B
Mayor
and
city
council,
I'm
I'm
just
going
to
give
you
a
little
preview
just
very
quickly
before
I
pray,
I've
been
preaching
through
the
life
of
christ.
Now
this
will
be
my
30th
week
and
I'm
preaching
on
this
passage
when
jesus
rebuked,
the
wind
and
he
said
to
the
sea,
peace
be
still,
and
so
I
thought
about
you
guys,
as
I
was
on
my
way
over
here
and
in
the
midst
of
all
the
chaos
and
the
chaotic
setting
that
we
live
in.
B
We
need
to
ask
the
lord
to
help
us
have
peace
and
to
be
still,
and
I
want
to
pray
that,
for
you
guys.
Thank
you
father.
What
a
joy
it
is
to
be
able
to
stand
here
before
the
city
council
and
before
the
citizens
of
monroe
georgia
and
what
a
joy
it
is
for
me
to
be
able
to
pray
for
this
city
council.
Lord,
you
teach
us
to
pray
for
those
who
are
in
authority
over
us.
You
teach
us
to
obey
the
laws
of
the
lord.
B
You
teach
us
to
obey
the
laws
of
the
land
and
lord,
even
at
the
end
of
this
passage,
I'm
so
grateful
that
he
says
what
are
you
worried
about
when
those
who
were
disciples
and
those
who
were
the
followers
was
worried
about
the
storm
in
their
life
and
then
he
said,
oh
ye
of
little
faith.
Oh
god,
help
us
to
be
people
of
faith,
help
us
to
be
people
who
trust
you
and
depend
upon
you
lean
on
you
and
lord.
I
pray
for
peace.
B
Add
assurance
that
commitment
that
you
have
given
to
us
that
you'll
never
leave
us
you'll,
never
forsake
us
you'll,
always
be
right
there,
lord
in
in
the
life
of
these
city,
council.
Folks,
I
pray
that
you
let
them
know
the
peace
of
god
that
surpasseth
all
understanding
and
also
pray.
Lord,
that
your
presence
when
he
used
that
phrase
be
still
be
still.
The
bible
says
and
know
that
I
am
god.
B
A
Amen,
I
mean,
ladies
and
gentlemen,
tommy
is
the
pastor
at
1025
church.
We
call
him
our
piggy
wiggly
pastor.
His
office
is
in
the
beer
aisle,
so
maybe
you
can
run
into
him
over
there.
A
But
tommy
tommy
is
the
chaplain
for
monroe
areas,
football
team
and
he
is
and
he's
also
one
of
the
chaplains
for
our
for
our
police
department
and
a
very
active
member
of
our
community
and
tommy.
I
appreciate
you
coming
in
tonight
I'll
call
this
meeting
order.
Now
let
the
record
reflect
that
all
members
of
council
are
present,
including
mr
tolly
gregory,
on
the
telephone
tyler.
Are
you
there?
A
Yes,
thank
you
for
being
here.
Moving
to
the
approval
of
the
agenda,
mr
zach
johnson
will
not
be
able
to
attend
the
council
meeting
tonight
and
has
asked
to
be
taken
off
of
the
agenda.
He
was
going
to
appeal
a
decision
by
the
hpc,
so
I
need
to
amend
the
agenda
to
remove
item
1c
and
item
2g
historic
preservation.
Commission
appeal
at
506,
east
church
street,
under
section
v
and
new
business
and
now
need
a
motion
for
the
approval
of
the
the
agenda.
As
amended.
C
A
All
opposed
like
sign
motion
carries
that
passes
moving
to
the
approval
of
the
consent
agenda.
This
would
be
the
council
minutes
and
executive
session
minutes
from
last
month,
along
with
planning
commission
minutes,
historic
preservation,
commission
downtown
development
authority
convention
and
visitors,
bureau
minutes
and
dda
was
for
march
10th
and
18th,
and
I
need
a
motion
for
the
approval
of
the
consent
agenda.
Please.
A
So
moved
have
a
motion
by
ms
malcolm.
Is
there
a
second
second?
Second
by
mr
little?
Is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye.
All
opposed
like
sign
motion
carries
that
passes
public
presentation.
This
is
one
that
I
was
told
I
did
not
have
to
do,
which
is
no
surprise.
