Description
Live teleconference meeting of the Mountain View Rental Housing Committee Special Meeting
A
B
A
Accordance
with
assembly,
Bill
361.,
all
members
of
the
rental
housing
committee
will
participate
in
the
meeting
by
video
conference
with
no
physical
meeting
location
members
of
the
public
wishing
to
observe
the
meeting.
Live
May
do
so
at
mountainview.leggestar.com
on
YouTube,
at
mountainview.gov
YouTube
and
on
Comcast
channel
26..
A
C
D
A
Okay,
so
we
now
go
to
the
consent
calendar.
These
items
will
be
approved
by
one
motion,
unless
any
member
of
the
committee
wishes
to
remove
an
item
for
discussion.
The
purpose
of
the
consent
calendar
is
for
the
council
I,
don't
know
why
it
always
says
Council
to
efficiently
and
quickly
considered
a
routine
or
administrative
business
items
with
one
motion,
although
committee
members
May
remove
items,
it
is
generally
not
intended
for
the
committee
to
have
a
lengthy
substantive
discussion
on
consent,
calendar
items
would
any
member
of
the
committee
like
to.
A
Let's
see,
okay
do
I,
go
ahead
and
invite
public
comment.
A
Yes,
I
have
to
okay.
Yeah
public
comment
can
be
on
any
agenda
item,
regardless
of
if
it
was
pulled
for
discussion.
Would
any
member
of
the
public
on
the
line
like
to
provide
comment
on
this
item?
If
so,
please
click
the
raise
hand,
button
and
zoom
or
press
star
9
on
your
phone
staff
will
display
a
countdown
timer
on
the
screen.
A
So
the
motion
to
approve
the
consent
calendar
shouldn't
only
include
those
agenda
items
that
were
not
told
for
discussion.
I
will
now
bring
the
item
back
for
Committee
Action.
A
motion
to
approve
the
consent.
Calendar
should
include
reading
the
titles
of
the
agenda
items
or
the
resolution
attached
to
agenda
items
3.1
and
3.2.
A
So
the
motion
is
supposed
to
include
the
following
up
a
motion
to
approve
agenda
item.
3.1
approve
the
minutes
for
what
was
our
January
meeting
date.
Some
somebody
fill
in
the
dates.
I,
don't
remember.
C
A
Yeah
there
aren't
minutes
okay,
all
right,
then
then
the
motion
has
to
approve
a
resolution
making
findings
authorizing
continued
remote
teleconference
meetings
of
the
rental
housing
committee
pursuant
to
Brown
actress
Provisions,
as
amended
by
assembly,
bill
number
361.,
so
I'm
open
for
a
motion.
A
D
A
Okay,
then
Andrea,
do
you
want
to
call
the
roll.
C
A
Will
now
open
the
meeting
for
oral
communication
from
the
public?
Oh
right,
this
portion
of
the
meeting
is
reserved
for
persons
wishing
to
address
the
committee
on
any
matter
not
on
the
agenda.
Speakers
are
allowed
to
speak
on
any
topic
for
up
to
three
minutes
during
this
section.
State
law
prohibits
the
committee
from
acting
on
non-agenda
items.
Would
any
member
of
the
public
on
the
line
like
to
provide
comments
on
non-agenda
items?
G
I'm,
not
quite
sure
if
this
is
the
right
place
for
this,
but
I
live
at
555,
West,
Middlefield,
Road,
the
eaves
Avalon
Bay
Community,
and
we're
going
through
some
a
lot
of
stress
right
now,
because
they
are
doing
hallway
Renovations
that
involve
Asbestos
and
I
became
alerted
to
what
was
happening
with
my
neighbors
and
soon
to
be
happening
for
us,
because
a
neighboring
building
they
only
got
notified
about
this
five
days
before
the
work
was
to
begin
with
a
note
on
their
door.
G
Thankfully
they
were
home
and
got
the
note.
But
and
then
it
said
in
five
days,
it
didn't
even
tell
them.
