A
Good
evening,
everybody,
let's
call
this
meeting
of
the
work
session
to
order
the
monroe
city
council
september,
1st
2020
at
six
o'clock,
and
let
the
record
reflect
that
all
members
of
council
are
present,
including
mr
ross
bradley
via
telephone
online.
However,
he's
there
hey
ross,
hey
mr
mayor
moving
into
the
city
administrator
update
mr
probes.
Thank.
B
You
mayor
a
couple
quick
items:
you've
probably
noticed
the
westbound
three
lane
project
on
west
spring
street.
That
is
now
functionally
complete.
There's
a
little
bit
of
tidy
up
g
dot's
got
to
do.
We
talked
about
this
a
while
back.
This
was
a
quick
response.
Project
from
gdot
worked
out
really
well
100
funded
by
the
state
we
just
kind
of
had
to
push
them
in
the
right
direction
to
get
that
done.
I
think
so
far,
at
least
anecdotally.
From
my
end,
it
appears
to
be
working
pretty
well
keeping
traffic
flowing.
B
I've
checked
the
the
waze
reports
every
so
often,
and
it's
not
red
anymore
in
those
same
spots
on
the
on
the
westbound
lane.
So
hopefully
that's
working
out
pretty
well,
and
then
you
know
at
the
retreat,
updated
you
on
a
slew
of
other
projects
that
we
have
in
motion.
B
All
of
those
are
still
on
the
table
and
marching
forward.
Most
of
those.
You
know
the
joint
projects
with
the
county
and
the
state
westbound
on
ramp
eastbound
on
ramp
bypass
things
of
that
nature,
they're
slowly,
marching
towards
that
finish
line
other
than
that.
That's
all!
I'm
going
to
update
you
on
tonight.
C
Services,
thank
you,
sir
one
thing
I
was
going
to
do
and
kind
of
piggybacks
on
what
beth's
reported
the
last
couple
of
months
about
how
expenses
have
been
down
this
year
and
we're
trying
to
monitor
what
we
are
spending.
If
you'll
look
at
the
purchasing
numbers,
our
po
request.
C
P-Card
transactions
are
back
on
the
client
but
they're
nowhere
near
as
high
as
what
they
were
last
year,
so
that's
kind
of
a
tribute
to
staff
doing
as
much
as
what
we're
doing
with
a
little
bit
less
this
year
and
making
everything
kind
of
count
and
being
paying
attention
to
what
we're
spending.
While
we
go
through
the
situation,
we're
going
through
update
on
the
police
department,
we're
looking
right
now,
I
think,
at
about
a
mid
october.
C
Completion
date
hit
a
couple
of
snags
here
lately,
just
just
some
things
that
we've
got
to
kind
of
correct
that
place.
Services
can
put
in
place
and
some
things
we've
got
to
change,
but
everything
should
be
fine.
I
think
that
was
always
going
to
be
the
completion
date.
Then.
C
That's
worked
well
in
the
past
and
then
in
october,
we'll
we'll
list
out
a
more
detailed
schedule
and
plan
of
how
we're
going
to
tackle
that
this
season,
so
just
be
on
the
lookout
for
that
and
that's
about
all
I've
got
and
I'll
be
glad
to
take
any
questions.
D
E
We
got
notification
today
that
our
cares
funding
of
the
five
hundred
and
one
thousand
dollars
from
the
state
we
did
get
approved
for
that,
and
we
should
be
receiving
that
within
the
next
week
or
so
we
beat
the
september
first
deadline
that
they
were
pushing.
So
we
were
thankful
for
that.
E
We
are
currently
working
on
the
2021
operating
and
cip
budgets
and
all
the
department
heads
are
working
on
that
with
me
closely
and
hope
to
have
that
to
you
in
the
next
month
or
so,
and
we
got
word
that
we
did
receive
the
distinguished
budget
presentation
award
from
gfoa
for
the
2020
budget
document.
This
was
the
eighth
year
in
a
row
that
we
received
that
if
you
have
any
questions
I'll
be
glad
to
answer
them.
D
A
Thank
you
airport,
mr
garrett,
mr
bailey.
C
Thank
you,
sir.
The
airport
we're
moving
dirt.
Still.
Last
month
we
had
the
the
project
approved
to
grade
the
site
for
the
16
unit.
C
And
we've
currently
got
an
off-road
dump
truck
that's
running
with,
with
a
contractor
that
we're
using
and
we're
hoping
it
looks
like
weather
is
going
to
work
with
us
this
week.
Finally,
we
should
have
six
or
seven
tandem
trucks
running
starting
tomorrow,
trying
to
get
that
graded
out
cleared
then
on
the
other
side
of
virgil
williams,
hangar
we're
doing
the
same
thing:
we've
passed
soil
tests,
so
we're
just
getting
back
to
kind
of
final
grade,
and
hopefully
we
start
pouring
that
site
or
the
person
with
the
ground.
C
H
Thank
you,
mr
mayor.
Mr
smith,
could
you
give
us
the
solid
waste
report.
G
Okay,
thank
you,
mr
dickinson.
I'll
be
brief.
We
see
our
one
project
pending
at
the
transfer
station
just
want
to
highlight
the
tonnage
we
deposit
over
7
800
tons
in
the
transfer
station.
We're
up
we're
still
trending
up
compared
to
last
year.
That's
a
typo
july
20
should
be
2019
up.
600
tons,
the
glass
collection
going
well
we're
up
to
182
customers,
so
that
number
doesn't
change
since
last
week.
G
I
just
want
to
remind
the
customers,
just
rinse
them
out
pop
the
tops
and
lids
off.
They
can't
be
mixed
with
other
recyclables.
That's
why
we're
giving
an
additional
bin,
because
it
goes
to
another
end
user
and
we
do
have
a
separate
truck
that
picks
the
glass
up,
and
the
last
thing
I
got
is
the
holiday
collection
route
for
next
week.
G
We
don't
have
collection
monday
because
of
labor
day
we
pick
monday
customers
up
on
tuesday,
tuesday,
wednesday
customers
will
pick
up
on
the
ninth
on
wednesday
and
thursday.
Customers
will
be
picked
up
on
regular
schedule
on
thursday
and
business
customers.