A
Miss
kirk
is
probably
the
best
city
clerk
in
the
state
she's
been
with
with
us
we're
heading
toward
three
decades,
and
if
you
don't
mind,
I'm
going
to
read
this
is
the
53rd
annual
professional
municipal
clerks
week
may
1st
through
may
7th
2022,
whereas
office
of
the
professional
municipal
clerk,
a
time-honored
and
vital
part
of
local
government
exists
throughout
the
world,
and
whereas
the
office
of
professional
professional
municipal
clerk
is
the
oldest
among
public
servants
and
whereas
the
office
of
professional
municipal
clerk
provides
a
professional
link
between
the
citizens,
the
local
governing
bodies
and
agencies
of
agencies
of
government
at
other
levels,
and
whereas
professional
municipal
clerks
have
pledged
to
be
ever
mindful
of
the
neutrality
and
impartiality
rendering
equal
service
to
all.
A
After
now,
moving
to
public
comment,
we
have
a
few
tonight
we'll
start
with
mr
ron
norris
from
breed
love
court.
A
D
D
D
How
about
a?
How
about
a
can
of
paint
on
on
the
building
or
or
or
at
least
of
course,
a
for
lease
sign
on
the
building,
but
none
of
that
none
of
that
happened.
So
it
comes
to
the
planning,
commission
and-
and
I
guess
we're
supposed
to
feel
sorry
for
him
now,
because
he's
made
a
bad
business
decision
and
and
it's
our
job,
I
guess,
to
bail
him
out,
except
for
bailing
him
out,
could
come
in
the
form
of
lost
equity
that
we
have
in
our
homes
and
and
for
us.
D
I
don't
know
about
you
guys.
I've
worked
a
whole
long
time
to
have
what
little
equity
I
have
in
that
house,
and
I
don't
need
to
lose
any
more
than
what
the
people
in
washington
are
trying
to
take
away
from
me.
If
you
understand
what
I'm
talking
about
so
so
his
plan
could
have
been
to
come
in
and
say
I
can't
lease
this.
I
need
to
try
to
make
it
residential
right.
D
I
tried
to
do
professional
in
office
and
and
it
just
didn't
work,
and
maybe
that
would
get
him
the
the
approval
for
the
conditional
use
and
now
he
says
he
wants
to
spend
money
to
fix
it
up
to
lease
it
for
for
residential
and
and
here's
the
thing
when
you
think
about
it,
why
not
spend
the
same
money
or
less
money
to
fix
it
up
and
get
more
revenue
by
leasing
it
professional
or
office
than
residential,
because
professional
or
office
always
gets
more
money
than
residential?
D
D
Granting
this
request
could
potentially
influence
the
positive
trend
of
redevelopment
from
offices
to
apartments
on
the
neighboring
properties.
Now
on
the
neighboring
properties
means
the
one
that
hits
right
at
the
road
love
court
right
at
the
entrance
of
our
subdivision
and
goes
actually
all
the
way
down
to
the
woods
almost
to
alkovey
street.
Now
imagine
that
turning
all
apartments,
but
that's
what
it
said.
That's
what
it
said
in
the
planning
commission.
D
So
this
this
was
a
big
concern
to
us
and
and
and
when
you
think
about
what
the
lady
from
hall
consulting
told
us
in
the
meeting
last
month,
she
said
she
said
about
the
comprehensive
plan.
She
said
it's
not
so
much
about
increasing
the
households
inside
the
city,
it's
more
about
increasing
the
number
of
jobs
per
household
from
1
to
1.5.
D
I'm
paraphrasing,
I
believe,
that's
pretty
much
what
what
she
said
well
so
here
what
we're
doing
is
doing
right,
the
opposite.
Here's
a
building
that
could
could
probably
depends
on
what
kind
of
a
what
kind
of
a
business
goes
in
there.
It
could
be
25
30
people
that
could
have
jobs
in
that
building,
but
we
were
going
to
take
this
out.
It
makes
no
sense.
It
makes
no
sense
to
me
also
in
section
8,
the
planning
commission.
D
How
could
that
be
true
when
they
just
said
that
it
could
turn
apartments
on
both
sides?
Apartments
are
higher
res
higher
density
residential.
That
makes
no
sense.
Excuse
me,
yes,
a
minute.
Oh,
I
got
one
minute.
I
better
talk
faster
now.
Okay,
I
am
still
from
you
know.
I
know
the
difference
between
y'all
and
all
y'all.
D
You
know
we're
not
talking
about
just
one
little
building
here,
you
guys
when
you
read
it.
