From YouTube: 5-12-2020: City Council Meeting
Description
Video Conference: YouTube, mountainview.legistar.com, and Comcast Channel 26
5:30 p.m. Tuesday, Mary 12, 2020
A
A
Just
kind
of
showing
this
those
tools,
you
have
two
options
for
the
students,
Creek
Bridge
and
then
the
improvement
in
star
focusing
first
on
the
have
potential
gateway
improvements
at
Stevens
Creek.
The
concept
was
a
transit
and
pedestrian
bike
bridge
that
would
have
separate
or
combined
components
for
those.
At
the
council
forecast,
we've
looked
at
two
locations,
Charleston
and
robbery.
That
Charleston
was.
A
Some
of
the
costs
of
having
separate
bridges
that
complication
by
having
the
trail
users
having
to
cross
they
have
the
transit
bridge
at
grade
in
order
to
allow
it
to
be
at
the
lower
level.
So
we
looked
at
those
three
options
and
developed,
but
to
stakeholders
like
the
water
district
in
NASA
and
so
forth,
to
understand
their
issues.
Then
I
emphasize
that
this
evaluation
was
a
very
preliminary
one,
just
to
try
to
assess
the
feasibility
of
these
options
and
to
provide
some
input
to
you
in
terms
of
that
direction.
A
A
Turning
them
to
the
other
option,
which
was
over
Reinsdorf,
the
concept
and
the
precise
plan
was
to
envision
a
connection
that
would
go
from
Charleston
on
the
left
side
over
to
landings
on
the
side
via
a
tunnel
that
cross
under
101.
We
looked
at
this
in
some
detail
on
this
information
in
your
council
report.
A
A
A
A
Connection
directly
to
the
landings
frontage,
road
and
landings
drive
allowing
an
alternative
access
engine
or
fascia,
or
instead
of
the
current
plan,
which
requires
all
traffic
to
go
up
to
Charleston
and
conflict,
potentially
with
traffic
vehicles
driven
research
Charleston.
The
other
benefit
to
this
reconfiguration
is:
it
would
significantly
help
bike
and
pedestrian
usage
on
rent
store
by
eliminating
the
high
speed
ramp
conflicts
with.
A
A
A
A
A
Rita,
which
does
make
sense
from
a
transportation
network
standpoint,
needs
to
be
vetting
the
potential
environmental
impacts
of
having
two
separate
bridges
and
different
locations
and
from
I
understand
from
the
staff
responses
to
the
council.
Questions
that
analysis
haven't
been
completed.
Second
concern
is:
is
two
years
ago.
A
Stakeholders
might
not
change
any
one
of
the
key
questions
is
whether
team
members,
for
example,
15
to
30
percent
telecommuting
ability
areas
really
solving
some
of
the
theory
of
congestion
problems,
certainly
as
the
predominant
that
many
really
does
have
authority
for
scheduling
meetings
and
work
schedules
to
make
some
of
this
happens.
So
we'd
also
like
to
see
congestion.
A
A
A
A
A
Direction
from
the
precise
2017,
which
specifically
identified
these
abilities
of
the
students,
Greek
bridge
the
trust
and
the
passing
improvements,
and
so
these
were
including
the
precise
time
as
candidates
for
additional
Gateway
infrastructure
improvements.
And
so
the
purpose
of
the
study
was
to
follow
up
on
that
and
evaluate
the
feasibility
of
those
improvements
and.
A
A
Thank
you,
man,
just
one
question.
First,
thanks
to
Steph
for
responding
to
the
questions
I
submitted
before
the
meeting
the
responsibilities
on
one
staff
to
provide
some
comments
on
programmatic
solutions
to
address
traffic
demand.
So,
for
instance,
you
know
I'm
interested
in
looking
at
congestion
pricing
and
maybe
paid
parking
as
as
as
TDM
solutions
and
I.
Think
the
written
responses
mention
some
of
the
operational
benefits
of
the
Reinsdorf
interchange
improvements
in
particular.
But
to
what
extent
could
we
address
a
lot
of
these?
A
Well,
that's
certainly
something
we
do
intend
to
explore
as
part
of
the
next
phase,
and
you
know
we
would
look
at
range
of
strategies,
including
higher
levels
of
p.m.
and
potentially
we
have
benefits
or
congestion
pricing
that's
been
identified
in
the
precise
plan
and
it
was
always
a
consideration
as
something
that
could
be
issued
in
the
future.
A
A
A
I'm
glad
that
it's
close
to
101
but
I
think
we
need
to
be
incredible
about
that
bridge.
If
we
move
forward
with
it
and
I
really
do
want
to
understand
the
environmental
impacts
of
it.
Thanks
maybe
I
could
ask
council
members,
but
is
there
another
question
here?
Should
we
need
discussing
whether
to
now
or
wait
further.
A
A
A
A
A
A
And
remember
the
classes,
I
think
that's
the
alignment
that
makes
the
most
sense,
I,
think
and
I
think
pointed
out
like
we're
talking
about
at
seven
lieutenant
high,
memorize
and
I
think
it
will
be
important
for
us
to
have
done
some
environmental
study
with
us
to
determine
whether
or
not
it
it
makes
sense.
I
know
there
are
a
lot
of
concerns
around
that
and
I
think
doing
this
stage
to
know
what
may
or
may
not
work
I
think
my
preference
would
be
that.
B
A
Not
have
a
crossing
where
you
may
have
some
conflict
between
the
folks
on
the
students,
Creek,
Trail
and
and
trying
to
cross
over
from
one
section
to
the
other,
and
the
other
thing
I
was
going
to
say
is
you're
seven
to
ten
year
time
horizon
I,
don't
think
it
is
I,
don't
think
it's
feasible.
To
expect
all
would
be
whether
they're
electric.
A
B
A
The
only
I
guess
concerns
I
have
I
think
it.
It
sounds
like
the
programmatic
solutions
are
going
to
be
explored
more
fully
later
on
and
I
think
we're
possible.
I
do
have
a
preference
for
that
yellow
cross
solution
over
a
higher
cost
run
and
the
big
congestion,
pricing
and
and
state
parking
will
be
particularly
affected.
I
think.
The
one
thing
that
would
be
helpful
is
a
better
understanding
of
the
operational
improvements
that
we
can
get
from
some
of
these
capital
improvements.
A
That's
was
described
in
the
written
responses,
that's
where
I
would
appreciate,
maybe
a
better
understanding,
at
least
and
so
that
design
self
improvements,
a
big
chase
for
further
exploration
in
those
written
responses.
Maybe
you
know
doing
something
analogous
for
the
steepness
creek
crossings,
which
would
be,
would
be
helpful
as
well.
I
think
the
point
that
staff
made
about
the
time
thing
we're
looking
at
is
important.
I,
don't
have
any
sense
at
all.
A
A
A
I'm
concerned
that
there's
also
the
part
of
the
aesthetics
of
putting
multiple
bridges
on
students,
treat
the
environment
impact
of
putting
the
bridges
on
students,
Creek
and
so
I
haven't
seen
anything
to
change
my
mind
about
not
pursuing
Chinon
la
moneda
I'm.
A
concern
is
that
we're
building
we're
looking
at
building
expectation
system
now
for
the
present
in
Brussels,
but
not
looking
for
something
down
in
the
future,
where
we
are
building
a
semantic
system
for
Google
and
I,
say
Google
and
another
paper
using
that.
A
But
the
perception
is
everything
that
we're
doing
is
building
the
transportation
system,
so
they
can
move
their
personnel
