B
E
F
G
Council,
I'm
excited
to
be
here
tonight
on
behalf
of
auditor
of
state
keith
weber,
to
present
the
city
of
norton,
with
the
auditor
of
state
award
with
distinction.
This
award
is
not
something
that
that
goes
out
to
everybody.
We
audit
over
six
thousand
entities
and
less
than
five
percent
of
them
receive
the
auditor
of
state
award
with
distinction,
so
that
speaks
to
the
commitment
of
the
city
at
every
level,
from
the
mayor
to
the
council
to
everyone
who
works
for
the
city
and
their
commitment
to
keeping
track
of
every
dollar.
G
I
especially
want
to
commend
mr
messner
for
his
professionalism,
his
leadership
and
his
commitment
to
auditing
excellence.
So
again,
on
behalf
of
auditor
of
state
keith
faber,
congratulations
thank.
H
H
As
I've
mentioned,
the
city
has
won
this
award
three
out
of
the
last
five
years
that
I've
been
here,
and
this
is
a
group
effort.
It's
not
just
me,
it's
my
department,
it's
all
the
department
heads
and
the
office
managers
working
in
conjunction
with
us
to
make
this
a
reality.
H
B
I
Good
evening,
council,
I'm
here
today
teresa
teresa
baylog
2883
rich
road,
and
I
was
here
back
in
march
asking
that
you
pave
rich
road
and
I
had
some
signatures
from
the
people
from
rich
road.
I
come
today
to
thank
you
all
because
our
road
to
get
paved
this
last
week
and
it
looks
absolutely
beautiful
so
I've
come
to
say
thank
you
for
listening
to
me.
Okay,
thank.
D
A
A
A
I
understand
and
the
gentleman
has
every
right
to
sell
his
property,
but
he's
only
one
person
he's,
so
you
also
have
a
responsibility
to
everybody
that
what
goes
in
there
matches
everybody
else's
homes.
So
my
request
is
nothing
you.
The
zoning
has
to
be
changed,
obviously,
but
nothing
less
than
single
family
residences.
A
There
will
be
a
mound
with
trees,
creating
a
buffer
between
what's
on
that
side
of
the
street
and
what's
on
our
street,
and
that
can
be
requested
by
the
city
to
the
developer
and
that's
just
a
personal
request,
because
we
have
no
idea
what's
going
to
be
built,
but
I
think
it
should
be
no
less
than
single
family
homes
because
we're
going
to
lose
we're
going
to
lose
property
values
as
it
is,
but
the
only
way
we
can
control
it.
If
it's
like
homes
or
close,
we
realize
there's
a
difference
in
era
of
building.
A
B
B
All
right
under
committee
of
the
whole
letter,
a
planning
commission
resolution,
r10
2019
mud
district,
it's
ordinance,
number
100
2019,
mr
gainer.
F
B
A
motion
in
a
second
to
move
ordinance,
number
100
2019
to
tonight's
agenda.
Is
there
any
discussion?
B
B
E
E
E
E
B
His
motion
is,
second
to
add
ordinance
number
101
2019
to
tonight's
agenda
for
its
first
reading.
Is
there
any
discussion,
the
question.
F
I
had
was
I
this
is
sort
of
new
to
me
to
the
striping
part,
but
at
this
point
in
the
year,
I'm
just
wondering
why
it
is
being
brought
forth
this
late
in
the
year
for
striping-
and
it
looks
like
this-
is
just
the
fir
going
to
be
the
first
of
three
readings
at
least
and
seems
like
it's
awfully
late
in
the
year
to
approach.
That
was
there
reason
for
that.
C
K
K
I
would
just
think
that,
due
to
the
fact
of
all
the
roads
that
we've
actually
done
something
with,
they
probably
need
stripes,
and
you
know
those
people
probably
didn't
everything
dude,
but,
as
I
understood
this
needs
to
be
done
before
october,
we
may
have
to
end
up
waving.
Okay,
okay,
thank
you,
and
we.
