First
thing
up
is
a
committee
at
the
whole
reports
from
standing
committees
before
we
get
started
on
that
I'd
like
just
like
to
make
a
short
announcement
about
our
live
stream.
Update
we've
been
experiencing
problems,
technical
issues
with
the
live
streaming
and
the
city
and
engineers
from
livestream
have
been
working
on
this
for
hard
for
the
last
couple
weeks,
lots
of
emails,
lots
of
phone
calls
lots
of
complaints.
C
We
had
used
the
older
system
last
week
because
we
realize
that
20
system
was
having
problems
and
tonight
we're
using
the
new
stuff
and
hopefully
there's
a
patch
there.
That's
going
to
take
care
of
it
and
I
just
want
to
remind
everybody.
We
cannot
control
your
bandwidth
or
your
internet
speed
for
your
home
computer
system,
and
that
would
be
an
issue
on
your
end
and
not
ours.
C
C
It's
been
quite
a
few
years
since
Norton's
had
higher
rating
than
a
anyway
I
know
at
least
going
back
208,
and
it's
my
understanding.
This
is
a
really
good
thing
for
us,
they're
just
going
to
allow
us
to
get
money
financing
cheaper,
perhaps
more
grants
raises
our
status
all
the
way
around
and
with
that
said,
I'll
turn
it
over
to
mrs.
Kaur.
F
G
G
F
Just
want
to
add,
you
know
it's
very
much
a
team
effort.
Certainly
mr.
Mesner
should
be
congratulating
and
keeping
the
finances
on
track,
but
I
also
want
to
say
thank
you
to
City
Council
for
supporting
our
efforts
in
really
our
entire
staff
at
the
city,
because
you
know
we
are
really
trying
to
move
forward
as
a
group,
and
this
is
something
that's
a
great
accomplishment
and
it
doesn't
take
just
one
person
it
takes
several
and
I
do
want
to
say
I
know
the
sewer
project
was
controversial
and
I
don't
want
to
dwell
on
that.
F
But
what
you'll
see
in
the
full
report
I
do
believe.
One
of
the
things
that
helped
us
get
over
the
hump
was
that
the
that
Fitch
saw
that
we
were
stronger
in
the
sense
that
we
can
provide
that
utility
which,
if
we
get
it
in
the
right
places,
can
spur
economic
development.
So
they
asked
us
a
lot
of
questions
on
that
and
they
want
to
see
a
map
of
our
areas
where
we
could
develop
so
once
they
asked
that
we
all
are
like
we're.
Gonna
get
an
upgrade,
I
think
we're
going
in
upgrade.
F
So
we're
very
excited
about
it
and
again
thank
you
for
everyone's
efforts,
especially
mr.
Messner,
and
we
have
tonight
we're
handing
out
just
a
little
token
just
kind
of
something
fun
to
commemorate
the
night
that
you
know
we
got
a
double
Abe
rating,
so
everyone
gets
a
double-a
battery.
If
they're
here
at
the
meeting
tonight
and
I,
think
I
missed
Jesus,
so
I
will
come,
get
you
a
battery.
So
thank
you
again.
C
C
C
I
You,
madam
president,
this
was
briefly
touched
on
last
week
tonight
we
have
a
second
reading
on
the
codified
ordinances
that
we
do
every
year,
but
somewhere
along
the
line,
ordinance
85
2015
was
not
marked
in
our
exhibit.
So
I
need
to
make
a
motion
to
amend
the
exhibit
to
include
ordinance,
85
2015
and
for
the
public's
knowledge.
That
was
an
ordinance
that
allows
for
refreshments
during
certain
City
meetings.
It
was
for
234
dollars
and
14
cents,
so
I
do
make
the
motion
to
add
that.
Thank
you.
D
H
E
J
Yes,
mr.
Kernan,
yes.
I
Again,
madam
president,
the
mayor
has
we've:
had
a
person
not
seek
re-election
to
the
reappointment
I
guess
you
should
say
to
the
term
on
the
BCA
and
the
mayor
has
picked
an
appointment
and
that
is
Andrew
Mullins
for
the
at-large
position,
and
tonight
I'd
like
to
ask
mr.
Mullins
to
come
forward
for
a
moment
in
case
council
has
any
questions
for
me.
Mr.
Mullins,
if
you
want
to.
