I
had
a
plan
I
wanted
to
present
to
them,
so
I
will
present
it
to
you.
The
two
main
culprits
are
Wolf
Creek
and
Pigeon
Creek.
Well,
if
you
know,
Pigeon
Creek
is
the
one
they're.
The
old
Carter
number
I
grew
up
in
that
area.
I've
seen
the
flooding
all
my
life
and
I've
walked
the
railroad
old
railroad
from
there.
If
in
wodsworth,
road
to
Summit
Road
and
it's
a
large
flat
area,
some
people
have
done
some
illegal
dumping.
F
Wolf
Creek
problem
is
the
Barbican
reservoir
I
think
it
can
be
worked
to
adjust
the
level
of
that
reservoir
so
that
water
never
flows
over
it
because
during
heavy
rains
the
water
just
pours
over
that
you've
all
seen
it
and
that
those
two
creeks
converged
just
near
Summit
Street
and
then
it's
bad
from
there
on
so
I
think
those
are
two
possibilities
to
look
at
Morton,
Barberton,
Army,
Corps
of
Engineers
I
think
could
work
together
and
I
think
we
can
solve
it.
That's
flooding
in
Norton
the
flooding
in
the
Wolf
Creek
portions
of
the
Barbican.
A
Some
of
what
you
recommended,
thereby
raising
that
the
damn
things
like
that
I
know
they're,
looking
at
a
number
of
different
avenues,
putting
in
different
retention
areas,
I
even
suggested.
You
know,
the
reservoir
itself
has
a
lot
of
wooded
area
and
possibly
maybe
those
trees
could
be
taken
down.
The
size
of
the
reservoir
could
be
expanded
and
then
same
thing
kind
of
a
retention
area
for
when
those
heavy
rains
come
through.
I
was
talking
to
some
neighbors
down
through
there
and
by
raising
a
dam
that
roads
not
that
high
above
the
height
of.

H
You,
mr.
president,
I
do
have
tonight
just
one
item
on
Board
of
Zoning
Appeals,
one
of
the
one
of
the
committee
workers
on
the
Board
of
Zoning
Appeals
has
moved
and
the
vacant
position
needs
to
be
filled.
It
has
since
been
posted
on
our
city
website.
It
is
an
at-large
position,
so
no
particular
Ward
would
be
necessary
at
this
point
in
time.
So
just
looking
for
some
individuals
to
come
forward
that
may
be
interested
in
serving
on
the
BCA.
A
E
K
J
H
A
L
We
fielded
many
calls
about
Nash
heights.
I
know
mr.
crane
has
received.
Many
calls
just
want
to
remind
people
that
July
1st
is
the
deadline
for
the
reduction
in
your
permit.
It's
a
date
they're
131
homes
who
have
paid
for
the
permit-
it's
not
quite
half,
so
they
had
asked
us
to
make
an
announcement.
Let
people
know
that
that
deed
is
fast
approaching
and
I
should
have
some
street
paving
bids
for
councils
committee
of
the
whole
work
session
for
the
next
meeting.
L

Mr.

Written
contract
and
this
would
be
the
written
contract,
although
the
services
have
been
performed
already.
This
is
the
written
contract
to
back
that
up.
So
it's
a
little
out
of
order
and
we
recognize
and
will
do
better
if
we
have
to
go
back
to
trial,
to
make
sure
those
get
in
front
of
counsel
beforehand
next
time,
but
this
one
just
is
a
little
out
of
order.
What.
J
So
they're
not
just
state
the
state
selects
who
who
performs
the
vocals.
So
this
firm
was
selected
as
part
of
the
process,
they're
actually
contractors
of
Norton,
but
they
they
have
a
list
of
people
that
actually
do
the
appraisals,
and
this
is
one
of
those
firms
and
they
did
the
initial
appraisal
and
they
did
the
follow-up
as
we
move
towards
trial.
Okay,.