F
C
B
Any
further
discussion
there's
a
motion
in
a
second
to
add
ordinance,
number
101
2019
to
tonight's
agenda,
with
the
clerk
call
the
roll
please.
Mr.
E
E
B
Mr
kernan,
yes,
the
minutes
of
the
regular
council
meeting
of
july
8
2019
we're
going
to
defer
those
for
a
week
the
minutes
of
the
special
council
meeting
of
july
11
2019.
Are
there
any
additions,
corrections
or
deletions
to
those
minutes,
and
they
will
be
accepted
as
submitted
the
minutes
of
the
committee
work
session
of
august
19
2019?
C
Thank
you.
I
do
have
a
rather
lengthy
list,
I'll
wait
till
public
service
announcements
I'll
go
through
them.
Then
that's
right.
C
B
F
You,
mr
president,
yes
I'd
like
to
introduce
ordinance
number
92
2019
for
its
first
reading.
Ask
the
clerk
to
read
it.
Please.
D
F
K
B
B
K
L
K
B
J
I
would
just
like
to
thank
the
public,
for,
I
guess,
they're
understanding
on
all
the
road
construction.
It
seems
like
everywhere
you
go
nowadays.
Roads
are
under
construction,
but
at
the
end
of
the
day,
it's
going
to
be
a
good
thing.
We're
going
to
have
some
nice
looking
roads
in
the
city
so
bear
with
us
a
little
longer
and
we'll
get
it
wrapped
up.
F
K
K
This
is
we're
getting
grant
money
to
do
the
other
part
of
johnson
road
going
to
the
barberton
limits.
We
need
to
get
this
done,
so
we
can
apply
for
this
application
before
september.
So
unless
anybody
has
any
questions,
I'm
going
to
make
a
motion
to
waive
the
second
and
third
readings.
B
B
E
K
J
B
H
B
K
K
Again,
this
is
to
get
some
work
done
on
the
johnson
road
and
we
need
to
get
this
out
by
september.
So
unless
anyone
has
anything
to
add
or
ask,
I
make
a
motion
to
waive
the
second
and
third
readings.
B
B
J
K
B
D
B
K
K
B
J

B
B
H
H
B
K
J
B
B
F
K
D
K
B
B
E
K
K
D
J
N
So
I
apologize
that
I
was
already
at
a
personal
matter.
We
have
a
meeting
slated
tomorrow
with
the
engineer
and
several
of
the
businesses
out
there
that
have
expressed
their
concerns.
So
I'm
hopeful
that
any
questions
that
they
may
have
we
can
get
addressed
before
the
construction
starts.
B
L
L
H
B
B
D
K
B
M
N
That's
true,
there's
one
other
matter
that
ron
and
I
have
been
discussing.
We
have
a
trade-in
value
on
some
of
these
pieces
of
equipment,
so
we're
going
to
advertise
them
for
sale.
If
we
don't
get
a
minimum
of
a
trade-in
value,
then
we
would
trade
them
in
to
maximize
our
dollars
that
we
receive
okay,
all
right
so
we'll
set
the
minimum
bid
at
the
trade-in
value
in
hopes
that
we
find
someone,
that's
willing
to
pay
that
much
more,
but
we
do
need
to
make
sure
that
we
could
have
the
time
to
trade
them
in
okay.
N
N
A
B
B
H
E
H
B
E
E
E
D
D
J
N
Mid-September
will
work
we're
hopeful
to
get
it
done
absolutely
before
winter.
Again.
This
is
something
new.
We
actually
should
be
doing
this
statutorily
we're
obligated
to
do
it.
Medina
line
road,
the
eastern
road,
those
roads.
We
need
to
make
sure
that
we
stripe
and
that's
why
it's
somewhat
a
sense
of
urgency.
So
I
hope
that
maybe,
if
we
could
pass
it
at
our
on
the
second
read
of
september
10th
or
whatever,
whenever
our
next
meeting
would
be
I'd,
be
appreciative
and.
L
N
L
L
B
C
Thank
you,
I'm
up.
Okay,
please
bear
with
me.
