honoring
our
outgoing
council
members,
chris
clark
and
john
mcallister,
and
I
think
many
of
you
would
agree
with
me
when
I
say
I
hope
this
is
our
last
virtual
outgoing
council
member
celebration,
as
I
know,
we're
all
looking
forward
to
getting
back
together
in
person
at
some
point.

So
as
you're
aware,
due
to
all
the
ongoing
challenges
with
covid19,
we
aren't
able
to
meet
in
person,
but
we
are
excited
to
have
this
opportunity
to
give
you
this
virtual
celebration
tonight
and
honor
our
our
hard-working
council
members.
So
I
want
to
take
a
look
at
tonight's
program.
I'm
going
to
share
my
screen
real
quick
just
so
you
can
all
see
what
we
are
intending
to
do.

thing
that
we're
going
to
do
is
have
introductions

some

faces
who
are
joining
us
for
this
celebration,
followed
by
city,
recognitions
and
presentations,

some
really
awesome
video
highlights,
and

we

special

on
behalf
of
council
member
clark
and
mcallister,
followed
by
their
own
remarks,
we'll
also
hear

our
legislative
representatives
and
then
from
me.
So
at
this

I'd
like
to

a
unique
and
different
way
to
do
this
event,
but
I
am
glad
that
we're
actually
at
least
able
to
have
this
opportunity
to
honor
these
two
outstanding
council
members
who've,
given
so
much
of
their
time
and
energy
to
our
our
community
and
I'm
delighted
to
have
both
of
them
here
with
us
as
well
as
my
colleagues,
all
seven
of
us
here
are
here,
and
I
believe
our
new
council
members
elect
are
also
present.

council
members

know,
there's
also
many
friends
and
family
who
have
zoomed

two
council
members
one
at
a
time
and
we'll
start
with
council
member
chris
clark
this
evening
is
a
bittersweet
opportunity
to
honor
the
service
of
these
two
gentlemen.

it's
also
a
sad
time
to
just
have
to
say
farewell,
but
there's
so
much
to
be
proud
of
from
by
both
of
them
for
the
many
years
of
accomplishments.
The
amazing
work
that's
been
done
over
the
last
eight
years
and
we
have
some
great
videos
to
catch
that
has
captured
some
of
those
accomplishments.
We
can't
capture
everything
in
a
short
video,
but
I
wanted
to
roll
the
tape
and
we'll
start
with
chris's.

it
is

great
honor
that
I
do
nominate
chris
clark.
He
is
clearly
one
of
the
youngest
incoming
mayors
that
the
city
will
have
had.

serve

mayor
and
council

This
has
been
a
year
and
an
experience
I
will
never
forget
and
though
I
will
miss
sitting

mayor's

city
is
in
good
hands
with
whomever
we
elect
as
our
new.

always

jealous

council
member
clark
because
he
was

one
who
was
able
to
greet
president
obama
when
he
showed
up
in
mountain
view

shout

so
yeah,
congratulations

also

now
we
have
as
we

Traditionally
we
have
a
proclamation
to
present
to
each
of
the
council
members
and
please
bear
with
me
it's
quite
long,
but
we
wanted
to
highlight
some
more
of
chris's
and
john's
accomplishments.

Technology
showcase
held
a
citywide
mobile
app
contest,
launched
a
public
open
gis
portal,
supported
expansion
of
remote
broadcasting
of
city
events
in
partnership
with
kmvt,
began
streaming.
Council
chambers
events
over
youtube
to
increase
public
access
to
city
meetings
and
pivoted
to
virtual
meetings
as
part
of
the
covet
19
response
and
whereas,
during
council
member
clark's
service,
the
city
launched
the
shoreline
corridor.

Transportation
study
supported
a
city-wide
connectivity
plan
advocated
for
north
county
representation
on
future
vta
proposals
adopted
the
transit
center
master
plan,
studied
the
automated
guideway
transit
proposals
for
north
bay
shore
and
supported
the
extension
of
the
free
mountain
view.
Community
shuttle
operations
and
whereas
under
council
member
clark's
leadership,
the
city
created
a
partnership
with
google
for
use
of
garfield
park,
athletic
fields
and
tennis
courts
and
opened
the
shoreline
athletic
fields.

And
in
response
to
the
global
pandemic
council
member
clark
joined
his
colleagues
to
provide
more
relief
for
the
community
from
covid19
impacts
by
receiving
private
relief
donations
from
local
companies
and
residents,
extending
eviction
protections
for
local
residents
and
businesses
and
approving
small
business.
Resiliency
programs
such
as
castro
streets,
outdoor
mountain
view
and
citywide
outreach
to
businesses
to
better
understand
their
needs
and
challenges
and
during
a
very
challenging
time
on
the
council,
finance
committee
mountain
view
continued
to
maintain
the
city's
economic
stability
and
provide
increased
resources
for
key
priority
areas.

