activities
we're
having
here
in
the
city.
Yes,
you
all
have
been
just
so
gracious
to
us
for

past
18
years
we
have
been
blessed
to
have
the
depiction
of
a
very
historic
event
happen
in
our
city
and
I
wanted
to
thank
you
for
that,
and
just
know
that
thousands
of
people
every
year
have
walked
over
sidewalks
to
view
the
Nativity
and
to
be
reminded
of
what
it
represents.

families
who
have
made
a
tradition
of
it,
and
one
family
in
particular
spoke
to
me
just
today
and
they
inquired
if
we
were
doing
that
again,
and
they
said
yes
and
I
said

they
said
they'll
be
here

bringing
their
own
child
that
child
is
now
a
parent
and
they
wanted
to
bring
their
grandchild

much
GMA
appreciates

contributions

government

and
has
a
steadfast
loyalty
to
our
Fair

wholesale

think

that

you
directly
came

I
didn't
get
that
far,

I
know
you
started
November

1990
and
you
told
me
that
you

applied

two
positions.
Essentially
it
was
bookkeeper
and
cashier.
Well,
when
you
talk
to
them,
they
asked
they
said
well,
which
position
are
you
applying
for
and
she
says
well
which
one
pays
the
most,
so
they
said
bookkeeper
and
she's,
like
that's.

doesn't
speak
to
what
the
heart
of
the
city
is
I,
don't
know
what
does
in
her
32
years
here,
five
Mayors
five
general
managers,
which
would
have
been
with
water
light
and
gas,
Monroe
utilities,
Network,
seven
City
administrators,
the
best
assistance
administrator
there
has
ever
been,
and
possibly
the
worst
since
I'm,
the
only
one
and
one
totaled
car
in
the
parking
lot.

don't
know
how
many
of
y'all
know
this.
You
know
there
was
a
customer
I,
think
that
came
in
Once,
Upon,
a
Time
and
his
foot
stuck
on
the
accelerator
or
the
accelerator.
Stuck
he
went
round
and
round.
Our
parking
lot
took
out
a
light
pole.
She
saw
that
I
think
called
the
police
called
the
fire
department
goes
outside
realized.
Her
car
was
what
he
came
to
stop
on.

And
then,
obviously
we
didn't,
we
didn't
do
the
counts
on
commission
members
on
Council
Members,
because
it's
it's
probably
quite
a
quite
a
lot
of
them.
So
what
does
all
this
mean?
It's
like
I,
said
earlier.

In
a
lot
of
cases.
We
feel
positions
because
you
can't
replace
the
person
this
one
we're
pretty
much
feeling
we're
replacing
it
with
four
positions,
because
it's
just
there's
no
way.
One
person
can
do
it
and
I'll
tell
you
all
this
when
I
tried
to
think
about
what
I
wanted
to
say,
I
wanted
to
make
sure
that
it
was.

And
then
I
got
to
thinking
about
it.
The
more
and
more
I
ran
through
in
my
mind,
it's
everybody's
relationship,
you've
been
everyone's
Aunt.
You've
been
everyone's
sister.
Everyone's
mother,
you've
been
everything
for
everyone.
Your
relationship
with
me
is
the
same
relationship.
You've
had
with
everybody
else,
I
have
never
in
all
my
years
heard.

bad
thing
said
about
you
in
this
city
to
me
because
of
you,
this
city,
its
employees,
its
citizens,
the
ones
that
have
come
before
the
ones
that
are
here,
the
ones
that
will
come
in
the
future
are
better
because
Debbie
Kirk
decided

serve

you

mom
sitting

y'all,

great

this

up

months
ago

gave

retirement
speech
for
Mike,
Parker
and
I
got

thinking.

faces

people

probably

next
five
years

to
retire,
because
that
group
is
just
kind
of
Aging
out.
You
know
your
faces
change,
your
faces,
fade,
memories
live
forever,

that's
that's

key

this,
because
you've
become
what
I
feel
like
I.

at
the
ladies
in
the
back.

role
model
for
so
many
people
of
what
we
should
be
as
an
employee
of
the
city
you're
a
hero

so
many

don't
even
know
it
they're

most
difficult
times

a
one

signed

discuss
preliminary
plant
application
at
Madison,
Ridge,
Mr
Corona.