I
got
a
few
of
them.
So,
first
of
all,
I'd
like
to
announce
that
the
community
days
for
akron
zoo,
we
have
free
tickets
for
the
zoo
from
st,
and
it
will
be
from
september
3rd
through
september,
8th
they're
available
now
here
at
the
front
desk
here
at
the
administration
building.
C
C
The
first
norton
high
school
football
game
is
this
friday
august
30th.
It
is
the
barberton
norton
battle
of
44203
good
luck
to
our
norton
panthers.
That
night
there
will
also
be
a
canned
food
drive
for
barberton
area,
community
ministries,
which
is
backum,
and
it's
usually
turns
out
to
be
a
pretty
good
event
to
up
the
ante.
This
year
we
have
a
little
side
bet
between
mayor
judge
and
I,
the
winning
city.
C
The
mayor
will
have
to
wear
the
opposing
jersey
as
well
as
a
chicken
dinner
bought.
So
if
you
basically,
hopefully
we
will
win
and
because
I
don't
look
good
in
purple.
M
C
Just
so
you
know
putting
it
out
there.
We
also
have
a
touch:
a
truck
event
with
the
norton
police
and
norton
fire
department
on
sunday
september,
8th
from
11
a.m,
to
3
p.m.
Flyers
will
go
out
along
with
the
vent
on
social
media
there'll,
be
it's
a
free
event:
food
and
ice
cream.
We'll
have
a
bounce
house
dunk
tank
barberton
tree
we'll
have
spiderman
jumping
along
with
several
other
activities,
and
agencies
are
pertisted,
are
participating,
they're
expecting
a
pretty
decent
crowd
for
that
event
b
that
one
there
was
here
down
down
here
in
columbia.
C
Woods,
chief
d'alessandro
also
presents
coffee
with
a
cops
event
on
october,
the
2nd
that's
from
7
a.m,
to
9
00
a.m
at
our
norton
mcdonald's.
Also,
a
special
thank
you
to
all
the
caretakers
and
sponsors
that
helped
out
with
the
adopt-a-spot
program
this
year.
C
If
throughout
the
city,
flowers
were
planted
and
character
and
care
was
given
to
upkeep
the
the
flower
beds-
and
I
think
they've
done
a
wonderful
job,
and
I
just
want
to
publicly
thank
everybody
that
helped
participate
in
that
this
year
and
last
but
not
least,
we
have
republican
republic
recycling
dates
and
all
we're
asking
is
that
you
follow
the
map
on
the
flyer
that
was
sent
out,
but
in
case
you
don't
have
it
or
you
still
don't
have
it
in
your
possession
today
was
actually
in
a
week,
and
hopefully
anybody
from
b
week
got
picked
up
on
saturday,
and
it
was
last
saturday,
one
time
only.
C
They
picked
up
on
saturday
just
to
kind
of
get
the
b
just
to
get
it
started.
And
then
today
this
week
is
an
a
week
north
of
greenwich,
road
and
west
of
cleveland.
Maslin
road
is
tuesday
a
week
south
of
greenwich,
road
and
west
of
cleveland.
Masoline
is
monday
a
week
and
then
south
of
norton
avenue
and
east
of
cleveland
masoline
is
monday
b
week
and
north
of
norton
avenue
and
east
of
cleveland.
Masoline
is
tuesday
be
week.
So
hopefully
that
clears
up
yeah.
F
C
We're
trying
to
split
it
up,
and
I
know
there
was
some
concern
and
there
was
some
discussion
I
saw
on
facebook.
That
said,
we
should
have
just
bid
it
or
we
should
have
not
done
it
in
the
first
place.
The
whole
idea
that
that
was
it
was
done
was
for
the
fact
that
republic
was
going
to
raise
the
trash
cost
to
the
residents
and
in
lieu
of
raising
the
cost.
C
C
Year
yeah,
so
we
have
one
more
year.
So
and
again
we
talked
about
that
as
well.
But
if
all
the
price
went
up
across
the
board
and
in
republic
rebid
and
it
was
up
also,
then
it
was
going
to
be
an
increase
to
all
the
residents.