from
one
side
to
the
other.
Using
the
current
technology
and
I'd
rather
see
us
look
at
something
that
gets
to
the
spouses
and
buses
off
the
street.
Even
if
it's
an
aerial,
guideway
or
something-
and
that's
where
officer
or
looking
where.
Maybe
we
look
at
the
whole
design
is
instead
of
having
the
Charleston
transit
corridor.
A
Maybe,
if
we're
looking
at
things
and
we're
digging
that
and
we're
saying
we're
not
building
so
now
we're
going
to
build
for
the
future
and
that
we
would
reconsider
other
options
and
contrasted
with
a
I
don't
want
to
have
a
bridge.
You
know
that's,
what's
the
nature
you're
supposed
to
be
able
to
be
on
the
environment
and
to
relax
and
let
your
mind
girl
if
you're
on
the
trail
also
do
see
one
bridge
you
go
down
a
little
further.
You
see
another
bridge
and
I
rather
consolidate
the
bridges
as
much
as
possible.
A
A
Yes,
I
wanted
to
add
my
comments.
Please
go
back
to
2014
in
this
disk.
Shannon
comes
a
councilmember,
McAllister
I.
Remember
a
very
strongly
that
he
wanted
to
see.
If
we're
gonna
do
it,
we
just
do
it
at
Albany.
That
I
personally
have
been
opposed
to
a
bridge
crossing
away
with
Stephen
Street
only
for
quite
some
time,
because,
quite
frankly,
I
questioned
the
necessity
of
it
on
our
luncheon.
A
A
And
I
support
that
it's
a
bike
George,
but
because
of
that
a
transit
bridge.
The
reality
right
now
is
that
there's
not
a
lot
of
chance,
but
other
than
but
thankfully,
mostly
Google
shuttles.
And
you
know
my
my
interest
right
now
is
to
try
to
lower
the
associate.
We
have
not
reached
our
45
spent
catfish
tonight
55%,
but,
as
many
mention
has
mentioned,
with
telecommuting
and
I
hope
is
that
we
should
get
there.
A
We
have
a
neutral,
that's
been
true,
went
through
the
structure
in
place
and,
and
so,
and
the
other
benefit
of
the
filtering
is
that
we
see
more
people
out
and
about
walking
and
biking,
and
a
lot
of
that
has
to
do
with
just
not
having
high
traffic
and
so
whether
it's
single
occupancy
vehicles
having
less
of
those.
My
hope
is
that
it
encourages
another
active
transportation
and
so
on.
A
I
just
don't
see
the
necessity,
especially
given
the
price
tag,
as
I
think
it
was
almost
70
million
dollars
on
should
do
a
transit
bridge
that
when
we
connect
something
the
trait
to
the
other
and
also
you
know,
we
don't
know
that
will
happen
in
the
future.
But
I
suspect
that
some
sort
of
congestion,
traffic
congestion
goes
up
again
will
get
pressure
to
allow
that
to
be
open
to
your
occupancy
vehicles
as
well,
and
that's
really
not
the
purpose.
A
If
we
can
say
that
capacity
to
move
to
work
on
the
other
projects
more
quickly,
that's
really
my
interest
is
trying
Trish
a
councilmember
appearances
comments
way
back
in
2014
I
before
that
I
remember
very
few
people
only
I
was
the
only
one
who
was
interested
in
congestion
pricing,
because
that
was
such
a
like
trade,
but
they
like
it's
becoming
more
and
more
interest
and
the
paid
parking
at
issue
I
think
we
can
really
look
at
you
know
how
do
we
lower
fov
rates?
Those
are
two
on
tools
that
we
could
definitely
look
at
using.
A
Thinking
here
so
I
think
that
I'll
just
kind
of
frame,
my
the
ones
I'm
doing
with
before
I,
make
some
of
my
comments,
which
helps
with
you
for
a
couple
more
and
I'll
check
with
coming
from
and
her
like
20,000
foot
in
the
earth,
so
I'm
gonna
try
to
do
the
same,
which
is
for
myself
when
I
was
reading
the
staff
report.
The
thing
that
stuck
out
to
me
was
that
we
have
two
to
three
gateways.
A
So
really
percentage
for
55%
is
actually
increasing
last
year,
not
decreasing
towards
the
45%
sot
target
rate,
and
so
when
I
was
reviewing
of
a
three
question
from
staff,
everything
I'm
looking
at
is
trying
to
figure
out
how
we
can
do
a
motion
away
from
the
secure
chocolate
and
to
me.
Vehicles
driving
better,
actually
encompasses
shuttles
as
well.
And
how
are
we
creating
a
bike.
A
You
know
I
heard
some
of
the
related
to
the
ranks
are
grant
the
alignment
I
think
kind
of
given
where
we
are
right
now.
It
makes
sense
to
study
so
I
was
comfortable
and
that
won
the
straw
poll
came
forward.
I
think
in
terms
of
questions
number
one
and
two
for
myself,
like
I,
think
it
was
a
little
bit
of
chicken
and
egg
has
several
iterative
process.
We
need
feedback
first
before
we
can
look
into
some
of
the
questions,
but
for
me,
I
feel
like
to
be
able
to
provide
the
direction.
A
That's
all
seek
those
mentioned.
Having
robust
public
outreach
engaging
with
our
community
groups,
taking
into
account
our
environment
per
system,
looking
at
the
programmatic
elements
and
changes
that
could
be
made
first
for
multi-million
dollar
infrastructure
projects,
things
that
what
I
feel
like
I'd
like
to
personally.
First.
A
My
preference
would
be
I,
can
pedestrian
as
well
I
think
that
one
of
the
things
I'm
looking
for
we
talked
about
it.
I
think
philosophy
goes
before
a
better
situation
and
better
network,
particularly
if
it's
600
feet
over
the
creek,
which
will
have
less
environmental
impacts.
That
I
would
have
food
to
that.
Perhaps
it
wouldn't
be
as
much
of
a
physical
impact
on
them.
I
think
another
consideration
is
I
know
that
we're
gonna
hear
back
in
a
couple
months
how
the
climate
will
be
related
to
the
Cova
nineteen
panoramic
and
I.
A
Think
many
companies
and
organizations
are
thinking
about
what
their
workforce
future
is
looking
like
and
before
we
put
forward
a
very,
very
costly
infrastructure
projects,
I
would
have
to
share
a
little
bit
more
about
community
use.
Are
they
going
to
telework
so
kind
of
where
I
am
fair
enough?
Thank
you.
If
you
can't
remember
hitch.
A
A
B
A
A
bridge
over
over
Stevens,
Creek
and
so
I,
don't
think
we'll
answer
all
the
questions.
With
the
current
study
like
we
said
that
there
isn't
a
detailed
congestion
pricing
study
here,
but
I
think
what
we
can
bring
them
back
to.
You
is
the
transportation
impact
for
the
infrastructure
decisions
from
tonight.
Some
information.
B
What
we
have
tonight
is
some
decisions
about
the
infrastructure
we're
going
to
study,
and
so
we
will
do
that
there
will
be
the
register
of
realignment,
but
no
Transit
bridge.
We
won't
be
able
to
bring
back
some
information
about
TDM
and
then
probably
some
recommendations
for
further
detailed
study
of
items
such
as
congestion,
pricing
and
so
on.
That
isn't
all
in
the
current
study.
A
A
A
Like
leaving
at
7:01
p.m.
this
meeting
will
be
conducted
in
accordance
with
state
of
California
executive
order
and
29-28
admire
17
20
20.
All
members
in
the
City
Council
are
participating
in
this
meeting
by
videoconference
with
no
physical
meeting
location
members
of
the
public
wishing
to
observe
their
meeting
live
a
peaceful
need
about
register,
calm
on
youtube
that
mountain

