Apparently
there
was
a
near-fatal
accident
there
recently
and
it
was
brought
to
our
attention
that
the
Wayne
County
had
been
studying
this
intersection.
For
some
time
we
met
with
him
last
week.
They
intend
to
introduce
this
on
Wednesday
and
we
will
start
the
process
of.
We
did
have
a
safety
committee
meeting
or
street
safety
and
and
they
recommended
the
approval
of
this
project
and.

A

Let
people
know
that
it's
coming
it'll
be
a
bright
orange
signing,
it
says
effective,
March,
31st
or
whatever
date
I
think
it
smart
I
think
we
chose
March
31st
for
a
reason,
because
we
didn't
want
to
choose
they
Pro
first,
if
that
makes
any
sense,
so
we
need
to
get
those
up
soon.
So
people
know
well
in
advance
that
that
signalization
is
changing.
I
mean.
H
E
F
E
D
C
Mr.
president,
as
I
understand
it,
this
is
similar
to
ordinance
86
2017
that
we
had
passed
an
order,
but
this
is
the
state
actually
doing
it
to
where.
If
there
was
to
get
any
money,
then
it
would
be
allocated
to
everybody,
but
we
don't
have
Exhibit
B
we're
supposed
to
been
where
they
had
to
break
down
how
it
was
gonna,
be
allocated.
I'm.
I
J
It's
a
it's
a
proportional,
the
percentage
formula,
so
whatever
the
final
settlement
amount
is
Norton's
gonna
get
that
percentage,
that's
listed
in
the
exhibit
and
we
can
I
can
send
over
to
you
I
sent
to
the
clerk.
But
at
erä
point
it's
a
big
document,
so
it
didn't
make
a
lot
of
sense
to
hold
it
in
the
I.
Put
it
in
the
packet,
but
I'll
make
sure
that
gets
sent
to
all
Council
as
well.
So
they
have
it.
Maybe.
C
J
Would
get
a
city
allotment?
My
understanding
is,
we
are
expected
estimated,
not
settled
yet
between
three
and
four
hundred
thousand
dollars,
my
understanding,
mm-hmm,
subject
to
change
in
finalization,
really
what
this
is
about.
We
did
join
a
class
action,
lawsuit
back
and
we
authorized
to
join
that
lawsuit
that
lawsuits
still
ongoing.
J
What
what
happened
a
couple
years
ago?
Is
they
separate
out
Summit
County
in
Cuyahoga
County
to
make
them
the
bellwether
cases
for
the
all
the
plaintiffs
in
that
class
action?
That
case
was
litigated
settled,
at
least
with
some
defendants.
We
were
not
part
of
that
settlement.
We
were
the
second-tier.
We
were
the
next
level
after
that
bellwether
case
went
through,
so
our
case
still
is
pending
out
there.
J
In
the
meantime,
the
state
attorney
general's
office
intervened,
negotiate
a
settlement
attempting
to
negotiate
settlements
with
the
for
the
state
on
behalf
of
the
state
of
Ohio
and
then
what
they
want
to
do
is
make
it
for
all
the
municipalities
townships.
All
the
local
governments
under
the
state
would
be
under
one
global
settlement
and
obviously
the
pharmaceutical
manufacturers,
like
that
approach,
better
we're
being
told
by
the
lawyers
that
represents
the
class-action
suit.
This
is
the
best
which
is
not
my
firm.
J
This
is
the
best
opportunity
we're
gonna
have
as
a
city
to
recover
the
maximum
