A
Ladies
and
gentlemen,
if
you
would,
please
bow
your
heads
dear
lord,
thank
you
for
being
with
us
tonight
with
this
council
with
these
fine
folks
who
have
come
to
join
us
as
well.
We
ask
your
wisdom
and
strength
to
be
passed
to
us
to
make
the
best
decisions
possible
for
the
citizens
of
monroe
and
her
future.
A
A
Thank
you
how
you
feeling
okay
good,
thank
you
for
being
here.
Moving
to
the
approval
of
the
of
the
agenda,
please,
I
need
a
motion
submit
of
a
motion
by
mr
ross
bradley.
Is
there
a
second.
C
A
E
A
A
Let
me
just
take
a
look
at
what
we've
got
coming
up.
They're
all
they'll
seem
to
be
fairly
separate,
so
you'll
each
have
five
minutes.
I'm
miss
susan
walker
regarding
cameras
on
church
street.
F
F
But
I
know
we
have
a
lot
of
18
wheelers
and
I
walk
that
street
doing
three
miles
with
my
friends
every
day
and
that
sidewalk
is
really
close
to
those
turnarounds
and
I
like
them,
but
there
are
small
children
on
that
street
and
those
18
wheelers
fly
up
that
street
we've
had
in
the
middle
of
the
night
at
10
o'clock.
I
heard
this
loud
boom.
F
F
I
I
think
they're
great,
but
can
we
not
increase
the
fines
to
where,
if
they
do
sneak
down
that
road,
which
I
don't
even
think
they're
supposed
to
be
on
that
road,
if
they
do
stink,
sneak
down
it
after
one
large
fine
and
it's
coming
out
of
their
pocket
they're
going
to
quit,
or
we
now
have
a
day
school
can't
we
do
like
snellville
and
put
up
cameras
and
it's
automatic.
They
come
to
court.
It's
I'm
sorry,
there's
no
qualms
about
it.
F
F
A
Thank
you
for
your
comment
and
that
is
we
had
the
discussion
on
school
schools
on
cameras
last
month.
I
believe,
regarding
the
cameras
taking
pictures
of
the
18
wheelers.
A
A
Appreciate
it,
thank
you
for
coming.
Moving
to
diane
wilson
from
701
davis
street,
miss.
G
A
G
G
There
is
a
gentleman
that
I
haven't
seen
money
change
hands,
but
I
know
he's
running
a
business
he's
working
on
cars
and
there's
approximately
eight
to
ten
cars
there
on
that
corner
constantly.
He
goes
off
with
a
trailer
type
truck
and
brings
cars
back
they're
constantly
people
there
and
I
realize
that's
his
home
and
he
has
a
right
to
have
people
there,
but
they're
loud
they
play
music,
they
start
early
in
the
morning
and
sometimes
goes
to
way
after
I
can
try
to
get
to
sleep.
G
G
There
are
little
children
that
play
around
there
and
they
hear
it
constantly.
They're
racing
up
and
down
the
street
just
that
short
distance
between
davis
and
church
on
prime
park,
and
I
just
like
to
know
what
can
be
done
about
that.
A
A
H
What
I
want
to
bring
to
you
all
to
the
attention
of,
and
I'm
sure,
you're
aware
of
it,
the
drag
racing,
that's
going
up
and
down
church
street,
the
guys
that
are
running
without
tags
on
their
cars
and
they're,
also
playing
very
vulgar
music
outside
of
their
their
cars.
H
For
everybody
to
hear,
as
a
matter
of
fact,
they'll
sit
when
we're
walking
to
make
sure
we're
hearing
what
the
music
is
saying
and
the
other
thing
I
wanted
to
mention
to
you
all
back
on
davis
street
they're
burning
a
lot,
there's
big
black
plumes
coming
up
and
it
smells
like
rubber
or
some
kind
of
a
chemical.
I
don't
know
what
it
is,
but
it
scares
me
because
those
woods
could
catch
on
fire
and
we
haven't
had
a
lot
of
rain
and
also
those
buildings
back.
H
A
H
I
E
Jolly
I
live
on
felker
street.
I
just
seen
this
report
over
here
for
the
first
time.
How
can
we
get
this
regularly
about
the
offenses
things
that
have
been
taken
care
of?
Well,
that.
A
E
Since
the
last
meeting
we've
had
like
questions
among
our
group
and
some
of
those
were
answered
on
there,
like
how
many
citations
have
been
given
out
since
our
last
meeting,
how
many
uninhabitable
signs
have
been
put
out
since
our
last
meeting.
These
are
the
things
that
we're
concerned
about.
We
want
to
see
improvement.
E
How
many
tenants
have
complained
since
our
last
meeting?
What
is
being
done
about
the
cars
that
are
on
cinder
blocks?
Is
there
a
way
to
find
out
streets
find
out
what
streets
are
getting
sidewalks
or
curbs?
Those
are
the
questions
that
we
want
to
see
answered.
E
A
A
J
Thank
you
mayor.
A
couple
updates
and
items
of
interest,
continuing
work
with
our
engineers,
kicking
wood
on
several
projects
of
note,
the
transportations
alternatives
grant,
which
is
a
federally
funded
grant,
which
links
the
north
broad,
lci,
streetscape
sidewalk
project
into
downtown,
that
is
in
the
right-of-way,
we're
applying
for
right-of-way
acquisition
right
now.
We've
already
done
the
design,
we're
expected
to
get
that
right
away
acquisition
and
then,
after
that
then
we'll
put
in
for
the
construction
funding.
So
it's
a
rather
long
process,
but
it's
a
very
expensive
project.
D
J
A
multi-million
dollar
project
traffic
calming
we're
continuing
to
massage
a
lot
of
that
public
comment.
Like
I
talked
about
last
month.
Some
of
that
has
involved
additional
survey
efforts
along
north
midland
and
then
we're
also
looking
at
the
felker
street
and
then
taking
into
account
what
we
can
do
with
the
budget.
I
think
we
spent
about
a
half
million
dollars
for
our
initial
scoping
budget.
J
J
I
think
mr
bailey
will
update
you
on
some
sidewalks
here
in
a
minute,
the
downtown
green
we've
continued
to
meet
on
sadie
and
I
actually
met
last
week
and
then
continued
again
this
morning
with
some
design
tweaks
on
the
amphitheater
and
restroom
facility,
that'll
be
out
there,
so
those
designs
are
going
full
bore
into
this
phase.
One
plan
which
you've
all
seen
we're
excited
to
get
that
going
to
break
ground,
hopefully
