From YouTube: January 6, 2022 Human Relations Commission Meeting
Description
Live teleconference meeting of the Mountain View Human Relations Commission
A
A
I
call
this
meeting
to
order
at
6
35
pm
on
January,
6
2022.,
so,
first
of
all,
again
happy
New,
Year,
all
I
hope.
You've
had
a
restorative
last
few
weeks,
but
I
know
things
seem
a
little
uncertain
again
to
say
the
least.
So
it's
good
to
be
back
with
all
of
you
tonight
I.
It
gives
me
some
optimism
for
the
future
and
I
hope
it
gives
you
some
too,
or
at
least
a
break
from
from
the
other
realities.
A
So
once
again,
I
must
make
our
virtual
announcement
the
new
one.
This
meeting
will
be
conducted
in
accordance
with
city
of
Mountain
View
City
resolution
number
one,
eight,
six,
two:
nine.
In
accordance
with
assembly
bill
361.,
all
members
of
the
human
relations
commission
will
participate
in
this
meeting
by
video
conference
with
no
physical
meeting
location.
A
As
noted
on
the
meeting
agenda,
members
of
the
public
May
provide
oral
public
comments
during
the
public
comment
period
for
an
item
by
joining
the
zoom
webinar
at
https.

meeting
any
emails
received
by
5
pm
today
were
forwarded
to
the
commission,
of
which
I
think
there
were
none.
C
C
D
A
Here,
I'm
sorry,
I'm
slipping
all
all
over
my
words
too,
because
this
is
my
first
meeting
or
first
anything
back
to
work
in
the
last
few
weeks.
So
it
feels
very
strange
to
be
formal
again.
So
thank
you
very
much
for
roll
call.
We
do
have
a
quorum.
The
next
item
item
three
is
minutes
approval.
The
minutes
for
the
meeting
of
December,
2nd
2021
have
been
delivered
to
commission
members
and
copies
were
posted
on
the
city
hall
bulletin
board.
If
there
are
no
Corrections
or
additions,
emotion
is
in
order
to
approve
these
minutes.
D
Yes,
I'm
just
a
small
item
that
Vice
chair
Lynn
was
referenced
as
Vice
chair
Lynn,
on
high
yeah
5.3,
but
but
references
commissioner
Lynn
in
section
2
and
3.1
and
then
I
started.
When
did
she
come
to
Vice
chair,
but
then
that
wasn't
there
might
need
to
be
some
kind
of
small
correction
in
there.
A
E
A
Great-
and
it
is
unanimous
sorry
I'm
a
little
bit
giddy
for
some
reason
tonight,
it's
hard
to
get
back
four
will
be
oral
Communications
from
the
public.
This
portion
of
the
meeting
is
reserved
for
persons
wishing
to
address
the
commission
on
any
matter
not
on
the
agenda.
Speakers
are
allowed
to
speak
on
any
topic
for
up
to
three
minutes
during
this
section.
State
law
prohibits
the
commission
from
acting
on
non-agenda
items.
A
I
actually
I
see
no
members
of
the
public.
No
one
has
joined,
so
we
will
skip
on
to
item
five
unfinished
business
item.
5.1
is
a
mid-year
work
plan
review.
We
will
review
the
work
plan
for
fiscal
year,
2021
2022
and
discuss
our
activities
for
the
rest
of
the
fiscal
year.
No
action
will
be
taken
on
this
item.
Assistance
of
the
city
manager,
Christina
Gilmore,
will
provide
an
oral
update
and
then
we'll
have
questions
from
the
commission.
If
there
are
any.
Thank
you,
Christina.
B
Thank
you,
Madam,
chair,
so
attached
to
your
agenda
for
5.1.
There
is
an
attachment
with
an
updated
fiscal
year,
21
22
work
plan
updates
have
been
provided
in
the
last
column
of
the
work
plan
or
your
current
status
notes
so
where
there
has
been
action
or
movement
on
work
on
items
that
has
been
recorded
in
the
the
last
column.
B
As
far
as
the
four
adopted
work
plan
items
for
this
or
the
three
adoptive
work
plan
items
for
this
fiscal
year,
I
have
also
updated
the
current
status
notes
for
item
one.
Just
those
are
a
reminder
that
item
is
will
be
carrying
forward
to
fiscal
year.
2223,
a
subcommittee
has
not
been
formed
for
the
conducting
the
homeless
storytelling,
so
that
will
happen
in
the
next
fiscal
year.
The
work
plan,
however,
the
safe
parking
storytelling
project
from
the
prior
fiscal
year
was
completed.
B
So
I've
noted
that
that
was
completed
in
November
of
2021.
and
then
the
following
three
items
that
we
have
active
subcommittees
currently
working
towards
implementing
those
projects.
So
the
civility
Roundtable
for
the
color
of
law,
the
subcommittee
on
race,
race
and
Reconciliation,
and
then
the
subcommittee
on
Race
I'm.
Sorry
for
the
bystander
intervention,
training
are
currently
meeting
and
we
I
believe
later
on
on
this
agenda,
we'll
receive
subcommittee
update
reports
from
each
of
those
subcommittees.
B
So
with
that.
That
concludes
my
oh
wait.
One
last
item
I,
wanted
to
add:
it's
not
called
out
as
a
specific
project.
The
Multicultural
Festival,
the
I
believe
with
the
October
meeting
the
HRC
provided
their
preference
for
March
26
for
the
Multicultural
Festival
that
is
moving
forward
as
planned.
B
The
community
services
department
is
working,
will
begin
planning
meetings
this
next
week
to
begin
planning
for
that
event
on
March
26th.
As
of
now
the
event
is
going
forward.
Obviously,
with
our
current
pandemic
related
issues
we'll
have
to
see
if
any
of
the
plans
change,
but
the
commission
did
appoint
commissioner
Webb
to
be
the
representative
for
that
event,
and
so
I
believe,
hopefully
at
our
next
meeting
in
February
he'll,
have
an
opportunity
to
update
the
commission
on
the
status
of
the
planning
for
that.
B
So
with
that
that
completes
my
presentation
and
I'm
available
to
answer
any
questions.
