council
are
here

present,
with

exception
of
miss
Malcolm,
it's
going
to
be
fairly
quick
tonight.
We
have
a
number
of
things
happening
around
town,
so
I'm
gonna
kick
it
off
by
moving
it
to
mr.
Probst
for
the
city
administrator,
update.

Well,
in
the
11th
hour,
suddenly
we
hit
a
roadblock
on
the
agreement
with
the
property
owners,
so
this
kind
of
just
came
to
my
attention,
but
the
contract
bid
is
kind
of
running
out
of
time.
Now
so
I
kind
of
wanted
to
bring
that
up
and
know
that
we
can
kind
of
pivot
and
just
finish
out
those
sidewalks
as
intended.

We
can
still
get
the
easements
from
the
property
owner
and
my
discussions
with
them,
but
suddenly
they
don't
want
us
to
redo
the
parking
lot
kind
of
interesting,
but
here
we
are
so
before
I
bring
back
any
actual
figures
on
that
to
you
next
week.
It's
kind
of
wanted
to
unofficially
pull
you
here
in
the
work
sessions.
If
you
had
any
any
thoughts
on
kind
of
shifting
that
project.

dynamics
change,
ideas,

We're
at
right
now,
so
before
I
go
back

do

One
of

thoughts,
the
sidewalk
expansion
without
the
the
parking
lot
itself,
is
30

40
thousand
dollars
in
total
cost.
So
that's
not.
It
was
a
small
component
of
the
total
cost
of
that
project.

Secondly,
the

bypass
update,
truck
connector
as
it's
officially
known
right
away,
is
almost
completely
finished
with.
As
you
know,
it's
a
massive
project
to
actually
today
I
just
found
out.
They
had
finalized
earlier
in
May
the
actual
design
and
location
schedule
for
that
project.
So
that
is
locked
in
and
the
next
step
now
is
construction
which,
unfortunately,
doesn't
look
like
it's
gonna
take
place
until
state
fiscal
year
2022.

that's
July,
2021
at
earliest
I'm
hoping
to
try
to
work
with
state
officials
to
speed
that
up
a
little
bit
since
everything
else
seems
to
be
kind
of
a
done
deal
now.
But
I
don't
know
that
that'll
happen,
given
the
large
expense
of
construction.
I'm
asked
25
million
dollars
in
construction
costs,
but
we'll
do
the
best
we
can
to
try
to
keep
that
moving
as
fast
as
possible,
but
it
is
tracking
just
slowly.

coming

we're
going
to
social

Our
financials
as
of
April
20
2000,
all
revenues
and
expenses
are
trending
as
budgeted
for
the
exception
of
Munich
or
and
some
economic
development
event
these
which
obviously
both
of
those
are
because
of
the
covert,
but
surprisingly,
overall
revenues
and
expenses
everywhere
else,
our
training
as
budgeted.
We
have
applied
for
a
couple
grants
for
reimbursement
related
to
the
covert
expenses,
one
with
the
Department
of
Justice
and
one
with
DMA,
and
we
were
waiting
for
those.
I
Where
is
approval,
hopefully
in
time
soon
sales
tax
collections
for
April
that
we
received
in
May
increased
by
11%
overall
from
last
year.
So
that
was
the
very
encouraging
news
that
we
weren't,
seeing
as
far
as
the
businesses
around
here.
So
hopefully
that'll
continue
to
trend
upwards
and
not
downwards.
Like
we
had
anticipated.

