eye

what
was
going

regards
to
zulu,
zumper
and
craigslist,
and
from
what
I'm
seeing
if
you
take
them
all
into
account
at
the
very
most,
there
are
only
maybe
700
to
available
units
and
those
are
probably
multiples
being
counted
twice
or
three
times
in
ballistics,
and
so
I'm
like
very
confused
about
the
fact
that
at
one
point
in
time,
the
landlords
were
saying
that
there
are
as
many
as
10
of
the
apartments
in
mountain
view
that
are
vacant,
and
I'm
thinking
that,
if
we
just
take
into
account
the
rent
controlled
units
under
csfra,
I
think
isn't
that
come
to
about
15
000
and
if
that's
the
case
and
we're
not
even
close
to
the
kind
of
numbers
that
they
were
trying
to
claim
in
the
past.

only
thing
I
can
think
of
is
there's,
perhaps
a
number
of
things,
one
they're
trying
to
overstate
their
vacancies,
two
that
in
effect,
they
are
saying
that
they
had
vacancies
net
then,
and
they
still
are
but
they're

market,
which
means
that
they're
trying
to
artificially
inflate
the
price
or,
unfortunately,
for
maybe
option
three
that
you've
had
a
number
of
apartment
units
have
actually
gone
out
of
business.
Now
I
can't
see
that
that
must
have
happened,
because
we
would
have
heard
a
lot
of
news
about
that.

Nonetheless,
the
real
issue
that
I've
been
trying
to
figure
out
is
how,
in
the
world
did
this
whole
idea
of
so
many
vacancies
being
floated
by
the
property
owners
when
they
really
didn't
give
any
evidence
to
show
exactly
how
they
came
up
to
that
number
and
at
the
same
time,
I
am
grateful
that
the
rhc
had
in
fact
turned
around
and
said
until
things
get
normalized,
we
really
shouldn't
be
doing
anything
regarding
suspending
the
csfra,
because
there's
quite
a
few
other
things
going
on
right
now
that
are
going
to
potentially
be
directly
involving
how
the
market
is
going
to
exist.

city
in

next
many
many
months,
I'm
also
very
grateful
to
hear
that
the
city
council
is
going
to
potentially
extend
the
eviction
moratorium,
given
the
fact
that
actually,
the
federal
eviction
moratorium
under

veteran
relief
act
actually
extended
it
to
september
30th.
So
I'm
confused
as
to
why
it's
taking
so
long
for
it
to
become
official.

any
case.

empower
the
rental
housing
committee
to
establish
a
budget
for
the
reasonable
and
necessary
implementation
of
the
provisions

the
csfra
on
may
17.
The
rental
housing
committee
reviewed
the
draft
and
the
only
recommendation
was
to
decrease
the
litigation
budget
with
20
000
and
it
agreed
with
the
rest
of
the
recommendations.

the
meantime,
we
sent
the
draft
budget
back
to
finance
and
it
turned
out
that
the
total
personnel
cost
was
lower
than
originally
anticipated,
partly
due
to
the
non-final
finalization
of
the
contract.
With
the.

It
was
still
in
negotiations,
what
the
increases
were
for
the
coming
year
and
it's
not
yet
finalized,
but
it
will
be
in
the
coming
weeks
and
as
a
result,
the
personnel
line
item
got
lowered.
Quite
a
bit,
the
general
operating
costs
remained
the
same.
The
professional
services
went
down
with
twenty
thousand
dollars,
as
requested
by
the
rental
housing
committee.

result,
we
recalculated
the
rental
housing
fee
for
the
coming
year
and
it
will
come
out
to
102
dollars
per
unit.

recommendation
is
to
adopt
a
resolution

this
fiscal

trying

and

heard

community

group
of
people
is
not
able
to
access
technology
in
the
way
that

resources

aware

them
and
they
are
being
filed
through
the

reported
that
the
state
process
is

broken
and

landlords
having
trouble

things
are
getting
stuck

anecdotal
evidence

big

will

pressure
from
both
both
sides
on

apartment
association

groups
to
make

changes

both
requesting
actually

it's
anticipated
that

changes

be
adopted.

just
don't
know
yet
we'll
have
a
much
clearer
picture,

I
mentioned
tomorrow.

additional
layer

this
is
that
there's
actually

county
program

well
for
our
lowest
income
residents
that
make

less

area
median
income,
and

was
the

one
had
a

delay

program
is
provides
deeper
services
than
the
state's
program
for
our

vulnerable
population
and
getting
into
that
system
is
taking

little
while
as

of
these
programs

be
staffed
and
created
kind

fly.

lot
of
work
and
it's
very
fast
work
at
a
very
large
scale.
That's
occurring,
and
so
just
keeping
that

mind,

we
think
of
what's
happening
in
the
community
is,

kind
of
very
important
picture

background,

well
is
that
these
are
community
organizations
that

staffing
up
to
be
able

support
these
brand

programs

year

efforts

hundred

nine
mediations
and
conciliations
through

those
have
been
resolved
and
we
have
five
that
are
pending
right
now
very
high
success
rate
for
this
program
and
it
keeps
people
out

the
petition

one

that
we

want

reasons
why
our
petitions
are
so
petition
volumes
are
currently
so
low
is
because
of
the
mediation
program,
and

just
want

highlight
that
for
everyone

we've
received
754
termination
notices
to
date
and
to
answer

question
committee
member

me
one
second
and
I
will
pull
up
the
specific
numbers
there
in
q4
there
have
been
194,
and
so
this
is
from
april
and
may
and
we
can
pull
out
the
data
on
how
many
of
those
are
actually
the
same
units
receiving
termination
notices
which
a
landlord
has
to
provide
those
termination
notices
every
month,
and
there
are
multiple
repeats
in
that
data.

had
no
properties
that
have
gone
into
redevelopment
in
2021
and
therefore
there
are
no
units
affected
and
15
households
have
received
assistance
for
projects
that
are
already
in
the
works.
We
have
a
few
more
petitions
coming

appeal
from
a
few
months
ago.
We
have
an
appeal
coming
up
to
the
rental
housing
committee,
on
the
28th
and
for
any
committee
member
still
in
need
of
appeal
training.

the
vacancy
rates
are
dropping.

are
now
at
9.2
percent
for
fully
covered
units,

decline

previous

we
are
also
seeing
a
rebound
in

prices
for
four
units
that
are
on
the
market
for
all
units
of
all
types
across
the
city,
so
the
prices
are
also
rebounding.

for
sale
for
82
units
and,

you
can
see
there,
there
have
been
229
units
sold
in
the
fiscal
year,
which
is
well
below
the
2015-16
fiscal
year,

these
transactions
appear
to

just

regular
market
transactions,
not
that
are
staying
in
the
in
the
rental
market,
and
that
is
your
major
update

is
not
extended
by

state,

an

on
wednesday

utility
relief
services,

they

to
get
those
utility
release
services,

out
that
they're
not
getting

utilities

actual
utility
providers,

something

accounting
service
for,
and
so
my
initial
understanding
is
that
that
it's
rent,
it's
it's
not
utilities,
it's
rent,
but
I
would
love
to
see
a
discussion
either
agendas
at
a
future
sen
meeting.