A
I,
don't
think
I
have
any
questions.
Does
anyone
else?
A
Oh
commissioner
Solomon?
Yes
thank.
D
You
just
a
small
item
on
in
the
ongoing
work
items.
Section
item
E
I
just
want
to
make
a
small
correction.
D
It
says
that
I
attended
the
CNC
meeting,
which
was
November
I,
actually
attended
the
Springer
quest
to
fill
us
meeting
in
October.
Instead.
B
I
did
put
that
next
to
it
may
not
be
apparent,
and
the
the
cell,
but
I
did
put
your
name
next
to
the
October
21st
question,
meaning,
but
I
can
certainly
make
an
edit
to
make
that
more
explicit.
But
that
was
my
intention
by
placing
your
name
next
to
directly
next
to
that
date.
D
C
C
A
Thank
you
very
much
for
that,
commissioner.
Solomon
I
think
I've
learned
something
about
CNC
tonight.
Does
anyone
else
have
any
comments
or
questions
clarifications.
A
A
It
gives
me
a
little
bit
of
Hope
to
think
about
it
because
it
is
so
much
fun
that
said,
I
would
open
this
up
to
public
comment,
but
I
see
no
members
of
the
public
have
joined
us.
So
next
we
will
move
on
to
the
various
subcommittee
updates,
which
I
think
given
the
holidays
might
be
a
little
on
the
brief
side.
We'll
start
5.2
color
of
law
subcommittee
we'll
provide
and
we
will
present
an
oral
update.
No
action
will
be
taken
on
this
item.
A
D
A
D
Well,
we
I
I
think
that
we'll
have
a
lot
more
to
report.
Actually
at
our
next
University
meeting
we
do
have
a
substitute
meeting
scheduled
for
Monday
the
10th
and
we
will
be
meeting
with
Michael
from
Stanford
and
so
I
think
we'll
have
a
lot
more
information
about
developments
related
to
partners
and
roles
at
that
time,
but
Christina
May.
Might
you
have
an
update
on
dates?
B
Yes,
I
I
apologize,
I,
don't
recall
the
data
off
the
top
of
my
head,
but
I
recall
I,
do
recall
prior
to
the
holiday
break,
I
did
reach
out
to
staff
at
the
senior
center
in
the
reserve.
The
the
great
room
at
the
singer,
Center
for
I
believe
a
date.
A
couple
of
dates
in
May
and
I
believe
that
we
did.
The
committee
did
indicate
a
preference
for
early
May
for
an
event.
B
So
as
far
as
a
location
we
do
have
holds
for
the
room,
we're
not
able
to
utilize
the
community
center
as
of
yet
because
that
is
still
being
used
as
the
vaccine
Center,
but
the
senior
center
will
be
available
to
us.
So
again,
echoing
to
our
Sylvester's
comments,
here's
something
that
by
May
will
be
in
a
better
position.
A
I
think
I'm,
just
checking
through
my
emails
on
my
phone
here
I
think
we
had
a
couple
of
dates
that
we
were
leaning
towards
with
the
one
that
there
seemed
to
be
a
preference,
for
a
variety
of
reasons
was
Thursday
19th
of
May,
and
that
may
be
a
little
later
than
this
group
reported
out
last
time,
and
there
were
just
a
variety
of
reasons
that
sort
of
snowballed
and
to
push
that
pushing
that
data
out,
potentially
just
a
little
bit
to
avoid
conflicts
with
Council
meetings
and
other
meetings
and
people's
personal
schedules.
A
So
just
that's
my
big
update
and
still
coordinating
with
Mountain
View
historical
Association,
which
had
a
meeting
but
that
as
a
whole,
had
a
meeting.
But
the
subcommittee
did
not
have
time
to
have
a
conversation
at
that
meeting
in
December,
unfortunately,
so
that
something
I'll
follow
up
with.
Hopefully,
hopefully,
in
the
next
couple
of
weeks,
I've
also
followed
up
with
a
potential
partner,
Tech,
Equity
collaborative,
which
is
interesting,
I,
don't
think
they're
going
to
work
out
as
a
partner.
A
They
have
a
lot
of
requirements
for
wanting
to
share
legislative
updates
and
sort
of
having
the
meeting
be
an
activist
type
meeting,
and
we
I've
already
told
them
that
that
can
not
happen.
It's
not
what
we're
trying
to
achieve
and
can't
try
to
achieve,
but
they
have
brought
up
they've
been
very
interesting
in
bringing
up
a
bunch
of
points.
A
They've
asked
us
to
definitely
host
a
hybrid
meeting
if
we
work
with
them,
so
no
matter
what
they
have
flagged
the
importance
of
potentially
going
having
or
having
hybrid
beatings
for
all
kinds
of
meetings
that
HRC
might
do
in
the
coming
year.
So
it's
interesting
to
think
about
that.
A
They
also
asked
about
vaccine
requirements,
and
if
this
and
I
know
the
city
does
not
have
an
answer
at
this
point,
if
the
city
would
require
vaccines
or
in-person
events,
so
it's
something
I
brought
up
at
our
last
subcommittee
meeting
just
food
for
thought,
as
we
try
to
go
back
into
the
real
world
and
tiptoe
into
it.
So
I
thought
it
was
interesting
to
report
back
what
other
people
are
saying,
they're
comfortable
with
and
what
they
that
they
might
need.
A
So,
actually,
a
question
for
staff:
has
there
been
any
discussions
since
we
talked
about
it
last
about
vaccine
requirements
for
in-person
meetings.
C
We
require
for
our
Performing
Arts
programming
and
that's
often
related
to
the
contracts
that.
F
A
That's
really
helpful
to
to
hear
and
to
know
thank
you.
It
is
its
own
can
of
worms.
So
it's
interesting
that
we're
just
trying
to
have
it
being
on
this
one
subject
and
now
we're
starting
to
get
into
discussions
about
vaccines,
and
this
and
oh,
my
gosh
life
is
definitely
different
than
it
was
a
couple
years
ago.
But
thanks
for
the
update
and
I
will
definitely
let
them
know
that
that
doesn't
look
like
it
would
ever
be
a
requirement
for
the
city.