The
apparent
goal
of
the
applicant
and
and
and
the
commission
seems
to
suggest
that
to
make
all
these
buildings
into
apartments
and
let
them
be
adjacent
to
the
backyard
of
our
neighbors,
these
people
right
who
cares?
D
We
elect
our
officials,
all
of
y'all,
to
help
us
to
look
out
for
us
and,
and
that
also
means
to
make
decisions
that
help
us
protect
the
value
of
our
homes,
and
so
we're
asking
you
to
let
the
applicant
rehab
the
site
and
use
it
as
it's
intended
is
as
professional
in
office.
Did
I
make
it
mayor?
Yes,
sir.
A
June
and
ron
willingham
fleeting
court
fleeting
fleeting
court,
hey
miss
willingham.
How
are
you
all
right?
How
are
you
thank
you
for
coming
tonight?
Thank.
E
E
The
document
that
ronnie's
holding
here
is
called
and
I'm
quoting
the
city
of
monroe
comprehensive
plan.
It
was
commissioned
by
the
walton
county,
unified,
comprehensive,
planned
steering
committee
and
was
drafted
under
the
auspices
of
the
northeast
georgia,
regional
commission,
after
public
hearings
and
input
sessions
attended
by
the
hearing
committee,
local
citizens,
staff
and
elected
official.
E
E
E
Page
seven
regarding
transportation
needs.
The
plan
expresses
monroe's
desire
for
a
more
walkable
bikeable
community,
the
beautiful
improvements
the
city
has
made
downtown
new
wider
sidewalks,
attractive,
bright
lighting
and
trees
would
be
more
accessible
to
residents,
especially
senior
residents.
If
their
apartments
were
near
these
amenities
there
are
no
sidewalks
on
breedlove
drive.
E
Most
importantly
from
page
five
regarding
housing
needs.
The
plan
states-
and
I
quote,
monroe's
rate
of
owner
occupied
housing
is
significantly
lower
than
both
walton
counties
and
the
state
of
georgia's
average,
while
its
share
of
renter
occupied
and
vacant
used
vacant
units
is
far
higher
the
plans
and
that
end
quote,
the
plan's
recommendation
is
quote
to
improve
the
state
of
housing
in
the
city.
E
End
quote:
doesn't
this
beg
the
question?
Will
adding
more
rental
housing
further
amplify
the
disparity
in
this
ratio?
In
summary,
from
our
perspective,
this
proposal
seems
incompatible
with
the
goal
set
forth
in
these
studies.
This
plan
nearby
neighborhoods,
are
composed
of
single-family
detached
private
homes.
Multi-Family
rental
units
are
inappropriate
here.
We
urge
you
to
protect
the
integrity
of
our
neighborhoods.
E
A
F
Thank
you,
mayor
I'll,
just
update
you
on
a
couple
of
items
here,
westbound
on
ramp
over
there
at
138
and
charlotte
rowell
is
now
moving
towards.
Right-Of-Way
acquisition
with
state
should
go
along
pretty
quickly,
since
all
the
land
will
be
donated
and
then
hopefully
we
can
quickly
get
into
the
construction
phase
say
quickly
under
gdot
terms,
but
it's
going
about
as
fast
as
that
project
can
also
the
the
off-ramp
north
at
11
and
78
has
been
let
for
construction
of
an
off-ramp
enhancement.
F
Project
that'll,
help
unload
that
northbound
lane
a
little
bit
better.
It's
not
a
huge
project.
It's
called
the
g
dot
quick
response
project,
but
every
little
bit
will
help
until
one
day
we
can
eventually
get
that
entire
interchange
reconfigured
with
the
state
and
then
traffic
calming
mr
steele.
Just
let
me
know
that
monday
will
be
the
pre-con
on
that.
So
you
should
see
all
of
those
elements
come
in
here
in
the
next
few
weeks
to
the
next
couple
months
over
the
term
of
that
project.
G
Thank
you,
sir
updates
to
the
2020
cdbg.
Our
completion
timeline
is
now
mid-july.
If
you
hadn't
been
in
the
area,
there's
been
a
lot
of
construction
going
on.
There's
been
significant
improvements
in
the
last
week
and
a
half
mobbly
circles
should
be
done
by
the
end
of
this
week,
minus
paving
and
then
they'll
start
the
rest
of
the
curves.
Everything
on
felker
finish
out
call
quit
the
end
of
hubbard
and
cherokee
over
the
next
several
weeks
with
kerbin
pipe
installation,
the
2022
cdbg.