by
the
end
of
this
year.
J
I
also
have
been
working
with
the
assistant
district
traffic
engineer
for
gdot
district
1
on
the
michael
edgerson
highway
138
intersection.
As
you
know,
there
have
been
numerous
accidents
there.
Lately
it
is
a
little
perilous
at
times
what
they've
done
is
for
the
pm
peak
so
late
afternoon
early
evening
when
the
traffic
is
the
heaviest
they've
made,
the
left
turns
protected
at
the
light,
where
normally
it's
the
flashing
yellow
all
day.
Now
it's
protected.
It
will
be
a
dedicated
turn,
so
we'll
see
how
that
works.
J
You
know
west
spring
and
138
to
see
if
we
can
get
some
some
better
timing
of
the
light
sequences
there,
which
we'll
also,
we
think
will
impact.
You
know
some
of
the
drag
racing
effect
that
we
see
going
down,
138
at
michael
hutchison,
ultimately,
in
all
the
wrecks
we've
studied,
which
has
been
over
70
in
the
past
four
years,
just
two
or
three
last
week,
I
believe
right,
they're,
all
driver
error,
inpatient
drivers,
you
know
we
just
we'll
do
some
public
education
on
how
that
intersection
works.
J
If
you're
westbound
on
138
making
a
left
turn
towards
the
zax
piece
of
michael
lechson,
you
have
to
yield
across
to
you
to
the
driver
turning
right
up
the
hill
towards
the
zaxby's
there,
a
lot
of
people
are
not
yielding
when
they're
making
their
left
turn
and
causing
a
lot
of
accidents.
So
just
want
everybody
to
be
aware
of
how
that
intersection
functions.
Take
your
time
be
patient
on
and
gdot's
made
as
many
amendments
to
the
light
cycles
as
they
can.
So
I
do
appreciate
their
efforts
on
that.
K
And
I'll
hit
that
part
of
it
in
the
parks,
report
and
kind
of
update
y'all
on
what
the
plan
and
how
bids
came
back
when
we
get
there
to
central
services,
grounds
crew
picked
up
5790
pounds
of
trash
on
street
sides
at
different
facilities
during
the
month
of
june,
and
two
I
wanted
to.
Let
you
all
know
you
know
six
guys
right
now
are
at
160
of
my
overtime
budget
for
the
year
and
that's
through
the
end
of
may
they're
covering
seven
days
a
week.
Events.
E
K
The
2020
cdbg
is
currently
out
for
bid
on
the
construction
side
of
it.
Those
bids
will
come
back
july,
27th,
at
which
point
we
will
evaluate
those
bring
them
to
council,
for
hopefully,
what'll,
be
approval
of
a
contractor
to
begin
that
process
in
august
and
then
currently
the
2022
cdbg
the
process
for
applying
for
that
grant
and
for
that
part
of
it
is
out
to
bid
for
the
grant,
writing
services
and
the
engineering
services.
K
Things
are
scheduled
with
contract
labor
and
then
staff
labor
as
well
working
with
mr
steele
and
the
street
screw
kind
of
tag
team
and
everything
the
one
thing
on
sidewalks
north
madison
from
spring
street
to
edward
street.
I
believe
it
is
it's
like
a
1200
foot
section
there
at
resthaven
cemetery,
where
the
sidewalk
is
currently
at
level
or
maybe
in
places
below
where
the
street
level
is
we're,
having
kecking
wood
kind
of
redesign.
How
that
storm
water
system
works
there
sidewalk
and
the
street
as
well
clean
that
up
then
hopefully
clean
up.
K
Here's
the
fence,
that's
around
resthaven
as
well.
During
that
project,
jumping
over
to
kind
of
changing
gears,
plaza
police
department,
is
in
the
process
of
the
inevitable
move.
I
know
that's
a
lot
lots
going
on
transitions,
trying
to
figure
out
what
works,
what
doesn't
making
changes
as
we
go
phase
two
portion
of
that
which
is
the
other
stretch
of
that
facility.
K
We
are
currently
in
progress
setting
the
mechanicals
off
the
roof,
taking
connections
off
the
back
and
then
at
which
point
they
will
replace
the
roof
repair
it,
and
then
they
will
do
the
exterior
of
that
which
gets
us
closer
to
a
lease
ready
situation
on
the
remainder
of
that
shopping
center
and
then
attached
is
the
timeline
that
you
guys
had
asked
for
three
four
months
ago.
It's
updates
to
everything,
there's
a
lot
going
on
all
the
updates.
All
the
changes
are
in
red
on
that
sheet.
K
Yes,
at
the
end
of
may,
because
I've
got
six
guys
pulling
seven
days
a
week
and
it's
just
there's
a
lot
going
on
right
now
and
it's
kind
of
it's
a
good
problem
to
have
essentially
because
we
have
so
much
going
on
and
then
trying
to
maintain
the
look
of
everything
and
that
kind
of
goes
into
into
tandem.
With
that
5800
pounds
of
trash
that
we've
picked
up.
A
B
Thank
you
mayor.
You
have
before
you
the
finance
report,
as
of
may
2021,
citywide
revenues
and
expenses
are
as
budgeted
overall.
B
B
B
We
will
be
looking
at
mid-year
budget
reviews
with
department
heads
next
month
and
hopefully
start
rolling
into
that
process
for
the
budget
year
for
2022.
It
is
right
around
the
corner
and
you
also
have
before
you
the
popular
annual
financial
report.
This
is
the
summary
of
the
comprehensive
annual
financial
report
that
our
auditors
model
and
jenkins
presented
to
you
last
month.
This
is
just
a
summary
that
is
also
on
our
website
under
financial
documents,
along
with
all
our
other
finance
financial
reports
and
I'll
answer.
Any
questions
that
you
may
have.
A
K
Sir,
a
couple
quick
updates
on
the
airport:
we
had
our
bi-annual
inspection
on
june
10th
and
the
good
news
is
that's
the
cleanest
report
that
we've
gotten
from
the
d.o.t.
In
the
six
or
seven
years,
I've
been
involved
with
the
airport.
It's
just
a
couple
of
minor
removals
of
brushy
areas,
raising
a
couple
of
areas
where
we
just
recently
paved
the
runway
and
really
haven't,
had
the
chance
to
backfill
into
construction
areas
to
get
the
gap
from
the
actual
ground
to
the
runway
within
an
inch
and
a
half
to
two
inches.
K
K
C
Thank