We're
gonna
overlap
and
make
sure
everybody's
taken
care
of
that
week
and
I
take
any
questions
that
you
might
have.
H
Here's
there
are
no
questions
streets
of
transportation.
Mr
still
thank.
I
You,
mr
dixon,
just
highlighting
a
few
areas
from
what,
in
the
report
that
we've
been
working
on,
our
straight
guys
are
doing
a
good
job.
Maintaining
it
right
away.
We've
done.
I
Excuse
me
a
significant
amount
of
patching
had
a
strong
presence
out
of
the
airport
and
some
of
the
projects
out
there,
as
well
as
within
our
parks,
stormwater
guys.
I
Since
the
the
merger
there
has
been
doing
a
great
job,
we've
knocked
out
a
couple
of
big
projects
on
breedlove
and
wheeler,
as
well
as
performing
general
maintenance
in
that
area.
I'll
provide
a
update,
and
if
you
hadn't
seen
it
our
traffic
common
project
on
church
street
is
well
underway
with
three
of
those
areas
that
got
some
concrete
action
today.
I
Those
guys
are
tri-scapes
out
there
making
good
progress
on
that.
We
haven't
seen
a
whole
lot
of
issues
with
traffic.
We've
stressed
intermittent
traffic
control
to
those
guys,
that's
doing
that
work
and
I
feel,
like
they're,
doing
a
really
good
job
to
this
point.
Looking
forward
to
moving
forward
with
that
project,
unless
there's
anything
else
I'll
be
glad
to
take
any
questions.
A
C
I'm
gonna
take
that
one
all
right,
mr
bailey,
what
we're
looking
at
with
the
traffic
coleman
that
we're
doing
on
church
street
and
then
on
davis
street
and
then
you've
got
the
development
that
has
went
into
place
there
between
millage
and
kali
and
if
you're
familiar
with
millage
you're
an
extremely
narrow
street
as
it
is,
and
it's
only
about
210
211
feet
from
that
intersection
of
south
madison
and
church,
and
what
we're
looking
at
is
changing,
millage
to
a
one-way
southbound
street
and
then
converting
kali
to
a
northbound,
one-way
street,
and
that
way
that
gets
your
flows
off
of
church
right
there
at
that
intersection
and
then
two
we
had
measured
the
distance.
C
So
we're
looking
at
that
to
help
keep
the
traffic
off
of
church
right
there
and
then
I
think
it's
a
big
public
safety
issue
and
then
I
know
solid
waste
getting
trucks
down
through
there.
It's
it's
difficult.
If
you've
got
two-way
traffic
going
on
such
narrow
streets
right
there
and
then
two
I
mean
for
millage,
it's
almost
impossible
to
turn
out
on
church,
because
you
can't
see
so
that's
what's
before
you
and
be
glad
to
take
any
questions.
H
All
right
is
that
an
action
item
we
need
to
have
a
committee
vote
on,
or
is
that
for
full
council
committee
all
right,
and
that
is
something
I
think
we
need
to
do,
particularly
with
millage
because
of
the
site
distance,
because
you
have
almost
no
sight
distance
to
the
east
on
church.
So
I
would
entertain
a
motion
from
the.
H
All
right,
I
have
a
motion
by
mr
little.
I
have
a
second
I'll.
Second,
it
any
discussion
hearing,
none
call
the
question
all
in
favor
state.
I
I
any
opposed
all
right
and
that
passes
and
we
recommend
that
to
the
consent
agenda.
Mr
mayor,
the
next
item
that
we
have
is
about
a
leaf
vacuum
trailer
purchase.
Mr
still,
are
you
doing
that?
I
got
it.
C
Yes,
sir,
I'm
gonna
grab
this
one
too.
This
is
a
request
to
purchase
a
leaf
vacuum
trailer
that
can
be
towed
behind
anything
from
about
a
450
or
above
it's
essentially
we're.
We
just
received
the
leaf
truck
what
back
middle
of
this
year.
I
believe
we
haven't
actually
used
that
in
service.
This
will
be
the
first
season
that
we're
using
that
the
old
leaf
truck
is
done
out
of
commission,
something
that
we're
going
to
put
up
on
gov
deals.
C
Essentially
after
we
park
pieces
of
it
out,
I
think,
potentially,
we
feel
that
this
will
give
us
the
ability
to
have
a
backup
unit
should
that
leaf
truck
go
down
and
at
the
same
time,
while
we've
got
this,
we
can
run
dual
routes
so
essentially
we're
picking
up
leaves.
I
mean
we're
doubling
up
on
our
routes
and
we
should
be
able
to
get
to
things
quicker
this
season,
and
this
should
help
us
out
dramatically
and
then
this
truck
should
also
help
us
out
during
storm
water.
C
Cleanup,
I
mean
of
drains
inlets
stuff
like
that
throughout
the
year,
and
it
was
it's
a
good
opportunity.
I
think
we
can't
rent
a
backup
leaf
truck
or
a
trailer
or
anything
so
based
on
the
funds
that
we
have
available
in
the
in
the
cip,
where
we're
going
to
request
that
council
approve
the
purchase
of
this
I'll,
be
glad
to
take
any
questions.
C
G
How
long
is
that
trailer,
that's
gonna
hold
them
lead.
H
A
K
Everything
with
electric
is
tracking
right
along
we're,
still
low
on
usage
from
last
year,
compared
to
last
year
running
about
five
to
seven
percent
lower
than
in
usage
from
march
to
july.
The
other
thing
that's
tracking
badly
for
us
is
loss
is
we've
got
our
losses
ticked
up.
I
expected
that
in
march
april
and
may
when
our
usage
was
low,
but
it
stayed
high
and
so
what
we've
done
is
we've
reached
out
to
ecg
and
we've
started
testing
our
major
meters
more
than
twice
a
year.
K
We
had
just
tested
them
right
there
at
the
first
of
the
year,
but
we've
turned
around
and
tested
them
again
and
we're
going
to
keep
testing
them
until
we
figure
out
what
this
issue
is.
We've
picked
up
about
a
percentage
and
a
half,
maybe
two
percent
over
time,
and
that's
a
substantial
amount
of
money,
so
we're
gonna
find
it.