G
We
actually
had
our
public
hearing
on
april,
the
13th,
which
is
in
the
area
of
bryant
glenn,
iris
and
stowers.
Public
notifications
were
in
newspapers,
social
media
to
update
everybody
on
that
project.
As
it's
applied
for
everything's
put
forth
in
the
design
at
the
airport,
we
have
a
deed
search
coming
up
for
the
surrounding
properties,
something
that
we
were
lucky
and
got
picked
by
the
state.
They
picked
essentially
one
of
every
other
airport
in
the
state
that
we
have
to
do
that
for
faa
compliance.
G
G
If
you
hadn't,
been
by
matthews
or
pilot,
both
restrooms
are
in
place,
matthews
was
hooked
up
with
power
today,
and
pilots
should
be
hooked
up
within
the
next
week.
I
would
say,
and
then,
when
we've
got
a
drainage
thing,
we've
got
a
hookup
as
well
before
we
can
get
those
open.
So
nice
additions
to
both
parks,
green
street.
We
have
actually
talked
with
monroe
area
high
school,
about
going
in
with
a
certain
level
of
partnership
to
possibly
repave.
G
The
deep
patching
for
our
lmeg
this
year
should
start
sometime
next
week
it's
been
my
discussions
with
mr
steele
they're,
also
going
through
repairing
certain
sidewalks.
Now
that
we
had
on
the
list
as
we
can
get
concrete,
which
is
somewhere
between
about
three
and
four
weeks
out
right
now
on
schedule
from
the
dda,
our
community
cleanup
event
that
we
did
in
the
downtown
area
and
whatnot.
On
april
23rd
we
had
about
25
30
people
in
attendance
with
employee
volunteers
and
then
volunteers
from
the
community.
G
I
don't
have
the
weight
and
trash
that
we
picked
up,
so
I'm
falling
off
just
a
little
bit
on
that
number.
Farmer's
market
started
this
past
saturday
may
7th
will
run
until
october,
8th
every
saturday
and
then
the
last
thing
I
wanted
to
hit.
We
will
have
a
proclamation
in
june
june.
12Th
through
the
18th
is
waste
and
recycling
workers
week
it's
celebrated
annually.
It
always
hits
the
week
that
falls
on
june
17th
and
it's
to
basically
recognize
danny
yeah.
G
G
G
A
Chris
chris,
following
up
on
on
community
cleanup
day,
I
really
appreciate
all
all
those
who
came
out
and
volunteered
we
did
have
about
25
or
26..
We
even
had
some
who
ran
david
dickinson's
5k,
helped
pick
up
rita,
put
her
in
the
ambulance
on
the
way
to
the
hospital.
Then
they
came
over
and
picked
up.
So
you
were
excused
from
not
picking
up
trash
that
day,
but
either
way
it
was
the
cleanest.
The
city
has
looked
in
in
quite
some
time
and
we're
we're
in
a
good
spot.
G
Oh
well,
we
got
the
bathroom
delivered
this
past
week
and
then
everything
installed.
Our
pavilion
is
on
a
delay.
However,
the
concrete
pad
is
there.
I
wanted
to
get
the
bathroom
installed
before
we
did
new,
paving
before
we
track
a
48
000
pound
building
over
new
asphalt.
G
So
once
that's
set
and
we're
comfortable
with
everything
in
place
and
it's
up
and
functioning.
I
feel
like
that.
We
can
start
tearing
up
the
back
parking
lot
and
start
working
towards
repaving
the
front,
and
then
we
should
be
fine
with
the
pavilion.
I
don't
think
we're
going
to
have
anything
that
will
damage
new
pavement,
but
yeah
asphalt's
pretty
good
time.
I
think
it's
same
day
was
what
I
was
told
on:
grant
jobs
just
concrete.
H
You
mayor
we're
asking
your
approval
for
an
emergency
purchase
to
install
guard
rails
on
the
on
and
off
ramps
at
the
transfer
station
for
at
14
000.
from
amd
welding
services.
H
This
is
a
time
timely,
purchased,
mainly
because
of
some
safety
conditions
and
potential
liability.
We
a
couple
weeks
ago,
we
had
a
small
dunk
truck,
ran
off
the
ramp.
Don't
ask
me
how
you
got
there,
but
it
took
the
fleet,
the
entire
fleet,
to
to
get
him
moved.
It
held
up
traffic
like
45
minutes,
so
I
was
asking
your
approval
to
install
the
guardrails
all
right.