amount
of
funds,
so
they're
recommending
that
we
adopt
this
memorandum,
which
is
non-binding
and
just
says
to
the
extent
the
Ohio
was
able
to
negotiate
a
final
resolution.
We
would.
We
would
agree
at
that
time
to
be
a
part
of
the
global
settlement.
That's
really
all
it
is
right
now.
It's
just
saying
we
will
do
this
in
the
future.
It's
not
it's
not
binding.
As
of
now,
we
have
a
percentage
allocation,
we
don't
know
the
final
amount.
J
C
Other
things
that
I
had
like
on
the
definitions
for
number
seven,
that
was
approved,
purpose
for
the
money
and
then
it
goes
on
in
Section
B.
The
allocation
of
the
of
the
proceeds
that
those
have
to
be
utilized
in
a
manner
consistent
with
the
approved
purposes
definition
and
what
I'm
wondering
is
they
can
tell
us,
then
what
we
have
to
do
with
the
money
in
order
to
get
it
or
that
we
have
to
make
specific
changes
within
the
city
or
whatever
in
order
to
meet
their
requirements,
am
I
making
myself
clear,
yeah.
J
So
I
think
for
for
the
local
government.
If
you
look
at
that
definition
at
the
end
of
it,
they
talked
about
last
sentence.
They
say
approved
purposes
for
local
government
share,
which
is
our
share,
would
include
past
expenditures.
So
what
we
would
do
as
a
city
would
be
identify
funds
that
were
spent
in
the
past,
combating
this
opioid
problem
and
then
reimburse
ourselves
for
the
expenditures
which
is
really
what
our
lawsuits
doing
is
we're
saying
we
have
these
damages.
We've
spent
all
this
money
right
on
the
opioid
issue.
J
J
J
Can
look
at
the
agreement
again,
I
mean
that's
my
understanding,
based
on
my
look
at
the
agreement
and
the
summaries
that
were
provided.
I
mean
the
Ohio
municipal
leagues
in
support
of
this
is
representing
us
or
support
of
it.
They,
if
you
don't
join
you're,
not
likely
to
get
dollars
down
the
road,
so
we
can,
as
a
city,
choose
not
to
approve
it,
but
it
may
prevent
us
from
recovering
down
the
road.
E
J
J
G
Kent
Scarlet,
who
is
the
omental
executive
director
and
several
parties
from
the
oml
Board,
had
had
several
conversations
with
the
Attorney
General
and
the
governor.
The
concern
was
the
Attorney
General
initially
was
trying
to
take
the
money
in
and
prohibit
municipalities
from
from
settling
these
cases.
This
was
that
agreement
that
come
that
came
from
those
meetings,
including
how
this
money
could
be
spent.
G
The
read
that
the
point
that
Justin
made
I
think
is
not
to
be
missed.
Is
many
local
governments
expended
funds
on
police
cars,
fire
trucks,
ambulances
we
had
wear
and
tear
on
those
vehicles?
This
money
will
be
used
to
replace
those
costs
and
I,
don't
think
that
they
can
dictate
how
we
spend
our
funds,
because
we
can
justify
through
many
means
that
the
wear
and
tear
on
our
vehicles,
the
equipment
we
use
to
monitor
patients,
all
those
things
that
are
expenses
in
our
department
or
costs
cost
us
money
during
the
time
of
these
cases.
C
J
I
think
you
would