We
did
have
an
issue
with
one
of
leggett
and
platt's
meters.
It
did
not
reflect
this
amount
of
loss
so
we're
on
it.
K
I
just
want
to
let
you
know
what's
happening,
but
we're
still
we're
still
looking
for
it
on
the
pavilion
project.
We
did
get
our
ductal
iron
poles
for
the
self-supporting
sections
of
the
high
line
construction,
and
that
is
the
power
line.
That's
going
to
go
down
the
back
side
of
the
pavilion
on
the
miag
power
line,
so
those
came
in
about
five
weeks
early
and
we're
going
to
get
started
on
that
project.
A
couple
of
weeks.
K
We
are
still
waiting
on
a
general
contractor
or
for
that
project
which
we
expected
to
have
the
first
of
last
month
and
there
isn't
one
yet
so
we're
working
with
publix
on
that
to
see
if
we
can
find
one
the
transformers
at
the
apartments
and
the
event
center
at
the
mill
are
energized.
Now
we
haven't
energized
anything
inside
the
apartment
buildings,
yet
some
questions
about
what
they
actually
want,
but
we
have
energized
the
event
center.
It
is
very
nice
if
you
haven't
been
there
to
take
a
look
at
that.
That
is
a
nice
venue.
K
I
think
it's
going
to
do
well
for
them
we
are
still
receiving
large
numbers
of
of
residential
and
commercial
service
orders.
We
get
26
in
the
past
two
weeks
on
residential,
which
is
just
unbelievable
to
me.
We
are
down
here
working
at
the
row.
You've
seen
us
tearing
up
the
parking
lot
behind
the
police
department.
K
We
will
be
converting
the
row
and
rents
to
underground
in
this
project.
Once
we're
done.
Mr
steele
said
he's
gonna,
take
care
of
cleaning
up
our
mess,
getting
getting
the
asphalt
straightened
back
out
in
conjunction
with
mr
middlebrook's
project
going
down
joneswoods
road.
We
are
putting
in
microfiber
ducts
all
the
way
to
186,
and
if
he
is
successful
in
doing
some
other
gas
projects,
we'll
extend
that
out,
it's
a
cheap,
ditch.
He
didn't
charge
me
a
dime
for
it.
K
I
just
had
to
go
down
there
and
help
him
put
it
in
the
put
it
in
the
hole
so
that
that's
going
to
expand
our
network
we've
id'd
about
60
or
70
new
customers.
They
can
be
picked
up
very
cheaply
down
through
there.
Our
cg
net,
which
is
going
to
allow
us
to
do
a
lot
of
stuff,
is
now
operational,
we're
happy
with
it
and
it
is
moving
forward
and
I'll
take
any
questions.
Y'all
may
have.
K
About
62
cents,
a
foot
mr
middlebrooks
is
opening
about
what
about
a
10,
000
dollar
or
10
foot,
ditch
yeah!
So
it's
a
it's
nice!
That's
a
nice!
Nice
win.
K
So
what
we're
going
to
do
is
we're
going
to
convert
those
wireless
customers
to
fiber
first
and
then
we're
going
to
generate
a
we're
getting
calls
already
because
they,
as
they
ride
down
the
road,
they
see
the
orange
fight,
we're
going
to
just
figure
out
which
addresses
we
can
serve
off
the
project.
Just
do
a
mailer
once
it's
up
it'll,
be
after
the
first
of
the
year
before
we
can
turn
those
up,
but
the
ditch
was
open
starting
a
couple
weeks
ago,.
B
I'll
lead
it,
but
brian
and
beth
will
be
here
to
help
answer
questions.
So,
as
we
talked
about
in
the
retreat,
we've
got
a
little
bit
of
an
issue
on
cable
tv
and
just
our
loss
factor,
profit
and
loss,
and
it's
solidly
in
the
loss
column.
You
know
1.5
2
million
dollars
per
year,
depending
on
what
year
you're.
Looking
at
now
there's
a
couple
different
ways.
We
can
look
at
doing
this
either
discontinuation.
B
Mean
a
phase
out
of
cable
tv
as
a
service
here.
That
would
also
give
us
a
little
bit
more
bandwidth
on
our
cable
coax
platform.
B
Until
we
can
do
the
entire
fiber
monroe
project,
the
other
one
is,
we
could
do
a
cost
plus,
probably
like
it
cost
plus
15,
which
ensures
that
we're
covering
programming
costs
and
a
little
bit
more,
and
we
take
a
look
at
that-
maybe
twice
a
year
to
make
sure
that,
as
the
contracts
keep
cycling,
that
we're
keeping
up
with
those
programming
costs
which
are
ripped
up
rapidly.
B
B
Out
to
the
cip
things
of
that
nature
to
help
you
know,
reduce
that
that
bleed
that
we
have
on
cable
tv
as
a
standalone
item
in
telecom.
K
You'll
see
year
by
year,
people
are
cord
cutting
because
the
service
is
available
over
the
internet,
so
much
cheaper
and
you
can
and
over
the
internet
you're
able
to
customize
your
what
you
want.
What
we
run
into
dealing
with
the
programmers
is
they
tell
us
what
we're
going
to
get
it's
like
with
espn?
If
you
want
espn
you're
going
to
get
about
20,
other
channels
or
you're
not
going
to
get
it
and
the
costs
are.
K
If
you
look
back
to
what
two
years
ago,
we
put
the
20
programming
service
fee
and
that
got
us
in
the
75
76
range,
we
were
making
a
little
money
at
that
point,
it
was
very
little
money
by
the
skin
of
our
teeth.
Well,
now
that
cost
to
us
is
ninety
dollars
and
some
odd
cents.
That's
got
that
so
that
cost
is
ramped
up
fifteen
dollars
in
two
years,
just
for
that
same
programming
and
we're
about
to
roll
into
the
what's
called
re-transmission
consent
with
the
broadcasters.
K
If
you've
been
listening
to
wsb
lately,
you
hear
that
dish
network
has
dropped
wsb
and
it's
because
of
what
they're
charging
for
that
product.
We
are
close
to
over
eight
dollars
for
just
espn
per
subscriber
just
think
about
that
eight
dollars
for
that
one
channel,
and
then
you
add,
all
the
associated
channels.
