D
E
A
Okay
sounds
good
and
just
so
that
everybody
knows
before
I
get
started
as
people
do
come
into
the
waiting
room
for
communications
from
the
public.
When
we
get
to
that,
we
will
admit
them
first,
so
they
don't
have
to
sit
there
and
wait.
Then
we
will
go
ahead
and
read
the
letters
and
emails
that
we
got
from
the
public
and
if
anybody
joins
in
the
meantime,
we'll
go
ahead
and
admit
them.
Okay,
all
right.
A
F
A
H
I
I
A
Here
all
right,
moving
on
to
communications
from
the
public,
as
I
said
before,
the
meeting
started
I'll,
say
officially.
What
we'll
do
is
we
will
admit
people
one
at
a
time
to
give
their
communications
to
the
public.
They
will
have
five
minutes
as
they
would
have
during
a
regular
council
meeting,
also
just
to
let
everyone
know
because
of
some
confusion
with
the
meeting
last
week.
Also
because
of
the
power
outages,
I
think
that
we're
going
to
go
ahead
and
do
another
public
comment
section
via
zoom,
so
that
people
can
come
on
next
week.
A
We
will
have
that
in
the
actual
agenda,
we'll
let
the
press
know
that
it'll
be
on
the
city
website,
so
people
can
make
comments
next
week
as
well.
Okay
and.
A
A
And
if
everybody
else
could
just
go
ahead.
B
D
D
A
Okay,
mr
mr
fowler,
if
you
will
put
them
back
out
in
the
waiting
room
and
go
to
the
next
one.
B
Hey
joe
just
let
him
know
they
need
to
hit
the
two
buttons,
the
unmute
and
and
video
in
order
to
be
heard
and
be
seen.
A
B
A
A
D
A
A
That
sounds
better.
I
think
we
got
it
good
all
right,
I'm
going
to
start
the
time
for
you
you're,
going
to
have
five
minutes.
If
you
could
start
out
with
your
name
and
your
address
and
and
say
it
slowly,
so
the
so,
our
clerk
of
council
can
get
it
down
for
us.
Okay,
okay,.
F
And,
first
of
all,
I'd
like
to
thank
council-
and
I
assume
mr
kernan
in
particular
for
making
this
method
of
communication
available.
It's
been
tough
for
everybody,
trying
to
do
things
without
being
able
to
to
do
so
face
to
face.
So
thank
you.
F
There
is
probably
a
letter
that
it's
going
to
be
read
tonight,
so
there
are
comments
from
myself
and
my
wife
in
the
letter,
but
I
just
thought
I
would
take
the
opportunity
to
mention
that
I
first
of
all
want
to
agree
with
mr
kernan
from
one
of
his
comments,
which
actually
was
two
weeks
ago
with
regard
to
the
easement
or
easements,
that
the
folks
on
golf
course
drive
have.
F
F
But
the
thing
I
want
to
to
mention
is
that
you
know
we
pay
taxes
just
like
everybody
else
in
the
city
and
we
pay
for
the
rest
of
the
roads
that
are
in
the
city.
F
But
we
don't
see
any
benefit
from
that
and
if
you
want
to
say
well,
we
chose
to
live
on
this
driveway
you're
right.
We
did
make
that
choice,
but
it's
just
important
to
note
that
I
think
from
what
I've
heard,
and
admittedly
we
haven't
gotten
answers
from
the
questions
that
were
asked
two
weeks
ago
at
the
meeting.
I
think
mr
market
came
in
at
the
last
minute
and
various
members
of
you
asked
that
he
answered
questions
and
whether
those
have
been
answered
yet
or
not.
F
For
yourselves,
I
don't
know,
but
we
certain
we
residents
haven't
heard
anything
so
we'd
certainly
like
to
get
those
answers,
but
part
of
all
this
discussion
says
that
the
city
is
planning
on
a
water
tower
of
some
or
some
device
back
at
the
what
is
being
referred
to
as
the
second
phase
of
this
project,
and
I
think
it's
important
to
note
that
the
city
would
be
using
this
road
also
and
in
fact
that's
an
easement
that
you
folks
have.
F
The
thing
I
guess
I
want
to
point
out
is
all
of
you
are
elected
to
the
positions
you
have
by
the
citizens
of
this
community
and
you're
kind
of
in
the
middle
between
citizens
and
administration,
and
I
would
think
that,
because
the
city
intends
to
use
this
road
to
its
benefit,
it
would
be
nice
if
this
city
council
could
use
its
influence
in
the
structuring
of
the
agreement
with
this
developer
in
the
city,
I
don't
think
anybody's
out
to
try
and
as
you
everybody
was
pointing
out
that
two
weeks
ago
that
we
were
talking
about.
F
You
know
a
first-class
road.
No,
no,
I
I
don't
think
anybody's
expecting
that.
Certainly,
that
would
be
the
ideal
situation,
but
no
one's
expecting
that.
I
think
we're
just
interested
in
the
concerns
that
we've
had.
We've
had
issues
with
mr
flogg
over
the
years
and
as
a
matter
of
fact,
I
called
him
two
days
ago,
because
the
road
is
in
really
bad
shape.
F
Someone
even
put
out
a
a
traffic
cone
in
one
of
the
holes,
because
it's
so
bad
and
I
think
you'll
find
in
the
letter
that's
going
to
be
read
two
weeks
ago,
there
was
a
squad,
call
two
doors
up
from
us
and
the
squad
had
to
back
down
four
properties,
so
it
could
turn
around
in
the
parking
lot
of
the
golf
course
you
know.
So
that's
we're
talking
about
a
turnaround
up
there.
F
You
know,
I
think,
the
things
that
that
we're
asking
for-
or
at
least
hoping
that
can
happen-
is
that
you
know
you
folks,
who
have
kind
of
control
over
this
situation,
based
on
how
the
mud
zoning
issue
was
set
up
in
the
first
place,
would
would
take
our
concerns
into
consideration
and
use
your
influence.
You
know
I
understand
this
is
a
good
thing
from
the
perspective,
maybe
of
the
administration
and
a
lot
of
the
city.
F
I
don't
know
I
mean
we
don't
really
get
to
hear
from
anybody,
so
I
can't
really
say
for
sure,
but
you
know-
and
I
don't
think
any
of
us
really
want
to
jeopardize.
F
You
know
this
possible
opportunity,
but
I
think
the
thing
is.
We
would
hope
that
you
would
take
us
into
account
when
you
look
at
what
can
be
done.
You
know,
I
don't
think,
there's
anything
wrong
with
saying
hey,
mr
developer,
you
know
these
are
some
considerations.
We'd
like
you
to
do
you
know
we
we
want
you
to
come
in
here,
but
we
want
to
have
this
stuff
also
we
have
to
take.
F
We
have
to
look
at
our
citizens
and
we
have
to
take
care
of
them
as
well
as
anything
else
that
comes
into
the
city
or
the
administration.
So
I
think
that's.
My
main
concern
is
that
you
at
least
take
a
close
hard
look
at
the
folks
over
here,
and
you
know
certainly
over
on
shell
heart
too.
I'm
not
trying
to
discount
those
folks,
but
obviously,
since
I
live
on
golf
course
drive
and
have
for
many
years
as
well
as
my.
