thank
our
entire
team
from
our
directors
all
the
way
down
really
proud
of
what
everybody's
accomplished
over

last
week

great
fall
fest
huge
turnout,

positivity
came
out
of
that
storm
cleanup
and
we
had
a
couple
of.

tropical
storm
and
then
the

cold
front
that
came

there

plenty
of
work
to
do
by
electric
and
all

public
works

central
services
divisions.

and

think
everybody
for

participation

getting
pilot
park
stood

that's
been
a
real
positive
for
this
community

on

so

we're

some
issues
with
availability

flooring

hardware

kickoff

friday

quarters

grant

and
design
phase
of
that
project.
It'll
be
bidded
sometime
middle
of
next
year
and
then
construction
start
probably
last
quarter
of
next
year
and
finish
up
sometime
early
part
of
2022.

percent

when

look

summary

They
tend
to
show
negative
balances,
but

progress

reported
in
the
as
an
expense
account.

fund

9.1
million
in
capital
expenses
right
now.

end
of

year,
we
move

a

that
pulls

increase

biggest
months

had

farm

month
of
october
and
november's
picked
up

same.

glass
collection
we
have
lower

percent

meters
off

figures

we're
asking

an
expense
of
2.6
million
dollars
for
this
coming
year.

all
in
all,
it's

good
claims
year

two
lasers
last
year,
one
for
150
000
and
one
for
350
000.
Neither
one
of
them
are
going
to
max
out
at
their
top,
so
we've
actually
saved
a
little
bit
of
money
by
doing
that
this

think
about
it

a
laser,
what
ends
up
happening?

don't
take

specific
lasers,

they
add
it
into

premium,

we've

gambled

bit
and

won

two

things

pleased

we've
changed
our
vendor
when

vision
plan
and
the
dental
plan.
There's
been

criticism
about
the
dental
plan.
You
know
not
being
able
to
get
a
crown
fixed
or
have
implants
done,
or
anything
like
that.

We've
actually
worked
with
metlife
and
for
about
the
same
cost,
we're
being
able
to
offer
implants
and
crowns
and
bridges,
and
all
that
kind
of
good
stuff
in
the
in
the
dental
plan
this
year,
plus
on
top
of
that,
we're
also
going
to
offer
for
the
first
time
orthodontics
for
themes
that
need
racism.
So
that's
a
that's
a
big
plus
and
I
think
the
total
cost
that
it's
going
up
is
something
like
38
cents,
a
pay
period.
To
do
that.
The
other
thing
that
we've
also
improved
is
our
vision.

vision
used
to
be
that
you
could
get
a
pair
of
glasses
up
to
a
value
of
130
once
every
two
years
and
we're
raising
that
to
250
every
year.
So
again,

big
significant
changes
in
the
plan
itself
anyway.

eliminated

deductible
on
the
physician
charges.
When
you
were
hospitalized,
we
did
not
change
the
employee
contributions.

did
implement
the
the
wellness
program
where
an
employee,
the
the
city's
insurance,
has
a
deductible
of
one
thousand
seven
hundred
and
fifty
dollars
which
you
have
to
meet.
If
you
have
any
serious
illness
hospitalization
surgery,
we
had
24
employees
who
met
none
of
the
wellness
criteria.

We
had
22
employees
who
met
one
and
by
doing
that,
their
deductible
lowered
to
one
thousand
five
hundred
dollars.
So
when
they
get
sick,
it
saves
them
about
two
hundred
and
fifty
dollars
on
their
deductible
and
then
moving
down
the
ladder
you
can
see.
We
had
an
additional
25
employees
who
had
two
credits
or
more
to
get
to
12.50.

So
that
means
they
hit
four
of
the
five
credits
that
were
out
there
and
we
had
38
employees
hit
all
five
of
the
credits,
so
if
indeed
they
have
a
hospitalization,
they
have
surgery,
something
happens
to
them.
Instead
of
having
to
hit
a
thousand
seven
hundred
and
fifty
dollar
deductible,
their
deductible
is
five
hundred
dollars,
so
we
we
think
it's
the
proper
way
to
incentivize
an
employee,
take
care
of
yourself.

help
the
city,
and
if
you
do
get
sick,
it
doesn't
cost
you
as
much
and
those
employees
who,
for
whatever
reason
where
they
are
in
their
life.
They
they
choose
not
to
participate
or
maybe
not
as
vigorously.
If
they
do
get
sick,
they
do
have
to
come
up
with
a
little
bit
more
cash.
So
we
think
it's
a
it's
a
fair
trade-off.

medical
coverage
and
we
were
looking
at
a
cost
increase
last
year
of
just
under
7,
so
that
was
a
year
ago
right
now,
our
medical
claims
are
running
at
about
70
percent
of
expected
and
if
I

laser

this
thing
and
we'll
try
to
use
it
yeah
there,
we

I'll
point
out
here.
These
are
the
actual
maximum
claim
liability
we
had
through
the
month
of
september.

that's
a
total
liability
of
a
half
a
million
dollars
and
through
september
we
had
101
000
actually
paid,
so
we've
actually
done
quite
well
on
those
on
those
claimants.
This
here
is
what
our
reinsurance
pays
us
for:
people
who
exceed

claims.

can
see
it's

these
are
the
actual
net
claims
that
count
toward
us,
which
is
right
at
one
point
just
under

around
there
and
we
had
a
little
bit
of
a
reinsurance
rate
back
to

we're
actually
running
quite
well
on
the
claims
compared
to
where
we
were
a
year
ago.

talk
briefly
about
the
clinic
in
2019.
The
charges
on
the
clinic
were
roughly
around
just
over
three
hundred
thousand.

claims
here
are
not
mature
to
have
expenses
for
september
that
we
still
have
not
recorded,
but
through
the
month
of
august.
Our
total
spend
is
just
around
two
hundred

and
we
anticipate
the
change.
The
charges
for
the
clinic
this
year
to
run
around

The
charges
are
broken
into
just
actual
fees
to
health
assessments,
and
you
can
see
a
mix
here
of
salaries
for
the
people
who
operate
the
clinic,
lab
medical
pharmacy
charges
and
so
the
actual
charge.

that
again
right
around
two
hundred
thousand,
we
expected
to
be
very
close
to
what
was
spent
in
2019.