We
submitted
an
application
for
a
preliminary
plot
a
year
ago,
literally
right
before
it
went,
moratorium
took
place
so
I
understand
a
another.
Moratorium
is
to
take
place
extending
into
June
of
2023,
and
what
I
would
like
to
ask
council
is
to
limit
the
extension
to
three
months
on
our
Madison
Ridge
application
review.
As
it
comes
up
now
in
January.

We
would
like
to
ask,
based
on
the
following:
our
initial
application
was
turned
in
prior
to
the
initial
moratorium.
We
had
a
meeting
earlier
this
year
with
the
city
to
review
a
few
items
on
our
application.
That
was
in
progress
even
during
the
moratorium.
We
worked
on
a
few
things
that
were
requested
that
we
take
care
of,
such
as
easement
matters
that
we
were
able
to
get
secured
and
recorded.

We
do
we
have
secured
sewer
capacity,
which
we
understand
is
currently
available
for
this
project,
and
also
we
understand
that
the
city
has
approved
a
residential
project
multi-family
for
about
200
units.
All
this
being
said,
we
just
request
that
you
limit
our
application
to
three
months
out
of
your
six
month:
moratorium.

Mr
probes,
thank

Mayor
I'll
just
hit
a
couple
things.
Obviously
I
don't
want
to
step
on
any
other
reports,
but
what
a
successful
parade
we
had
last
week.
I
Preliminary
numbers
are
not
fully
in
yet,
but
I
think
we're
well
in
excess
of
20
000
folks,
here
visiting
downtown
that
that
evening,
a
couple
other
items
of
note
the
eastbound
on-ramp,
is
under
construction.
I
The
westbound
is
about
to
start
out
there
at
Charlotte
Rowell
together,
that's
over
six
million
dollars
of
investment
that
the
state
has
put
into
Monroe,
with
very
little
matching
funds
from
ourselves
and
from
our
counterparts
at
the
county,
so
that
that's
a
big
win
for
our
region
with
those
two
projects,
the
the
long-winded
bypass,
keep
giving
you
the
same
update
February
is
what
the
state
has
told
me
as
to
when
they're
targeting
full-on
construction.
I
So
looking
forward
to
that-
and
we
have
a
few
other,
just
small
GDOT
projects
in
and
around
town,
you
might
have
seen
them
patching
on
78
today
out
there
near
Cherry
Hill
a
few
other
small
projects,
quick
response,
type
things
that
they're
working
on
soon
as
well.
I've
asked
them
to
also
research.
The
best
methods
for
fixing
the
traffic
issues
and
the
Turning
movement
issues
at
Highway,
11
and
78
at
the
overpass.
It's
obviously
a
pain
point.
It's
going
to
become
more
so
in
the
future.
I
Unfortunately,
t-splus
did
not
pass
here
in
Walton
County,
although
it
did
pretty
well
overall
in
the
city
precincts.
So
we
were
hoping
to
leverage
some
additional
monies
with
that
to
to
go
along
with
some
State
money
for
that
fix,
but
nevertheless
we're
looking
for
some
lower
cost
alternatives
to
improve
safety
at
that
intersection.

pothole
as
you
turn
right
off
of
onto

to
Zaxby's
I'm
talking
about
right.
There
is
there
any
chance
that
Quick,
Response
Unit
might
be
able
to
go
over
there
and
patch
that
bad
boy.

for
everybody's
knowledge,
the
when
the
teeth
blast
failed,
every
Precinct
in
the
city
of
Monroe
voted
in
favor
every
other
Precinct
in
the
county
voted
against
I
like
to
think
that's,
because
we
were
very
judicious
with
taxpayer
funds.

