much
as
possible

impressed
me
with
your
adaptability,
your
creativity

thought,
business
acumen,

B
Believe
that
it
already
is
spelled
out
in
this
ordinance
in
that
it
speaks
about
procuring
food,
medicine
and
medical
care
or
when
they're
traveling
within
the
scope
of
their
work,
I
mean,
as
you
can
see,
from
the
next
ordinance.
That's
coming
down
the
line.
We
want
to
encourage
deliveries
and
we
want
to
encourage
to
go
foods
and
those
sort
of
things
so
I,
don't
believe.
There's
any
intent
within
this
curfew
to
address
folks
who
are
conducting
deliveries.
Okay,.
E
F
F
It
just
seems
overkill
to
me.
You
know
athens-clarke
County
enacted
one
of
these
things
and
it's
now
being
challenged
in
court.
I.
Just
think
this
is
overreach.
I,
don't
think
we
need
to
impose
a
curfew
and
I
think
looking
at
it
rationally.
How
is
restricting
what
folks
do
between
10:00
p.m.
and
5:00
a.m.
going
to
make
us
more
safe
from
the
virus?
This
is
the
kind
of
thing
you
do
when
you've
got
situations
where
you've
got
safety,
that's
in
the
street
or
something
like
that.
I
just
think
this
is
way
way
too
far
and
I.
G
I
agree
with
David
100%
I.
Think
police
probably
already
have
enough
to
do,
because
crime
is
already
picking
up
around
around
the
city.
I
know
in
my
neighborhood
there's
people
breaking
in
cars
at
night,
so
they
have
enough
to
do
without
trying
to
enforce
the
curfews
and
I.
Don't
know
what
good
it'll
do
at
this
point,
I'm
in
relationship
to
the
pandemic.
A
A
It
was
an
other
business
just
in
case
we
want
to
be
ready
in
case
this
was
a
you
wanted
to
take.
I
do
feel
that
your
job,
our
job,
is
to
ensure
the
freedoms
of
our
populace,
not
to
limit
those
freedoms,
so
I
suppose
I,
agree
with
David,
but
I
do
want.
Is
many
questions
or
comments
before
we
get
to
emotion?
I
A
L
You
I
personally
am
in
favor
of
the
curfew.
The
reason
why
is
your
Ryder
officers
have
enough
to
do
already?
One
of
the
things
we
encountered
this
past
weekend
was
a
block
party
in
the
city
of
about
four
or
five
hundred
individuals
that,
because
they
are
and
sheltered
at
home
in
place,
a
lot
of
things
are
time
for
them
to
congregate
and
get
together,
like
I,
said
about
four
or
five
hundred
people
congregate,
not
always
that
expose
them
to
one
another.
But
it's
also
exposing
our
officers.
L
We're
doing
due
diligence
over
here
try
to
protect
our
officers
from
being
exposed
as
much
as
possible
to
this
and
taking
extreme
measures
to
protect
their
safety,
because
we
don't
want
this
to
impact
our
patrol
force.
I
get
it
most.
People
they're,
law-abiding
citizens,
are
going
to
abide
by
the
rules
and
stay
at
home,
but
you
do
have
a
lot
of
them
too.
That's
not
especially
your
younger
generation
they're
they're
they're
shrugging
this
thing
off,
which
is
unfortunate,
but
that's
what
we're
dealing
with.
H
H
H
Sorry,
I
guess
I'm
not
being
clear,
I
think
the
governor
has
already
said
that
from
the
state
level
there
should
not
be
any
gathering
of
ten
or
more
people
present.
So
in
the
instance
you
just
described
with
the
block
party
that
was
obviously
more
than
ten
people.
So
why
would
we
need
an
additional
coordinate
to
prevent
that.
L
B
Mr.
Lehri,
if
I,
can
provide
just
some
legal
background
on
that,
the
executive
order
from
the
governor
focuses
on
businesses
and
establishments
and
organizations
not
allowing
more
than
ten
to
gather
so
I
think.