H
F
You
know
I'm
I'm
partial
to
this,
so
those
are
my
thoughts
and
I
was
just
hoping
you
would
take
those
into
account
and
at
least
get
our
questions
answered
and
if
you
know
anything
please
let
us
know
I
mean
you,
could
you
know
email
us
if
you
like
our
emails,
I'm
sure
we'd
all
supply
them,
but
at
least
let
us
know
what's
going
on.
Let
us
know
what
your
thoughts
I
I
don't
know
why
it
would
be
a
big
secret.
F
F
A
Thank
you,
mr
pfeiffer.
I
appreciate
you
coming
and
it
is
a
little
difficult,
but
we're
all
trying
to
learn
how
to
do
this
remotely
like
this
and
we'll
try
and
get
some
answers
out
to
everybody
all
right.
Thank
you.
Thank
you,
mr
fowler.
If
you
could
let
mr
pfeiffer
go
and
admit
someone
else
if
they're
there.
A
I
see
someone
jeffrey's
galaxy.
Can
you
hear
me
hello.
D
A
All
right,
let
them
back
out,
maybe
they'll
come
back
on
and
we'll
try
it
again.
Okay,.
A
G
G
Dear
council
members,
we
are
sam
and
heather
hairsteen
and
we
reside
at
3866
golf
course
drive,
and
we
would
like
this
letter
to
be
read
and
made
a
matter
of
record
for
the
city
council
meeting.
There
has
been
a
sign
placed
on
the
golf
course
property
indicating
a
liquidation
sale
that
will
happen
right
before
thanksgiving.
G
So
that
indicates
to
me
that
mr
flogg
will
not
be
opening
his
business
next
season,
so
that
now
proposes
a
major
problem
for
us
golf
course
drive
residents
problem
one.
If
the
two
inch
asphalt
paving
has
two
years
to
be
done.
What
will
happen
to
our
road
till
then?
Will
mr
flogg
or
the
developer
be
required
to
at
least
patch
the
potholes
that
are
there?
Now
I
have
so
many
large
potholes
at
the
end
of
my
drive
that
my
vehicle
is
going
to
get
stuck
in
one
of
them
and
probably
break
an
axle.
G
My
children
will
not
be
and
have
not
been
able
to
ride
their
bikes
all
summer
or
in
the
coming
summers.
Because
of
the
con
current
condition
of
the
road
problem.
Number
two
has
the
drainage
issues
been
addressed
with
the
developer,
at
least
making
sure
open
ditches
will
be
dug
out
on
both
sides
of
the
road
to
help
with
the
water
issues
that
is
breaking
down.
G
I
would
also
like
you
to
listen
to
the
letter
that
my
daughter
wrote
to
you
about
her
feelings
about
this
project.
I
feel
that
it
is
important
that
our
children
understand
how
our
government
works
to
be
able
to
have
their
voice
be
heard.
Since
this
is
the
world
we
are
leaving
them
dear
city,
council
of
norton,
my
name
is
lauren
harstein.
I
am
currently
13
years
of
age
and
have
lived
on
golf
course
drive
all
my
life
if
possible.
I
would
like
to
say
a
few
things
about
our
road.
G
G
This
golf
course
has
been
my
front
view
for
13
years.
When
I
heard
the
news
it
was
being
turned
into
a
bunch
of
houses.
I
was
devastated
not
too
long
ago.
I
went
up
to
the
very
end
of
our
road
and
saw
that
one
lady
didn't
even
have
a
view.
It
was
only
a
back
of
a
barn
with
sticks
and
leaves
she
had
to
manually
make
her
view.
G
My
next
point
is
for
generation
z,
how
many
parts
are
there
in
order,
not
too
many,
but
the
parks
we
do
have
are
miles
away
from
norton
city
school.
G
G
G
G
We
have
written
to
you
numerous
times
with
concerns
regarding
the
sale
of
brookside
and
how
it
will
affect
golf
course
thrive.
We
had
hoped
you
were
holding
this
meeting
last
week
to
discuss
ways
you
can
help
us.
We
hope
you've
come
up
with
some
solutions
since
then,
and
would
like
to
hear
those
answers
at
tonight's
meeting.
G
G
G
G
G
You
will
not
have
to
sacrifice
that
much
space
to
put
in
a
turnaround
area
for
norton
safety,
equipment
and
firefighting,
equipment
from
neighboring
cities,
trash
haulers,
tree
removal,
equipment
and
other
large
vehicles
that
will
not
be
able
to
turn
around
in
our
driveways
and
we'll
have
to
back
up
or
down
the
entire
road
snow.
Plows
will
need
this
turnaround
too.
As
a
matter
of
fact,
there
was
a
squad
call
at
the
northern
end
of
golf
course
drive
yesterday
the
squad
backed
down
four
lots
and
used
the
golf
course
parking
lot
entrance
to
turn
around.
G
G
G
Our
money
has
paid
for
safe
roads
in
front
of
your
homes,
not
our
homes.
We
have
relied
on
the
golf
course
to
provide
a
safe
access
and
a
safe
road
in
front
of
our
homes.
We
lost
our
negotiating
power
with
joe
flogg
to
fix
this
road.
The
minute
you
started,
negotiating
with
the
county
and
developer
to
rezone
his
property.
G
G
And
safe
roads
in
front
of
our
homes,
unless
you
help
us,
please
help
us,
please
put
in
writing
in
the
contract
between
you
and
the
developer,
that
the
developer
has
to
provide
a
turnaround
area
and
fix
the
water
runoff
at
the
north.
End
of
golf
course
drive.
This
will
also
be
to
norton's
advantage,
as
it
will
affect
the
road
to
the
city's
wall
water
tower.
G
If
our
road
fails,
your
access
road
fails.
Please
put
in
writing
that
you
will
provide
snow,
plowing
and
or
salting
and
maintenance
on
golf
course
drive.
We
need
safe
roads
in
the
winter.
Please
put
in
writing
that
tiff
will
be
used
for
this
purpose.

G
This
corresponds
is
an
email
received
on
monday
november
16th
at
104
pm
from
mark
burnlore,
and
it
is
written
to
dustin
markey
our
law
director
justin.
I
have
not
received
any
information
regarding
a
public
notice
for
the
establishment
of
1287
parent
mud
endoparent
ordinance,
nor
was
that
included
in
the
box
of
documents,
provided
please
forward
as
soon
as
possible.
G
I
apologize.
I
am
assuming
that
the
declaring
an
emergency
does
not
alter
your
statements
below
that
there
will
be
a
third
reading
and
an
opportunity
for
public
hearing.
With
regard
to
the
planned
documents,
we
clearly
object
to
any
passage
of
the
final
plan
without
the
procedural
and
substantive
due
process
and
rights
provided
under
the
city
charter
be
given
to
effective
property
owners.
A
A
All
right,
thank
you,
and
there
were
no
other
written
comments
received
correct
to
ms
mccomber,
okay,
mr
fowler,
if
you
would
admit
anyone
who
might
be
waiting.
A
Yes,
he
has
jeffrey's
galaxy.
Are
you
there
going
once
going
twice?
Let's
put
him
back
in
the
waiting
room
and
bring
in
the
other
person.