have
to
identify
that
the
past
expenditures
that
qualify
and
that's
part
of
what
we
did
for
the
lawsuit
was
put
that
the
Chiefs
worked
pretty
hard
on
documenting
those
expenses
and
gave
to
our
lawyers.
In
addition
to
the
oyamel
in
the
attorney
general's
office.
I
know
the
the
various
plaintiff's
counsel
that
are
doing
the
class
actions
around
the
state.
J
J
J
C
I
I
I
C
C
It
doesn't
tear
up
the
roads
and
Sun
and
we
had
Barbican
put
those
laterals
in
and
I
think
well,
that
was
the
lining
to
ditch
was
something
else,
but
anyway
it
was
at
a
total
at
a
cost
of
forty
one
thousand
three
hundred
and
twenty-five
dollars
and
fifteen
cents.
So
that's
what
ordinance
44
20
20
is
about
reimbursing
or
paying
Barberton
for
doing
that.
Work
and
I
had
a
couple
questions
on
this.
Sorry.
What
fund
are
we
going
to
be
using
this.
J
C
We've
got
the
other
ones,
got
something
to
do
with
the
norton
package
plant
with
working
on
it
he's
going
to
be
doing.
Have
we
paid
that
50
thousand
for
abandoned
it?
Yet
it's
already
been
taken
care
of,
so
we're
not
gonna,
see
that
later.
Okay-
and
this
does
contain
emergency
language,
and
we
did
get
the
maps
that
mr.
Gaynor
had
requested.
I
I
Were
the
ones
that
were
force
flow
laterals
are
those
the
ones
that
are
going
to
be
hooked
up
in
places
where
there's
multiple
connections
that
a
gravity
flow
can
flow
into
or
why
don't
wire,
some
of
them
I
think
it
said
four
or
three
I
had
a
little
trouble
reading
it
that
one
of
them
was
the
dotted
line,
indicated
the
force
flows,
the
force?
What
do
you
call
it
with
main
force?
Mains
are
only
a
force
main
laterals
they're
called
enforced
laterals,
the
rest
of
them.
I
The
nine
I
believe
it
said,
were
gravity
flow
laterals,
which
would
be
standard.
You
know
to
hook
up
to
the
standard
sewer
line
like
in
a
residential
area,
but
the
other
ones
I
I
just
guessed
that
they
were
maybe
for
the
project
going
in
there
on
Clark
Mill
and
that
they
would
be
forced
somewhere
another
something
to
do
with
a
pump
going
up
into
the
project.
I
I
I
thought,
maybe
it
was
for
that
you
know
the
housing
project,
maybe
or
or
a
business
over
towards.
Maybe
the
I
looked
to
me
like
it
might
have
been
four
for
the
racetrack
and
they
might
have
had
to
pump
uphill
to
get
to
that
line
or
something
for
one
of
them
and
then
I
thought
the
other
ones
might
possibly
be
involving
the
housing
project
up
there,
but
I
thought
that
would
all
be
gravity.
Yeah.
I
I
E
H
G
So
Barberton
historically
makes
the
resident
pay
for
the
laterals
they
have
to
get
connected
to
the
system.
When
we
originally
started
the
project
I
came
to
Council
and
asked
because
I
it's
our
or
was
our
procedure
that
you
run
the
laterals
to
the
to
the
edge
of
the
property,
and
it's
just
frankly,
it's
a
benefit
to
our
resident
right.
It's
something
we
should
provide
is
what
I
felt,
which
is
why
I
was
pushing
for
us
to
pay
for
the
laterals.
C

