A
Thank
you,
mayor
howard,
for
having
me
here
today.
I've
been
living
in
monroe
exactly
one
year
I
serve
as
pastor
at
union
chapel
united
methodist
church
on
panel
road.
You
all
are
known
for
being
the
antique
capital
of
the
world.
We
are
known
for
having
the
world's
largest
turkey
shoot
the
third
saturday
in
november,
and
if
you
have
never
heard
of
that,
invite
you
to
check
out
our
website
and
check
us
out.
We
have
an
exciting
new
project
that
will
help
the
community
a
multi-acre
nature
trail
that
we
will
be
unveiling
soon.
A
So
I'm
excited
about
that
project,
but
I've
been
invited
to
open
your
meeting
tonight
with
prayer.
So
let
us
pray
dear
god,
of
all
people
in
all
places.
We
come
tonight
to
do
the
work
before
us
give
us
joy
and
enthusiasm
that
reflects
our
love
of
you
and
our
love
of
the
people
and
the
community
you've
given
us
to
serve.
We
pray
for
your
wisdom
and
discernment.
As
we
seek
to
represent
the
people
of
this
town.
We
will
not
always
agree
so
lord,
where
we
disagree.
May
we
disagree
in
love
with
grace.
A
B
B
Call
this
meeting
to
order
the
september
14th
city
of
monroe
city
council
meeting.
Let
the
record
reflect
that
all
members
of
council
are
present.
Save
one.
Ms
crawford
may
be
running
a
little
bit
late.
She
may
be
unable
to
attend
tonight.
I'm
moving
to
the
first
item.
I
need
a
motion
for
the
approval
of
the
of
the
agenda.
Please.
C
B
Second,
mr
little,
is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
aye,
all
opposed,
like
sign
motion,
carries
moving
to
the
approval
of
the
consent
agenda,
I'll
try
to
go
over
it
a
little
bit
so
the
folks
who
were
not
here
last
week.
This
is
the
approval
of
previous
months
council
minutes,
planning,
commission,
downtown
development
convention
and
visitors
bureau.
So
on
and
so
forth.
Last
week
we
did
agree
to
approve
a
2022
personal
health
assessment
and
wellness
credits
for
our
health
insurance,
an
emergency
purchase
for
an
automated
side.
B
D
B
E
F
E
B
Great
greg,
congratulations
greg
as,
as
many
know,
has
been
a
long
time
family
in
our
community.
B
B
E
B
F
F
At
the
time
I
was
pretty
new
to
town
and
didn't
know
anyone
here.
I
don't
think
I
really
knew
anyone
here.
I
knew
you
norm
and
some,
but
since
that
time
I've
gotten
to
know
a
lot
of
people
and
become
proud
of
progress,
we're
making
to
move
forward
in
monroe
slowly
slowly,
step
by
step.
F
There
is
a
agenda
item
tonight
having
to
do
with
this
possible
memorial
plaque
and
with
a
statement
that
john
howard
wrote,
which
was
considered
by
the
monroe
diversity
council,
on
which
I'm
a
member-
and
I
just
want
to
read
a
couple
of
phrases
out
of
this.
F
F
Time
has
a
way
of
moving
along,
and
I
wholeheartedly
support
the
sentiments
of
this
letter
and
the
reality
that
people
are
beginning
to
confront
the
racial
injustice
in
monroe
and
that
the
painful
impact
on
our
community
today
is
the
most
important
reason
why
we
should
do
anything
about
it.
I'm
not
sure
what
this
memorial
will
do
other
than
provide
a
public
acknowledgement.
F
B
G
Good
evening,
mayor
howard,
to
each
of
you,
city
councilman,
I
stand
today
on
behalf
of
the
diversity
board,
basically
to
get
your
approval,
as
well
as
your
vote
on
tonight's
agenda
for
the
astral
morse
for
letter
of
apology
in
the
beginning,
when
we
was
actually
when
the
group
was
formed,
it
was
actually
formed
underneath
of
basically
the
georgia
ford
monroe
chapter.
G
One
of
the
recommendations
was
for
organizations
to
be
formed
underneath
council.
Basically,
that
will
help
add
diversity
to
the
actual
city.
When
looking
at
the
city,
we
did
a
lot
of
studies
in
that
in
that
class,
basically
interviewed
a
lot
of
people
and
a
lot
of
feedback
that
we
did
get
out
of.
It
was
