H
The
primary
reason
that
he
is
still
here
with
us
today
is
because
of
the
response
time
of
the
paramedics
and
the
first
responders
when
considering
a
road
development
proposal,
roadway
connectivity
and
safety
should
be
paramount.
Typically,
a
trafficked
impact
study
is
performed
and
developmental
decisions
are
considered
based
on
that.
Luckily,
for
us
in
2016,
a
summit
county
engineer
did
just
this.
H
H
A
connected
transportation
system
within
a
city
will
provide
options
for
drivers,
bicyclists,
bus
riders
and
pedestrians.
We
rely
heavily
on
buses
to
get
our
children
to
and
from
school.
Within
the
norton
district
children
will
now
have
to
walk
several
blocks
to
catch
their
bus,
sometimes
in
the
dark
due
to
the
early
pickup
times
brought
on
by
kungle
road
being
out
of
commission.
H
Our
municipal
delivery
services,
such
as
mail,
fedex
and
ups,
will
lose
its
efficiency
and,
with
winter
fast
approaching,
the
snow,
plows
and
saw
trucks
will
experience.
Limited
access
may
not
even
be
able
to
reach
some
residents
living
in
the
cul-de-sac.
We
understand
that
finances
dictate
many
of
the
decisions
and
that,
ultimately,
it
is
norton's
fiscal
responsibility.
H
However,
as
your
residents
we
are
asking
for
you
to
advocate,
for
us,
our
location
within
the
county
has
put
us
in
the
uncomfortable
position
of
idling
in
between
two
cities.
As
we
have
a
new
franklin
mailing
address
and
our
children
attend
norton
schools,
I
would
just
like,
in
closing
to
thank
the
council
for
giving
us
a
chance
to
speak.
Thank
you.
C
Ms
harper,
could
you
give
your
address
for
the
record?
Please.
C
H
A
H
I
just
want
you
to
know.
I
was
at
new
franklin's
council
meeting
last
week
and
mayor
adamson
was
quick
to
inform
us
that
he
actually
talked
to
mayor
zita
and
mayor
zeta
had
to
told
him
that,
in
speaking
to
the
engineer,
the
engineer
had
tossed
up
the
idea
of
a
cul-de-sac
and
that
that
was
how
that
came
about.
So
there's
your
answer.
I
H
H
Some
are
not
exactly
in
norton
because
it
affects
the
communities
of
new
franklin
and
clinton
and
barberton
as
well,
but
we
do
have
800
signatures
actually
852,
but
I'm
going
to
drop
it
to
800.
In
case
there
were
duplicates
that
signed
the
online
or
the
door
to
door
over
255
were
in
person,
door
to
door
and
36
were
on
kungal,
proper,
okay.
D
G
D
That
was
a
accompanied
to
this
email,
so
anyway,
got
back
to
him
and
said:
couldn't
open
the
the
attachment,
and
but
anyway,
by
the
time
we
he
turned
around
and
we
actually
got
the
letter.
It
was
already.
I
saw
the
letter
for
the
first
time
on
a
facebook
page
that
was
sent
to
their
residents,
that
we
have
never
saw
it
prior
to
that.
So
I
said
it
is
what
it
is:
okay,.
J
Finally,
last
week
the
mayor
of
new
franklin:
we
had
to
hand
deliver
it
because
apparently
he
doesn't
get
emails
from
the
city
of
norton.
We
hand
delivered
it
and
within
an
hour
it
was
returned
to
us
signed.
So
as
of
today,
we
have
two
thirds
of
the
signatures.
We
have
some
input
back
from
the
county
that
they're
willing
to
sign
it.
They
just
wanted
a
few
minor
linguistic
changes.
The
county.
K
C
H
Thing
I
was
going
to
mention:
is
it
actually,
it
felt
kind
of
secretive
to
us
that
the
mayor
was
sending
these
out
from
new
franklin,
and
we
had
heard
nothing
from
this
mayor.
So
that
was
all
part
of
the
reason
we
created.
The
petition
was
because
we
felt
like
it
was
kind
of
being
slipped
in.