A
A
Not
there
put
them
in
the
waiting
room
and
we'll
go
through
our
agenda
and
we'll
give
it
one
more
shot
right
before
public
service
announcements.
K
I
I
just
wanted
to
for
mr
pfeiffer
several
of
his
concerns.
I
believe
full-heartedly,
that
the
administration
is
addressing
them.
K
E
I
think
I
can
address
that.
Yes,
mr
fowler
go
ahead,
mr
tilesly,
I
apologize.
You
know
that
I've
been
out
of
the
office,
mr
markey,
and
I've
been
communicating.
We
should
be
able
to
have
something
to
you
soon
in
writing
and
that's
what
we've
been
working
on.
Mostly
is
language
and
things
of
that
nature.
To
try
to
get
that
tightened
up.
Mr
markey
is
waiting
on
a
map
from
me
with
things
to
be
clearly
outlined
as
to
what
the
city
and
engineer
and
I
developed.
E
So
I
have
to
take
some
responsibility
for
for
that
delay,
but
but
I
should
have
that
to
you
this
week.
I
I
really
do
apologize.
K
Okay
and
then,
mr
kernan,
if
I
can
just
real
quick,
I
I
just
thought
it
was
important
to
respond
to
lauren
harstein
being
13
years
old.
I
want
to
make
sure
she
know
she
is
being
heard.
You
know
at
every
age.
I
want
people
to
know
that
their
counsel
hears
them,
but
at
a
young
age
I
think
it's
especially
important
and
maybe
one
response
I
would
have
for
her
is.
K
I
know
I
had
listened
to
the
last
planning
commission
meeting
and
one
of
the
gentlemen
involved
with
the
development
had
made
the
statement
that
they
definitely
it
was
their
intention
to
save
every
large
tree.
They
could-
and
I
know
that
was
a
concern
she
had.
K
So
I
just
want
to
encourage
her
that
that
is
the
intention
of
the
developer
as
far
as
that
goes
and,
and
then
one
one
more
question,
if
I
can
I'm
sorry,
no
that's
fine,
I
I
had
a
conversation
with
couple
different
residents
they're
a
little
bit
confused
about
the
tiff,
and
I
explained
it
the
best
I
could,
but
I
was
hoping
maybe
mr
markey
could
explain
it
in
his
own
words.
So
it's
not
me
just
fumbling
through
it,
but
one
of
the
concerns
is
they're
trying
to
figure
out.
K
L
Yeah
it's
mr
towsley.
This
is
mr
markey,
so
the
the
apartment,
the
commercial
development,
is
based
on
how
the
property
is
taxed,
so
the
apartment
complex
qualifies
as
the
quote-unquote
business
for
there's
a
there's,
a
technical
requirement
of
the
statute
that
you
have
commercially
taxed
property
as
part
of
the
district
and
that's
what
the
apartment
complex
is
categorized
as
commercial
property
were
there
other
other
than
that
commercial
issue,
were
they
were
they
worried
about
how
tif
the
tiff
works
or
any
of
the
other
mechanics
of
it?
K
L
No,
it's
all
it's
all
one
district
right,
it's
all
one
district,
so
the
at
the
time
the
ordinance
is
adopted.
It's
a
council
finding
and
it's
all
considered
the
same
district,
it's
not
about,
because
there's
there
will
be
no
residential
properties
either
at
the
time
the
ordinance
has
passed.
So
this
is
all
projecting
out
into
the
future.
L
A
Yeah
and
I
think
paul,
that's
one
of
the
reasons
that
when
we,
when
we
did
the
mud
district,
one
of
the
reasons
we
talked
about
why
we
were
doing
the
mud
district
was
so
we
could
tap
into
that
tiff
money
and
recapture
some
of
that
money.
That
would
normally
go
back
to
the
county
and
use
it
within
the
city
to
improve.
You
know
whatever
we're
going
to
do
there
as
far
as
infrastructure,
so
just
so
that
people
know
that.
A
C
I'm
kind
of
concerned
on
mr
markey's
response
that,
based
on
the
current
plan,
no
no
storefronts
are
currently
planned.
So
does
that
mean
that
could
change.
C
Yeah
well,
there
was
a
lot
of
intentional
uses
with
that
mud
that
fell
by
the
wayside.
There
was
another
question
I
I
had
awesome:
oh
who's,
actually
going
to
own
those
apartments.
I've
been
asked
that
many
times.
L
I
think
that's
to
be
determined,
I
think
there's
there's
someone
being
considered,
but
I
don't
think
it's
it
can
become
public.
Yet
it's
not
that
stage.
A
A
All
right
anything
else,
all
right
we're
going
to
go
ahead
and
move
into
committee
of
the
hole.
As
I
said
when
we
get
please.
If
I
start
to
go
past,
please
somebody
remind
me
that
we're
going
to
go
back
if
there's
still
anybody
in
the
waiting
room
and
give
them
one
more
shot,
and
I
will
also
announce
again
that
we
will
be
doing
this
again,
we'll
try
and
put
some
specific
instructions
up
on
the
website
on
how
to
use
the
zoom
link,
what
you
should
do
when
you're
in
the
waiting
room.
A
What
happens
if
you
can't
get
in
via
the
zoom
link,
there's
also
a
telephone
number,
you
can
call
and
you
can
come
into
the
zoom
link
via
telephone
as
opposed
to
by
the
computer.
So
there's
a
couple
different
ways
that
we
can
fix
if
there
were
any
problems
for
people
all
right
committee
of
the
whole
letter
a
I
do
acknowledge
receipt
of
the
financial
reports
for
october
of
2020.
A
A
J
Well,
it's
not
that
I
need
to
turn
it
over.
Mr
fowler,
I
I'm
just
not
familiar
with
this
at
all,
and
I
I
can't
say
that
I'm
in
favor
of
it
or
against
it
or
anything
about
it.
I
don't
know
anything
about
it.
So,
if
somebody
would
like
to
educate
me,
mr
fowler
I'd
be
happy
to
listen.
E
I
will
do
my
best
and
I
apologize
so
on
our
bi-weekly
county
call.
The
executive
director
of
the
solid
waste
came
forward
saying
that
they
have
a
new,
solid
waste
plan
that
is
available
for
review
on
their
website,
and
I
can
get
that
for
all
of
council
as
long
as
we
look
at
it
review
it
pass
it
by
the
end
of
the
month.
If
we
want
again,
this
is
a
council
action.
E
E
Adopting
a
solid
waste
plan,
there
are
several
mayors
on
that
committee.
One
is
fairlawn.
I
apologize
his
name
just
went
away,
but
the
mayor
fairlawn
is
on
that
committee.
The
mayor
of
green.
There
are
several
mayors
that
represent
eunice
buentras,
they
are
promoting
the
plan.
Marcy
would
be
happy
to
come
to
next
week's
zoo
meeting
if
there
are
questions-
and
I
think
that
would
be
advisable
for
us
to
invite
her.
But
you
know
it's
really
just
adopting
is
always
planned
for
this
county.
E
That
will
not
impact
the
decision
we
make
next
year
that
the
mayor-
and
I
would
like
to
talk
to
council
about
at
some
point
our
ideas
for
refuse
collection
in
the
future.
But
it's
just
a
plan
that
the
county
adopts
in
terms
of
recycling
etc.