While
the
city
maintained
a
credit
rating
of
aaa,
and
this
proclamation
only
provides
a
small
highlight
of
council
member
clark's
service
and
leadership
in
the
mountain
view
can
to
the
mountain
view.
Community
now,
therefore,
be
it
resolved
that
the
city
of
mountain
view,
council,
on
behalf
of
its
members,
city
staff
and
the
community,
does
hereby
express
sincere
and
overwhelming
appreciation
to
christopher
r
clark
for
his
eight
years
of
dedicated
service
to
the
community,
signed
and
sealed
this
eleventh
day
of
january
2021,
and
this
is
the
it's
hard
to
see
with
the
back
screen.

But
I
have
the

we
will
get
it
to

in
the
next
day
or
so
once
we
get
everyone

sign

But
congratulations

many

at
that
time,
if
I
remember
correctly,
he
had
you're
about
25,
I
think
and
young.
I
think
we
kind
of
knew
on
the
scene,
but
he
really
chris
really
made
an
impact,
and
I
I
heard
from
many
folks
I
I
saw
it
too.
We
were
just
really
impressed
by
his
intelligence,
his
articulateness
and
his
thoughtfulness,
and
it
really
left
a
lasting
impression
on
many
of
us
in
the
community.
So
after
that
election
I
think
it
was
2008.

I
recall
his
year
as
mayor
as
being
one
of
the
busiest
years
we
were
trying
to
complete
the
three
precise
plans
that
we
mentioned:
el
camino
san
antonio
north
bay
shore,
and
I
think
we
had
broken
the
record
record
for
most
meetings.
City
council
meetings
that
year
somewhere
around
50
or
51
meetings,
and
we
were
meeting
tuesday
night
thursday
night
saturday
morning
any
day
we
could
find
to
get
these
precise
plans
done
and
and
chris
did
a
fabulous
job
shepherding
our
the
council
to
complete
these
major
precise
plans
so
kudos
to
him.

I
was
happy
to
read
as
looking
back
at
old
articles
and
the
women
he
became
mayor
had
mentioned,
had
a
quote
of
his
saying
that
being
openly,
gay
hasn't
been
been
a
big
deal
at
all
in
the
community,
but
I
do
appreciate
his
advocacy
on
lgbtq
rights
as
well
as
civil
rights
in
general
and
most
notably
as
it
was
mentioned
in
the
proclamation
chris,
was
instrumental.

It
really
was
the
one
who
got
us
as
the
city
to
recognize
pride
month
in
june
every
every
year
and
to
raise
the
pride
flag
and
it
wasn't
a
smooth
decision.
We
did
get
opposition,
so
it
was
courageous
of
him
to
just
stand
strong
on
that,
and
you
know
we.
We
see
some
cities
still
not
there
yet,
but
it's
really
a
source
of
pride
that
we
can
celebrate
our
diversity
and
thanks
to
chris
and
his
leadership,
so
I
over
the
years
I
really
have
appreciated
chris's
intelligence.

It's
been
a
true
honor
to
work
with
you,
chris,
and
thank
you
for
all
of
your
efforts
and
and
just
being
a
great
friend,
and
I
know
that
you
will
continue
to
stay
actively
engaged
in
our
community
and
look
forward
to
continuing
to
work
with

start
with
former
mayor
ronit
bryant,

this

kind

what

you
call

Well,
when
we
retired
back
in
2014,
we
had
asked
someone
to
speak
on
our
behalf
and
ronit
had
asked
chris,
but
to
speak,
and
so
this
is,
I
guess,
a
reversal
of
that
or
a
payback
or.
However,
you
want
to
call
it,
but
it's
a
real
pleasure
to
welcome
former
mayor
ronit
bryant,
to
say
a
few
words
on
behalf
of
chris
clark.

Thank
you
mayor
and
hello,
everyone,
and
in
fact
I
think
it's
called
poetic
justice,
but
there
we
go
so
when
chris
asked
me
to
say
a
few
words
at
his
council
farewell.
I
was,
of
course,
honored,
but
also
a
little
entertained,
because
I'd
asked
him
to
do
the
same
for
me
in
2014,
and
I
know
because
he
told
me
so
that
I
surprised
him
at
that
time
and
caught
him
at
some
ungodly
hour
on
the
business
trip
in
thinking
about
what
I
would
say
tonight.

So
I
will
focus
on
my
own
experience
of
chris
over
the
two
years
that
we
served
together
on
council
when
he
spoke
at
my
council.
Farewell
chris
noted
that
sitting
on
the
days
he
frequently
felt
my
eyes
upon
him,
which
was
funny
and
completely
true
and
reflects
something
interesting
about
chris,
a
very
sharp
and
clear-eyed
individual.
Who
is
all
there
very
well
aware
of
the
world
around
him
when
chris
first
joined
council,
he
was
very
young
and
at
the
same
time,
having
served
as
a
city
commissioner,
very
knowledgeable
about
the
city.