you,
miss
mayor,
I'll,
be
briefed.
Report
is
kind
of
short.
I
just
want
to
put
an
emphasis
on
two
items,
we'll
be
completing
our
distribution
of
the
65
gallon
carts
starting
next
week,
we're
going
to
be
distributing
to
the
thursday
customers
and
their
services
start
july
22nd
for
the
ones
that
want
to
upgrade
their
18
gallon
bins
to
a
65,
gallon
cart.
They
can
call
our
office
at
770-267-6900
and
we'll
get
it
to
them.
C
Our
glass
collection.
We
did
get
other
customers
to
sign
up.
We
we're
up
to
304
right
now,
and
the
only
other
thing
I
have
left
is
we're
in
the
middle
of
our
holiday
collection
tomorrow,
we'll
be
servicing
the
tuesday
and
wednesday
customers
and
thursdays
customers
will
be
on
schedule
and
I'll.
Take
any
questions
that
you
might
have.
A
L
Mr
mayor
she's
highlighting
a
couple
of
things
we
currently
got
going
on
in
the
streets
and
transportation
department
outside
of
the
report.
Over
the
last
couple
weeks,
we've
had
some
good
enough
weather
to
and
availability
of
some
hot
mix
to
do
a
considerable
amount
of
utility
patching
throughout
the
city.
L
We've
completed
the
deep
patching
portion
of
our
lmig
program,
which
includes
bryant,
pine
crest
and
washington
street,
so
the
deep
patching
portion
of
that
next,
looking
at
probably
the
end
of
august
having
those
streets,
milled
and
then
come
in
and
pave
over
the
top
of
that.
So
we're
looking
forward
to
getting
into
that
part
of
the
program
and
wrapping
it
up.
L
L
It
should
be
passing
all
the
pressure
tests
and
we've
already
done
mayfield
in
the
intersection
at
green
street
in
carver,
but
you
know
within
the
next
couple
weeks
we
should
wrap
that
up
and
be
able
to
pay
you
throughout
that
entire
corridor
of
that
project.
I'll
be
glad
to
take
any
questions
over
the
report
or
any
of
the
other
stuff.
We've
got
going
on.
M
Thank
you,
mayor,
we'll,
go
over
progress
on
a
couple
of
projects
on
the
pavilion
up
at
publix,
got
about
99
of
the
feeder
conduits
in
place,
and
that's
for
telecom
and
electric
power
is
all
in
place
and
active
in
the
back.
The
project
is
moving
very
quickly.
M
They
are
on
schedule
to
be
done
by
end
of
the
year
and
selling
groceries
sometime
in
january
is
what
they're
telling
me-
and
I
hope
that's
the
case,
but
it
is
going
well.
There's
been
a
few
redesigns
that
we've
had
to
move
around.
There's
always
issues
between
paper
and
dirt,
and
there's
been
a
few.
We've
worked
through
all
those
the
downtown
lighting
if
you've
noticed
if
you've
been
downtown
lately
hope
that
looks
as
good
as
I
all
think
it
looks
as
good
as
I
think
it
looks.
M
C
M
M
We
will
be
splicing
that
in
into
this
week,
first
of
next
week
and
turning
on
customers
following
week,
the
design
for
the
rest
of
that
area
of
town
has
been
done
doing
the
final
checks
that
and
that
here
will
be
ordered
shortly-
a
lot
of
the
underground
projects,
the
conduits
in
place
and
we're
pulling
fiber.
So
it's
moving
along
quicker
than
it
was
to
begin
with.
We've
got
to
process
this
down
park.
Wi-Fi
first
unit
is
up
and
running
down
on
church
street
at
pilot
park.
M
The
ami
project-
well,
not
something.
We
talk
about
a
lot,
but
we'll,
I
think,
will
impact
our
customers
tremendously
over
the
next
few
years
is
the
project
where
we're
automated
automating
the
metering
system,
where
we
can
draw
that
data
back.
Basically,
a
customer
will
be
able
to
see
what
their,
how
much
utilities
they're
using
at
a
certain
time.
The
more
important
thing
is
we'll
be
able
to
see
if
they're
water
usage,
mainly
or
gas
or
even
electric,
is
getting
out
of
sync
with
what
their
normal
activities
are.
M
We
can
warn
them
before
they
have
a
huge
bill
popping
up
and
then
78-11
we've
got
john.
I
was
wrong.
It's
actually
the
northeast
ramp,
where
all
the
led
lights
have
been
installed.
So
we're
going
to
get
hopefully
by
the
end
of
this
month,
get
all
the
led
lights
installed
and
turned
up
and
get
that
project
put
to
bed
and
I'll.
Take
any
questions.
Y'all
may
have.
N
Thank
you
mayor
council,
just
a
couple
updates
on
some
of
our
larger
projects
on
the
gas,
the
south
view
drive
turned
into
a
whole
neighborhood
replacement,
crews
have
completed
southview,
bolton,
pierce
and
reese
and
olympia
way.
All
those
mains
have
now
been
renewed
and
the
crews
are
currently
tying
over
all
the
gas
customers.
N
The
wastewater
treatment
plant
rehab
contractor's
moving
equipment
in
this
week.
Looking
forward
to
get
that
one
started,
I
think
we're
still
a
few
months
away
from
the
actual
plant
equipment
arriving,
but
he's
got
he's
got
some
work
to
do
with
the
existing
buildings
and
some
dirt
to
be
moved.
N
The
24
inch
raw
water
and
the
20
inch
finished
water.
The
plans
are
set
at
epd
steel.
One
through
review,
hopefully
we'll
have
those
back
here
pretty
soon,
and
the
18
inch
is
being
installed
from
the
plant
to
the
mab
development
is
moving
very
quickly.
They've
laid
everything
from
mab
all
the
way
up
to
now,
so
looking
that
would
be
completed,
probably
first
of
next
month.
N
N
P
Yes,
thank
you,
mr
mayor.
If
you
will
look
at
excuse
me,
the
report
for
may,
we
had
a
total
of
252
incident
responses
with
eight
of
those
being
fire
continued
with
our
normal
trend
of
about
55
of
our
responses
being
emergency
medical
related.
One
thing
I
would
note
would
like
to
note
on
the
incident
breakdown.
P
We
did
not
have
any
motor
vehicle
collisions
versus
pedestrians
in
may,
which,
after
the
previous
month,
that
that
is
a
good,
a
good
trend,
and
I
did,
I
did
add
an
additional
report
on
