sections

Charter
that
we
want
to
focus
on
if
we
didn't
catch

looking
at

replacing
the
whole
Charter
we're
looking
at
focusing
on
sections
that
we
think
are
priorities
that
we're
recommending.
Of
course,
council
votes.
The
residents
vote
was
just
administration's
recommendations.
The
first
is
section
306
which
deals
with
vacancies
of
a
council
member.
If
you
remember,
we've
had
this
come
across,
where
we
had
a
stalemate
on
council
3-3
tie
where
we
couldn't
get
a
Ward
council
person
replacing
this
would
change.

That
procedure
require
an
appointment
in
30
days
to
Forces
Council
to
work
together,
figure
out
who
that
is,
it
doesn't
allow
the
stalemate
to
continue
the
enforcement
mechanism
on
that
is.
If
you
don't
appoint
within
30
days,
then
the
mayor
comes
in,
gives
the
appointment
so
that
forces
council
to
work
together
get
a
temporary
appointment
in
there
until
you
could
have
a
permanent
replacement
done
by
election.
So
that's
the
that's
the
gist
of
section
306,
and
only
because
we've
dealt
with
this
before
and
it
didn't
the
procedure
in
place
didn't
work.

this

has

competitive
bidding

right

competitive
bidding
for
twenty
five
thousand
and
over
and
as
mr.

actually
pointed
out
to
me,
while
we
were
on
technical
standby,
you
know,
there's
contracts
like
engineering
services
that
theoretically
we'd
have
to
bid
under
our
competitive
bidding
requirement,
because
it's
over
twenty
five
thousand
that
the
Ohio
Revised
Code
actually
tells
us
you're
not
allowed
to
competitively
bid
it's
illegal
for
whatever
reason
other
device
engineers
must
had
a
good
Lobby.
So
you
can't,
you
can't
bid
those
types
of
contracts,
so
this
would
just
that
would
be
the
requirements
that
would
be
the
city
would
have
to
follow
moving
forward.

Revised
Code
all
right,
we
would
follow
competitive
bidding
according

Revised
Code
and
as
I
mentioned
before,

we
would
even
be
more
comfortable
lowering
the
council
limit
to
5,000,
just
like

Board

compensation

council
members
and,

I
mentioned
before,
right
now,
the
state
pension
system
opers
requires
a
certain
dollar
amount
per
month,
which
is
a
thousand
dollars
to
get
bankable
service,
pension
credit
service,
credit
towards
your
pension
to
be
eligible
for
health
care
and
the
salary
of
council
and
the
salary
mayor.

Council
members
do
receive
pension
credit,
a
fraction
of
the
pension
credit
that
you
would
get
under
the
Oprah
system,
but
you're
not
eligible
for
to
accrue
health
care
benefits.
So
this
proposal
excuse
me
which
follows
what
a
number

cities
have
done
after
this
proposal.
One
in
place
just
says
that
whatever
the
opers
minimum
is
for
service
credit,
banking
service
credit
for
health
care
purposes,
that's
the
that's
the
minimum,
though,
that
is
the
salary
level
for
Council,
so
there's
no
automatic
increase
unless
opers
the
pension
system
increases
that
minimum
amount.

ties
in
and
there's
a
couple
reasons,
I
mean.
There's

good
policy
reason
for
that

I
mentioned
before,
which
is
you
want
to
have
the
most
qualified
people
willing
and
able
to
serve
on
council?

one
of

benefits
you
get
is
being
a
councilman.
What
you're
expecting
to
get
from
being
council
members
the
ability
to
earn
pension
credit,
and
it
may
not
matter
to
all
people,
but
it
may
matter
to
some
people
who
would
be
otherwise
qualified
but
aren't
willing
to
step
forward
because
they
can't
get
that
type
of
credit.

not
worth
their
time
and
that's
a
horrible
thing
to
say,
but
that's
a
reality.
You
should
be
paid
for
the
amount
of
time
you
put
in,
which
is
a
lot
of
a
lot
of
time
you
put
into
this
city.
So
that's
the

policy
reasons
for
it.
I'll
argue
it
out
with
anybody
I'm
willing
to
take
the
lumps
on
that
one
that
ties
into
the
mayor's
provision,
which
is
section
202
and
its
mayor's

same
spot.

part-time
position,

no

health
care

that

would

the
mayor's

changes
that
I
think
that
we
are
passionate
about
and
would
want
council
to
consider
the
rest
of
it
was
just
recommendations,
and
this
can
wait
for
another
day
if
you
want
to
move
other
ones
forward.

one

talking

that

that's
the
other
one
we
need
would
think
about
is
there's
two
ways
to
address
this,
so
the
Board
of
Elections
has
asked
us
to
eliminate
September
primaries

them
to
meet
their
statutory
requirement
to
get
overseas
ballots
out
to
our
military
members
in
time.

it's
a
pretty
good
reason
to
consider
it
whether
or
not
we
choose
to
do
that.

move

primary

May
election,
the
downside

it
forces

awful
early,

people

not

thinking

signatures
to
appear
on
the
May

there's

downside
of
that.

it

limit
competition,

favors

thinking

one

the
policy
reasons
for
not
doing
something
like
this?

primary