E
Chair
yeah,
so
is
it
I?
Guess
it's
hard
to
predict
the
future
looking
at
me,
but
so
I
guess
the
subcommittee
is
thinking
that
it
will
be
an
in-person.
An
in-person
event
is.
A
A
You
know
for
a
hybrid
meeting,
and
maybe
one
that
has
to
be
entirely
virtual,
so
I
think
that
adds
another
level
of
complexity
because
we'll
probably
I
think
it's
safe
to
say
we
have
to
plan
for
both
and
yes,
it
would
be
easier
to
plan
only
a
virtual
meeting
at
this
point,
but
there
is
such
a
strong
preference
among
others,
that
I
think
we
have
to
try
to
stay
open-minded,
at
least
through
the
Omicron
wave
and
see
what
the
heck
happens.
A
Thank
you
I
feel
like
I'm
learning
a
lot
about
Modern
Life
in
the
process-
it's
okay,
so
hopefully,
by
next
month,
we'll
have
a
team.
You
know
have
a
little
bit
more
clarity,
probably
not
about
a
go,
no
go
in
person
meeting,
but
hopefully
we'll
just
know
a
little
bit
more
any
other
questions
for
us.
A
Seeing
none
I
would
move
to
comment,
but
seeing
no
one
from
the
public
I
will
move
on
to
item
5.3
the
racial
reconciliation
subcommittee,
who
will
provide
us
an
oral
update?
No
action
will
be
taken
on
this
item.
This
subcommittee
is,
commissioner,
spell
q
and
Webb
and
I'm.
Sorry,
commissioner
mokinu,
but
you
are
the
only
one
here.
Would
you
like
to
provide
us
an
update?
Yes,.
F
F
Of
course,
as
we
met
with
Christina,
it
became
clearer
to
us
that
you
know
it
to
be
something
towards
healing.
You
know
kind
of
a
concept
which
I
think
even
with
now
time
gone
by
seemed
more
appropriate.
People
are
looking
for
ways
to
heal
from
what's
been
going
on
and
I
think
even
in
our
community,
like
we
recognize
that
we're
not
experiencing
directly
some
of
the
situation,
but
still
you
know,
there's
other
ways
that
healing
is
needed,
so
we
thought
you
know
attending.
F
This
will
kind
of
also
help
us
to
see
how
to
you
know,
form
that
or
streamline
that
better.
It
wasn't
exactly
what
I
expected,
but
it
was
still
fun
and
you
know
good
to
attend
it.
F
So
I
don't
know
why
I
was
thinking
that
somehow
to
be
hybrid
and
that
maybe
because
of
the
pictures
they
showed
us,
you
know
on
their
side,
people
were
in
a
room
in
a
circle
or
something
so
I
thought,
but
I
realized
that
people
came
from
all
over
the
country.
It
was
people
just
you
know,
which
was
really
nice
and
people
were
like.
Oh,
you
guys
are
from
California.
F
They
were
suing
interested
in
knowing
how
we
were
because
we
seem
like
we
in
California
were
more
outspoken
or
more,
and
it's
something
about
us
from
California.
So
people
were
more
intrigued.
So
the
way
the
setup
was
is
the
main
person
just
gives
a
general
overview
of
what
to
expect
and
we
quickly
break
into
groups.
They
put
us
into
different
rooms
and
then
there's
an
icebreaker.
So
we
had
like
three
different
session
rounds.
F
This
is
a
nice
thing
to
achieve
and
almost
like
friendships
were
already
building
that
even
after
the
meetings,
some
people
stayed
to
continue
and
I.
Think
commissioner,
Webb
was
one
of
those
people
who
stayed
behind.
But
again,
something
I
also
noticed
is
because
we're
all
kind
of
new
different
from
different
parts
of
the
country
and
don't
know
each
other
at
first
and
depends
on
the
mix
of
your
group.
F
Somehow
sometimes
I
felt,
like
people
are
not
willing
to
kind
of
just
open
up
and
it's
it's
called
candidly
speaking
I
think
it's
a
place,
creating
a
safe
place
who
can
just
Express
themselves
and
nobody's
taking
anything
out
or
condemning
or
judging,
but
a
lot
of
shared
experiences
and
so
rich
to
just
hear
what
other
people
experiences
or
people
who
are
similar
to
you
or
different
from
you,
and
just
appreciate
that
and
celebrate
that
or
comfort
someone.
You
know
just
acknowledging
so
and
that's
what
I
took
from
it.
F
You
know,
and
by
time
we
got
back
to
the
the
general
session.
Everybody
felt
like
a
big
family
again,
you
know
which
was
nice
from
when
we
started
you
know
to
when
we
ended
so
I've
been
thinking
about.
How
do
we
or
what
do
we
take
from
that
to
create
something
that
we
want
in
terms
of
healing,
because
it
really
was
soothing
to
experience
other
people
without
judgment.
You
know
people
telling
their
stories,
it
was
really
really
sweet
and
I
would
say
and
I
think
I
wish.
F
My
other
you
know
members
were
here
to
share
what
their
experiences
were
and
but
that
this
is
my
own
experience
with
with
that
at
first
after
my
first
run,
I
thought:
okay.
Maybe
this
is
not
what
I
want
to
do,
but
by
the
time
I
go
through
it.
I
could
attend
this
again
because
it
made
me
feel
safe.
That
I
can
just
be
myself
and
share
something
with
these
people
and
I
and
still
feel
it's
safe.
F
You
know,
and
even
if
I'm
going
to
meet
them
again,
the
next
time
it's
like
we're
building
some
kind
of
connection
and
I
think
that
one
of
the
things
we're
looking
to
take
away
from
this
event
is
back
to
connective.
You
know
connection
and
connectivity
and
feeling
safe
with
each
other
and
healing.
You
know
and
respect
just
those
things
again,
because
so
much
has
been
torn
and
people
have
been
so
you
know
alone
and
segregated,
and
you
know
people
don't
feel
safe
because
of
everything
that
has
gone
on.
F
So
yes,
I,
think
somehow,
when
we
refine
the
the
title
of
the
topic,
I
think
the
word
healing
should
be
part
of
of
that.