I
think
everybody
felt
a
little
blindsided,
and
that
was
why
we
created
the
petition.
It
turns
out
that
the
petition
may
actually,
because
we're
not
trying
to
work
against
you,
we're
trying
to
work
together
to
get
this.
H
We
know
that
there
are
disaster
relief
funds
to
be
had
and
when
you
send
something
like
800,
some
odd
signatures
with
us,
a
town
with
a
small
population
to
the
state,
you
can
secure
some
of
those
funds,
and
so
I
I
looked
at
it
as
we
were
trying
to
work
with
new
franklin
and
with
norton
as
as
opposed
to
pitting
a
war
against
each
other,
because
I
don't
think
that
was
ever.
The
intention.
D
Our
first
discussion
was
to
have
a
meeting
a
town
meeting
that
involved
residents
that
were
impacted
by
the
closure
and
at
that
time
mr
paul
adamson,
mayor
adamson,
indicated
to
me
that
in
whether
instead
of
doing
a
a
meeting,
a
town
meeting
or
a
hall,
you
know
town
hall
meeting
with
maybe
that
a
letters
were
would
have
been
better
so
that
the
vocal
people
that
were
at
the
meeting
might
have
been
the
only
ones
that
got
hurt
and
if
they
weren't
vocal,
they
we
might
not
have
been
able
to
hear
from
them.
He
said
so.
D
D
So
then
I
guess
a
letter
was
sent
to
us,
which
I
never
got
and
that's
where
we
ran
into
the
same
and
like
I
said
we
never
got
the
letter
until
I
saw
it
on
facebook
and
it
was
like
okay.
If
I
didn't
get
a
let
I
mean
at
that
point,
that's
we
were
kind.
We
were
at
a
standstill,
so
he
got
his
letter
sent.
I
didn't
send
the
letter
well.
C
Next
time
here
we
sit,
and
here
we
are-
we've
got
two-thirds
of
the
signatures,
we
need
and
we're
working
with
summit
county,
and
so
we
let
the
process
move
along.
I
mean
that's,
that's
what
I'm
thinking
I
mean
we're
looking
for
fundings
and
this
seems
to
the
to
be
the
best
way
to
look
for
that
funding.
I
mean
and
cooperation.
So
you
know
here
we
are.
C
A
C
L
L
I
tried
on
a
couple
occasions
to
contact
the
mayor.
His
secretary
said
he
only
worked
on
wednesday.
I
never
got
a
call
from
him.
I
asked
his
secretary
to
give
me
a
call
regarding
the
information
I
had
heard
about
the
cul-de-sac.
I
wanted
to
talk
to
him
just
to
help
we're
just
here
to
help
to
come
up
with
a
resolution.
L
Well,
anyhow,
as
you
know,
the
bridge
collapsed.
I
think
it
was
june,
15th
or
june
16th
barberton
already
had
the
disaster
relief.
People
in,
I
guess
my
question
and
our
neighbors
questions
are.
Why
is
this
taking
so
long,
but
I've
lived
in
that
area
for
52
years.
Okay,
I've
gone
up
and
down
up
and
down
congo
road
that
many
years
and
for
all
of
those
years
there
was
a
sign
that
said
new
franklin
north
of
the
bridge.
L
I
personally
all
these
years
thought
it
was
new
franklin
and
for
you,
people
that
are
much
younger
than
me,
that
used
to
be
the
original
21
before
cleveland
maslin
road
was
the
21
before
interstate
21
became
21..
So
I
have
a
lot
of
history
that
I
know.
As
a
matter
of
fact,
I
grew
up
behind
norton
shopping
center
before
the
norton
shopping
center
was
built
and
I'm
a
graduate
of
norton
high
school
okay.
L
So
all
these
years
that
it
was
supposed
to
be
the
county
up
until
we
became
new
franklin
and
now
that
then
we
became
new
franklin
and
they're
the
ones
who
maintain
the
road.