Soon
after
chris
joined
the
council,
his
questions
from
the
days
his
comments,
his
votes,
convinced
me
that
he
did
indeed
bring
the
balanced
perspective
he
had
spoken
of
in
his
campaign.
He
listened
carefully
thought
deeply
worked
to
understand
issues,
identify
solutions
and
bridge
gaps
between
council
members.
I
admit
it
chris.
I
did
talk
directly
to
you
when
explaining
my
reasoning
of
the
days.

Mountain
view
has
gone
through
economic
booms,
country-wide
concerns
over
civil
rights,
a
worsening
housing
crisis,
a
global
pandemic
and
a
resulting
economic
downturn,
quite
a
right
crest.
Through
all
these
years,
there
was
chris
clear-eyed
and
fair-minded
looking
for
balance,
searching
for
a
way
to
move
an
issue
forward
crafting
consensus.

those
kind

if
you

see

Thanks
mayor,
you
have
been
a
personal
inspiration
to
me
chris,
not
only
because
you
are
one
of
the
youngest,
if
not
the
youngest,
you
know
person
ever
to
serve
as
council
member
in
there,
not
only
because
somehow
you've
been
able
to
do
this
and
also
work
full
time.
You
know,
in
both
respects
pain,
the
the
way
paving
the
way
for
folks
like
ellen
me
and
me
to
serve,
but
primarily
because
you're,
an
introvert,
and
I
share
that
aversion
to
two
other
people
with
you.

It
makes
it
very
difficult
to
serve
as
a
council
member
and
and
be
an
introvert.
You
can't
see
me
shaking
just
here
in
my
seat,
but
even
now
this
is,
you
know,
a
fun
sort
of
ceremonial
kind
of
event,
and
still
I'm
nervous
just
to
speak.
Somehow
you've
been
able
to
do
that
for
eight
years
and
I'm
I'm
just
in
awe
of
what
he
was
unable
to
achieve.

I
also
wanted
to
echo
a
lot
of
the
sentiments
that
have
been
shared
about
your
your
your
balance,
perspective
and
position.
As
as
a
consensus
maker
with
the
council,
I've
had
the
privilege
to
observe
your
full
career
on
council.
You
may
recall
me
being
one
of
the
people
sitting
in
the
back
row
at
every
single
council
meeting
and
it
was
it's
been.

It's
been
fascinating
to
see
sort
of
the
evolution
of
the
council
and
where
you've
played,
I
think,
a
pivotal
role
in
bridging
a
gap
and
allowing
the
council
to
move
forward.
I
mean
you
know
that
I
don't
know
if
it's
helpful
to
point
out
a
few
of
the
more
challenging
meetings
that
I've
observed
or
participated
in,
but
there
were
a
handful
of
the
evenings
where
it
felt
like.
I
don't
know
how
the
council
is
going
to
find
a
path
forward.
It's
just
the
issue
is
too
divisive.
L
It's
too
challenging,
and
yet
somehow
you'll
be
able
to
put
forward
a
compromise
that
works,
or
you
know,
even
if
you
couldn't
get
every
member
of
the
council
to
move
forward.
At
the
very
least,
you
were
always
calm
and
collected
and
able
to
provide
a
you
know,
a
strong
rationale
for
why
you
felt
you
know
why
you
came
to
a
particular
conclusion
and
and
were
able
to
help
move
the
council
forward
on
some
of
those
issues.

wish
you
know
if
I
have
one
regression
that
I
didn't
have
an
opportunity
to
serve
with
you
longer,
so
I
wish
you
the
best
of
luck
in
your
future
endeavors,
and
you
know
hopefully
seeing
you
around
in
community
meetings
and-

anywhere
in
mountain
view,
where
you
you'll
have
good
influence
and
a
positive

be
frank,
it's
been
really,
I
think
special
and
you
have
been
instrumental
in
paving
the
the
way
for
I
think
folks,
like
councilmember
ramirez
and
I
to
to
run,
and
I
think
that
that
is
critical
and
very
important
to
what
you
are
so
gifted
at
which
is
policy
making.

And
I
recall
that
when
I
first
was
interested
in
serving
on
a
commission,
I
reached
out
to
all
the
council
members
and
you
got
back
to
me
and
as
somebody
particularly
who
works
and
works
in
san
francisco.