It
does
make
us
eligible
for
that
recycling
grant
each
year.
E
Yeah,
if
we
could
just
get
it
added
to
the
agenda
for
the
next
meeting,
and
I
would
invite
marcy
to
the
next
council
meeting.
A
A
C
D
A
I
think
that,
that's
probably
in
my
opinion,
that's
the
better
ways
to
put
it
on
for
first
reading,
so
people
know
it's
out
there
and
then
we'll
wait
rather
than
holding
it
back
and
then
putting
it
on
and
then
waving.
Second
and
third.
A
I
A
J
I
I
did
have
a
couple
of
things
I
wanted
to
say
about
it
after
everybody
was
done
there.
If.
D
J
Not
necessarily
now,
but
you
all
do,
have
the
packet
and
if
you'll
look
on
page
seven,
there
is
a
summary
of
it
starting
there
and
I've
read
that
summary
two
or
three
times
and
still
not
clear
on
exactly
what
we're
dealing
with.
But
there
are
several
several
statements
telling
what
it
will
do
and
what
it
won't
do
and,
like
mr
koran
said,
if
we
don't
pass
it,
I
believe
by
the
25th
I
was
under.
I
think
I
read
someplace.
J
It
should
be
passed
by
the
25th,
so
we
might
want
to
look
into
the
date.
I
I
like,
I
said
I
read
it
several
times
and
there's
so
much
stuff
in
there
that
to
consume,
or
I
mean
to
absorb
that.
I
couldn't
possibly
understand
it
just
by
reading
it
two
or
three
times
I
I
don't.
I
don't.
Personally,
I
don't
see
the
what
it
does
for
the
city
of
norton
or
the
county.
I
don't.
I
don't
understand
exactly
what
the
whole
purpose
of
the
solid
waste
management
plan
is.
J
Well,
we
presently
have
no
recycling
program
to
speak
of
other
than
collection
at
the
city
hall
and
and
they
do
collect
curbside,
but
we're
having
problems
with
costs
and
everything
and
what
we're
receiving
and
not
receiving,
and
it's
a
mishmash
of
problems
with
recycling
and
and
it
also
talks
about
increasing
the
outreach
and
education
on
curbside
recycling
and
waste
reduction.
L
They
don't
get
any.
This
is
justin.
This
is
just
a
marquee,
so
the
the
authority.
Just
so
you
understand
what
what
this
is.
This
plan
is
required
by
revised
code,
the
authority,
their
their
ability
to
spend
money
and
how
they
get
money
and
marcy
can
probably
explain
next
week
better
if
she
comes
to
the
meeting,
but
their
ability
to
generate
funds
is
every
time
a
trash
hauler.
They
call
a
tipping
fee
right.
L
They
dump
a
load,
they
have
to
pay
a
certain
amount
of
per
tonnage
fee,
and
that
goes
to
the
authority
and
under
state
law.
The
authority
is
permitted
to
just
all
the
things
they
said
there.
They
increase
access
to
recycling,
they
do
grant
programs,
they
do
all
sorts
of
stuff
that
marcy
can
explain,
but
in
order
to
do
that,
they
have
to
have
a
plan
approved
by
the
ohio
epa.
So
the
plan
that's
been
drafted
is
actually
been
drafted
in
conjunction
with
the
epa
they
assist
with
drafting
the
plan.
L
So
it's
in
that
public
comment
period.
It
probably
seems
like
there's
a
lot
of
things
in
there.
Don't
say
a
lot
of
anything,
but
that's
because
they're
more
mission
statements,
so
that
when
they
go
to
implement
their
programs
down
the
road,
they
have
authority
under
the
statute.
But
I'm
sure
varsity
can
address
that.
You
know
better
specifically
what
their
programs
are
and
what
they're
looking
to
do
long
term.
J
I
I
I'm
sure
she
will
and
yeah
one
thing
that
stood
out
to
me
was
the
way
I
understand
that
they
want
to
either
build
a
new
or
it
says,
relocate.
But
the
way
I
read
it
is
they
want
to
build
in
new
administrative
offices.
J
J
I
I
don't
understand
any
of
this
where
it's
coming
from
at
all,
and
I
think
really
and
truly
I
hadn't
seen
it
until
what
this
past
week
and-
and
it
goes
through
just
you
know,
figures
and
and
statements
and
there's
charts
all
of
that.
Those
are
all
things
that
if
you
really
want
to
know
what
you're
talking
about,
you
really
should
start
on
page
seven
and
read
it
if
any
of
the
rest
of
the
council.
Members
are
interested
start
on
page
seven
of
this
packet
and
and
get
confused
like.
I
am
that's.
I
Justin
justin
yeah:
this
is
the
same
group.
That's
up
on.
Graham
road
in
kyogre
falls
between
falls
and
stones.
I
They're
they're
part
of
summit,
county
public
health
or
they're
coordinated
through
the
public
health
organization.
That's
why
I'm
kind
of
familiar
with.
L
And
they're
actually
temporarily
housed
at
the
health
department
as
well
currently
and
mars.
You
can
go
through
that,
which
is
why
they
are
looking
for
administrative
office
space
yeah.
It's
your
point,
mr
current
yeah.
They
they
operate
the
household
hazardous
waste
center
on
gram,
road,
I'm
not
advocating
for
it.
I
just
I
know
a
little
bit
about
them,
because
I
do
some
legal
work
for
them.
L
So
just
the
little
bit
of
information
I
do
know
they
do
operate,
that
household
hazardous
waste
center
and
they
give
out
what
they
call
crag
grants
which
is
recycling
access
grants,
and
I
think
we
did
did
we
do
the
pad.
Mr
fowler.
L
Out
at
the
at
city
hall,
right.
B
B
A
All
right,
so
we
have
a
motion.
I'm
sorry,
all
right.
I
have
a
motion
in
a
second
to
move
resolution
number
111
2020
to
tonight's
agenda
for
first
reading.
Only
and
then
we
will
take
it
back
up
again
next
week
and
have
more
discussion.
A
Letter
c
ordinance
except
oh
with
clerk,
call
the
role
our
clerk's
not
on
because
she
got
booted.
So
I
will
call
the
roll
mr
gainer.
Yes,
mr
karen.
C
A
Mr
mcglone,
yes,
mr
tilesly,
yes,
mr
kernan
votes,
yes,
all
right
ordnance,
accepting
pc
resolution,
11,
20
20.,
mr
gainer.
J
Thank
you,
mr
president.
This
is
for
the
property
at
the
end
of
hemp
hill
that
comes
off
of
hometown
road,
there's
used
to
be
horse
horse,
fencing
and
everything
there
and
the
barn
was
up
for
sale
for
quite
some
time.
I
noticed
that
it
did
sell
and
the
fella
is
wanting
to
do
some
sawmill
type
work
of
some
type
or
another,
and
and
wanting
to
change
it
from
r1
to
ru1,
which
is
agricultural
actually.
A
A
There's
a
motion
in
a
second
to
add
ordinance,
number
112
2020
to
tonight's
agenda
for
first
reading.
Is
there
any
further
discussion.
A
Yes,
mr
karen,
yes,
ms
whippy,
yes,
mr
mcglone,
yes,
mr
tilesly,
yes
and
mr
kernan
votes.