They
require
you
to
have
so
the
options.
K
Again,
as
logan
said,
you
need
to
get
out
of
business
and
let
let
people
figure
out
a
way
or
help
people
figure
out
a
way
to
get
that
service,
probably
a
cheaper,
easier
solution,
not
easy,
but
a
cheaper
solution
for
them
long
run
or
you
provide
the
service
and
you
charge
what
it
costs.
We've
got.
10
transfers
we've
got
five
percent
of
the
general
fund.
We
got
five
percent
of
the
cip
and
then
you've
got
if
you
do
the
five
percent
over
that
that
helps.
K
There
are
free,
off-air
versions
of
most
of
our
atlanta
channels,
and
then
you
get
hulu
disney
and
the
espn
plus
tied
together.
That
gives
people
85
of
what
we
have
for
about
30
bucks
and
that's
a
it's
a
cheap,
cheap
solution.
But
my
guys
are
coming
up
with
a
list
of
the
streaming
options.
What
devices
they
work
with,
what
devices
they
don't
work
with
and
how
that
works
and
what
level
of
internet
you
would
need
to
make.
You
know
for
how
many
people
you
had
in
the
home.
K
You
know
one
person
in
the
home
can
do
it
with
10
megabits,
but
if
you've
got
a
bunch
of
kids
and
you've
got
a
husband
and
wife,
you've
got
six
or
eight
people
in
the
home.
You
need
they're
going
to
have
a
guide
of
what
that
needs
to
be.
So
I'm
happy
with
either
way
we'll
you
know
operationally
it's
a
little
easier
to
do
away
with
tv,
but
I
just
I
do
understand
that
some
of
our
residents
are
want
to
keep
that
experience.
So
I'll
give
you
any
more
information.
D
M
D
D
D
And
I
hate
to
see
it
go.
My
concern
is,
though,
if
we
do
this
partial
alternative
thing,
is
that
financially
reasonable,
because
of
if
you
only
end
up
with
a
very
few
customers
now
I
know
the
programming
costs
will
follow
that.
But
then
you
have
the
technicians
or
whoever
needs
to
see
about
it.
Can
we
support
them
with
a
very
small
amount
of
customers.
K
They
are
dual
use,
so
especially
the
outside
plant
guys
are
working
on
internet
and
tv
pretty
much
at
the
same
time.
If
there's
a
problem
with
the
network
with
the
system,
it
affects
both
so
those
guys
what
we
do
have
is
we
have
one
technician
that
handles
the
hidden
work,
but
he
does
other
jobs
when
we,
if
he
has
less
jobs
to
do
in
the
head-in,
we
can
repurpose
him
into
doing
mostly
telephone
stuff,
because
he's
he's
more
experienced
in
that.
B
M
K
What
you
would
get
out
of
the
cable?
Well,
not
necessarily
out
of
the
business
you
would
you
would
partner
with
a
streaming
service
once
you
went
to
fiber
once
you.
If
we
get
the,
if
we
get
the
bond
issuance
and
we
go
in
and
fiber
the
whole
city,
you
could
buy
streaming
services
packaged
as
you
as
us
and
then
sell
that
on
top
and
it's
just
another
internet
component.
K
But
yes,
I
would
say
if
we
stayed
in
the
tv
business.
This
short
term
is
until
we
get
out
of
the
hfc
or
the
cable
tv
world
that
that
side
of
it,
but
I
think
the
pricing
component
could
stay
the
same
whatever
that
pricing
component
of
that
streaming
service
is
you've
got
to
make
a
percentage
over
that
you
can't
let
the
programmers.
K
J
J
That
transition
plan
I
mean,
is
it
not
just
the
timeline,
I
guess,
but
how
do
we
deal
with
customers
at
different
points
in
time
and
this
thing
of
packaging
or
streaming
service
with
it?
Is
that
something
that
can
happen
during
this
three
or
four
month
transition,
or
is
that
something
a
year
to
enter?
My
question,
I
guess
the
more
is
the
transition
plan
is,
is
when.
K
That
that
would
be
a
long
term
that
you'd
have
to
be
pretty
much
at
fiverr
to
be
able
to
package
that
so
the
transition
plan.
If
you
were
going
to
get
out
of
it,
let's
just
say
we're
you
all
decided
to
get
out
of
tv.
The
transition
plan
would
be
a
node
node.
What
we
call
a
node
group
by
node
group,
which
is
specific
geographical
areas
of
town
by
specific
geographical
areas
of
town
and
the
discussions
we've
had.
It
would
be
to
possibly
just
provide
a
streaming
type
device
like
a
amazon
fire.
K
Stick
or
a
google
chrome,
stick
or
chromecast
that
kind
of
thing
one
two
to
each
of
those
customers,
so
they
would
be
able
to
stream,
because
some
people
can't
stream
at
this
point-
and
that
would
be
part-
could
be
part
of
the
plan.
That's
that's
totally
up
to
y'all
how
you
want
to
do
that,
but
it
would
be
that
type
of
deal.
You
would
get
your
geographic
areas,
how
you're
going
to
lay
that
out
and
walk
through
it.
B
M
H
Thing,
it's
antiquated
and
it's
just
gonna
lose
more
and
more
money
as
we
go
forward
and
I
think
that's
true,
even
if
we
start
scaling
it
down.
H
We
absolutely
have
to
have
public
input
and
we
have
to
educate
folks
about
what
we're
doing
and
more
fundamentally,
why
we're
doing
it?
Because
I'm
just
telling
you
the
average
person
who
has
our
cable
service,
I'm
pretty
convinced,
doesn't
understand
how
much
money
it
loses
and
probably
a
large
portion
of
folks
don't
understand
just
how
close
cable
tv
is
to
extinction
across
this
country.
H
H
Everywhere
because
we
need
to
know
the
public.
K
K
Two-Year
process
at
minimum
now
90,
if
you
look
at
our
customers
and
you
look
at
our
traffic,
there's
only
11
to
1200
customers
that
have
cable
tv
that
don't
have
internet
and
most
of
those
20
28
2100,
I
mean
2000,
let's
just
say,
2000-
for
a
round
number
they're
already
streaming
so
the
streaming.