YouTube
and
on
comcast
channel
26.
A
As
noted
on
remaining
agenda,
members
of
the
public
may
provide
all
public
comments
during
the
public
comment
period
for
an
item
by
signing
up
at
mountain

fresh
DC

speakers.
Any
emails
and
voicemail
messages
received
by
5:00
p.m.
today
reported
to
the
City
Council.
You
know
it's
received
after
5
p.m.
and
prior
to
the
close
of
the
public
comment
period
for
the
item.
A
A
I
would
like
to
read
the
proclamation
in
honor
where,
as
Michael
a
began,
his
engineering
career
as
a
junior
assistant
engineer
with
the
West

in
1988,

1992
and
was
hired
as
now
associate
civil

in
1994
by
the

and
where's
Mike
was
promoted
to
senior
civil

2007.
The

There
was
a

A
View
Mike
participated
in
a
wide
variety
of

including
a
varying
plans
for
private

projects,
developing
the
city's

and
present
poems
and

B
Thank
you,
I'll,
be
I'll,
be
brief,
of
course,
many
many
people
worked
on
those
many

I've
been
blessed
with
the
co-workers.
The
leadership
of
this
city
I,
was
hired
25
years
ago
because
of
something
uniquely
Mountainview.
Other
cities
were
laying
off
and
Mountain
Dew
is
hiring,
and
one
of
the
things
I
very
much
appreciate
about
the
city
is,
is.
A
B
A
A
A
A
Thank
him
even
then
write
my
short
time
here
for
working
with
him
and
just
the
work
that
he's
been
able
to
do
and
on
our
public
works
director
and
all
the
other
Public
Works
staff,
and
just
thank
you
so
much
for
everything
you've
done
over
all
these
years
and,
like
I,
said
on
behalf
of
everyone.
We
wish
you
the
best
I
know
that
you'll
have
many
adventures
ahead
of
you
and
I
hope
you're
not
going
to
go
too
far
from
us.
A
A
A
Thank
you
so
much
for
everything
that
you've
done
to
make
Mountain
View
a
special
City
for
Audubon
and
other
environmental
organizations
to
work
with
and
for
all
you've
done
is
North,
Bay,
Shore
and
shoreline
to
protect
the
birds
and
their
habitat.
It's
been
such
a
pleasure
to
work
with
you,
there's
no
parallel
and
no
equal
in
the
area.
I
can
honestly
say
that
I've
been
working
in
this
area
for
ten
years.
A
A
It
was
designated
as
National
Nurses
Week
to
coincide
with
florence
Nightingale's
birthday
on
natural
1820
and
whereas
registered
nurses
of
the
City
of
Mountain
View,
provide
exceptional
care
to
the
city's
residents
and
are
known
for
serving
patients
with
compassion,
expertise
and
caring,
and
whereas
registered
nurses
provide
leadership
and
support
to
clinical
services
and
providing
education,
care
management,
risk
management
and
quality
improvement
to
ensure
care
delivery.
It
makes
nationally
recognized
standards
of
care,
and
where
is
the
demand
for
nursing
services
greater
than
ever
due
to
the
aging
American
population?
A
Now,
therefore,
I
Margaret
I'd,
like
so
down
there.
This
was
not
me,
along
with
my
colleagues
on
the
city
council,
do
hereby
proclaim
May
6
through
natural
2020,
as
National
Nurses
Week
going
through.
This
allstate
has
made
for
me
20
gorgeous
that
you
offer
away
and
gratitude
on
behalf
of
potentially
many
nurses
out
there
on
the
front
and
chapman
stringless
on
pandemic
and
really
appreciate
and
the
care
that
is
provided
to
our
patients
in
the
community.
So
in
the
final
Proclamation
jk3
right
that
clerks
did
not
tell
me.
A
While
therefore
I'm
aeronautical
America
statement,
we
will
always
my
colleagues
on
the
City
Council
do
recognize
four
weeks
of
nature
during
May,
9th
2020
of
municipal
clerks
week
and
further
extend
our
appreciation
to
our
city
clerk
leasing,
a
douche
or
city
clerk's
office
staff.
If
you
need
to
be
quick
round
along
secretary,
margarita
Herrera
and
all
municipal
courts
for
the
vital
services
they
perform
and
their
temporary
dedication
to
the
community
or
a
risk
event
on
dinosaur
birthdays,
May
2020
I
cannot
think
our
city
quicksand,
our
city,
clerk's
office
enough.
A
A
A
Okay,
so
we
are
in
week
10
of
the
shelter
in
place,
I
think
I
started
every
presentation
like
this
and,
unlike
other
meetings,
I,
have
a
much
shorter
update.
This
means
that
I
think
I
have
some
good
things
to
report.
Some
information
that's
happening
this
week
and
then
also
some
of
the
regular
updates
that
I
provide
so
I
wanted
to
start
as
usual,
with
be
together
and
be
update
through
our
donation
fund
and
so
right
now
the
fund
is
at
a
hundred
and
sixteen
thousand
four
hundred
dollars.
A
Forty-One
more
from
last
week,
so
again,
I
just
wanted
to
thank
the
members
of
the
community
who
have
donated
for
this
fund.
They
continue
to
see
increases
every
week
and
I
think
it
just
really
speaks
to
the
generosity
of
the
residents
in
our
community
and
how
much
people
really
care
about
about
their
neighbors
and
another
update
that
I
wanted
to
provide
there's
a
weekly.
It
is
on
our
leaf
program
update,
so
either
viii,
we've
had
around
1800
applications
submitted,
and
currently
we
have
306
households
and
there's
a
hundred
and
thirty-nine
households
that
are
awaiting
payment.
A
Now
we
have
around
1400
applications
pending
and
our
city
funding
that
we
have
provided
for
this
program
has
been
six
hundred
and
forty-one
thousand
dollars
and
you'll
see
the
percentage
breakdown
of
the
area
needing
and
income.
It
hasn't
really
changed
that
much
week
over
week,
we
can
say
most
of
the
check
going
towards
those
people
who
are
in
the
0
to
30
that
range
over
50%
in
July
and
I
also
wanted
to
provide
an
update
on
a
redeployment
of
city
staff.
A
I
believe
that
I
briefly
mentioned
this
in
Prior
updates
and
last
week
we
had
eight
city
staff
who
are
redeployed
to
community-based
organizations
or
for
working
on
our
relief
effort,
and
that
was
about
62
hours
worth
of
assistance.
That
includes
working
with
food
delivery,
assistance
to
seniors
about
their
personal
residences,
also,
food
distribution,
assistance
with
PSA
on
site
and
we've
also
had
four
staff
on-site
at
GSA
to
provide
translation
services
in
Spanish,
Russian
and
Chinese,
and
we
expect
to
continue
this
redeployed
with
employment
during
the
shelter
in
place.
Order.
A
You
have
entered
the
meeting
as
a
panelist
attendees
can
now
hear
you
speak.
This
meeting
is
being
recorded.
You
have
to
wear
them.
It
essentially
makes
the
face
mask
required,
and
I
also
wanted
to
mention
that
our
face
Department
is
hosting
a
drive
through
mass
distribution.
Tomorrow,
Wednesday
May
13th
from
10:00
a.m.
to
3:00
p.m.
at
the
shoreline
amphitheater
lot
eight
and
the
police
department
will
be
giving
away
up
to
four
free
masks
per
vehicle.
So
if
you
need
masks,
I
encourage
you
to
come
visit
during
those
time
during
that
time
period
from
10:00
a.m.
A
again
3
p.m.
tomorrow
and
I
just
wanted
to
provide
some
other
updates
about
questions
that
we
have
been
asked
a
lot
recently
and
the
first
one
that
I
wanted
to
provide.
An
update
on
is
about
car
parades
and
the
recent
direction
from
the
county.
Shelter
in
place
regarding
the
prohibition
of
these
are
parades
or
birthday.
A
But
that
being
said,
our
Mountain
View
Police
Department
have
not
observed
any
parades
and
we
have
not
received
any
calls
for
service
for
parades
and
if
we
would
receive
a
call,
we
would
only
respond
based