Yes,
mr
fowler,
would
you
readmit
carrie.
C
Thank
you,
mr
president.
This
is
simply
a
matter
of
budgeting.
The
covid
monies
were
received
into
the
general
fund
and
this
is
simply
placing
appropriating
them
into
their
corresponding
line
items.
The
cleveland
massive
fund
that
is
being
spoken
of
in
exhibit
eight
that
was
actual
monies
that
odot
contributed,
and
we
don't
even
actually
see
that
money.
This
is
just
in
order
for
us
to
recognize,
receiving
it
and
being
paid
out,
although
we
didn't
actually
do
it,
but
we
have
to
actually
acknowledge
it.
A
C
A
D
I
K
A
Yes,
letter
e
budget
discussion,
ms
whipkey.
C
I
keep
looking
at
this
and
I
realized
that
last
week
we
talked
about
the
road
program
money
and
that
it's
going
down
to
662
943
for
2021
and
if
those
roads
are
still
yet
to
be
made
public
and
be
to
be
decided
on,
but
look
I'm
looking
at
the
capital
projects
on
like
on
page
23,
and
I
see
wooster
road
and
I
see
barber
road,
but
I'm
not
seeing
anything
listed
on
any
of
the
brentwood
roads,
and
I
know
that
we
okayed
the
design
work.
C
So
I
would
like
and
explain
to
me
where
we
actually
fit
in
with
the
design,
work
and
and
moving
forward
with
looking
for
grants,
even
though
they're
not
being
recognized
as
being
a
capital
project
or
as
far
as
I
know,
in
the
road
project
for
the
600,
some
thousand.
So
I
guess
that
would
fall
to
mr
fowler,
but,
like
I
said,
I
keep
getting
ass.
It
was
my
understanding
we
were
going
to
do
something
with
cherry
wood
and
driftwood
next
year,
so
why
aren't
they
on
in
the
budget.
E
The
driftwood
and
cherry
wood
we
have
applied
last
week
was
the
deadline
for
opwc.
Typically
that
money
comes
about.
We've
had
this
conversation
several
weeks
in
a
row.
Maybe
you
all
can
remember
we're
not
bidding
them
in
july
because
of
the
situation
we
ran
into
last
year
with
bar
new
park,
where
they
were
pouring
concrete
in
the
winter,
and
we
had
to
do
a
30
000
change
order
that
cost
us
money
to
pour
those
pour
the
concrete
in
the
winner
because
we
had
to
do
the
different
mixture.
E
C
C
C
E
So
it
doesn't
make
sense
for
us
to
bid
them
in
july.
We
did
that
with
newpark
and
we
got
burnt.
We
actually
ended
up
paying
a
little
bit
more
for
that,
because
contractors
already
had
their
books
full,
so
the
people
that
bid
on
it
were
like
yeah,
okay.
If
we
get
it,
we
get
it.
So
we
really
didn't
have
the
competition
we
want
when
we're
bidding
projects
again.
That's
why
we'll
move
it
to
december
about
this
time
next
year,
we'll
bid
it,
but
it
won't
go
to
construction
until
the
following
year.
C
E
E
C
A
E
D
E
Unless
now
I
don't
want
to
again
again,
this
is
why
putting
specific
dates
on
things
really
is
problematic,
because
if
some
stimulus
money
becomes
available,
why
would
we
not
do
it
next
year
right
we're
trying
to
get
ourselves
in
line
to
be
flexible
whenever
the
dollars
come
available?
Okay,
I
would
say
at
the
latest
22
right
like
because,
if
there's
talk
of
some
infrastructure
stimulus
and
if
that
money
comes
forward,
we're
in
a
really
good
place
to
get
some
of
that,
so
we
would
move
our
projects
around
to
capture
some
of
those
dollars.
A
I
think
we're
on
for
a
second
reading
tonight.
Are
we
not
yes
all
right,
so
we
have
we
have
next
week
yet
that
we
can
have
questions
and
such
a
anything
further
before
I
move
on,
it's
pretty
straightforward
to
me.
Actually,
when
I
read
through
it,
everything
looked
good
to
me.
So
thank
you
for
your
work
on
that
miss
keener.
It
looked
really
good.
A
So
all
right.
Moving
on
from
that
consideration
of
minutes
the
minutes
of
the
regular
council
meeting
of
october
13th
2020,
are
there
any
additions,
deletions
or
corrections
to
those
hearing
them?
They
will
be
accepted
as
submitted
the
minutes
of
the
regular
council
meeting
of
october
26
2020.
Are
there
any
additions,
deletions
or
corrections
to
those
those
will
be
accepted,
as
submitted
minutes
from
the
committee
work
session
of
november,
2nd
2020
any
additions,
deletions
or
corrections
to
those?
A
Those
also,
then,
will
be
accepted
as
submitted
reports
from
officers
boards
and
commissions
mayor
zeta,.
B
Thank
you.
I
have
a
couple
of
them.
First
of
all,
I
would
just
like
to
say
that
I
appreciate
the
support
from
the
residents
of
the
city
of
norton
in
support
of
the
fire
levy
that
was
passed
a
couple
of
weeks
ago
and,
like
I
said
I
I
thank
you
for
that,
and
I
know
that
the
city
council,
as
well
as
the
fire
department,
does
as
well.
So
thank
you
also.
B
We
are
continually
working
with
the
first
energy
and
so
forth,
trying
to
get
power
back
in
prior
to
trying
to
get
power
restored
to
the
neighborhoods.
I
know
that
there's
a
number
of
them
out
there.
We
know
where
they
are,
it's
just
a
matter
of
getting
the
the
crews
on
board
and
getting
them
out
to
that
direction.
B
It
is
our
understanding,
though
there
is
a
a
couple
of
significant
problems
in
a
couple
of
areas
that
are
apparently
looking
like
it's
going
to
extend
the
amount
of
downtime
that
we're
experiencing
one
of
them
being
a
equipment,
failure
that
was
damaged
during
the
storm
yesterday
and
so
they're
going
to.
I
don't
know
if
they're
ordering,
I'm
not
sure
what
they're
doing
but
they're
they're
trying
to
get
the
equipment
replaced
and
power
up
and
running
in
that
area.
B
Also,
my
understanding
on
261
there's
a
number
of
polls
that
may
have
to
get
redone
and
and
prior
to
line
strung.
So
it's
just
we're
asking
for.
I
know
it's
tough,
we're
asking
for
patience
and
hopefully
we'll
continue
to
work
through
whatever
processes
we
need
we
need
to
in
order
to
make
that
happen.
A
Thank
you
mayor,
mr
fowler.
E
I
don't
have
much
just
to
pee
back
on
what
the
mayor
says.
I
I
do
we
we
have
been
discussing.
I
know
people
have
contacted
the
mayor
about
a
warming
center.
We
just
number
one.
It's
really
difficult
for
us
to
pick
which
10
people
due
to
the
governor's
order.
We
don't
think
we
can
exceed
that
10
people.
E
We
encourage
people
to
find
their
relatives
or
I
know
some
local
restaurants.
There
is
a
local
restaurant
that
has
invited
people
to
come
to
their
location
for
warmth,
for
power
things
of
that
nature.
There
are
opportunities
out
there.
