On January 29, the State of California adopted legislation (SB 91) that extends the Tenant, Homeowner, and Small Landlord Relief Act (AB 3088). SB 91’s Tenant Relief Act extends eviction protections for residential tenants experiencing COVID-19 financial hardship effective immediately. Tenants are protected by, and tenants and landlords must follow, the State’s eviction moratorium requirements.

Tenants are eligible for help under the Tenant Relief Act if they meet any of the following:
· Loss of income caused by the COVID-19 pandemic
· Increased out-of-pocket expenses directly related to performing essential work during the COVID-19 pandemic
· Increased expenses directly related to the health impact of the COVID-19 pandemic
· Childcare responsibilities or responsibilities to care for an elderly, disabled, or sick family member directly related to the COVID-19 pandemic that limit a tenant’s ability to earn income
· Increased costs for childcare or attending to an elderly, disabled, or sick family member directly related to the COVID-19 pandemic
· Other circumstances related to the COVID-19 pandemic that have reduced a tenant’s income or increased a tenant’s expenses


The City of Mountain View Rent Relief Program provides financial assistance to qualifying tenants impacted by COVID-19. Please contact the Community Services Agency to learn more by visiting csacares.org, emailing renthelp@csacares.org or calling 650-968-0836. SB 91 also provides financial assistance to tenants and small property owners impacted by COVID-19.

El 29 de enero, el Estado de California aprobó una legislación (SB 91) que amplía la Ley de Ayuda para Inquilinos, Propietarios y Pequeños Propietarios (AB 3088). La Ley de Ayuda para Inquilinos SB 91 extiende las protecciones de desalojo para los inquilinos que experimentan dificultades financieras debido al COVID-19 con efecto inmediato.
Los inquilinos están protegidos por esta ley, y tanto los inquilinos como los propietarios deben seguir, los requisitos de la moratoria de desalojo del Estado.

El 31 de agosto, el Estado de California promulgó la Ley de Ayuda a Inquilinos, Propietarios de Casas y Pequeños Arrendadores (AB 3088). La AB 3088 crea protecciones de desalojo para los inquilinos que experimentan dificultades financieras debido al COVID-19 en efecto inmediatamente. Esta nueva ley estatal reemplaza a la moratoria de desalojo residencial de la Ciudad de Mountain View, incluyendo la extensión de la moratoria de desalojo que acaba de ser aprobada por el Concejo el 25 de agosto de 2020. On August 31, the State of California enacted the Tenant, Homeowner, and Small Landlord Relief Act (AB 3088). AB 3088 creates eviction protections for tenants experiencing COVID-19 financial hardship effective immediately. This new State law supersedes the City of Mountain View's residential eviction moratorium, including the eviction moratorium extension just approved by Council on August 25, 2020. Tenants are protected by, and tenants and landlords must follow, the State’s requirements and not the City’s.

Tenants are eligible for help under the Tenant Relief Act if they meet any of the following:
· Loss of income caused by the COVID-19 pandemic
· Increased out-of-pocket expenses directly related to performing essential work during the COVID-19 pandemic

The City of Mountain View has enacted a temporary moratorium suspend residential evictions for nonpayment of rent for tenants who have a significant decrease in income because of the COVID-19 pandemic. The ordinance is extended through November 30th, with future extensions possible depending on action by Santa Clara County.

If you are unable to pay your rent due to the COVID-19 crisis, notify your landlord in writing immediately.

For example, significant loss of income related to the crisis can include, but is not limited to:
• Job loss or layoff
• Business, store or restaurant closure
• Reduction in hours worked
• Substantial decrease in business hours or demand
• Need to care for homebound children or sick family members
• Federal, State or local actions that prevents you from working, such as the shelter in place order
Or
• Have substantial out-of-pocket medical expenses due to the pandemic

Notify your landlord today. Please don’t wait.

In late December 2019, several cases of a novel coronavirus known as COVID-19 emerged in China and in January 2020, the World Health Organization ("WHO") declared COVID-l9 a Public Health Emergency of International Concern. As a result of the spread of the virus, on March 17th the Mountain View City Council approved a local emergency declaration in response to the pandemic.

In these difficult times, there is a lot of uncertainty on how we are going to be affected by this crisis. To help stabilize the community, and, in the interest of protecting public health and safety and preventing the spread of the virus, the City Council adopted a temporary eviction moratorium on March 27, 2020. The moratorium suspends evictions for non-payment of rent for residential tenants financially impacted by the health crisis. Please, check the City website for updates at mountainview.gov/evictionrelief.