that
there
wasn't
enough
diversity.
G
So
when,
basically,
you
know,
we
was
contacted
by
mayor
howard,
basically
to
this
group,
to
represent
those
individuals
that
may
not
have
a
voice.
Those
individuals
that
want
want
to
say
something
or
just
don't
know
how
to
say
it.
What
basically,
in
the
in
the
actual
diversity
board,
we've
we've
been
discussing
a
lot
of
different
issues
that
basically
we
deal
with
african-american
as
well
as
other
races
deal
with
on
a
daily
basis.
G
G
We
can
actually
improve
the
business
sector
and
actually
promote
diversified
businesses
here
in
walter
county,
but
one
of
the
things
that
we
did
discuss
and
that
we
did
agree
upon
in
order
for
these
things
to
change
the
trust.
The
communication
and
the
morale
of
this
city,
as
well
as
the
county,
has
to
basically
improve
in
order
for
those
things
to
improve.
G
One
of
the
things
that
we
did
discuss
was
and
introduced
was
this
letter,
and
basically
the
letter
was
basically
stating
that,
on
behalf
of
the
city
and
we
you
know
in
that
particular
time,
you
know
some
of
us.
None
of
us
really
was
alive.
Some
may
have
been.
G
Some
may
have
been
young,
but
basically,
during
that
time
that
the
morris
war
lynching
happened,
there
was
a
lot
of
hurt
that
came
out
of
it
not
only
hurt
but
hurt
to
a
particular
population,
and
we
decided
with,
I
guess
with
the
group
that
basically
in
order
for
us
to
move
forward
that
situation
have
to
be
addressed.
It's
almost
an
and
I'm
gonna
use
this
analogy
with
it.
I'm
in
the
funeral
industry
and
me
being
in
the
funeral
industry.
G
Mortuary
science
is
a
little
complicated,
but
with
mortuary
science
you
have
to
have
the
right
chemical
in
order
to
make
sure
the
body
is
properly
embalmed,
so
with
the
body
being
properly
embalmed.
Sometimes,
basically,
the
chemicals
basically
react
differently
to
the
body
due
to
the
conditions
of
that
body.
So,
basically
looking
at
it,
if
you're
not
properly
embalming
that
body
you're
going
to
put
forth
something
and
cover
up
with
makeup
and
that
body
will
always
go
bad.
G
So,
when
you're
looking
at
this
city,
if
we
can't
agree
upon
basically
and
change
what's
going
on
or
actually
try
to
put
forth
an
effort
to
progress
in
a
a
better
place
and
in
a
good
area,
then
we're
continuing
putting
makeup
on
something
and
that
body
is
going
to
always
go
bad.
So
why
can't
we
start
now
and
actually
move
forward
and
try
to
move
forward?
Because
there
are.
G
There
are
children
that
walk
the
halls
of
monroe
elementary,
that
walk
the
halls
of
harmony
that
walk
the
halls
of
eighth
row
that
look
up
to
us
and
if
we
can't
allow
them
to
look
up
to
something
basically
into
an
image
to
where
they
can
transform
and
make
this
world
a
better
place
than
what
we're
living
for
what?
Why
were
we
really
placed
on
this
earth
when
we
place
on
this
earth
to
help
a
brother
or
basically
lend
a
hand
to
someone?
Or
will
we
place
on
this
earth
to
be
selfish?
G
G
H
H
H
H
H
For
example,
I
never
owned
any
slaves
david
chairman
dickerson,
never
owned
any
slaves,
but
somewhere
your
ancestors
owned
some
slaves
and
indirectly
you
have
benefited
from
those
who
land
was
stole.
H
H
H
H
H
H
H
H
H
I
don't
want
to
keep
putting
a
band-aid
on
something
and
then
finding
yourself
with
the
reenactment.
I'm
not
saying
for
those
who
want
to
do
it,
you
do
it,
I
don't.
These
people
need
some
closure.
They
need
healing.
These.
People
need
to
be
recognized
for
the
brutal
way
that
they
were
murdered,
that
I
call
it
in
the
meeting
a
terrorist
threat,
a
terrorist
act,
whatever
you
want
to
call
it,
they
were
murdered
and
we
need
to
do
the
right
thing.
Thank
you.
B
C
Thank
you
mayor
before
you
as
the
purchase
and
sale
agreement
with
liberty.
First
bang
for