We
have
a
plan
in
place
to
throw
another
cmts
at
this
issue,
which
is
a
just
a
box
to
double
the
bandwidth
very
quickly
to
the
customer.
K
If
we
need,
if
you
all,
may
decide
to
do
this,
we'll
double
the
bandwidth
across
the
board
or
double
the
capacity
to
the
to
the
customers
in
a
very
very
short
period
of
time
to
make
the
streaming
work,
because
when
we
first
started
talking
about
it,
the
first
thing
that
popped
in
my
head
was:
oh,
I
gotta
get
some
bandwidth
out
to
the
customers
because
it
takes
that.
I
mean
it
takes
six
megabits
per
hd
stream
and
if
you're
running
three
in
each
house,
that's
18
megabits,
you
start
adding
that
up.
K
B
We
also
wanted
to
preserve
the
customer
right,
so
we
wanted
to
make
sure
that
we
lost
them
as
a
cable
tv
customer.
They
stayed
on
as
an
internet
customer
or
became
an
internet
customer,
which
is
why
we
were
talking
about
doing
at
least
three
months
of
the
50
meg
package
to
help
transition
folks
over
to
the
streaming.
H
Well,
along
those
lines,
do
we
have
the
ability
to
survey
our
customers,
and
I
would
just
like
to
know
if
we
said
to
folks
right
now:
okay,
just
go
to
streaming
totally
cut
the
cord,
no
more
cable.
I
would
very
much
like
to
know
what
percentage
of
those
customers
are
already
thinking
about
it
ready
to
do
it
they're,
just
kind
of
hanging
on
the
cable
out
of
habit,
I'm
one
of
them.
M
K
Yeah,
it's
like
105
bucks.
If
you,
if
you
take,
if
you
look
at
that
same
type
of
service,
I
pay
a
hundred
right
and
145
dollars
to
direct
tv.
I
mentioned
dish
network
for
a
very
similar
service.
Vashon
pays
140,
something
or
to
comcast
that
same
type
of
service.
K
K
K
B
I
think
that's
the
one
that
fits
the
best
you're
helping
the
folks
you're,
also
not
losing
money
right.
It's
somewhere
in
the
middle.
K
And
we
and
michael
tell
you:
we
help
people
every
day,
transition
away
from
tv,
because
it's
a
we're
losing
money
on
every
customer.
We
want
everyone
to
be
gone
if
you're
losing
money
on
every
one
of
them.
If
they're
they're
complaining
about
this,
that
and
the
other-
and
you
can
give
them
a
better
option
for
their
entertainment,
you
know
they
save
money.
We
save
money,
it's
a
win-win
for
both
of.
B
G
J
J
D
And
if
nobody
takes
the
transition,
they'll
pay
the
new
rates
and
we'll
still
break
it,
but
it
gives
a
period
of
time
you
know
to
to
say
we're
not
we're
not
doing
away
with
it,
but
we're
gonna
have
to
go
up
on
it.
Just
because
I
mean
do
you
see
like
in
that
transition
period,
just
going
along
for
six
months
to
say
that
we're
going
to
discontinue
it
and
stay
at
the
current
rates.
I.
J
J
M
J
B
So
this
could
be
multi-phased.
I
think
it
could
be
one.
Let's
do
the
fiscally
responsible
thing
like
you're
talking
about
mr
little
and
just
getting
the
rates
back
to
where
they
need
to
be.
It
doesn't
have
to
be.
You
know
right
now,
but
by
the
end
of
the
year
again
next
year,
the
same
time
we'll
have
some
some
survey
time
to
figure
out
where
people
stand.
B
What
what
does
the
customer
landscape
look
like
we'll
also
know
a
little
bit
a
little
bit
more
once
the
bond
gets
in
hand,
and
we
can
start
putting
out
forbid
the
fiber
monroe
project
and
then
we'll
know
how
exactly
we
will
be
able
to
transition
each
customer
like
you're
talking
about
mr
bradley.
What
does
that
entail?
So
I
think
it
is
a
it's
a
multi-phase
approach.
If,
if
you
know
I
understand
what
everybody
wants
out
of
this,
I
think
we
can
do
that.
K
K
E
E
K
D
D
B
Yeah
I'll
bring
that
to
full
council
and,
like
I
said,
I
think,
it'll
be
a
multi-phase
approach,
beginning
with
cost
plus
15
to
get
it
back
to
some
solvency,
beginning
1-1
20-21.
B
And
then
all
the
other
approaches
we'll
take
to
figure
out
the
full
transition
plan
thereafter.
So
that
gives
us
a
little
breathing
room
for
still
providing
the
service
but
and
probably
to
be
able
to
shop
the
bonds
a
little
easier
and
get
a
better
interest
rate
and.
B
N
Thank
you,
mr
little
just
a
couple
updates
on
some
of
our
major
projects,
one
being
the
alcove
river
highway,
138
sewer.
N
We
are
going
to
be
seeing
that
one
out
to
bid
for
long
phase,
one
which
would
be
from
138
to
the
pump
station
on
michael
atchison
phase,
two,
which
would
be
from
138
back
around
behind
tractor
supply,
would
come
at
a
later
date.
There's
still
some
design
issues
there
sewer
plant.
The
plans
are
finally
in
epd's
hands
they're
going
through
the
review.
N
Hopefully
there
won't
be
any
comments,
I'm
going
to
move
along
pretty
quick,
the
loganville
water
extension,
it's
moving
along
very
well
with
the
boers
and
the
pump
station
being
the
only
two
things
left
and
we'll
discuss
the
change
order
here
in
a
minute.
That'll
take
care
of
some
of
that,
but
the
the
pump
station
building
the
building
itself
they're,
giving
them
an
october
date
to
be
delivered.
N
N
All
the
rains
reservoirs
stayed
full.
We
are
experiencing
another
hydrilla
outbreak
in
the
reservoir.
We
just
had
1500
carp
dump
so
hopefully
that'll
take
care
of
that
like
it
did
last
time
and
then
the
2020
cdbg,
which
is
a
storm
storm
drainage
project
along
cherokee,
wilkins,
cockwood,
hubbard
and
indian
creek.