L
L
I
Any
other
questions
I,
don't
believe
there
will
be
any
more,
but
I
would
like
to
thank
you
mr.
Mullins
first
name
stepping
up
and
asking
to
fill
this
seat.
It's
much
appreciated
and
just
over
the
last
couple
of
years,
where
I've
seen
you
in
the
audience
a
lot
and
where
you
also
served
as
a
chair
for
the
Charter
Review,
Commission
I,
think
you
did
it
honorably
and
well
and
I
appreciate
you
stepping
up.
G
I
With
that,
I
would
like
to
add
to
tonight's
agenda
just
the
first
reading
on
the
appointment
of
mr.
Mullins
and
as
just
a
note
to
counsel,
there
are
seven
more
reappointments
that
we
will
discuss
at
next
week's
committee
meeting
but
for
all
of
council.
If
you
I
didn't
plan
on
speaking
any
of
these,
because
we've
met
all
of
them
in
the
past.
But
if,
for
some
reason
you
have
a
desire,
please
see
me
later
that
and
we
can
have
them.
C
C
N
Okay,
good
evening,
council
members,
mr.
mayor
and
officials
of
finance
administration,
it's
been
many
weeks
since
I
attended
a
city
meeting,
but
tonight
was
essential.
I
got
here
to
attend,
so
I
could
say
to
you
to
all
of
you.
My
personal
congratulations
on
jobs.
Well
done.
As
most
of
you
know,
it
is
not
unusual
to
find
my
name
among
past
speakers
to
strongly
comment
an
unusually
an
unusual
recorded
financial
matters,
possibly
costing
taxpayers
more
money,
if
not
reused,
and/or
corrected
and,
of
course,
the
annual
report
by
us
Ohio.
N
Surprisingly,
only
three
other
Summit
County
communities
received
that
commendation,
as
well
as
only
8%
of
the
other
cities
in
Ohio,
now
comes
even
better
news:
Fitch
Ratings,
upgraded
Norton's,
financial,
long-term
general
obligation,
debt
management
by
two
steps
from
a
plus
to
double
aid.
The
upgrade
was
based
on
improved
current
and
projected
economic
growth,
as
well
as
strong
budget
management
with
rapid
rebuild
week
with
rapidly
rebuilt.
We
service,
as
noted
by
the
mayor,
the
budgetary
process
was
overhauled
to
reduce
costs
and
to
reorganize
our
local
government
to
provide
better
services
to
its
residents.
N
N
Light
of
all
the
developments,
the
norton
administration
and
staff
at
all
levels
deserves
a
big
THANK
YOU
from
Norton
residents
and
all
areas
saying:
congratulations.
You
have
made
our
city
proud
and
thank
you
for
your
time
giving
zombies.
That's
me,
I,
didn't,
say:
I
was
going
to
put
in
I
hope
when
pay
increase
has
come
that
everyone
will
be
acknowledged,
supporting
me
with
their
hard
work.
Thank
you.
So
much.
B
C
C
G
You,
madam
president,
I'd
like
to
announce
that
I
guess.
Late
last
week
signs
were
put
up
in
throughout
Norton
in
the
area
of
Greenwich
Road
and
the
Golf
Course
in
regards
to
a
it's,
a
culvert
ricans
bridge
culvert
reconstruction,
that
is
100
percent
summit
county
engineer,
funded
but
I
know
the
question
being
was
there's
going
to
be
some
road
closures
and
some
delays
and
such
and
I
expressed
to
some
of
the
residents
that
as
soon
as
we
got
more
information,
I
would
share
that
we
will
have
more
information
up
and
coming.
G
F
G
To
three
weeks
it'll
be
completed
so
in
that
in
that
period
of
time,
but,
like
I
said
it
won't
be
until
after
1st
of
March
I
know,
the
signs
are
already
put
up,
which
kind
of
caused
a
little
bit
of
a
panic,
but
we
still
got
a
couple
weeks
yet
before
anything
gets
started.
So
that's
all
I
have
at
this
point
in
time.
Thank
you,
mrs.
Carr
I,
just.
F
Want
to
remind
everyone
at
the
committee
meeting
for
next
week,
we'll
be
talking
about
the
nash
heights
project,
specifically
some
of
the
funding,
but
I
will
also
be
providing
you
information
that
will
be
be
shared
with
the
residents
as
well.