Not
necessarily
reconciliation
but
I,
think
healing
Because
deep
down.
You
could
tell
that's
what
we're
all
seeking
yeah.
So
that's
all
I
have
until
our
next
meeting
I
wish.
My
other
committee
members
were
here
to
add
to
it,
but
that's
my
own
experience.
A
It
sounds
wonderful,
I
want
to
keep
hearing.
You
speak
about
it
with
that
said,
I
actually
do
have
a
couple
of
questions
for
you.
You
mentioned
we
had
some
starter
question
like
questions
to
get
the
conversation
going.
Can
you
give
an
example
of
a
question
yeah.
F
I
think
I
wrote
one
down,
so
one
was
one
of
the
Icebreaker.
Was
you
know
if
you
had
to
go
to
a
fictional
place?
Where
would
that
place
be?
It
was
so
interesting
to
hear
where
people
would
take.
You
know
where
people
would
go
imaginary
places.
I
said:
I
talked
about
Xanadu,
a
movie
I
watched
a
long
long
time
when
I
was
very
young,
I
went
Oliver
needed
John
and
Jim
Kelly
turned
into
cartoon
characters.
F
I
went
into
this
ocean,
I
was
floating
and
it
was
like
free
spirit,
you
know,
and
so
it
was
like
a
place
of
utopia
and
Bliss,
so
that
was
my
own
place.
I
want
to
be
there,
you
know
where
there's
like
no
trouble,
no
nothing.
So
that
was
my
my
own
fictional
place.
Yes,
and
then
one
of
the
other
question
was
what
is
it
like
to
be
the
only
whatever
blank
where
you
are
either
in
your
workplace
in
your
community,
in
your
in
your
church
or
whatever,
like?
F
Maybe
you
read
only
black
person
if
you're
the
only
white
person,
if
you
are
the
only
whatever
person,
and
so
people
have
to
share
those
kind
of
things
and
then
one
of
the
other
questions
was
what
is
the
most
important
moment
in
your
life.
So
you
can
see
how
these
questions
begin
to
open
people
up.
F
You
know
when
people
who
were
who
didn't
come
on
camera
in
the
you
know.
By
the
end
everybody
was
on
camera
showing
their
faces.
You
know
people
who
didn't
speak
of
who
were
hesitant
instead
of
smiling.
It
was
interesting
how
it
was
transformative
in
just
a
short
window
and
then,
but
just
so
many
and
then
how
do
you
handle
emotion
when
things
are
not
going
well
with
you
and
how
do
you
fix
it?
So
it
was
really
getting
to
the
core.
F
You
know
and
it
like
fixed
yourself,
yeah
I
mean
it
was
I
mean.
Can
you
imagine
somebody
cared
about
how
you
feel
your
emotion
and
trying
you
know
I
mean
it
was
really
wonderful
yeah.
So
those
questions
like
that
it
varies
and
different,
but
it
allowed
you
to
pause
and
then
there
were
team
leads
who
would
guide
us
and
let
everybody
speak
and
then
they
will
round
up.
F
So
everybody
got
a
chance
to
and
then
you
I
like
the
way
they
did
it
so
I
will
I,
don't
know
what
they
use
a
particular
word
where
you
pass
it
on
to
the
next
person.
So,
like
you
know,
I
will
speak
and
then
I
would
say
you
know.
I,
don't
know
you,
so
everybody
got
to
pick
someone.
It
also
made
us
feel
connected
because
you
know
somebody
picking
you
feel
like.
Oh
somebody
likes
me,
oh
somebody,
you
know
I'm
here.
You
know
it's
like
somebody's
aware
that
I'm
here
so
we
took.
F
C
A
It
great
I
did
have
one
more
question:
I
did
look
into
the
meeting,
but
I
didn't
pay
a
lot
of
attention
to
the
candidly
speaking.
Is
it
an
organization?
Is
it
someone
we
could
partner
with
or
is
it
they
give
their
methodology
to
others
or
I?
Don't.
F
B
I'm
any
if
I
may
share
with
my
research
so.
B
Speaking
is
an
organization
that
was
started
in
city
of
San
Jose
by
concerned
citizens
residents,
who
wanted
to
provide
a
forum
for
people
of
different
backgrounds
to
get
together
and
meet
and
share,
and
so
I
believe,
I
can't
I,
don't
recall
the
year.
It's
been
maybe
two
or
three
years.
It's
definitely
prior
to
the
pandemic,
so
I
believe
their
first
meeting
was
held
at
the
San
Jose
main
library,
and
then
it
continued
monthly
and
then
I
think
with
the
pandemic.
B
They
have
moved
to
an
online
format
and
obviously,
as
commissioner
okino
mentioned,
people
from
all
around
the
country
have
an
opportunity
to
participate.
So
it
is
a
non-profit,
I.
Believe
it's
based
on
my
research.
It's
run
probably
by
a
very
small
group
of
people,
maybe
one
or
two
people,
and
to
have
a
pretty
active
social
media
presence,
so
I
follow
them
on
Instagram
and
I'll,
see
occasional
updates
and
I
even
saw
a
screen
grab
from
the
last
meeting
and
commissioner
Webb
was
in
the
screen
grab.
So
I
was
like,
oh
that
gentleman.
B
I
think,
hopefully
their
intention
is
to
maybe
reach
out
to
this
organization
to
see
if
a
partnership
is
something
that
is
they're
open
and
available
too
and
interested
in
and
I
think.
You
know
that
was
part
of
the
the
intent
of
the
Commissioners
attending
last
month's
meeting
to
get
an
idea
of
how
the
event
is
run
and
if
it's
a
concept
that
we
would
like
to
to
have
here
in
Mountain,
View
foreign.
E
Well
I
know
commissioner
Webb
joined
in
in
the
middle
of
it,
but
I
know,
commissioner
knock
you
do
I
really
had
a
lot
to
share
about
her
own
personal
experience
at
the
meetings
of
commissioner
Webster.
Do
you
want
to
share?
Maybe
what
your
experience
was
like
it
just
sounds
like
it
was
a
really
great
meeting.
