B
Mayor
and
city,
council
and
city
leaders,
thank
you
for
giving
me
the
opportunity
to
pray.
I
want
to
just
quote
one
passage
of
scripture
to
you,
which
is
Proverbs,
chapter
3,
verse,
5
and
6,
which
many
of
you
know
it
says
trust
in
the
Lord,
with
all
your
heart
and
not
into
your
own
understanding
in
all
your
ways
acknowledge
Him
and
he'll
direct
your
past,
and
we
thank
God
for
that.
Let's
pray
together
father,
thank
you
for
these
men.
B
These,
ladies
that
lead
our
city,
Lord
I,
know
that
they
face
sometimes
many
tough
decisions
and
difficult
questions,
and
sometimes
life
is
hard.
But
I
do
want
to
thank
you
for
those
who
have
stepped
forward
and
desire
to
see
Monroe
Georgia
be
a
better
City
and
I
pray
that
to
even
tonight,
as
they
make
decisions
as
they
meet
that
they'll
trust
you
with
all
their
heart,
they'll
lean
not
into
their
own
understanding,
but
in
all
their
ways.
They'll
acknowledge
you
and
the
great
news
about
that.
Lord
is
that
you
teach
us.
You
will
direct.
B
A
Thank
you,
Tommy
I'm,
probably
going
to
call
you
back
up
in
just
a
minute,
so
don't
go
anywhere.
We
call
this
meeting
to
order
of
the
city
council
of
the
city
of
Monroe
for
October
11th
2022.
It's
now
601.
We
have
a
couple
of
guests
here
tonight
and
we
do
have
some
folks
signed
up
for
public
comment,
I
think,
but
I'll
get
to
that
in
just
a
moment.
Let
the
record
reflect
please
that
all
members
of
the
council
are
present.
Save
Miss
Malcolm
I
need
a
motion
for
the
approval
of
the
agenda.
Please.
A
So
my
information
by
Mr
Bradley
is
there
second
by
Mr
little.
Is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
motion
carries
that
pass
is
moving
to
the
approval
of
the
consent
agenda.
There's
not
so
much
on
it.
This
month,
as
Council
minutes
from
last
month,
executive
session
minutes,
Planning,
Commission
and
historic
preservation
I
need
a
motion
for
approval
of
the
consent
agenda,
police.
C
A
Second,
by
Miss
Crawford
is
there
any
discussion
hearing
none
all
in
favor
signify
by
saying
aye
all
opposed
like
sign
motion
carries
that
passes.
We
have
three
presentations
tonight,
all
very
meaningful
for
the
city.
First
I'm
going
to
start
off
with
the
national
Hospice
of
hospice
and
palliative
care
month,
Proclamation
I
believe
Kim's
in
the
audience
you
want
to
come
up.
A
Please
ma'am
I'll
read
and
then
we'll
hand
off
okay,
it
was
Proclamation
City
of
Monroe
Georgia,
whereas
for
more
than
40
years,
hospices
helped
provide
comfort
and
dignity
to
millions
of
people
allowing
them
to
spend
their
final
months
at
home,
surrounded
by
their
loved
ones.
A
Now.
Therefore,
I
John
S
Howard
by
virtue
of
the
authority
vested
in
me
as
mayor
of
the
city
of
Monroe,
to
hereby
proclaim
the
month
of
November
2022
as
National
hospice
and
palliative
care
month
and
encourage
citizens
to
increase
their
understanding
and
awareness
of
Care
at
the
end
of
life.
Discuss
their
end
of
life,
wishes
with
their
families
and
observe
this
month
with
appropriate
activities
and
programs
in
witness.
Where
have
I
appearance
who
set
my
hand
and
caused
the
Seal
of
the
city
of
Monroe.
So
to
be
affixed.
D
A
A
This
is
a
years
of
service.
This
gentleman
has
been
here
since
many
of
you
before
you
were
born.
E
When
I
was
five,
it's
been
a
long
long
time
I'm
going
to
keep
this
as
brief
as
possible
to
make
Mike
happy.
I'm
super
surprised
he's
here,
but
I'm
sure
glad
he
is.
This
has
been
a
day
or
last.
Friday
was
a
day
that
we
all
look
forward
to,
but
we
all
knew
and
hated
that
was
coming.
It
was
Mike's
last
day
of
employment
with
the
city
of
Monroe,
Mike
I've
been
here
for
49
years
six
months
and
seven
days,
I
want
you.
D
E
E
Did
I
remember
those
so
1973,
let's
think
about
Electric.
That's
the
year
the
Georgia
territorial
Act
was
passed,
it
didn't
pass
till
July
Mike
came
to
work
here
in
April,
so
he
predates
the
Georgia
territorial
act,
which
is
how
we
base
all
of
our
electric
services
in
the
state
of
Georgia
meag,
which
all
of
y'all
are
very
familiar
with.
That's
where
we
get
all
our
power,
that's
where
we
get.
Our
distribution
did
not
come
into
being
until
1975..
E
Several
years
after
Mike
had
come
to
work
here,
Mike
fit
many
roles
throughout
his
49
years.
He
was
a
meter
reader.
He
worked
in
the
cable
Department
he
worked
in,
but
where
he
had,
his
biggest
impact
was
in
the
electric
Department
Mike
worked
his
way
up
to
foreman
and
then
in
2006
he
was
became
our
superintendent
when
I
became
the
director
Nathan
I
think
you
might
be
the
only
one
here
that
was
here.
Then
the
day
they
made
me
director
I
was
scared
to
death.
E
I'd
have
been
the
Telecom
director
for
a
while
and
I
said
around
here.
The
electric
director
and
I
came
out
and
I
put
my
arm
around
Mike
and
I
said
I
I,
don't
know
what
I'm
doing
please
help
me
and
he
did
Mike
is
a
great
man.