N
All
right,
quick
update,
I've
attached
the
application
and
the
county-wide
safety
plan-
oh
this
thing
has
moved,
has
moved
a
lot
quicker
and
we
thought
we
actually
got
an
email
this
morning
that
the
public
service
commission
approved
it.
This
morning
we
were
expecting
90
days
minimal,
so
this
is
really
going
to
put
us
in
a
crunch
now
to
get
this
line
finished
up
and
get
over
to
this
guy's
chicken
houses.
N
So
now
what
we
do
is
we
just
file
a
report
or
file
a
certificate.
They
go
to
the
gas
system
that
has
the
territory
gives
them
a
chance
to
serve
it.
If
they
don't
serve
it
or
can't
serve
it,
then
they
turn
it
over
to
to
us
this
situation.
Madison
was
willing
to
give
it
to
us.
Madison
actually
went
to
the
table
with
us,
so
this
moved
a
lot.
This
moved
along
a
lot
quicker
than
we
had
planned.
Gas
authority
was
even
surprised.
D
N
All
right,
I
sent
an
email
out-
it's
been
a
week
or
so
ago
about
the
seven
hundred
and
twenty
two
thousand
dollar
board
for
the
alcove
river
for
your
approval.
So
we
could
stay
on
the
boring
company's
schedule
and
since
then
has
been
determined
that
they've
got
a
bore
or
do
a
rock
bore
on
cowen
road,
which
is
the
additional
126
thousand.
N
So
now
we're
asking
for
a
total
of
four
or
eight
hundred
forty
eight
thousand
five
hundred
and
eighteen
dollars.
Sixty-Five
cent:
oh
the
cowan
road
deal.
We
we
attempted
to
do
it
with
a
with
a
jack
and
bore
contractors
lost
four
heads,
boring
heads
or
rock
heads
under
gallon
road.
The
last
one
actually
started
up
and
come
up
out
in
the
middle
of
the
road.
N
D.O.T
won't
allow
us
to
cut
the
road
and
go
in
and
blast
so
it
leaves
us
no
other
option,
but
to
do
the
rock
bore,
oh
on
the
alcove
river
deal,
I've
attached
the
geo
report.
This
is
where
we
had
those
guys
come
out
and
do
some
test
drilling
just
to
try
to
give
us
a
rock
profile
of
the
river.
So
we
just
in
case
we
found
a
spot,
we
could
move
to
and
avoid
the
avoid
the
the
rock
bore,
and
that
was
not
the
case.
Nothing.
No.
N
We
had
no
other
options
but
to
do
the
rock
board
on
both
of
these,
and
just
a
reminder,
too,
that
this
is
being
split,
50
50
with
loganville.
So
if
you
got
any
questions
I'll
try
to
answer
them.
D
J
I'll
make
the
motion
that
we
recommend
to
the
full
council
the
approval
of
the
change
order
in
amount
848,
5
18
65
to
be
divided
in
half
with
the
city
of
loganville.
D
A
J
Yeah
well,
chief
owens,
to
give
a
report
for
the
fire
department.
P
Dude,
thank
you,
mr
black.
Overall,
the
numbers
have
been
the
same
slowly
rise
through
july.
Good
numbers
would
be
that
we
didn't
have
any
structure
fires
so
we'd
have
no
fire
loss
there.
P
We
do.
The
only
notes
I
do
have
is
we
did
completely
complete
the
pump
service
test
on
all
the
apparatus.
Everything
came
back
good
on
that
just
minor
deficiencies,
tightening
things
things
of
that
nature.
We
did
get
a
chlorine
dioxide
fogger
for
use
throughout
the
city.
We've
already
used
it
several
times
over
utilities
over
public
works
where
we
can
go
in
and
basically
disinfect
an
area.
It
works
very
good.
It
comes
in
a
fogger
form.
P
You
can
use
it
around
electronics
inside
vehicles,
things
of
that
nature,
and
it's
actually
not
costing
us
anything
so
very
good
product
that
we
have
that
we've
been
using
throughout
the
city
of
the
last
month.
One
thing:
that's
not
on
your
notes
is
we
did
a
grant.
We
put
in
at
fema
back
last
january,
actually
battalion
chief
andrew
dykes
put
it
in
for
us.
We
actually
was
awarded
that
last
month,
and
so
it
was
26.
P
000
was
the
total
price
of
the
grant
and
that's
actually
to
update
and
repair
the
exhaust
system
that
we
have
inside
the
truck
bay,
where
all
the
trucks
exhausts
are
other
than
that
we
do.
We
will
be
finishing
up
our
iso
audit
on
thursday
we've
already
sent
in
all
of
our
data.
All
that's
been
complete,
that'll
be
the
last
leg
will
be
thursday.
Basically,
they
call
in
and
spot
check
stuff
and
we'll
send
in
additional
data
or
whatever
information
they
may
need.
That's
all.
I
have
any
questions
I'll
be
happy
to
answer.
J
P
P
P
P
This
is
normally
something
they
would
do
in
person,
but,
of
course,
with
covid
we're
doing
the
distance
audit,
and
so
I
I
don't
know
they
may
want
us
to
take
pictures
of
the
trucks
instead
of
him.
I
don't
know,
but
generally
they'll
just
spot
check
and
pull
data
either
from
training
or
hydrant
testing
things
of
that
nature,
and
we
can
just
easily
just
send
that
off
to
them
and
verify.
H
Q
In
studying
our
numbers,
you
know,
I
tell
you
guys
every
year
that
I
compile
our
data
from
our
area
checks
and
our
calls
for
service,
and
already
by
the
month
of
july,
our
officers
have
dealt
with
71
706
calls
the
actual
calls
for
service
that
we
responded
to
is
up
approximately
500
from
last
year,
which
I
think
that
contributes
to
how
much
activity
our
guys
have
been
doing
our
area
checks.
Q
This
year
we
did
a
total
of
8698
we've
increased
5
000
by
5
000,
doing
area
checks
in
the
city,
and
I
think
that's
helped
with
the
the
next
numbers
I'm
going
to
report
to
you
is
our
part,
one
and
part
two
crimes
both
of
those
numbers
are
are
down
significantly
to
what
they
were
last
year.
Our
arrests
are
down
from
what
they
were
last
year.