Personally,
the
section
the
section
from
the
bridge
up
to
barberton,
it
only
had
been
paved
twice
and
I
believe
the
engineer's
name
for
norton
was
white.
I've
talked
to
him
to
get
the
section
of
that
road.
It's
like
maybe
500
or
50
yards
paved
the
last
time
which
he
did
never
had
lines
on
it.
L
It's
always
been
a
danger
going
around
there,
but
getting
back
to
the
problem
mayor,
adamson,
I've
had
personal
conversation
with
him.
They
sent
out
33
letters
to
those
people
on
kungle
road.
Well,
there's
more
than
just
the
kungle
road
people,
there's
all
the
people
in
broken
fence,
melody
village
in
the
road
that
I
live
on.
That's
getting
all
the
extra
traffic
now
so
eventually,
there's
going
to
be
more
road
repairs,
because
rhapsody
lane
on
melody
village
is
getting
a
lot
of
traffic.
Vanderhoff
road
is
a
main
road
that
people
are
using.
L
Okay
and
not,
of
course,
cleveland
maslin
road
just
wanted
to
throw
something
into
taylor.
Road
has
had
a
lot
of
traffic
and
I
understand
norton
and
doyle's
town.
It
share
that
road.
I
called
about
I'd,
say
a
month
and
a
half
ago
because
of
you
have
the
road
and
there's
a
big
area.
That's
you
know,
breaking
away
from
the
road,
and
so
norton's
put
in
pylons
little
pylons
there.
They
were
evidently
stolen.
L
There's
more
that
was
put
in
the
road
has
not
been
repaired
and
somebody's
going
to
go
off
the
edge
of
that
road
if
it
doesn't
get
repaired.
So
we
want
to
help.
So
my
understanding
is
that
you
need
this
memorandum
of
understanding
between
the
three,
the
county.
New
franklin
and
norton,
so
this
has
been
delayed
so
long
because
once
norton
found
out
that
it
actually
is
in
their
jurisdiction,
no
one's
done
anything
on
it.
I
mean,
like
I
say,
I've
called
I've
talked.
L
24
hours-
think
about
that
1390
vehicles
in
24
hours,
the
people
on
kungal
road
down
by
where
the
bridge
went
out
the
people
on
the
east
side.
They
like
it
blocked
because
they
don't
have
to
pick
up
pop
cans,
beer
bottles
and
things
of
that
nature,
but
that
now
is
being
all
over
the
rest
of
the
area:
mali,
village,
vanderhoff
and
all
those
areas,
but
36
people.
We
have
signatures
on
kungle
road
who
wants
that
road
back
open?
L
L
I
understand
you
only
work
wednesday
and
I
know
I'm
real,
proud
that
you're
part
of
the
acme
store
okay,
because
that's
the
store
we
go
to
so,
but
it
just
to
me
it
just
hasn't
been
done
properly
and
I'm
hoping
that
this
can
be
addressed
and
if
we
need
to
do
something
to
help
we're
here
to
help.
So
we're
not
here
to
crucify
we're
here
to
help
you.
Let
us
know
what
we
can
do.
If
you
need
more
signatures,
I
have
not
been
able
to
get
to
broken
finch.
So
thank.
C
L
Then,
when
your
side,
meaning
the
consultant,
I
have
his
number
name
written
down
at
home,
wanted
it
surveyed
and
it
was
mutual
between
the
two
and
then
it
proved
that
the
bridge
really
should
be
norton
and
all
these
years
norton
had
no
no
saying
they
didn't
do
anything.
C
C
Thank
you,
mr
fowler.
Did
you
have
something
to
and
okay?
Thank
you
deborah
finkforo
give
your
name
and
address.
Please.
You
have
five
minutes.
M
M
People
are
more
and
more
taking
shortcuts
through
our
village.
I
live
in
melody
village.
The
roads
aren't
built
to
handle
this
type
of
traffic
and
taylor.
Road
specifically,
as
as
was
stated
by
others,
is
developing
structural
issues
and
with
the
increased
traffic
there,
and
it's
going
to
need
attention
soon,
as
noted
by
the
cones
that
were
placed
at
the
place
where
the
road's
falling
apart.