He's
helped
me
he
is
one
of
the
biggest
reasons
in
my
past
20
years
of
or
34
years
of
success.
E
The
advice
he's
given
me
over
the
years,
both
personal
and
professional,
has
helped
me
through
many
many
up
times
and
down
times
so
I
asked
a
couple
of
people.
You
know
what
would
you
say
about
Mike?
What's
the
best
thing
about
Mike
and
and
several
of
them
came
back
with
one
but
I'm
going
to
go
back
to
the
the
best
one
we
had
plenty
of
storms
during
those
times.
E
You
know
lights
down
power
lines
down
phone
ringing
off
the
hook,
I'm
bouncing
around
like
a
jackrabbit
about
crazy,
can't
keep
myself
in
one
place:
where's
Mike
he's
sitting
in
the
truck
calm
cool
collected.
He
knows
which
circuits
are
out
what
it's
going
to
take
to
get
them
back
on
which
ones
need
to
come
on,
first
to
get
Public,
Safety,
health
and
water
back
up.
Oh,
that's
right
here,
never
writes
it
down,
he
always
had
it.
He
always
kept
me
grounded
during
all
those
storms.
E
I
would
still
run
around
and
bounce
around,
but
I
could
get
Mike
on
the
phone
and
I
could
get
calmed
down
and
get
get
back
to
work.
Getting
getting
stuff
done,
but
the
the
main
thing
Mike
is
is
Mike's
a
Godly
Man,
a
family
man
and
he's
been
a
dang
good.
Employee
I
mean
he
has
been.
He
worked
for
this
city
and
these
citizens
for
49
years
getting
up
at
2,
A.M,
3
A.M,
staying
out
24
48
hours
at
a
time,
I
know
back
in
the
early
90s.
E
E
A
A
Tell
me
if
you
don't
mind,
Tommy
Fountain
has
been
the
pastor
of
1025
in
in
Mike's,
pastor
and
Mike's
daughter,
Dawn,
one
of
the
nicest
people
you'll
ever
meet
in
in
his
whole
family's
back
there.
My
Tommy,
would
you
say,
a
prayer
for
Mike
I'll.
B
Be
glad
to
let's
pray
together,
father
I
am
reminded
again,
as
we
heard
everybody
or
heard
our
gentleman
speak
about
Mike.
That
Proverbs
chapter
22
teaches
us
that
a
good
name
is
rather
to
be
chosen
than
many
great
riches
and
the
name
Mike
Parker
is
a
good
name,
and
we
thank
you
for
that.
Lord
I
want
to
thank
you
for
his
discipline.
I
want
to
thank
you
for
his
dedication.
I
want
to
thank
you
that
he's
been
so
faithful
and
loyal
to
his
wife
and
to
his
children
to
his
grandchildren.
B
He's
been
certainly
a
great
citizen
of
our
community
and
and,
of
course,
a
great
leader
as
well
and
I
Want
to
Thank
You
Lord
I've
had
the
privilege
over
these
last
nine
years
to
serve
with
him
as
he
serves
as
one
of
our
deacons.
One
of
our
leaders
and
Lord
I
want
to
pray
a
special
blessing
upon
Mike
tonight.
I
want
to
ask
that
you
give
him
many
great
years
of
retirement.
B
I
want
to
pray
that
you'll
touch
his
health
and
help
him
in
that
area
as
well
and
I
want
to
pray
that
these
days
as
he
spends
time
with
these
grandchildren
now
God,
you
would
bless
him
in
a
wonderful
way.
Thank
you
for
his
wife
Gail.
We
pray
for
her
and
the
Lord.
We
just
ask
you
to
be
with
Mike
Parker.
Thank
you
for
this
recognition
of
a
man
who
has
served
well,
oh
Lord.
B
A
A
Next
we
had
many
of
you
might
have
seen
the
announcement
today
we
have
had
a
young
lady
who
served
our
community
for
I'm
gonna.
Let
Tyler
Tyler
read
the
proclamation
in
just
a
minute.
She
served
our
community.
She
served
very
well
and
and
absolutely
absolutely
loves
the
city
and
the
children
of
Monroe
Tyler.
Would
you
mind
reading
Proclamation
for
me.
D
I'm
often
asked
what
has
led
to
the
amazing
sense
of
community
in
the
city
of
Monroe.
Of
course,
the
answer
is
always
the
people
when
asked
to
expound
on
the
people.
It's
very
easy
to
talk
about
the
local
business
owners
who
have
helped
Revitalize
our
downtown.
The
people
means
our
sense
of
community
that
has
been
strengthened
by
our
churches,
giving
us
a
strong
sense
of
Faith.
The
people
also
conveys
patriotism,
a
deep
love
and
respect
for
our
country
and
the
men
and
women
who
serve
in
our
armed
forces.
D
D
This
young
lady
from
our
sweet
town
is
a
graduate
of
the
University
of
Georgia
she's,
the
heartbeat
behind
the
servants
who
work
with
our
children.
Her
vision
combines
research-backed
trauma-informed
care
with
her
personal
value
that
each
child
should
should
feel
seen
known
and
loved,
thus
creating
their
unique
team
up
mentoring
model,
as
President
Joe
Biden
stated
no
matter
our
background
or
circumstance.
A
child's
dreams
are
rarely
reached
alone.
We
all
benefit
from
the
support,
wisdom
and
nurturing
of
mentors
who
navigated
the
path
before
us
by
standing
on
the
shoulders
of
mentors.
D
Young
people
have
led
America
forward
at
each
inflection
point
in
our
history
tonight.
It
is
my
pleasure
to
recognize
the
founder
and
executive
director
of
team
of
mentoring,
as
announced
this
morning
by
L'oreal
Paris,
as
a
2022
woman
of
worth
for
her
dedication
to
the
citizens
and
families
of
Monroe,
a
documentary
will
air
on
HBO
Max,
featuring
Anna
team,
up
mentoring
and
the
families
they
serve
being
chosen
by
L'oreal.
