental
day:
the
rates
for
the
small
rooms,
one
hundred
dollars
larger
rooms,
two
hundred
dollars
auditoriums
two
hundred
fifty
dollars
in
the
entire
building
is
$500
and
2018
the
facility
Reynolds
by
private
people,
private
citizens.
There
were
46
room,
rentals,
eight,
entire
building,
rentals
and
only
four
of
those
were
nine
weekend
rentals.
In
2019
we
had
43
room
rentals,
three
entire
building,
rentals
and
five
of
those
were
not.
Let
me
actually.
T
Just
for
clarification
on
that
from
Paul
Rosenthal
for
legal
is
the
lease
agreement,
as
drafted
in
the
initial
negotiations,
were
that
it
could
be
used
for
school
purposes
only.
So
there
is
no
subleasing
envisioned
under
the
terms
of
this
lease.
There
is
no
subleasing
it
to
anybody,
whether
it
be
political
or
anyone
else.
It
is
for
a
school
use
only.
B
B
E
Let
me
actually
do
it
in
that
regard.
What
would
a
city
be
offering
to
people
that
want
to
have
a
event
they
can't
afford
to
the
more
expensive
places
in
the
city
of
mongrels?
H
Boys
and
Girls
Club
is
an
option.
I
know
that
a
lot
of
based
off
the
pricing
structure,
you
just
said
and
I
can't
quote
some
of
the
other
rental
places
in
town,
but
it's
very
competitive
in
terms
of
what,
for
instance,
the
wayfarer
would
charge
or
the
livery
stable,
livery
building
whatever
that
think.
It's
called
some
of
there's
there's
plenty
of
options,
but
I
guess
to
answer
your
question
woman.
There
wouldn't
be
a
direct
City,
be
an
option
outside
of
outdoor
parks.
C
B
I
mean
we
always
have
you
know
we're
building
out
the
new
court
room
at
Walton
Plaza,
which
could
be
you
know
for
a
small
meeting
space
rental
venue.
You
know
if
we're
not
holding
court,
we're
designing
it
to
be
kind
of
a
flex
space
for
things
like
that.
I,
don't
know
about
birthday
parties
at
the
police
department,
but
for
as
far
as
meeting
spaces
and
whatnot
that's
an
option.
I.
E
E
A
C
A
C
E
A
E
H
Clarification
normally
you
keep
referring
to
as
an
application.
Am
I
confused
and
thinking
that
it's
not
an
application,
but
we're
talking
about
at
least
structure
that
still
has
to
be
executed
in
time
by
both
parties,
the
city
in
the
mature
country
day
school
correct.
So
there
is
no
application
anywhere
involved
in
this.
In
this
conversation,
it's
the
lease
and
what
we're
doing
right
now
is
discussing
the
terms
of
the
lease
between
the
city
and
the
potential
occupant.
H
B
A
E
T
And
just
to
clarify
from
that
perspective,
just
for
disclosure
everyone,
this
council
has
the
ability,
should
it
choose
to
discuss
this
matter
in
executive
session,
but
instead
for
purposes
of
full
disclosure.
Put
it
on
the
public
agenda
for
discussion
both
here
and
again,
for
consideration
next
Tuesday
night
at
our
regularly
called
meeting.
Also
just
for
further
clarification.
I
need
to
make
sure
that
the
record
reflects
councilman
Dickinson's
comments
to
the
entire
council
earlier
this
week
that,
because
the
Monroe
country
day
school
is
executive
director
is
his
wife,
dr.
D
D
E
My
issue
is
with
us
not
having
nothing
for
the
citizens
they're,
actually
doing
money
grow
by
enter
into
a
lease
agreement
with
the
board
member
to
me,
some
of
this
stuff
seeing
unethical
if
I
want
to
say
there
may
be
ethical,
but
it
don't
seem
like
it
may
be
moral,
but
it
don't
seem
like
it.
Some
of
this
stuff
to
me
just
seemed
like
we
shouldn't
be
doing,
even
though
clearly
decisions
have
been
made
just
from
this
new.
Oh
y'all
talk
all
y'all
into
quarters,
but
this
is
said
me
look
like
so
at
that
point.
