C
C
Is
that's.
E
I
call
the
norton
city
council,
regular
council
meeting
to
order
for
monday
march
25th
2019..
Please
stand
for
a
pledge
of
allegiance
in
a
moment
of
silent
reflection,
I
pledge
allegiance
to
the
flag
of
the
united
states
of
america
and
to
the
republic
for
which
it
stands.
One
nation,
under
god,
indivisible
with
liberty
and
justice
for
all.
A
E
Under
communications
from
the
public,
we
did
have
one
signed
up,
but
I
think
we
talked
ahead
of
time.
I
answered
your
question:
are
you
good
at
miss
darvae?
Okay,
no
others.
So
we
will
move
on
to
committee
of
the
whole.
Are
there
any
reports
from
the
standing
committees.
A
A
E
D
E
The
motion
is,
second
to
add
ordinances,
40,
2019
and
ordinance
41
2019
to
the
agenda
tonight.
Is
there
any
discussion
regarding
that.
A
G
E
A
A
That
is
due
to
the
fact
that
we
needed
to
have
a
a
booster
station
and
that
was
included
on
part
one.
Now
it's
going
to
be.
A
What
do
you
guys
call
that
when
we
we
don't
do
the
work.
H
Well,
we're
moving
the
design,
so
we
need
a
booster
station
due
to
the
elevation
of
the
land-
yes,
essentially
from
easton
road
west,
so
either
a
prester
booster
station
would
go
at
261
west
of
eastern,
I'm
sorry
easton
easton
or
we
can
put
it
on
the
south
side.
H
H
A
A
Yes,
like
99
sure,
okay,
I'm
motioned
to,
and
we
had
tabled
ordinance
13
due
to
the
fact
that
we
were
making
this
change.
So
I
motioned
to
untable,
amended
ordinance,
13,
2019
and
added
to
tonight's
agenda
for
a
third
reading.
E
E
G
G
G
J
H
Just
want
to
say
that's
a
draft
agreement
that
we
received
on
friday,
thursday
or
friday,
so
I
just
wanted
you
all
to
get
it.
There
were
some
monetary
changes
we
had
to
make
and
some
maybe
some
language
changes.
We
don't
have
an
ordinance
yet,
but
at
least
I
would
suggest
maybe
we
hold
off
and
then
maybe
next
week
it
should
be
ready
for
the
committee
of
the
whole.
E
My
thought
was
that,
if
everything's
ready
to
go,
we
have
the
ordinance
ready
to
go
that
we
can
follow
up
next
week's
committee
of
the
whole
or
the
work
session
with
a
special
meeting
for
this.
E
J
D
D
It's
my
understanding
at
this
point
we're
just
going
to
hold
it
over
for
committee
the
whole
next
week
to
discuss
it
in
more
detail,
allowing
everybody
to
weigh
in
as
far
as
what
regulations
that
we
put
in
place.
So
we
have
some
control
over
where
these
are
allowed
to
be
located,
what
height
and
so
forth.
E
E
A
The
true
cost
of
that
piece
of
machine
machinery
was
not
to
exceed
fifty
six
thousand
two
hundred
dollars
and
it
was
expected
to
have
a
life
of
around
five
years.
So
it's
not
unusual,
nor
something
that
we
should
come
as
a
big
surprise
that
12
years
later,
it's
not
in
good
shape
and
probably
not
workable
whatsoever
as
far
as
the
expensive
piece
of
equipment,
anyone
interested
in
seeing
it
go
to
the
end
of
dorothy
court.
Look
through
the
gate
and
under
ordinance,
75
2007
that
was
approved
in
december.
A
A
So
if
anybody
has
any
questions,
that's
where
that
went
and
the
piece
of
equipment,
the
dura
patcher
I've
seen
it
in
use.
They
used
it
on
my
road
years
ago.
It
was
a
pull
along
device
that
went
behind
a
truck,
so
it
wasn't
very
large
or
very
impressive,
but
it
is
still
around
it
just
doesn't
work
and
it
should
not
be
expected
to.
Thank
you.
Thank.
E
You
is
there
anything
else
to
come
before
committee
of
the
hole
we'll
move
on
to
consideration
of
minutes.
Are
there
any
changes,
additions
or
corrections
to
the
minutes
of
the
regular
council
meeting
of
march
11
2019?
