The City of Mountain View proposes to prepare and adopt a comprehensive update to the Housing Element (of the City’s General Plan) for the period from January 2023 to January 2031 as required by State law. The City will be the Lead Agency and will prepare a program-level Environmental Impact Report (EIR) for the HEU. A Public Scoping Meeting was held on Thursday, February 24, 2022 to take comments regarding the scope and content of the Draft EIR. Please send written comments to the City by Monday, March 7, 2022. what
to
expect
for
tonight.

We're
going
to
be
looking
at
the
housing
element,
update
at
a
glance,
explain
what
it
is:
we're
going
to
be
looking
at
the
sequel
process,
purpose
of
the
scoping
meeting
tonight,
a
little
bit
about
programming
irs
in
general,
the
environmental
issues
that
we've
preliminary.

so
the
housing
element
update
at
a
glance,
so
the
city
of
mountain
view
proposes
to
prepare
and
adopt
a
comprehensive
update
to
the
housing
element
of
the
city's
general
plan
for
the
period
from
january
2023
to
january
2031,
as
required
by
state
law.

That's
we
call
that
hcd
by
january
31st,
2023
and
must
plan
for
a
number
of
new
housing
units
referred
to
as
their
regional
housing
needs
allocation.
We're
going
to
call
that
their
arena.
C
The
cities
arena
is
approximately
11
135
units
and
represents
a
significant
increase
over
the
city's
last
arena
for
their
previous
eight
year
period
of
a
little
under
3
000
units,
so
hcd
recommends
the
jurisdiction
plan
for
the
arena,
plus
a
buffer
of
additional
units
and
conservatively
the
city
has
identified
a
total
buffer
of
at
least
35
and
a
total
unit
capacity
of
at
least
15
000
housing
units
and
potentially
up
to
18
000
units.

So,
in
order
to
accommodate
this,
the
city
proposes
to
address
the
requirements
for
a
housing
inventory,
animated,
serena,
plus
a
buffer
via
a
number
of
strategy
strategies,
one
being
pipeline
projects,
those
are
approved
or
already
in
pipeline
with
applications
on
file
that
may
be
approved
during
the
housing
element
planning
period.

Another
strategy
is
going
to
be
rehabilitation
and
preservation
of
existing
units
for
lower
income.
Households
accessory
dwelling
units
is
another
strategy
existing
opportunity
sites.
Those
would
be
within
existing
precise
plans,
general
plan
limits,
designations
and
zoning
that
permit
a
range
of
residential
densities
in
different
areas
of
the
city.

There
are
some
sites
where
no
official
application
has
yet
been
submitted,
but
there
might
be
interest
in
the
site
and
these
development
opportunities
are
generally
located
in
precise
plan
areas
such
as
east
wisman
or
bayshore,
and
el
camino
yeah
yeah,
el
camino,
real,
and
then
we're
also
going
to
be
looking
at
additional
reasonings
and
while
strategies
and
sites
included
in
the
housing
element
update
will
be
refined
based
on
community
input
and
analysis.

As
the
eir
is
being
prepared,
the
eir
will
analyze
the
impacts
associated
with
possible
increase
in
housing
production
assuming
use
of
one
of
the
strategies.
I've
talked
about
not
one
most
or
all
of
the
strategies.
I
talked
about
to
plan
for
approximately
18
000
units
and
that
would
be
focused
primarily
on
the
commercial
corridors
and
in
areas
that
currently
accommodate
commercial
and
industrial
uses
mixed
uses
and
or
multi-family
housing.

the
rest
of
this
meeting
we're
going
to
be
really
focusing
on
not
what
the
housing
element
is,
but
what
the
sql
process
around
the
housing
element
is
because
that's
why
we're
here
today
so
we're
at
the
beginning
of
the
sql
process
for
the
housing
element
eir
anytime,
a
general
plan
element
is
amended.
That's
a
discretionary
action
subject
to
sql
and
so
we're
at
the
beginning.

So
what
is
a
program
eir
a
program?
Eir
is
an
eir
that
considers
a
series
of
actions
that
can
be
characterized
as
one
large
project
that
are
either
geographically
related,
they're
logical
parts
in
a
chain
of
contemplated
actions.
They
consider
general
criteria
to
govern
contact,
conduct
of
continuing
program
or
activities
with
similar
environmental
effects
and
mitigations
so
preparing
a
program
err
as
opposed
to
a
project
specific
eir.