M
I'm
very
concerned
that,
if
this
repair
doesn't
get
initiated
before
winter,
that
we
will
have
additional
problems
and
additional
concerns,
we're
very
proud
of
the
norton
school
district,
the
norton
schools
that
were
built,
but
our
youngest
of
residents
are
now
on
buses
longer
and
with
the
kungle
road
closure.
That
makes
it
even
longer
that
they're
on
those
buses
and,
as
was
stated
earlier,
that
emergency
vehicles
have
additional
challenges
to
get
to
the
residents
in
that
area.
M
We
we
do
pay
taxes
to
the
norton
schools.
I
guess,
and
we
do
do
our
grocery
shopping
here,
our
we
come
to
the
restaurants
here
and
we
buy
other
items
here,
it's
increasingly
difficult
for
us
to
come
this
direction
and
we'd
just
like
to
see
some
results
sooner
and
that's
my
whole
reason
for
being
here
just
to
encourage
you
to
to
do
whatever
you
have
to
do
to
get
the
funding
so
that
the
repairs
can
be
made-
and
I
do
thank
you
for
this
time
and
I'm
proud
to
be
here
tonight.
Thank
you.
C
M
N
Michael
stack,
3004
union
street
good
evening,
just
quick
couple
things
thanks
for
cleaning
up,
23rd
and
union
hope
we
can
finish.
Oh,
we
can
finish
it
up,
though
it
still
needs
a
little
work,
but
thank
you.
N
For
getting
it
done,
that's
great
worcester
road,
any
any!
Is
that
getting
done
before
winter.
J
So
worcester
road
was
scheduled
this
summer
and
if
you
recall
you
may
not,
there
was
an
issue
with
the
drainage,
so
we
applied
for
funding
to
repair
the
drainage,
we're
hoping
that
we
get
the
money
for
the
drainage
next
summer
and
then
we'll
proceed,
we're
fairly
certain,
because
a
small
ask
that
we
should
acquire
the
grant
funding
to
do
that.
We
didn't
want
to
do
the
road
without
fixing
the
dream.
N
N
C
A
Thank
you,
mr
president,
before
we
move
on
with
that,
I
would
just
like
to
mention
that
we
have
removed
ordinance,
104
2019
from
tonight's
agenda.
We
were
previously
going
to
have
it
here.
As
I
understand
it,
mr
fowler
has
managed
to
find
an
alternative
source
that
would
save
the
city
some
more
money.
J
Yeah,
just
just
to
give
a
council
an
update
by
essentially
buying
the
plow
and
spreader
like
we
did
for
the
other
truck.
We
could
result
in
somewhere
between
a
thousand
and
possibly
two
thousand
dollars
in
savings
and
mr
hess,
and
I
felt
that
was
the
most
prudent
way
to
pursue
this.
So
it
was
better
for
us
to
pull
it
and
then
we'll
bring
back
the
modified
ordinance
later
on
in
the
year.
A
A
As
I
understand
it,
we're
going
to
this
is
going
to
cover
the
assessment
costs
for
new
park
drive
and
any
change
orders
that
may
come
about,
and
the
term
of
the
loan
in
the
terms
assessment
will
cover
all
the
costs
of
the
project
and
it'll
actually
be
determined
when
this
is
agreed
to
with
the
state
infrastructure
bank
that,
if
it
happens
to
be
a
10-year
loan
at
3,
the
assessment
will
be
the
same.
Would
that
be
correct?
Yeah.
J
The
reason
we
chose
this
option
rather
than
us
fronting
the
cash
out
of
our
general
fund,
because
we're
essentially
passing
that
assessment
cost
off
to
the
to
the
property
owners.
We
felt
that
it
was
it's
less
than
three
percent
if
they
pay
it
in
full
within
a
year,
there's
no
interest.
J
So
in
the
other
side
we
would
have
to
front
the
200
000
for
the
tid
money.