E
I
H
You
may
notice
that
there
are
two
city
signs,
one
on
wadsworth
road
at
medina
or
close
to
medina
line
and
one
at
the
northern
entrance
on
cleveland
masoline.
There's
a
are
close
to
being
done.
The
the
bricklay
brickwork
is
complete.
We
had
the
inlets,
the
kiwanis
and
lions
logos
installed.
Today.
I
encourage
you
to
swing
by.
H
Last
week
the
mayor
and
I
attended
the
east
sid
board
meeting
which,
if
you
recall,
we're
doing
an
e-cit
project
in
the
park,
we
will
be
modifying
the
agreement
with
ecid.
H
Some
minor
modifications,
but
one
thing
we're
going
to
ask
council
to
consider
is,
is
a
modification
that
I'll
outline
here
in
the
future
and
I'll
get
you
some
some
information
on
that.
So
it's
pretty,
I
think,
from
the
mayor
and
I've
perspective.
It's
pretty
significant
for
for
some
of
our
residents,
and
I
hope,
if
you
have
any
cons,
concerns
thoughts
that
we
could
get
the
people
here
that
can
address
those
questions.
H
There
was,
I
don't
know
if
you
noticed
that
last
week
that
there
was
a
sewer
line
collapsed
on
cleveland,
nasalin,
road
in
greenwich,
right
in
front
of
wendy's
or
behind
wendy's
between
wendy's
and
mcdonald's.
H
We
do
have
the
design
to
redo
that
line
to
upgrade
it
we're
looking
at
an
opportunity
to
do
a
change
order
on
the
cleveland
maslin
road,
because
it
was
already
bid,
they'll
already
be
mobilized
and
we
would
just
pay
for
the
quantity
of
line
installed
to
go
from
essentially
the
fire
station
old
fire
station
lot
to
greenwich
road.
I
just
wanted
to
make
you
aware
that
that
barberton
did
pay
for
that.
We
didn't
have
any
cost
incurred
for
the
repair
of
that
line.
H
H
There'll
be
one
more
piece
of
legislation
that
I
we're
going
to
ask
you
to
consider
and
that's
regarding
the
state
route
585
and
eastern
road
rcut.
I
know
mr
towsley
was
present
at
the
public
meeting
with
several
other
members
of
the
administration
they're
looking
for
our
consent
to
perform
that
our
cut.
While
I
understand-
and
I
agree
that
it
might
not
be
the
best
solution-
I'm
a
believer
and
the
cost
of
this
project
favors
us,
because
I
don't
think
we
have
to
we.
We
have
no
obligation
to
pay
anything.
H
So
when
we
have
no
money
invested,
it's
hard
for
me
to
say
that
that
you
know
that
what
you're
doing
is
wrong,
so
hopefully
in
the
next,
maybe
for
monday
you
will
have
the
legislation
to
do
the
to
to
permit
the
r
cut
and
I'll
try
to
get
that
out
as
soon
as
possible.
We
just
got
the
email
this
afternoon,
so
it's
kind
of
timely.
E
We
have
no
public
hearings,
we
move
on
to
introduction
of
new
legislation,
ordinance
number
40,
ms.
A
A
These
monies
will
be
coming
out
of
fund
102
the
service
garage,
and
this
is
what
I
explained
in
our
committee.
At
the
whole,
I
motioned
away
the
second
and
third
readings
on
ordinance,
40,
20
19.,
a.
D
E
E
G
G
G
E
J
Mr
thompson
really
quickly,
one
of
the
two
of
these
has
to
do
with
johnson
road,
and
I
just
want
to
ask
the
administration
or
have
them
clarify
that
we
are
not
done
with
johnson
road
and
hopefully
there's
more
coming.
We
did
as
much
as
we
could
during
the
cold
weather.
H
So
I
just
want
to
that's
a
good
point,
mr
towsley,
this
this
was
a
temporary
fix
and
and,
as
I've
discussed
with
some
of
you,
our
goal
is
to
have
a
little
bit
more
of
a
permanent
fix.
This
was
our
crews
digging
out
what
we
considered
soft
and
bad
spots
and
putting
in
significant
levels
of
asphalt.
I
know
it's
not.
