a
request

a
modification
to
a
previously
approved
provisional
use
permit

allow
extended

operation
for
a
cold
weather
shelter
for
the
unhoused
at
an
existing
church,
located
on
a
0.31
acre
project
site
with
a
determination.
The
project
is
categorically
exempt
pursuant
to
section
15301
existing
facilities
of
the
SQL
guidelines.

northwest

Mercy
Street
and
Hope
Street
in
the
downtown
precise
plan.

Church
and

first
services
to
modify

existing
provisional
use
permit
to
extend
their
hours
of
operation
of
an
annually
operated,
cold
weather,
homeless,
shelter
for
women
and
families
for
up
to
50
persons,
maximum
at
Trinity,
United,
Methodist
Church
at
748,
Mercy
Street
in
the
p19
downtown
precise
plan,
zoning
District,
the
church
and
home
for
services
are
requesting
to
extend
the
hours
of
operation
to
begin
at
3
pm,
rather
than
the
current
4
pm
allowed,
and
to
end
at
9am,
rather
than
the
existing
6
30
a.m
daily.

Essentially,
what
this
would
do
would
allow
for
the
shelter
hours
to
align
with
school
hours
so
that
families
with
school-aged
children
have
a
place
to
return
to
after
school
ends
and
a
place
to
stay
prior
to
the
start
of
each
school
day.
The
shelter
only
operates
during
the
cold
weather
months,
starting
think
the
week
of
Thanksgiving
through
March
31st
of
the
following
year
for
approximately
a
period
of
three
and
a
half
months.
The
project
was
reviewed
by
other
departments,
including
the
building
and
fire
departments,
to
express
no
concerns.

was
also
held
with
the
old
Mountain
View
neighborhood
association
on
October
17th,
no
speakers
voiced
any
concerns
and
all
who
spoke
were
in
support
of
the
project.
This
project
is
consistent
with
the
general
plan
and
the
p19
downtown
precise
plan.
Zoning
District
the
project
is
also
considered
categorically
exam
for
Section
15301
of
the
SQL
guidelines.
Staff
does
recommend
approval
of
the
provisional
use
permit
with
the
findings
and
the
conditions
of
approval
in
the
findings
report.

has

extension

consistent
with
the

precise
plan,

density,
residential
General
plan,
designation,
State
density,
bonus
law
and
Subdivision
map
act.

project
complies
with
SQL
guidelines
as
an
initial
study
and
mitigated.