I
thought
it
was
such
a
testament
to
your
your
character
that
you
agreed
to
to
meet
up
when
we
were
allowed
to
meet
in
person
and
and
give
your
thoughts
on
you
know
starting
out
and
how
best
to
serve,
and
I
think
that
moments
like
that,
though
they
may
seem
small,
can
have
large
effects
on
people's
lives,
and
I
think
that
you
know
all
of
us
feel
that,
as
as
your
colleagues,
not
only
have
you
served
for
your
eight
years
on
council,
you've
served
on
onto
commissions.

So
I
dare
say
that
it's
been
more
than
a
decade
of
service
to
our
city
and
I
just
feel
like.
Not
only
have
you
been
a
leader
in
our
city
but
on
regional
issues
of
importance.
So,
as
the
mayor
mentioned,
leading
in
lgbtq
issues
as
your
role
on
mtc
and
nationally
with
the
mayor's
innovation
project,
I
was
always
impressed
how
you
were
you
seemingly
were
able
to
to
balance
it
all
and
went
to
you
numerous
times
to
ask
you.

You
always
made
me
feel
like
every
member
of
our
council's
voices
matters
and
is
important
that
it's
critical
to
work
together,
even
if
we
don't
all
see
eye
to
eye
and
that's
important
to
bringing
forward
policy
making,
and
I
will
never
forget
the
best
advice
which
you
gave
to
me,
which
is
you
make
decisions
with
the
best
information
that
you
have
available,
and
I
think
about
that.

Often
when
dealing
with
the
most
difficult
of
our
issues-
and
I
wish
so
much
that
we
could
be
together-
it's
odd
to
say
goodbye
after
such
a
short
time
serving
together,
two
years
and
10
months
of
those
which
have
been
virtual.

I
first
I
want
to
say
I'm
I'm
not
trying
to
be
a
rebel
with
the
background
here.
My
laptop
will
not
accept
the
green

so
just
pretend
it's

So
I
wanted
to
start
out
by
thanking
you,
chris
for
being
a
great
person
to
orient
me
when
I
first
started
on
council.

Unlike
many
people
now
on
council,
I
had
not
served
on
the
epc
and
so
forth
and
just
watching
the
way
you
do,
compromise
teamwork
and
and
consensus
building
and
making
motions
was
very
helpful,
and
particularly
I've
missed
over
the
the
past
10
months.

Prior
to
that,
I
sat
next
to
you
for
every
single
meeting
and
felt
that
I
could
you
know
kind
of
turn
between
comments
and
and
ask
you
a
question
if
I
had
to,
and
I
I
have
particularly
missed
that
over
the
past
10
months
as
actually
I
have
missed
all
of
you
meeting
with
all
of
you
in
person
over
the
past
10
months
and
members
seeing
members
of
the
public
as
well.

Looking
back,
I
think
I,
the
first
time
I
remember
meeting
you
chris
was
when
I
was
an
activist
lobbying
for
for
raising
the
minimum
wage
in
mountain
view,
and
I
think
you
even
came
to
my
home
and
and
sat
at
the
table,
I'm
sitting
at
right
now.
I
think
and-
and
I
noticed
that
on
your
you're
running
for
a
damn
that
you
you
mentioned.

Main
accomplishments,
so
I
I
was
happy
to
see
that
you
remembered
that
and
that
you
decided.

That
was
a
major
accomplishment
and
lastly,
I'll
admit
that
I
did
over
the
past
two
years,
while
serving
with
you
get
in
the
habit
of
calling
you
late
many
many
tuesday
mornings
right
before
council
to
check
if
you
were
in
a
brownout
group
with
anyone
for
a
sort
of
clarifying
discussion
of
whatever
was
on
the
agenda,
the
most
whatever
was
most
difficult
for
me
on
that
day,
and
I
was
going
to
say
I'll,
miss
being
able
to
call
you
and
I'll
have
to
figure
out
who
else
I
can
be
in
brown
at
groups
when
I
need
to
call
that
late
in
the
day.

But
I
also
thought
maybe
I'll
just
continue
to
call
you
on
tuesday
afternoons
and
see
what
you
think
so
again.

orienting

over
these
two
years,

you
continue

into

sometimes

take

break

drink,
and
so
it
lightened
the
mood,

appreciate

kindness

kidding,

many

the
councils
only
in
age,
but
in
experience
I
sometimes
think
we
flipped
age
and
you
were
the
older
guy
and
I
was
the
younger
guy,
so
that
happened
quite
a
few
times,

was
okay.

know
we
brought
in
our
different
perspectives,
but
yes,
what
everybody
said
it
was.
We
had
good
councils
and
we
in
the
council
we've
gone
here
for
the
last
eight
years.
You
and
I
chris
we've
been
blessed
to
have
a
group
of
dedicated
compassionate
people
that
are
always
willing
to
listen
and
your
input.
I
guess,
as
everybody
says,
was
always
there
to
sit
there
going.

chris
make
the
damn
motion,
so
we
can
move
on
and
you
would
do
that
and
I'm
going
okay
next,
you
know
I'll
go
lead

the
person

wisdom

a
learning
experience

accomplishes

their

happened

eight
years

I

here

they're
all
due
in
part
to
the
great
work
of
this
council
and
prior
councils
and
and
staff
and
everyone
who
put
all
the
time
and.