The
technical
problem
that
you
would
have
is
that
the
executive
order
addresses
organizations,
businesses,
it's
it's
envisioning,
the
businesses
of
gyms
and
movie
theaters
and
churches
and
those
sort
of
things.
I,
don't
know
that
even
unfortunately,
this
block
party
would
be
subjected
to
the
terms
of
governor
Kemp's
executive
order.
From
earlier
this
week
dated
the
23rd
of
March.
A
C
Just
like
to
say
that,
in
light
of
what
chief
Watts
has
just
brought
to
our
attention,
I
would
respectfully
ask
that
each
council
member
reconsider
their
position
because
I
think
it
is
our
job
to
support
our
enforcement
and
our
police
officers
and
in
any
way
that
we
can
make
their
jobs
easier.
Certainly
try
to
provide
that
direction.
F
K
A
C
A
A
D
A
B
I
Hunger
doing
in-house
dining,
rather
takeaway
occurred
side,
something
to
that
effect.
That's
probably
the
most
impactful
right,
emotions
ordinance
right
now,
but
again
I
know
you
haven't
had
a
lot
of
this.
Does
it
just
something
that's
been
floating
around
in
the
background,
but
we
wanted
to
be
ready
in
case.
B
And
I'll
just
provide
a
little
bit
more
overview
and
then
and
then
allows
common.
The
way
this
ordinance
is
drafted
is
it's
rather
than
similar
to
several
other
cities
and
counties
that
have
passed
ordinances,
closing
down
gyms
fitness,
centers,
theaters,
bowling,
alleys,
arcades
and
other
similar
establishments
where
people
congregate
and
gather
together.
It
also
closes
all
restaurants
and
food
courts
and
eating
establishments
for
in-house
dining
and
even
outdoor
patio
service.
B
It
still
allows
for
takeout
or
delivery
or
walk
in
an
order
or
drive-thru,
and
then
it
exempts
cafeterias
that
are
in
nursing
homes
and
hospitals,
and
it
has
an
effective
date
of
30
days,
so
it
would
be
effective
from
today
until
roughly
April
the
25th
of
next
month.
That's
how
the
ordinance
is
currently
drafted.
A
B
B
And
whereas
pursuant
to
city
charter,
section
2.05,
the
mayor
and
the
City
Council
shall
hold
especially
called
meeting
on
March
26
2020
to
address
the
evolving
pandemic.
And
whereas,
pursuant
to
city
charter,
section
2.12,
the
mayor
and
city
council
declare
the
pandemic
to
be
an
emergency
situation.
B
Now,
therefore,
be
it
ordained
by
the
mayor
and
the
council
of
the
city
Monroe
Georgia,
and
it
is
hereby
ordained
by
the
authority
thereof.

B
B
A
Really
will
have
the
impact
that
I
think
the
authors
of
this
ordinance
would
desire,
so
you'd
be
looking
at
grocery
stores
that
have
a
mass
amount
of
traffic
and
even
though
they
say
the
gathering
of
ten
people
not
quite
sure
when
you're
on
an
aisle
in
the
local
grocery
store
that
you're
not
going
to
run
into
ten
people
and
I.
Think
it's
going
to
have
an
adverse
impact
on
on
the
local
businesses
that
actually
have
the
need
to
stay
open.
I.
A
F
C
C
F
G
B
That's
a
fair
statement:
the
governor's
order
specifically
closes
operations
of
bars,
which
we
don't
technically
have
in
the
city
of
Monroe.
We
have
the
southern
brewing
brew
house,
which
most
likely
is
affected
by
the
governor's
executive
order,
but
the
governor's
executive
order
only
limits
the
10
persons
when
it
comes
to
actual
closures
of
businesses,
other
than
bars.
D
This
is
due
for
for
retail
shop.
Now
they
just
effectively
need
to
close
down,
or
it.
B
Does
not
affect
retail
shops,
the
governor's
order
does
affect
retail
shops
from
our
reading
and
interpretation.
I
do
think,
there's
definitely
some
and
mr.
councilman
Dickinson
mentioned
the
athens-clarke.
