Next
item
is
abrupt
budget
appropriation
for
Cleveland
Massillon
Road
widening.
We
need
to
put
this
on
for
a
first
reading
for
tonight,
also
going
to
be
looking
to
waive
the
second
and
third
readings
later
and
with
ER
language.
This
is
due
to
us
appropriating
the
Acme
property,
so
we
need
to
move
as
as
soon
as
we
can.
We
will
have
to
put
the
money
up
front,
but
after
that,
90%
of
it
will
be
coming
back.
I
believe
it
was
two
hundred
and
sixteen
thousand
the.
A
A
H
H
H
Our
society's
casual
attitude
towards
recreational
drugs
has
led
us
to
this
point,
so
the
further
irresponsible
to
endorse
the
dimension
of
this
hallucinogen,
which
is
an
entry
level
drug
for
other
drugs
of
greater
potential
hazard.
The
pharmacies
dispensing
the
drugs
could
potentially
lose
his
or
her
license.
If
the
DEA
did
decide
to
enforce
this
law,
realizing
that
the
laws
relaxed
under
Obama
he's
not
in,
we
have
Trunk
all.
H
We're
waiting
to
see
what
happens.
There
are
three
agencies
in
our
state
they're
tasked
with
distorter,
meaning
how
the
distribution
will
take
place.
These
are
the
Ohio
State
Board
of
Pharmacy,
the
Ohio
Medical
Board
and
the
Ohio
Department
of
Commerce,
and
they
have
guidelines
that
have
been
going
by
the
governor
and
they're
tasked
with
doing
this
they're
just
taking.
They
took
comments
up
until
July
15th
and
we're
waiting
to
hear
some
final
version
of
this
when
I
really
come
out.
H
The
Summit
County
Board
of
Health
voted
last
year
to
oppose
the
use
and
distribution
of
medical
marijuana.
It
is
this
there's
more
evidence
of
recreation
and
profit,
luring
potential
patients,
businesses
to
promote
this
industry.
So
more
than
medical
fact.
It's
more.
The
lure
of
quick
cash
for
somebody
with
cash
crop
and
just
the
possibility
that
one
day
have
become
a
recreational
freedom.
I
think
that
also
at
the
house
sad
mistake,
there
are
many
hazards
to
other
residents
that
Colorado
was
having
to
deal
with
by
law
enforcement.
Traffic
incidents
have
risen
dramatically.
H
H
H
Everybody
did
that
well,
people
can
now
die
from
this,
so
it's
not
exactly
the
recreation
I
think
they're
getting
into
I
would
encourage
you
to
let
them
locate
somewhere
else.
If
they
have
to
exist,
I,
don't
believe
we
should
endorse
this
type
of
drug
or
industry
by
allowing
a
dispensary
to
locate
in
my
city.
Thank
you.
A
C
G
I
have
chief
dollar
Sandra
here
who's
going
to
talk
about
two
things
that
the
police
department
have
been
working
on.
One
is
the
Ohio
collaborative
certification
and
also
a
heroin
and
drug
awareness
event
that
will
be
coming
up
and
then,
when
he's
finished,
I
just
wanted
to
give
you
a
quick
update
on
shell
heart
Cleveland
Maslin,
Road
drainage.
That
was
talked
about
last
week.
G
G
J
We're
using
federal
standard
state
standards
and
best
practices
from
throughout
Ohio
I
could
tell
you
that
the
Norton
Police
Department
we're
going
to
continue
to
work
on
updating
our
existing
policies
and
procedures
using
the
federal
state
and
best
practices
policies
at
the
Iowa
collaborative
and
the
Ohio
office
of
criminal
justice
services
are
recommending,
and
we
will
continue
to
strive
to
provide
the
residents
of
Norton
with
the
best
service
from
their
Police
Department.
So
if
you
have
any
questions,
I
did
bring
the
provisional
certification
with
me.
I
did
not
get
the
regular
certification.
J
That's
supposed
to
be
coming
to
me
in
the
mail
should
be
here
probably
later
this
week.
I
will
tell
you
that
this
is
not
mandated
yet
I
believe
that
they're
asking
all
agencies
to
do
this
by
2019,
so
we're
a
little
head
of
the
game,
which
is
good.
The
next
series
of
policies
that
they
want
us
to
work
on.