We
are
working
on
a
plan
for
those
that
need
some
water.
I
know
the
mayor
has
been
working
with
the
fire
chief
on
that.
E
Hopefully
he
can
announce
it
sometime
tonight
before
everybody
goes
to
bed
watch
the
mayor's
facebook
page
or
you
know
we'll
try
to
get
that
message
out,
but
we
have
been
in
contact
like
the
mayor
said
with
first
energy
and
they
are
the
one
thing
I
don't
think
people
understand
this
was
more
than
just
northeast
ohio,
it's
pretty
much
all
of
northern
ohio.
E
A
Thank
you,
mr
fowler.
Miss
keener.
A
Okay,
all
right,
there
are
no
public
hearings
this
evening
introduction
new
legislation,
ordinance
number
100
2020-
that
is
mr
p,
lots
and
utilities.
So
we'll
go
to
mr
gainer.
Thank.
J
You,
mr
president,
this
is
for
the
continuation
of
the
government
electric
aggregation
program,
it
does
have
opt-out
provisions
and
it's
the
way.
I
understand
it.
It's
it's
going
to
continue
the
same
agreement.
We
have
only
at
a
lesser
rate
and
it
will
be
for
a
four-year
period.
J
I
think
that's
about
it.
Actually
I'd
just
like
to
have
it
for
its
first
reading,
only
ask
clark
to
read
it.
G
An
emergency
ordinance
authorizing
all
actions
necessary
to
support
the
continuation
of
a
governmental
electric
aggregation
program
with
opt-out
provisions.
Pursuant
to
secession,
4928.20
will
hire
advise
code
directed
the
mayor
of
the
city
of
norton
to
execute
an
electric
supply
agreement
with
energy
harbor
and
declaring
an
emergency.
A
All
right,
thank
you.
That's
for
first
reading
only
my
one
other
thing,
my
understanding
is,
is
that
you're
able
to
opt
out
of
this
contract
without
a
penalty.
Is
that
correct?
Okay?
Yes,
all
right
ordinance
number
101
falls
to
me.
I
offer
ordinance
number
101
2020
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please.
A
And
this
one
we
have
we're
getting
some
grant
money,
we're
putting
some
of
our
own
money
into
this.
We
did
want
to
start
with,
I
think
some
clearing
and
some
site
prep
work,
so
we
were
looking
at
waiting
the
second
third
readings.
So
therefore,
I
would
move
to
waive
the
second
and
third
readings
of
ordinance,
101
2020.
A
A
I
I
A
A
G
J
I
I
Thank
you,
mr
president,
for
ordinance
102
2020
for
its
first
reading
and
ask
the
clerk
to
replace.
I
And
this
is
replacing
an
existing
truck
that
particular
truck.
We
had
purchased
from
copley
in
2000,
so
it's
been
around.
It
was
used
before
we
got
it.
It's
an
old
truck
for
in
lovingly
called
a
orange
truck,
but
it's
a
planned
expense
and
a
planned
upgrade
replacing
a
truck.
So
it's
take
one
out
put
one
in
and
we've
discussed
it
before.
It
was
in
the
budget.
I
I
I
Yes-
and
this
is
just
a
camera-
to
go
basically
fishing
through
underground
and
to
find
where
problems
are
so
they
can
more
efficiently
target
digging,
and
I
think
we
discussed
that
length
before.
C
C
J
President
I'd
like
to
offer
106
2020
for
its
first
reading,
ask
the
clerk
to
read
it.
Please.
J
I
I
I
have
a
question
about
this.
I
mean
this
sounds
like
this
is
a
safety
issue
and
it's
the
no
no
cost
issue
to
the
city
of
norton,
because
oklahoma,
that
is
doing
this
with.
We
have
any
objection
to
expediting
this
and
bringing
this
to
a
vote
tonight.
It.
A
I
I'd
like
to
make
that
motion
to
skip
the
wave,
the
second
and
third
readings
and
vote
tonight.
A
There's
a
motion
in
the
second
to
wave,
the
second
and
third
readings
of
ordinance
number
107
2020..
Is
there
any
further
discussion
regarding
waiver.
K
K
E
Phone,
mr
fowler
go
ahead.
Sorry,
I'm
trying
to
get
used
to
the
camera.
That's
okay!
The
I!
When
I
spoke
with
josh,
I
I
don't
think
it's
been
done
and
it's
part
of
the
585
project,
but
has
all
the
striking
been
done?
We
weren't
sure
if
all
the
striping
had
been
done.
They
didn't
give
us
a
deadline.
K
A
G
A
K
A
I
At
this
time,
I'd
like
to
move
that
we
adopt
ordinance,
107
2020,
and
I
hope
you
can
hear
me.
We.
A
K
C
C
C
Thank
you.
This
is
first
reading
I'd
just
like
to
point
out
to
some
of
the
people
listening,
that's
interested,
yet
it
won't
be
approved
until
after
we
get
all
the
way
through.
The
budget
which
has
that
will
be
that'll,
be
the
next
time
around
and
it
is
a
living
document
more
or
less.
It
is
flexible.
A
H
H
J
You,
mr
president,
I'd
like
to
offer
this,
as
we
spoke
before
about
eliminating
the
statement
wave,
second
and
third
readings.
This
will
be
for
the
first
reading.
Only
and
we'll
have
the
guests
to
ask
questions
of
next
meeting.
J
Mr
president,
we're
going
to
be
having
the
way
I
understand
a
public
hearing
on
this
on
november
23rd.
C
A
C
Emergency,
this
is
the
one
that
I
went
and
described
during
our
committee
of
the
whole
for
the
coving
monies
and
for
the
funding
we
got
from
odot
for
cleveland
maslin.
At
this
time
I
motioned
to
waive
the
second
and
third
readings
on
ordinance,
113
2020.
C
I
I
A
I
I
G
I
J
Thank
you,
mr
president.
This
is
for
the
adding
24
000
to
the
contract
for
the
state
route.
2261
south
loop.
It's
going
to
be
an
alternate
location
for
the
proposed
booster
station
and
and
some
other
items.
J
Thank
you,
mr
president.
This
is
also
to
do
with
the
water
line,
loop
project
and
it's
for
the
actual
construction
of
it
cooperative
agreement
for
the
construction
of
the
state
route.
261
south
waterline
loop
for
its
second
reading.
Only
also
please.
G
J
This
is
actually
the
bargain
brookside
incentive
district.
We
had
public
comments
scheduled
and
we
have
some-
I
guess,
and
but
this
also
is
for
its
second
reading
and
hopefully
there'll
be
more
comments
in
the
future.
I
guess
if
the
clerk
would
read
it,
please.
J
Thank
you,
mr
president.
This
is
to
create
actually
create
a
tiff
or
tax
incentive
agreement
district
rather
for
the
planning
and
economic
development.
J
Yes,
this
is
for
an
ordinance
that
actually
authorizes
the
execution
of
a
development
and
tax
increment
finance
agreement
with
addison.
So
if
the
clerk
will
read
that
for
its
second
reading
also,
please.
A
J
President,
this
is
the
actual
access
agreement,
easement
agreement
with
addison
norton
llc.
I
still
have
some
questions
on
that
and
I
think
they're
being
answered.
This
is
for
a
second
reading
only,
but
there
are,
as
as
indicated,
at
the
public
discussions.