So
this
allows
us
to
have
a
buffer
in
there
to
pay
the
tid
to
get
reimbursed
and
make
sure
that
we
have
money
to
you
know
so,
we're
not
using
our
cash
to
cover
the
cost
of
the
project.
A
When
you
said,
if
it
was
paid
within
a
year,
you
meant
the
business
owners
correct.
J
J
J
A
C
C
F
I
I
I
A
person
then
has
issued
a
citation,
and
in
my
opinion
they
should
say
they
shall
be
fined.
750
dollars
not
may
because
the
judge
might
say
100
fine
and
I'm
not
in
favor
that
I
want
it
to
be
750
dollar
fine
and
in
the
next
paragraph
it
says,
in
addition
to
an
independent
of
any
penalty
provided
by
law,
the
court
or
mayor
it
says,
may
impose
upon
an
offender.
I
would
prefer
that
it
says,
shall
impose
upon
an
offender.
I
I
I
think
it
should
be
said
and
or
a
sentence
of
10
days
in
jail,
first
offense
and
and
I
when,
when,
when
you
read
these
things
over
and
it
says,
and
you
give
the
judge
or
the
mayor
which
we
don't
have
a
a
court
mayor's
court
anymore.
But
if
it
was
in
us
the
city
that
did
you're
giving
them
the
opportunity
or
the
option
to
either
send
this
person
to
jail
or
not
send
them
to
jail.
I
I
I
would
like
personally
before
I
would
agree
to
this
ordinance
and
I'm
the
one
that
wanted
the
ordinance.
So
I'm
not
trying
to
hold
it
up.
I
want
it
to
go
through
immediately
if
we
could,
as
long
as
this
wording
is
changed,
to
indicate
that
it's
a
mandatory
sentence
of
10
days
in
jail
and
a
750
dollar
fine,
the
first
time,
and
it
should
be
increasing
penalties
upon
offenses.
G
K
So
what
okay?
Mr
gainer,
you
know
we
talked
about
this
before
we're
trying
to
mirror
what
other
communities
are
doing.
We
don't
want
to
be
an
outlier,
because
we
don't
want
to
be
subject
to
a
challenge,
a
core
challenge.
We
work
with
our
prosecutors
and
lisa
miller,
law,
director
and
barbara
and
who's.
Ultimately,
the
prosecutor
for
the
city.
This
is
what
they're
telling
us
is
defensible.
K
K
I
think
it
subjects
us
to
a
challenge
and
I
think
it
invites
a
you
know:
opportunity
for
a
judge
to
say
I'm
not
going
to
find
this
person
guilty
because
I'm
not
going
to
send
them
to
jail
because
of
whatever
circumstances
or
the
prosecutors
is
not
prosecuting
at
all,
because
they
don't
think
it's
a
winnable
case.
What.
I
I
I
I
As
far
as
I'm
concerned,
it's
the
next
thing
to
attempted
murder
as
far
as
I'm
concerned,
and
if
that
prosecutor
or
anybody
else
refuses
to
prosecute
somebody,
then
she
should
be
or
he
he
or
she
not
meaning
her
personally,
but
any
prosecutor
should
be
outlet
they
should
be
out
of
there.
They
have
no
right
to
be
in
that
office
and
if
it
goes
to
the
ohio
supreme
court
and
the
ohio
supreme
court
says
says,
that's
unconstitutional,
you
can't
put
a
man
in
jail
for
10
years
for
endangering
the
children
of
your
community.
I
F
I'll
just
say
that
I
don't
have
a
problem
with
the
way
it
reads
I
think
we
elect
judges
to
judge
and
every
situation
is
different.
That's
why
we
elect
judges,
and
I
think
it
personally.
I
think
it
would
be
reckless
to
make
you
know
one
one
size
fits
all
without
allow
without
allowing
a
judge
to
examine
a
situation
and
then
make
a
ruling
as
such.
So
I'm
fine
with
the
way
it
is
myself.
B
G
F
Q
Q
Q
I
I
I
I
Must
be
180
days,
I
wanted
to
say,
shall
be
10
days
in
jail.
