it
one
more
minute
for
mr
capriles

Mr
abitalbe,
can
you
call
the
role?
A
C
B
A
A
The
next
item
on
our
agenda
is
a
review
of
any
meeting
minutes
and
there
are
none
presented
this
week.
Item
four
is
oral
communications.
A
This
portion
of
the
meeting
is
reserved
for
persons
wishing
to
address
the
epc
on
any
matter.
That's
not
on
the
agenda.
Speakers

allowed

speak
on
any
topic
for
up
to
three
minutes
during
this
section.
State
law
prohibits
the
commission
from
acting
on
non-agendized
items.
Would
any
member
of
the
public
on
the
line
like
to
provide
comment
on
the
non-agendized
item?
If
so,
please
click
the
raise
10
button
in
zoom
or
star
9
on
your
phone
phone
users
can
mute
and
unmute
themselves
using
star
six.
A
B
Chair
cranston,
there
are
no
members
of
the
public
that
appear
to
wish
to
speak.
A
D
Can
everyone
see
my
slides
yes?
So
this
item,
as
the
chair
said,
is
for
some
minor
east
wismen
and
zoning
amendments.
D
The
purpose
is
for
the
east
wisdom
and
precise
plan
amendments.
There
are
really
two
major
purposes.
First,
is
to
codify
the
gatekeeper
direction
given
by
the
city
council
during
the
approval
process
of
the
east
wisman
precise
plan.
This
is
for
the
los
altos
school
district
tdr
projects.
D
There
was
a
kind
of
a
an
interaction
of
the
jobs,
housing
linkage
requirements,
as
well
as
the
bmr
requirements,
and
this
just
codifies
that
direction
into
the
east
wisdom,
precise
plan.
In
addition,
we're
taking
this
opportunity
to
correct
some
minor
typos
and
inaccuracies
in
the
map
provide
maps,
provide
a
little
bit
more
clarity
to
those
maps
in
the
zoning
ordinance
and
the
affordable
housing
chapter
of
the
zoning
ordinance.
We
are
proposing
two
minor
code
amendments
one
is
to
allow
precise
plans,
the
flexibility
to
supersede
the
bmr
code.
D
This
is
related
to
the
lesd
tdr
gatekeeper
direction.
It's
also
related
to
the
north
bay
shore
precise
plan,
whose
bmr
requirements
were
adopted
before
the
most
recent
amendments
to
the
zoning
ordinance
for
bmr
requirements,
and
so
this
just
clarifies
that
those
north
facial,
precise
plan
requirements
also
apply
and
supersede
the
zoning
code.
In
addition,
we're
also
adding
a
an
exemption
for
100,
affordable
projects
so
that
they
don't
have
to
comply
with
inapplicable
standards,
such
as
the
requirement
to
provide
multiple
income
levels.
D
That
concludes
staff's
presentation.
Here.
Are
the
recommendations
written
out
happy
to
bring
these
back
up
to
the
screen?
If
there's
a
motion,
I'm
happy
to
answer
any
questions
you
might
have.
A
Saying
none
once
twice:
okay,
the
next
section
is
above
the
comment.
Would
any
member
of
the
public
on
the
line
like
to
provide
comments
on
this
item?
If
so,
please
click
the
raise
10
button
and
zoom
or
press
star
9
on
your
phone
clone
users
can
mute
and
unmute
themselves
with
star
6.
Vpc
clerk
will
start
the
timer
and
let
you
know
when
your
time
is
up.
A
E
C
C
I
make
the
motion
that
the
epc
recommend
the
city
council
adopt
an
ordinance
of
the
city
of
mountain
view,
amending
article
14
of
chapter
36
of
the
city
code
related
to
the
application
of
affordable
housing
program
standards
and
exemptions,
and
finding
that
the
amendments
are
exempt
from
review
under
the
california
environmental
quality
act.
Pursuant
to
sql
guidelines,
section
15061b3.
C
And
two
that
we
recommend
to
the
city
council,
adopt
a
resolution
of
the
city
council
of
the
city
of
mountain
view,
amending
the
east
westman,
precise
plan,
p,
41
related
to
projects
authorized
before
plan
adoption
and
other
minor
modifications
and
finding
that
the
amendments
are
exempt
from
review
under
the
california
environmental
quality
act.
Pursuant
to
sql
guidelines,
section
15061b3.
E
C
D
A
E
Not
an
update,
I
just
had
a
simple
request.
This
is
a
request
I
would
make
of
staff.
This
is
not
urgent
by
any
means,
but
I
would
be
interested
in
sort
of
a
quick
summary
from
staff
about
sort
of
the
status
and
performance
of
the
tdr
program.
E
I'm
still
new
to
this,
but
I'd
be
very
curious
to
know
how
staff
feel
it's
working
and
performing
and
sort
of
what
value
is
coming
in
what
value
is
going
out,
and
I
would
I
would
defer
to
eric
and
to
plenty
stuff
about
how
long
that
might
take.
It
doesn't
need
to
be
voluminous,
but
just
at
a
soon
kind
of
future
hearing
I'd
be
curious
to
know
their
take
on
how
the
tdr
program
is
performing.
A
D
Yeah
so
actually
september,
22nd
is
going
to
be
canceled.
We
don't
have
anything
scheduled
for
that
date.
D
D
In
addition,
I
do
want
to
identify
on
the
7th.
So
next
tuesday
we
have
a
open
house
on
the
city
hall
plaza
and
the
purpose
of
this
meeting
or
the
purpose
of
this
open
house
is
to
provide
the
public
with
an
overview
of
a
number
of
initiatives
that
the
city
is
working
on
affecting
the
downtown,
including
closing
down
castro
street
downtown
precise
plan
I'll,
be
there
talking
about
the
downtown
precise
plan.
If
anybody
has
any
questions
as
well
as
downtown
parking
strategy
and
a
few
other
things.
D
So
definitely
let
your
friends
and
neighbors
know-
and
let
me
know
if
you're
interested
in
joining
and
we
can
figure
out
if
there
are
any
brown
act
issues
there.
The
I
also
did
want
to
follow
up
on
a
question
at
the
last
meeting
after
the
discussion
regarding
the
the
the.
D
You
can
get
an
idea
of
how
the
public
are
responding
to
these
projects,
but
also,
if
you
engage
with
neighborhood
associations,
oftentimes
they're
invited
directly
to
surround
development
project
outreach
meetings
that
are
happening
in
their
neighborhood,
and
so
you
know,
building
I
can
help
you
reach
out
to
neighborhood
association,
leaders
and
and
by
building
those
connections
you
may
be
able
to
have
access
to
those
community
meetings
that
are
led
by
the
developers
in
these.
For
for
these
development
projects,
again
brown
act
considerations.
A
D
A
D
A
D
Yeah
so
cnc
meetings.
Let
me
know
if
you
want
to
go
to
the
cnc
meeting
I
I
wasn't
aware
that
there
is
one
tomorrow,
but
there
could
be
they're
usually
held
on
when
they're.
You
know,
they're
held
periodically
just
feel
free
to
email
me
tonight
or
early
tomorrow,
and
I'll
get
back
to
you
right
away,
depending
on
who's
interested
in
going.
D
So
that's
that's
kind
of
the
area
bounded
by
85
freeway,
to
I
think,
like
ortega
or
something
you
know,
and
that
between
el
camino
and
and
central
so.
A
Okay,
any
other
announcements,
mr
dempsey,
used
to
have
another
item,
or
is
that
a.
