laws
that
were
put

place
during
covet
19.

talk
about
the
state
eviction
moratorium,
we'll
talk
generally
about
how
evictions
work
in
california
we'll
go
into
small
claims,
court
processes
and
then
we'll
turn
it
over
to
joanne
to
talk
more
about
covin,
19,
tenet
relief
act
and
what
resources
and
what
assistance
is
available
to
you.

all
the
way
back
in
2020
and
august,
the
state
passed
an
eviction
moratorium
and
we'll
talk
about
that
in
just
a
second
that
was
extended
a
couple
times
through
2021
and
it
actually
ended
in
september
of
2021..

All

so
the
state
one
california
eviction
moratorium
was
put
into
place
in
order
to
provide
eviction
protections
for
tenants
who
were
not
able
to
pay
their
rent
because
they
were
experiencing
covid19
financial
hardship
and,
like
I
mentioned
earlier,
the
moratorium
ended
on
september
30th
of
2021.

So
if
you
weren't
able
to
pay
your
rent
during
that
time
because
of
a
coveted
hardship,
you
cannot
be
evicted
if
you
returned
the
hardship
declaration
form
back
to
the
landlord
within
15
days
and
you've
paid
25
of
any
rent.
That
was
due
from
september
first
2020
to
september
30th
2021,
and
you
paid
that
by
september,
30th
2021.

All
right
so,
once
the
eviction
moratorium
period
ended,
things
changed
a
little
bit
so
starting
october,
1st
of
2021
landlords
were
able
to
serve
the
three-day
notice
to
pay
rent
or
quit
to
the
termination
notice.
It
did
still
have
to
provide
specific
language
about
the
moratorium
and
rent
relief
and
tenants
could
apply
for
rent
relief
in.

So
she's
asking
well,
she
received
an
eviction
notice.
She
did
go
to
the
help
center
and
sent
a
copy
or
provided
a
copy
that
her
manager
gave
her
and
she's
wondering
if
she
has

send

letter

she
received
from
you
guys,
letting
them
know
that
she
was
in
the
process
of
working
on
this.

If
it's,
if
she
received
a
new
termination
notice,
we
could
print
out
another
verification
form
for
her
just
showing
what
status
her
application
is
in
the
process
that
she
can
give
to
her
landlord.
We
always
just
recommend
just
to
stay
on.
The
sort
of
the
more
communication
is
better
between
tenants
and
landlords.

this
is
a
second
notification.
She's
received
the
first
one.
She
received
obviously
brought
a
copy
to
the
center,
and
that's
where
she
received
the
first
letter
or
verification,
which
is
what
she
turned
into
her
landlord
and
her.
The
landlord
had
mentioned
to
her
that
he
had
already
received
that
to
himself
and
had
already
turned
it
into
the
central
office
is
what
she.

So
well,
I
could
chime
in
for
the
verification
of
program
participation,
it
might
still
just
say
the
original
date
of
submission
of
the
application.

So
unless
she's
changed
any
rent
assistance
amounts
that
were
requested
in
the
application,
we
can
write
a
specific
template
letter
to
help
her
send
that
to
her
landlord
stating
specifically,
which
months
have
changed
in
her
request.
If
now
she's
having
to
ask
for
future
months
that
are
reflected
in
that
three-day
notice.

And
there's
two
more
things.
I
wanted
to
note
about
her
first
question
and
this
follow-up
question.
She
can
always
provide
us
with
the
new
eviction
notice
that
she
receives
and
we
can
forward
it
to
the
state
and
that
will
be
considered
so
that
they'll
likely
escalate
her
application
even
further
and
then
also.
The
second
point
is
that
anytime,
the
three-day
notice
is
served
on
her.
It
should
be
noted
whether
or
not
the
amount
of
rent
requested
has
already
been
requested
in
the
application.
So
if
she
just
got
it
from
march,
please
double
check.

rent
assistance.
Part
of
it
is
sort
of
what
we
touched
on
just
now
about
a
lot
of
people
may
have
already
submitted
an
application,

have
only
requested
through
a
certain
month,
maybe
if
they
submitted
in
december,
they
only
asked
for
december
rent
through
december,
but
they
might
need
help
for
more
current
rent
up
until
march.

Okay,
so
how
this
process
gets
started
is
by
first
tenants
receiving
a
failure
to
pay
rent
notice.
So
if
you
receive
a
three-day
notice
to
pay
rent
or
quit,
it
gives
the
tenant
three
days
to
pay
the
rent
before
the
landlord
is
able
to
start
the
eviction
process
in
court.
A
So
again
it
starts
by
getting
the
eviction
notice
or
the
failure
to
pay
rent
notice
and
then,
if
the
rent
still
hasn't
been
paid
within
the
three
days,
the
landlord
can
start
the
eviction
process
in
court,
which
would
be
the
summons
and
complaint
process
here
that
we
see
so
there's
two
ways
this
can
go.
We
highly
recommend
for
you
as
tenants
to
take
the
top
route
where
you
can
submit
an
answer
to
the
landlord's
summons
that
they
give
you
you
have
five
days
to
do
that.