And
everyone
who
put
the
time
and
effort
in
to
make
all
those
things
happen.
So
you
know
I
was
I
you
might.

As
a
lot
of
you
know,
you
know
my
entire
family
is
back
in
in
rural
illinois
in
that
area,
and
so
zoom
is
a
little
difficult
for
them
with
without
a
lot
of
connectivity
back
there,
but
it
also
made
me
think
today
that
you
know
the
this
group
and
and
the
previous
council
members
that
I've
served
with
is
we've
spent
so
much
time
together
that
we've
basically
become
you
know
some
essence
of
a
family.
We
have.
We
have
our
good
moments,
we
have
our
fights.

We
have
you
know
we,
but
ultimately
we
accomplished
an
incredible
amount
together
and
I
think
we've
all
learned
from
one
another
and
I've
certainly
learned
from
all
of
you
and
I
and.

look
back
and
think
about
not
just
that
the

you
know
my
first
few
months,
not
on
the
dais,
but
but
even
that
run
in
2008
when
I
lost
the
amount
you
know
which
is
very
humbling
for
those
who
lost
an
election.

you
sort
of
expect
that
to
happen
you're
it's
still
kind
of
a
smack
in
the
face,
but
you
learn
so
much
through
that
process
and
I've
learned
so
much
from
all
of
you
and
and
staff
and
the
community
and
my
supporters,

I
just
want
to
take
the
opportunity
to
say
thank
you
to
all
of
you
for
for
being
there
for
me,
for
you
know,
helping
me
get
back
up
when
I've
been
knocked
down
and
helping
persevere
through
a
number
of
things
that
you
know
we
we
wish
would
have
been
simple
like
you
know,
flying
a
pride
flag
over
the
city,
but
you
know
there
were.

still
opposition
to
those
sorts
of
things,
and-
and
I
really
appreciate
all
my
colleagues
past

helping

community

his

and
continued
to
maintain
an
in-person
presence
through
serving
all
eight
years
on,
the
council,
neighborhoods
committee
and
whereas
councilmember
mcallister
has
represented
the
city
of
mountain
view
on
matters
of
regional
transportation
by
serving
on
the
league
of
california,
city's
transportation,
communications
and
public
policy
committee,
vta,
board
of
directors,
vta
policy,
advisory
committee,
bta
state
route,

corridor
policy,
advisory
board
and
the
city
council,
transportation

whereas
under
council
member
mcallister's
leadership,
the
city
launched
a
multi-phase
study
of
improving
transportation
along
the
shoreline
corridor.
Championed

city-wide
connectivity
plan
launched

free
community
shuttle
in
partnership

google

advocated
for
north
county
representation
on
future
vta
proposals.

the
council
goal
of
improving
city
transportation
by
enhancing
mobility

connectivity

council

mcallister's
term

adoption

transit

the

impression-

it's
not

me-

I've
heard

We

you've

hit
by
a
torn
tornado.

He
just
comes
right
at
you
might
be
a
little
gruff
on
the
outside,
but
deep
down,
and
I've
really
certainly
enjoyed
getting
to
know
him
over
six
years
of
service
together.
He
is
all
heart
in
that
inside
as
similar
to
council
member
clark.
He
ran
in
2008
and
then
served
on
the
environmental
planning
commission,
as
it
was
mentioned
and
was
elected
in
2012
and
served
as
mayor
in
2015
and
council
member
mcallister.

I
believe
you're
now
at
over
six
decades
of
being
a
resident
of
mountain
view.
I
love
the
picture
of
you
saying
you're
the
or
with
the
sign
that
says,
you're
the
biggest
fan
I
agree
of
our
city
and
what
I
noticed
was
I,
if
you
go
to
the
mountain
view,
high
school
gym
and
look
up
on
the
wall.

has
been
big
on
sports,
big
on
schools
and
education
and
big
on
our
community.
His
motto,
I
think
it
was
in
his
first
run,
or
maybe
all
of
his
campaigns
was
residents
first.
Sometimes
that
came
back
to
bite
him
and
say
a
few
times,
but
I
think
he,
I
think
we
all
do
believe
that
he,
his
heart,
has
always
been
in
our
community
and
in
putting
our
residents
first,
I
like
to
say:
he's
everybody's
favorite
ice
cream
man.