A
Motion
to
approve
thank
you,
mr
garrett.
Is
there
a
second
second
okay,
mr
boyce,
on
that
one?
Thank
you.
Is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye.
All
opposed
like
sign
motion
carries
that
passes.
Moving
to

for
the
garbage
truck.
G
G
J
A
F
Yeah,
thank
you
mayor.
We're
still
continuing
conversations
on
the
development
agreement.
Portions
relating
to
river
point,
particularly
in
water
and
sewer
and
traffic
concerns,
we're
kind
of
going
back
and
forth
on
different
allowances
and
also
working
with
the
other
adjacent
development
to
make
sure
all
that
works
out
a
little
bit
of
a
long
road
ahead
of
us,
especially
on
the
utility
side.
F
A
A
I
I
With
regard
to
the
propriety
of
a
conditional
use,
and,
as
I
think
I
said
at
the
last
meeting,
the
project
may
be
well
intentioned,
but
it
just
doesn't
make
any
sense,
and
after
I
really
looked
at
our
ordinance
about
having
apartments
as
a
conditional
use
in
a
professional
zone,
I
think
when
that
was
originally
enacted.
The
idea
was
it
would
be
for
developments
more
in
the
main
downtown
where
somebody
wanted
to
put
up
a
building.
They
wanted
to
have
maybe
their
office.
I
On
the
first
floor,
their
living
space
on
the
second
or
third
floor,
I
don't
think
it
was
ever
contemplated
that
we
would
be
talking
about
taking
whole
sections
of
office
buildings
and
just
converting
them
to
apartments
and
one
of
the
things
that
really
jumped
out
at
me.
When
I
looked
at
our
criteria,
is
you
know
the
applicant?
I
Has
the
burden
of
proof
and
the
public
hearing
to
present
evidence
showing
why
it
should
be
approved
and
the
ordinance
says
a
conditional
use
shall
be
approved
only
when
it's
determined,
based
on
the
evidence
presented
that
these
10
conditions
are
met
and
those
10
conditions
are
not
exclusive.
There
can
be
other
conditions
as
well.
Number
10
really
jumped
out
at
me,
and
it
ties
into
what
the
gentleman
was
saying
tonight.
I
Well,
the
plan
never
contemplated
changing
all
of
that
professional
space
to
apartments,
and
I
do
think
it
would
be
a
domino
effect
because
there
are
adjacent
office
buildings
that
are
deteriorating.
I
don't
think
they're
occupied
or
not
totally
occupied,
and
so
I
just
think
looking
at
the
global
perspective,
this
is
just
not
something
I
can
support
and
having
said
that,
I
move
to
deny
the
application.
A
A
K
Thank
you,
mr
mayor,
might
want
to
wait
just
another
second,
if
you
can't.
G
K
Me
but
prh
730
monroe
llc
request
variants
for
parking
requirements
on
the
site
that
was
balmor
outdoors,
going
to
be
redeveloped
for
a
starbucks
restaurant
they're,
requesting
an
additional
six
parking
spaces
beyond
what
would
be
permitted
by
our
ordinance.
K
And
I'm
sorry,
staff
recommendation
is
denial
of
the
variance
request
as
submitted
without
conditions.
The
planning
commission
has
recommended
approval.
K
C
We
know
there's
already
a
major
traffic
issue:
there
dumping
traffic
back
on
to
loop,
10
and
70
or
whatever
that's
called.
I
would
entertain
a
motion
to
to
table
this
until
we
could
get
to
the
d.o.t
and
have
discussion
about
the
ingress
and
egress
from
that
location.
A
Do
you
mind
hanging
on
that
for
just
a
minute?
No,
okay
is
the
applicant
in
the
audience.
A
In
favor
of
the
of
these
additional
parking
spaces,
anyone
who'd
like
to
speak
against
hearing
and
I'll
declare
that
portion
of
the
meeting
closed
we'll
come
back
to
that
in
a
minute
lee.
I
do
want
patrick
when
you,
when
you
get
a
minute,
because
I'll
forget
by
the
time
it
comes
back
to
you,
talk
about
the
difference
between
pervious
and
impervious
services
and
if
they'll
make
some
changes
there.
But
we'll
talk
about
table.
A
Okay,
no
action
taken
at
the
moment,
we'll
come
back
in
just
a
second
rezone
at
zero.
Double
springs.
Church
road,
mr
kelly.
Yes,.
K
Sir,
thank
you
again.
This
rezone
is
very
simple.