J
There's
still
quite
a
few
discussion
or
quite
a
few
questions
about
the
access
agreement
concerning
the
people
are
asking
for
a
turnaround,
they're
asking
for
proper
drainage
to
be
applied,
different
things,
and
I'm
I'm
pretty
certain
that
the
administration
is
discussing
this
with
the
addison
norton
llc
and
I'm
hoping
that
they
come
up
with
an
agreement
that
satisfies
us
and
the
residents.
J
A
Yes,
ms
whippke.
C
A
C
Right
because
we
don't
get
some
of
these
questions
answered,
including
some
of
the
the
road
questions
from
the
shell
heart
people
and
the
nash
heights
people,
I'm
not
willing
to
just
let
it
go
at
three
readings.
C
A
And
I,
and
I
think
that
is
the
the
idea
is
to
vote
on
everything
at
one
time:
it's
either
going
to
live
or
die.
Mr
fowler.
E
C
A
J
F
J
I
don't
want
to
confuse
the
access
agreement
to
the
other
items
that
have
to
be
done
with
the
shellheart
and
those
kind
of
things,
because
the
access
agreement
is
just
that
it's
a
it's
an
agreement
for
us
to
have
access
to
our
future
plans
in
the
area
and
included
in
that
access
agreement
should
be
what
they're
negotiating
now
the
way
I
understand
it
discussing
or
negotiating
whatever
you
want
to
call
it
for
turn
around
drainage
and
such
for
that
access
road.
Yes,.
D
A
I
do
know
that
that
having
been
at
these
meetings
that
we
are
all
well
aware
of
what
the
concerns
are,
I
could
probably
tick
them
off
right
now.
We
know
what
the
concerns
are,
and
I
do
know
that
the
administration
is
trying
to
work
through
as
many
of
those
concerns
as
possible.
Negotiation
is
messy
and
it's
a
work
in
progress,
and
sometimes
negotiation
takes
right
up
to
the
very
end.
H
A
So,
and
and
what
I
responded
was
is
that
was
the
plan
and
that
we
would
have
a
reading
on
the
second,
the
ninth,
the
16th
and
the
23rd
we
had
to
cancel
last
week,
so
we
did
not
have
that
reading.
If
we
think
that
it
is
necessary
to
have
a
fourth
reading,
we
can
do
that
if
our
time
we're
under
some
timelines
as
well.
I
don't
think
we're
up
against
them,
but
I
have
to
check
that
again
because
I
can't
keep
track
of
them
all,
but
you
know
that
would
take
it
from.
A
There's
certain
things
developer
has
agreed
to
there's
certain
things
he
won't
agree
to
and
if
that's,
if
that's
the
straw
that
breaks
the
camel's
back
and
you're
not
gonna
vote
for
it
you're,
not,
I
guess
you're
not
gonna
vote
for
it.
I
mean
that's
what
negotiation
is.
This
is
a
work
in
progress
and
at
some
point,
we're
gonna
get
to
the
end
of
that
and
then
we're
all
gonna
have
to
make
up
our
mind
whether
we
support
the
project
or
not.
A
Go
ahead
if
you're
saying
no,
I
I
and
and-
and
I
and
I
appreciate
charlotte,
where
you're
coming
from
that
you
want
those
answers,
because
people
are
asking
us
all
I
mean
the
public
is
asking
everybody
they're
asking.
I
know
they're
asking
dan
and
charlotte
and
paul
and
everybody's
getting
questions,
and
I
get
that.
I
Because
we
had
devon,
morrison,
jeff's
galaxy
and
whatever
whoever
4
175
106
was,
none
of
them
seem
to
be
able
to
engage
with
our
meeting.
We
don't
know
exactly
why.
What
I'd
like
to
do
is
is
if
anybody
is
still
watching
has
any
idea
who
they
are
to
encourage
them
to
reach
out
to
maybe
carrie
this
coming
week
by
phone,
explain
what
it
was
that
they
had
a
problem
with.
Maybe
they
didn't
understand
something
or
they
didn't
have
the
equipment
to
do
it.
I
I
know
it's
not
our
job
to
fix
all
the
problems,
but
I
think
they
should.
They
should
be
shown
how
to
do
it.
This
is
all
new
to
all
of
us,
and
they,
you
know
they
had
something
to
say,
that's
why
they
logged
on.
I
I'd
like
to
give
them
that
opportunity
so
kerry.
If
you,
you
know,
can
gather
those
and
educate
them.
That
would
be
great.
A
And
also,
if,
if
worse
comes
to
worst
folks,
please
send
an
email,
it's
it
it's
better,
it's
better
than
not
being
heard
at
all,
send
an
email
or
or
call
one
of
us
or
both
or
whatever,
like
I
said,
I
will
try
to
put
together
something
that
we
can
put
on
our
website.
That
kind
of
explains
how
to
use
zoom
in
five
easy
steps.
A
If
that's
the
case,
what
happens
if
you
can't
connect
via
the
video
there's,
also
a
telephone
number
on
the
link
that
you
can
call
in,
and
it
will
connect
you
to
the
zoom
by
telephone,
so
we'll
try
and
get
that
worked
out.
We
do
have
three
people
who
are
still
in
the
waiting
room
that
we're
going
to
give
one
more
shot
to.
If
there's
no
other
comments
or
questions.
J
J
We
were
asked-
and
I
think
some
of
us
did
submit
some
questions
and
stuff
and
I
think
that
they,
they
know
exactly
what's
what's
being
asked
of
the
developer
and
of
the
city
and
hopefully
by
the
third
reading,
I
would
hope
that
they
either
have
a
yes
or
no
yes
or
a
no
from
the
developer,
as
you
said
joe,
and
they
will
know
by
the
third
reading,
if
if
these
arrangements
can
be
made
and
if
not
hopefully
they'll
be
able
to
state
we're
sorry,
we've
we've
we've
discussed
this
and
it's
not
going
to
happen
or,
yes,
we're
happy
to
announce
that
it
is
going
to
happen,
such
as
the
turnaround
and
the
drainage
and
those
types
of
things,
but
I
to
drag
it
on
out
and
drag
it
on
out
once
once
it's
once
it's
been
decided
one
way
or
another
and
the
the
discussions
have
been
held
to
go
back
over
them
over
and
over
and
over
again,
as,
as
you
know,
there's
just
no
sense
in
it.
J
Sometimes
things
just
are
not
doable
they're
they're,
not
either
financially
or
physically
able
to
do
certain
things.
So
I'd
suggest
that
we
let
the
administration
do
their
negotiating
and
come
back
to
us
and
let
us
know
what
they've
discovered
or
what
they've
decided
on
and
say
yes
or
no,
as
you
said,
it's
either
an
up
or
down
vote.
We
either
vote
to
do
this
project
or
we
don't
do
the
project
one
or
another.
A
All
right,
mr
fowler,
would
you
try
to
admit
someone.
E
Yeah
I'll
start
with
the
first,
mr
jeffrey's
galaxy:
let's
try
him
again.
A
H
B
You
know-
and
I
was
gonna
say,
excuse
me
if,
if
he
is
there
or
she
is
there,
whoever,
I
assume
it's
a
he
the
mute
button
and
the
stop
video
or
start
video
make
sure
he
clicks
on
both
of
those
other
than
that.