Construction
I'm
just
curious
since
I've
heard
some
of
the
names
I
haven't
heard
this
one
a
lot.
What
experience
do
we
have
with
them
and
is
this
one
of
those
state
situations,
or
is
this
totally
City
it's
in
in
town,
so
I
would
assume
we
have
a
little
bit
more
control
and
say
over
which
construction
company
do.
We
have
experience
with
them.
We.
G
G
B
G
No
I
asked
Josh
to
review
that
this
morning
he
was
in
for
another
meeting
and
we
are
going
to
award
the
alternates,
we're
gonna
or
one
point
two
and
then,
if
you
recall
last
year
towards
the
end
of
the
project,
the
bids
are
based
on
estimates.
We
estimate
how
much
material
is
going
to
be
used
and
typically,
at
the
end,
we
have
some
extra
material.
G
G
B
G
One
more
point
of
note:
I'm,
mister
mr.
Tousley
and
I've
had
many
of
conversations.
I
did
notify
Barberton
on
the
home
situation.
It's
just
so
you're
aware
part
of
home
is
not
in
the
city
of
Norton.
So
what
we
discussed
is
them
potentially,
when
we
found
out
who
the
bidder
was,
they
would
charge
them
directly
for
the
amount
that's
used,
so
we're
still
working
through
that,
but
but
they
have
agreed
to
do
it.
A
B
E
I
I
I
E
Consideration
of
minutes
the
minutes
of
the
regular
council
meeting
of
February
24
2020.
Are
there
any
additions,
deletions
or
Corrections
to
those
minutes?
They
will
be
accepted
as
submitted
the
minutes
of
the
committee
work
session
of
March,
2nd
2020.
Are
there
any
delicious
deletions,
additions
or
corrections
to
those?
They
will
also
be
accepted.
Ennis
admitted
reports
from
officers
boards
and
commissions
mayor
Ziva,
Thank.
K
K
So
if
you
hear
the
testing,
that's
what
it's
there
for
CCA
we've
got
three
dates:
left
March
18th
from
1:00
to
7:00,
from
April
1st,
from
1:00
to
7:00
in
April
13th
from
1:00
to
7:00
at
the
community
center
they'll
be
on
hand
to
assist
for
taxes,
and
that's
all
I
have
for
right
now
and
I'll
save
the
rest
till
public
service.
Thank.
G
Just
a
couple
quick
items,
one
most
important-
actually
the
street
sweeper
will
be
here
on
Wednesday,
so
you
may
not
see
that
in
operation,
starting
Wednesday,
we'll
have
some
training
and
then
we'll
start
immediately
doing
our
curb
and
gutter
streets
also
sucking
out
catch
basins
or
come
up
with
a
plan
to
get
those
done
a
couple
things
there
is
an
RFP
just
so
you
know
we're
going
out
for
bid
for
liability
insurance
that'll,
be
due
back
in
three
weeks.
I
anticipate
having
a
recommendation
for
you,
the
first
weeding
first
meeting
in
April.
G
G
Mr.
more
hadn't
had
written
an
article
about
the
intersection
at
state
route.
21
and
Eastern.
Road
I
have
had
many
conversations
with
ODOT
as
just-so
councils
aware.
Any
infrastructure
improvements
by
the
state
in
the
city
would
require
our
concurrence,
meaning
that
council
would
have
to
pass
an
ordinance
and
inform
the
deputy
director
that,
as
presented
I,
don't
think
that
I
could
bring
you
an
ordinance
supporting
a
project
that
I
did
not
support.
So
we
are
going
to
have
further
discussions
on
Eastern
Road
I.
G
Just
wanted
you
to
be
aware
that
we
have
had
some
discussions
and
we
will
be
considered
in
future
designs
and
then.
Lastly,
a
gentleman
did
visit
counsel
last
week
requesting
us
to
review
a
union
street
and
some
of
the
issues
we
did
have
the
service
department
go
out
and
clean
up
some
of
the
trash
and
then
I
believe
mr.
has
sent
everyone
an
email
regarding
that
situation.
So
I
just
wanted
to
let
you
know
we
did
follow
up
immediately.
Thank
You.
H
G
G
It's
not
a
cohesive
strategy,
but
he
was
unaware
again
he's
in
Ashland.
We
typically
work
in
Summit
County
district
4,
so
there
was
some
disconnect
there.
I
think
we
closed
that
disconnect
and
now
we're
moving
forward
with
with,
hopefully
some
better
plans
and
maybe
some
additional
funding
that
we
can
improve
that
intersection.
If
there's
issues
that
help
us
with
our
629
and
our
tip
money
and
all
the
other
monies
we're
trying
to
get
to
the
corridor
a.
B
J
G
I
E
E
D
A
E
I
Is
to
for
the
public's
information.
This
is
to
make
certain
that
our
flood,
plain
insurance
program
is
up
to
par
for
the
state
and
us
in
the
federal
government,
because
we
do
have
a
lot
of
flooded
our
flood
prone
areas,
and
we
need
to
have
the
ability
to
have
this
flood
insurance
program
through
them.
So
it
was
suggested
that
we
update
our
our
ordinances
on
it
and
that's
what
this
is.
Thank.
C
This
is
for
legal
settlement
that
we've
had
going
on
since,
like
2017
or
early
actually
earlier.
That's
when
the
suit
was
actually
filed
for
a
Miss,
Constance
Herrmann
and
does
contain
er
language
and
we're
going
to
be
making
two
installments
for
$10,000
each
as
soon
as
the
conditions
are
met,
I,
don't
see
any
reason
why
she
would
wait
on
this.
We've
already
waited
and
waited.
If
no
one
has
any
objections.
I'm
gonna
make
a
motion
to
waive
the
second