It's
a
one
word
change.
It's
it's
not
up
on
the
board,
but
they're,
basically
making
a
change
in
order
to
allow
submittal
of
their
preliminary
plat
concurrent
with
their
development
plan
approval.
K
A
Thank
you.
Are
there
any
questions
for
patrick
about
this
I'll
declare
this
portion
of
the
meeting
open?
Is
there
anyone
here
who
would
like
to
speak
in
favor
of
the
one
word
change?
Yes,
sir.
L
Hey
good
evening,
my
name
is
tyler
lasser
with
alliance
engineering
and
planning.
I'm
here
tonight
representing
the
applicant
parking
communities,
just
kind
of
recap
it.
What
you
had
just
said.
The
change
in
conditions
is
essentially
what
we're
asking
from
that
rezoning
that
was
approved
back
in
january,
which
was
from
r1
to
r1a
the
development
as
you
can.
L
The
changing
conditions
would
give
parkland
the
opportunity
to
submit
their
preliminary
plat
and
get
a
jump
on
the
engineering
and
and
kind
of
get
working
with
staff
to
put
together
a
good
product
and
then
enter
a
development
agreement
simultaneously.
With
the
preliminary
plat
approval,
the
request
itself
would
have
no
impact
on
the
moratorium.
L
L
A
It's
pretty
simple.
Thank
you.
Do
we
have
anyone
here,
who'd
like
to
speak
against
changing
that
word
hearing,
none
I'll
declare
that
portion
of
the
meeting
close
we'll
come
back
and
revisit
that
in
just
a
moment
again,
as
as
a
said
at
the
beginning
of
the
meeting
we've
removed
from
the
agenda,
the
hpc
appeal
and
now
we're
moving
to
the
new
business.
This
would
be
the
variance
at
730
highway,
138.
A
I'll,
open
the
floor
to
council
members
only
for
discussion,
indoor
action.
J
I
know
that
this
is
the
starbucks.
Yes,
I
know
the
ladies
is
going
to
want
to
motion
the
tablet
and
I
guess
I've
looked
at
typing
this
and
I'm
not
sure
I
see
them,
I'm
not
sure
what
we
accomplished
by
delaying
it.
So
we
know
it's
a
horrible
intersection
and
d.o.t
has
already
told
us
it's
too
close
to
the
other
one
to
put
a
traffic
light.
So
there's
that's
not
an
option.
J
We
know
it's
a
lot
of
traffic,
so
I
don't
know
a
traffic
study
per
se.
It's
going
to
tell
us
anything
other
than
got
a
huge
amount
of
traffic
here.
J
C
It
is
a
treacherous
turn
during
certain
times
of
the
day,
and
I
don't
know
if
rv
can
answer
to
the
number
of
wrecks
just
off
the
cuff,
but
I
I
think
we've
had
a
lot
of
issues
there
with
the
lanes
merging
and
coming
off
and
in
and
and
then
of
course
they
did
that
at
walmart
and
they
no
longer
allow
to
cross
over,
and
you
only
can
make
a
turn
to
the
right.
So
because.
C
J
J
J
C
C
J
J
A
I
have
a
motion
to
approve
in
a
second.
Is
that
correct,
okay,
mr
garrett,
me.
F
I'll
definitely
look
into
it
while
we're
in
this
discussion.
Phase
of
this
motion
I'll
definitely
look
into
it
it
just
we
don't
have
any
teeth.
If
we.
C
F
If,
if
we
didn't
work
with
the
the
applicant,
who
I
assume
code,
is
they
have
an
easement
with
chick-fil-a
yeah?
That.
A
Move
to
the
rezone
at
zero
double
springs:
church,
road,
I'll,
open
the
florida
council
members
for
discussion
council
members
only
are
there
any
questions
or
comments
or
the
word.
F
Yeah,
I'm
just
going
to
add
that
we
are
still
in
development
agreement
negotiations
with
them
and
good
faith
through
the
process
as
well.
F
C
F
A
There
a
second
circle
we
have
a
second
by
mr
larry
bradley.
Is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
motion
carries
that
passes.
Move
into
the
preliminary
plot
review
for
zero
double
springs.
Church
road,
mr
kelly,.
K
Thank
you,
mr
mayor,
like
you
said,
this
is
a
preliminary
plaid
application.
The
preliminary
plat
is
in
order.
Staff
recommends
approval
of
the
preliminary
plat
subject
to
the
corrections
that
were
listed
during
the
planning
commission
meeting.