It
was
asbestos
work,
it
said
abatement
and
we
had
to
do
research
and
ask
for
office
to
try
to
find
out
and
it
is
about
Asbestos,
and
they
say
that
the
people
have
to
either
leave
the
place
or
they
have
to
sign
a
general
liability
release
and
stay
in
their
unit.
And
then,
if
so,
they
would
have
to
be
sealed
in
and
have
no
way
to
exit
their
unit.
G
And
the
people
are
really
stressed
because
they
didn't
have
any
time
to
find
a
safe
place
to
go
and
without
help.
And
then
we
started
telling
our
other
neighbors
and
everyone
feeling
very
stressed.
Other
people
who
went
through
it
even
said
that
they
had
their
eyes,
are
burning
being
in
there
and
we're
really
I'm,
sorry,
I'm,
so
nervous
and
I'm.
G
Having
trouble
saying
all
the
details,
because
we've
just
been
really
stressed
because
we're
afraid
about
when
this
is
going
to
happen
for
us
and
we
just
don't-
have
the
ability
to
pay
for
our
rent,
which
is
like
a
hundred
dollars
a
day
already
and
a
place
to
stay
for
like
one
to
two
weeks,
because
the
other
part
they're
not
they're.
Not
only
not
telling
people
soon
enough,
they're
not
telling
them
that
it's
Asbestos
and
I
have
family
members
that
die
from
lung
cancer
because
of
asbestos.
G
So
I
know
it's
really
serious,
plus
the
fact
that
they're
doing
asbestos
on
the
building
for
a
duration
of
a
whole
week
and
they're
only
telling
people
to
leave
for
like
a
day
and
our
buildings
are
not
sealed.
They're
like
old,
so
we
were
previously
affected
really
bad
by
toxins
in
a
unit
all
the
way
down
two
floors
below
us
and
our
unit
was
filled
with
really
bad
fumes
for
like
a
few
days
when
they
did
a
tub
thing,
tub
glazing,
and
so
we
know
that
things
spread
through
the
unit.
G
So
really
it's
not
safe
for
people
to
be
in
the
building
anytime.
In
that
whole
week
and
they're
telling
people
their
pets
can
stay,
and
we
know
that
pets
or
lungs
are
as
sensitive
or
more
sensitive,
so
I,
don't
think
I
covered
everything
and
I
see
the
timer
running
out
and
I
I
hope
that
some
other
people
called
in
tonight.
But
we
really
don't
know
if
this
is
the
right
platform,
but
we
hope
you
could
help
us.
Thank
you,
foreign.
A
A
B
Yes,
I,
just
wonder
if
wondered
if
the
city
would
be
able
to
provide
housing
for
these
people,
because,
if
you're
living
in
an
apartment-
and
you
have
a
family
and
you're
working,
why
could
the
city
step
in
as
a
generosity
and
open
up
the
ring,
store,
Center
or
the
city
hall
and
provide
shelter
or
food?
And
does
your
committee
have
any
say
in
this?
If
the
Planning
Commission
doesn't
work
through
this
fast
enough
to
help
these
people?
Is
there
anything?
Your
committee
can
do
to
help
these
tenants
yeah.
E
So
we
looked
into
it
and
if
the
seas
are
free
to
run,
stabilization
ordinance
only
comes
into
play
when
tenants
are
displaced
and
being
giving
a
just
cause
of
eviction
notice.
So
in
this
case
there
is
a
renovation
in,
but
it's
not
where
tenants
were
given
eviction
notices,
so
this
is
fra
itself
has
no
regulation
covering
these
types
of
situation.
That's
why
the
planning
department
and
the
building
department
are
looking
into
this
and
and
working
on
it.
A
That's
correct,
unfortunately,
we
don't
but
I'm
glad
it's
been
passed
on
to
the
building
department.
C
Okay,
so
Theo,
it
looks
like
you're
using
an
older
version
of
zoom
and
it's
not
allowing
you
to
unmute
yourself.