on
available
resources.
So
this
is
not
a
high,
we
call
for
service
and
it
would
be
handled
as
those
resources
are
allowed.
A
We
did
receive
clarification
that
government
entities
that
provide
that
drive
by
birthday
celebrations
as
part
of
our
ability
to
provide
essential
services
and
so
as
such
to
please
cards
and
make
visits
for
community
requests,
but
I
also
wanted
to
provide
an
update
on
on
data.
Regarding
calls
for
service
over
the
Public
Health
order,
so
currently
we
have
handled
over
300
public
health
order,
calls
for
service,
and
only
nine
citations
for
four
separate
incidents
have
been
issued.
A
As
of
just
this
past
Thursday
May
7
and
the
majority
of
those
have
been
issued
to
suspects
for
crimes
that
were
unrelated
to
the
whole
order
in
the
community.
So
we
are
again
on
the
education
component
of
the
order
and
I
also
wanted
to
mention.
The
staff
is
working
on
a
plan
for
closing
Castro
Street,
potentially
over
the
summer,
depending
on
when
the
shelter-in-place
order
is
modified.
I
know.
A
Looking
at
and
analyzing
departments
are
working
on
over
the
past
month,
or
so
so
we
will
have
more
information
on
what
this
might
look
like.
The
order
is
modified
and
obviously
we
will
make
sure
that
we
are
keeping
safety
and
health
of
the
community
top
of
mind,
while
also
making
sure
that
we
can
promote
restaurants.
That
may
be
open
at
that
time
once
the
shelter
in
place
order
is
modified.
A
So
again,
this
is
this
is
something
that
is
in
the
works
right
now
and
the
county
is
really
keen
more
information
to
come
about
this
and
then
that's
a
couple
weeks.
Then.
The
last
thing
that
I
wanted
to
mention
is
that
the
Public
Health
Department
gives
updates
to
the
public
every
single
Monday,
Wednesday
and
Friday
and
I
am
on
their
Facebook
page,
and
this
is
available
for
the
public
to
watch
so
oftentimes.
A
We
don't
know
all
of
the
detailed
information
but
happening
unless
we
read
it
in
the
news
or
we
hear
about
it
through
social
media.
But
you
can
watch
these
briefings
three
times
a
week
where
they
will
provide
the
latest
information
on
programs
and
what's
happening
in
the
community,
what's
happening
countywide
so
I
wanted
to
make
sure
that
it
will
do
that
as
well.
A
Then.
Another
data
point
that
the
county
has
issued
lately
is
that
since
March
17th,
when
the
stay
at
home
order,
type
of
fact,
there
have
been
research.
There's
been
research
released
by
big
city's
health
coalition
estimates
that,
through
our
shelter-in-place
efforts,
Santa
Clara
County
residents
have
saved
more
than
7400
lives
in
our
area
alone.
Just
by
sheltering
in
place
so
by
staying,
we've
made
a
collective
sacrifice,
but
is
prevented
infection
hospitalization
and
a
large
number
of
deaths.
A
So
I
wanted
to
thank
everyone
for
continuing
to
follow
the
rules
and
the
shelter
in
place
order
and
just
making
sure
that
we're
keeping
our
community
healthy
and
faith
and,
as
per
usual
I,
wanted
to
remind
everyone
that
the
census
is
still
underway.
Both
reporting
has
been
extended
to
October
31st,
so
I
would
ask
everyone
to
make
sure
that
they're
completing
their
senses
and
also
that
they
can
sign
up
for
our
now
twice
a
week.
Community
briefing
by
texting,
M
V
Ovid
to
2
to
8
to
8
and
I
am
open
for
any
question.
A
A
A
So
before
we
proceed,
I
have
a
note
here:
an
item
4.2
the
zoning
text,
amendment
regarding
a
special
accessory
dwelling
units,
family
daycare,
centers
and
planned
community
permits.
The
second
reading,
based
on
information
we
received
on
Friday
after
the
agenda
was
published.
Community
development
staff
will
require
additional
time
to
refine
the
AVD
regulation.
An
appropriate
motion
for
item
for
point.
A
A
A
We
read
in
title
and
overlaid
upon
the
council
report
and
important
thankful
about
the
resolution
certifying
the
result
and
the
canvas
returns
for
the
session
in
this
direction
held
on
March
3rd
2024
ballot
measure
D
amendment
the
community
stabilization
there
might
actually
be
red
card
only
for
the
invade
for
my
private
doctor
resolution
rescinding
resolution
number
one.
Eight,
seven,
six
upholding
the
irrilium.
A
Thank
you
motion
trace
for
them
three
with
no
abstentions.
Thank
you
very
much.
When
they
went
to
item
five,
all
communication
was
personally
the
meeting
is
we
were
four
persons
wishing
to
address
the
council
on
any
matter
not
on
the
agenda
if
you
serve
as
a
staple
in
a
project
up
to
three
minutes
drain
with
fiction,
state
law
prohibits
pajama,
connecting
or
manage
on
the
island
as
any
member
of
the
public,
and
the
limelight
should
provide
comment
on
a
non-agenda
item
with
so
here
in
this
handy
box
box.
A
You
should
be
on
hey.
Thank
you
very
much
I'm
here
to
promote
a
program
called
bike
match
Silicon
Valley
like
match.
Fd
is
the
program
that
matches
people
who
cannot
afford
a
bicycle
to
those
who
really
need
a
bicycle,
and
the
program
is
such
that
individuals
and
you
cannot
afford
a
bicycle,
then
fill
out
a
simple
form
and.
A
Apply
to
get
a
free
bicycle,
the
priority
is
for
essential
chips
at
all,
transportation
needs
will
be
constructed,
calm
considers
and
then
they're
also
been
promoting.
If
you
have
a
bike
in
your
garage
or
somewhere
else
that
you're
not
using
you
can
donate
move
the
bicycle
extend
and
we'll
match
you
with
the
recipient
and
if
it
needs
a
bit
of
work,
bicycle
exchange
will
refurbish
the
bike
and
give
it
new
rice
and
give
it
to
the
person
who
really
needs
the
bicycle.
A
A
If
you
need
a
bike
and
you
can't
afford
one
or
you
have
a
bike
you're
not
using
or
would
like
to
donate
or
you
like
to
donate,
we
could
do
a
Google
search
for
Silicon,
Valley,
bicycle
exchange
and
there's
a
forum
for
all
purposes
that
it's
available
in
English
in
Spanish
and
we're
working
on
getting
a
version
and
kikis
and
Mandarin
shortly
or
you
can
call
six
five.
Oh
four
one,
seven
three!
Oh
nine!
One
and
neither
message
I'm
doing
this
was
part
of
a
volunteer
for
the
Silicon
Valley
back
to
do
exchange.
A
A
A
Thank
you
and
good
evening,
honorable
mayor
and
city
council
today
was
the
annual
renewal
of
the
downtown
parking
maintenance
and
operation
assessment
district
for
fiscal
year
2021.
This
is
the
first
of
two
public
hearings
to
renew
the
parking
district.
As
a
reminder,
the
parking
district
is
on
the
map
before
you
in
the
last
line
and
it
supports
the
overall
maintenance
and
operations
of
the
downtown
public
parking
system.
The
district's
revenues
come
from
property
on
their
assessments,
interest,
earnings,
property
taxes
and
parking
permit
revenue,
but
parking
permit.
A
Revenues
are
used
for
ongoing
maintenance
and
operations
and
then
some
location
of
downtown
parking
permit
program.
The
purpose
of
tonight
caring
asset,
a
comment
on
the
proposed
on
your
assessment
of
one
hundred
and
fifty
eight
thousand
six
hundred
and
six
dollars.
Entry
preliminary
approves
the
engineer's
reports.
When
a
proposed
changes
to
the
report
will
be
revised
for
the
June
23rd
2020
public
hearings,
which
year
the
assessment
formula,
is
uniform
in
the
district
and
the.
A
A
Nightmare
Khmer
yeah
because
I,
thank
you.
A
motion
carries
7-0