They
have
been
met
and
the
plan
has
been
revised.
If
mr
calendar
has
anything
to
add
to
that,
I'd
be
happy
to
hear
it,
but
it's
just
undeveloped
property
division
for
future
development.
A
K
I
A
Right
all
in
favor
signify
by
saying
aye,
all
opposed
like
sign
motion,
carries
that
passes.
Moving
to
the
resolution
of
the
2022
budget,
amendment
miss
thompson.
L
Thank
you,
mr
mayor.
This
is
just
an
amendment
to
the
2022
operating
budget
to
increase
revenues
and
expenses
by
10,
532
dollars
and
the
fire
department.
This
is
due
to
a
check
received
by
hitachi
for
replacement
of
damaged
equipment
from
the
fire
out
at
their
location.
Back
in
november
2021
and
mr
dykes
will
chief
dykes
will
use
the
funds
to
replace
the
damaged
fire
equipment.
J
A
F
A
G
Yes,
thank
you.
This
is
to
ask
that
we
appoint
mr
jim
mullen
to
take
over
the
remaining
term
of
dan
nugent
who
passed
earlier
this
year.
He
was
a
member
of
our
airport
advisory
committee.
He
was
a
strong
member
of
the
mgsa
group
at
the
airport
and
he'd
be
greatly
missed
by
us.
He
was
a
good
calm
member
of
that
that
committee,
so
just
asking
that
we
appoint
mr
jim
mullen
to
finish
out
the
rest
of
his
term.
A
I
A
F
F
F
Yes,
that
was
that
was
part
of
the
process
by
the
engineers
and
us
to
go.
A
A
Got
the
start,
finally,
so
excited
again:
we
removed
from
our
agenda
the
historic
preservation
appeal
moving
to
redistricting
mr
probes.
F
All
right,
thank
you
mayor.
So,
a
few
months
ago
we
embarked
on
the
the
big
workshop,
where
we
got
input
from
you
all
on
the
maps
that
were
created
by
the
northeast
georgia,
regional
commission.
So
at
the
workshop
we
had
five
maps
there's
a
lot
of
criteria.
It's
really
all
developed
by
census,
blocks
from
the
2020
census.
F
So
since
then
there
had
been
three
more
maps
sent
over
from
the
regional
commission.
So
now
we're
kind
of
at
the
point.
Okay,
we've
got
a
pretty
full
slate
of
maps.
We
need
to.
You
know,
just
take
a
look
at
where
we're
at
so
statistically.
F
This
is
just
statistics.
Only
your
cleanest
maps
are
three
one
and
four
as
your
as
your
top
three
cleanest,
statistically
maps.
This
is
how
things
look
currently
in
districts,
one
through
six,
of
course,
district.
Seven
and
eight
are
the
super
districts
here.
F
I've,
given
you
all.
I
know
it's
hard
to
read
on
this
screen
or
the
one
behind
me
the
statistics
that
make
up
each
map.
I
believe
I
sent
this
out
to
you
last
week,
but
essentially
this
will
get
us
through
into
next
year.
This
will
be
applicable
next
year
in
the
2023
election
cycle
and
we'll
be
good
for
10
years.
M
So
if
a
motion
were
to
be
considered
on
the
issue
of
redistricting,
it
would
be
a
motion
to
say
proceed
forward
with
variation
or
map
option,
one
two,
three,
four:
five,
six,
seven
eight
that
would
then
set
in
motion
the
process
for
us
to
start
to
get
the
legal
process
in
place.
So
it
would
probably
be
depending
upon
how
long
it
would
take
northeast
georgia,
regional
to
get
back
to
us
it'd,
be
this
summer,
maybe
even
early
fall,
where
we'd
come
back,
having
fully
advertised
the
charter
change.
M
So
this
is
a
charter
change
to
change
your
districts.
We
can
do
it
by
home
rule
here
in
this
room.
We
don't
have
to
go
to
the
gold
dome,
but
we
do
have
to
advertise
it
properly,
have
to
put
it
superior
court.
Clerk's
office
have,
to
put
it
upstairs
in
the
debbie's
office,
have
to
get
it
in
the
paper
and
in
order
to
do
that,
we
have
to
get
all
the
census
block
data,
which
is
the
technical
stuff
from
northeast
georgia,
regional
commission
to
amend
section.
M
I
think
it's
2.02,
I
believe,
of
your
charter,
so
just
to
know
that
if
y'all
say,
let's
do
this
one
tonight.