I
know
it's
not
smooth.
Our
intention
is
to
to
maybe
do
a
little
bit
of
reconstruction.
I
E
This
comes
to
us
as
an
emergency.
Is
it
because
it
literally
was
an
emergency
to
get
this
road
back
into
passable
shape?
I
drove
down
that
road
one
evening
coming
back
from
my
mom
and
dad's
unbelievable,
it's
it's
so
rough,
but
it's
a
lot
better
now
than
it
was
before.
So
that's
the
reason
for
the
emergency.
We
have
a
clerk
call
the
roll
please.
Ms.
G
G
G
A
A
Thank
you.
This
is
the
one
that
was
actually
went
for
johnson
road
completely
along
with
some
of
the
rest
of
it
and,
as
has
been
pointed
out,
it's
not
fixed,
but
it's
better,
and
we
had
to
do
this
and
we
had
to
we've
already
got
it
last
month
used
it.
We
need
to
pay
for
it.
So
we're
waving
the
readings
I
motioned
the
wave,
the
second
and
third
readings
on
ordinance,
41
2019.,
a.
D
G
G
D
E
E
G
G
G
H
E
Okay,
so
we
had
a
second
reading
any
further
discussion.
Then
why
don't
you
go
ahead
and
make
a
motion
to
waive
the
third
reading
and
then
we'll
discuss
it?
I.
B
Will
move
to
wave
these
third
and
final
reading
on
36
2019.
now.
E
D
I
have
one:
do
we
have
something
within
the
contract
that
is
going
to
prevent
or
maybe
put
us
in
a
little
better
light
than
what
happened
with
johnson?
I
mean,
I
know
that
there's
a
bond
insurance
there,
but
I
didn't
know
if
there's
something
that
we
can
put
in
place
that
has
more
teeth.
H
I
can't
speak
that
that
had
happened
on
johnson.
I
know
we've
had
that
conversation
several
times,
but
I
can
tell
you
last
year
when
we
did
the
paving,
we
had
paid
a
person
per
hour
to
stand
there
and
watch
the
paving
that
will
happen
again
this
year
and
secondly,
we
are.
If
there
are
any
soft
spots
we
have
a
you
know.
We
have
the
we'll
have
a
little
bit
of
time
between
the
grinding
and
the
asphalting
to
get
those
fixed
by
our
service
personnel.
H
Much
like
if
you
recall
shell
heart
from
on
the
west
part
of
shell
heart
between
easton
and
the
golf
course
we
did
some
soft
repair
in
there.
We're
gonna
do
that
again
and-
and
we
anticipate
that
we'll
be
paving
in
may
so
again-
we'll
have
a
little
bit
of
time
for
it
to
cure
it's
a
little
bit
different,
but
it'll
also
be
a
warranty
again
when
we
do
it,
we
set
the
warranty.
We
take
care
of
that,
so
it's
a
benefit
of
doing
it
on
our
own.
H
L
K
K
L
That
robert
like,
when
we
do
it
in
may
with
us
having
trash
service
on
sunday
and
monday,
is
there
any
way
when
they
do
do
the
it's
kind
of
done
after
monday
or
tuesday,
because
I
I
know
what
happened
with
fair
oaks,
it
just
got
done,
then
those
trash
trucks
came
and
just
ruined
the
edges.
We.

A
Mr
president,
ms
lipke,
this
says
the
preliminary
final
plat
and
I
thought:
isn't
this
actually,
the
final.
So
can
we
just
scratch
that
off
or
something
for
confusion,
no
further
confusion
in
the
future.
H
A
H
Towards
revamping
how
things
are
handled
in
the
office,
one
thing
is:
it
is
a
preliminary
plat
because
that's
the
first
submission
and
and
a
final
plat,
it's
actually
both.
So
I
think
for
this,
it
needs
to
stay.
Our
goal
is
to
eventually
eliminate
that
language,
so
you're
correct,
so
that
it's
more
streamlined
and
appropriate.
So
this
is
the
final
plot
and
moving
forward.
We
hope
that
when
it
comes
to
council,
that's
how
it.
H
Technically,
it's
both
because
they
only
had
one
plot
submission.
The
goal
is
we're
working
through
the
procedures
of
how
we're
going
to
be
addressing
that
in
the
future.