readings.

You
we
don't
have
this
down
for
waiving
readings
either,
but
looking
at
the
weather,
and
if
we
were
to
take
this
the
three
readings,
this
would
even
be
passed
until
like
April,
13th
or
wouldn't
be
usable
at
plan
passage.
We'd
have
it
doesn't
have
er
language,
so
we'd
be
waiting
another
30
days
and
says
it's
not
like
something
new.
It
was
just
a
change
to
whatever
the
last
door
18
or
whatever
it
was
we'd
passed
before.
All
we
did
was
take
away.

You
this
is
just
for
the
water
benefits.
Any
residents
are
not
required
to
tie-in.
It
will
be
solely
by
their
choice.
Fourteen
thousand
seven
hundred
and
five
dollars
per
benefit
monthly
in
statements
or
installments
or
paying
in
full,
is
available
for
commercial
industrial.
At
five
years
and
ten
years
for
the
residents,
the
installments
will
be
added
to
the
water
bill.
First
reading
only
Thank.
C
C
Well
again,
this
is
we
had
a
long
discussion
on
this
last
week
and
it's
just
clearing
the
road.
A
lot
are
the
trees
and
bushes
along
state
route,
21
from
Eastern
to
76
North,
going
no
north
up
to
76,
going
north
to
76
and
since
they've
already
started
this
work.
I
would
just
as
soon
get
it
taken
care
of
tonight.
If
no
one
has
any
objection,
so
I
would
make
a
motion
to
waive
the
second
third
reading,
so
miss
Manasa
I.

H
H
Unfortunately,
he
didn't
get
cooperation,
but
it
wasn't
due
to
any
lack
of
work
on
his
part
and
he
was
able
to
produce
us.
One
quote
that
to
me
showed
that
we
are
getting
value,
and
that
was
important
and
I
didn't
speak
on
the
waiver.
I
figured
I'd
speak
it
now.
Some
of
these
trees
are
in
a
minute,
damn
danger
of
falling
because
they're
dead,
so
for
that
I
also
obviously
supported
that.
Thank.

Mrs.
Furr
first
reading
only
it
does
contain
emergency
language
and
we're
gonna
be
looking
to
waive
the
third
reading
on
that.
This
is
tied
into
the
couple
other
ordinances
that
we
also
have
involving
Medina
line.
We
cannot
use
GPD
due
to
the
fact
that
this
is
a
no
dot
thing
and
that
that
they
had
actually
done
the
designing,
which
is
the
reason
why
we're
going
with
DLC,
but
its
first
reading.
Only
thank.

K
You
again
I
would
just
like
to
announce
that
we
have
the
master
Park
plan
for
tomorrow
evening.
That's
at
Finney's
restaurant
formal
presentation
will
be
at
6
o'clock
from
6:00
to
6:30
public
engagement
activities
from
6:30
to
approximately
7
o'clock
and
then
afterwards,
there'll
be
casual
conversation
once
again,
Oh
will
be
advisors
will
be
on
hand
to
facilitate
that
meeting.
Also
we
have
back
Food
Pantry
they've
got
a
bingo
fundraiser
that'll,
be
at
the
Norton
Community
Center
on
Wednesday
March
11th.
K
We
have
a
chili
cook-off
Fire
Department,
Norton,
Safety,
Forces,
Saturday,
March
14th
from
12:00
to
3:00,
and
then
also
want
to
talk
about
the
cleanup
day,
which
is
they
save
the
date
for
April
18th
from
8:30
til
one
o'clock,
and
we
have
the
adopt
a
spot
sponsor
caretaker
program
that
we
do
every
year.
We've
done
for
the
last
several
years,
so
kind
of
consider
doing
some,
a
an
adoptive
spot
or
either
caretaker
or
sponsor
program.
K
For
that,
the
only
other
thing
I'd
like
to
announce
is
that
on
July
23rd,
24th
25th,
we
have
a
summer
concert
fest
that
were
to
put
together
try
to
save
the
date.
For
that,
that
should
be
a
good
event
promising
to,
hopefully
the
weather
will
cooperate
and
we'll
make
it
happen.
So
that's
all
I
have
and
thank
you
thank.