G
I
was
on
another
call,
so
my
apologies
putting
out
fire
some
words
backpack
at
work
again
right,
yeah,
no,
the
the
event
I
I
thought
it
was
very
interesting.
G
I,
like
I,
like
the
format
of
how
everything
was.
You
know
laid
out
it
and
the
good
thing
about
it
is
it's.
G
It
made
it
a
better
event.
The
only
the
the
the
the
challenging
part
was
the
breakout
sections
and
stuff
like
that.
How
having
like
I'm
gonna
say
it
was
they
had
a
little
technical
difficulties
and
and
that
The
Young,
and
the
reason
why
I'm
I'm
alarmed
by
this
is
because
they've
been
doing
this
for
a
while.
So
at
a
certain
point
you
shouldn't
be
having
those
technical
difficulties,
if
you've
done
it
time
and
time
and
time
again,
unless
it's
like
your
internet
just
dies
or
something
like
that.
G
So
that
was
my
only
concern,
but
other
than
that
it
was
It
was
a
pretty
good
event,
but
certain
things
that
we
were
talking
about
like
takeaways
and
stuff,
like
that
there
weren't
any
like
takeaways.
It
was
just
more
of
people
just
talking
and
somewhat
sharing
and
I.
Think
the
the
the
most
people
will
get
something
out
of
the
event
if
they
put
into
the
event
so
I
think
that's
something
that
has
to
be
emphasized.
G
I
mean
I,
think
these
people
that
have
been
going
to
these
the
people
in
my
group
have
been
going
to
this
for
a
while.
So
they
were
already
into
the
format.
They
were
already
comfortable.
You
know
sharing
and
whereas
I
don't
know,
if
we'll
be
able
to
get
to
that
point,
because
it's
more
of
a
one-off
for
us,
and
that
may
be
something
that
we
want
to
talk
about.
G
As
far
as
I
know,
we
had
talked
about
doing
more
in
a
series,
and
this
could
be
the
beginning
of
something
that
could
build
upon
that
where
we
could
have
residents
coming
back
and
saying:
oh
yeah,
I've
done
this
event.
I've
come
to
sharing
and
I'm,
going
to
do
more
and
they'll
be
able
to
tell
more
people.
F
But
yeah
I
agree
with
that.
Also,
because
healing
is
a
process,
it's
not
a
one-time
thing
and
also
knowing
the
kind
of
questions
to
ask
to
prod
people
to
speak
up
like
the
kind
of
questions
we
had
to
go
through.
You
know
to
get
you
know,
so
those
those
things
I
think
we
need
to
pay
attention
to.
But
yeah
I
agree
with
you.
It
can't
be
just
a
one-time
thing
because
healing
is
a
process
and
again
it
happens
at
different
times
for
different
people,
but
yeah.
G
Okay,
so
I
think
that
may
be
something
that
we
want
to
talk
about
in
the
subcommittee
the
next
time
we
we
all
get
together
with
commissioner
ball
and
us
having
that
conversation
and
our
takeaways,
and
if
it's
something
that
we
can
take
back
to
the
full
commission
to
talk
more
about
doing
this
on
an
extended
basis.
G
A
Well
great,
thank
you
for
such
complete
and
very
interesting
update
both
of
you.
Thank
you
seeing
nobody
in
the
audience.
We
will
not
have
public
comment
on
this
item.
Moving
to
item
5.4
by
standard
training
subcommittee,
the
bystander
training
subcommittee
will
present
an
oral
update.
No
action
will
be
taken.
This
committee
is
made
up
of
myself
and
vice
chair,
Lynn
Vice,
chair
Lynn.
Do
you
have
any
updates
I
do
not.
E
I,
don't
either
since
our
December
update,
yeah
I,
don't
in
I,
don't
have
any
updates,
I
mean
I,
think
we
talked
about
the
fall
and
how
chair
Sylvester
had
discussed
with
Supervisor
media's
office
and
I
had
attended
the
bystander
training
that
the
Mountain
View
Public
Library
had
so
but
other
than
that.
No
no
changes.
E
Do
you
have
any
updates
chair,
Sylvester.
A
Well,
seeing
no
questions,
we
will
move
on,
seeing
no
public.
We
will
move
on
from
that
too.
Thank
you
all
for
some
really
good,
very
interesting
updates.
It
seems
like
a
lot,
is
really
starting
to
happen
despite
the
holiday
season
and
everything
else
going
on
in
the
world.
So
that's
great.
A
We
will
move
on
to
item
six,
which
is
new
business
item.
6.1
is
the
election
of
the
commission
chair.
The
HRC
chair
is
responsible
for
working
with
the
staff
to
set
the
agenda
in
the
meeting
management
for
the
coming
year
of
2022,
not
the
fiscal
year,
but
the
actual
calendar
year
before
we
get
started
on
the
nomination
process.
I
was
wondering
if
anybody
would
like
to
actually
discuss
their
thoughts
on
having
a
leadership
position
in
the
HRC.
A
E
I
don't
know
what
the
straw
poll
is
if
it
was
a
verbal
or
a
visual.
Let's.
E
Okay,
I
know
that
of
the
Commissioners
here,
I
I
think
I
know
that
commissioner
Solomon
and
chair
Sylvester
you've
had
a
lot
of
experience
in
in
that
role
and
just
if
there
are
any
thoughts
about
from
especially
like
Commissioners
and
Webb
sincere
new
on
the
board.
If
you
have
any
thoughts
of
like
whether
you
would
like
to
take
that
up.
G
A
G
Yeah
I'm
definitely
I'm
happy
being
where
I
am
and
I'm
I'm
learning
from
the
best.
So
at
least
at
this
point
in
time,
I'm
comfortable
with
the
leadership
that
we
have
in
place,
I'm
gonna
be
happy
to
nominate
the
leadership
in
any
capacity
that
you
want.
Commissioner
Lynn,
commissioner
Sylvester
I'm
happy
with
what
you're
doing
and
if
you
have
aspirations
to
continue
on
foreign.
F
You
know
I
I,
support
the
current
leadership
and
I'm,
also
learning
I'm,
still
kind
of
following
you
and
is
very
Community
minded
and
I
always
want
to
get
involved,
but
I'm
also
moving
into
a
new
career.