County
lawsuit
I
think
that
the
governor's
order
does
leave
some
room
for
interpretation,
I
think
that
athens-clarke
County
did
not
and
basically
did
attempt
to
shut
down
all
retail.
The
governor's
order
says
that
the
businesses
shall
not
allow
more
than
ten
persons
to
be
gathered
at
a
single
location
if
such
gathering
requires
them
to
be
standard,
standing
or
seated
within
six
feet
of
any
other
person.
D
B
A
B
I
B
Live
performance,
video
venues,
bowling
alleys,
arcades
and
other
similar
establishments,
so
really
the
only
other
similar
establishments
would
actually
be
an
interpretation
by
chief
code
enforcement
officer,
mr.
Kelly,
to
determine
whether
or
not
those
other
similar
establishments
are
in
that
vein,
and
essentially
they
are
entertainment
facilities
and
fitness
facilities.
He
would
have
certain
codes
and
classifications
and
businesses
in
his
zoning
ordinance
that
he
would
look
to
and
say
well
that
is
one
so,
for
instance,
a
jumpy
house,
business
I
know
there's
one
trying
to
open
up
in
murrow.
B
It's
not
opened
up
that
one
would
be
affected
by
this
ordinance,
all
gyms,
all
yoga
studios,
fitness
studios.
Those
sort
of
things
are
affected
by
this
ordinance
and
all
restaurant
establishments
are
affected
by
this
ordinances.
Another
example
of
one
that
our
office
would
interpret
because
we
discussed
it
would
be
the
Country
Club.
The
country,
clubs
bar
by
operation
of
the
governor's
executive
order
should
be
closed.
I'm
assuming
it
is,
this
ordinance
would
require
the
country
clubs
restaurant.
To
close.
A
K
A
H
K
C
A
A
Thank
you,
Larry,
sorry,
for
the
appreciate
clarification.
I
wanted
to
temporarily
close
certain
establishments
in
the
city
due
to
the
Cova
19
pandemic.
All
in
favor
of
approval
signify
by
saying
hi
I
was
like
sign.
Motion,
carries
temporarily
put
a
limited
number
of
establishments
moving
to
the
extending
the
no
disconnection
to
late
late
fees
until
April
30th
mr.
Prentiss
Thank.
I
A
C
C
H
I'd,
like
condition,
clarify
something
we
had
discussed.
The
idea
of
during
an
emergency
is
Logan's
not
able
to
do
his
job
during
an
emergency
that
who
would
row
to
and
if
that
person
who
it
would
rotate.
So
the
question
is
I
know
we
have
something
administrative
Lee,
but
do
we
need
to
pass
an
ordinance
determining
who
would
take
over
the
role
of
city
administrator
in
the
event?
Logan
was
not
able
to
perform
his
duties
during
this
emergency.
I
A
C
Have
one
request
and-
and
that
is
could
Logan
please
go
over
for
the
public,
the
process
when
they
feel
the
need
to
come
to
City
Hall?
Of
course
it
is
closed,
but
how
they
would
access
information,
whether
it
be
drives
through
or,
of
course,
the
phone
number
or
the
website,
but
it
seems
some
people
still
feel
the
need
to
come
to
City
Hall
and
that
is
not
accessible
at
this
time.
I
A
I
C
C
B
Motion,
it's
not
necessary.
The
mayor
can
still
just
keep
with
the
briefie
or
the
called
meeting
to
occur
on
April
the
7th
and
then
they'll
just
send
out
notice
with
it
being
electronic
or
teleconference
again.
The
only
thing
the
only
comment
that
I
would
make
to
that
mayor
council
just
to
give
the
public
heads-up
generally
there's
not
public
comment
at
your
called
meetings
which
would
be
able
to
seventh.
B
A
Thank
you
so,
basically
what
I'm
hearing
it's
keep
on,
keeping
on
with
the
regularly
scheduled
meeting
it
may
have
a
little
bit
of
a
minute
format
and
then
move
to
the
regular
council
meeting
the
following
week.
We'll
do
we'll
have
communications
with
general
public
on
how
they
can
make
their
public
comment.