Our
fixed
cost
on
our
reinsurance
and
on
our
self-insured
plan
through
maritane
is
we're
not
seeing
any
charges
at
all
in
terms
of
the
fees
that
are
being
charged
by
aetna
maritaine.
Our
reinsurance
is
going
to
stay
with
hcc.

is

the
insurance
is
costing
us,
and

this

we
think
the
claims

again
you're
going
to
see
the
claim

Reducing

these

the
lasers
or
the
folks
that
have
higher
deductibles

we've
lost
one
of
those
and
the
total
fixed
cost
is
going
to
increase
from
just
under

to
just
over
700
but

our
claim

reducing

when
we
look

the
overall
fixed

cost
we're
going

to
just

lasering
liabilities
reducing

we

really
pleased
with
the
way
the
renewal
came
through
on
medical
deductions.

employees
with
single
coverage,
you'll

recommendations

the
dental.
Our
dental
coverage
is
with
delta,
there's
no
increase
on
the
dental
plan.
If
you
should
choose
to
stay
with
them,
but
we
were
asked
to
increase
the
coverages
and
we
went
back
to
both
delta.

We
got
replies
from
about
five
or
six
different
companies
and
the
best
option
we
came
back
with
was
metlife
in
metlife.
If
we
were
to
just
match
the
current
benefits
that
we
have
with
delta,
the
actual
cost
was
almost
13
below
delta,
but
what
we
were
trying
to
do
here
was
endo
period
and
oral
surgery.
This
is
in
english.
These
are
root,
canals
and
being
done
along
with
the
oral
surgery
under
the
base
plan
that
the
city
offers
those
are
not
covered
expenses.

So
what
we
did
is
we
wanted
those
expenses
covered.
The
other
thing
we
did
is
under
the
buy-up
plan.
We
wanted
to
increase,
increase
the
amount
of
coverage
an
employee
would
have
from
a
thousand
to
two
thousand.
We
made
orthodontia
available
for
both
children
and
adults
up
to
a
thousand
dollars
lifetime
and
again
we
added
implants
as
a
covered
charge,
because
they're
currently
not
covered.

So
by
doing
all
that,
we
end
up
with
a
with
a
slight
increase
on
the
premiums
and
we
think
we've
overall,
just
improved
the
plan
quite
quite
dramatically.
There's
a
rate
cap
increase
next
year.
Should
we
get
an
increase,
so
those
are
the
recommended
changes
on
the
dental
moving
it
from
delta
over
to
metlife
under
the
basic
life.
That's
been
with
standard
for
a
number
of
years.

This
was
also
shocked.
We
could
get.
No,
nobody
could
touch
the
cost,
there
is
no
increase
on
it
and
that
will
remain
as
as
same
with
again
no
changes
the
vision.
Now
this
is
a
voluntary
product
and
again
we
were
with
aetna
and
we
asked
aetna
to
come
up
with
the
best
benefit
they
could
give
in
terms
of
increasing
the
allowance
for
both
frames
and
contacts,
and
so
we
were
able
to
get
that
increase
up
to
250
dollars
and
the
best
option
we
had
was
through
metlife
and
from
the
employee
standpoint
again.

2.66
will
increase
to
339,
but
if
you're
getting
contacts-
and
you
can
get
almost
double
the
amount
of
contacts
or
increase
your
frame
allowance,
we
think
it's
something
that
the
employees
would
welcome
and
that's
why
we're
making
the
recommendation
to
increase
the
coverages
if
we
were
to
keep
the
coverages
the
same
under
metlife
as
with
aetna,
the
cost
would
be
about
six
percent
lower.
But
again
we
think
this
is
more
of
a
a
value
proposition
for
the
employees
to
go
with
better
coverage,
the
voluntary
disability
and
again
this
is
voluntary.

city
doesn't
pay
for
it.
This
has
been
with
unum
for
a
number
of
years.
Unum
is
offering
a
27
increase
on
the
coverage,
and
again
we
took
this
to
market
and
again
it
came
back.
Standard
actually
came
back
with
the
vex
best
package
deal.
Their
actual
cost
is
below
current
on
all
the
age
brackets
with
the
same
coverage
and
so
we're
making
a
recommendation
to
change
the
voluntary
disability
to
standard
which
is
the
same
company
that
handles
our
basic
life
insurance.

avoid
the
increase
the
employees
who
have
this
coverage
would
it
would
be
looking
at
in
the
summary
page
overall
we're
looking
at
approximately
a
2.27
percent
increase
in
the
fixed
cost
and
expected
claims

employee
contributions.

percent
and
we're
looking
at
a

terms
of
real
money,
approximately

increase
of
just
at
forty

delta
was
not
scheduled
to
increase,
but
we

to
the
city
is
about
three
thousand
dollars.
The
employee
cost
goes
up
slightly,
but
again
it's

much
much
better
coverage
for
the
employees.

we're
recommending

increase.

the

doubling
the
coverage

utilized
items
and

finally,
we're
recommending

change
on

disability
from

that
as
fast
as
I
could
without
shark
changing
you.