A
F
Thank
you
so
much
I
really
appreciate
this
honor
and
it
has
been
a
a
whirlwind
with
this
honor
in
particular,
was
unexpected
and
very
humbling
and
I'm.
Looking
forward
to
how
this
is
going
to
move
the
mission
of
team
up
and
the
wonderful
people
of
Monroe
and
Walton
County
forward,
we
have
lots
of
attention
coming
to
us
through
this.
F
So
what
we're
doing
at
team
up,
you
know
you
guys
are
familiar
with
us,
but
I
did
want
to
say
that
one
thing
that
we
are
looking
at
with
this
award
is
to
take
steps
to
have
our
program
formally
evaluated
so
that
we
can
look
at
bringing
it
to
other
communities
around
our
state
and
nation
and
who
knows,
where
else?
So.
This
is
a
really
big
deal
for
us,
we're
hoping
that
we
can
take
what
we've
done
here
in
Monroe
and
replicate
it
in
other
locations.
So
thank
you
so
much
for
your
support.
F
A
C
A
Next,
moving
to
public
comment,
I
have
three
signed
up:
Mr
gerardi
I
think
we're
going
to
come
back
and
see
you
on
the
business
license
right,
yeah,
we'll
hold
off
on
that
and
I
have
Tommy
Charmaine
from
Brooklyn
court
and
Winder
Tommy
and
Charmaine.
Hey
folks,
come
on
up.
G
Surely
we
will
trust
in
the
Lord,
with
all
our
hearts
and
lean
out
to
our
own
understanding,
as
he
left
I
said,
and
we
do
hope
that
y'all
do
the
same,
because
in
all
our
ways,
we're
going
to
trust
him
to
direct
our
path.
Like
you
said
that
I
know,
you
all
have
some
tough
decision
to
make
and
what
we
are
going
to
ask
to
maybe
also
one
of
those
tough
decisions
we.
G
This
is
Charming
in
this
town,
I'm,
originally
from
Jamaica,
it's
original
from
Alabama,
and
we
have
a
beautiful
home
in
Winder
that
we
use
for
short-term
rental
in
Monroe.
Sorry
in
Monroe,
sorry
that
we
use
for
short-term
rental,
we
used
to
do
long-term
rental,
but
it
wasn't
working
out,
and
so
we
start
doing
short-term
rentals.
G
It's
a
five
bedroom
house.
We
have
a
separate
basement
with
a
separate
entrance
and
the
main
era,
which
is
a
three-bedroom,
has
its
own
kitchen.
Everything
is
two
and
a
half
bath,
three
bed,
kitchen,
formal,
dining,
huge
living
area
for
a
back
patio
and
a
front
porch.
The
basement
area
does
has
a
big,
its
own
kitchen,
its
own
dining
areas
on
living
area,
two
bedroom
and
a
bath.
G
Our
our
question
or
our
what
we
want
to
ask
we
we
we
have
it
listed
as
two
separate
listing
and
I
get
to
understand
that
you
can't
have,
or
it's
coming
to
be,
that
you
can't
have.
You
only
can
have
one
listing
per
address,
and
so
that
is
what
we're
asking
that
you
all
look
into,
that
we
could
rent
it
separately
and
reason
for
us
asking.
G
Then
it
came
to
me
that
let
us
try
and
split
it
and
see
if
we
rent
the
basement,
separate
and
rent
that
three
bedroom
separate
if
it
will
work
out,
and
so
that's
what
we
we
started
to
do,
and
so
it
started
to
work
out
where
persons
coming
in
as
a
couple.
They
would
rent
the
basement
area
and
excuse
me,
and
you
have
a
person
coming
in
with
the
the
the
three
bedroom
area,
and
if
you
have
a
big
family,
they
would
rent
the
entire
house
because
it
can
open
up.
G
If
we
have
two
separate
guests,
and
so
that's
what
we're
asking
that,
if
you
all
could
look
into
not
having
just
one
listing
per
address,
even
if
it
had
to
be
where
we
can't
have
the
two
era
rented
at
the
same
time,
because
it's
it's
difficult
when
you
have
just
the
entire
five
bedroom,
sometimes
they
don't
have
a
big
group
and
persons
just
wanted
a
smaller
area
that
is
Affordable.
G
C
Yeah
I
know
last
month
who
was
here:
I,
don't
I,
don't
remember
who
was,
but
they
were
saying
something
about
Neighbors
our
neighbors.
We
don't
have
no
problem
with
the
neighbors
neighbors.
You
know
in
parking
we
park
in
the
driveway
everybody
parking
and
driveway,
not
on
the
street
and
we're
talking
to
their
neighbors
say.
Well,
you
you
need
somebody
to
park
in
my
apartment
and
my
driveway
they
can
park
in
my
driveway.
So
you
know
it's
it's
nothing.
You
know
the
neighbors
is
fine,
so
it's
nothing
of
course
neighbors
and
stuff.
G
That
and
we
does
have
a
long
driveway
and
what
we
does
is
if
we
have
both
areas.
Rented
then
we'll
have,
because
we
have
a
separate
entrance
for
the
persons
in
the
basement,
and
so
they
would
use
the
right
side
of
the
driveway.
While
the
person
is
in
the
three
bedroom,
if
it's
rented
at
the
same
time
would
use
the
left
side
of
the
driveway.
A
H
F
H
Clarification
on
is
the
in
the
code
section
that
we
already
have
set
out
for
long-term
residents,
or
you
know
permanent
people
in
the
city,
how
that
same
standard
will
be
held
for
everybody
and
not
just
you
know,
for
short-term
rental
people.
H
You
know,
for
example,
trash
and
noise
ordinances.