this
is
a
total
sale
price
of
150
000
dollars.
This
will
be
a
owner
financing
through
the
bank.

Thank
you,
mr
mayor,
like
I
said
this
is
zoning
ordinance
sex
amendment
number

it's
to
insert
the
by
right
use
into
the
m1
zoning

crops
grown,
undercover
and
biodiesel
production,
like
I
said
in
m1
zoning
and
that's
the
for
the
text.
Amendment.
B
B
Is
there
anyone
here
who
would
like
to
speak
against
the
text?
Amendment
I'll
declare
that
portion
of
the
meeting
close
we'll
be
back
to
that
in
about
I
don't
know
45
seconds
or
so
moving
to
the
purchase
and
sale
agreement
for
liberty,
first
bank
property
at
8,
30,
highway,
138,
I'll,
open
the
florida
council
members
only
for
discussion
or
action
regarding
the
purchase
and
sale
agreement.
Are
there
any
questions
or
comments.
B
C
Thank
you
again,
mr
mayor.
This
preliminary
plan
is
meets
with
our
development
regulations
and
standards
and
is
recommended
for
approval
to
the
council
by
the
planning,
commission
and
staff.
D
B
C
B
Hearing
that
I'll
entertain
a
motion
I'll
take
the
motion
from
tyler
in
a
second
mr
nathan.
Little
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye

all
opposed
like
sign
motion,
carries
I'm
moving
to
the
housing
appointment
for
the
authority
housing
authority
appointment.
We
have
one
appointment
for
the
housing
authority
that
will
expire
on
october
6
2021..

E
A
C
B
I
You
mayor
this
is
an
ordinance
to
amend
the
zoning
north
city
member
of
georgia,
the
mayor
and
the
council
of
city
monroe
here
by
ordained
as
follows.
The
zoning
ordinance
of
city
murrow,
officially
adopted
june
10,
2014
and
effective
july
1
2014,
is
thereafter
amended,
is
hereby
amended
by
implementing
the
attached
text.
Amendments

on

which
such

or
parts
of
ordinances
and
conflict.
Here
with
are
hereby
repeal
these
text.
I
B
Thank
you,
sir.
There
any
questions
for
mr
rosenthal
hearing
none
while
the
second
reading
at
the
october
12th
meeting
at
the
october
12th
council
meeting
moving
to
the
resolution
of
the
adoption
of
the
walton
county
hazard
mitigation
plan
update
2020-2025
mr
rosenthal
thank.
I
You
mayor
this
is
walt
county
hazard
mitigation
plan
update
resolution,
whereas
walton
county's
municipalities
recognize
it
is
threatened
by
several
different
types
of
natural
and
man-made
hazards
that
can
result
in
loss
of
life,
property,
economic
hardship
and
threats
to
public
health
and
safety.
Whereas
fema
has
required
that
every
county
municipality
have
a
pre-disaster
mitigation
plan
in
place
and
requires
the
adoption
of
such
plans
in
order
to
receive
funding
from
the
hazard
mitigation
grant
program.
I
Whereas
a
hazard
mitigation
plan
is
a
community's
plan
for
evaluating
hazards,
identifying
resources
and
capabilities,
selecting
appropriate
actions
and
developing
and
implementing
the
preferred
mitigation
actions
to
eliminate
or
reduce
future
damage
in
order
to
protect
the
health,
safety
and
welfare
of
the
residents
of
the
community
and
whereas
the
walton
county
hazard
mitigation
plan,
update
2020
to
2025
has
been
prepared
in
accordance
with
the
fema
requirements
at
44
cfr
201.6
and
whereas
the
plan
will
be
updated.
Every
five
years
now,
therefore
be
resolved
by
the
city
of
monroe
georgia.
I
The
city
of
north
georgia
has
adopted
the
walton
county
hazard
mitigation
plan,
update
2020-2025,
and
it
is
intended
that
the
plan
be
a
working
document.
Is
the
first
of
many
steps
towards
improving
rational
long-range
mitigation
planning
and
budgeting
for
walt
county
and
its
municipalities?
That
is
the
resolution.
This
14th
day
of
september,
mayor.
C
I
do
want
to
note
real
quick
mayor
that
staff
and
I
will
be
working
on
further
updates
to
this
mitigation
plan,
specifically
in
terms
of
electric,
as
we
can
apply
for
some
additional
federal
funding
for
better
smart
grid
technology.
C
D
B
I
At
the
side,
not
only
memorial
airport
by
submitting
reasonable
and
customary
documentation
for
payroll,
operational
and
debt
service
costs,
and
whereas
the
city
monroe
will
receive
a
contract
from
g
dot,
contract,
apo,
222,
22,
90,
cr,
33,
297
walton
county
to
provide
reimbursement
for
the
above
noted
costs
and
expenses
up
to
the
maximum
amount
of
32.
000,
of
which
32
000
will
be
federal
funds
with
zero
state
funds
and
zero
required
local
match
now,
therefore
be
resolved.
I
B
C
C
B
I
I
Whereas
city
government
is
the
closest
to
the
most
citizens
and
the
one
with
the
most
direct
daily
impact
upon
its
residents
and
whereas
city
government
is
administered
for
and
by
its
citizens
and
is
dependent
upon
public
commitment
to
and
understanding
of
its
many
responsibilities
and
where
city
government,
officials
and
employees
share
the
responsibility
to
pass
along
their
understanding
of
public
services
and
their
benefits.
And
whereas
georgia
city's
week
is
a
very
important
time
to
recognize.
I
The
important
role
played
by
city
government
in
all
of
our
lives
and
whereas
this
week
offers
an
important
opportunity
to
spread
the
word
to
all
the
citizens
of
georgia
that
they
can
shape
and
influence.
This
branch
of
government,
which
is
closest
to
the
people
and
whereas
the
georgia
municipal
association
and
its
members,
cities.
Cities
have
joined
together
to
teach
students
and
other
citizens
about
municipal
government
through
a
variety
of
different
projects
and
information.
I
And
whereas
georgia
city's
week
offers
an
important
opportunity
to
convey
all
to
all
the
citizens
of
georgia
that
they
can
shape
and
influence
government
through
their
civic
involvement,
now,
therefore
be
resolved
that
the
city
of
monroe
declares
october
3rd
through
9th
2021
as
georgia
city's
week.
Be
it
further
resolved
that
the
city
of
monroe
encourages
all
citizens,
city,
government
officials
and
employees
to
do
everything
possible
to
ensure
that
this
week
is
recognized
and
celebrated
accordingly
so
passed
and
adopted
this
14th
day
of