You
this
is
contract
that
is
incentive
agreement
of
for
the
EMTs
of
raised
in
2017
of
two
percent
18,
two
percent
nineteen
of
two
point
three
percent
and,
as
we
discussed
last
week,
state
law
says
this
takes
a
place
in
30
days
after
the
signing.
So
this
pretty
much
has
to
be
passed
or
it
takes
effect.
It
has
to
be
acted
on.
Art
takes
effect
so,
based
on
that
I
will
make
a
motion
to
waive
second
and
third
readings.

Authorizing
a
cooperative
agreement
with
the
city
of
Barberton
to
participate
in
an
Ohio
Public
Works
Commission
application
to
fund
a
portion
of
the
costs
of
the
Frazier

package,
plant
elimination
project
in
the
city
of
Norton
and
cuming,
committing
to
provide
funding
for
the
local
share
and
declaring
an
emergency.
Mr.
I
Peel
out,
if
I
may
yes,
we've
had
a
second
reading.
I
I
can't
imagine
that
there
would
be
anybody
opposed
to
going
out
for
grant
money
to
take
care
of
something
that
we're
required
to
take
care
of
under
our
agreement
with
Barberton,
and
so
I
think
that
we
should
probably
get
this
in
the
next
piece
of
legislation
moving
along
as
quickly
as
possible.
So
we
can
apply
for
those
grant
funds.
I,
don't
know
that
there's
a
time
period
on
it,
but
it
just
doesn't
make
sense
to
let
it
sit
here
for
another
reading.

N
Excuse
me,
I,
do
have
some
business
I
was
contacted
several
times
late
last
week
from
residents
in
the
Columbia
Heights
neighborhood
and
it
their
recycling
was
not
picked
up.
I
think
it
was
Friday
afternoon
when
it
finally
was
I
know
the
city
contacted
republic's
several
times
and
the
residents
contacted
Republic
several
several
times.
N
I
just
want
to
know
if
we
have
any
recourse
and
there's
anything
we
can
do
about
it.
I
know
me
is
a
private
citizen.
If
I
had
private
garbage,
I
wouldn't
be
paying
my
bill,
you
know
we
have
an
agreement,
you
don't
uphold
your
part,
I,
just
don't
pay
you,
so
we
need
to
make
sure
that
we
can
do
something
for
the
residents
that
they're
not
at
a
disadvantage.
I
think
having
citywide
garbage
should
be
an
advantage
and.
I
I'll,
let
you
know
that
last
week
and
I
think
I
texted
the
mayor.
We
also
did
not
have
our
recycling
picked
up
in
Brentwood
and
I,
don't
know
if
it
was
because
the
storm
was
coming
through
at
the
time
or
what
happened
now
they
did
come
and
get
it
I
think
the
next
morning
right.
They
came
and
picked
it
up
the
next
morning,
but
it
wasn't
only
in
Columbia
Heights,
who
were
a
couple
places
that
it
wasn't
picked
up
for
some
reasons,
so
it.
A
I
H
We
do
and
I'd
we
did
call
I,
did
call
and
talk
to
one
person.
I
was
told,
though,
that
they
experienced
a
breakdown
and
the
truck
was
then
was
asked
to
be
taken
off
the
road
by
a
supervisor
and
repairs
were
made,
but
as
far
as
it
being
still
Friday
and
it
was
still
not
picked
up
that
was
and
I
wasn't
aware
of
that
I
know
earlier
in
the
week
it
was
a
day
or
two.
They
were
back
out
that
next
morning,
with
doing
pickups.
H
I
Mean
I
wonder
if
there's
some
one
another
hall
or
something
that
they
have
as
a
backup
that
if
that
happens,
you
know
where
there's
mutual
agreements
between
different
people,
I,
don't
know.
If
that's
the
case,
but
I
mean
if,
if
they're
not
gonna,
be
able
to
pick
it
up,
then
maybe
they
need
to
get
somebody
to
pick
it
up,
especially.