Another
positive
note
is
we
only
had
162
non-payment
cut-offs
in
the
month
of
May,
when,
typically,
we
have
well
over
200
and
sometimes
upwards
of
250,
so
that
kind
of
tells
us
that
people
are
paying
their
bills,
even
though
we
unfortunately
had
to
start
implementing
non-payment
cut-offs.
But
we
had.
There
was
a
decrease
in
that,
so
that
was
also
encouraging
news.

are
implementing
fillable
online
forms
for
our
utility
customers
and
we're
gonna
also
roll
that
out
to
other
departments
after
we
get
that
rolled
out,
and
what
this
will
do
was
we'll
implement
those
online
fillable
forms
on
our
website.
So
that
way
it
decreases
traffic
and
decreases
for
the
citizens
to
have
to
come
into
the
office
for
years.
It's
always
been
a
policy
you
have
to
come
in
the
office.

have
to

the

so
we
want
to
get
away
from
that
honestly
when
I
got
service
with
Walton
EMC
even
25
years
ago,
I
didn't
even
go
to
all

assistance
program
through

cares
Act

offered
nationwide
and

to

level

receive
up

30,000
from

state
for
this
funding
to
help
with
the
potential
revenue,
loss
and
expenses
that
we've
incurred
at
the
airport
during

the
kovat
pandemic.

resolution
that
will
have
to
be
read,
actually
make
us
officially
eligible
and
get
us
ahead
of
the

the

As

Hall

improvements
to
a
Wayne
Street
in
Highland
Avenue.
You
bought
construction,
completed
that
that
works
Sunday.
With
that
new
product,

new

us,
it
turned
out
really
well,
it's
really
been
a
turn
even
better
once
the
the
striping
is
completed,
which
should
be
within
the
next
two
weeks.

to
that
stripe
and
contractor
that
we
used
in
several
other
locations
throughout
the
city
that
an
agreement
with
other
cities
in
the
county
with
the
thermoplastic,
this
turned
out
really
well
an
update
for
an
agreement
we
had
with

county,
I
believe
one
of
the
last
times
we
met
for
the
Cedar
Ridge
Road.
They
have
completed
the
deep
patching
and
as
of
today
that
were
leveling,
so
I'm,
assuming
before
the
weeks
over
where
they'll
be
finished,
paving
that
so
that's
something
else.
We
can
check
off
another
improvement.

to

tax

funding

people
knew

Tokyo

relocate
so
they're
working
on
getting
their
lands
turbines
permit
to
relocate
on

basically

checkers
in
the
gas
station,
the
bow
more
outdoors
location.
That's
been
sitting
empty
for
a
while
just
below
chick-fil-a
there's
somebody
looking
at
that.

two
tenants
go
in
there
from

I
understand,
they're,
not
ready
to
disclose
who
those
tenants
will

might
be,
but
just
so
you're
aware
of

Walmart
has
gotten
into
the
healthcare
business
and
they've
chosen
us
as
one
of
their
pilot
sites
to
put
a
healthcare
clinic
at
the
Walmart
Supercenter,
so
they'll
be
providing
dental
mental
and
medical
at
that
location
when
they
finish
that
project,
so
those
plans
are
under
review.

we've

site
regarding
customer
mobility.
These
are
really
interesting
because
it
shows
a
baseline
of
Walmart
and
a
baseline

downtown,

January
when
the
first
reported
reported
case
of
code
in
the
United
States
was
up
until
the
end
of
April
or
mid-april.

you
can
kind
of
see
the
impact
on
mobility
of
basically
how
where
people
are
and
staying
home-
and
you
can
see
how
drastically
downtown
was
impacted,
which
is
one
of
the
reasons
we're
so
thankful
that
you
that
you
all
made

decision
to
create
the
DDA
stabilization
grants
to
help
downtown
and
also
the
great
news
is
the
customer
base
that
we
typically
have
is
really
large,
and
so
hopefully
that
will
help
us
be
resilient.
As
we
come
modify
and
businesses
come
out
of
this.

survey
and
I've
included

responses

you

look

It's
a
lot
of
information,

trying

gauge

our
average
customer

The
majority
of
the
population
that
has
responded
is
comfortable
with
proper
social
distancing
with
a
large
outdoor
event.

to
its

wasn't
useful

lot

major

condition
or
far
worse
or
the
two
at
Hammond
there's
one
at

kid
and
two
it
coker
and
I
was

going
to
essentially
ask

find
out
what
the
feelings
of
council
were
for
us

pursue.