You
know
that's
going
to
be
the
same
standard
help
for
all,
not
just
short-term
rental,
and
so
you
know,
if
somebody
leaves
their
trash
cans
out
for
a
long
period
and
or
you
know
as
noisy
will
that
be
a
short
terminal
break
or
a
typical
code
violation
for
them,
and
it
may
be
in
a
stance
of
you
know:
what's
the
house
being
used
for,
but
for
our
Clarity?
H
F
For
instance,
even
so,
like
you
know,
within
the
ordinance
that
you
guys
have
out
with
short-term
rental,
you
have
several
things
that
are
already
code
that
are
in
there
like
trash
noise
off
noise
hours.
Those
are
already
things
that
we
already
follow
and
we
enforce
that
our
guests
follow
on
all
of
those
things
that
are
code,
so
there's
kind
of
things
in
there
that
are
short-term
rental
specific
with
the
number
of
cars
and
number
of
people
that,
maybe
you
know,
long-term
residents
or
people
who
just
live
full-time
in
Monroe,
don't
have
to
follow.
F
But
then
you
have
things
like
trash
and
noise
that
are
in
the
short-term
rental,
but
they're
already
code
things
as
well,
so
almost
like.
If
we're
vile,
are
we
violating?
If
we
do
something?
Is
that
a
violation
of
short-term
rental
or
is
that
a
violation
of
code
in
which
you
know
if
our
neighbors
leave
their
trash
out
for
two
days
and
we
leave
ours
out
for
two
days?
Do
we
get
dinged
on
the
short
term,
a
rental
side,
but
then
there's
no.
A
C
I
It's
kind
of
no,
because
candidly
I
don't
know
that
I
understand
it.
I
mean
it
is
a
regulated
business.
This
has
been.
This
is
you're
passing
a
code
that
regulates
a
business
and
so
regulated
business
is
generally
going
to
be
held
to
higher
different
standards
and
residents
So
within
the
context
of
operating
a
regulated
business
which
currently
they're
operating
without
a
business
license
in
the
city
of
Monroe.
Any
violation
that
relates
to
the
regulation
of
that
business
would
be
in
regards
to
the
violations
of
the
ordinance
of
the
short-term
rental
ordinance.
I
In
regards
to
this
idea
of
is
everybody
else
being
held
to
the
standard
I
mean
I
would
encourage
a
council
to
just
recognize
that
you
have
code
enforcement
in
place
and
let
your
Administration
and
your
staff
address
those
issues
and
then
deal
with
you
know
issues
as
they
come
up
on
that,
but
if
they're
running
a
business
in
the
city
of
Monroe
under
this
proposed
ordinance,
once
it's
passed
and
they're
violating
it,
then
those
violations
would
relate
to
their
use
of
this
property
as
a
business
as
a
short-term
rental
business.
F
I
F
Is
if
I
and
it
could
have
been
in
there
and
we
just
missed
it
if
we
are
using
the
property,
because
I
mean
most
of
the
time
with
short-term
rentals
in
the
city
like,
for
instance,
we're
staying
there
this
whole
week
in
terms
of
like
the
number
of
people
or
number
of
cars,
is
that
to
be
followed
if
it's
not
rented
or
if
the
owners
are.
A
That's
outstanding!
Okay!
Let's
move
to
new
business
business
items,
City
administrator
update,
please
Logan.
J
All
right,
thank
you
mayor,
first
and
foremost,
we're
still
continuing
the
local
option.
Sales
tax
negotiations
with
the
county,
hey
Kirkland,
how
you
doing
see
you
out
there.
J
Oh,
this
is
very
important.
Stuff,
though
seriously
for
all
sides,
it's
about
how
we're
treating
our
sales
tax
dollars,
because
everybody
gets
a
tax
rollback
benefit
and
we're
just
continuing
on
how
that's
going
to
be
treated
for
fairness
and
Equity
county-wide
with
all
the
cities
and
the
county.
So
we're
continuing
on
with
that.
J
Have
another
meeting
set
up
with
just
staff
next
week
and
then,
hopefully
we
can
head
that
off
before
a
mandatory
mediation
in
November
again
this
expires
December
30th,
not
31st,
so
we
have
to
have
that
locked
in
and
approved,
probably
by
our
December
meeting.
Otherwise,
it'd
be
a
special
call
meeting.
J
30Th
December
30th,
outside
of
that
downtown
Green,
is
making
some
progress.
I'm
sure
you've
seen
that
we've
had
a
little
bit
of
extra
remediation
just
pulling
out
a
bunch
of
trash,
but
the
contractors
have
already
worked
through
all
that,
so
you
can
see
a
lot
of
that
taking
shape
out
there
as
the
infrastructures
are
being
laid
and
a
lot
of
projects
have
gone
on
in
the
last
month
or
so
so
A
to
Z
I.
J
I
J
Did
we
did
discuss
that
just
the
The
Upfront
cost
is
pretty
prohibitive
right
now,
but
as
it
gets
chewed
up
it
may
be
something
to
look
at
down
the
road
for
sure
good
question.
L
I
got
a
question:
is
how
far
y'all
or
how
close
or
how
far
are
y'all
with
the
county
negotiating
on
that
money?.
J
Well,
we
had
a
good
question.
We
had
another
meeting
today,
just
inching
it
out.
Really.
We
have
one
more
meeting
next
week
on
Tuesday
to
see
if
our
last
proposal
was
accepted,
we're
getting.
There
is.
J
So
the
entire
Board
of
Commissioners
would
have
to
vote
on
it,
but
that
packet
would
only
be
put
on
the
agenda
by
the
chairman.
C
A
A
We've
our
numbers
come
in
much
much
better
than
that,
but
either
way
we
think
that
the
decisions
that
we
make
need
to
be
in
the
best
interest
of
every
single
person
in
the
county
so
and
I'm
sure
that
several
of
the
Commissioners
agree
with
that
stance.