That's
the
only
two
things
that
I
would
know
that
is
kind
of
preventing
him
from
from
being
there,
so
yeah
haven't
tried
that.
A
We're
gonna
give
it
a
few
seconds
here.
If
you
can
get
yourself
online,
are
you
there
jeffrey's
galaxy?
Is
it
maybe
a
phone
okay
go
ahead
and
put
him
back
in
the
waiting
room,
we'll
try
and
get
him
to
make
his
comment
comments
next
time
and
just
admit
the
next
one.
A
E
A
A
D
Well,
I
I
was
just
logging
in
to
hear
feedback
from
the
residents.
I
don't
really
have
any
comments.
My
name's
patrick
bell.
I
live
at
3153,
easton
road.
A
Okay-
and
just
so
you
know
in
the
future,
you
don't
necessarily
have
to
come
on
to
the
zoom
in
order
to
listen
to
the
meeting
and
listen
to
the
comments
they
will
actually
stream
on
the
youtube
account
which
you
can
access
from
the
city
website.
Oh
great,
absolutely
you're
absolutely
welcome
to
come
in
next
week.
If
you
decide
that
you
do
want
to
make
comments,
we're
going
to
have
another
session
where
you
can
do
that.
So
you're
absolutely
welcome
to
do
that,
but
probably
easier
for
you.
A
If
you
just
want
to
watch
on
the
on
the
youtube
account.
A
Okay,
thank
you
for
for
logging
in
yep,
okay,
mr
fowler.
If
you'll
let
him
out
and
let
the
last
one.
A
A
Me,
okay,
very
good.
Thank
you.
Do
you
have
the
ability
to
turn
on
your
video
or
yes,
if
you
could
do
that,
we
would
appreciate
seeing
you
there.
M
A
That's
great
we're
we're
all
trying
to
work
through
this
whole
thing
right
trying
to
do
this
so
yeah.
If
you
would
give
your
name
and
address-
and
you
have
five
minutes
for
your
comments.
M
Sure
so
my
name's
john
cedode,
I'm
at
three
four
six.
Five
higgins
drive
they're
in
nash
heights.
I
think
some
general
comments
I
have
I'm
gonna
have
to
talk
to
my
ward
councilman
on
this
understand
the
intention
and
the
purpose
of
the
development,
the
economic
benefit
for
the
city
and
the
development
of
that
property.
M
My
concern
living
in
ward
3
and
I
had
emailed
this
before,
but
I
so
I
moved
into
this
ward,
this
particularly
streets
for
the
minimal
traffic.
I
lived
in
akron
for
11
years
and
had
young
kids
and
moved
out
to
norton,
couldn't
really
let
my
kids
ride
bikes
in
akron
because
of
the
traffic
and
just
some
of
those
concerns.
So
I
understand
that
the
traffic
flow
is
not
going
to
result
in.
M
You
know,
stop
and
go
along
traffic
lines.
However,
any
any
increased
flow
onto
the
streets
and
nash
heights
would
be
a
problem
there's
three
intersections
in
the
plan.
I
think
wooddale
higgins
and
there's
one
and
even
show
heart
to
the
north.
But
I
would
expect
traffic
to
go
straight
through
nash
heights,
that
once
you
figure
out,
you
can
get
to
cleveland
maslin
and
then
on
to
the
freeway
and
even
even
say
50
cars
a
morning
would
change
the
fabric
of
the
neighborhood
we
live
in.
M
I
think,
after
you
know
the
sewers
which
I
supported,
I'm
an
engineer
and
I
could
see
the
need
for
him.
It
still
was
a
tough
thing
to
go
through
just
for
financially
for
people,
but
still
it
was
worthwhile,
but
we've
been
through
a
lot
in
the
ward,
and
I
I
just
think
that
the
plan
as
it
stands
allows
too
much
traffic
through
nash
heights.
M
I'm
not
sure
I
could
have
my
kids
do
what
they
do
right
now
when
this
is
built
out
and
with
those
intersections
and
the
access
into
the
neighborhood.
So
I
guess
my
urge,
I
guess
I'm
urging
council
to
consider
that
and
to
find
ways
to
keep
traffic
out
of
nash
heights,
whether
it's
all
on
the
greenwich
or
maybe
just
to
shellheart.
M
I
don't
know,
but
when
I
lived
in
akron,
I
know
that
the
road
I
lived
on
became
kind
of
a
through
way
after
a
long
construction
period
on
market
street
and
the
cars
never
got
out
of
that
habit.
So
once
people
find
the
way
through
nash
heights,
I
think
they'll
take
them
and
it'll
change.
What
we
have.
We
don't
have
sidewalks,
not
that
we
even
want
them,
but
without
sidewalks.
I
think
there's
some
real
safety
concerns
in
the
neighborhood
and
it
would
change
what
we
love
about
norton.
M
A
M
A
A
Okay,
if
you
could
just
go
ahead
and
put
him
back
in
the
waiting
room,
we'll
move
on
to
public
service
announcements,
public
service
announcements,
mayor
zeta,.
B
Thank
you.
I
have
won
and
just
as
mr
fowler
indicated
earlier
in
the
meeting,
basically,
there
has
been
a
request
for
water
due
to
lack
of
water
because
of
the
electric
power
outages
here
in
the
city
of
norton.
I've
been
working
with
the
fire
chief
at
fire
station.
B
B
Do
internet
purchases
make
transfers
custodian
trade-offs,
whatever
it's
well
lit,
it's
in
right
in
the
front
of
the
fire
station
up
here
on
greenwich
road,
so
safety
should
not
be
a
concern
but,
like
I
said,
it's
well
lit
it's
under
video
surveillance
as
well,
but
they
have
a
spigot
set
up
out
front
and
basically,
if
you're
interested
and
if
you
need
water
for
whether
it's
flushing
toilets
drinking
water
or
so
all
we
ask,
is
you
bring
your
own
mask?
B
B
The
the
plan
originally
right
now
is
that
they
will
be
open
this
evening
until
midnight
and
have
water
available
and
then
that'll
be
shut
off
at
midnight
and
we'll
resume
tomorrow
morning,
at
7,
30
and
we'll
be
there
in
water
will
be
available.
7
30
tomorrow
morning,
until
midnight
tomorrow
night,
so
hopefully
by
then
we'll
get
through
what
we
need
and
we'll
make
it
try
to
make
a
difference
for
the
residents
who
are
needing
water
to
to
survive.
B
So
hopefully
that
will
take
care
of
it
and,
like
I
said,
we
still
continue
to
ask
for
your
patience
and
once
again
I
want
to
thank
my
fire
chief
mike
schultz
for
helping
me
get
it
together
and
getting
things
set
up
so
that
we
can
make
it
happen.
A
A
It
will
be
on
the
website.
It
will
be.
You
say
we
do
news.
Flash
carrie
yeah
will
be
done
by
newsflash,
so
hopefully
that'll
be
enough
of
an
opportunity
for
people
to
get
the
the
login
information
and-
and
if
you
have
any
questions
on
how
to
actually
do
it,
please
get
a
hold
of
the
clerk
of
counsel
carrie.
Could
you
give
your
phone
number
or.