something
that
the
council
wants
to

a
look
at
fixing
up
rather
than

demolishing

moving
forward,

possibly
looking
at
future
placement

newer,
more
useable
facilities,
that
I
think
would
be
easier

maintain

we'll

essentially
I'm
asking
for
direction
of
what
we
would
like
to
pursue.

like

with

funding

of

structure

decide

park
itself

facilities

park

bathroom

town
to
go
out

owners
wish

subdivide

requesting
zoning
of
r18,
it's
congruent
with
the
neighborhood,
and
it
would
take
a
portion
of
property-
that's
zoned
for
multifamily,
even
though
it's
not
built
that
way
out
of
that
category
and
into
a
more
fitting
zoning
classification
and
would
also
allow
them
to
subdivide
the
property
and
sell
the
Parsa
Jim
carcinogen
off
as
a
single-family
residence.

conditional
that
was
rezone
two
years
ago
to
that
zoning
classification
to
a
PRD,
it's
or
a
duplex
community
for

older
living
community.

forward

variance
which
fell
through
because
we
had
a
very
small
window
of
opportunity
to

get
that

and
the
application
came
in
with

wrong
request

concurrent,
so
pulled
it
from
the
agenda
to
allow
for
it
to
be
restarted,
with
a
request
for
a
variance
and
the
reason
to
be
considered
concurrently
going
forward.

think
it's

besides

the

recommendation
for
approval
was
contingent
upon
modifying
and
revising
the
plan
which
we
haven't
received
even
to
this
date,
any
revision
to
the
plan.
So
there's
almost

way

it

the
next
week's
meeting.
So
that's
why
I
was
removed,
so
we
could.
We
could
get
it
on
a
cleaner
and
and
better
path.

with
the
code
officers
recommendation
that
it
doesn't
meet
the
criteria.
That
was
the
whole
reason
why
it
was
pulled
from
PRD.
Are
there
other
suitable
rezoning
that
it
could
have
a
less
of
a
variant
zone,
quite
possibly
such
as
an
r2,
or
something
like
that?
However
they're
there
other
considerations
there
as
well
future
land-use
plans
on
so
forth.

I
can
just
interject
I
played
a
part
in
pulling
this,
because
the
issue
is
that
even
though
I
know
there's
this
desire
to
put
a
variance
in
on
this,
this
isn't
a
metric
that
a
variance
is
appropriate
for,
because
our
ordinance
is
very
clear
that
they're
their
ranges
of
sizes
of
planned
developments.
But
then
there
is
a
bottom
floor.
One
four,
nine
LCI
districts
in
one
four
LCI
districts
and
that
bottom
floor
says
that
no
plan
district
shall
be
less
than
ten
acres.

So
the
problem
that
you
have
here
is
the
application
was
applied
for
for
a
zoning
classification
for
which
this
piece
of
dirt
is
not
eligible.
So
the
legal
issue
that
we
have
from
our
perspective
is
the
applicant
can
file
a
request
for
a
variance.
It
is
not
appropriate
for
nor
technically
legally
eligible,
in
our
opinion,
for
a
variance
to
be
granted
on
that
issue,
because
your
your
zoning
ordinance
is
very
clear
than
in
non
LCI
districts.

There
are
banded
ranges
of
recommended
sizes
of
parcels,
but
then
at
the
bottom
of
the
size
requirements
section
it's
very
clear
and
it
says
that
there
shall
be
no
less
than
10
acres.
Then
there
is
the
exception
for
LCI
district
areas,
which
I
think
is
2
acres,
which
the
intent
there
was
to
address
in
town
redevelopment
projects
under
the
LC.

original
four
corners,
the
LC

So
it's
the
reason
that
it
was
suggested
that
it
be
pulled
which
came
from
our
office
is
that
the
application
as
it
stands
now
really
is

percent
partner
on
with
the

we
haven't
even
passed
it
yet
we
can
go
ahead
and
pass
this
resolution
and
tuck
that
into
this
package
and