But
you
know
they're,
in
my
opinion,
they're
going
to
to
bat
to
benefit
the
County
versus
the
cities
and
we're
going
to
bat
or
every
single
person
in
the
county.
A
So
next
meeting
is
the
the
city
managers
and
the
county
manager
and
I
think
Mark
Moore
from
Walnut
Grove.
He
is
he's
the
full-time
active
mayor,
who's
day-to-day
operations
without
a
city,
administrator
or
city
manager.
J
J
J
That
means
either
it
is
brought
up
on
another
referendum,
okay
and
that
must
pass,
but
in
between
that
referendum,
should
it
pass,
we
get
no
money,
which
means
higher
property
taxes
for
pretty
much
anyone
in
Walton
County,
okay,
that
or
a
massive
reduction
in
services.
So
that
needs
to
be
understood.
That's
kind
of
where
we're
at
on
making
sure
that
the
Integrity
of
the
Lost
continues.
It's
really
for
the
benefit
of
all
nobody's,
trying
to
get
greedy
from
the
city
Side
for
sure
we
want
to
maintain
it
intact.
J
The
other
option,
unfortunately,
is
probably
a
host
tax,
but
of
course
that
has
to
be
brought
a
referendum
as
well.
A
host
is
a
homestead
exemption
tax.
That's
the
sales
tax
as
well,
but
100
of
those
proceeds
go
to
the
county.
D
A
L
Quick
question
about
that
when
I
was
walking
through
the
antenna,
I
got
pulled
to
the
side
and
asked
a
question:
is
that
a
event
actually
they're
hurting
the
downtown
businesses.
L
C
Let
me
address
that
I
can
answer
that
question
goes
bound
to
downtown
business
on
a
restaurant
in
town
and
people
sometimes
say
to
me
when
we
have
these
events.
Well,
they've
got
all
those
food
trucks
and
they've
got
all
this.
That
and
the
other
doesn't
that
take
away
from
your
business
and
the
short
answer
is
no.
It
doesn't
when
we
have
that
many
people
in
our
community
for
an
event
of
that
sort.
There's
plenty
of
business
for
everybody
and
this
past
Saturday
our
restaurant
had
more
people
than
they
could
serve.
C
C
L
J
That's
a
good
question,
so
one
thing
I've
asked
some
of
our
staff
to
do
is
reach
out
to
our
downtown
business
owners
now
post
event
to
see
if
anybody
could
be
helped
better
right.
If
somebody
didn't
get
the
sales
they
wanted,
could
we
help
Target
their
type
of
business
in
a
better
way?
So,
if
you
hear
of
any
of
those
kinds
of
complaints,
shoot
them
over
to
us
so
that
we
can
try
to
tailor
that
a
little
bit
better.
In
future
events.
M
And
I
will
say
too
on
the
event
that
was
probably
the
the
best
run
best
coordinated
event
that
I've
been
a
part
of
between
Public
Safety,
Street,
sanitation,
Central
Services.
Those
guys
were
I
mean
it
was
great
crowd.
Was
great
staff
was
great.
It's
one
of
those
things
afterwards.
It
looks
like
we
never
even
had
an
event.
You
know
the
next
morning
and
that's
fairly
impressive
to
the
report.
M
If
you've
been
to
or
been
by
Rest
Haven
Cemetery,
it
is
completely
repaved
minus
the
two
little
narrow
sections
that
they're
going
to
come
back
and
get
probably
at
the
end
of
the
week
or
next
week
the
back
strength
at
Eastview
has
been
paved.
It
will
be
crack
seal,
the
rest
of
it
this
coming
week,
West
Maryville
also
has
patching
going
on
and
they
will
have
crack
ceiling.
M
So
all
of
our
cemeteries
will
be
rehabbed
from
that
point
of
view
and
then
we're
still
working
with
the
organization
to
potentially
come
in
redo
the
landscaping
and
then
I
have
a
couple
projects
set
up
next
year
to
redo
fencing
and
whatnot.
So
everything
should
should
really
look
nice,
hopefully
by
the
end
of
next
year.
At
the
cemetery.
Is
this
much
needed
improvements
from
the
park
standpoint
if
you've
been
by
Matthews,
it
looks
like
a
completely
different
park
at
this
point.
M
You've
got
your
new
parking
lot
new
entrance,
an
exit
put
in
it's
all
paved.
They
are
installing
The
Pavilions.
Now
they
had
a
few
hiccups
and
their
contractor
set
the
posts
a
little
too
close
together,
so
they
had
to
dig
those
out
and
start
over,
but
they're
coming
along
everything
looks
great.
We
got
fencing,
coming,
tear
up
the
back
parking
lot
to
hydroseed
everything
and
hopefully
get
a
little
bit
of
rain
to
help
the
grass
grow,
but
it's
coming
along
nicely
the
library
parking
lot.
M
The
front
parking
lot
has
been
completely
redone
and
actually
signed
an
mou
today
with
a
library
they're
going
to
reimburse
us
for
half
of
the
cost.
For
that
front
part.
So
we'll
get
20
000
back
on
that
and
then
we're
planning
to
redo
the
back
as
soon
as
we
get
it
on
schedule
with
contractors
put
their
drop
box
in
place
back
there
work
with
them
and
I'm
hoping
we
can
get
half
of
that
reimbursed
as
well.
M
Ha5
according
to
Jeremiah
is
completed,
did
two
areas
this
year,
so
the
2022
spread
of
that
is
over
Solid
Waste.
We
still
have
an
ASL,
an
automated
side,
loader
that
is
scheduled
to
come
in
in
November,
so
hopefully,
by
this
meeting
next
month,
we
can,
you
know,
maybe
we'll
show
a
picture
of
a
new
truck
and
that'll
help
our
services
as
well
get
even
better,
if
that's
possible,
and
then
I
will
bring
up
the
fun
subject
of
traffic.