Q
I
think
a
lot
of
that
has
to
do
with
the
hurdles
we're
having
to
deal
with
and
transporting
people
to
the
jail,
the
jail
still
having
to
regulate
people
coming
in
there,
not
taking
misdemeanor
charges
and,
of
course,
because
of
the
covet
we're
still
having
to
deal
with
that
as
well.
Q
Something
significant,
also
is
you
know
our
joint
operations
unit,
it's
a
proactive
unit,
that's
primarily
focusing
on
the
drug
activity.
They've
made
a
total
of
18
adult
felony
arrests,
just
in
the
month
of
july
alone,
executed
two
search
warrants
and
on
the
home
residence
and
then
three
on
the
cell
phones
that
that
unit
has
proved
to
be
very
significant
in
helping
us
to
deter
a
lot
of
criminal
activity,
and
you
can
see
it
in
our
numbers
and
I'm
very
proud
of
our
department
of
men
and
women
at
service.
J
Q
Area
checks
our
officers
when
they
go
into
say
a
subdivision:
they'll
call
out
that
they're
checking
that
area
they
do
the
downtown
businesses
at
night.
I
can't
how
many
times
our
officers
have
done
downtown
business
checks
and
found
unsecured
doors
and
we're
able
to
you
know,
contact
key
holders
to
come,
secure
the
premises,
and
you
know
they
don't
get
a
lot
of
credit
for
doing
the
area
checks,
but
you
just
don't
know
how
many
times
just
that
deters
criminal
activity
from
even
happening,
and
I
tell
our
officers
all
the
time.
Q
How
do
you
gauge
how
much
an
officer's
presence,
just
being
in
an
area
has
deterred
a
criminal
from
committing
a
crime?
I
mean
that's.
How
do
you
put
a
price
on
that?
How
do
you
put
a
stat
on
that
and
I
think
just
showing
our
sheer
numbers
here
with
how
many
area
checks
we've
done
and
how,
like
I
said,
we've
increased
by
5
000
area
checks
from
what
we
did
last
year.
That's
why
you're
seeing
the
drop
in
our
numbers-
and
I
look
forward
to
us-
continue
to
push
that
way.
Q
As
I
looked,
I
also
looked
at
my
next
month's
numbers.
For
august,
we
just
finished
august.
Our
area
checks
was
9
700.,
so
we've
increased
it
even
more
for
july,
and
we
knew
once
we
went
into
from
march
on
because
of
this
virus.
Q
We
weren't
able
to
have
a
whole
lot
of
interaction
as
far
as
proactively,
proactively
getting
out
with
individuals
and
dealing
with
them.
So
we
made
a
proactive
presence,
a
heavy
presence
being
known
in
the
city,
and
we
want
to
keep
that
momentum
going.
Q
Don't
have
a
percentage,
I
can
tell
you
you
know
just
from
looking
at
the
numbers.
I
mean
these
are
actual
itemized
numbers.
So
last
year
this
time
we
had
66
part
one
crimes.
Now
we
have
this
year
we
had
50
and
part
two
part
two
crimes.
Last
year
we
were
29
and
part.
Two,
this
year
was
at
this
time
was
15.
So
absolutely.
O
Yes,
ma'am.
Thank
you
going
over
the
numbers
from
june,
we
had
142
code
inspections
and
we
had
written
147
permits
permitting
in
the
city
is
just
tremendous
right.
O
Monroe
self
storage
is
closing
up
they're
already
operating
in
a
couple
of
their
buildings
and
they're
getting
those
cos
as
they
complete
those
monroe
pavilion
again
we're
waiting
to
hear
from
the
contractor
that
they
they've
told
me
that
they
have
awarded
the
contractor,
but
the
contractor
hasn't
contacted
us
yet
working
out
some
contract
things
with
their
contractor.
O
Just
to
update
on
that
and
then
for
the
city
marshals.
They
collected
217
signs
from
the
roadway.
You
might
have
noticed
those
were
starting
to
proliferate
with
the
election
season
and
we
try
not
to
bother
those
for
looking
like
we're
favoring
one
person
over
another.
Even
though
we
don't
touch
political
signs,
but
so
they
got
a
bunch
of
those
signs
down.
They
wrote
234
repair,
cleanup
orders
and
did
the
re-inspections
on
those
investigated
four
tampering
and
theft
cases
and
wrote
eight
citations
and
between
marshall,
muir
and
edmondson.
A
Do
you
mind
discussing
economic
development.
C
Absolutely
ms
crosby,
would
you
mind
sharing
with
us
the
economic
development
report?
Please.
F
F
Cedar
swings
with
little
pergola
covers
around
the
hammock
park
and
also
do
a
new
little
pocket
park
behind
the
visitor
center,
and
so
we're
really
excited
to
have
that
funded
and
covered,
and
it
was
a
nationwide
application
for
ready,
ready-made
projects,
and
we
were
one
of
only
184
communities
selected
for
this.
So
that's
that's
a
great
thing
for
us
to
get
that
help
us
get
more
public
space,
especially
during
this
time
that
people
can
enjoy
and
be
outside
space
depart
and
enjoy
downtown.
Also
wanted
to
point
out.
F
I've
sent
you
some
emails
about
this,
but
I
want
the
public
to
know
and
please
share
with
as
many
people
as
possible.
We
are
hosting
the
incremental
development
alliance
and
partnering
with
ecg
to
do
these
are
all
virtual
now,
but
lectures
on
what
it
means
to
be
a
small
scale
developer.
There's
additional
summaries
of
what
the
workshops
are.
You
have
to
register
for
everything
because
they're
virtual,
you
need
a
log
in,
but
the
lectures
which
are
free
are
on
september
9th
september
23rd
and
then
another
lecture
with
question
and
answer
on
october.
6Th.
F
What
small
development
small-scale
development
is?
This
is
for
locals,
who
have
thought
I'd
like
to
do
a
project.
I'd
like
to
build
a
house
I'd
like
to
renovate
a
building,
and
it's
giving
you
the
tools.
You
need
to
be
able
to
do
that
and
then
it's
all
pointing
towards
a
full
day
workshop
on
october
29th,
and
that
does
require
registration
and
there
is
a
cost
to
it.