So
don't
worry
that
you
have
to
do
this
by
yourself,
but
it's
important.
If
you
want
to
stay
in
your
home
that
you
do
answer
and
reply
to
the
paperwork
that
you
receive
next,
there
will
be
a
trial
where
you
are
able
to
present
your
proof
that
you
applied
for
rent
assistance
or
any
other
evidence
you
may
have.
If
you
win,
you
get
to
stay
in
your
home
and
if
not,
then,
unfortunately
there
would
be
an
eviction
with
the
sheriff's
department
as
well.

So
there
is
a
lot
of
information
here,
but
the
most
important
thing
really
is:
if
you
get
an,
if
you
get
an
eviction
notice,
come
see
us
and
we
can
help
walk
you
through
the
process
and
we
really
want
to
make
sure
that
you've
applied
for
rent
assistance
for
all
the
months
that
you
need
help
with
up
until
this
month.

that

moratorium
period

you
were
not
able

pay

rent

of
coven
during
that
time,
and
you
did
return
your

you

the

to
our
tenants.

so
the
tenant
relief
act
is
refers
to
ab3088,
sb91
and
ab-832.

As
we
shared
earlier
in
the
city
of
mountain
view,
we
are
using
three
connected
strategies.
First,
is
our
knowledge
of
the
still
existing
emergency
tenant
protections,
the
emergency
rental
assistance
program
and
the
eviction
help
center.

Okay,
so,
as
we
mentioned
earlier,
to
avoid
eviction
for
non-payment
of
rent
tenants
needed
to
return
a
signed
declaration
of
covet
19
related
to
a
declaration
of
coven
19,
related
financial
distress
to
their
landlord
and
follow
the
25
payment
requirements
and,
in
this
case,
rent
would
mean
the
monthly
amount
of
rent
owed
plus
any
other
financial
obligations
under
the
lease,
including
utilities
and
late
fees.
And
these
protections
mostly
ended
september.

The
california
kovid
19,
rent
relief
program
can
help
with
rent
and
utilities
and
both
landlords
and
tenants
are
able
to
apply
for
tenants
who
may
still
need
further
assistance
outside
of
the
state
rent
relief
program.
The
community
services
agency,
also
known
as
csa,
may
also
have
funds
that
can
help
tenants,
pay,
rent
and
utilities.

And,
as
you
all
may
know,
to
qualify
for
the
state
rent
relief
program,
the
household
would
have
to
have
at
least
one
adult
house
household
member,
who
is
financially
impacted
due
to
covet
19
in
some
way.
So
that
would
include,
being
you
know,
incurring
significant
costs
as
a
result
of
covid19
or
having
significant
reduction
of
income
and
to
qualify.
You
would
have
to
have
a
total
household
income
of
80
area.
Median
income
or
below,
and
this
chart
here
shows
the
income
limits
for
santa
clara
county
residents.

So
for
a
single
person
household,
that
limit
would
be
eighty-two
thousand
and
four
hundred
and
fifty
dollars
at
least
one
member
of
the
household
must
also
show
sorry
that
they
are
that
they
have
covet
19,
related
financial
hardship.

Median
income

less
tenants
can
receive
rent
really
funds,
regardless
of
their
landlord's
participation
and
the
tenants
or
their
landlords
will
receive
100
of
back
rent
between
april
2020
through
march
2022
or
100
of
future
rent,
which
at
this
time
does
not
go
beyond
march
2022
and
then
a
hundred
percent
of
past
and
current
utilities,
which
includes
between
the
time
frame
of
april
2020
through
march
2022
and,
if
needed,
other
housing
related
expenses
may
qualify
for
assistance,
such
as
certain
relocation
costs
and
hotel
or
motel
stays,
but
that
is
a
lower
priority,
a
lower
priority
than
rent
and
utilities
as
the
focus
of
the
statement
relief
program
at
this
time.

rent
relief
program
recently
announced
the
application
portal
would
be
closed
to
new
requests,
including
new
applications
and
additional
fund
requests.
Beginning
april
1st
2022
so
the
last
day
to
submit
new
requests
for
rent
or
utilities,
assistance
is
march.
31St
2022
by
11
59
pm
submitted
applications
and
afrs,
which
are
additional
fund
requests,
will
continue
to
be
processed
after
march
31
2022
by
the
state's
case
managers.

application

is

way
to
start
the
process
by

your
phone.
If
you
text
the

rent

and
the

rent
does
need
to
be

english.
However,

that