C
F
A
H
Thank
you,
I'm,
also
supporting
a
Christine
that
she
spoke
earlier
about
the
555,
West
Middlefield
apartment
and
I
have
another
friend
living
in
that
same
apartment
and
I,
hear
the
stories.
H
Because
of
no
support,
sometimes
she
has
to
sleep
in
the
car
or
like
because
she
has
to
get
up
like
for
two
weeks.
This
is
not
the
case
this
time,
but
earlier,
and
then
I
wonder
if
there
is
something
city
committee
can
help
those
people
or
like
if
we
how
we
can
support
like
how
can
we
reach
to
other
people
to
support
these
people?
I
would
like
to
know
that
please,
foreign.
A
I'm
confused
I
thought
that
the
this
was
at
the
Avalon
Apartments
and
that's
on
Villa
right.
A
Thank
you
for
your
comments.
It
sounds
like
it's
already
been
forwarded
to
the
city
and
they're
aware
of
this
problem.
I,
don't
know
if
there's
any
Health
Department
issue
with
asbestos.
A
It
sounds
like
we
it's
just
not
in
our
Authority
I
I
appreciate
that
people
have
given
us
their
input
on
this.
C
We
do
have
a
hat
from
Christine,
however.
She
has
already
used
her
three
minutes
for
the
public
comment
section,
so
Karen
I'm,
not
sure
if
it
would
be
up
to
the
chair's
discretion
to
allow
someone
to
speak
again.
It.
A
Well,
since
the
last
person
did
not
use
up
their
three
minutes,
I
would
give
Christine
one
more
minute.
G
Thank
you
so
much
I
just
didn't
understand.
So
what
can
I
do
like
so
my
neighbor
that
the
renovation's
supposed
to
start
for
her
in
Wednesday
morning
at
eight
and
then
it's
gonna
happen
to
the
rest
of
us
in
order,
even
though
they
didn't
tell
us,
I
reached
out
to
try
to
get
more
information
because
they're
just
not
telling
us
things
in
advance
or
explaining
what
that
it
involves
the
asbestos.
So
I
just
didn't
understand
it's
been
forwarded
to
planning,
but
I.
G
Don't
know
what
to
do
from
here
like
to
tell
my
neighbor
or
ourselves.
How
do
we
move
forward
because
I
don't
understand
how
to
best
get
the
city
help
from
here
forward.
G
G
I
the
M1
is
from
today
until
next
Monday
is
the
asbestos
part.
Like
I
said
they
don't
tell
you
that
up
front.
You
really
have
to
dig
for
that
info
and
I.
Some
people
aren't
as
educated,
to
know
to
ask
for
this.
They
need
to
be
told
that
the
risks
you
know-
and
it's
just
not
fair.
We
have
a
mixed
community
of
different
low
income
and
different
things
here,
and
people
need
information
to
be
safe
because
they
don't
know
that
they
have
to
leave.
E
I
will
let
that
I
will
let
planning
know
and
they're
in
direct
contact
with
the
developer
so
from
I.
Think
what
they're
trying
to
do
is
have
them
send
more
information
to
the
tests
that
are
affected
by
this,
so
I'm,
not
sure
of
the
details,
because
we're
not
involved
in
it,
but
I
will
definitely
communicate
it
to
them
tomorrow
morning
first
thing.
G
Amazon
Mary
I
believe,
and
someone
told
me
n
was
just
done
recently
and
they
walked
by
there
every
day
and
it
was
at
least
two
weeks
with
very
strong
fumes.
Coming
from
there.
A
A
Okay,
there's
no
appeal
hearing,
there's
no
public
hearing
and
no
new
business.
So
if,
as
far
as
I
know,
we
can
then
move
to
adjourn
right.
D
So
that's.
If
there
was
time
to
ever
address
public
comment.
This
would
be
technically
the
time
to
sort
of
do
it,
although
we
cannot
take
any
actions
but
I
I.
D
Obviously,
I
recognize
the
the
name
of
the
property.