It
looks
like
most
likely
mobilization
will
start
March
1st,
so
we'll
be
getting
some
information
out
to
the
residents
and
I'll
be
sharing
all
of
that
next
week.
If
you
have
any
questions
ahead
of
that,
though,
please
call
me
and
I'll
try
to
answer
anything.
I
can
did
you
say.
O
F
C
M
C
C
C
Basically,
this
is
updating
a
policy
that
we
can
go
ahead
and
make
investments,
and
please
correct
me
if
I'm
wrong,
mr.
Mesner
and
it
hasn't
been
updated
for
years
and
years
and
years,
it'll
allow
us
to
be
able
to
actually
acquire
more
interest
on
anything
that
we
invest
and
we're
removing
section
repealing
section
234
that
was
originally
passed
in
1977
and
to
34
point
13,
which
are
basically
obsolete
with
this
and
I
we're
almost
bound
by
the
state
to
do
this,
I
really
don't
see.
C
Why
we're
not
just
waiving
the
second
third
readings
and
getting
it
out
of
our
way,
there's
nothing.
We
can
really
do
about
it.
It's
important
thing,
and
maybe
it
could
help
us
at
moving
forward
on
some
of
these
things.
So
at
this
time,
I
would
make
the
motion
to
waive
the
second
and
third
readings
I'll.
K
C
I
H
G
K
I
D
Ordinance
approving
the
editing
and
inclusion
of
certain
ordinances
as
parts
of
the
various
component
codes
of
the
codified
ordinances,
approving
adopting
an
acting
new
matter
and
the
updated
and
revised
codified
ordinances,
repealing
ordinances
and
resolutions
and
conflict
therewith
and
declaring
an
emergency.
Second.

J

B
F
J
D
F
The
issue
of
medical
marijuana
has
been
moved
to
the
Planning
Commission.
They
asked
for
some
specific
materials
that
were
collecting
for
them,
so
we're
hoping
it'll
be
on
their
next
agenda
and
then
they'll
start
discussing.
But,
however,
if
there's
anything
specifically,
they
are
looking
at
for
some
guidance
of
what
City
Council
is
hoping
to
get
back,
so
any
feedback
you
could
provide.
If
you
want
to
provide
it
to
me
off,
I'll
provide
it
to
the
chair
they're.
F
J
J
J
A
B
A
J
I
guess,
from
my
point
of
view,
what
I
would
be
looking
for
as
far
as
a
recommendation
would
be
just
exactly
that
way.
If,
if
council
were
to
decide,
if
council
were
to
decide
to
allow
these
businesses
to
open
in
the
city,
what
zoning
classification
would
they
be
in
would
could
we
create
a
separate
zoning
classification
and
what
the
recommendation
would
be
regarding
that
and
if
their
recommendation
is,
is
that
the
city
not
do
this
I
want
to
hear
that
too?
Okay,.
J
I
want
to
talk
a
little
bit
more
about
the
scanning
software
and
how
that
interfaces
with
the
equipment
we
have
and
those
types
of
things
because
I'm
I
know
we
talked
about
it
a
little
bit.
Mr.
Mesner
and
I
appreciate
that,
but
I
it's
for
some
reason
not
clicking
in
this
brain
of
mine
and
that's
because
I'm
not
real
smart,
where
that's
concerned.
So
what.
M
M
A
J
M
Would
like
to
address
misses
with
easy
marks
earlier
about
our
live
streaming.
You
know
this
is
historically.
This
goes
back
to
November.
2012
we've
not
been
able
to
do
this
period
correctly.
I
get
numerous
complaints
over
which
mr.
zwicki
acknowledged
this
evening.
The
barber
hair
was
in
there
couple
weeks
ago,
with
a
handheld
camera
was
able
to
broadcast
it
on
their
website.
M
Now
my
suggestion
would
be
this
one
of
the
live
stream
be
told
they
have
until
Monday
to
correct
the
situation
totally
or
explain
why
they
can't
and
if
so,
fire
them
they've
had
more
than
ample
opportunity.
If
this
was
our
your
money,
you
wouldn't
like
it,
I
wouldn't
spend
money
like
as
I
would
can
ii.
See.
Excuse
me
if
I
interrupting
you
guys.
F
M
Planty
been
telling
me
straighten
it
out,
you're
fired
done.