That
then
gives
direction
to
city
staff
and
our
office
to
then
do
all
the
work
to
get
it
ready
for
it
to
then
come
back
to
you,
where
there
would
be
two
readings
at
our
regular
meeting
consecutive
meeting
for
the
adoption.
So
we've
got
it
slated
in
our
mind,
probably
august
september,
it
may
move
up
a
little
bit
may
move
back
a
little
bit,
but
it's
for
the
november
2023
election.
M
So
staff's
done
a
great
job
of
getting
ahead
of
this.
In
theory,
it
would
have
been
done
before
the
last
election,
but
the
census
got
delayed.
So
so
that's
why
you've
got
plenty
of
time
to
get
it
done
before
this
next
election,
but
you're
going
to
make
a
decision.
If
you
do
today
that
puts
you
towards
the
official
legal
paperwork
in
about
three
or
four
months.
J
F
F
I
I
I
A
J
A
You
don't
mind:
let's
just
do
this
by
hand.
One
two
three
four,
mr
gregory,
is
your
hand
raised
yes,
okay,
all
opposed,
like
sign
motion,
carries
five
to
three
moving
to
district
items.
Does
anyone
have
anything
to
report
from
your
districts?
Miss
malcolm.
I
J
A
J
Going
to
bring
up
one
issue
that
sort
of
came
up.
I
I
Just
a
couple
things,
I
second,
what
mr
bradley
says
about
the
airbnb
situation.
I
I
think
we're
about
to
have
a
serious
problem
in
monroe
with
that,
and
we
certainly
need
to
get
out
in
front
on
it
and
come
up
with
some
sort
of
regulation.
Otherwise
I
think
we're
going
to
be
overrun
with
folks
running
those
as
businesses
for
profit
as
corporate
corporate
entities,
not
as
homeowners,
but
as
corporations
got
two
of
those
in
my
neighborhood
right
now,
they're
trying
to
buy
a
third
one,
they're
corporately
owned,
not
individually
owned
and
they're
running
24
7..
So
we
need
to
take
a
serious
look
at
that.
I
They
did
a
wonderful
job.
I
thanked
all
my
hope
personally
that
day,
I
also
want
to
thank
mr
smith
and
the
public
works
folks
for
putting
out
the
barricades,
so
we
could
set
them
that
morning.
Y'all
did
the
same
great
job
you
do
every
year,
so
this
is
a
great
city.
People
work
together
every
day,
just
to
make
it
better,
and
I
deeply
appreciate
both
of
you
and
the
folks
that
work
for
you
and
please
tell
them.
I
said
so,.
E
A
And
our
entire
public
safety
team,
you
all
do
an
outstanding
job.
Moving
to
my
update
just
a
couple
of
things,
you
may
have
noticed
piedmont
industrial
park,
water
davis
supply
has
signed
to
move
in
and
and
they'll
be
headed.
This
way,
not
a
huge
number
of
jobs.
The
investment
is
around
15
million
dollars,
but
gotham
greens
today
became
official
75
million
investment.
I'm
sorry,
34
million
dollar
investment
with
75
jobs,
that's
210,
000
square
feet
of
greenhouse
space.
A
They
serve
albertsons
publix.
A
Foods,
I
was
about
to
say
the
hoity-toity
store,
but
yeah
whole
foods,
and
that's
going
to
be
a
huge
asset
to
our
area,
so
we're
excited
to
have
them
out.
There
leaves
very
little
space
in
piedmont,
industrial.
We
do
have
a
couple
of
companies
that
are
really
sniffing
around
that
should
be
in
that
50
million
dollar
range.
So
a
lot
of
things
happen
in
there.
Shane
short
has
been
working
some
magic
in
addition
to
what's
going
on
with
rivian
the
other
thing.
A
Manure
area
for
the
first
time
had
a
young
lady
named
to
the
die
varsity
player
of
the
year
in
soccer.
Her
name
is
zoe,
graham
she'll,
be
in
an
all-star
game.
This
coming
weekend
and
best
soccer
player
on
the
field
in
triple
a
high
school.
So
congratulations
to
her.
I've
sent
something
out
from
from
us
and
it's
kind
of
exciting
to
have
a
bit
of
an
alternate
sport.
Having
shown
some
success
in
monroe,
if
there
are
no
further
questions
or
items
on
the
table,
I
need
a
motion
to
adjourn
to
executive
session.
Please.