We've
listened
to
what
they
said
and
we've
acted
accordingly
and
and
they
trust
that
we'll
spend
their
money
wisely,
we'll
do
better
on
the
marketing
side
of
the
t-splas.
When
it
comes
up
again
and
I
know,
it
will
come
up
again,
but
I
just
want
to
let
you
know.
City
Monroe
got
after
it
in
favor
and-
and
we
just
couldn't
come
overcome-
those
objections
from
around
the
county
I'm
moving
to
the
assistant,
City
administrator
update,
Mr
Bailey.
Are
you
good
yeah.

I
promise
to
speak
a
little
better
through
this
one
and
not
cry
month
of
November
trash
on
the
sides
of
the
roads
and
whatnot
was
up
quite
a
bit.
We
picked
up
our
crews,
5500
pounds,
just
our
ground
screws
and
whatnot
off
of
right-of-ways
and
whatnot
the
Blaine
station
RFQ
that
we
had
out
that
closed
November
18th.
We
only
had
one
submission
and
essentially
with
that
Logan
and
I
read
through
it,
we're
going
to
kind
of
drop
back
and
pun
a
little
bit.
We
may
meet
with
them.

I
think
after
the
first
of
the
year,
talk
with
them,
but
it's
going
to
have
to
be
something
to
where
it's
competitive,
to
where
we
have
multiple
firms.
Looking
to
develop,
that
property
I
think
we
get
the
biggest
bang
for
the
buck
terminal.
Building
construction
is
still
ongoing.
It
is
it's
got
rooms,
it's
got
a
roof,
Windows
whatnot,
it's
actually
starting
to
take
shape
rainy
weather,
slowing
them
a
little
bit,
but
it's
dried
in
so
they're
able
to
move
forward.

We
submitted
our
Capital
Improvements
to
the
state
and
to
the
FAA
the
Friday
before
Thanksgiving.
So
that's
good
for
the
next
four
to
five
years.
Obviously
we
tweak
it
over
time
that
helps
us
with
our
funding
with
our
overall
budget
planning
here
at
the
city.
Matthews
again
is
continuing
to
get
close
to
that
finish
line.

We
had
the
fence
put
around
the
playground.
They
were
working
on
the
privacy
fence
to
separate
the
back
side
of
the
houses
on
what
used
to
be
that
back
area
parking
lot
and
then
two,
this
past
Saturday.
We
had
a
great
dedication
event
for
the
disc
golf
course,
and
they
had
a
crowd
there,
so
that
was
nice
to
finally
see
we're.
To
that
point.

Traffic
calming
is
complete.
We
have
our
final
walk
through
tomorrow
with
the
engineers
to
go
over
anything
any
possible
areas
of
improvement,
which
we
know
of
one
that
we're
going
to
take
a
look
at
and
hopefully
get
that
done.

out
of
here.
Leaf
season
is
going,
slow
leaves
are
falling.
The
pickup
on
it
is
behind.
Our
truck
is
still
that
the
manufacturer
in
Statesboro,
it's
where
it's
been
for
the
past
week,
plus,
obviously
you
know
the
sweeper
we
mentioned
last
month.

slight
fire
issue,
but
we
do
have
a
rental
that
we've
had
now
for
approximately
two
weeks
and
we're
working
to
get
caught
up.
Jeremiah
will
present
the
2023
elmeg
for
the
request
to
do
that
this
year.

streets
that

impacted
and
Danny
and
I
are
working
rather
hard
to
try
to
push
us
towards
Swiffer
Grant,
which
would
help
build
our
infrastructure
for
our
recycling
program.

webinar
today

he
had
sat
through
one
I
think
the
week
I
was
on
vacation
and
that's
just
it's
an
arduous
process
that
we're
going
through
working
with
several
people
and
staff
here
at
the
city
to
try
to
get
it
through,

hopefully
we
get
some
money
out
of
that
and
I'll
be
glad
to
take.