It's
going
to
take
a
lot
out
of
me
to
you,
know,
get
things
going
and
I
don't
want
to
stretch
myself
too
thin,
because
I
know
I
can
do
that.
F
I
go
like
lightning
speed,
but
I
want
to
be
more
attentive
to
myself
at
the
same
time
and
I
want
to
give
wholeheartedly
to
whatever
I'm
doing
than
the
way
I've
done
it
before
so
I'm
happy
to
continue
to
contribute.
You
know
in
this
format
that
I
am
in
this
position.
That
I
mean
maybe
in
the
future,
who
knows
but
right
now,
I'm
cool.
A
About
your
new
career
wow,
we'll
catch
up
on
that
later
on
yeah,
we
should
that
sounds
exciting.
You
look
excited,
so
congratulations.
I
have
been
busy.
Thank
you,
you're,
always
busy
I've,
never
known
you
not
busy,
but
that's
another
story,
neither
here
nor
there.
So
that's
a
second,
not
me
I
do
want
to
add
that
we
did
hear
from
commissioner
ball,
which
is
one
of
the
Genesis
of
the
idea
of
having
this
discussion.
He
proactively
said
he
was
a
not
me
as
well.
A
So
with
that
said
that
I
just
wanted
to
say
that
his
voice
has
been
heard.
That
is,
that
is
good.
Vice,
chair,
Lynn,
I,
didn't
know.
If
your
hand
was
up
to
comment
about
your
own
thoughts
or
to
ask
others
for
theirs.
So.
E
I
was
curious
about
others,
I,
don't
know.
If
chair
Sylvester
you're,
you
have
interest
in
serving
again
another
year
or
I
know.
This
is
your
second
year
and
you've
been
our
fearless
leader
so
or
commissioner
Solomon
I,
don't
know
again,
I
know,
I
know
you
you.
E
To
do
it
another
year
after
after
you
had
like
stepped
down
from
that
role,
so.
A
Still
don't
know
what
the
vice
chair
is
thinking
for
her
self,
although
you're
doing
a
great
job
framing
this
discussion,
so
I
don't
want
to
push
you
and
I
know
that
commissioner
Solomon
her
hand
was
briefly
up.
D
Okay,
thank
you.
Thank
you
for
introducing
this
topic
and
I
wanted
to
share
I
very
much
appreciated
the
opportunities
that
I
had
as
serving
first
as
Vice
chair
and
then,
as
chair
enjoyed
doing
it
was
I
think
a
very
helpful
learning
experience.
D
I
am
very
pleased
at
the
present
time
to
not
be
in
a
leadership
role
in
the
commission.
I
basically
felt
that
you
know
if
there
were
an
opening
and
no
one
wanted
to
step
into
the
position.
I
would
certainly
be
willing
to
step
into
a
position
under
that
circumstance,
but
I'm
not
particularly
interested.
D
It
is
not
my
particular
desire
to
be
in
one
of
the
leadership
positions
for
the
next
year,
and
my
own
view
also
is
that
for
anyone
who
is
interested
in
a
leadership
position,
even
if
whether
you've
been
on
the
commission
for
several
years
or
you
are
relatively
new
to
the
commission-
that
it
is
a
great
learning
opportunity
and
so
I
would
encourage
anyone
who
is
interested
at
whatever
point
you
are
interested
to.
D
Definitely,
you
know
not
be
shy
about
nominating
yourself
or
maybe
on
the
side
asking
a
colleague
if
they
would
nominate
you,
so
I
would
definitely
encourage
that.
Thank
you.
A
A
Which
I
know
is
not
terribly
direct
nor
helpful,
perhaps,
but
it
does
echo
my
feeling
that
it
is
wonderful
to
see
other
people
step
up
if
they
want
to.
But
it's
also
like
I
said:
if
somebody
doesn't
want
to
step
up,
nobody
should
ever
feel
pressured
if
it's
not
their
time
or
their
life
is
too
whatever.
It
is
right
now
so
Vice.
E
Chair
Lynn,
I
guess
with
that
I'll
just
say
that,
like
I
think
last
year,
I
did
feel
myself
in
a
similar
place,
as
commissioner
nakidu,
with
sort
of
like
my
day
job
but
I
think
this
year.
E
I
do
feel,
especially
given,
like
my
sort
of
workload
on
the
subcommittees,
I
think
that
I
would
feel
ready
to
step
up
into
a
chair
position
and
give
chair
Sylvester
a
Break
and
certainly
be
like
following
in
her
footsteps
and
really
like
following
her
example
that
I've
been
able
to
observe
really
closely
the
last
two
years
and
you've
just
been
a
really
great.
You
know
a
role
model
for
me
as
well
as
commissioner
Solomon
when
you
were
chair
as
well.
E
E
E
F
F
You
know
because
we
need
to
you
know,
difference
you
know
in
that
way
and
you
always
need
a
lead
to
point
to
so.
But
I
really
appreciate
you.
Last
year,
Lynn
I've
also
observed
even
in
this.
You
know
short
term
that
I've
been
here
and
we'll
support
you.
You
know
wholeheartedly.
F
E
C
A
Will
formally
open
it
up
because
I
I'm
not
sure
what
I'm
hearing
so,
let's,
let's
do
that?
Are
there
any
sorry?
Are
there
any
nominations
for
the
office
of
chair
any
member
May
nominate
themselves
or
anyone
else
in
the
room?
A
second
is
not
necessary.
E
I
guess
I
I
guess,
given
the
conversation
we
just
had
I'll
I
no
need
for
too
much
formality,
but
I'll
nominate
myself
and
I
am
willing
to
serve
in
that
capacity.
A
A
Once
definitely
gone,
the
nominations
for
the
office
of
chair
are
now
closed.
We
will
now
have
a
role
called
vote
taken
by
assistant
to
city
manager,
Christine
Gilmore,
okay,
and
we
need
a
majority
vote,
which
is
pretty
obvious
too.
A
At
this
point,
we
would
normally
take
public
comments.
Seeing
no
public
comment
technically
sherlyn.
