Starting
off
with
committee
work
session,
general
topics
amend
appropriations,
fun,
127,
I,
don't
see.
Mr.
Mesner.
Would
you
care
to
speak
to
this
mr.
markey
sure.
A
If
you
recall
back
in
our
agreement
in
2017
of
the
city
of
bar
burden
on
the
sanitary
sewers,
we
were
required
to
clean
the
Barbara
trunk
line
before
we
transferred
it.
We
in
fact
never
cleaned
the
barber
road
trunk
line
before
we
transferred
it.
So
we
still
had
that
obligation
outstanding.
We
don't
currently
own.
The
sewer
line
doesn't
make
a
lot
of
sense
for
us
to
clean
the
sewer
line.
We
don't
oh,
but
we
own.
We
want
to
take
responsibility
for
cleaning
it,
but
we
do
have
that
obligation.

B
The
same
terms
as
the
the
clerical,
but
in
order
for
us
to
honor
the
tentative
agreement,
we
must
approve
it,
as
was
approved
by
the
body,
and
that's
why
you
have
what
you
have.
There
was
one
modification
mr.
current
picked
up
this
morning
that
on
the
service
workers,
the
length
of
the
contract
should
be
January,
1
2018
to
December
31st
2020.

With
the
fire
truck
I
can
envision
us
looking
at
gov
deals
or
something
along
those
lines
to
make
sure
we
generate
enough
interest,
the
others.
Historically,
what
we've
done
is
taken,
sealed
bits,
put
it
on
the
website
and
then
advertised
for
three
or
three
weeks,
Ron
usually
and
takes
the
bids
and
then
awards
it
to
the
to
the
highest
bidder.
B
I
I
I
I
I
B
We
are
in
the
process
of
re-evaluating
the
organization,
and
one
of
the
discussions
that
we
had
is
maybe
looking
at
this
contract
and
identifying
maybe
ways
that
we
can
improve
the
one
edit
that
I
noticed
I
would
like
it
to
be
March
31st
of
19,
but
really
by.
Then
we
should
have
a
clear
direction
as
to
what
we're
going
to
do.
B
C
B
They
have
been
working
with
me
to
establish
a
comprehensive
plan,
some
rezoning
that
would
many
of
you
have
discussed
with
me
prior
and
that's
one
of
the
reasons.
I
really
think
you
know
giving
them
until
next
year
will
help
us
accomplish
those
things.
I
don't
think
they
have
a
designated
planner
per
se.
I
might
be
under
the
understanding
that
they're
looking
at
bringing
in
someone
at
a
graduate
level
potentially
to
help
them.
C
Guess
my
question
would
be
if
they
don't
have
anybody
there
with
the
expertise
on
planning's
and
how
can
they
help
us
with
our
planning
and
zoning
and
stuff
just
I
understand
and
then
also
their
contract
states
that
this
price
is
guaranteed?
Is
that
from
January
2018
or
is
that
free
when
we
first
got
there?
It
is.
B
And
and
the
one
modification
I
will
get
from
Jennifer
six.
Is
that?
Because
we
added
the
essentially
we
added
three
months
which
didn't
add
three
months,
but
we
did
because
we're
going
to
go
three
months
into
next
year,
we've
been
under
contract
with
them
for
January,
February
and
March,
and
when
we
could
do
that
under
the
ten
thousand
threshold
and
what
I
was
trying
to
do
was
do
one-year
contract
on
top
of
that
and
then
end
it
in
February.
B
C
B
No
I
was
just
going
to
give
them.
The
the
monthly
fee
is
I.
Think
three
thousand
twenty
twenty
nine
hundred
dollars,
so
they
would
just
get
twenty
nine
hundred
dollars
on
top
of
that.
So
that
would
be
I'm
sorry,
twenty
nine
times
three,
which
would
be
about
nine
thousand
just
under
9,000.
That
makes.
