proposed
location
of
the
jail.

the
walton
county,
public
safety
and
jail
complex
and
want
to
allow
our
council
members
to
discuss
their
thoughts
each
one.
We
can
go
around
our
table

just
let
each
one
comment
on
the
pros
cons:
what
they're,
seeing
and
hearing
from
their
constituents
I'll
start.

We

really
care
what
your
opinion

and
those
of
you
who
know
me
well
know,
I'm
pretty
blunt
about
stuff
and
I
swear
to
you.
I
did
not
know
that
this
vote
on
july
3rd
was
going
to
happen
until
after
it
had
happened.
This
location
is
on
my
street,
which
is
church
street
rita,
and
I
have
lived
on
that
street
fought
for
that
street
for
40
years.

They
didn't
even
call
me
and
say
we're
thinking
about
doing
this.
They
didn't
call
any
of
you
who
live
in
my
neighborhood.
They
didn't
call
anybody
mr
larry
bradley.
He
has
district
four,
which
is
the
small
district.
I
have
half
the
city
mine
overlays
his.
They
did
not
call
mr
bradley
and
let
him
know
that
this
was
in
the
works.

One
of
the
comments
about
that
site
was
you're
going
to
get
neighborhood
pushback,
so
they
knew
that
was
going
to
happen.
They
decided
it
won't
be
that
bad
people
just
won't,
really
stand
up
and
be
counted
they're
wrong.
This
afternoon
I
checked
the
petition
that
we
have
on
change.org.

Almost
sixteen
hundred
people
have
signed
it.
There
are
a
handful,
maybe
that
don't
live
in
the
city
of
monroe,
but
most
of
them
are
monroe
residents
and
the
rest
of
them,
I
think,
are
walton
county
residents.
This
is
just
a
wrong-headed
move
by
the
county.
It
is
bad
public
policy
and
it
hurts
not
just
our
neighborhood,
but
it
hurts
the
entire
city.
The
city
of
monroe
is
the
economic
engine
of
walton
county.

We
generate
something
like
40
percent
of
the
sales
tax
revenue
in
walton
county.
The
county
itself
generates
virtually
nothing
it's
the
cities,
monroe
loganville
social
circle.
That's
where
your
commercial
development
is
that's
where
your
concentrations
of
population
are
that's
where
your
industries
are
and
to
me
it
is
just
absurd
that
they
kind
of
said
to
us.
Well
we're
just
going
to
do
this
without
talking
to
you
now,
it's
never
been
my
position
that
this
is
about
whether
or
not
there's
a
jail
needed.
That's
a
different
discussion.

it
works
things

It
says,
first
of
all,
this
is
was
to
to
the
mayor,
mr
dickinson
and
myself.
First
of
all,
thank
you
so
much
for
your
leadership
and
desire
to
serve
our
city.
I'm
writing
you
today,
as
my
mayor
and
city
council
representatives,
in
regards
to
the
county's
potential
decision
to
locate
a
new
jail
at
the
corner
of
east
church
street
in
hammond.

In
addition,
we're
now
finally
seeing
the
development
of
quality,
family-oriented
neighborhoods,
around
carver
middle
school
in
areas
that
were
largely
ignored
or
abandoned
before
that
growth
and
excitement
will
come
at
a
screeching
halt.
If
there's
even
the
potential
of
a
jail
being
built
on
the
plot
of
land,
it
makes
zero
sense
to
put
a
massive
jail
complex
in
the
middle
of
an
up-and-coming
residential
neighborhood.

Had
it
not
been
for
a
handful
of
monroe
leaders
and
residents
who
stood
together
against
that
decision,
we
would
now
have
a
bunch
of
asphalt
in
the
center
of
our
beautiful
town.
So
please
come
together
as
a
city
council
in
opposition
to
this
proposed
site.

not
think
this
has
to
be
ugly
or
political.

citizens

it's

unallowable
so

times,
especially

days,
there's
a
question
about
whether
or
not
you
even

ability
to
do
that
in
our
country
and
whether
or
not
it
works,

this
is
proof
that
it
works.

times

need

decisions

guys,
stand

walton
county

republic

have
that
democratically
we

in
use

guys

stepped

how

want
our
city
to
be
and
not
that
it
is
a
battle
or
has
to
be.

political,

poured
time

energy

downtown

city

people

born

years
ago,

there

visions

downtown

town
green,

all
these
different

the
spirit

have
it's
not

fight
something
it's
that
we
want

continue

celebrate
the
freedom,

enjoyment,

the
ability

have
our
town
be
what
we
want
it

grow
in
that,
and
so,
when
we
found
out
which
I
found
out
when
my
wife
came
home
and
said
I
heard
about
the
new
jail
on
facebook,
I
said
nope
I
said:
there's
no
jail.
I
said
I
don't
know
what
you're
talking
about.