the
construction
of
an
elevated
water

in
order
to
maintain
a
quality
water

for
the
citizens
of
monroe.
Now,
therefore,
be

the
mayor
and
council
of
city
monroe
georgia
to
hereby
support
the
submission
of
the
application
to
the
chiefa

for
a
loan
from
the
drinking
water

I
Revolving

loan

for
costs
associated
with
the
water
supply

Construction

via
further
resolve
the
city

logan

is
hereby
authorized
and
directed
to
act
as
the
official
representative
of
the
city
monroe
georgia
to
act
in
connection
with
this
application,
so
resolve
this
14th
day
of
september
mayor.
That
is
the
resolution.
B
D
D
B
B
So
that's
why
that's
not
on
here
moving
to
the
letter
and
after
much
discussion
and
deliberation
and
some
headaches
in
in
the
respect
of
our
diversity
advisory
board,
who
is
an
advisory
board
to
my
office?
This
is
the
letter
that
I
wrote.
B
They
received
no
cooperation
from
the
people
of
monroe
or
walton
county.
Many
years
later,
the
case
was
reopened
more
investigations
in
questioning
by
the
georgia
bureau
of
investigation
led
to
no
resolution.
To
date,
there's
been
no
justice
for
these
wrongdoings.
We
cannot
fathom
the
level
of
hate
that
would
have
driven
men
to
murder
fellow
human
beings
so
violently.
B
At
the
same
time,
we
cannot
begin
to
comprehend
the
fear
that
was
within
the
in
the
minds
of
those
who
were
killed
by
the
mob.
We
can
attest
to
the
painful
impact
on
our
community
that
we
see
today
from
these
past
transgressions
an
idea
created
by
the
young
game
changers.
The
monroe
diversity
advisory
board
acts
as
a
liaison
between
the
mayoral
office
and
the
city
of
monroe,
georgia,
city
council,
on
issues
related
to
diversity
and
inclusion.
B
In
november
2020,
the
monroe
diversity
advisory
board
made
a
request
for
public
apology
regarding
the
actions
associated
with
this
horrific
event.
As
noted
by
the
young
game
changers,
the
voices
of
minorities
are
often
simply
not
as
amplified
as
others.
Due
to
a
variety
of
challenges
and
traditions.
It
is
vital
to
a
community's
growth
and
vitality
to
have
all
parties
working
together
to
find
a
common
ground
for
conversation
and
to
set
common
priorities
for
policies,
programs
and
growth.
Lynching
reflects
a
horrific
racial
violence
that
regretfully
affected
much
of
our
nation.
B
We
oppose
these
past
injustices
and
expressed
sympathy
to
the
victims,
families
and
their
descendants.
As
gloria
steinem
said,
it
takes
four
generations
to
heal
an
act
of
violence,
there's
still
much
healing
needed,
and
our
hope
is
that
this
public
statement,
along
with
our
continued
work
to
bring
all
of
monroe
together,
will
have
a
positive
impact
on
our
future.
As
monroe
and
walton
county
have
become
thriving
examples
of
progress,
it
is
of
utmost
importance
that
we
continue
to
approve
striving
to
make
this
world
a
better
place.
By
acknowledging
the
past,
we
gain
the
insight
of
others.
B
D
It's
okay
for
those
of
you
that
weren't