I
love.
We
have
a
contract
with
the
mr.
markey
can
look
into
that,
because
this
ridiculous
this
is
went
on
this
long
is
still
having
a
situation.
Secondly,
perhaps
our
lack
of
better
terminology,
we
have
too
many
cooks
in
the
kitchen
it
since
it
is
a
console
related
project.
I'd
like
to
see
mrs.
Richards,
have
total
control
of
it
and
make
recommendations
of
this
console
for
where
we
need
to
go
with
it
or
bring
people
in
for
questioning.
M
Problem
is,
it
looks
fine
to
the
people
sitting
here,
but
I
mean
and
I'm
not
talking
about
the
complaints
I
get
from
some
of
the
regular
people
complain
that
or
quote
unquote
whatever.
This
needs
to
work
and
if
we've
spent
and
spent
and
spent
and
there's
no
excuse
for
spending
money
and
getting
another
excuse.
M
If
this
was
private
industry
they'd
be
fired
and
I
mean
they'd
be
fired
tomorrow
morning
now,
I
will
give
them
benefited
out
and
give
them
what
six
days
to
figure
it
out
if
they
can't
and
can
find
someone
who
can
I'd
rather
spend
more
money,
because
what
we're
spending
ain't
getting
it
there
anyhow.
This
is
ridiculous.
I
think
counsel
should
agree.
I
mean
this
is
an
ongoing
complaint.
I
get
texts
continuously
during
the
meetings
can't
hear
it
can't
see
it.
Camera
angles,
God
can't
see
people
and
we
spent
four
new
speakers.
M
M
M
I
mean
I,
think
you've,
given
us
credit
in
the
past
and
I
appreciate
the
fact
they
did,
but
obviously
they're
not
providing
the
service.
Just
like
you.
If
you
bought
a
car
from
a
dealer
and
if,
when
I
run,
you'd
be
upset-
and
maybe
that's
a
poor
analogy,
but
it's
the
same
thing:
the
taxpayers
are
spending
money
for
the
service.
We
were
under
a
court
order
enough
either
fix
it
or
you're
done.
F
M
F
M
D
M
It
works
today,
like
I,
said:
I
want
these
people's
feet
put
to
the
fire
just
one
or
two
times
as
I'm,
making
it
that
should
be
able
to
turn
on
the
switch
like
we
talked
about
with
mr.
ring
for
the
equipment.
Company
should
always
work
plain
supple,
and
if
it
can't,
you
better,
have
a
good
excuse.
If
not
you're
done
well.
M
C
M
It's
easier
to
have
a
project
under
one
person
than
moldable
I
know,
Ron
is
busy
with
finance
and
other
things
he's
doing,
maybe
take
a
little
load
off
of
him
and
it
would
allow
this
is
Richards
to
concentrate
I've
spoke
to
this
to
her
and
she's
agreed.
If
you
don't
want
to
do
it,
that's
fine
policy
is
next
Monday
had
better
work.
Well,.
J
D
C
O
I
would
say
that
just
for
counsels
edification,
that
Carla
has
really
over
the
last
two
weeks
has
really
kind
of
had
the
lead
in
that
I've
been
backing
her
up.
I've
kept
you
all
copied
on
the
strong
comments.
Last
week,
I
emailed
Connie,
Dean's
and
del
Nelson's
comments
didn't
change
any
language
Senate
right
straight
to
them
and
said
here's
what
we're
facing
in
that.
O
Mr.
Pearson
I
I
hear
you
and
I
feel
you
in
that
and
I
I
agree
wholeheartedly.
I
have
one
concern
livestreams,
one
of
the
biggest
ones
out
there,
we've
tested
for
the
majors,
the
other
three
didn't
work.
If,
if
you
say
fire
live
stream,
I
don't
know
where
to
go.
Does
that
mean
we
shut
council
down
until
we
come
up
with
something.
M
O
An
excusable
I,
don't
believe
it.
Well,
it's
it's
like
every
other
piece
of
software,
if
there's
bugs
in
the
software,
and
they
have
to
look
through
a
program,
that's
this
thick
of
software
to
find
a
couple
little
bugs
that
just
doesn't
happen
in
an
hour
or
a
week
or
two
weeks.
Sometimes
it
takes
a
month
whatever
in
that
I'm
happy.