That
is
that's
where
the
the
very
contentious
development
is
is
going
to
be
happening,
but
I
believe
that
the
the
complaints
that
public
comment
is
addressing
are
things
not
necessarily
attached
to
construction
of
whatever
the
new
development
is.
But
what
I'm
curious
about
is.
D
Okay,
so
for
for
for
clarity
of
those
who
spoke
that
are
still
in
attendance,
could
we
explain
the
the
petition
for
a
downward
adjustment
of
rent.
E
So
finding
a
petition
might
take
one
or
two
months
so,
but
we
definitely
after
we
solve
this
imminent
situation
of
the
fumes.
We
may
follow
up
with
the
tenants
if
the
developer
or
the
landlord
is
not
voluntarily
lowering
the
rents
or
offering
lower
rents.
We.
We
will
definitely
monitor
that
very
closely.
D
Because
what
they
mentioned
was
they're
they're,
gonna
they're,
paying
their
full
rent
and
then
because
of
the
livability
situation
there,
they
either
have
to
pay
for
a
hotel
off-site
or
horribly
living
in
their
car
yeah.
So
a
downward
adjustment
would
be
a
nice.
A
Okay,
I'm
glad
we're
doing
what
we
can
at
least
so
then,
if
are
there
any
other
comments
from
the
committee
on
this.
C
B
F
G
F
E
A
E
They
do
have
Financial
Resources
if
needed,
so
we
definitely
can
send
them
to
CSA
and
other
resource
information
as
well.
Yes,.
A
Would
we
be
the
ones
to
alert
them
that
the
asbestos
is
bad
for
their
health
because
it
doesn't
sound
like
that
they
apartment
manager
is
going
to
do
that.
So.
A
Department,
yeah,
okay,
great
I,
mean
I,
realize
it's
not
under
our
jurisdiction.
So
it's
just
out
of
the
you
know
you
have
to
have
heart
for
these
people.
That's
just
horrible.
A
Okay!
Moving
along,
we
have.
C
Another
Hand
by
Committee,
Member
Haines,
let's
say
And
Then,
followed
by
Committee
Member
Ramos.
F
E
I
will
definitely
talk
to
building
tomorrow
to
see
if
they're,
in
in
connection
with
either
state
or
County
regulations
and
resources
right.
D
So
long-term
project-
because
you
don't
have
enough
of
those
I'm
so
sorry
but
I
I,
would
like
to
think
about
how
we
can
deal
with.
D
Essentially,
there's
there's
an
urgent
time
frame
on
some
of
this,
but
when
I
think
about
the
use
of
the
petition
for
a
downward
adjustment
when
it
comes
to
habitability
issues,
the
the
the
issue
that,
like
someone
they
say
tomorrow,
if
my
landlord,
who
ironically,
is
also
Avalon
Bay
different
different
property,
though
says
that,
like
we're
going
to
do
a
whole
bunch
of
things,
that's
going
to
affect
your
thing
tomorrow
and
we
still
pay
full
rent
and
that's
what
I
usually
think
you
would
use
the
downward
adjustment
for.
D
But
we
won't
have
any
kind
of
action
on
it
for
a
couple
months,
based
on
our
processes.
I,
don't
know
what
we
can
do
to
protect
tenants
and
and
hold
the
landlord
accountable
on
things
like
that.
So
I,
I
I
think
this
might
be
a
longer
discussion
that
we're
not
going
to
do
on
a
meeting
that
we
had
planned
to
make
a
very
short
meeting.
But
it's
something
that
I
would
like
belong
when
you
find
a
hole
in
our
work:
calendar
I
guess.
D
But
it's
something
that
I
would
like
to
see.
If
there's
something
that
could
be
done
about
that.
A
Then
I
that's
Karen
on
my
right.
I
can
go
to
adjourn
the
meeting.
Yes,
you
may
okay,
we're
adjourning
the
meeting
at
7,
28
p.m,
on
February
14th,
Happy
Valentine's
to
everybody,
and
we
get
back
together
on
February
28th
for
a
regular
meeting.