E
C
E
A
E
A
H
If
there
was
a
virtualization
Blewett
leniency,
if
there
was
a
purchasing
question
I,
don't
think
it
would
still
be
unethical
or
immoral
if
it
was
handled
correctly,
but
there
is
no
purchase
in
question.
It
is
a
five
year
lease
agreement,
meaning
the
city
owes
it.
The
Manoa
Country
Day
School
pays
money
to
rent
it
and
at
the
end
of
the
five-year
term,
we
get
to
renegotiate
what
that
looks
like
moving
forward.
There's
nothing
unethical
or
immoral
about
it.
H
E
E
I
just
my
mind,
not
gonna
change
I
mean
clearly
y'all
already
had
a
boat.
The
decision
have
been
made
we're
just
going
through
the
process
at
this
point,
so
I
was
just
gonna
boss.
My
opinion
by
hi
actually
think
that
we
actually
taken
something
the
building
is
super
reasonable
for
people
of
Monroe,
the
cheapest
building
in
Monroe.
As
far
as
written
written
out
clear,
we
all
know
that
and
then
we're
actually
taking
that
from
people
that
they
can't
even
do
that
in
Monroe.
At
this
point,.
B
E
Lot
of
funds
that
we
tend
to
always
find
what
we
really
want
to
do
something
so
I.
Don't
really
think
funding
is
a
real
issue
when
it
comes
to
what
we
really
want
to
do.
I
know
that
we
trying
to
make
it
seem
like
that.
$10,000
is
a
lot
of
money
or
$15,000
when
it
said
it
has
means
just
like
Bill
for
talking
about
moving.
E
E
C
S
E
E
O
A
B
K
B
Do
is
do
some
nice
landscaping
and
planting,
hopefully
around
some
new
gateway
entrance
signage
to
the
city,
probably
on
the
north
side
of
town
and
we'll
see
if
we
have
enough
funding
to
do
it
a
second
time
somewhere
else,
maybe
on
the
south
side
of
town.
But
anyway,
this
is
just
money
out
there
that
we
can
use
to
supplement
that
project
would.
B
Yeah
we're
going
to
talk
about
rebranding,
all
of
that
at
least
pretty
soon.
We,
you
know
something
that
could
be
changed
out
as
we
go
through
that
full
branding
project,
but
we
want
to
at
least
start
getting
a
signage
package,
I
developed
under
way
there,
but
anyway,
this
is
where
the
plantings
that
we
would
do
it
this
this
roadside
area,
okay,.
B
Now,
therefore,
be
it
resolved
by
the
City
Council
of
the
City
of
Monroe.
The
City
Council,
the
City
of
Monroe
hereby
authorize
a
city
administrator
to
apply
for
the
rebate.
Grant
upon
award
of
the
grant.
City
of
Monroe
shall
enter
into
a
moving
and
maintenance
agreement
between
City
of
Monroe.
The
Georgia
Department
transportation
section
to
the
City
of
Monroe
is
hereby
directed
to
send
copies
of
this
resolution
to
the
Department
of
Transportation
and
all
persons,
as
directed
by
the
City
Council
approved
and
adopted
by
the
City
Council
of
the
City
of
Monroe.
A
H
I
I
A
Opposed
like
sign
motion
carries
that
passes
before
we
adjourn
I
just
want
to
let
you
know,
looking
like
the
Monroe
pavilion
groundbreaking
you
and
Mitch
and
Patrick
the
grading
that
was
going
on.
There
looks
like
that.
It's
going
to
be
happening
mid
to
late
summer,
so
things
are
still
moving
forward.
A
Also
ly
admission,
the
14%
stayed
cut
to
the
budget,
that's
in
an
article
by
representative
Burt
Reeves
he's
with
House
Appropriations
email,
the
copy
that
to
each
of
you
for
your
review,
just
kind
of
to
keep
in
mind
as
we
move
forward
and
in
our
in
the
ways
that
we
can
see
to
better
tailor
our
budget
to
suit
the
needs
of
our
citizens.
So
please
keep
on
keepin
on
aye.