You
are
in
charge
of
the
rest
of
the
meeting.
Oh
okay,
so
I
take
it
from
here,
I
guess
yeah.
Do
we
not
tell
you
that
the
job
starts
responsibilities
right
there
from
here?
The
next?
Let
me
give
you
a
hand.
A
E
Do
we
want
to
have
the
same
conversation
I
think,
commissioner,
ball
had
her
like.
That
was
a
really
great
suggestion
on
his
part,
if
there's
anyone
who
has
anything
more
to
say
than
what
they
said
during
the
last
section
about
whether
they
how
they
feel
about
Vice,
chair
role,.
A
You
you
did
ask
me
if
I
would
be
willing
to
switch
I
guess
the
answer
would
be
I'd
be
honored
to
do
that,
but
I'd
also
be
honored
to
see
someone
else
surf.
So
that
is
my
only
thought.
G
E
E
So
I
guess
my
question
for
staff
is:
do
I
do
that
or
does
chair
Sylvester?
The
meeting
is
yours.
B
D
B
And
I
think
I
heard
chair
Sylvester
say
that
they
would
be
willing
to
accept.
The
nomination
for
vice
chair.
Is
that
correct.
B
Webb,
yes,
commissioner,
Sylvester.
A
B
Ner
Sylvester
or
Carolyn
well,
commissioner,
was
chair
for
the
21-12
and
commissioner
will
serve
as
Vice
chair.
A
Wonderful
in
order
to
serve
with
you
more
because
we
just
started
chair
Lynn
like
two
meetings
ago
or
something
I'm
going
to
give
you
a
hand,
especially
as
your
Vice
chair,
because
you
don't
have
this
in
front
of
you.
There
is
actually
one
more
new
business
item
which
is
6.3
fiscal
year.
2021-22
meeting
schedule,
approval,
I,
believe
assistant
to
the
city
manager,
Christina
Gilmore
will
provide
an
oral
update
and
tell
us
what
we
need
to
do.
B
Thank
you
so
item
6.3
is
the
last
item
on
the
agenda.
If
you
recall
last
fall
the
commission
needed
to
approve
the
HRC
commission
schedule
for
the
remainder
of
the
fiscal
year,
so
this
is
the
beginning
of
the
second
half
of
the
fiscal
year
for
fiscal
year
2122
in
your
packet.
There
is
a
brief
stock
report
that
outlines
the
master
calendar
schedule
for
the
remainder
of
this
fiscal
year.
Those
meeting
dates
are
include
tonight's
meeting
date,
January
6th
February,
3rd
March,
3rd
April,
7th
May
5th
and
June
2nd.
B
So
this
would
be
the
master
calendar
for
the
regular
HRC
meetings
for
the
remainder
of
this
fiscal
year.
That
does
not
include
any
special
events
that
are
being
planned,
so
those
events
would
be
scheduled
slot
it
in
with
the
regular
meetings.
B
So
the
action
that
the
commission
is
asked
to
take
today,
which
is
to
approve
the
master
calendar,
is
consistent
with
our
Council
policy
K2,
which
requires
advisory
bodies
to
formally
adopt
a
annual
schedule
of
meetings,
so
that
with
that,
that
completes
my
presentation
and
I'm
happy
to
answer
any
questions.
If
there
are
any
foreign.
G
B
Thank
you
for
asking
the
question
so
I
believe
in
October
assistant
city
manager,
ramberg
explained
that
per
state
law
a
new
state
law.
The
city
council,
has
the
ability
every
month
to
make
findings
to
hold
City
Council
meetings
and
advisory
body
meetings
remotely
that
has
to
those
findings
have
to
be
made
once
a
month.
So
for
as
of
now,
the
findings
were
made
in
December
for
the
first
half
of
January.
B
My
understanding
is
that
through
mid-January
meetings
will
continue
to
be
held
virtually
for
city
of
Mountain
View
and,
and
hopefully
we
will
learn
at
the
next
regular
meeting
about
meetings
in
February,
but
they
will
be
that
determination
will
be
made
on
a
month-to-month
basis
and
staff
will
communicate
that
to
the
commissions
as
they're
made.
G
E
And
will
we
be
notified
in
that
timeline?
Are
we
going
to
be
notified
via
email
or
how
does
that
work?
Yeah.
B
So
our
regular
communication
with
the
Commissioners
via
email,
so
we
will
certainly
make
sure
to
notify
the
the
commission
about
any
changes
to
the
meeting
location
and
time
and
the
format.
B
There
may
also
be
a
more
General
communication
from
the
city
to
all
advisory
bodies,
but
that's
definitely,
as
the
advisory
body
lays
on.
You
will
be
hearing
from
me
to
communicate
how
the
next
meeting
will
proceed.
B
So
chairlin
action
does
need
to
be
taken
on
this
item.
So
we'll
need
a
motion
in
a
second
and
a
roll
call
vote.
Adopting
the
Master
calendar
for
the
remainder
of
the
fiscal
year.
B
Yes,
if
there
is
no
more
discussion
or
questions,
you
can
ask
for
a
motion
in
a
second
and
then
we'll
proceed
with
the
real
call
vote.
E
Sorry,
okay
yeah!
This
takes
some
getting
used
to
okay,
all
right.
Does
anyone
want
to
make
a
motion
to
approve
on
the
fiscal
year
2021-22
HRC
meeting
schedule.
D
E
Moved
all
right,
I
have
a
move
from
commissioner
Sullivan
and
a
second
from
commissioner
and
what
you
do,
and
so
we
can
take
a
roll
call
vote.
B
A
In
in
support
of
the
chair,
I
will
tell
her
that.
The
next
item
is
item:
seven,
commission,
sorry,
commission
and
staff,
comments,
questions
and
commission
reports.
No
action
will
be
taken
if
the
commission
has
any
updates
and
then
stuff,
and
then
we
adjourn
after
that.
D
D
So
I
did
want
to
say
a
little
bit
about
that.
I
was
aware
that
it
was
on
the
docket
prior
to
the
board
I
believe
it
was
oh
gosh
I
believe
it
was
the
I
hope.
I
don't
get
this
wrong.
