zion
hill
cemetery,

is
right
behind

former

alcove,

worked
tirelessly
to
bring
that
cemetery
back
to
a
current
state
that
that's
acceptable
to
all
of
us
and
if
you
would
have
it,
you
have
five

pretty
much

because
I
want
to
cover
a
bunch
of
stuff.
My
name
is
elizabeth
jones.
I
am
finishing
my
third
master's
degree
with
the
university
of
georgia.
It's
in
historic
preservation.
I'm
writing
my
thesis
now,
but
I
decided
to
be
involved
with
zion
hill
cemetery
because
I
feel
like
I
want
to
get
back
to
the
community
and
I
feel
like
we
really
need
that
as
a
community.

So
george
salmon
helped
build
to
build
that
church.
So
there's
a
lot
of
history
here
in
the
community
with
him
building
that
church
the
church
moved
later
in
1954,
following
a
series
of
pastors
that
couldn't
stay
in
the
church
and
that
may
have
been
because
of
the
things
that
happened.
I
will
go
ahead
and
say
because
of
what
happened
with
morris
ford
and
46,
so
they
couldn't
keep
a
pastor
there.
So
the
church
moved
in
54
and
I
just
believe
that
ever
since
then
you
know
that
whole
area
has
just
been
overgrown.

african-american
culture
as
a
nation,
it's
sometimes
undocumented,
or
the
documents
remain
with
families
or
churches
and
a
lot
of
times.
These
graves
are
marked
with
rocks
and
these
rocks
get
moved
because
you
know
you
want
to
mow,
or
you
know
they're,
just
in
the
way,
so
the
rocks
get
moved.
These
graves
are
just
obliterated,
they're
gone
and
that's
heartbreaking.

me,
friends
of
zion
hill.

prepare

area

the
city's
ultimate
ownership.

it

when
it
does
come
to
that
there

grants

city

get

register,

working

so

see

down

that's

In
the
next
month,
john
brewer
is
going
to
be
conducting
a
land
survey
which
there's
never
been
a
land
survey
there.
So
he's
coming
to
do
that,
he's
doing
a
land
survey
for
us
to
ascertain
the
property
boundaries
and
I'm
going
to
go
ahead
and
tell
you
about
grants.
We've
won
a
couple
of
grants.

those
to
our
volunteers.
We've
got
our
community,
some
of
our
community
members,
downtown
businesses
that
were
closed
during
the
covid
thing.
We
went
ahead
and
included
them

here

a
first
come
serve
basis
because
we're
very
community
inclusive,
but
that
grant
has
provided
us
with
a
lot
of
wonderful
tools
that
provided
us
with
d2
solution
to
clean
the
stones.

a
biological
solution
that
sucks
all
the
bad
stuff
off
the
stones
and
the
fire
department.

The
city
of
monroe
fire
department,
aided
us
about
a
week
ago
in
helping
us
with
the
water
they
sprayed
off
the
stones
and
we
were
able
to
clean
those
stones
as
a
community,
and
so
that
was
a
beautiful
thing
and
we
did
a
video
of
that
and
sent
it
to
the
national
council
for
preservation,
education
and
they're
very
much
excited
about
it.
It's
already
been
shared
with
different
cemeteries
around
the
nation,
including
the
city
of
atlanta,
who
has
called
me
to
ask
for
our
input
on
their
projects.

Another
grant
that
we
received
is
the
uga
communicating
research
grant
and
we
are
going
to
be
publishing
eight
pages
toward
the
end
of
this
month
with
the
walton
tribune
and
that
pays
that
paid
for
all
their
publication
costs,
but
we
want
to
really
show
the
community
what
we're
doing
with
the
cemetery,
and
we
want
to
tell
them
a
little
bit
about
the
history
of
the
church
and
about
the
african-american
community.
That's
buried
there,
because
there's
so
much
history
there
so
we're
putting
that
together.

That's
going
to
help
us
determine
the
number
of
graves
and
you
know
both
marked
and
unmarked
and
burial
practices
of
the
african-american
community
here,
but
I
think
that's
very
significant,
not
just
for
our
community,
but
nationally
I
mean
I'm
a
scholar
in
historic
preservation
and
this
kind
of
research
has
not
been
done.
So
this
is
a
big
deal.
So
I'm
I
get
excited,
I'm
very
excited
about
this,
but
we're
working
on
that
we're
going
to
publish
a
map
handout
for
the
public
and
that's
going
to
be
available
through
the
monroe
museum.

this
ground
penetrating
radar
is
finished
and
we
are
also
working
with
I'm
got
it
going.
I'm
working
done
we're
working
on
the
historic
with
the
historic
worker
specialist,
from
rose
hill
cemetery
in
macon
and
he's
helping
us
to
restore
five
markers
at
a
time
and
he's
one
of
the
best.
So
we're
working
on
that
we've
got
grant
money.