Are
you
know,
body
camera
policies
which
we
already
have
policies
for
our
dispatch
center,
which
you
know
Swisscom,
is
already
their
own
entity
they're,
also
working
on
updating
their
policies
to
make
sure
that
they
are
compliant.
K
Chief,
some
of
the
policies-
and
you
don't
have
to
go
into
details
on
it
necessarily,
but
are
they
looking
at
some
of
them?
So
that's
that's
been
going
on
once
they
start
to
investigate
them.
They
always
come
back
and
they
say
well
we're
gonna
do
additional
training.
Are
we
putting
in
some
type
of
annual
training
for
officers
to
know
how
to
handle
certain
situations?
Yeah.
J
J
They
know
what
the
policy
States
and
then
they
sign
off
on
it
and
then
they're
also
given
a
test
that
they
have
to
take,
and
obviously
it's
a
pass/fail
test.
So
that's
one
of
the
things
that
this
this,
the
ohio
collaborative,
is
looking
for.
Not
just
that
you've
got
a
written
policy
somewhere
that
you're
hiding
it
in
a
bookcase
that
you're
actually
going
through
it.
J
Norton
Police
Department
is
going
to
be
sponsoring
a
heroin
and
drug
awareness
event
on
July
22nd
2017
from
12:00
to
5:00
at
the
Norton
high
school
Stadium
I
brought
some
flyers
with
me
tonight.
I'll
make
sure
that
each
one
of
you
get
it
and
we'll
have
some
here,
but
I
think
it's
going
to
be
a
great
event
for
this
community.
My
officers
are
excited.
They
have
been
working
pretty
diligently
and
getting
people
to
sponsor
it
and
to
donate
their
time.
J
J
D
D
L
G
Chief,
just
real
quick
under
my
reports,
so
Miss
Lipke
I
just
wanted
to
quickly
give
an
update
shell
heart
and
Cleveland
Massillon.
Mr.
right,
we
we
did
go
out
there.
The
next
day
mr.
white
mr.
white
went
out
to
mr.
Wright's
house.
It
was
a
little
messy
because
right
now
we're
really
torn
up
right
in
that
area,
but
I
do
have.
We
did
photograph
everything.
I
will
be
sitting
down
with
ODOT,
probably
we're
hoping
still
this
week,
but
because
of
Easter
coming
up
it
may
not
be
till
next
week.
There
is
there.
G
We
don't
disagree
with
his
concern
in
the
sense
by
the
telephone
pole.
If
you
remember
his
photograph
and
I
can
pass
this
around.
It's
not
the
best
picture
the
day
it
was
taken,
but
you
will
be
able
to
see
actually
on
shell
heart
in
Cleveland.
Massillon
there's
actually
been
an
extra
catch
basin
that
is
being
put
in
to
both
collect
water
off
of
shell
heart
directly
from
the
road
and
from
Cleveland.
Massa.
Now
remember
also
right
now.
What
we're
dealing
with
is
all
of
this
is
piped
in
these
are
yard
drains.
G
What
we're
putting
in
our
actual
catch
basins
curb
and
gutter
which
is
going
to
make
help
with
the
drainage,
be
more
efficient.
However,
we
do
want
to
take
a
look
at
his
point
behind
the
telephone
pole
area
right
now
there
is
going
to
be
a
sidewalk
and
there's
a
manhole
and
we're
not
quite
sure
why
there
just
wasn't
a
catch
basin
put
there
potentially
as
well,
so
we're
having
that
redress
so
not
quite
solved
yet.
But
I
do
once
you
know
we're
in
communication
and
with
ODOT
so
I.
K
G
C
A
C
A
D
G
I,
don't
know
that
answer
and
I'll
have
to
check
with
mr.
white
I
can
tell
you.
Mr.
white
is
working
on
a
separate
plan
on
shell
heart
with
Larry
has
our
new
service
superintendent?
We
are
going
to
probably
remove
some
of
the
pipe
there.
That
is
an
adequate
and
put
in
some
addition.
I
should
say
new
piper
and
turn
out
some
old
pipe
put
in
some
new
pipe.
G
For
whatever
reason,
what
I
think
happened
over
the
years
is
old
farm
tile
was
used
as
a
drainage
system,
and
so,
as
you
said,
it's
all
different
sizes.
It's
not
connected,
so
we
are
working
on
a
plan
down
Michelle,
Hart
I,
don't
know
how
far
it
goes
down.
The
one
gentleman
out
there
that
I'm
sure
you've
met
with,
because
he's
talked
with
everyone.