Maybe
someone
can
correct
me
if
I
do
the
Board
of
supervisor
a
supervisor's
meeting
on
December,
14th,
Tuesday
I
think
I'm,
seeing
Christina
nodding
when
it
was.
D
There
was
a
unanimous
approval
to
move
ahead
with
staff,
collecting
information
and
Reporting
back
to
the
Board
of
Supervisors
in
February,
on
different
options
and
I
did
want
to
mention
this
to
our
commission
just
to
make
sure
that
everyone
was
aware
that
the
Board
of
Supervisors
had
approved
staff
taking
these
steps
to
investigate
options
because
I
I
it's
certainly
come
up
in
various
HRC
meetings,
came
up
as
part
of
our
immigrant
Services
needs
and
assets
assessment
process
that
it's
it's
all
along.
E
D
Particular
lower
income
residents,
lower
income
immigrants,
older
adults,
there.
D
Groups
that
have
not
had
access
to
high-speed
internet
and
the
pandemic,
of
course,
has
magnified
the
challenges.
D
D
The
state,
so
the
county
may
be
able
to
I
think
there's
an
expectation
that
the
county
will
be
able
to
make
use
of
those
funds,
and
the
idea
is
that,
of
course,
we'll
see
what
county
staff
report
back
in
February,
but
that
this
would
be
a
public
again.
A
publicly
owned
internet
service
provider,
and
my
understanding
it
was
is
that
it
would
be
operated
by
the
county
or
perhaps
by
the
county
in
collaboration
with
local
jurisdictions.
D
So
it
will
be
interesting
to
see
in
February
and
February
and
I
also
just
wanted
to
share
the
statistics
that
70
000
residents
in
the
county
do
not
have
reliable
internet
currently
and
68
000
have
the
option
of
only
one
high-speed
provider
which
you
know,
creates
a
monopoly
situation.
C
D
At
the
mercy
of
you
know,
whatever
pricing
that
particular
provider
is
is
asking
for.
C
D
Just
looking
at
my
notes
here
to
see
if
there
was
anything
else
well,
I
think
that's
that's
the
summer.
I
wanted
to
share
and
I
will
I'm
gonna
be
looking
for
what
comes
out
in
February
and
so
I'm
happy
to
share
back
after
that.
E
Thank
you,
commissioner.
Solomon.
That's
really
interesting.
Progress
on
the
County's
part.
Are
there
any
other
updates
from
the
commissioners.
G
G
Okay,
quick
update
on
the
refugee
that
I'm
mentoring,
it
looks
like
they've.
The
the
young
ladies
from
Afghanistan
are
all
in
their
locations
at
their
universities
now
well
somewhere
in
that
vicinity,
so
they've
actually
taken
them
off
of
the
army
base
in
Wisconsin,
where
they
were
sharing
I
think
she
said
there
were
25
of
them
per
per
Barracks
I
want
to
say
there
were
25
of
them
in
there
and
now
she's.
G
My
mentee
is
actually
in
a
hotel
room
where
she's
going
to
be
for
about
four
months,
so
they
don't
have
campus
housing
for
them
yet,
but
she's
super
happy
she's
out
of
there
she's
in
Arizona
the
temperatures
a
lot
different
in
Arizona
than
it
is
Wisconsin
right
now.
G
So
one
of
the
things
that
her
her
biggest
pain
point
was,
she
would
sleep
with
a
hat
with
a
beanie
on
because
it
was
so
cold
and
they
didn't
I
guess
they
have
regulated
temperature
in
there,
but
yeah
so
she's
much
happier
and
and
there's
a
light
at
the
end
of
the
tunnel
for
her
and
then
the
next
step
will
be
to
get
her
three
sisters
over
and
her
parents
were
impossible.
E
Okay
and
I
think
this
is
where
I
ask
if
there
are
any
updates
from
staff.
C
I
I
wanted
to
to
let
the
commission
know
that,
due
to
a
staffing
change
in
the
city
manager's
office,
where
our
principal
analyst
has
taken
a
position
with
a
different
city-
and
he
is-
was
the
staff
liaison
for
the
public
safety
Advisory
Board-
that's
going
to
fall
to
me
for
an
interim
period
while
we
are
recruiting
a
successor
and
I
just
wanted
to.
Let
you
know
that
that
may
make
me
less
available
for
these
meetings
as
I
am
juggling
workload,
but
I
will
continue
to
keep
you
posted
on
that.
E
Thank
you
and
hope
that
goes
smoothly
in
that
transition
for
you
Audrey,
and
we
will
miss
having
you
as
frequently
but
look
forward
to
having
you
back
when
that
translates
into
sun.
Are
there
any
other
stop
updates.
B
If
I
could
just
piggyback
on
the
last
item
that
Audrey
mentioned
so
the
city
council
organization
is
scheduled
for
next
Tuesday,
there
previously
was
going
to
be
an
in-person
event.
It
has
now
been
changed
to
Virtual,
only
so,
hopefully
you've
gotten
that
update
the
meeting
will
start
at
6
30..
B
E
D
Have
a
question
so
I
I,
don't
recall
in
the
past
hearing
it
referred
to
as
a
reorganization
ceremony
it
that
suddenly
made
me
think
of
what
I
did
over
the
holidays,
which
was
clean
out
a
bookshelf
and
some
drawers.
D
It's
the
is
that
the
term
for
basically
installation
of
like
do
mayor
vice
mayor.
Is
there
some
other
reorganization?
Is
there
some
other
city-wide
reorganization
that
is
being
referred
to.
C
No,
it's
just
what
cities
call
it
for
whatever
reason
on
other
years
that
includes
termed
out
yes,
you
know
people
leaving
the
council
people
being
sworn
in
on
the
council
and
it's
the
you
know,
I'm
swearing
in
and
selection
and
swearing
into
the
new
mayor
and
vice
mayor,
every
city,
I
work
for
I
think
we
called
it
reorganization,
I'm,
not
sure
why.
D
C
D
C
G
That's
for
the
small
business.
E
Okay,
if
are
there
just
one
last
check
if
there
are
any
more
updates
from
any
Commissioners
or
staff?