Thank

very
much.
Thank
you.
Miss
we'll
go
on
to
item
six
point
to
the
tenant
relocation
assistance,
ordinance
modifications
only
on
ourself
presentation

Assistant,

ancient
welcome
mr.
Shen
very
good
evening.
How
are
you
all?
Let
me
just
take
a
moment
to
share
my
screen.

A
A
A
Karen
geometrical
Parliament
help
provide
the
analysis
of
SB
313
and
also
to
help
us
understand
the
complexities
of
the
bill
and
how
it
would
interact
with
the
general
education
assistance,
ordinance
and
she'll,
be
here
online
as
well.
Should
there
be
any
questions?
Just
a
brief
background.
The
trail
modification
item
surfaced
back
in
October,
2019
and
Council
held
a
study
session
on
the
displacement
response
strategy,
and
during
that
time
there
was
input
to
staff
to
bring
a
trailer
modifications
ahead
of
other
potential
strategies.
A
A
Relocation
benefit
is
three
months
that
the
median
monthly
rents
and
there
is
a
provision
of
$3,000
on
top
of
littering
length
for
special
circumstance
situations,
and
there
is
a
subscription
to
event
agency
as
part
of
the
trail
program.
It
applies
to
rental
units
that
are
under
the
community.
Stabilization
fare
intact
and
for
units
that
are
not
member.
The
CSF
are
a
that
apply
to
partner
buildings
of
three
or
more
units.
A
So
this
slide
shows
the
five
specific
modifications
that
the
council
directed
staff
to
incorporate
back
in
February,
and
the
first
meant
is
to
expand
the
eligibility
threshold
or
the
income
limits.
The
second
is
to
have
an
additional
$5,000
on
top
of
the
$3,000
I'm
already
in
the
trail,
to
have
enhanced,
with
assistance
by
auto
town,
to
modify
a
payment
schedule
to
the
trail,
relocation
amount
and
then
also
there's
the
component
for
landlords
to
waive
certain
obligations
for
tenants
to
provide
more
flexibility.
I've
talked
a
little
bit
about
that
in
the
later
slide.
A
This
item
went
to
the
EPC
last
month.
Epc
did
unanimously
support
modifications.
There
were
some
clarifying
detergents
and
roll
I'll
go
over
that
in
just
a
moment,
and
the
EPC
also
did
talk
about
the
possibility
of
staying
tuned,
better
understanding,
SB
330,
given
its
newness
and
its
complexities
and
potentially
incorporating
some
of
those
SB
330
provisions
into
the
trio
upper
to
sort
of
monitor
that
as
I
mentioned,
SB
330
is
a
new
law.
There
are
a
lot
of
provisions
to
it.
There's
a
retention
requirement
component
and
for
purposes
of
the
trio.
A
There
is
a
a
relocation
benefit
program
with
an
SP
330.
A
lot
of
analysis
was
just
trying
to
understand
whether
the
trio
and
what,
if
SB
threes,
already
applied,
and
that
happens
when
those
apply.
So
this
slide
is
a
summary
comparing
the
coverages
for
SB
330
and
portrayal
and
I'll
just
kind
of
flag,
some
of
the
key
things
for
the
SP,
330
and
Trey
of
the
ami
levels.
The
trainer
does
have
that
Arjun
20%
ami
level
and
especially,
is
a
little
bit
more
complex.
What
it
does
is.
A
Occupied
by
too
low
and
very
low
income
tenants,
and
so,
for
example,
if
there
is
a
displacement
situation
where
a
higher
income
household
occupier
image
stabilized
unit,
they
do
qualify
for
the
benefits,
so
that's
sort
of
the
difference
with
SB
330
and
then
in
situations
where
there
are
unoccupied
units
and
there's
never
to
prove
who
live
there.
Then
this
presumption
that
there
were
low
income
residents.
So
that's
that's
another
layer,
a
major
difference
between
SB
3
surgeon
trail
is
a
mountain
to
relocation.
So
the
trail
has
a
three-months
accountable,
rent,
a
benchmark.
A
Sb
330
has
a
methodology
where
you
compare
the
current
and
then
you
calculate
the
difference
between
the
comfortable
res
and
it's
42
times
that
difference.
So
that's
a
different
methodology
and
based
on
the
map,
it's
quite
a
bit
higher
than
the
trail,
and
then
you
can
see
some
of
the
other
differences
between
SB
3
surname
trail.
A
The
one
just
try
to
visualize
this
a
little
bit
to
show
the
coverage.
These
are
all
some
conceptual
categories
of
coverage
and
it
is
another
challenging
to
try
to
line
them
up
exactly
numerically
right.
Atrium
sb
330
I
cover
fully
covered
with
a
beret
units,
okay
and
then
on
the
trailer
side
on
the
Left
bar.
It
also
covers
units
not
under
the
CSRA.
If
there's
three
or
more
units
in
that
building,
we
move
over
to
the
SB
330.
You
can
see
the
three
other
categories
that
SB
330
covers.
A
It
also
covers
the
deed,
restrictive,
affordable
housing
units,
the
cover
again
units
occupied
by
low
income
and
their
income
folks,
and
also
rents
in
unit
that
were
taken
away
from
the
market
which
may
have
caused
this
placement,
and
so
they
don't
quite
go
to
wrap
and
map
onto
the
trail.
But
these
these
give
you
the
kind
of
conceptual
categories
where
relocation
benefits
would
apply.
A
So
the
first
item
is
to
add
five
thousand
to
the
increment
threshold
to
qualify
more
households
for
relocation
benefits,
and
so
you
can
see
the
income
limits
for
the
hundred
and
twenty
percent
category.
And
then
you
can
see
the
bottom
line
where
you
add
five
thousand.
That
shows
you
where
the
increments
have
increased
and
that's
where
the
threshold
is
so
that
has
been
incorporated.
A
The
second
of
them
is
the
$5,000
for
the
special
circumstance
household
and
the
various
different
social
circumstances
that
may
required
additional
assistance
to
help
with
the
location.
That's
what
this
is
about.
I,
do
you
want
to
just
flag
the
report?
The
modification
was
changing
the
3,000
to
5,000
the
$2,000
difference
that
the
revised
modification
is
actually
five
thousand
dollars
on
top
of
the
current
three
thousand
four
twelve,
eight
thousand.
So
that's
the
revised
modification
that
would
be
incorporated
into
the
set
of
modifications
enhance
rental
services.
A
That's
been
incorporated,