here
last
week
I
started
preaching
to
folks
out
of
the
old
testament
and
considering
the
tenor
of
what
came
after
that
and
some
of
the
stuff
I've
seen
on
social
media
this
week.
I
guess
I
failed
as
a
preacher
last
week.
D
So
last
week
I
was
talking
about
the
book
of
amos
this
week,
I'm
going
to
preach
to
you
a
little
bit
of
the
new
testament
and
the
letter
to
the
galatians
and
the
apostle
paul
in
that
letter
declares
what
we
commonly
know
as
the
magna
carta
of
christianity,
and
it
basically
sets
forth
the
formula
that
sets
us
all
free
and
says
we're
all
the
same
people,
regardless
of
our
background,
regardless
of
our
color,
regardless
of
our
gender.
We
are
all
one
people
in
christ.
D
D
D
D
C
D
We've
got
some
things:
we've
got
to
figure
out
in
this
body,
but
I
intend
to
sign
that
letter.
I
hope
others
will
and
I
hope,
as
we
go
forward,
that
every
one
of
us
will
just
look
deeply
inside
and,
like
I
said
last
week,
this
is
all
about
doing.
What's
right,
it's
not
about
politics,
it's
about
doing,
what's
right
and
expressing
to
each
other,
our
universal
love
for
all
humanity,
and
so
I
I'm
led
to
do
this
by
my
faith.
D
D
B
B
So
just
wanted
to
apologize,
moving,
moving
to
something
more
fun
logan
and
I
met
with
beth
chris
bailey
individually
with
ross
bradley,
tyler,
gregory
and
and
larry,
and
all
of
us
have
talked
about
this
several
times.
We
have
tasked
logan
to
find
a
major
pay
increase
for
our
officers.
Next
year.
We
have.
B
We're
also
looking
chief
dykes
are
also
looking
at
ways
to
enhance
their
benefits,
whether
that's
a
sign-on
package,
something
that
may
be
a
little
bit
different
for
insurance,
but
we're
gonna,
we're
gonna,
get
it
we'll
get
it
figured
out.
B
Today
I
met
with
the
daughters
of
the
american
revolution.
I
think
chief
dykes
did
too
it's
constitution
week,
which
is
obviously
the
founding
document
which
we
live.
Our
american
lives
by
so
a
pretty
big
week
for
us,
and
I
met
a
wonderful
group
of
ladies
who
came
out
this
morning
and
had
the
paper
visit
as
well,
and
finally,
we
have
a
silver
medalist
and
we
are
celebrating
her
on
saturday,
so
I
hope
you'll
all
be
here.
I
swear.
B
I
had
her
her
picture
with
me,
but
it's
an
exciting
time
to
be
in
monroe
and
we'll
be
at
the
courthouse
steps
at
10
a.m.
We'll
have
a
little
parade
that
comes
through
from
church
street
it'll
end
up
in
highland
and
zip
back
around
we'll
put
her
on
the
courthouse
steps
at
the
historic
courthouse.
B
She'll
get
a
key
to
the
city
from
me.
Chairman
thompson
will
also
be
doing
a
proclamation.
I
believe
from
the
county,
so
it's
a
good
time.
It's
a
very,
very
good
time
to
be
in
monroe,
and
I
suppose
now
I
need
to
know
to
adjourn
to
executive
session.
We
do
have
a
real
estate
issue
that
we
need
to
discuss
and
I
don't
think
there
will
be
a
vote
on
it.
But
if
any
of
the
members
of
the
media
are
here,
you
might
want
to
stick
around
afterward
just
in
case
other
than
that.