Mig
project.
This
is
the
annual
Paving
project
we
do
with
funding
through
the
state,
as
well
as
a
local
match
this
year
or
next
year
for
2023
we
will
be
given
178.

This
will
be
proposed
to
be
spent
on
Walton
Road,
Lakeview
Drive,
and
a
section
of
millage
Avenue
between
East
church
and
Davis
on
Walton
Road,
we're
proposing
a
deep
patch
inch
and
a
half
at
a
minimum
of
Milling
overlaying
striping
same
thing
on
Lakeview
Drive
and
on
millage
Avenue
would
just
be
a
little
bit
of
patching
and
primarily
overlay
back
early
this
year,
we
we
spent
through
a
CIP
project
some
money
with
our
Engineers
to
do
a
road
assessment
through
artificial
intelligence
and
through
that
process
everything
went
through
the
city.

spend

much

the

what

we're
seeking

county

contract
out

Milling
we'll
do
the
patching
and
the
striping
will
be
contracted
out
as
well.

issues
have
happened
in
the
Solar
industries
that
have
required
the
the
contractor
to
want
to
raise
the
price
by
almost
four
cents
per
kilowatt
hour
or

half

cent

kilowatt
hour
and
moved
that
term
from
20
years
to
15
years.

still
an
economical
product,
it's
still
cheaper
than
our
normal
produced
energy
at
the
plant.
It's
still
good
for
Monroe.

reasons
we

proposing
that

self-service
mini
warehouse

the
M1
District
under
Section

we're
proposing
that
it
be
modified
to
be
limited

not
asking
that
the
use
be
struck
from
M1,
but
we
are
proposing
to
add
a
note
to
the
M1
zoning
table
that
those
uses
be
limited
to
the
or
be
excluded.

properties

rules
in

section

designed
for
condominium
developments.

state
that
we're
adding
this
statement
as
a
Clarity
for
any
future
developments.

forward
to
section
645.3,
we're
proposing
to
add
existing
two-family
or
duplex
dwellings,
they're
the
same
thing
to
this
to
the
infill
overlay
District,
so
that
there
are
properties
out
there
that
can
be
subdivided
currently

multiple
duplexes
on
one
lot
and
would
are
owned
under
a
single
ownership
and
they're
being
sold
off
and
individual
owners
are
buying
these
duplexes
and
they
cannot
subdivide
their
property.
So
this
would
only
allow
an
existing
duplex
in
the
infield
overlay

next
amendment
is
adding
a
zero
lot
line,
setback
to
our
commercial
zoning
parameters.

essentially
allows-

is
basically

notation

added

that-
we're

for
existing
multi-tenant
shopping
centers

a
fee,
simple
property
to
be
created
through
their
building.
They
would

to
meet
the
standards
for
separation,
and
that
includes
fire
life
safety
and
what
have
you
most
buildings
are
built
in
that
manner

So
we
were
asking
that
we're

that
amended
that
Amendment
be
included
here
to
allow
for
a
shared
parking
arrangement.

next
Amendment
proposed
is
to
require
basically
a
matrix.
You
already
have
in
your
your
code
now

requirement
that
all
developments
have
five
different
house
designs
inside
of
a
development,
so
that
none
of
the
ones
are
adjacent

avoid
the
cookie
cutter
pattern.
This
is
an
additional
requirement,
we're
putting
in
that
that,
when
they
turn
in
their
plat
to
the
building
off
to
the
code
office

ahead
and

us
the
Matrix

we're
not
changing
the
requirement
we're
just
beefing.