here-
just
to
show
how
well
we
work
with
walton
fire
with
our
aid
responses,
and
for
the
month
of
may,
we
provided
aid
on
their
calls
seven
times
and
they
provided
eight
to
us
a
total
of
seven
times
which
included
a
few
structure
fires
and
our
total
incident
loss
on
property
was
about
ten
thousand
dollars
due
to
a
an
apartment
fire
in
the.
P
Off
toller
street
for
the
month,
but
we
were
able
to
confine
it
to
the
apartment
of
origin
and
prevent
spread
to
adjacent
units,
and
the
only
thing
upcoming
for
this
month.
Training
wise
is
that
we
are
assisting
walton
fire
with
their
recruit
class
doing
their
live
fire
burns
in
our
training
facility
later
this
month.
I
will
be
happy
to
answer
any
questions
you
have.
Thank
you.
P
A
Well,
since
I'm
between
you
and
nrv,
I
just
I'll
tell
you
365
days
a
year,
24
hours
a
day.
I
appreciate
you
yeah,
I
mean
you're,
all
the
ones
that
get
it
done
and
and-
and
I
admire
I
admire
both
of
you.
So
thank
you,
rv
monroe
monthly
police
report.
Please
thank.
R
You
mayor,
you
got
our
numbers
before
you
can
see,
calls
for
service
are
going
up,
which
is
to
be
expected
with
covet
kind
of
going
away
and,
of
course,
we're
in
the
summer
months
now
and
longer
days,
so
we
were
sending
more
activity.
R
You
can
see
our
part
one
two
and
part
two
crimes
like
I
said
those
numbers
are
going
up.
One
of
the
one
major
case
that
we
had
in
the
month
of
may
was
at
504
a
cook
street.
Our
officers
actually
had
stopped
turned
out
to
be
a
stolen
vehicle
and
then,
after
investigating
further,
they
were
able
to
make
five
arrests
that
were
involved
with
a
home
invasion
there
at
504a
cook
street
and
a
total
of
28
warrants
were
taken
on
all
those
individuals.
R
One
of
the
things
as
chris
said
earlier,
we
are
currently
in
in
the
transition
from
the
old
pd
into
new,
and
of
course,
I
know
it's
been
a
long
time
coming.
I
know
you
guys
were
ready
and
my
guys
are
definitely
ready.
So
everything
is
it's
nice
to
have
a
new
building
and
it
refreshed-
and
I
thank
the
counseling
everyone
for
the
support,
but
also
I
want
to
introduce
to
you
our
newest
member,
who
is
here
tonight
officer
caleb
jones,
which
is
in
the
back.
R
He
just
started
fto
yesterday
with
sergeant
haynes.
He
just
recently
graduated
the
police
academy
and
something
unique
about
this
officer
is
prior
to
being
a
police
officer.
Tell
them
what
you
were
caleb.
O
A
O
S
Yes,
sir,
thank
you,
mr
mayor.
This
report,
also
covering
the
month
of
may,
I'm
just
hitting
some
of
the
highlights.
In
it.
We
had
164
code
inspections,
we
wrote
64
permits
in
that
month
we
had
16
new
business
licenses
and
it
says
two
close
businesses,
but
I
always
wanted
to
point
out
those
two
businesses
were
actually
just
new
ownership,
so
they're
included
in
the
new
business
total
as
well
major
projects.
S
Obviously
we
still
have
the
monroe
pavilion
going
on
the
road,
as
in
the
slowest
phase
of
finishing
up
their
project,
that
this
is
the
part
that
drags
out
the
longest
just
getting
it
ready,
but
they're
getting
closer
every
day,
grace
monroe
church
moving
right
along
and
the
ready
clinic
complex
up
there
next
to
arby's
is
one
of
the
major
projects
going
on
as
well.
S
We
had
48,
I'm
sorry
46
signs
removed
from
the
roadway
by
city
marshals.
They
wrote
250
repair,
cleanup
notices
in
that
month
and
investigated
tampering
cases
and
wrote
four
citations
on
those
and
if
you
have
any
questions
about
any
of
that
or
the
balance
of
the
report
or
anything
else,
I'd
be
happy
to
answer.
O
A
And
and
I
have
a
question
patrick-
you
came
up
the
other
day
with
with
leigh
as
a
matter
of
fact,
a
store
that
has
a
beer
and
wine
license
has
to
be
able
to
sell
a
certain
amount
of
food
right
yes,
and
is
that
something
that
code
looks
at?
Is
that
department
of
revenue?
How
does
that
work.
S
Yes,
unfortunately,
you
just
have
to
eyeball
it.
You
have
to
they're
supposed
to
have
50
of
their
space
up
for
storage
and
sales
for
items
other
than
alcohol
sales,
so
it
could
be
anything
other
than
beer
wine.
But
that's
that's
the
line
of
delineation.
We
might
have
a
couple
skirting
those
parameters
a
little
bit.
S
A
D
Else
all
right,
yes,
sir,
and
that's
all
dependent
based
off
the
report
they
submit
to
you
correct,
I'm
sorry,
I
didn't
hear
it's
dependent
based
off
their
report.
They
submit
to
you.
S
The
percentages,
well,
they
don't.
They
don't
present
us
with
a
percentage
of
sales
by
dollar
volume,
it's
just
by
area,
so
it's
dependent
on
the
footprint
or
the
floor
plan
of
the
of
the
business.
I
actually
have
one
right
now
applying
for
3
600
square
foot
space
over
in
the
quality
foods
and
I'm
questioning
them
on
how
they're
going
to
get
there.
T
Thank
you
very
much
our
report
here
kind
of
looking
back
at
june.
We
had
a
great
first
friday
concert
and
we
had.
T
Until
the
rain
came
in
those
both
went
really
well.
Farmers
market
is
up
and
operational
and
we're
having
incredible
turnout
for
our
farmers
market,
we're
having
a
thousand
fifteen
hundred
customers
on
a
saturday
and
between
40
and
50
vendors.
So
that's
that's
going
really
well
this
year,
I
think
everybody's
happy
to
have
the
market
back
in
person.
T
So
that's
great,
we'll
have
our
initial
meeting
with
hpd
this
month
to
go
over
the
administration
of
that
grant
and
just
to
let
you
guys
know
that
we
put
together
a
bicentennial
planning
committee,
and
we
are
looking
to
celebrate
that
entire
week
around
the
bicentennial,
which
is
november
30th,
we'll
have
details
coming
soon.
N
T
N
K
A
couple
of
quick