The
end
of
the
comment
period
for
scoping
comments
will
be
march
7th,
that's
about
a
week
and
a
half
away,
we're
targeting
publication
of
the
draft
eir
in
early
july
2022,
and
then
we
would
have
another
comment
session
on
the
draft
dir
sometime
in
late
july
and
then
the
end
of
the
comment
period
for
the
draft
dir
would
be
sometime
in
august
and
then
we
would
collect
comments
and
respond
to
them
and
publish
your
response
to
comments
document
sometime
in
october
in
order
to
meet
eir
certification
hearing
by
the
end
of
the
year,
and
this
eir
is
on
a
tight
timeline
because
of
deadlines
to
get
the
housing
element
adopted
by
the
state.

So
there
are
a
number
of
public
participation
opportunities,
one
as
to
speak.
At
today's
meeting
provide
a
scoping
comment.
You
can
also
provide
written
scoping
comments
no
later
than
5
p.m.
On
march,
7th,
that's
a
monday
and
you
can
direct
those
to
ellen
at
the
contact
information
below.

a
scoping
comment
before
we
get
into

So
we're
looking
for
comments
right
regarding
the
scope
of
the
environmental
document,
including
key
environmental.

can
identify
potential
mitigation
measures

could
be
to
make
sure
we
have
take
a
programmatic
look
at
dust
from
construction

something

alternatives
to
a
project
that
might
reduce
significant
impacts,
and
so
we
will
be
doing
the
required
no
project
alternative,
and
then
we
will
also,
as
we
get

the
process,

all
identify
other
alternatives
that

environmental
effects
and
that
might
be
a
different
strategy
or
sites
or
something
like
that.

the
form
of
different
sets
of
policies

public
interest
is
and
public
comments
are
in
response
to
scoping
and
that
helps
us
frame
the
other
alternatives.

looking

comments
regarding
potential
alternatives

mitigation
measures

potential

impacts

what

what
is
supposed
to
be
in
scope
for
eir,
what's
even
useful
to
put
in
scope
for
eirs,
but
since
I
always
like
to
beat
the
drum
on
it
on
on
parking
in
terms
of
alternatives
to
be
investigated,
it
seems
I
I
don't
know
what
direction
council
has
given
so
far
in
terms
of
or
what
staff
is
looking
at
currently
in
terms
of
looking
at
a
different
potential
parking
requirements,
options
for
housing,
the
next
arena
cycle.

that
seems
like
a
set
of
things
to
look
at
and
then
that
would
presumably
carry
impacts
which
in
colloquially,
which
would
not
be
environmental
but
in
in
sql.
Language
would
be
in
terms
of
presumably
increased
demand
for
on-street
parking.

so
I

imagine
there
needing
to
be
some
form
of
mitigation
in
terms
of
a
new.

a
brief
response
to
the
last
commenter.
If
you
don't
mind
eric,
you
know
what
parking
is
one
of
those
issues.
That's
a
little
complicated
in
sql
squad
doesn't
consider
parking
absence
of
parking
to
be
an
impact
anymore
used
to
used
to
evaluate
parking
as
an
impact
in
sequo,
but
but
not
anymore,
but
that
that's
not
to
say
it's
not
an
issue
that
we
consider
because
there's
a
direct
relationship
between
parking
and
traffic
and
transportation
issues
are
still
covered
in
sequa
vehicle
miles.

Traveled
is
how
we
do
that
analysis
these
days
and,
of
course,
transportation
and
traffic
has
secondary
impacts
and
air
quality
and
greenhouse
gas
emissions.
So
we
get
it
parking
sort
of
indirectly
in
the
sql
process
and-
and
I
hope
you'll
hope
you'll-
be
able
to
see
that
when
we
get
when
we
do
the
analysis
and
prepare
the
draft
dir.

It's
good
to
hear
that
that
parking
itself
is
not
not
an
environmental
impact
anymore,
that
I
imagine
that
simplify
things
a
lot
and
so
just
to
clarify
that
the
the
nature
of
what
your
french
would
mean
that
if,
for
instance,
we
were
to
say
there
are
now
parking
maximums
on
new
developments
that
would
presumably
decrease
vmt,
and
so
if
the
er
eir
were
looking
at
it,
it
would
say
that
that
alternative
would
presumably
have
lower
vmt
in
this,
thus
lower
other
environmental
impacts,
and
that's
the
sort
of
thing
it
would
be.

progress
report
for
2021
for
the
housing
element

march

we