I
went
through
details,
and
this
item
is
when
the
tenant
receive
a
second
payment.
There's
the
ability
to
get
on
the
second
payment,
sir
assist
with
every
location,
sometimes
been
incorporated,
and
then
this
item
was
for
the
ability
for
landlords
to
waive
their
rights
to
receive
a
30.
They
move
out
notice
an
appendix,
and
this
was
not
incorporated
because
it's
actually
state
law
to
require
this,
and
so
the
modification
made
in
the
trail
guidelines
is
to
say.
This
is
something
you
can
do.
Plan
words
on
the
voluntary
basis.
A
It
would
need
to
be
voluntary,
and
a
couple
of
additional
modification
is
to
actually
incorporate
the
recording
of
on
the
property
that
there
are
trail
requirements
on
a
particular
property
that
way
if
the
property
has
ever
transacted
and
the
future
owner
knows
that
there
are
these
requirements.
It's
one
other
way
for
the
future
property
owner
to
be
aware
of
it,
and
then
we
added
a
general
language
just
because
we're
still
learning
SP
330
and
there
may
be
things
that
emerge
that
will
be
applied
later
on.
A
But
the
general
language
allows
us
to
be
able
apply
the
structure
of
the
trail
or
SB
330
or
other
state
requirements
as
appropriate
and
destructive,
or
to
would
prevail.
So
this
is
the
recommendation
to
introduce
an
ordinance
amending
the
tenant
relocation
assistance
ordinance
with
preceding
modifications
that
completes
staffs
presentation
thanks
so
much
Thank,
You
Shen
any
time
with
questions
I.
A
A
A
Do
my
best
to
try
to
articulate
it
and
again
Karen
if
you're
able
to
to
jump
in
but
the
trail
provisions.
It
really
helps
to
the
notion
of
and
the
displacement
event
and
a
displacement
that
you
know
if
the
tenant
is
behind
the
rent
and
be
behind
an
event
is
a
provision
where
there
could
be
a
just
cause
of
action.
B
A
A
A
Again,
I
try
to
take
a
first
cut
and
then
again
ask
character
to
jump
in,
but
the
words
out
terms
of
mitigation
don't
appear
and
that's
B
3:30,
and
so,
as
we
were,
trying
to
analyze
and
understand.
Sp,
3:30
and
trejo
I
think
there's
the
concept
that
paternal
mitigation
under
a
trio
could
be
allowed.
But
there
need
to
be
a
way
to
demonstrate
that
alternate
medication
is
comfortable
or
exceeds
what
is
also
an
SB
3:30.
A
And
that's
where
the
general
language
that
we
thought
was
helpful
to
make
as
part
of
the
modification
is
to
say
the
structure
of
the
and
then
in
some
ways.
It's
a
case-by-case
basis
to
see
the
particulars
of
any
particular
case
to
apply
the
filter
of
the
trail
analysis
and
in
the
filter
of
SB
330,
and
proceed
with
analysis
that
way
without
further
guidance
of
SB
3,
certain
types
of
medications.
A
And
thank
you
is
that
comfortable
with
it's
not
really
addressing
that
ambiguity
in
in
betrayal
or
would
it
be
helpful
to
say
something
like
we're?
Sb
330
applies,
you
know,
maybe
maybe
we
don't
have
an
alternative
mitigation
options,
but
we're
trail
applies.
Then
you
could
provide
an
alternative
mitigation.
A
A
A
Thank
you
so
first,
thank
you
to
that
for
bringing
this
back
relatively
quickly
and
I
also
want
to
thank
everyone
at
the
council
for
supporting
expediting
review
of
the
trail
back
in
February
when
we
were
modifying
our
our
work
plan.
I
think
this
was
an
important
item.
During
that
there
are,
you
know,
there's
still
a
handful
of
displacement
projects,
even
despite
SB
330
and
the
pipeline,
that
this
will
apply
through
further
down
the
road
I,
so
I
support
the
staff
recommendations.
A
You
know
a
full
replication
of
the
document.
You
know
Spanish,
Chinese
and
Russian.
Maybe
there's
another
way
of
doing
this,
but
I
have
heard
enough
times
that
there
are
some
challenges
associated
with
folks
who,
who
don't
speak,
English
and
consequently,
maybe
have
a
sort
of
delayed
understanding
or
delayed
access
to
some
of
the
benefits
here.
A
So
I,
don't
know,
I
didn't
come
prepared
with
language
for
this,
but
if
this
is
something
that
could
be
incorporated
into
the
motion,
noted
staff
was
comfortable
with
this
I
think
it
would
be
helpful
just
to
make
sure
that
folks,
as
soon
as
they
receive
notice,
it's
provided
in
the
Curt
language
and
then
the
other
modification
would
be
so
I
special
circumstances.
Households
I
think
are
pretty
well
covered
at
this
point.
But
if
you
aren't
in
that
category,
so
let's
say
you're
60
or
you
know
you
just
don't
you
don't
need
any
of
the
parameters.
A
You
know,
I,
don't
know
if
it's
250
or
500
dollars
or
something
in
that
range
or
if
we
want
to
make
it,
you
know
if
we'd,
rather
not
arbitrarily
select
a
figure.
Maybe
it
just
has
the
developer,
no
reimburse
any
any
cost,
and
you
know
the
tenant
who's
being
displaced.
We
would
simply
just
provide
evidence
of
moving
expenses.
A
A
A
A
A
Like
this,
anybody
else
chimed
in
on
that
one
for
consideration,
see
if
I
could
just
add.
There
is
a
moving
expense
schedule
that
we
understand
this
published
by
it
that
Caltrans
and
oftentimes.
That
is
a
schedule
that
could
be
more
objective.
What
we
refer
to
as
the
picker
for
moving
expenses.
So
we
could
look
into
that.
A
This
is
our
tea
I
think
we'd
like
a
clarification
of
the
languages,
because
it
appears
that
as
needed
would
imply
upon
request,
but
I
think
the
intention
is
to
start
out
with
translating
to
certain
languages
and
as
needed
a
specific
enough.
We
could
take
the
trees
and
the
Ramirez
mentioned
since
they
are
the
most
commonly
spoken
and
that
would
get
better
direction.
A
We
could
add
upon
request,
they
could
be
additional,
but
I
think
the
intent
of
this
change
was
to
have
all
the
languages
could
be
done
at
the
same
time
and
not
to
wait
for
a
request.
So
we
would
need
to
know
what
as-needed
meant
translate
that
we
can
also
add
upon
request.
We
can
translate
to
a
language
that
is