things
pilot
park
still
busy
busy.
You
know
every
time
you
go
by
in
the
evenings,
school's
out
weekends.
It's
packed.
Looking
great,
I
think
question
that
was
posed
on
facebook
was
about
if
we
needed
anything
else
or
what
we
liked.
What
we
disliked,
I
think
restroom
was
discussed
as
one
of
those
primary
things.
K
Right
now
for
matthews,
and
I
felt
like
it
was
probably
in
our
best
interest
to
sit
down
in
one-on-one
one-on-two
sessions
to
where
we
can
discuss
at
upcoming
planning
retreats
to
figure
out
exactly
the
placement
of
things
where
we
want
to
put
stuff
what
we're
looking
to
spend.
What
we're
looking
to
do
to
make
sure
that
we
take
this
opportunity,
because
we
only
get
one
opportunity
to
build
it
to
make
sure
that
we
do
the
right
things
that
we
put
things
where
we
want
them
and
to
make
sure
that
we
develop
this
phase
too.
K
I
know
that
for
sure,
we'll
pave
that'll
have
to
be
seal
bid
because
of
the
unofficial
kind
of
quote
what
they
became
came
in
we'll
take
a
look
at
additional
pavilions
that'll
also
have
to
be
seal
bid
based
on
the
prices
that
came
in
so
no
matter
what
we
kind
of
looked
at
this
week,
or
this
month
it
still
had
to
be
still
bid
and
brought
back
to
council
and
what
would
end
up
in
september.
K
You
know
saves
us
somewhere,
maybe
around
five
percent,
but
just
felt
like
we
needed
to
have
probably
some
further
discussions
before
we
really
throw
it
out
and
we
kind
of
start
picking
and
choosing
what
we
want
and
where
and
make
sure
that
we
have
proper
placement
and
that's
kind
of
where
matthews
is,
and
that
was
why,
after
talking
with
everyone
reaching
out
to
everyone,
just
felt
like
the
best
thing
to
kind
of
do
to
be
in
the
best
interest
of
the
city
and
to
do
exactly
what
we
needed
to
for
matthews.
K
A
A
I
said
done,
I
need
to
to
take
a
moment
before
we
get
to
new
business
and
apologize.
I
skipped
over
one
of
the
nice
people
who
came
in
to
sign
up
for
public
comment.
U
No,
I
just
kind
of
wanted
to
touch
base
on
some
of
the
things
that
we
talked
about
at
the
last
meeting,
so
I
do
believe
that
we're
moving
in
the
right
direction,
but
I
still
feel
like
there's
room
for
improvement
to
press
on
some
of
these,
as
we've
taken
to
call
them
slumlords
to
maintain
their
properties.
U
U
U
Just
since
the
last
meeting
through
I'm
sure
some
of
y'all
are
familiar
with
the
next
door,
app.
My
husband
and
I
became
involved
in
assisting
some
tenants
who
were
living
in
some
deplorable
conditions.
The
landlord
never
made
updates
to
the
home.
U
U
One
of
the
tenants
shared
with
me
that
in
the
first
two
nights
that
they
moved
in,
they
considered
walking
away
because
the
smell
and
the
her
daughter
was
scared
of
hearing
the
rats
in
the
walls,
but
they
couldn't
because,
unfortunately,
they
were
in
a
situation
where
they
didn't
have
anywhere
else
to
go
and
they
had
taken
all
the
money
that
they
could
pull
together
to
pay
a
first
and
last
month's
rent
on
this
property.
U
She
has
been
able
to
find
somewhere
to
go
since
then,
and
there
was
a
tenant
in
the
front
apartment
and
her
situation
was
much
more
complex.
She
had
some
medical
disabilities
and
there
was.
I
was
hoping
that
she
would
be
here
tonight,
but
one
of
our
citizens
here
in
monroe
really
just
went
over
and
above
to
get
adult
protective
services
involved
to
help
just
get
her
in
a
better
situation.
U
I
U
That's
just
one
story
out
of
dozens
there's.
This
is
happening
all
over
our
city
and
it's
just
not
acceptable.
You
know
these
people
are
at
the
mercy
of
these
slumlords
in
monroe
and
it's
we.
N
U
It's
okay
to
have
rental
property,
but
you
need
to
maintain
it.
We
also
need
to
stop
letting
these
people
dispute
their
property
taxes.
I've
watched
my
property
taxes
increase
in
the
last
two
years,
and
I'm
not
here
to
complain
about
that
and
I
pay
them
dutifully.
That's
why
the
way
it
should
be.
U
However,
I
am
aware
that
one
of
these
slumlords,
just
a
week
or
so
ago,
disputed
over
300
of
their
property
values,
stating
that
some
of
these
properties
are
even
considered
salvage.
I'm
sorry!
But
if
a
property
is
considered
salvaged,
someone
should
not
be
allowed
to
live
there
and
how.
U
For
people,
that's
where
I
get
a
little
upset
when
people
get
taken
advantage
of,
so
I
ask
that
the
city
get
with
the
county:
do
whatever
we
can
do
to
ask
the
county
to
stop
granting
these
people
reprieves
on
their
property
taxes
and
lowering
the
values
for
whatever
reason
actually
send
someone
out
to
the
property
check
it
out.
If
it
is
salvaged,
that's
great:
let's
get
our
code
department
involved
and
make
sure
no
one's
living
on
that
salvage
property.
U
Another
suggestion
I
have
is
that
maybe
our
city
utility
guys
who
are
out
there,
you
know
doing
repairs
doing
disconnects
and
reconnects.
Can
they
report
code
violations?
Can
there
be
some
sort
of
incentive
for
them
to
say,
hey?
Look.
This
house
is
in
really
bad
shape.
We've
just
connected
the
utilities
here
for
the
you
know,
30th
time
this
year.
What
can
we
do
to
help
these
people?
Who
don't
have
a
choice?
You
know,
mr
garrett,
you
mentioned
last
time.
U
I
U
Asking
these
landowners
to
take
better
care
of
their
properties
through
whatever
avenue
that
we
have
to
do
that,
so
monroe
is
a
fantastic
place
to
live.
Our
mayor
says
it
nicely
that
it's
the
best
small
town
in
america-
and
I
agree
with
that.
I
know
my
people
over
here
agree
with
that
and
we
just
want
to
do
what
we
can
as
homeowners
to
to
keep
monroe
going
in
the
right
direction.
So
thank
you
for
your
help.