It's
175
to
do
this
with
them,
but
there
are
scholarships
available.
F
So
all
the
application
is
online.
The
information
is
in
these
forms,
we'll
have
it
on
our
website
and
we're
starting
to
push
it
on
social
media
and
those
places
now
so
that
we
can
really
help
people
here
in
monroe
continue
to
do
great
projects.
B
A
Thank
you,
miss
karzik.
Thank
you,
mr
bradley
moving
to
parks,
ms
crawford.
C
Yes,
ma'am.
Thank
you
couple
of
quick
updates
pilot
park.
If
you've
been
by
there
is
coming
along
nicely.
All
the
equipment
was
installed,
the
guys
the
installers
left
out,
I
think,
last
tuesday
they
were
complete
through
rain
and
everything
else
has
come
through.
We
were
able
to
finish
pretty
much
three-fourths
of
the
walkways
through
there
and
currently
we're
waiting
on
irrigation
landscaping,
and
then
we're
done
the
fence
is
being
replaced
as
we
speak,
I
think
they
were
out
there
as
of
about
15
minutes
ago,
I
had
had
an
update,
but
that's
coming
along
nice.
C
C
The
other
thing
that
I
wanted
to
note
starting
middle
of
this
month,
we're
actually
going
to
have
a
company
come
through
and
sanitize
all
of
our
playground,
equipment
at
the
different
parks,
benches,
trash
cans
tables
and
everything
we're
going
to
do
that
on
a
monthly
basis
until
we
kind
of
get
past
the
situation
that
we're
in,
I
think
that'll
make
people
feel
a
lot
better.
M
C
F
C
The
next
item
is
the
request:
the
approval
for
a
matthews
park,
rehabilitation,
project
budget,
I've
met
with
several
parks
committee.
Members
discussed
it
with
them.
Ms
crawford
and
I
sat
at
length
on
well
yesterday
and
then
we've
discussed
over
time
different
ideas
and
concepts
that
we
wanted
to
do
at
matthews
and
we've
agreed
that
I
mean
this
is
going
to
be
a
multi-faceted
project.
There's
only
so
much
you
can
do
kind
of
up
front,
and
then
you
come
back
next
spring.
C
You
do
another
phase
of
it,
but
this
first
phase
is
essentially
what's
kind
of
viewable
from
the
road.
That's
what
I
kind
of
consider
it:
it's
not
the
replacement
of
playground
equipment,
but
it's
the
addition
of
some
of
playground
equipment
where
they
already
have
the
one
structure
that
was
put
in
place
and
still
in
good
shape.
C
The
addition
of
some
swings
benches
around
the
lake
we're
going
to
paint
the
awning.
That's
there
we're
going
to
rehab
and
actually
build
us.
A
sign
out
front
that
reflects
the
namesake
there'll,
be
a
plaque
on
the
side
of
it
that
actually
tells
the
history
of
matthews
park
when
it
was,
I
think,
donated
over
to
the
city
back
in
1974,
I
believe,
was
the
date
that
it
started
and
then
voted
on,
and
then
it
takes
care
of
the
restroom
facility.
C
That's
there
that
we
had
bid
out
and
it's
just
unreasonable
to
have
that
fixed
brought
up
to
code.
We
can
actually
place
a
pre-fabbed
unit.
That's
two
stalls
closer
to
the
entrance
of
the
park
closer
to
the
pavilion,
the
play
structures
or
roughly
65
to
70
000,
but
the
overall
project
budget
that
I'm
requesting
is
175.
C
000
and
that'll
get
all
of
this
done,
and
then
next
year
we
come
back.
We
pave
potentially
add
another
pavilion
farther
down
where
the
current
restroom
structure
is
restock.
The
lake
maybe
get
back
to
having
some
fishing
tournaments,
which
is
what
they
used
to
do
in
the
past,
so
be
happy
to
answer
any.
L
C
Well,
that's
the
good
thing
I
mean
we
put
them
in.
You
know
we're
warranty
so
and
and
what's
out
there
I
mean
has
held
up
the
the
playset.
That's
up
at
the
front
of
the
road.
Still
in
great
shape,
I
mean
we
pressure
washed.
It
had
the
company
come
in
and
kind
of
check
it
and
everything
was
in
good
shape.
C
A
Moshe
and
chris,
is
this
a
two-phase
project,
or
do
you
have
a
third
phase
planned.
C
C
That's
one
thing
I
eventually
want
to
get
to
once
we
take
care
of
that
land
in
the
back
that
you
can
put
that
in,
and
I've
actually
talked
to
a
couple
of
organizations
about
coming
back
in
in
the
future
and
doing
that
you
could
do
a
tree
walk,
you
can
do
native
species.
You
can
do
bird
watches
bird
walks
there's
a
lot.
You
can
do.
L
C
Well-
and
we
can
keep
those
filled
over
time
over
the
winter,
then
you're
at
the
mercy
of
the
rain
right.
I
would
joke
and
say
just
kind
of
drive
around
them
and
you
won't
drop
off
into
but
yeah
I
mean
it's
something
that
we
can
maintain
over
time
until
we
get
to
that
point
of
paving,
but
I
hated
to
do
that
and
then
we've
got
trucks
driving
in
installing
equipment
and
hiding
right
over
the
top
of
it
and
two.
Q
Q
A
O
Yes,
sir,
thank
you,
mr
mayor,
and
I
just
realized
that
the
address
is
not
on
this
cover
page,
so
I'll
get
that
corrected
for
next
week.
But
the
applicant
is
requesting
a
minor
variance
on
the
street
frontage
in
order
to
accommodate
a
driveway
that
was
built
over
the
property
line.
The
property
owner
owns
both
parcels
and
they're.
M
A
A
We
will
handle
that
next
week
items
requiring
action
tonight.
Appointment
to
the
planning
commission.
We
have
had
a
lot
of
interest
over
the
last
two
to
three
years
from
citizens
for
for
planning
commission
for
historical
preservation.
It's
nice
to
see
so
many
folks
actively
involved.
A
A
A
Anyone
all
in
favor
signify
by
saying
all
opposed
like
son
mission,
carries
that
passes.
Moving
to
mayor's
update,
I
just
have
one
thing:
sadie
who's
playing
friday.