He
brought
in
unique
perspective
of
this,
of
a
small
business
person
to
the
city
council
and
really
has
brought
a
lot
of
humor
and
lightened
the
mood
at
times.
Sometimes,
when
things
get
intense,
you
could
always
count
on
john
to
to
provide
a
laugh
for
all
of
us.
Even
during
some
divisive
debates
and
as
a
mayor,
he
too
had
some
big
challenges.
We
had
the
growing
and
affordability
of
housing.

He
worked
really
hard
with
our
faith
committee
to
get
get
the
safe
parking.
The
beginnings
of
the
safe
parking
program
started
and
as
mentioned
in
the
in
his
proclamation,
he
has
been
a
strong
advocate
and
champion
for
transportation
issues
for
our
community,
and
I
wanted
to
note
something
unique
about
john
was
his
championing
of
our
increased
relationship
with
our
military
personnel
with
moffitt
field.

He
was
the
one
who
I
believe,
dedicated
the
the
newly
established
then
established
veterans
memorial
at
eagle
park,
and
he
was
instrumental
in
the
building
of
the
affordable
housing
project
for
veterans
that
we
have
on
el
camino
real,

I
just
want
to
say
that
I
really
appreciate
his
personableness.

may
not
have
always
seen
eye
to
eye
on
things,
but
I
think
in
general
we
we
lined
on
many
issues,
but
we
could
always
share
a
scoop
of
ice
cream

irish
coffee
and
talk
and
share
our
perspectives
with
each
other

just

to
shoot
the
briefs
to
get
to
know
each
other.
And
I
think
he
did
that
actually
quite
a
bit
with
many
members
of
our
community
behind
the
scenes.

he

relationships

issues

he
has

the

it's
all

nice

each

he
has
certainly
promoted

our
community

our
city

john's

sort
of
life

service
to
the

all

john

as
you
know,
his
service
on
the
council
and
the
planning
commission,

he's
really
been
serving

community,
his
whole
life-
and
you

when,
when
we
got
to
know
each
other,

teaching
first
aid.

would

wasn't
so
much
service,
but
he
would
take
trips
of
high
school
students
skiing
to
utah,
but
he
was
it
wasn't
until
what
the
last
five
years,
a
member
of
the
national
ski
patrol,
going
up.

he's

a
small
businessman
in
the
community
all
these
years.

mean
he
carried
that
service
ethic.
As
far
as
he
actually
owned
a
service

arco

on
san
antonio
road
for

number

years

into
the
ice
cream
business
where
of
course
he's
servicing
people
giving
them
what
they
want.

want

know
where
my
chocolate
chip
ice
cream

we
were
running
in
2008
when
I
was
making
my
comeback
something
margaret
knows
about
now,
and
obviously
council
members
elect
lieber
and
show
walter
know
about
coming
back,
but
we
had
a
debate
on
the
night.

happened

my
birthday.

knew
john
wasn't
gonna
bring
any
ice
cream,
so
I
I
did
buy
ice
cream
for
the
crowd
and
we

surprised

ice

to

getting
involved

taken

proud
to
sort

mentor
him
in
getting
involved
with
the

out

trash
carrying

bags

the
dedication

someone

doing

the
middle

pandemic,

their
business

investing
yourself

work

for

our

council

finding
commissions

viewing

sat
next
to
her
for
many
years
on
the
city
council
and
I
kept
saying
to
her.
She
was
the
soul
of
the
city
because
she
was
emphatic
about
place
place
place,
especially
on,
and
so
I
always
learn
that
from
her
and
I
go.
I
You
know
so
shout
out
to
mayor
bryant,
because
I
will
call
you
mayor
because
that
you
know
you
were
fantastic
and
you
learned
from
everybody
and,
as
you
guys
all
say,
you
may
disagree
with
somebody,
but
there's
always
a
nugget
in
there
that
you
can
learn
from,
and
so
it
was
nice
hey
one
thing
on
the
proclamation
that
you
know
the
vice
mayor
said
yogi.

Well,
one
of
the
things
about
yogi
that
came
through
was
our
off-leash
dog
barks,

that
was
one
of
the
things

I
worked
with
jade
james,

montain,
and
we
got
that
through
the
city.

that
was
something
that
you

a
big
deal
and
it
was
very
important
and
I'm
sort
of
and
lisa
you're
right
on
the
hawaiian
shirt
the
whole
time.

know
I
don't
need
to
be
dressed
up,
mikey
got
up,
but
I
preach
tomorrow,
I'll
be
dressed
up,
but
tonight
it
was
today
to

hey
it's
been
a
great

been

honor

a
lifetime
to
do
this
and
as
soon
as
the
second
retirement,
because
my
great
seal

mountain
view,

and

I'll

retirement

people

collaborative
effort

chris

I

be
the
right
place
at

time

you
love

view

time

effort

making

community

better

read

were,

served
on
a
city
council
for
half
as
long
as
you
did,
but
if
I
had
one
one
of
those
resolutions,
it
would
be
only
ten
percent.