It's
going
to
be
there
and
I
said
no
it'll
be
out
in
the
county
and
whatever
else
come
to
find
out
the
next
day
we
got
a
jail
being
built
on
church
street,
and
so
I
couldn't
believe
what
had
happened,
because
we
are
very
excited
as
a
city
to
work
with
the
county.
There's
a
history
of
of
moving
towards
a
union
there
and
we
want
to
keep
that
alive,
but
we
also
want
what's
best
for
this
city
and
for
our
citizens.

So
thank
you
so
much
for
all
the
time
and
the
energy,
the
effort,
the
dreams
that
you
believe
could
come
true
and
made
come
true,
as
this
city
continues
to
prosper
and
do
well
in
all
the
different
areas.

I'm
very
thankful
that
we
have

kind
of
people
that
live
here
that
want
to
see
that
kind
of
city,
and
so
it
broke
my
heart
when
I
heard
that
there
was
even
the
possibility
of
the
idea
to
put
a
jail
right
there
on
church
street,
when
so
many
people
had
worked
so
hard
to
turn
it
around,
and
you
know
having
conversations
with
different
people.

only
thing
you
have
to
say
is:
would
you
want
to
buy
a
house
next
to
a
jail?

That
stops
me
dead
in
my
tracks.
I
you
know
I'm
in
america
I
paid
for
my
property
if
there's
a
few
things
that
we
have
guaranteed
it's
rights
of
ownership,
it's
it's
property
and
so
to
have
that
taken
away
when
walden
county
is
one
of
the
largest
counties
in
georgia
is
unacceptable
to
me,
and
so
even
just
those
two
things,
do
we
there's
public
comment,
I
mean
someone's
raising
their
hand.

like
to

to
larry
bradley
to
our
mayor.

charge

know

really

great
city

one
of

reasons
that
I
wanted

part

figure
out
somewhere
else
for
it

learned

it

media

no
clue.

hopeful
that
moving
forward
this
resolution
will
make
a
very
strong
statement
to
our
county
commissioners
and
to
the
public
that
involvement
is
key
from
the
citizenry
and
communication
is
key
from
the
government,
and
I'm
hopeful
that
within
the
next
week
we're
going
to
have
some
resolution
other
than
a
location
on
church
street.

done
private
business

other
counties,
one
thing
that
I
always
noticed
was
the
local
county
and
city
leadership.
Rarely
ever
got
along

thing:
I've
always
bragged
about
being
a
part
of
this
council
is
that
we
all
work
really
well
together,
but
we
also
have
a
good
working
relationship
with
the
county,
and
I
hope
that
the
result
of
this
issue
is
a
good
illustration
of
that
good
working
relationship.

stand
up

fight
for
everybody
in
the
city,
whether
you're
impacted
in
that
district
or
not,

so
I'm
also
hopeful
that
this
will

a
positive
resolution
that
we
all

always

and
comments.