I
I
don't
have
any
problem
with
increasing
penalties,
like
you
say,
as
the
offense
increases
second
first
second
third
offense,
then
then
you're
giving
a
person
a
chance
in
that
direction,
but
if
this
is
par,
if
this
was
passed
as
I'm
suggesting
and
and
it
was
publicized
by
the
newspapers
and
legal
people
around
the
state
and
and
just
like-
it's
been
on
television
about
oakwood,
it's
been
on
television
about
barber.
I
It's
been
on
television
about
all
these
other
communities
and
I
would
hazard
to
guess
that
those
communities
now
their
their
offenses,
a
school
bus
passing
offenses,
will
go
down
this
year
because
of
it.
But
as
long
as
we
fail
to
prosecute
people
doing
the
things
that
they're
doing
if
there's
no
penalty
for
doing
something
wrong,
why
have
the
laws?
I
O
Mr
towsley,
do
you
know
if
any
of
those
offenses
were
second
violations?
I
do
not.
O
K
K
That's
okay,
yeah!
I
mean
this
is
what
you
know
conversations
we've
been
talking
about
for
about
a
month
now,
conversations
with
the
police
chief
and
the
prosecutors
is
what
they're
recommending
we
go
to
so
I
I
wouldn't
second-guess
either
of
those
individuals
who
are
making
this
recommendation
as
something
that
is
defensible
for
charging
so
that
I'm
relying
on
them
and
I
think
it's,
I
think
it's
consistent
with
what
our
communities
are
doing.
So
that's
why
I
was
drafted
this
way
as
a
recommendation.
It's
up
to
council
to
determine
how
to
implement
it.
F
O
F
C
C
E
P
P
C
Moving
on
to
consideration
of
minutes
the
minutes
of
the
regular
council
meeting
of
july
8
2019?
Are
there
any
additions,
deletions
or
corrections
to
those
they
will
be
accepted
as
submitted
the
minutes
of
the
regular
council
meeting
of
august
26
2019?
Are
there
any
additions,
deletions
or
corrections
to
those
those
will
be
accepted
as
submitted
the
minutes
of
regular
council
meeting
of
september
9th
2019?
Are
there
any
additions,
deletions
or
corrections
to
those?
D
J
In
in
absentia
of
our
director
of
finance,
so
we're
working
on
our
administrative
budgets,
just
to
kind
of
give
you
where
we
are,
is
our
anticipation
that
we'll
hopefully
have
them
to
you
by
the
end
of
october,
we're
just
starting
now
to
finish
with
our
administration,
with
all
our
department,
heads
kind
of
having
meetings
and
then
we'll
look
at
the
revenues
and
see
where
we
are
so,
our
our
hope
is
the
end
of
october
first
of
november.
J
We
would
have
those
and
then
start
our
budget
hearing
shortly
thereafter
update
on
cleveland
water
and
sewer
line.
That's
near
261..
J
We
should
hopefully
see
some
resolution
here
in
the
next
week
or
two
where
they
have
water,
taps
and
and
people
are
actually
able
to
connect
to
the
water.
The
sewer
has
to
sit
approximately.
B
On
the
216
I
noticed
the
the
bridge
is
open
for
barberton,
but
we
still
can't
go
down
that
way.
Correct
because
I
saw
the
road
was
still
closed.
The.
J
The
the
bridge
is
open,
we're
asking
people
to
use
carl
one
of
the
things
we've
been
discussing
the
mayor
and
I
and
mr
markey
is:
can
we
push
traffic
down
summit
but
we'll
have
to
get
permission
of
the
county
to
put
the
signage
there
to
direct
traffic
down
summit,
because
the
road
is
now
open?
It's
an
increased
traffic.
J
B
J
Even
though
it's
open,
okay
yeah,
so
thank
you
we're
trying
you
know,
I
know
I
know,
there's
some
people
that
have
concerns
and-
and
I
was
out
there
several
times
today-
because
I
was
concerned
about
it-
so
mr
stack
kind
of
took
my
thunder
on
the
cleveland
maslin
road
project
we're
moving
forward.