M
The
current
asphalt
speed
tables
that
resemble
more
of
a
speed
bump
and
then
a
slight
crooked
table,
and
then
a
speed
bump
will
be
completely
torn
out
and
redone
to
actual
specs,
as
they
were
bid
out.
It's
supposed
to
be
a
six
foot
or
yes,
a
six
foot
transition
that
is
supposed
to
be
smooth.
M
The
ones
on
Davis
Street
are
a
much
better
example
of
what
they
are
supposed
to
look
like
and
then
10
feet
across
to
be
an
actual
table
and
then
another
six
foot
transition
down
that
is
supposed
to
be
smooth,
so
they
are
in
the
process
of
scheduling
that
redo
to
tear
those
out
and
completely
redo
them.
The
contractor
the
subcontractor
was
aware
of
the
air
when
he
set
foot
on
the
on
the
premises
and
looked
at
all
of
them.
The
other
day
Jeremiah
myself
Engineers
walked
it.
I
looked
at
all
of
them.
M
Every
one
of
them's
coming
up
so
Midland
concrete
was
supposed
to
be
here.
Monday
Tuesday
was
delayed,
hopefully,
should
be
here
tomorrow,
starting
and
they'll
get
those
curbs.
Everything
poured
get
everything
situated,
it'll
look
good
when
it's
done,
then
the
decorative
speed
tables
that
will
act
as
crosswalks
with
the
brick
inlays
should
be
done
sometime
they're
at,
and
so
hopefully
we
get.
We
get
the
fun
subject
of
traffic
calming
fixed
and
calms
I'll
be
glad
to
take
any
questions.
A
Thank
you,
Mr
Bailey,
moving
to
Department
request
utilities,
approval
for
Engineering
Services
for
Jack,
Jack's,
Creek,
anti-degregation
analysis,
Mr,
probes,
sure.
J
I'll
handle
that
one
so,
as
you
know,
we're
in
the
middle
of
a
rehab
for
our
wastewater
treatment
plant,
that's
going
to
go
on
for
another
many
months.
J
In
the
meantime,
though,
we
need
to
start
looking
at
what
would
it
take
to
actually
expand
that
plant
in
the
future
and
I
think
as
I've
told
you
before
it's
about
a
five
year
process,
if
we
started
today
so
by
starting
today,
that
means
we
have
to
have
this
anti-degregation
survey
and
Analysis
done
by
weiderman
and
Singleton,
and
basically
it
just
calculates
what
what
our
streams
will
be
receiving
in
those
waste
load
allocations
and
how
much
it
can
handle
according
to
epd
Specs.
J
C
A
J
Again,
we're
requesting
a
table
where
the
applicant
is
requesting
a
table
of
one
month.
They
turned
in
a
minor
revision
to
the
preliminary
plaque
yesterday,
that'll
be
step
one
and
to
get
in
this
move
forward.
Step
two
is
to
finish
our
development
agreement,
several
different
concessions
again
on
traffic
remediation
utilities,
so
on
and
so
forth,
so
we're
halfway
there
with
that
process.
A
J
J
Those
are
then
laid
out
to
correspond
with
the
new
map.
So
each
one
of
your
respective.
J
District
areas
is
made
up
of,
corresponding
census,
blocks
could
be,
10
could
be
30.
and
those
are
just
laid
out.
It.
J
A
A
You
know
how
to
clear
that
portion
of
the
meeting
close
we'll
be
back
to
visit
that
in
just
a
moment,
taxation,
ordinance,
Amendment,
Mr,
probes,.
J
Sir,
so
we've
been
working
on
this
for
a
few
months.
This
is
the
occupational
tax
ordinance
update,
as
we
said
before,
the
city
hasn't
updated.
The
the
business
license
occupational
tax
and
well
over
25
years.
So
here
we
are
to
try
to
amend
this
and
overhaul
it,
bring
it
up
to
date,
according
to
the
naics
codes
within
each
respective
business
type
that
it
would
qualify
under,
and
this
is
traditionally
called
the
gross
receipts
method.
J
Well,
you
know
we
talked
about
that
last
month
in
in
the
respect
of
creating
some
continued
economic
benefit
for
continued
Vitality
of
downtown,
which
has
been
proven
to
be
economic
engine
of
Monroe
in
general,
So,
This,
Is,
Not
Unusual
in
any
other
city
or
town
that
has
a
downtown
business
district
or
Central
business
district.
However,
they
Define
it
that's
completely
within
council's
purview
that
can
be
taken
out
of
this.
That
can
be
kept
in
that
can
be
modified
now
and
can
be
modified
later
as
to
what
what
that
is.
L
L
I
would
really
like
they're
really
looking
at
that
more
just
see,
because
I
wouldn't
want
to
be
taxed
more
just
because
I
stayed
outside
of
city
limit
and
everybody
can't
be
interested
in
them,
but
I
still
want
to
be
fairly
taxed.
Even
though
I
don't
live
inside
I
mean
my
business,
not
Side
downtown
Monroe
from
the
numbers,
I'm
hearing
I
think
we
really
need
to
look
into
that
more.
L
As
far
as
being
a
more
fact,
I
mean
a
fair
tax
as
far
as
each
business,
whether
it's
downtown
or
outside
of
downtown
Monroe.
J
In
the
offset
so
just
looking
at
this
studying
a
little
bit
on
the
offset,
the
downtown
businesses
generally
have
much
higher
property
taxes.
They
usually
have
more
challenges
when
it
comes
to
parking
they
they
have.
They
have
more
costly
issues,
I'm
sure
somebody
over
here
could
attest
to
the
cost
of
retrofitting,
a
restaurant
and
and
in
some
of
these
historic
buildings,
they're
just
generally
higher
costs
in
a
historic
downtown,
which
is
why
this
method
is
used
all
over
the
state
of
Georgia.