easier

streamlined

permittee

with

statement
removing
pergolas

think
that
the

buildings

wire

good
look,
especially
on
these
commercial

about

think

there
should
be
a
portion
of

needs

be
addressed

conversion

buildings

Monroe

deeply

council

lot
of
these
older
buildings

going
to
be
coming
up

there's

not
a
lot
of
people
that
fill
up
these
buildings

building
myself

contract

we're
looking

million
dollars
into
it,
to

convert

building

metal

difference

Storage
outdoor
units

opportunity

building

we're

is

not
in
wonderful
shape,

nothing

completion

30th

circuits

most
y'all
probably
know
that.
Basically,
the
DA's
office
covers
Newton
and
Walton
County,
and
if
you
don't
know,
we
handle
everything
all
the
criminal
cases
that
are
not
citations.

For
the
most
part,
there
are
some
citations
that
sent
up
to
us,
but
but
somewhere
around
6
000
cases
a
year
between
the
two
counties
and
essentially
what
I'm
asking
for
and
I'm
going
to
have
to
have
a
little
bit
of
a
some
clarification
a
little
bit
because
you
guys
are
a
bit
of
the
outlier
of
the
other
fiscal
years,
because
y'all
are
a
January
January
1st
fiscal
year
correct
all
the
other
three
entities
are
July
1st,
so
I
said
about
while
I
was
sitting
down,
I
was
thinking
about
that
and
I'll
kind
of
make
a
well.

I
think
that'll
affect
my
request
and
I'll
explain
that
here

a
second,
but
I'll
come
back
to
that,

I
just
want

give
you
all
a
little
bit
of
information,

the
idea
behind
this
was
that
there's
a
number
of
circuits,
two
or
three
other
circuits
that
have
done
this,
where
they
have
cities
providing
some
funding
for
the
DA's
offices
and
LaGrange
was
the
first
one.
I
was
aware
of
and
they're
in
a
bit
of
a
similar
boat
that
we
may
be
in
down
the
road.

Is
the
big
old
Kia
plant
went
in
down
there
and
that
really
changed.
You
know
just
increase
the
population,
and
obviously
that
may
happen
here
down
the
road,
something
similar
not
really
sure
it's
kind
of
up
in
the
air,
maybe
with
rivian,
but
this
request
is
to
jointly
fund
a
new
position
for
the
DA's
office.
That
would
be
for
a
prosecutor
to
handle
cases
in
both
Walton
and
Newton
County
and
they
would
handle
essentially
gang
slash,
gun,
violence.

Cases
and
I'll
explain
this
a
little
bit
that
a
lot
of
those
are
cases
involving
multiple
defendants
and
give
you
all
some
examples.
Covington
approved
this
request,
you
know
three
or
four
weeks
ago,
they
somehow
I
think
they
put
it
on
super
fast,
Walton
and
Newton.
I
was
I,
went
before
both
boards
commissions
last
week
and
they
both
approved
or
they
both
approved.
It
was
all
three
of
the
other
entities
have
already
approved
this.

As
I
said,
it's
going
to
focus
mostly
on
multi-defendant
cases
that
involve,
as
I
said,
either
gang
and
or
gun
violence
and
I'll
give
you
all
some
examples,
just
some
of
the
things
that
with
our
office
and
why
I
think
this
is
necessary.
Some
of
these
cases
just
include
a
absurd
amount
of
data
and
a
certain
amount
of
information.

Essentially,
we
can
get
search
warrants
and
obtain
social
media
records
for
people,
but
that's
some
50
000
pages
of
Facebook
Facebook
records.
This
is
and
I've
blacked
out
some
names,
because
there's
still
some
pending
cases
that
are
here
from
the
city
of
Monroe,
where
it's
five
separate
cases
that
involve
shootings
of
houses
where
people
are
either
driving
by
or
sitting
outside
or
shooting,
and
now
some
of
these
cases
a
couple
of
them.