Thank
you

kind
of
glad.
I

we've

I
appreciate
your
mentioning
all
of
all
of
everything,

we
specifically
talked
about
what
was
happening
with
that
particular

We've
spoken
with
the
owner,
mr

been
on
it.

The

has
reviewed
the

has

we
made
recommendations

at

they've

made
those

S
Sir,
thank
you
again,
mr

This

very

to
the
previous

It's
this

at

They

is
in
the
motion
moving
to
the
tentative
allocation
request
for
the
terminal
building.
Mr
bailey,
thank
you.
K
Sir,
it
is
exactly
what
you
just
said:
it
is
a
request
for
the
approval
of
a
tentative
allocation
that
we
receive
for
the
acceptance
of
funds
to
build
a
terminal
building
at
the
airport.
K
It's
not
really
common
that
an
airport
of
our
size
or
our
traffic
level
was
approved
for
two
major
projects
in
back-to-back
state
fiscal
years.
We
were
fortunate
enough
to
get
the
the
95
allocation
through
grant
funding
to
pave
the
runway
that
we
just
finished
here
two
three
months
ago,
and
now
we
have
received
the
tentative
allocation
to
build
a
terminal
building
up
to
550,
000
of
which
25
000
of
that
would
be
our
responsibility.
That
would
go
into
the
2022
budget,
at
which
point
we'll
discuss
it
at
that
time.
H
A
All