You
know
they
have
some
of
the
sidewalks
in
their
goal
is
to
be
done
with
what
we
call
in
the
the
phase
project
fa,
the
first
phase,
which
is
the
east
side
of
the
road-
hopefully
here
by
october
31st.
J
B
J
Believe
so
yeah
they
have
to
put,
they
have
they're
required
to
put
so
many
inches
of
pavement,
and
I
will
say
this:
you
know
doing
the
water
and
sewer
line
on
cleveland
maslin
road
north.
I
can
tell
you
the
pavement
is
approximately
16
inches
thick
north
of
the
school
yeah.
They
actually
had
a
15
inch
blade
that
didn't
cut
the
entire.
So
we
just
want
to
thank
you
just
kind
of
give
an
update
on
where
those
stand.
J
The
eastern
water,
eastern
road
water
line
project
has
started,
should
be
tomorrow
or
the
next
day
digging
a
boring
pit
just
to
get
the
water
under
21,
so
that
water
project
is
is
underway,
and
then
our
walking
paths
that
are
funded
by
cdbg
dollars
will
be
won't
start
until
after
ciderfest.
I
don't
want
to
tear
up
the
park
before
ciderfest,
so
those
are
kind
of
update
on
the
four
projects
that
are
ongoing
at
this
time
and
I
will
find
out
about
johnson
road.
The
mayor
asked
me
today
as
well.
J
Or
I,
mr
weaver,
and
I
talked
he
did
not
give
me
a
definitive
date
for
clark
mill
opening.
So
again,
that's
a
barbarian
project.
I
don't
really
have
any
say
over
it.
I
do
ask
them
to
open
it
as
quickly
as
possible.
J
Optimistic
or
realistic,
I'm
gonna
lean
towards
optimistic.
At
this
point,
one
of
the
things
we've
been
discussing.
You
know
we
have
property
there,
giving
them
providing
the
the
contractor
with
an
easement
there's
a
sewer
line,
that's
to
run
up
clark
mill.
In
my
conversations
in
order
to
get
that
easement,
I
need
the
road
open
right
now.
The
wall
sewer
line
is
slated
for
being
in
the
road,
so
I
mean
I'm
willing
to
work
with
them.
G
C
A
J
May
I
just
have
a
second
yes,
so
I
I
want
to
clarify,
it
does
say
128,
but
it
should
not.
It
should
say
102
gas,
tax
and
and
actually
the
amount's
incorrect
it'll
be
like
nine
hundred
thousand,
but
we'll
correct
that
number.
I
asked
josh
the
the
engineer
prepared
this
application
and
used
a
prior
application.
So
that's
why
our
the
misunderstanding
originated
the
repayment
source,
but
we're
gonna
we're
we'll
pledge
gas
tax
money
from
102.
C
That
is
that
something
that
can
be
amended
after
we
passed
the
ordinance.
That's.
J
A
You
very
much
with
that
said
and
that
reassurance
I
have
no
pro
problem
with
motioning
to
waive
the
second
and
third
readings
on
ordinance,
111,
2019.
C
F
F
C
Readings,
mr
follower,
maybe
I
should
just
ask
what
the
reason
for
the
waiver
tonight.
J
So
and-
and
I
apologize
we
were
discussing-
we've
been
discussing
this
and
the
because
the
construction
set
to
start
next,
like
the
first
of
the
month,
we
wouldn't
have
had
a
council
meeting
because
remind
you
that
next
week
is
the
fifth
monday.
We
won't
have
a
council
meeting
before
the
construction
starts.
The
loan
request
needs
submitted
before
construction
starts.
Okay,
all.
A
P
P
P
C
C
C
E
C
Yes,
ordinance
number
112
2019,
mr
towsley.
Thank.
F
C
Thank
you,
ordinance
number
103
2019,
ms
whipkey.
A
A
O
J
Yeah
we
we've
worked
on
putting
more
preventative
maintenance.
You
you
may
hopefully
in
the
budget,
you'll
see
concrete
repair
which
we
did
some
gutters
and
etc,
and
then
crack
sealing
and
striping.