M
M
O
K
O
O
O
M
I
I
If
the
public
has
a
complaint
everybody's
pointing
at
everybody
and
I,
think
it
will
be
good
one
way
or
another
that
we
put
one
person
in
charge
so
that
person
can
have
all
the
information
and
that
answers
can
come
because
of
it
seems
like
as
I'm
reading
the
emails
I
personally
have
not
had
complaints
from
people,
but
as
I'm
reading
the
emails
just
just
as
a
result
of
how
things
are
set
up.
There's
fingers
pointing
everywhere
and
there's
no
real
answer
for
the
people
complaining.
So.
C
I
know
because
I've
viewed
them
I've
been
here
when
they've
done
him
and
I
just
am
a
little
bit
leery
about
putting
any
more
responsibility
upon
her
and
I
guess.
I
would
have
to
do
to
mr.
markey
even
wondering
if
there
would
be
an
issue
with
doing
something
like
that.
If
you
could,
let
us
know
I,
don't.
A
H
A
M
M
That's
the
point:
we're
throwing
money
and
you're
not
getting
any
service
of
what
you're
spending.
That's
ridiculous.
It's
absolutely
ridiculous!
The
taxpayers
money
I
mean
it's
just
absolutely
insanity.
They
continually
try
to
fix
it.
It
doesn't
get
fixed.
This
has
been
going
on
and
on
and
on
well.
K
C
K
D
D
You're
not
going
these
are
national
huge
companies
you're,
not
gonna,
pick
them
out
of
Akron
or
Canton
to
come
and
talk
to
us.
Unfortunately,
and
that's
why
some
of
the
times
when
I
made
a
recommendation
to
go
to
YouTube
getting
a
customer
support,
I
thought
this
isn't
gonna
work
for
us,
and
then
you
get
the
pop-up
ad.
So
we
kind
of
ditched
that
idea
and
we're
still
here
with
live
stream
and
they're
working
through
with
it
so
I
say,
give
it
another
week
and
see
where
we
are
well.
O
Let
it
rest
another
week,
but
and
and
and
I
might
point
out
in
mr.
Pearson,
you
and
I
discussed
this
when
we
met
with
mr.
ring
clear
back,
then
I
think
counsel
understands
will
never
get
a
hundred
percent.
It's
just
not
going
to
be.
If
somebody
has
an
old
computer
if
they
have
slow
band
speed,
internet
upload
and
all
that
we
can't
control
that,
and
you
and
I
understand
that
so
I
mean.
M
M
M
We
spent
my
resolve
the
situation.
We
changed
equipment,
the
physical
things
within
this
chamber
and
has
been
agreed
that
it's
been
a
streaming
issue
at
this
point,
not
enough
speed
etc.
That's
we
need
to
concentrate
on
that's
what
they
have
to
provide.
An
answer
to
I
want
to
hear
somebody
just
say:
okay,
this
is
the
problem
definitively
and
that
we
can't
fix
it
because
of
this,
if
I
have
not
problem
with
that,
but
this
continue
I
will
give
it
credit
we're
working
on
that.
No
excuses,
a
ridiculous
I,
don't.
O
M
O
M
H
C
D
I
M
B
E
O
M
I
M
M
F
C
That
note
for
the
ditches
in
the
water
laying
there
I
know
that
mr.
white
had
pointed
out
that
it's
not
necessarily
a
septic
system
issue
is
just
due
to
the
fact
that
the
waters,
the
stormwater,
is
not
draining
Donald
Akron
wodsworth.
We
had
an
issue
with
that
and
where
it
looked,
and
everybody
thought
that
there
was
a
culvert
where
the
ditch
was
covered.
C
In
truth,
there
was
no
culvert
which
helped
add
to
the
problem
of
why
the
stormwater
wasn't
getting
down
to
Wolf
Creek
to
drain,
and
it's
been
better
done
and
ever
since
they
took
care
of
that
and
actually
put
in
a
pipe
or
dug
out
the
ditch,
and
then
there's
also
the
thought
process
that
it
could
be.
Somebody's
culvert
in
their
driveway
could
be
clogged,
which
also
would
keep
it
from
draining
and
and
having
it
leach
out
into
the
road
just
food
for
thought,
not
necessarily
anything
to
do
with
somebody
septic
system
or
anything.