like

motion
carries
that

Thank
you
nicely
done.
Chris.
Congratulations!
Moving
to
the
discussion
of
approval
of
the
police
department,
parking
lot
rehab!
Mr
still,
thank
you,
mr.
L
Mayor
tonight
we're
seeking
approval
for
a
rehab
of
the
majority
of
the
parking
lot
around
the
the
new
police
department
facility.
L
If
you
look
in
the
package,
there's
a
there's
two
pictures,
but
one
of
them's
got
the
yellow
parameters
around
the
area.
That's
the
main
parking
lot,
two
three
entrances
from
blaine
or
north
hammond,
as
well
as
another
two
other
rear
entrances
from
the
north
hammond
in
the
in
the
curve.
Back
there
what's
going
to
happen,
is
those
there's
a
significant
amount
of
crack?
L
Sealing
needs
to
be
be
done
in
that
area,
but
there's
even
more
vegetation
in
those
cracks
so
we'll
come
in,
get
rid
of
all
the
vegetation
in
the
cracks
seal.
Those
cracks
seal
coat
the
entire
area
as
well
as
stripe
it
back
as
it
was
originally,
which
will
provide
really
nice
aesthetics
moving
forward
to
that
facility.
L
It
is
in
in
desperate
need
of
that.
So
we're
recommending
blunt
construction
company
in
a
total
amount
of
thirty
four
thousand
four.
Eighty,
seven,
fifty
five
seeking
approval
to
do
that
and
it's
coming
out
of
splost
funding
I'll,
be
glad
to
take
any
questions.
J
I
did
want
to
note,
since
it's
lost
that
front
area
in
front
of
the
police
department
that
is
all
going
to
be
designated
public
park.
A
J
No,
mr
bradley,
this
does
not
that
that's
going
to
be
another
phase
that
we're
working
on
right
now
with
the
master
plan
with
las
the
design
consultants.
You
guys
approved
a
couple
of
months
ago,
so
we
are
in
the
middle
of
that
design
process.
So
that'll
be
a
later
phase
of
this
project.
A
M
Thank
you
mayor,
bring
you
all
up
to
speed
real
quick
a
little
while
ago,
about
a
month
or
so
ago,
our
phone
system
started
acting
erratically.
This
is
the
phone
system
that
runs
every
department
in
the
city
from
city
hall,
police
department,
fire
department,
public
works
started,
acting
crazy
for
lack
of
a
better
term.
It
would
shut
off
randomly
miss
thompson's
staff
would
usually
be
the
first
ones
that
would
alert
us.
We
would
restart
it
come
back
online,
but
we
would
lose
phone
connectivity
for
10,
15
minutes
or
longer.
M
If
someone
didn't
notice,
it
did.
Some
investigation
found
out
that
the
software
and
server
were
just
unstable
and
pretty
much
irreparable,
been
working
with
the
vendor
that
we've
been
working
with
on
this
for
the
past
seven
or
eight
years
digital,
and
we
we
at
first
thought
we
were
going
to
have
to
replace
the
whole
thing,
the
whole
lock
stock
and
barrel,
which
would
have
been
a
very
expensive
procedure,
but
we
came
up
with
a
solution
to
replace
the
software
and
server
for
the
phone
and
the
voicemail.
M
M
It's,
mr
bradley,
so
it's
it
depends
on
the
manufacturer
or
the
provider
of
that
software
they've
end
of
life,
the
software
we
knew
that
was
coming.
We
were
looking
at
something
in
the
cip
next
year.
We
just
didn't
make
it
that
far.
Thank.
A
N
Thank
you,
mayor
asking
for
approval
tonight
to
have
a
16-inch
valve
inserted
into
the
force
main,
which
would
be
the
discharge
side
of
the
ambush
bridge
pump
station.
N
N
So
when
it's
removed
any
sewage,
that's
in
the
force
main
from
ammon's
bridge
over
the
vine
would
flood
the
building
and
possibly
drown
the
guys,
I'm
not
sure
they
could
get
out
quick
enough.
So
we're
asking
this
is
the
only
company
that
would
even
do
this
consolidated,
pipe
and
supply
27
dollars.
Reason
the
only
one,
the
others
will
only
use
their
equipment
for
water
insertion
valves
because
of
the
disinfection
that
has
to
be
done
before
it
can
be
used
again.
N
N
N

that's

Moving
to
the
resolution
of
the
naming
of
matthews
park,
disc
golf
course,
mr
bailey.
K
First
thing
I
wanted
to
ask:
are
there
any
members
of
the
walton
county,
disc,
golf
club
or
john
reed's
family
in
the
audience
tonight
I'd
seen
a
facebook
post
going
around
where
I
was
thinking
there
would
be
a
couple
members
in
march
of
this
year
the
club
actually
sent
a
letter
to
the
city,
at
which
point
it
kind
of
finally
found
its
way.
K
I
think,
to
the
appropriate
people
to
kind
of
take
a
look
at
being
able
to
do
this,
requesting
that
that
the
course
be
named
after
john
reed,
who
had
tragically
passed
away
after
suffering
a
heart
attack
and,
I
think,
had
a
wife,
five
children,
one
of
the
big
things
that
they
had
stated
in
this
letter,
and
some
of
the
things
I
found
out
about
him
was
that
one
of
his
many
passions
was
disc
golf.
K
He
spent
quite
a
few
evenings
a
lot
of
time
at
matthews
park,
helping
to
build
the
course
helping
to
essentially
rejuvenate
that
park
prior
to
the
city,
taking
it
back
and
just
his
dedication
to
the
park
and
for
you
know
what
he
did
asking
that
we
renamed
the
course
and
his
memory
and
then
hold
a
tournament
in
his
namesake
at
some
point
this
year
and
then
one
thing
too,
I
wanted
to
after
walking
the
course
numerous
times,
seeing
certain
signage,
that's
missing
at
different
holds
and
if
you've
never
played
disc
golf.
K
It's
the
same
as
the
little
round
white
ball.
It's
just
you're,
throwing
a
disc
or
frisbee,
I'm
good
at
one,
not
the
other.
But
we
want
to
replace
a
lot
of
the
signage
throughout
to
make
sure
that
we
get
the
diagram
of
the
course
which
is
actually
attached
to
this
agenda
item
on
each
of
those
t-boxes.
K
C
H
A
All
opposed
like
sign
motion
carries
that
passes,
but
before
moving
to
the
next
item,
this
course
was
put
together
by
that
group
of
folks
led
by
john
and
ashley
schneier
and
stephen
powell.
Just
a
group
of
folks
who
are
are
very
active,
and
we
up
here
as
a
council
and
in
in
my
position
as
mayor,
have
the
opportunity
to
make
some
decisions
that
that
influence
the
way
our
town
moves.
A
But
it
really
does
not
move
forward
in
the
proper
direction
without
people
taking
ownership,
which
is
why
I'm
glad
that
that
the
group
from
the
felker
church,
south
broad
area
has
has
come
in
and
taken
action
and
taken
it
upon
yourselves
to
help
us
steer
this
this
ship.
A
So
in
a
similar
vein,
they
did
a
lot
of
work,
putting
together
that
golf
course
and
have
maintained
it
and
taking
care,
even
as
that
park
decided
that
it
was
going
to
fall
into
a
state
of
disrepair
before
we
could
bring
it
back.
So
it
just
means.
It
means
a
lot
that
that
they
were
here
and
then
that
you
all
are
here.
I'm
going
to
move
to
the
resolution
of
the
coronavirus
response
and
relief
supplemental
appropriation
act.
Mr
bailey.
K
Thank
you.
This
is
what
I
had
mentioned
earlier
in
the
airport
report.
It's
just
a
required
resolution
that
the
city
goes
through
process
of
accepting
so
that
we
can
get
the
second
portion
of
the
supplemental
money
to
equal
13
000,
that
is,
for
use
and
reimbursement
reimbursement
of
expenses
incurred
during
the
whole
pandemic
situation
that
we
went
through
in
2020
and
hopefully
a
season
in
2021.
Just
a
bit.
Q
Thank
you