C
B
F
B
F
B
For
example,
we
we've
been
working
on
a
comprehensive
plan
that
could
help
us
more
regionally,
collectively
and
identifying,
like
pots
of
funds
that
we
can
all
with
with
some
help
from
other
communities
that
we
can
apply
for
I
mean
that's,
that's
one
of
the
benefits
of
having
them
on
board
right
now,
we're
looking
at
a
big
pot
of
funds.
That's
it!
Maybe
three
entities
could
go
for
and
if
we're
all
applying
together
again.
F
G
Thank
you,
I've
got
a
request.
Perhaps
counsel
receives
updates
they're,
not
very
regular,
at
least
from
my
point
of
view.
I
think
they're
supposed
to
be
they're
kind
of
hit
and
miss
and
the
updates
are
really
pretty
vague.
Is
there
any
way
we
could
get
those
updates
a
bit
more
specific
in
the
future?
A
more.
I
I
H
H
F
B
And
one
thing
I'll
just
buy
me:
we
have
issues
with
our
zoning
map.
There
are
parcels
that
have
been
split
in
half
by
the
zoning
which,
when
you
defer
to
the
property
description,
they're,
not
split
yeah,
so
we're
trying
to
address
them
one
on
one
by
one,
but
I
will
ask
mr.
Brayman,
but
I
think
this
was
actually
labeled
b2
and
we
are
trying
to
yeah.
H
C
H
A
H
I
B
H
All
right,
any
other
questions
or
comments
about
this
I
mean
you
know,
as
in
my
estimation,
it
sits
down
in
an
area
where
we
have
a
lot
of
other
businesses
down
there
anyway,
and
so
somebody
can
use
it
to
to
bring
a
business
and
that's
probably
a
good
thing.
So
all
right,
then
I
will
so
we'll
have
a
public
hearing
before
the
second
reading,
April
9th
okay,
so
I
will
move
that.
We
add
this
to
the
agenda
for
first
reading
next
week
now
we
have
a
public
hearing
on
April
9th
and
have
a
second
reading.
I
H
F
F
I
H
G
You,
mr.
president,
mr.
president,
with
your
okay
under
mr.
Markey's
guidance,
he
suggest
we
move
both
of
these
next
two
together.
That's
fine,
okay
and-
and
both
of
these
are
appreciation
one
from
mr.
Jesse
Prather
for
his
service,
with
the
parks
and
cemetery
board,
and
then
the
other
one
for
mr.
marks
be
sick
for
his
service
on
the
Planning
Commission.
I
I
I
C
Mr.
president,
I
just
wanted
to
since
mr.
married
come
in
and
asked
about
having
something
done
as
far
as
stating
that
English
is
our
official
language.
Are
we
planning
on
doing
anything
with
that,
because
if
we
were
I
was
thinking,
maybe
it
would
be
more
appropriate
to
put
that
as
a
charter
amendment?
What
are
we
doing?
Oh
yeah,
that's
right!
You
weren't
here
mr.
married,
come
in
and
he's
winning
again
to
declare
Norton
the
official
language
being
English
I.
E
I,
don't
want
to
open
up
a
great
big
can
of
worms
or
anything
like
I
always
do,
but
I
personally
would
be
in
favor
of
it.
But
I'm
not
gonna
push
the
issue,
because
if
there's
not
enough
votes
here,
there's
no
sense
of
taking
up
the
council's
time,
and
it
would
be
quite
a
job
for
mr.
Markey
to
write
an
ordinance
that
would
that
would
satisfy
all
the
constitutional
garbage
that
has
to
be
satisfied.
E
You
could
I
can
I
could
talk
forever
on
the
reason
for
having
English
as
a
language,
but
in
order
to
do
business
with
organizations
that
don't
speak
English
or
do
do
business
in
Spanish
or
any
other
language,
it's
it'd
be
almost
impossible
to
I
think
at
least
to
write
an
ordinance
that
would
pass
muster
with
state
and
federal
constitution,
and
that
would
allow
us
to
continue
doing
business
because
you
would
have
to
do
it
in
English.
Only
everything
would
have
to
be
in
all
of
our
pronouncements
in
public
and
everything.