So
for
one
more
year
we're
going
to
just
do
the
bi-weekly
and
then
we'll
rebid
next
year,
when
it's
time
so
from.
K
What
I
understand
it's
really
not
going
to
make
that
much
difference,
because
this
affected
all
the
trash
pickup
people.
The
recycling
did
just
due
to
the
fact
that
china
said
no
we're
not
doing
this
we're
not
doing
that.
We
got
pickier.
So
it's
going
to
be
difficult
to
find
anything.
That's
going
to
beat
it
anyway
right
just
to
let
you
people
know
before
it
happens
that
it's
not
just
republic
or
whoever
it
is.
We
have
currently
it's
all
of
them
that
are
doing
this.
N
I
just
wanted
to
reiterate
with
the
mayor.
You
know
we
don't
control
republic,
we
had
asked
them
to
start
it
at
the
first
of
the
month,
which
would
be
september.
1St
we'd
had
conversations,
a
flyer
went
out
and
the
next
day
they
started
picking
up
according
to
the
flyer,
so
we
apologize
unbeknownst
to
us.
N
The
agreement
was
to
start
at
the
first
of
a
month
to
avoid
confusion,
so
we
apologize
for
any,
but
we
will
be
rebuilding
that
contract
next
year,
probably
early
in
the
spring,
to
give
everyone
time
to
should
a
new
contractor
be
selected
and
we
have
to
evaluate
whether
or
not
the
bi-weekly
or
weekly
recycling
are
beneficial.
I
know
copley,
they
do
bi-weekly
recycling
currently,
which
was
where
we
modeled
our
program.
After
so
I
mean
I
bear.
I
appreciate
everyone's
patience
dealing
with
this
situation.
I
know
it's
quite
cumbersome.
N
B
O
Medina
line
happens
to
have
a
bridge
out
a
little
further
north,
but
thank
you
so
much.
I
made
the
commitment
now
probably
about
10
years
ago
that
I'd
go
to
every
community
in
my
district
every
year
and
I
was
with
mr
fowler,
I
think
about
maybe
three
or
four
weeks.
Maybe
six
weeks
ago
he
said
bill,
we
haven't
seen
you
in
several
months,
so
I
said
I
had
to
come
down
just
for
that,
but
it's
a
pleasure
to
be
here.
I'd
love
to
get
around
the
district
to
meet
everybody.
O
I
am
fortunate
in
that
I
serve
on
every
financial
related
committee
at
the
state
house,
finance,
banking
and
finance,
which
is
called
financial
institutions,
ways
and
means
I'm
the
chairman
of
the
tax
expenditure
review
commission.
I
always
happen
to
serve
on
the
committee
that
is
responsible
for
probably
almost
half
the
budget,
so
we've
been
working
very
hard.
I
think
we
got
done
july
23rd,
so
we'll
be
back
in
session
here
shortly,
but
thank
you
so
much
for
the
time
and
if
anyone
has
any
questions,
please
feel
free
to
reach
out.
Thank
you.
B
Thank
you.
We
received
a
note
from
a
resident
that
I
wanted
to
read.
It
just
says
hello,
just
a
note
of
thanks
for
the
beautiful
job
that
was
done.
Repaving
creekside,
longwood
and
butternut
drives
in
brentwood
and
a
special
thanks
to
vivian,
who
kindly
listened
to
my
complaints
early
in
the
summer,
again
beautiful
job.
So
thank
you
for
that
note
all
right.
K
E
E
B
Yes,
mr
towsley,
yes,
mr
pilot,
yes,
I
would
like
to
invite
mayor
zita
mr
fowler,
mr
messner,
mr
markey
to
attend.
There
will
be
no
legislative
action
tonight,
resulting
from
the
executive
session
discussion
and
council
will
return
to
the
regular
council
meeting.
I
would
also
let
everyone
know
that
there
will
be
no
further,
no
further
action
taken
on
any
pending
legislation
after
we
come
back
note