L
J
Yeah
I'll
give
Pat
Kelly
good
props
on
this.
He
worked
for
months
or
months
and
months
on
this,
with
legal
staff
with
Finance
everybody
looked
at
what
others
were
doing
and
you
know
having
a
downtown
carve
out.
District
seemed
to
be
a
pretty
common
occurrence
for
those
that
have
them
just.
I
One
other
point
to
that
and
I
know
Mr
Kelly's,
not
here
tonight,
but
one
one
after
your
comments.
I
believe
it
was
Mr
Bradley's
comments.
After
the
last
meeting
we
we
just
ran
some
examples.
I
mean
these
were
just
back
of
the
napkin
examples,
but
with
my
wife
that
owns
one
of
the
antique
stores
in
downtown,
we
ran
it.
I
mean
we're
in
that's
in
the
DDA.
Also
it
wouldn't
even
hit
the
cap
of
the
500
with
the
sales
and
the
employee
count
that
we
have
there.
I
We
just
estimated
that
the
new
that
for
her
business,
the
new
business
license,
would
be
about
300
to
350
in
the
cap.
You
know
it's
500
and
it's
one
of
the
bigger
retail
downtown
stores,
so
the
sort
of
General
consensus
and
just
conversations
I
had
with
Mr
Kelly
was-
is
that
there
may
not
be
that
many
businesses
in
the
DDA
that
cap
out
of
that
500
..
So
my
Law
Firm
happened
to
be
one
of
those
that.
D
I
Would
just
because
of
that
rule
of
400
not
based
upon
Revenue,
but
just
what
they
call
the
400
Club
but
candidly
as
we
sat
here
and
processed
through
all
the
different
businesses
that
we
could
just
think
of
off
the
top
of
our
head?
Restaurants,
various
retail
I,
don't
know
that
many
of
them
would
even
cap
out,
there's
probably
going
to
be
some.
But
I
do
think
that
you,
probably
after
you
have
a
year
of
this
tax
and
have
this
incentivized
downtown
issue.
I
You
could
go
back
and
you
can
look
at
it
and
by
the
way,
my
firm's
going
to
pay
the
400
rule
we're
not
going
to
take
the
500
cap
just
as
an
aside
Mr
Bradley,
because
I
know
that
was
one
particular
issue,
so
we'll
be
paying
based
upon
What's
called
the
400
Club.
But
I
do
think
that
that,
while,
if
y'all
choose
not
to
do
this
downtown
incentivization
portion
of
the
ordinance,
that's
totally
within
your
purviews
Mr
Pope
said.
I
But
when
I
was
talking
with
Mr
Kelly
about
it,
who
was
kind
of
the
primary
driver
of
the
pro
of
the
work
on
the
city
staff
side,
we
just
kind
of
ran
some
analysis
and
we
don't
think
there's
going
to
be
that
many
downtown
businesses
that
would
actually
get
subjected
to
the
cap.
K
I
might
just
point
out
that
it
was
last
month
that
I
did
bring
up
some
of
the
same
concerns
and
Mr
Garrett's
bringing
up
and
some
things
that
Mr
Roosevelt
was
talking
about
and
I
brought
him
up
last
month.
I
have,
since
that
time
looked
at
her
more
in
depth,
I'm
located
closer
and
actually
the
effect
it
will
have
on
downtown
businesses
and
those
outside
downtown.
So
I.
A
K
Fully
supportive
of
it
as
presented
because
I
think
it
does
present
a
fair
situation
for
to
incentivize
downtown,
but
not
to
punish
those
people
outside
the
downtown,
because
there
is
a
trade-off
on
some
of
the
other
property
taxes
and
other
costs
that
are
involved
with
it
so
have
to
raising
these
courses
last
month
and
I
looked
at
it
closely
during
the
month
and
I
feel
much
better
about
it
now,
I
think
it's
a
fair
way
of
doing
things.
A
H
Thank
you,
Mr
Mayor,
the
final
play
at
before
Council
this
evening.
This
is
for
a
this.
Is
the
final
plat
step
for
our
pulmonary
Council
Saul
some
a
few
a
few
months
ago.
The
property
is
being
proposed
to
be
so
divided
into
six
tracks.
There
is
no
dedication
involved
with
this
plant.
This
is
simply
the
major
subdivision
step
and
your
ordinance
in
order
for
this
property
owner
to
subdivide
his
property.
He
has
to
go
in
front
of
council,
so
there
are
a
total
of
six
tracks
proposed.
H
There's
some
smaller
track
there
near
Double,
Springs,
Church
Road,
here
I
just
thought:
I'd
flip
that
on
the
screen
there
it's
north
of
Charlotte,
rile
Boulevard
and
the
Double
Springs
Church
Road
connector,
but
a
total
of
a
total
of
six
tracks
again
recommendation
is
approval,
as
submitted
no
Corrections
very
straightforward.
Thank.
H
I,
don't
have
the
breakdown
in
front
of
me.
It.
H
H
The
YMCA
track.
That's
basically
on
this
east
or
excuse
me,
the
west
side
of
Charlotte
Boulevard
and
Double
Springs,
Road
connector
subdivided
with
a
minor
flat
years
ago,
and
that's
what
caused
the
property
owners
to
have
to
go
through
a
major
subdivision
process
to
subdivide
further.
So
your
biggest
tract
is
84
Acres.
The
smallest
truck
was
1.827.
A
A
motion
to
approve
by
Mr
Dickinson
is
there
a
second
second
second
by
Mr
Gregory's
in
a
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
motion
carries
that
passes,
move
into
the
application
for
beer
and
wine
package
sales
and
I
believe
Mr
gerardi
is
is
here
you
can
stand
or
sit
you
just
be
there.