They
may
not
be
intending
to
shoot
into
the
house,
but
obviously
shooting
at
somebody
who's
doing
front
of
the
house,
which
means
the
bullets
often
go
into
the
house
as
well,
and
a
lot
of
these
involve
the
same
parties
over
and
over
and
over
again
and
I,
say
involved
that
could
be
in
this
situation.
Some
of
the
people
who
shot
at
defendants
in
first
case
shoot
at
victims.

This
is
another
example
of
the
amount
of
data
we
have
to
deal
with.
This
is
one
case:
that's
144,
gigs
worth
of
information
and,
as
you
guys
know,
that
gangs
and
guns
don't
just
stay
in
one
place,
don't
just
affect
one
city,
don't
affect
one
County
and
they
affect
the
entire
circuit.
It's
just
off
Walton
County.
That
means
Monroe
everywhere,
Social
Circle,
not
as
much
but
obviously
Monroe,
Walton,
Covington
and
Newton
definitely
have
some
crossover
and
even
with
other
counties.

We
have
a
nine
co-defendant
case
involving
armed
robberies
and
aggravated
assaults
where
one
of
the
individuals
received
a
bond
was
not
an
ankle
monitor
and
he
is
now
the
murder
in
Barrow
County
that
he
committed
with
ankle,
monitor
on
there's
also
cases
a
lot
of
the
fire
shell
casings
that
are
collected
by
law
enforcement
are
sent
to
basically
I'll,
say
the
feds
just
for
some
Simplicity
to
analyze,
and
we
have
one
specific
example
of
a
gun
that
was
used
in
a
shooting
in
Monroe,
in
the
county
and
in
Covington,
and
we've
had
numerous
murder
trials
where
there's
no
gang
charges,
but
all
the
witnesses
are
gang.

Members
are
all
testifying
about
being
involved
in
gangs,
they'll
have
gang
tattoos,
and
so
it
is.
It
is
a
common
thing
here
in
Walton
and
Newton.
Something
you
guys
may
not
know
is
that
the
Department
of
Corrections
every
month
sends
not
just
me
I'm,
assuming
law
enforcement
that
are
allowed
to
view
these
things.

Everybody
is
being
released
on
parole
and
what
county
they
live
in.
What
address
they're
being
released
to
the
entire
in
this
specific
list
they
do.
Is
anybody
that's
been
validated
as
a
gang
member
while
they're
in
prison,
and
they
have
their
own
criteria
that
validate
someone
as
a
gang
member,
but
it
is
numerous
things
either
they
a
lot
of.

It
is
just
they
self-report
I'm
in
this
gang
a
lot
of
people
when
they
go
to
prison
want
to
self-report
because
they
don't,
if
they're
a
blood
member,
they
don't
put
be
put
into
a
pod
full
of
Crips,
just
as
an
example,
but
every
single
month
we
have
four
to
six
individuals
that
are
purled
out
to
addresses
here
in
Walton
counties
and
a
lot
of
them
in
Monroe
that
are
validated
gang
members
being
placed
on
parole,
leaving
prison,
and
this
is
something
that
is
part
of
a
larger
effort
that
a
lot
of
the
law
enforce
agencies
have
come
together
in
the
last
year.

So
a
few
months
ago,
the
DA's
office,
the
Walton
County
Sheriff's,
Office
Monroe
Police
Department
Social,
Circle,
Police,
Department,
Newton,
County
Sheriff's
office,
Covington,
Porterdale
and
Oxford
all
got
together
about
obtaining
some
funding
for
some
gang
tracking
software.
That
really
helps
tie
people
places
guns
together,
and
that
was
something
that
Jima
grants
through
Homeland
Security,
Jima
Grant
Newton
County,
already
agreed
to
basically
front
the
money
of
a
hundred
thousand
dollars
to
have
all
these
agencies
have
access
to
this
software
and
there's
a
reimbursable
grant.

They
weren't
going
to
have
porno
or
Oxford
be
involved
in
the
paying,
because
they
just
don't
have
the
population
or
the
crime,
and
so
we
kind
of
have
about
not
kind
of
we
do
a
buy-in
from
I
said
all
circuits
or
misspelled
circuits
of
all
the
agencies
when
it
comes
to
attacking
some
of
these
gang
issues.