to
to
fund
that.

work
that
she's
done
and
we
were
talking
earlier
one

things

we
need
to
always
be
aware
of

this
cemetery,

had

war
hero.

parents,
buddy
and
luella
conyers-
I
knew
for
those
of
you
that
you
know
grew
up
here
many
years
ago.
They
were
very
well-known
family
in
town
and
very
well
thought
off
family
and
founded,
and
he
was
killed
in
korea,

back
here
and
was
buried
in
that
cemetery.
He's
just
one
of
the
people,
but
there's
many
others
with
unmarked
graves.
So
we
don't
even
know
who
they
are,
but
what
elizabeth
is
doing
is
so
admirable
and

just

visit
that
graveyard.

education

those
dollars

campaign

building
that
we're
in
now
is
owned
by

walton
county
board

commissioners

passed
it,
and
so
we
knew
this
this
day
was
coming
that
we
need
to
look
for
a
location,
so
the
chamber
and
development
authority
we've
been
looking
for
locations
for
pretty
heavily
for
a
year
or
so
now
I
think
we
did
start
having
some
issues
in
the
building
that
we're
in
and,
of
course,
the
county
doesn't
want
to
spend
money
to
fix
a
building.
That's
not
going
to
be
there.

So
we've
been
looking
for
locations,
the
development
authority
did
secure
a
location
for
their
operations,
but
it's
not
big
enough
to
house
the
chamber
as
well,
so
that
left
us
looking
for
a
location,
and
so
we
have
found
a
location
that
we
would
like
to
move
the
chamber
to,
and
it's
actually
right
here
behind
city
hall
on
north
wayne
street,
it's
the
building
at
207
north
wayne
that
they're
or
renovating
now
gary
wilson
owns
the
building.

So
you
know
the
chamber
we
get.
Most
of
our
funding
comes
from
membership
events
and
projects
meetings,
fundraisers
we
had
eight
percent
of
our
budget
comes
from
city
and
county
government,
so
most
of
our
money
we
do
have
to
raise.
You
know
sort
of
own
our
own,
so
we
are
asking
for
the
cities
in
the
county
to
help
us
secure
the
building.

So
actually,
tomorrow,
at
our
chamber,
lunch
we'll
officially
launch
the
capital
campaign
to
the
chamber
membership
and
hopefully
they'll
all
you
know,
support
it
at
some
at
some
level.

addition
to
the
building
itself,
obviously
we're

to
need
furnishings
technology.

the
stuff
we
own
in
the
building,
some
of
the
stuff

development
authority
owns
in

building,

there'll
be
some
other
things

we'll
need-
and
we
want
to
also
do
some
program
enhancements
to
some
of
our
education
programs,

of

we're
not
going
to
be
able
to
run
the
way
that
we
always
have
due
to
code
restrictions.

programs

to
need

take

to
take
them
to
their
ipads
versus
paper

sort

thing.

agency

grant
funding

coronavirus
relief
fund,

crf
to
the
state
of
georgia,
which
was
established
within
section

social
security
act.

by
section
5001
of
the
coronavirus,
aid
relief
and
economic
security
act.
The
cares
act,
whereas
governor
brian
p,
kemp
has
authorized
the
sharing
of
crf
allocations
and
disbursements
in
a
phased,
measured
approach
with
local
governments
across
the
state
of
georgia.

Whereas
governor
kemp
has
acknowledged
the
critical
need
that
such
crf
funding
be
released
to
local
governments
experiencing
immediate
need
as
quickly
as
possible
and
has
directed
the
governor's
office
of
planning
and
budget.
The
opb

coordinate
with
local
governments
to
achieve
allocation
and
disbursement
of
such
crf
funding,
whereas
opb
has
created
and
will
administer
a
grant
management
system.

cares
which
local
governments,
including
the
city,
shall

order

receive
allocations
and
disbursements

crf
funding
and
whereas
the
opb
and
the
state

georgia
require
formal
official
action
of
the
city's

authority

dispersed
to
the

resolved
by
the
mayor
and
council
of
the
city

monroe
georgia
as
follows:
section
one
execution
of
coronavirus,
relief,
fund
terms
and
conditions.

mayor
and
council
hereby
authorize
the
execution,
delivery
and
performance
of
the
coronavirus
relief
fund
terms
and
conditions
agreement
and
substantially
the
form
of
tax
year,
two
as
a
composite
exhibit
a
and
the
acceptance
of
payments,
including
all
understandings
and
assurances
contained
here.
In
section
two
other
actions
authorized
the
city
hereby
directs
and
authorizes
the
mayor
of
the
city
of
monroe
or
the
designee
of
the
mayor
to
act
in
connection
with
the
grant
application
to
provide
such
additional
information,
as
may
be
required
by
the
opb,
federal
or
state
government.

attorney

its

agreement