long

you,
two
did
so
much
and
went
above
and
beyond,
and
especially
in
your
activities
regionally,
which
we
all
know
are
so
important
to
the
region
as
a
whole,
but
also
to
our
city
that
get
our
various
cities
that
get
impacted
by
what
happens
around
us.
So
thank
you
both
so
much
for
your
eight
years
of
service
and
your
countless
hours
of
meetings,
both
individual
meetings
and
and
public
council
meetings.

been

county
board

supervisors

newly
elected
mountain
view:
city
council,
members,
chris
clark
and
john
mcallister.
So
our
eight
years
together
has
overlapped
in
both
cases
and
we
sat
down.
We
got
to
know
one
another
and
then
I'd
like
to
think
we
did
good
work
together
over
the
intervening
eight
years.

I
know
many
of
you.
Certainly
both
john
and
chris
have
heard
me
say
before
that.

What
I
so
dearly
love
about
mountain
view
is
that
it's
a
caring
community
with
a
can-do
city
government,
and
that
really
has
been
the
case
in
my
every
interaction
with
the
with
the
city
community
members
who
care
deeply
council
members
who
want
to
see
their
visions,
realized
and
staff
members
who
are
committed
to
making
that
happen.
It's
just
been
a
marvelous
opportunity
for
partnership.

I
think
it's
notable
that
both
these
of
these
very
different
council
members,
chris
and
john,
put
the
emphasis
on
the
work
of
others,
the
teamwork
that
has
to
go
into
making
good
things
happen
and
the
understanding
that
each
of
them
brought
in
their
own
different
ways
that
everybody
had
a
contribution
to
make
and
that
the
good
work
could
only
happen
if
everybody
stepped
up
and
did
their
part
chris.

I
was
not
surprised
that
folks
chose
to
talk
about
your
inclination
to
contribute
as
a
mediator
as
a
facilitator,
a
compromiser,
a
finder
of
common
ground.
But
what
I
want
to
say
is
I
think,
frankly,
that
those
are
contributions
that
are
too
often
undervalued,
under-recognized
and
that
it's
all
well
and
good
that
people
focus
on
them
tonight,
because
if
ever
there
was
a
time
in
our
country's
history,
where
we
should
be
lifting
up
people
who
can
find
common
ground
and
who
bring
that
kind
of
contribution
to
their
public
service.

It's
now,
and
so,
while
we
had
an
opportunity
to
work
fairmont
together
over
the
last
eight
years,
even
when
we
weren't
working
together,
I
had
a
chance
to
watch
your
work,
and
I
want
you
to
know
that
I
admire
and
respect
the
way
you
did
your
work
during
that
eight
year
period,
it's
a
a
kind
of
public
service
that
is
all
too
rare,
quite
frankly,
at
all
too
essential
at
this
particular
time
now,
of
course,
john
mcallister
is
a
very
different
fellow
all
together,
and
I
would
put
it
this
way.

contribution
is
john.
Is
the
guy
who's
going
to
call
it
as
he
sees
it,
whether
you
want

hear
it

not

he's

he

met
a
conventional
wisdom.

impact

your

saratoga
doesn't
border
mountain
view.
My
kids
got
me
an
ice
cream
cake.
Yesterday
they
went
to
the
wrong
baskin
and
robbins,
so
our
chances
for
interaction
seemed
like
they
would
be
rather
small,
but
not
with
john's
voice.
John
is
the
one
who
stood
up
and
said:
look
regionally.
We
have
to
pull
together
regionally,
we
have
to
do
better
and
if
it
wasn't
for
john
measure
b
would
have
been
a
disaster
for
us.
I
just
just
straight
out.
I
will
say
that
it
was
john
that
managed
to
rally
all
of
the
small
cities.

We
met
there
in
mountain
view,
city
hall,
meeting
after
meeting
and
john's
forged
out
of
a
bunch
of
misfits,
an
actual
powerful
group
that
could
influence
the
direction
of
that
measure.
And
anyway,
I
want
to
thank
john
for
his
regional
impact.
Saratoga
is
a
better
place
because
of
john
mcallister's
efforts.

many

genuinely

lived
through
few
years
of
not
such
civility
in
my
city
and
like
howard,
you
know
john,
I
never
held
your
cal
degree
against
you
at
least
not
yet
you

yeah.

think
this
experience
that
we
had
together
in
2015
and
2016,
to
organize
council
members.
You
think
about
the
expanse
from
the
north
county
and
the
west
valley,
really
varied
interests.
This
spread
interest
from
palo
alto,
all
the
way
south
to
los
gatos,
so
to
bring
a
group
of
such
geographic
spread
together
through
repeated
meetings.
We
met
in
mountain
view,
city
hall,
john
and
dan
rich,
convene
these
meetings
to
come
up
with
a
single
ask.

and
then
of
course,
come
september
and
august
september.
We
worked
hard
to
fight
pushback
from
vta
staff,
as
well
as
key
members
of
the
san
jose
delegation,
notably
sam
on
the
vta
board.
They
first
threatened
to
shelve
our
recommendation
and
then,
of
course,
they
worked
to
see
about
diverting
measure
b
funding
for
the
next
10
years
for
projects
excluding
bart
most
of
them
at
least
and
I'll
say.