How
I
came
up
with
the
costs
with
the
fiscal
year
of
ending
July
or
June
30th
was
essentially
asking
for
from
January
1st
through
June
30th
of
30
000
for
each
entity
and
that
breaks
down.
Is
this
individual
who'd
be
going
back
and
forth
between
the
two
counties
and
all
over
the
cities
and
counties
would
need
a
vehicle.
There
would
be
equipment,
supplies,
training,
gas
which
would
come
out
about
eight
thousand
dollars
and
the
employee
cost
would
be
that
cost
and
I'll.

Explain
that
that
employee
cost
is
not
paying
the
salary
of
the
individual
I'd
be
putting
into
that
role,
because
if
I
did
that
that
seller
cost
would
be
much
more,
this
essentially
funding
a
new
position
to
replace
the
person
that
I'm
putting
into
that
role.
If
that
makes
sense,
essentially
someone
that
would
be
going
to
that
role
already
has
years
of
experience
has
tried.

Murder
cases
gang
cases,
child
victim
sex
cases,
and
so
this
would
be
to
save
the
entity's
money
would
fund
a
newer
position,
someone
more
out
of
law
school
and
that
employee
costs
would
be,
including
that's
from
essentially
January
1st,
through
June
30th.
That
would
include
all
of
the
cost
of
an
employee
of
all
the
insurance
and
all
the
things
that
come
along
with
that,
and
so
that
rounded
out
to
about
120
000,
which
split
four
ways
is
thirty
thousand
dollars
and
obviously
I
know
we're
here.
For
you
know
single
budget
year
future
years.

Obviously,
the
cost
would
come
down
because
there
would
not
be
a
vehicle
training
and
supplies
would
come
down
on
the
employee.
Cost
would
go
up
because
it'd
be
for
a
whole
year
and
so
that'd
be
about
25
000
per
entity

future
years

Guess
what
I'm
going
to
have
to
modify
what
I'm
asking
for,
because
I
thought
about
this
was,
if
you
guys,
are
a
cow

1st

ahead

approve

the
funding

sort
of

wrench

and

position

capped

County

saves

proposal

somebody

is
already
in
that
role.
That
has
the
experience
and
is
paid

cases
were,

city
they
were
in,
what
county
they
were
in
what
type
of
case
to
be
able
to
share
with
each
entity
to
make
sure
we
are,
you
know,
transparent,
providing
you
guys
with
information
on

funds

used
for
that
position
and
or
IT
supplies
and
trainings,
and
so
anything
that
was
not
used
would
not
just
come
into
my
budget
and
be
used
for
some
other
purpose.

only

anything
that
was
not

could

refunded
to
each
of
the
entities
or
rolled
into
the
future
years

The
road
I
also
want
and

Know
Chief
Watts,
there's
been
times
that
the
DA's
offices
worked
with
the
Monroe
police
department
and
the
feds
and
done
some
bigger
gang
investigations
and
one
of
the
issues
that
we
often
run
into
is
you
arrest
eight
ten
high-ranking
gang
members,
and
then
you
have
a
large
number
of
I'll
say
you
know
just
younger
kids
that
want
to
try
to
fill
that
vacuum
and
that
can
lead
to
some
violence
too,
because
they
are
doing
some
just
dumb
kid
things
that
with
guns
and
so
I
also
want
that
position
to
be
somebody
who
is
working
with
sros
working
with
schools
going
to
schools
talking
to
schools
talking
to
kids,
because
that's
one
of
the
issues
we
have
to
deal
with
too
is
trying
to
make
sure
these
kids
know
the
dangers
of
gangs,
and
so
that
position
would
also
do
a
lot
of
that.

work
as
well
and
I'll
be
more
than
happy
to
answer
any
questions.

from
anybody
at

And
I
understand
that
and
I
think
the
my
response
to
that
is
that
the
when
you
look
at
the
overall
numbers
of
crimes
in
Newton
and
Covington,
maybe
a
little
bit
different.
Well,
it
is
different
than
Walton
and
Newton
I'll
say
is
there
is
and
I
don't
want
to.
That
was
a
danger.
I
don't
want
this.
This
is
not
some
scare
taxi
that
we
live
in
some
dangerous
area,
but
there
is
violent
crime.

