Before
we
get
started,
first
I
want
to
do
is
welcome
mr.
Kane
called
well
as
our
new
in
terms
of
the
administrative
officer
and
I
look
forward
to
working
with
you.
Thank
you
very
much.
Secondly,
the
agenda
is
not
going
to
be
following
the
usual
format
in
order
so
that
we
can
accommodate
various
needs
of
the
city.
B
F
F
So
we
finished
up
that
I
just
want
to
thank
the
police
officer
officer
Starling
for
spending
the
time
with
the
kids
during
the
week,
the
Norton
Women's
Club,
the
junior
volunteers,
the
Norton
Lions
Club
for
funding
the
event
and
our
safety
forces
to
be
that
were
on
hand
to
make
it
go
smoothly.
So
I
think
I
covered
everybody,
but
once
again
just
want
to
let
you
know
that
we
finished
up
another.
What
we
believe
is
another
successful
year.
Thank
you.
Thank.
B
G
Mesner
just
a
report,
madam
president,
that
as
of
this
morning,
our
new
website
is
now
up.
I
would
ask
for
a
little
leeway.
We've
worked
real
hard
to
make
sure
that
everything
works,
but
we
had
a
resident
report
today,
a
couple
of
things
that
apparently
we
missed
so
we'll
continue
as
we
find.
Those
will
continue
to
correct
those,
but
I
would
encourage
everybody
to
take
a
look
at
it
looks
very
nice.
It
works
very
well,
it's
not
as
cumbersome
as
the
old
one
and
I.
Hopefully
everybody
will
be
pleased
with
that.

Once
again,
we
have
need
for
an
executive
session
so
item
a
is
an
executive
session
conferences
with
an
attorney
for
the
city
concerning
disputes
involving
the
city
that
are
the
subject
of
pending
or
imminent
court
action,
as
defined
in
Ohio
with
ice
code,
section
121
point
22,
G,
3
and
section
3
point
12
of
the
norton
city
charter.
I
have
to
make
a
motion
for
an
executive
session.
Do
I
have
a
second

This
time,
I'm
going
in
bite,
man
Zita
mr.
Caldwell,
mr.
Mesner
attorney
Markey
an
attorney
funk
to
join
us.
We
will
return
to
exit
the
executive
session
and
reconvene
the
regular
council
meeting
anybody
remaining
in
the
room
keys
to
keep
in
mind
that
the
audio
and
video
is
recording.
So
anything
you
say
in
this
room
will
be
recorded.
If
you
don't
want
your
conversations
recorded,
please
exit
the
council
chambers
at
7:24
temporarily
adjourned.

Mr.
peel
audits,
that's
not
a
real,
descriptive
title,
so
just
so
that
the
public
knows
this
is
an
ordinance
that
is
being
read
for
the
first
time
to
approve
a
settlement
agreement
regarding
litigation
regarding
a
cell
tower
that
is
proposed
for
Greenwich
row,
3900
granite
Road,
and
that's
just
for
a
first
reading
tonight.
Correct
correct.
M
D
J
B
F
H
B
Well,
DAC
meets
whenever
you
can
get
them
together,
we're
not
as
regulated
what
the
man
board
is.
They
are
on.
Thursday
sometimes
will
be
on
Thursdays,
but
DAC
actually
goes
in
as
needed,
a
little
bit
more
flexible,
just
a
matter
being
able
to
get
a
quorum
to
get
it,
get
seated
that
it's
a
member
of
Barberton
Council
and
then
a
gentleman
from
or
lady
in
this
case
happens
to
be
a
gentleman
from
the
county.
F
Madame
president
I
do
you're
talking
about
the
mad.
The
mosquito
abatement
districts,
spray
schedule
for
the
city
of
city
of
Norton,
Norton
will
be
sprayed
and
I
know
some
of
them.
It's
June
1st
June
15,
June,
29,
July,
13,
July,
27,
August,
10,
August,
24
and
September
7
and
September
21st.
That's
every
other
week,
I
believe
the
off
weeks,
then
they
hit
Barberton
spraying,
will
be
conducted
in
accordance
with
all
applicable
laws,
rules
and
proposed
EPA
regulations.
F
Specifically
when
weather
is
absent
of
rain.
When
are
less
than
10
miles
an
hour.
Temperature
is
55
degrees
or
above
if
surveillance,
light
traps
contain
less
than
20
mosquito
spraying.
They
be
canceled
for
that
particular
ward.
So
just
be
aware
that
if
you
don't
see
them
in
your
ward,
there's
probably
a
reason
why
they're
not
there
spraying
in
that
ward.
For
that
evening,
sprays
are
conducted,
Thursday
evenings
and
and
nights
unless
noted,
and
then,
if
unable
to
spray
on
the
scheduled
date,
a
makeup
spray
will
be
on
the
following
Monday's.
F
A
J
E
E
Secondly,
I
would
like
to
see
a
increased
police
presence
and
I'd
like
to
have
the
chief
send
me
an
email
stating
how
he
would
do
this.
The
slow
traffic
down
and
the
reason
for
the
amount
of
dirt
on
the
streets
is
putting
a
tremendous
amount
of
dust,
and
people
are
obviously
not
slowing
down
and
as
it
progresses
up,
east
and
and
further
towards
apartment
in
Brookside,
Country
Club
is
going
to
get
worse,
so
I
think
it
the
great
help
to
the
people.
E
And
thirdly,
are
we
I've
asked
this
question
two
times
before
that
I'll
preface
it
I
had
spoken
with
a
man
making
deliveries
on
all
of
the
concrete
junction
boxes,
and
he
was
telling
me
he
has
more
deliveries
that
go
further
up
past
Club
site
now.
Are
we
going
up
past
Club
side
and
is
so
part
2
questions
for
you,
mr.
markey,
the
financial
agreements
are
all
in
place.
Correct.
H
E
H
Could
be,
there
could
be
no
assessment
without
following
the
procedures
that
we
went
through
with
this
council,
as
we
talked
about
before
under
the
sewer
agreement,
all
assessing
authority
remains
with
the
city
of
Norton
Council,
with
respect
to
Norton
residents.
So
barber
team
chose
to
extend
some
where
they
could
do
so
at
their
own
cost,
but
they
can't
Dayton
no
power
to
assess
without
you
first
authorizing
that,
but
there.
E
E
Project
are
you
talking
about
for
the
construction
company
because
well
who's?
Who
has
the
authority
and
Barberton
to
say?
Yes,
no,
stop
do
putting
it
in
layman's
term
for
no
city
can
call
to
say
mr.
Jones
or
Smith,
whatever
the
case
may
be.
This
is
the
problem.
What
are
you
gonna
do
about?
I
want
an
answer
now
that.