A
A
C
A
A
Moving
to
the
appointment
of
the
Planning
Commission,
we
have
one
appointment
to
be
filled
on
our
Planning
Commission
Miss
Sarah
Shropshire
is
now
a
part
of
our
team.
She's
resigned
her
position
to
accept
her
offer
with
the
city
of
Monroe.
Her
term
was
set
to
expire,
September,
1st
2025.,
staffs
interviewed
several
applicants
and
they
recommend
Miss
Shawna
Matthias.
Many
of
you
know
Shawna.
She
has
come
to
just
about
every
meeting
over
the
last
year
or
two.
They
recommend
to
have
her
appointed
to
serve
the
Planning.
A
A
motion
by
Mr
Dickinson
is
there
a
second
I'm
going
to
take
Mr
Bradley
sorry,
Tyler
no
worries
any
discussion,
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
motion
carries
that
passes.
Thank
you.
Shauna
I
appreciate
your
offering
to
volunteer
moving
to
the
resolution
of
the
city
of
Ethics,
recertification
Mr
probes.
A
J
Right,
this
is
a
re-certification
of
the
city
of
Ethics
must
be
adopted
every
four
years
that
establishes
five
ethics
principles
for
the
conduct
of
City
officials.
This
is
part
of
the
GMA
program
and
those
that
have
earned
this.
Their
certification
under
this
program
at
GMA,
will
be
recognized.
January
2023
cities,
United
Summit,.
I
Now,
therefore,
be
it
resolved
by
the
governing
authority
of
the
city
of
Monroe
Georgia,
that
has
a
group
and
as
individuals,
the
governing
authority
subscribes
to
the
following
ethics
principles
and
pledges
to
conduct
its
Affairs.
Accordingly,
one
serve
others
and
not
ourselves
to
use
resources
with
efficiency
and
economy.
Three
treat
all
people
fairly,
four
use
the
power
of
our
position
for
the
well-being
of
our
constituents
and
five,
creating
an
environment
of
honesty,
openness
and
integrity,
so
resolve
this
11th
day
of
October
2022.
That
is
the
resolution
mayor.
Thank
you.
Mr
Rosenthal.
A
Mr
little
is
there
any
discussion,
you're,
not
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
that
passes
motion
carries
first
reading
of
the
short-term
rental
ordinance,
Amendment
Mr
probes,
again.
J
This
was
deferred
from
last
month,
but
essentially
we're
doing
this
in
order
to
better
foster
safety,
security
and
orderly
administration
of
short-term
rentals
within
the
city,
as
they
begin
to
proliferate,
ensures
that
we
have
licensing
maximum
occupancies
parking
regulations,
security
protocols
and
so
forth.
Within
this
ordinance.
K
J
The
kitchen
was
defined
as
a
kitchenette
to
include
a
refrigerator
microwave
and
a
sink
okay,
a
few
other
odds
and
ends
I
think
we're
tidied
up.
You
have.
I
K
I
There's
a
historic
preservation
sort
of
kick
out
that
allows
some
discretion
at
the
code
office
level
for
historic
homes
and
window
sizes,
and
then
we
reduce
the
the
minimum
size
from
500
down
to
300
square
feet.
So,
basically,
all
of
the
concerns
raised
by
the
various
short-term
rental
owners
that
were
present
that
voice
concerns
that
we
went
back
through
with
staff
I,
think
two
or
three
rounds
yes
and
cleaned
up.
I
think
the
biggies
that
we
heard,
which
was
Paving,
Windows,
kitchenette
versus
kitchen
minimum
size
of
300
square
feet
and
fire
extinguishers.
A
A
Hearing
none
I'll
do
you
wish
to
have
the
one
is
red,
I'm,
sorry.
A
Motion
by
Mr
Dickinson
to
adopt
is
there
a
second
second
by
Mr
Gregory?
Is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
motion,
carries
that
passes.
Moving
to
the
second
reading
reading
of
the
taxation
ordinance
Amendment.
Are
there
any
questions
relating
regarding
this
ordinance?
A
A
Mr
Dickinson:
is
there
any
discussion
hearing,
none
all
in
favor
signify
by
saying
aye
aye.
All
opposed
like
sign
motion
carries
that
passes.
Moving
to
District
items.
Does
anyone
have
anything
to
report
Let's
start
to
my
right:
Miss
Crawford,
no
I,
don't
voice.
No
sir
Mr
little
Mr,
Bradley
Mr
Garrett
Mr.
D
Gregory
I
just
want
to
say
that
I
am
very
happy
about
the
meeting
that
City
staff
and
habitat
staff
had
when
she
were
president
mayor
and
just
the
ability
to
move
forward
on
some
things.
D
A
C
A
Well,
I
have
a
couple
of
things
that
have
already
been
touched
on,
but
I
do
want
to
let
you
know
we
did
win
a
CDG
cdbg
award
for
about
a
million
dollars
for
a
2.2
million
dollar
project
for
sewer
at
Glen.
Iris,
Bryant
and
Stowers
also
want
to
remind
you
that
today
was
the
45th
anniversary
of
Michael
Edison
losing
his
life
while
serving
our
city.
We
laid
a
wreath
at
his
grave
this
afternoon
with
Ms
Vaughn,
his
widow.
A
Finally,
the
GMA
District
5
listening
session.
There
are
80,
approximately
80
folks
have
signed
up.
It
was
going
to
be
When,
Pigs
Fly.
They
can't
handle
those
numbers,
we've
moved
it
to
the
Wayfarer
events
center
and
when
Pig's
law
will
be
catering
that
the
date
is
the
19th
I
believe
I've
said
something
out
to
each
of
you
and
I
hope.
You've
all
I
hope
you've
all
responded
again.
We
are
redoing
the
speed
tables.
So
please
let
your
folks
know
about
that,
and
now
I
need
a
motion
to
adjourn
to
Executive
session
hello.