Here,
I
mean
there
is
and
when
it
comes
to
the
violent
crime,
involving
guns
to
say
that
the
proportional
amount
of
it
is
more
in
the
cities,
I
think
is
a
fair
statement
when
it
comes
to
Monroe
and
Covington.

Now
coming
again
is
a
little
different,
because
Newton
County,
the
the
west
side
of
Newton
is,
is
up
there
in
violence
with
other
areas
as
well,
but
but
I
think
when
it
comes
to
the
driving
of
things
such
as
gangs
and
guns.
What
I
see
is
that
often
a
lot
of
the
especially
the
I,
don't
say
organized
but
the
when
it's
groups,
like
that
example
of
five
separate
cases.
Those
were
all
here
in
this
in
the
city
and
that's
why
I
use
that
example.

That
was
a
I
think
it
was
two
or
three
different
areas
in
the
city
and,
frankly,
I'm
not
I'm,
not
trying
to
hide
by
anything
a
lot
of
those
areas.
It's
maybe
the
same
three
areas
that
a
lot
of
the
violent
crime
happens
and
what
we
see
is
a
lot
of
those
areas
have
a
lot
of
very
good
people
that
won't
live
in
those
areas,
but
they
also
want
to
live
those
areas,
Crime,
Free
and
so
I.

Think
the
the
idea
behind
the
city
and
I
understand
your
concern
is
that
it
is
sort
of
a
double
tax
of
City
residents.
To
a
certain
extent
is
that
that's
where
a
number
of
the
shootings
and
violent
gang
type
cases
are
coming
from
and
but
again
I
I
the
case
I
showed
there
was
144
gigs
of
information
I'm
not
going
to
get
a
whole
lot
of
details.
This
is
a
pending
case,
but
it
is
a.
It
is
a
death
penalty
case
and
the
actual
shootings
occurred
in
the
county.
They
were.

victims
were
taken
from
the
city
of
Monroe,
and
so
it
was
a.

big
joint
investigation,
so
it
didn't
actually
occur
in
the
city,
the
actual
crime
itself,
but
it
started
in
the
city.

that's
my
best
response
to
that
is

Think
that's
where
a
lot
of
the
gun
and
gang
crimes
are
occurring
and
same
thing
in
Covington
as
well.

think
it's
a
good
idea

I
will
probably
vote
for
this
to
fun
in,
particularly
since
the
other
three
entities
already
cast
their
vote.

just
cautioned
council
members
that
we
need
to
be
very
careful
going
forward
in

county
funding
which
our
taxpayers
are
already
funding,
the
county
for
the
DA's
office
and
the
other
things
yeah
and
there's

think.

be
careful
going
forward
that
we've
a
fair
representation
of
tax
money

have

that
roles

wants

making
sure

County
who

County

habitat
Gwinnett,
combined
to
joined
forces
last
year
and
we've
had
two
houses
both
built
on
Turner
Street,
to
go
along
with
the
original
two
that
we've
had
two
nice
families,
one
who
works
for
our
Public
School,
System
Heather
and
her
son
Deacon,
and
then
the
Boone
family
have
just
moved
in
or
we'll
be
moving
in
this
Saturday
we
blessed
and
closed
out
the
house
this
this
past
week
anyway,
we've
talked
about
affordable
housing.

can

anybody,

support
the
organization,

team
build

donation.

could
certainly
use
it,
and