Our
goal
is
to
do
it
sooner
than
later
it
just
I
we
should
have
got
it
done
in
july,
but
unfortunately
we
took
a
little
bit
to
get
the
quotes
et
cetera.
O
C
O
C
Second
motion:
in
a
second
to
adopt
ordinance,
105
2019
any
discussion.
Would
the
clerk
call
the
roll
please?
Ms.
C
P
P
A
A
Thank
you
at
this
time
and
the
fact
that
we
need
to
get
this
started
and
finish
so
that
we
can
get
our
forty
thousand
dollar
grant
money.
I
would
like
to
make
I
make
a
motion
to
waive
the
third
reading.
C
There's
a
motion
and
second
to
wave
the
third
reading
of
ordinance
number
106
2019
any
further
discussion
regarding
waiver.
C
P
C
P
A
C
A
A
Since
we've
already
changed
the
load
limit
and
we're
looking
to
get
this
funding
in
place
as
soon
as
possible,
new,
and
as
I
understand
it,
new
franklin
has
no
load
limits
and
barberton
is
going
to
stand
to
benefit
from
this.
I.
Why
are
we
even?
Why
don't
we
waive
the
second
or
the
third
reading
on
this?
Mr
markey,
would
there
not
mr
markey
mister?
J
C
C
P
P
P
C
F
Just
for
clarification,
norton's
obligation
in
this
is
33
of
that
38.
G
A
J
C
P
P
P
E
I
Yes,
this
I'd
like
to
offer
ordinance
110
to
2019
for
its
second
reading.
D
J
You
can,
if
you
wish
more
the
study
getting
underway.
I
mean
that's
fine,
we
can,
it
can
go
three
reads.
J
C
C
P
P
P
E
P
C
P
P
P
P
C
C
And
this,
just
as
a
reminder
is
so
that
we
can
get
a
comprehensive
parks
improvement
plan
in
place
so
that,
as
we
improve
the
parks
here
in
the
city,
we're
doing
that
thoughtfully
and
with
a
plan,
as
opposed
to
just
everywhere.
J
C
E
P
P
C
I
This
ordinance
is
to
ensure
that
we
do
have
final
say
on
any
development,
that's
taking
place
in
the
in
the
new
developments
that
are
for
mixed
use.
So
I
would
make
emotions
to
vote.
C
P
C
Yes,
ordinance
number
84
2019,
mr
gainer.
E
I
C
C
P
E
P
C
Public
service
announcements,
mayor
zita.
D
Thank
you.
I
just
have
two
well
rather
quickly.
Basically,
the
cider
festival
will
be
coming
up
october.
Fourth,
fifth
and
sixth
it'll
be
the
friday
saturday,
sunday
boy
scout
breakfast
will
be
on
saturday
morning
with
the
parade
to
follow,
and
then
you've
got
festival
activities
throughout
the
day
and
we'll
have
fireworks
that
evening.
D
So
if
you're
in
the
area
and
available
come
out
and
join
us
for
the
festival,
then
on
october
19th
we
have
the
norton
women's
club,
craft
and
gift
show.
It
is
from
9
a.m,
to
3
p.m.
D
At
the
cleveland
man
at
the
norton
elementary
school
on
cleveland,
maslin,
road,
3390,
cleveland,
masson,
road
in
norton,
so
there's
a
two
dollar
donation,
but
it
is
a
another
day
of
crafts
here
in
the
city
of
norton.
That's
all.
I
have.
C
Under
new
business
executive
session,
I
move
into
executive
session
to
consider
the
purchase,
transfer
or
sale
of
property
for
public
purposes,
as
defined
in
ohio,
revised
code,
section,
121.22,
g2
and
section
3.122
of
the
norton
city
charter
and
conferences
with
an
attorney
for
the
city
concerning
disputes
involving
the
city
that
are
the
subject
of
pending
or
imminent
court
action,
as
defined
in
ohio,
revised
code,
section,
121.22,
g3
and
section
3.123
of
the