I'd
rather
not
say
his
name
right
now,
but
we
are
working
with
him
directly
on
shell
heart
and
a
couple
other
homeowners
right
in
that
area.

Suggestion
the
email
I
sent
out
was
first
reading
tonight.
We'll
call
a
special
meeting
next
week
to
have
a
second
reading
and
then
the
24th
can
be
a
third
reading
and
passage
if
we
want
three
readings
or
if
you
want
to
do
two
on
the
24th
I
mean
whatever
you
want.
We
just
thought:
that's
how
we
could
spread
it
out.
C
D
A
Believe
on
this
particular
subject,
we
did
have
an
increase
of
3.9%.
If
I
recall
correctly.
That
was
due
to
the
fact
that
we
have
a
new
officer,
and
then
we
have
a
new
dog
who's,
also
considered
an
officer
and
the
backhoe
and
the
new
vehicles,
two
new
vehicles.
So
that
was
why
the
increase
just
for
anybody
that
knows
yeah
three
point:
nine
six
percent
increase
actually
and
it
went
from
eighty
six
thousand
one
hundred
and
seventy
seven
dollars
to
eighty
nine
thousand
five
hundred
and
ninety-six.
A
E
F
G
D
E
D
E
D
E
Mean
I
think
anybody
can
come
up
and
make
any
comments
during
committee
the
whole
if
they
want
to.
But
you
know
during
public
comments,
so
I,
don't
so
I
would
yeah
I
would
just
say
if
we're
gonna
do
a
special.
Let's
put
them
both
on
have
second
readings
on
both
of
them,
and
then
we
can
vote
on
them
that
you
know
at
the
next
council
meeting
be
done
with
it.
So
that
was
just
fine.
My
point
cut.
B
A
A
Is
to
put
the
budget
money
back
so
that
we
can
go
start
forward
to
be
able
to
acquire
the
Acne
property,
we're
short
on
that
money
again,
this
we
won't
be
reimburse
90%
of
that
once
it's
over
and
done
with,
and
we
need
to
get
this
going
so
I'm
going
to
be
asking
the
wave
the
second
and
third
readings.
Second.
B
M
B

A
D
I
I
D
This
question
this
is
raw
versus
car.
I
asked
this
question
last
week.
If
there
was
a
further
expansion
of
the
sewer
lines
from
club
side
to
shell
heart,
you
said
no
resident
called
in
was
called
me
Saturday
and
spoke
to
somebody
at
City
Hall.
He
did
not
get
a
name
I
wish
he
had,
but
he
was
told
they
were
expanding.
It.

C
First
of
all,
I
have
this
coming
Wednesday.
That
would
be
April
twelfth
from
six
to
seven
o'clock.
We
have
the
Norton
Parks
Board
presents
an
introduction
to
yoga
and
meditation
again
it's
from
6:00
to
7:00
p.m.
this
coming
wednesday
informations
on
the
website.
If
you're
interested
also
for
central
collection
agency,
taxpayers,
assistance
for
city
income
tax
filing,
which
is
also
on
the
website,
you
have
one
more
night.
It
is
Thursday
April
13th
from
1:00
to
7:00
p.m.
C
C
We
do
have
information
on
the
website
for
that
as
well,
whereas
that
you
free
that
day,
come
out
and
help
us
pick
up
trash
and
the
Norton
Kiwanis
prayer
breakfast,
it's
May
4th,
2017,
Grace
Church
at
7:00
a.m.
tickets
are
$10
and
I.
Think
we'll
have
well.
Tickets
can
be
purchased
through
Maggie
and
I.
Think
there's
several
members
that
throughout
the
community
that
will
have
tickets
available
as
well
and
last.
I
C
Not
least,
we've
got
the
Celtic
Beltane
festival
that
will
be
on
May
13th
at
Columbia,
Woods
Park
from
10:30
to
6:00
p.m.
and
basically
it
is
admission,
eight
years
and
over
eight
years
and
over
93
eight
years
and
above
seven
dollars,
family
group
of
four
$20.00
proceeds
help
fund
the
Pegasus
farm
Therapeutic
Riding
Center,
it's
a
501
C
3.
So
it
is
a
paid
event,
but
it
will
be
held
at
the
Columbia
woods
park
from
10:30
to
6:00
p.m.
on
may
13th.
That
is
all
I
have.