maybe
not
commonly
spoken,
but
the
priority
on
which
ones
we
start
out
with
our
me
start
with
English.
B
A
A
Section
in
the
in
the
document
yeah.
Thank
you
very
much,
City
Attorney,
so
a
couple
files
are
certainly
order
to
some
players,
the
other
option,
and
that
could
provide
greater
flexibility
in
case
there
are
other
modifications
that
may
wish
to
be
made
by
council
is
to
put
them
in
the
administrative
guidelines.
So
we
could
put
moving
expenses
with
a
reference,
for
example,
to
the
culture
and
moving
schedule
and
the
guidelines
it
also
puts
in
language
in
the
guidelines
regarding
essentially
I,
think
the
intent
is
the
language
access
plan
that
provision
we
can.
A
We
can
specify
in
there
certain
sort
of
baseline
languages,
but
I,
think
health
milliner's
is
also
suggesting
that
we
also
take
stock
of
the
individual
circumstances
and
see
if
there
are
particular
needs
for
particular
development
and
then
be
responsive
to
that.
So
the
guidelines
could
be
one
way
to
have
the
flexibility
to
make
the
modifications
and
athena's
needed
and
indented
sort
of
respond
to
that
that
concept
and
then
it's
the
age.
A
B
A
B
A
A
A
A
A
Sorry
I
just
wanted
to
clarify
with
the
city
attorney
that
we
are
looking
at
the
language
provisions.
Could
we
refer
it
to
the
language
access
plan
that
Wayne
is
going
to
talk
about
in
the
administrative
guidelines.
Let
me
play
in
English
and
subject
to
the
language
access
plan
required
that
way.
We
know
exactly
what
languages
we
have
to
provide
it
it.
Yes,
that
is
that's
actually
better.
Yes,.
A
A
A
I
would
prefer
not
to
have
this
come
back
to
it
again.
I
would
prefer
to
say,
like
we're,
giving
you
a
lot
of
giving
you
a
significant
chunk
of
change
that
you
can
do
for
what
it
used
for
whatever
purpose,
and
that
includes
moving
and
all
these
other
things
and
so
to
have
to
go
out
and
do
an
analysis
and
have
a
separate
moving
component.
A
A
A
It's
really
important,
then
we
worked
really
hard
at
least
works
really
quickly.
That
case
I
have
to
another
component
of
the
trailer.
Just
if
I
made
some
some
information
that
did
find.
That
appears
to
be
a
guide
alliance
of
Caltrans
cost
schedule.
This
is
from
a
few
years
ago,
so
we
can
look
for
the
20,
twice
schedule
or
2019
schedule,
but
just
as
a
reference
I
found
a
2014
schedule
and
they
have
two
provisions.
A
It
could
be
the
actual
costs
or
there's
a
fixed
moving
schedule
that
is
provided
and,
for
example,
one
room
at
the
2014
rate
is
450.
A
dorm
style
125
for
rooms
was
1295
and
seven
winds
of
25
officials
with
example.
So
it
kind
of
gives
you
a
sense
of
schedule,
but
that's
used-
and
it's
probably
been
adjusted
for
currently
just
to
provide
that
information
to
make
a
motion
that
the
rest
of
the
state
moving
expenses
off
at
this
moment,
and
now
that
will
emotion
afterwards.
A
A
Thank
you
not
not
to
belabor
the
point
that
so
the
provisions
have
been
looking
at
the
staff
report
page
for
the
SB
330
relocation
provisions
do
include
actual
and
reasonable
moving
expenses
and
I.
Don't
know
if
there's
eight
guidance
for
exactly
how
that's
that's
done,
but
so
in
2330
experience
those
those
moving
expenses
would
be
required
and
I
assume
there's
some
standard
that
we
would
have
to
incorporate
for
that
case.
A
A
Council
may
want
to
include
that
is
part
of
the
displacement
strategy,
and
when
we
come
back
we
can
we
can
bring
that
back
together
in
one
package.
Look
at
the
moving
expenses
as
well,
okay,
and
just
for
my
benefit
member
of
McAllister.
So
the
motion
is
the
staff
recommendation,
plus
the
language
access
plan
increase,
make
the
age
or
I
guess
children
and
families
for
special
circumstances
to
$9.99
under
that
right:
okay,
Thank,
You,
mayor
great,
thank
you
and
kind
of
glad
follow
this
tour
without
being
able
to
share
that
I'll.
A
A
A
would
say,
oh
and
include
these,
so
so
I
also
am
grateful
to
my
colleagues
for
showing
the
restraint
as
well,
because
they
think
the
idea
is
that
you
know
we
really
wanted
to
make
a
couple
tweaks
and
then
council
member
clark
said
you
know,
get
not
to
come
back,
and
so
I
kind
of
happy
with
the
place
that
we've
landed
and
really
appreciate
our
key
problems
that
we
can.
We
can
work
out
moving
expenses
at
a
later
time.
We
have
more
solutions,
given
our
expand,
the
trail.
A
Since
this
legislations,
our
interest
limitation
january
around
the
world
is
a
very
different
place
for
american
january
right
and
it
continues
to
be
I
think
the
more
time
that
we
allow
to
kind
of
see
how
they
are
vice
chair
and
SP,
3:30
work
in
conjunction
or
any
other,
and
that's
the
best
way
to
go.
I'll
have
to
say
I,
think
you're
going
to
staff
and
I
will
be
supporting
the
promotion.
A
A
A
Don't
have
a
report,
but
the
city
manager
earlier
that
the
County
Board
of
Supervisors
day
directed
their
council
to
return
with
an
extension
to
their
eviction
moratorium.
The
thing
subject
to
some
state
actions
and
what
the
city
manager
and
City
Attorney
had
suggested
is
for
us
to
provide
similar
direction.
So
once
the
county
takes
action
that
we
would
come
back
with
a
simple
extension
to
our
own,
the
fiction,
moratorium
and
just
sort
of
a
line
with
the
expiration
date
that
the
county
is
adopting.
A
So
I
wanted
to
see
if
there
was
support
for
returning
whatever
the
appropriate
I'm,
not
exactly
sure
what
the
timeframe,
but
the
county
is,
but
before
the
end
of
the
month
with
them,
but
just
a
simple
addiction,
moratorium
extension
all
questions,
they
didn't
actually
a
doctrine.
Today
they
directed
staff
to
come
back
word
that
would
name
personally
like
next
Tuesday
Dec
8,
yes,
I,
believe
it
20
we'll
bring
back.
B
A
A
The
question
was
with
me
right
to
come
back
for
a
special
meeting
after
the
county
