City
Council
over
the
past
several
years,
there's
been
a
lot
of
discussion
about
the
the
drug
epidemic
in
Summit
County.
The
Norton
Police
Department
is
committed
and
will
continue
to
be
committed
to
fighting
the
drug,
the
drug
epidemic
and
will
not
tolerate
drugs
traveling
through
our
city.
Our
canine
program
will
continue
to
be
vigilant
in
the
fight
against
drugs
and
violence.
I
feel
very
fortunate
that
we
have
been
able
to
raise
the
funds
necessary
to
maintain
our
k9
program
and,
most
recently
purchasing
a
new
k-9.
H
Last
summer,
the
Norton
Police
Department
announced
for
our
local
newspapers
that
we
were
raising
funds
to
purchase
a
new
canine
I
am
proud
to
say
that
through
donations
from
our
local
businesses
and
residents,
we
raised
all
the
money
necessary
to
purchase
the
canine
pay
for
the
training
and
other
expenses
associated
with
the
program.
As
I
stated
earlier,
we
began
our
selection
process
over
the
winter
and
selected
patrolman
Ryan
seeker.
H
Shortly
after
being
selected
as
the
newest
member
of
our
canine
unit,
patrolman
seeker
met
with
Al
Gil
from
vanderhaus
Gil
police
k-9
Academy,
which
is
one
of
the
most
prestigious
k9
academies
in
this
country,
and
the
two
started
to
search
to
find
our
k9
Rex
was
selected.
Rex
was
born
in
Germany
on
January
11th
2016
on
March
20th,
2017,
patrolman,
Rick
seeker
and
Rex
attended
the
extensive,
six-week
training
academy
in
Wapakoneta
Ohio
on
April
27,
2017,
patrolman
seeker
and
Rex
were
state
certified
and
graduated
from
the
k-9
Academy.
H
The
team
has
earned
two
national
titles
in
one
state.
Title
Rex,
who
has
now
earned
his
rank
as
a
k-9
officer,
can
locate
six
different
narcotic
odors.
He
is
certified
on
marijuana,
cocaine,
opiates,
methamphetamines,
mushrooms
and
ecstasy.
The
team
is
also
nationally
certified
in
tracking
Criminal
Apprehension
evidence,
searches
and
obedience.
At
this
time,
I'm
going
to
have
patrolman
seeker
come
in
with
Rex
we're
gonna
do
a
little
demonstration.
The
only
thing
I
ask
is
that
while
the
dog
is
working,
you
know
we
don't
reach
out
to
him
and
pet
him.
H
Let
him
let
him
do
his
job,
because
we
we
did
plant
some
some
some
drugs
in
here
earlier,
which
is
why
I
came
in
a
little
early.
So
he's
going
to
go
ahead
and
and
do
some
tracking
and
show
you
what
he
does
and
then
afterwards
we'll
have
plenty
of
time
for
some
photographs
or
if
you
guys
would
want
to
meet
the
dog
one
on
one.
I
E
Thank
you
at
this
time,
though
we
would.
We
have
to
do
a
swearing-in
ceremony,
so
I'll
ask
patrolman
seeker
and
Rex
to
join
me
in
Center
center
stage.
I
I
pay.
My
rent,
you
solemnly
swear,
do
solemnly
swear
to
uphold
the
Constitution
of
the
United.
States
uphold
the
Constitution
of
the
United
States,
the
laws
of
the
state
of
Ohio,
the
laws
of
state
of
Ohio,
the
charter
of
the
city
of
North,
charge
of
the
city,
important
the
ordinances
of
the
City
of
Norfolk
for
the
city
of
Fort,
Wayne,
County,
Ohio
faithfully
and
then
I,
honestly,
Minister,
partially
and
impartially
discharge.

Anything
else
on
it:
okay,
council
acknowledges
the
receipt
of
the
April
2017
budget
reports,
Thank
You
mr.
Messinger
next
thing
up
communications
from
the
public,
but
before
I
call
your
name
you're
limited
to
five
minutes,
and
please
state
your
name
and
address
for
his
record.
When
you
come
to
the
podium,
we
only
have
one
mr.
Kevin
Lewis.

To
refresh
everyone's
memory
on
this,
these
are
financial
payments
that
we've
already
approved,
that
are
over
$3,000.
They
were
started
prior
and
now
they've.
The
actual
payment
needs
to
be
made,
and
auditors
have
requested
for
this
to
be
done.
It
keeps
our
budget
up
to
date
and
they've
just
arrived
or
needed
paid
after
we
had
already
approved,
having
having
them
put
out
there
again
I'm
going
to
move
to
waive
the
third
reading
on
second.

We
yes
I
mean
we're
it's
not
part
of
the
cost
of
the
project
that's
separated
out,
but
either
there
based
on
the
plans
that
either
were
able
to
work
around
the
storm
sewer.
If
there
needs
to
be
a
relocation,
we
have
that
planned
or
if
it
needs
to
be
updated.
Actually,
Dave
white
works
with
them
on-site
and
Larry's
here
tonight
and
we're
coordinating
things
a
lot
of
the
work.
Even
his
crews
will
do
right.

K
K
M
I
may
need
to
to
give
you
a
better
answer
after
tonight,
but
and
we
all
of
that
was
looked
at
with
the
design
and
if
things
were
marked
on
the
plans
we
tried
to
plan
for
that.
We
even
did
some
work
ahead
of
time.
That's
how
you
just
like
everything
out
in
that
neighborhood
there's
a
lot
of
things
that
need
to
be
upgraded.
This
is
a
good
opportunity
to
do
that
as
well.
M
K
K
M
K
K
K
Okay,
can
I
ask
him
that
well
there
again,
the
Barbican
initially
paid
to
put
that
line
in.
So
that's
no
liability
issue
for
us
to
the
taxpayer
to
pay
to
change
that
or
I.
Think.
If
that's,
what
worried
about
how
Barbara
would
have
been
there
doing,
this
work
should
be
on
their
nickel,
not
the
taxpayer.
In
Norton,
that's
I'd
like
to
look
at
and
thoroughly
did
mr.
Marquis.
Not
here
tonight
did
he
clarify
the
Gardiner
Boulevard
with
the
Chase
Morgan
Bank
Corporation
responsibilities
that
last
paragraph
we
talked
about
I
believe.
K