This
is
a

hundred
ninety
five
dollars.
This
is
where
the
president
signed
back
in
march,
I
believe
to
aid
local
government
and
responding
to
and
recovering
from
the
pandemic.
This
will
be
coming
through
the
state
of
georgia
office
and
planning
a
planning
and
budget,
and
we
will
be
getting
a
single
audit
on
these
funds
over
the
next
through
2026.
B
We
get
50
when
we
get
that
from
the
state
of
which
will
be
hopefully
in
the
next
couple
weeks.
We've
already
been
approved
for
it
we're
just
waiting
on
the
funds
to
show
up
in
our
bank
account
and
we'll
get
50
this
year
and
then
50
12
months
later.
A
Hearing
none
do
we
need
to
go
to
paul
for
this?
Yes,
okay,.
Q
Thank
you
mayor.
This
is
a
resolution
from
the
city
of
monroe
to
authorize
the
execution
of
the
american
rescue
plan,
act,
terms
and
conditions
agreement
to
authorize
the
acceptance
of
grant
payments,
including
all
understandings
and
assurances
contained
within
such
agreement
to
direct
and
authorize
the
person
identified
as
official
representatives
of
the
city
or
the
designated
city
to
act
in
connection
with
the
grant
application
and
provide
such
additional
information
as
may
be
required.
Q
Whereas
congress
authorized
the
disbursement
of
coronavirus,
state
and
local
fiscal
recovery
funds
under
the
american
rescue
plan,
act
arpa
to
aid
local
government
in
responding
to
and
recovering
from
the
coronavirus
pandemic.
And
whereas
said
funds
will
be
distributed
to
the
city
of
monroe
by
the
georgia
office
of
planning
and
budget.
Following
the
completion
of
an
application
for
funding,
as
well
as
registration
with
certain
federal
programs,
including
the
system
for
award
management.
Q
And
whereas
the
city
desires,
to
develop
a
program
specifying
the
use
of
funds
dispersed
to
the
city
under
the
arpa
program
and
request
the
city
administrator
to
prepare
a
list
of
recommended
eligible
uses
for
submittal
to
the
mayor
and
council
for
its
approval
and
be
therefore
resolved
by
the
council.
For
the
city
monroe
that
it
authorizes.
The
mayor,
finance,
director
and
city
administrator
to
execute
all
documents
necessary
to
apply
for
accept,
deposit
and
report
on
local
recovery.
Assistance
dollars
under
the
arpa
program.
Q
Ratify
said
documents
and
directs
the
finance
director
and
city
administrator
to
provide
the
mayor
and
city
council
quarterly
reports
of
the
arpa
program
and
the
city's
participation
in
said
program
filing
approval
by
the
city
of
eligible
projects.
This
resolution
shall
be
effective
immediately
upon
its
adoption,
this
sixth
day
of
july
2021.,
that
is
the
resolution
mayor.
A
H
A
All
opposed
like
sign
motion
carries.
There
was
one
more
resolution
that
I'm
gonna
go
ahead
and
take,
if
you
don't
mind
it's
the
resolution
of
mayor
council
city
monroe
authorizing
the
naming
of
matthews
park.
Disc
golf
course
I
stepped
over
it
after
we
made
the
motion,
whereas
the
city
of
monroe
owns
and
operates
matthews
park
for
the
benefit
of
its
citizens
and
visitors
and
whereas
the
city
of
monroe
desires
to
name
the
matthews
park.
A
Now,
therefore,
be
it
resolved
by
the
mayor
and
council
of
city
monroe.
Georgia
that
the
city
of
monroe
hereby
approves
the
naming
of
matthews
park,
disc
golf
course
to
the
john
reed
memorial
disc,
golf
course
at
matthews
park,
be
it
further
resolved
that
the
city
administrators
authorized
to
execute
any
and
all
documents
necessary
to
carry
out
the
terms
of
the
resolution
so
resolve
the
sixth
day
of
july
2021
city
monroe,
john
howard,
mayor
and
I
list
all
council
members
names
as
well.
A
So
thank
you.
I'm
moving
to
the
approval
of
our
august
meeting
schedule.
We
did
have
a
little
change
there.
Mr
probes,
I
think
it's
going
to
discuss
with
you
about
our
conflict.
J
Thank
you
mayor,
real
briefly
we're
requesting
to
do
another
combined
work
session,
regular
council
meeting
just
like
we're
doing
right
now,
but
do
it
on
august
3rd,
because
the
georgia
municipal
association
has
rescheduled
their
annual
convention,
which
is
normally
held
in
late
june
into
august
and
that'll
conflict
with
the
august
13th
date.
So
that's
about
the
best
we
can
do
on
the
calendar
without
interfering
with
planning
and
zoning
and
historic
preservation
and
so
on
and
so
forth.

is
there
any
discussion
hearing
none
all

signify

saying
hi.
All

like
sign

carries
we'll
skip
over
the
mayor's
update
tonight,
but
I
do
need
a
motion
to
adjourn
to
executive
session.
Please
no.