has
most
likely
extended
moratorium
and
they're
looking
at
doing
that
on
May
26,
and
we
don't
have
a
council
meeting
scheduled
until
June
9th
after
it
next
week,
the
night
change.
So
would
you
be
willing
to
do
a
special
meaning
before,
after
the.
A
We
also
have
the
noticing
differences,
but
the
county
doesn't
specify,
for
instance,
I
think
we
require
that
a
tenant
has
to
provide
notice
to
their
landlord
as
their
inability
to
pay
rent
within
seven
days
and
then
documentation
within
fourteen
and
the
sound
I
think
on
those
parameters.
Yes,
that's
correct.
There
are
a
couple
local.
A
County
adopted
their
own
ordinances
have
city
specific,
but
the
main
one
is
of
course,
the
mobile
home
applicability,
but
there
are
as
just
11
Ramires
correction
states,
other
procedural
requirements
specific
to
nominee,
which
bush
laminates
have
been
following.
Antennas
have
been
following.
So,
yes,
there
are
some
local
provisions.
A
A
Getting
it
amazing
and
also
there's
a
little
more
flexibility
with
special
meetings
as
only
24
hours
notice,
so
that
that'll
make
it
a
little
bit
easier.
Thank
you
and
the
manager.
Yes,
thank
you,
I've
Homer.
Why
I'm
not
able
to
raise
my
hand,
Thank
You,
mayor
I,
did
want
to
clarify
that
this
would
be
like
the
emergency
meeting,
but
that
we
called
previously
at
March,
where
it
could
be
within
24
hours
and
in
looking
at
the
date
of
May
26.
A
But
if
that
is
a
Tuesday
and
I
am
imagining
that
there
might
be
some
indication
of
a
shelter-in-place
order
being
modified
around
that
time
period
as
well,
because
that's
right
before
the
end
of
the
month,
so
I
did
want
to
just
make
note
of
that.
But
we
only
have
that
point
for
our
time
period
and
you
can
hold
the
needy
in
any
day
of
the
week
like
we
did
on
that
Friday
and
March
about
that.
A
A
A
Made
my
verification,
if
it's
a
resolution
and
if
you're
not
looking
for
intercessor
and
I,
think
that's
basically
what
the
recommendation
of
strong
recommendation
from
accounting,
but
also
the
county
ownership.
If
you
are
a
business
that
wants
to
open
your
employees
and
customers
are
now
required
for
successful
and
what
additionally
looking
for
them.
A
Thank
you
and
I
said
you
don't
answer
that
or
staff
signature,
Thank,
You,
councilmember,
McAllister
I,
think
I
can
provide
some
context
on
this,
so
I
think
the
difference
between
a
resolution
and
an
ordinances.
The
resolution
obviously
would
just
reinforce
the
current
County
order,
that's
already
in
place,
but
also
provide
information
and
in
terms
of
the
education
like
ice
Marik's,
made
that
education
to
the
community
that
this
is
required.
When
you
go
in
a
business,
it
is
required.
A
A
A
A
Once
you
do
your
resolution,
you
are
saying
we're
going
to
be
educating
all
these
people.
So
what
does
that
mean
you
anime
making
fliers
or
the
website
Church?
Certainly
I
think
we
could
do
all
of
those
things.
We
would
definitely
be
able
to
post
it
on
our
social
media
channels.
We
would
be
able
to
make
sure
that
we
are
sending
emails
about
it
wired.
A
A
A
A
A
78%
DK
is
losing
18
million
dollars
and
they
expect
to
be
in
an
operating
deficit
of
thirty
four
million
dollars
for
the
year
fiscal
2020,
but
that
doesn't
stop
them
from
doing
a
necessity
to
high
property
or
easier
jtrail
without
having
a
dollar
amount.
So
that
was
one
interesting
thing
that
you're
moving
forward
with
and
another
that
we
voted
to
expressly
on
the
part
of.
A
Voted
no
on
it
because
237
had
a
report
on
express
lanes
that
are
three
lanes
and
what
it
did.
Yes,
if
you
were
an
expressway
with
big
money,
you
moved
along,
but
it
took
the
two
general
purpose
lanes
that
slowed
down
to
by
about
ten
mile
a
minute.
So
we
are
working
on
the
85
study,
but
when
you're
only.
A
Actually
can
I
just
stated
on
a
phone
call:
that's
Friday
with
the
work
I'm
very
strong
on
organizers
and
one
of
them,
Jennif
Jennifer,
levering
from
destination
home,
probably
never
mention
it.
But
they've
raised
another
round
of
funding.
It's
about
fourteen
million
dollars,
they're
about
to
finish
closing
out
the
first
round
of
11
million
dollars
that
went
to
about
4,500
pathogen.
If
we
just
find
out
that
about
140,
so
Mountain
View
did
get
some
assistance
on
the
first
round.
A
Second
round,
we
are
focusing
on
individuals
who
do
not
qualify
for
other
systems
like
the
stimulus
package
which
in
the
federal
government
until
they
are
asking
for
assistance
in
reaching
out
to
on
those
populations,
defense
information
of
which
you
are
multilingual,
outreach
pain
and
they
actually
our
it
made
distributed
information.
So
a
lot
of
the
grassroots
organizations
but
I'm
happy
that
you
know
that
to
all
of
you
as
well
as
I
can
get
the
word
out.
That
would
be
great
and
then
finding
actually
is
not
such
assistance.
My
understanding
it
could
pay
for
other
expenses.
A
Wheaton
and
veneers
tall
with
county
supervisors
teach
others
about
texting
tracing
as
a
manager
reported
out.
A
People
appointments
so
we
talked
about
the
committee
meeting
weekly,
but
you
talking
about
communication
and
getting
the
information
out
or
get
reinforcing,
emphasizing
the
importance
of
should
have
an
appointment,
make
sure
you
go
there.
We're
also
exploring
the
possibility,
with
test
site
in
North
County,
very
much
based
on
trick
right
now.
One
of
the
test
sites
are
so
maybe
if
we
could
spread
it
out
or
people
will
make
your
appointment
so
conversations
you're
having
but.
A
It's
not
especially
for
attorneys
no
special
reports
later
great
well.
Thank
you
very
much
so
then
we
stand
adjourned
at
8:58
p.m.
an
election.
A
council
meeting
will
be
held
on
Tuesday
May
19th
2020
at
6:40
p.m.
thank
you
very
much.
Everyone
have
a
great
evening
and
safety
education
health
week,
speaker.