So
one
more
story:
as
mayors
of
our
respective
cities,
working
together
in
2015,
it
was
a
most
memorable
year,
john
jim
griffith
of
sunnyvale,
and
I
had
the
privilege
of
attending
the
u.s
mayor's
conference
and
meeting
president
obama
and
many
many
members
of
his
cabinet
in
the
white
house.
It
was
it
was
glorious.
F
I
don't
know
that
that
that's
happened
since
frankly,
who
would
want
who
would
have
wanted
to
be
in
the
white
house
under
the
current
president
honestly,
we
we
that
year
early
that
year
had
been
working
on
plans
that
we
then
accelerated
as
mayors
asking
our
respective
city
managers
to
accelerate
our
interest
in
bringing
community
choice
energy
to
silicon
valley.
So
our
three
cities
put
in
the
seed
money
and
we
designated
staff
time
and
we
got
the
feasibility
study
really
running
and
then
we
recruited
other
cities.
I
mean.

I
know
we
reached
out
personally
to
elected
officials
to
help
form
what
became
silicon
valley,
clean
energy.
We've
now
been
operating
successfully
for
nearly
four
years
serving
clean
energy
at
lower
cost
than
pg
e.
We
have
a
healthy
reserve
and,
as
as
margaret
knows
well,
we
helped
most
of
our
member
cities
to
pass
reach
codes
to
electrify
new
buildings
in
the
last
year
or
so,
and
once
again
it
was
john
mcallister
and
mountain
view
led
by
dan
rich
who
were
really
key
to
this
effort.

So
it
has
been
such
a
pleasure
to
serve
with
you,
john,
as
it's
already
been
said,
you're
a
straight
shooter
with
the
biggest
heart
you
you're,
always
sincere,
and
your
legacy
for
me
are
notably
these
two
incredible
accomplishments.

john

first
year
as
city
manager.

hard

believe.

Mountain
view
is
known
for
our
good
governance
and,
as
some
folks
have
mentioned,
the
civility
that
we
have
between
council
members,
even
when
perspectives
are
very
different
and
even
when
people
approach
issues
from
from
very
diverse
perspectives,
and
that
really
is
due
in
large
part
to
both
of
you
that
this
council
and
councils
before
this
one
have
really
been
known
for
their
culture
of
appreciation
to
staff
and
their
support
for
the
work.
That
staff
does,
and
I
really
just
sincerely
thank
you,
both
chris
and
john
or
councilmember
clark,
councilmember
mcallister.

guess
for
being
a
little
less
formal
just
for
that,
because
I
really
think
that
that's
been
really
important
just
this
past
year,
when
we've
all
gone
through
a
lot
of
hard
times,
not
only
in
the
community,
but
just
even
as
an
organization.

support

staff
and
pivoting
operations
has
been
just
critical
and
instrumental
in
getting
us
through
2020
and
along
that
we

had
to
do

we're
doing
now,

pivot

zoom,

any
of
us
ever
would
have
thought
that
we
wouldn't
be
having
in-person
council
meetings,
and
I've
said
many
times
that
we
have
done
over
these
last
many
months.
What
was
said
could
never
be
done
in
government
and
we
have
done
it
in
a
short
amount
of
time,
and
so
for
me.

you
know,
I
won't
have
that
privilege
once
we
go
back
in
person,
but
I
did
want
to
note
that
that
has
been
a
unique
aspect
of
this
council
having
to
do
everything
virtually,
and
I
think
another
thing
that
that
has
been
said
is
that
you
each
have
brought
different
qualities
to
the
council
table
and
different
perspectives,
and
it
has
certainly
contributed
to
really
robust
discussions
and
questions,
and
certainly
a
lot
of
really
important
policy
issues
have
been
decided
this
year
that
have
really
helped
our
community,
and
I
know
a
lot
has
been
mentioned
in
the
proclamations,
but
I
I'm
just
really
proud
of
working
for
both
of
you.

been

honor
to
work
alongside
you
and
I
will
never
forget
this
past
year.

wish
that
I
would
have
had
more
time
to
work
closely
with
both
of

just