city

monroe,
georgia

vested

substantial
power
to
regulate
the
use
of
property
within
the
city
for
the
purposes
of
maintaining
the
health,
moral
safety,
security,
peace
and
general
welfare
of
the
city,
and
whereas
the
city
does
not
have
the
power
to
regulate
use
of
property
located
within
the
city
that
is
owned
by
other
governmental
entities,
including
walton
county
and
whereas
the
city
has
learned
of
the
county's
decision
to
enter
into
a
real
estate.
Purchase
and
donation
agreement
with
east
church
street
investment,
property
llc.
I
A
related
entity
to
local
home
builder
reliant
homes
for
the
purpose
of
building
a
new
public
safety
complex,
including
a
new
jail
facility
with
the
potential
to
house
up
to
2
000
inmates.
And
whereas
the
city
is
supportive
of
sheriff
joe
chapman,
fulfilling
his
constitutional
duties
to
house
inmates
charged
with
crimes
here
in
the
city
and
all
of
walton
county.
And
whereas
the
city
is
supportive
of
the
county
working
to
either
build
a
new
jail
facility
in
an
appropriate
location
or
to
renovate
the
existing
jail
facility
to
house
inmates
safely
and
appropriately.
I
And
whereas
the
agreement
calls
for
the
county
to
purchase
21.3
acres
of
land
located
at
1125,
east
church
street
monroe,
georgia
for
construction
of
the
new
jail
and
whereas
the
county
has
released
a
conceptual
rendering
of
the
jail.
That
shows
that
several
homes
would
also
need
to
be
purchased
by
the
county
and
then
demolished
to
accomplish
the
county's
plan
for
the
new
jail.
And
whereas
the
county
has
indicated
to
the
city
that
it
is
relying
in
part
on
a
project
site
evaluation
conducted
in
july.
2013.
I
In
choosing
this
property
for
the
location
of
the
new
jail.
And
whereas
the
agreement
provides
for
an
inspection
period
that
lasts
until
november
3rd
2021.
For
the
county
to
consider
the
feasibility
of
the
property
to
be
used
for
its
intended
purpose
of
the
new
jail
and
whereas
the
property
is
located
within
the
city
limits
of
the
city
of
monroe
and
whereas
the
property
is
located
in
a
predominantly
residential
area.
That
is
historic
in
nature.
And
whereas
there
are
two
elementary
and
secondary
schools.
I
Multiple
houses
of
worship
and
several
municipal
recreational
parks
located
within
one
mile
of
the
property
and
whereas
general
common
land
planning
principles
traditionally
dictate
that
correctional
facilities,
such
as
the
proposed
new
jail,
are
most
appropriately
located
in
non-residential
areas.
And
whereas
use
of
the
property
for
the
new
jail
by
the
county
will
have
a
detrimental
impact
on
the
historic
church
street
corridor
and
its
residential
neighborhood.
I
And
whereas
the
city
has
experienced
significant
economic
growth
over
the
past
several
years,
especially
in
and
around
the
historic
core
of
its
downtown
central
business
district.
And
whereas
much
of
that
economic
growth
has
been
the
result
of
desirable
in-town
living
in
close
proximity
to
the
central
business
district.
I
And
whereas
the
church
street
corridor
and
the
surrounding
residential
neighborhoods
have
seen
a
strong
and
steady
growth
of
property
values
due
in
large
part
to
the
desirability
of
those
neighborhoods
and
their
close
proximity
to
monroe's
central
business
district
and
whereas
locating
the
new
jail
on
the
property
and
demolishing
several
adjacent
homes
to
build.
The
new
jail
will
negatively
impact
the
property
values
in
the
church
street
corridor
and
surrounding
residential
neighborhoods.
I
And
whereas
the
city
has
expended
great
effort
in
recent
years
to
further
improve
and
develop
the
city's
code
of
ordinances.
The
zoning
ordinance,
its
future
land
use
plan
and
comprehensive
plan
to
create
diverse,
stable,
profitable
and
sustainable
residential
neighborhoods
in
close
proximity
to
the
city's
historic
central
business
district
and
whereas,
by
choosing
to
use
the
property
for
the
new
jail.
I
The
city
strongly
believes
that
a
new
feasibility
study
should
be
conducted
to
determine
an
appropriate
location
for
a
new
correctional
facility,
rather
than
relying
on
a
study
that
is
more
than
eight
years
old
number.

The
mayor
and
council
hereby
authorize
the
city
administrator
to
work
with
the
county
and
sheriff
joe
chapman
in
any
appropriate
manner
to
facilitate
discussions
about
locating
a
new
correctional
facility
for
the
county
in
a
non-residential
area
of
the
city
or
the
county,
so
resolve
this
27th
day
of
july
2021.

times

last
three
weeks

them

offering
what
we
think

be
alternate
locations,
and
today
I
don't
have
my

the
chairman
of
the
board
of
commissioners
david
thompson
and
the
mayor
of
the
city
of
monroe,
john
howard,
met
concerning
the
proposed
public
safety,
complex
location
off
church
street.
Both
parties
understand
the
concerns
citizens
have
over
the
current
proposed
site
off
church
street
in
monroe
when
considering
the
current
site
behind
the
government
building
may
go.
My
goal
was
to
look
at
a
site
that
was
safe
for
our
law
enforcement,
convenient
to
transport
prisoners
and
keeping
our
government
buildings
located
within
close
proximity
to
each
other
stated
thompson.
